Health Care Safety Net Enhancement Act of 2015 Amends the Public Health Service Act to deem a hospital or an emergency department and a physician or physician group of a hospital or emergency department to be an employee of the Public Health Service with liability protection provided by the United States for purposes of any civil action that may arise due to providing emergency and post-stabilization services on or after January 1, 2016.

Special Needs Trust Fairness Act of 2015 Amends title XIX (Medicaid) of the Social Security Act with respect to the treatment of revocable trusts for the benefit of an individual for purposes of meeting income requirements for Medicaid coverage. Extends the supplemental needs trust exemption from treatment of a trust as resources available to the individual to supplemental needs trusts for Medicaid beneficiaries established by those beneficiaries.

Traditional Cigar Manufacturing and Small Business Jobs Preservation Act of 2015 Amends the Federal Food, Drug, and Cosmetic Act to exempt traditional large and premium cigars from regulation by the Food and Drug Administration (FDA) and from user fees assessed on tobacco products by the FDA.

Pro Football Hall of Fame Commemorative Coin Act Directs the Secretary of the Treasury to mint and issue not more than 50,000 $5-gold coins, 400,000 $1-silver coins, and 750,000 half-dollar coins emblematic of the game of professional football. Requires all sales of such coins to include specified surcharges, which shall be paid by the Secretary to the Pro Football Hall of Fame to help finance the expansion and renovation of Pro Football Hall of Fame facilities. Directs the Secretary to ensure that: (1) minting and issuing such coins will not result in any net cost to the government, and (2) no proceeds are disbursed until the total cost of designing and issuing such coins is recovered by the Treasury.

Honoring Our WWII Merchant Mariners Act of 2015 Establishes in the Treasury the Merchant Mariner Equity Compensation Fund from which the Secretary of Veterans Affairs is to make one payment of $25,000 to each individual who, between December 7, 1941, and December 31, 1946, was a documented member of the U.S. merchant marine (including the Army Transport Service and the Naval Transport Service) serving as a crewmember of a vessel that was operated in U.S. waters by the War Shipping Administration or the Office of Defense Transportation and under contract to, or the property of, the United States. Requires such individuals to: (1) apply for such benefit within one year after the enactment of this Act, and (2) not have received benefits under the Servicemen's Readjustment Act of 1944. Requires the Secretary to include, in annual budget documents submitted to Congress, detailed information on the Fund's operation.

Advancing Care for Exceptional Kids Act of 2015 or the ACE Kids Act of 2015 Amends titles XIX (Medicaid) and XXI (Children's Health Insurance) (CHIP) of the Social Security Act to allow a state, at its option, to elect to provide medical assistance for items and services furnished to eligible children with medically complex conditions enrolled in a Medicaid Children's Care Coordination (MCCC) program. Requires an MCCC program, among other things, to coordinate, integrate, and provide for the furnishing of the full range of MCCC program services to enrolled children, as well as designate pediatric care management services and pediatric focused care coordination and health promotion. Requires a state to enroll eligible children prospectively in an MCCC program through an initial 90-day assignment to a nationally designated children's hospital network, unless the child opts not to participate in any MCCC program.

National Nurse Act of 2015 Amends the Public Health Service Act to require the Department of Health and Human Services (HHS) to designate the Chief Nurse Officer of the Public Health Service as the National Nurse for Public Health within the Office of the Surgeon General. Includes among the duties of this position: (1) providing leadership and coordination of Public Health Service nursing professional affairs for the Office of the Surgeon General and other agencies of the Public Health Service, (2) conducting outreach and education, and (3) providing guidance and leadership for activities that will increase public safety and emergency preparedness. Requires the National Nurse for Public Health to: (1) participate in identification of national health priorities, (2) encourage volunteerism of nurses and strengthen the relationship between government agencies and health-related national organizations, and (3) promote the dissemination of evidence-based practice in educating the public on health promotion and disease prevention activities.

Visa Waiver Program Improvement Act of 2015 Amends the Immigration and Nationality Act to include terrorism risk as a factor the Secretary of Homeland Security shall consider under the electronic system for travel authorization (ESTA) in determining the eligibility of an alien to travel to the United States. Directs the Secretary to report to Congress regarding: (1) the number of individuals, identified by their countries of citizenship or nationality, who were denied eligibility to travel, or whose eligibility was revoked, under the ESTA because the individual was determined to be a U.S. security threat; (2) steps to strengthen the ESTA; and (3) foreign government compliance with information sharing agreements concerning passport theft or loss and whether a country's citizens or nationals traveling to the United States pose a U.S. security threat. Authorizes the Secretary to suspend a country from the visa waiver program without prior notice if the country fails to comply with an agreement to share information regarding whether its citizens and nationals traveling to the United States pose a U.S. security threat.
