Countering Weapons of Mass Destruction Act of 2018 This bill amends the Homeland Security Act of 2002 to establish in the Department of Homeland Security (DHS) a Countering Weapons of Mass Destruction Office, headed by an Assistant Secretary. The Assistant Secretary shall serve as the principal advisor to DHS on weapons of mass destruction matters and strategies, and on coordinating efforts to counter weapons of mass destruction. The office shall coordinate DHS strategy and policy to plan, detect, and protect against the importation, possession, storage, transportation, development, or use of unauthorized chemical, biological, radiological, or nuclear materials, devices, or agents. The Assistant Secretary shall establish the Securing the Cities program to detect and prevent terrorist attacks and other high consequence events utilizing nuclear or other radiological materials that pose a high risk to homeland security in high-risk urban areas. The bill establishes in the office a Chief Medical Officer who shall serve as the principal advisor to DHS on medical and public health issues. DHS shall transfer to the office all personnel, budget authority, and assets of the Domestic Nuclear Detection Office and the Office of Health Affairs.

Shirley Chisholm Congressional Gold Medal Act This bill provides for the posthumous presentation of a Congressional Gold Medal in commemoration of Shirley Chisholm, in recognition of her activism, independence, and groundbreaking achievements in politics, election as the first African American woman in Congress, and campaign to be the first African American to gain the nomination of a major political party for President of the United States.

Combating Illicit Fentanyl Act of 2019 This bill directs the Department of State and Department of the Treasury to annually report to Congress identifying each person in China, including government officials, involved in fentanyl production and its trafficking into the United States.

Never Forget the Heroes: Permanent Authorization of the September 11th Victim Compensation Fund Act This bill funds through FY2090 the September 11th Victim Compensation Fund of 2001. Additionally, the bill modifies the Victim Compensation Fund (VCF): to allow claims to be filed until October 2089, to require VCF policies and procedures to be reassessed at least once every five years (currently, at least once annually), to require claimants to be paid for the amount by which a claim was reduced on the basis of insufficient funding, to remove the cap on noneconomic damages in special circumstances, and to adjust the annual limit on economic loss compensation for inflation.

Keeping Girls in School Act This bill authorizes the Department of State and the U.S. Agency for International Development (USAID) to enter into acquisition, assistance, or financing agreements to address societal, cultural, health, and other barriers that adolescent girls face in accessing quality secondary education. USAID's Senior Coordinators for International Basic Education Assistance and Gender Equality and Women's Empowerment and the State Department's Ambassador-at-Large for Global Women's Issues shall oversee all U.S. resources and activities relating to educational opportunities for adolescent girls. The bill requires USAID to seek to ensure program adherence to monitoring, evaluation, and data requirements and gender equality guidance. The Ambassador-at-Large for Global Women's Issues shall review, update, submit to Congress, and make publicly available a U.S. global strategy to empower adolescent girls. The U.S. Global Strategy to Empower Adolescent Girls, issued in March 2016, shall be deemed to fulfill such requirement.

Federal Flood Management Act of 2018 This bill directs executive agencies, including military departments, to reduce the risk of flood losses, minimize flood impacts, and restore and preserve natural floodplains. Agencies must also: (1) evaluate the effects of an action taking place in a floodplain, (2) ensure planning programs and budget requests incorporate flood hazard considerations, and (3) indicate their compliance with this bill to the Office of Management and Budget when making a request for a new authorization or appropriation. The bill sets forth characteristics to be used in determining whether an agency action impacts a floodplain. The Mitigation Framework Leadership Group must reassess annually the implementation of these requirements, and provide recommendations to the Water Resources Council. An agency undertaking a federally funded project must comply with federal flood risk management standards, including construction guidelines, flood-proofing measures, and elevation techniques. Projects may be exempted if compliance would not be in the interest of national security, a project is in response to an emergency, or the standard is demonstrably inappropriate. An agency facilitating a financial transaction in an area subject to a base flood (a base flood has a 1% chance of being equaled or exceeded in any year) has a duty to inform any private party of the hazards. Agencies must report on their compliance with this bill to the Council on Environmental Quality.

U.S.-Israel Cooperation Expansion Act This bill states that it is U.S. policy to: support bilateral training between U.S. and Israeli law enforcement personnel to share best practices relating to anti-terrorism, community policing, and mass casualty management; and continue to counter threats to U.S. and Israeli security and embassy protection posed by illicit cross-border tunneling and unmanned aerial systems.

Terrorist Asset Seizure Reform Act of 2018 This bill requires a financial institution to transfer to the Department of the Treasury (1) interest paid on certain bank accounts that are frozen as a result of sanctions; and (2) after providing notice and an opportunity for the owner to challenge, frozen or otherwise blocked assets affiliated with specified terrorist activity. Assets and interest confiscated under the bill must be deposited into a fund made available to the Federal Emergency Management Agency (FEMA) for grants related to terrorism prevention.

Cyber Ready Workforce Act This bill directs the Department of Labor to award grants to workforce intermediaries (entities that facilitate the establishment of registered apprenticeship programs and that may partner with a business or community-based organization, or specified other partners) to support the creation, implementation, and expansion of such programs in cybersecurity.

Land and Water Conservation Authorization and Funding Act This bill amends the Land and Water Conservation Fund Act of 1965 to make permanent the authorization for the Land and Water Conservation Fund (LWCF). The bill eliminates the requirement that the funds which are deposited into the LWCF remain in there until appropriated by Congress to carry out the purposes of the LWCF. Funds deposited into the LWCF may be spent without being subject to the appropriations process. These funds are in addition to amounts made available by the Gulf of Mexico Energy Security Act of 2006 or otherwise appropriated from the LWCF. The President shall submit to Congress detailed account, program, and project allocations as part of the President's annual budget submission. At least 1.5% of the annual authorized funds shall be used for projects that secure recreational public access to existing federal public land for hunting, fishing, and other recreational purposes.

Dog and Cat Meat Trade Prohibition Act of 2018 This bill prohibits persons from knowingly slaughtering a dog or cat for human consumption. In addition, the bill prohibits persons from knowingly transporting, possessing, buying, selling, or donating: (1) a dog or cat to be slaughtered for human consumption, or (2) dog or cat parts for human consumption. The bill subjects a violator to a fine. The bill applies to conduct in or affecting interstate or foreign commerce or within the special maritime and territorial jurisdiction of the United States. However, it does not apply to an activity carried out by an Indian for a religious ceremony.

Restore Our Parks and Public Lands Act This bill establishes the National Park Service and Public Lands Legacy Restoration Fund and requires 50% of all energy development revenues for FY2019-FY2023 to be deposited into such fund. Amounts deposited in the fund must not exceed $1.3 billion for any fiscal year and must be used for meeting high-priority deferred maintenance needs of the National Park Service.

Fairness in Liver Allocation Act of 2018 This bill requires the Organ Procurement and Transplantation Network to reform the criteria for liver allocation so that allocation is not based on the donor candidate's place of residence or listing, unless it is necessary to avoid wasting organs.

Biometric Identification Transnational Migration Alert Program Authorization Act of 2018 This bill amends the Homeland Security Act of 2002 to provide statutory authority for the Department of Homeland Security (DHS) Biometric Identification Transnational Migration Alert Program (BITMAP). That program was established to address and reduce national security, border security, and terrorist threats before such threats reach the international border of the United States. In carrying out BITMAP operations, U.S. Immigration and Customs Enforcement must: (1) coordinate foreign and U.S. officials to facilitate the sharing of biometric and biographic information of foreign nationals to identify and screen such nationals for terrorism and threats to national or border security; (2) provide capabilities, including training and equipment, to collect and compare biometric and biographic identification data of foreign nationals to protect against national security, border security, or terrorist threats and illegal entries; and (3) ensure that such data are incorporated into appropriate government databases. Before carrying out BITMAP operations in a foreign country, DHS must enter into an agreement with the government of such country that outlines such operations and must provide the congressional homeland security committees with a copy of the agreement.

Advancing Cybersecurity Diagnostics and Mitigation Act This bill amends the Homeland Security Act of 2002 to direct the Department of Homeland Security (DHS) to: (1) deploy, operate, and maintain a continuous diagnostics and mitigation program to collect, analyze, and visualize security data and cybersecurity risk; (2) regularly deploy new technologies and modify existing technologies to improve such program; and (3) develop a comprehensive strategy to carry out the program. In carrying out the program, DHS must ensure that cybersecurity risk information, assessments, and analyses are provided in real time and program information is available to the DHS national cybersecurity and communications integration center.

Public Service Freedom to Negotiate Act of 2018 This bill requires the Federal Labor Relations Authority (FLRA) to make a determination as to whether a state substantially provides for certain rights and responsibilities applicable to public employees, such as granting such employees the right to form or join a labor organization and to bargain collectively, and if the state does not substantially provide for such rights and responsibilities, then such state shall be subject to nationwide standards prescribed by the FLRA to protect public employee rights. No employer, emergency services employee, or law enforcement officer may engage in a lockout, strike, or any other organized job action of which a reasonably probable result is a measurable disruption of the delivery of emergency or public safety services. No labor organization may violate or attempt to violate this prohibition.

Securing the Homeland Security Supply Chain Act of 2018 This bill amends the Homeland Security Act of 2002 to authorize the Department of Homeland Security (DHS) to restrict procurement of information technology, telecommunications equipment and services, and related products or services (covered articles), if it determines that a vendor of such products and services poses a risk to the DHS supply chain. After determining that such a risk exists, DHS may limit the disclosure of information relating to the basis for restricting a procurement and may exclude a vendor from the procurement process. The bill requires DHS to make certain security-related determinations and provide notifications before it can exercise the authority to restrict procurement of any covered article. The bill defines "supply chain risk" as the risk that a malicious actor may sabotage, maliciously introduce an unwanted function, extract or modify data, or otherwise manipulate the design, integrity, manufacturing, production, distribution, installation, operation, or maintenance of a covered article.

United States Ports of Entry Threat and Operational Review Act This bill directs U.S. Customs and Border Protection to submit to the congressional homeland security and tax committees a threat and operational analysis of U.S. air, land, and sea ports of entry.

Computers for Veterans and Students Act of 2018 or the COVS Act This bill directs federal agencies to offer, through the General Services Administration (GSA), to transfer surplus computers and technology equipment to nonprofit computer refurbishers for repair and distribution to educational institutions, veterans, disabled individuals, low-income individuals, students, and seniors in need. Each nonprofit computer refurbisher to whom the GSA transfers a surplus computer or technology equipment must offer training programs for such an institution or individual on how to use the computer or equipment. The bill prohibits the GSA from requiring that a nonprofit computer refurbisher repair and distribute any surplus computer or technology equipment within a specific period of time.

Hire Student Veterans Act This bill amends the Internal Revenue Code to: (1) allow a work opportunity tax credit for hiring a veteran attending an institution of education using educational assistance provided under certain programs administered by the Department of Defense or the Department of Veterans Affairs, and (2) modify the minimum employment period required for veterans that qualify for the credit under this bill.

Creating Opportunity and Sustainability Through Science Act or the COASTS Act This bill directs the National Oceanic and Atmospheric Administration to award competitive grants to certain entities for (1) activities that strengthen coastal communities, and (2) restoration of coastal habitats to provide vital habitat for fish and strengthen the resilience of coastal ecosystems.

Federal Employees Paid Parental Leave Act of 2018 This bill provides paid parental leave for federal employees. Specifically, it provides up to 12 workweeks of paid leave during the 12-month period following a child's birth or placement for adoption or foster care. Additionally, the Office of Personnel Management may increase the amount of paid parental leave to up to 16 workweeks based on a consideration of certain factors (e.g., enhanced recruitment and retention of employees).

Medicare Home Health Flexibility Act This bill establishes circumstances under which an occupational therapist may conduct an initial or comprehensive assessment for an individual who is eligible for home health services under Medicare. Specifically, an occupational therapist may conduct the assessment if the physician's referral order does not include skilled nursing care but does include: (1) occupational therapy, and (2) physical therapy or speech language pathology.

Rescuing Animals With Rewards Act of 2018 or the RAWR Act This bill amends the State Department Basic Authorities Act of 1956 to authorize Department of State rewards for a person who assists in the arrest or conviction of wildlife traffickers. Wildlife trafficking is the poaching or other illegal taking of protected or managed species and the illegal trade in wildlife and their related parts and products.

Real Estate Assets and Leasing Reform Act of 2018 or REAL Reform Act of 2018 This bill modifies requirements with respect to leases for federal buildings. Specifically, the bill: directs the General Services Administration (GSA) to establish, and operate through 2023, a pilot program to execute lease agreements using alternative procedures; temporarily authorizes the GSA to submit consolidated prospectuses for leases and projects to Congress for approval; requires approval by congressional resolution of an appropriation for any costs and expenses associated with administering an acquisition by exchange involving real property or in-kind consideration valued at or over a specified amount; sets a specified limitation regarding bargain-price purchase options; requires certain public buildings containing a public restroom to also contain a lactation room; authorizes the Department of Commerce to release the federal government's interest in certain economic adjustment grants; and requires the GSA to provide specified additional notice and justification to Congress regarding certain projects. The Government Accountability Office must conduct biennial audits of the GSA National Broker Contract and a review of the application of certain enhanced competition requirements. The GSA must sell or exchange part of the Department of Energy (DOE) Forrestal complex to fund the construction of a new DOE headquarters. In addition, the bill allows the Department of Homeland Security to authorize and train security personnel contracted to protect certain federal buildings or grounds to carry firearms and, under specified circumstances, detain individuals without a warrant.

Veterans Awareness Act or VA Act of 2018 This bill directs the Department of Veterans Affairs (VA) to carry out a pilot program under which a qualifying veteran shall be notified of a change of service reducing or eliminating a medical service provided to such veteran at a medical facility of the VA.

Metastatic Breast Cancer Access to Care Act This bill specifies that individuals with metastatic breast cancer are not subject to certain waiting periods for disability insurance benefits under the Old-Age, Survivors, and Disability Insurance program and related Medicare coverage.

Unmasking Antifa Act of 2018 This bill amends the federal criminal code to make it a crime for an individual, while in disguise, to injure, oppress, threaten, or intimidate a person: (1) who is exercising or enjoying a protected right or privilege, or (2) because the person has exercised a protected right or privilege. A violator is subject to criminal penalties—a fine, a prison term of up to 15 years, or both. Additionally, the bill establishes an enhanced penalty—a mandatory two-year prison term—for a person who wears a disguise during an offense involving the willful and malicious destruction of a building or property.

Aircraft Maintenance Outsourcing Disclosure Act of 2018 This bill requires the Federal Aviation Administration to require an air carrier providing scheduled passenger air transportation to: (1) disclose to the public the date and location of the most recent heavy maintenance for specific flights, and (2) provide a similar disclosure for its entire fleet.

Bus Operator and Pedestrian Protection Act This bill requires the Department of Transportation (DOT) to require public transportation safety grant recipients that operate fixed route bus service to: (1) develop a risk reduction program for bus operations to improve safety by reducing the number and rates of accidents, injuries, assaults on bus operators, and fatalities; (2) submit the program, including the implementation plan required by this bill, to DOT for review and approval; and (3) implement the program and plans approved by DOT. The recipient of a public transportation safety grant shall report to DOT, for inclusion in the National Transit Database, any information on each assault on an public transportation vehicle operator.

National Lyme and Tick-Borne Diseases Control and Accountability Act of 2018 This bill establishes the Office of Oversight and Coordination for Tick-Borne Diseases within the Department of Health and Human Services (HHS). The office must oversee the creation of a national strategy to address Lyme disease and other tick-borne diseases and disorders. The national strategy must include program assessments, benchmarks for progress, and recommendations from the previously established Tick-Borne Disease Working Group. The bill also requires HHS to undertake specific actions that promote research, prevention, and treatment of Lyme disease and other tick-borne diseases and disorders. Among other things, HHS must: support expansive research into the pathology, diagnosis, and treatment of such diseases and disorders; establish a surveillance system to track the prevalence of such diseases and disorders in humans; establish a surveillance system to track the prevalence of disease-carrying ticks; conduct educational campaigns; and hold a series of research symposiums.

School-Based Health Centers Reauthorization Act of 2018 This bill amends the Public Health Service Act to reauthorize for FY2018-FY2023 school-based health centers (health clinics that provide physical and mental health services for children and adolescents during school hours).
