Establishes the per-annum pay scale for specified personnel of the Department of Medicine and Surgery of the Veterans' Administration, including the Chief Medical Director, at $49,700. States that in order to attract or retain highly qualified physicians, dentists, and nurses in the Department, such persons may be paid an additional 25 percent of their annual salary. Authorizes the granting of leave with pay for pursuit of studies to such individuals under enumerated circumstances.

Eastern Wilderness Areas Act - Designates specified lands in Alabama, Arkansas, Florida, Georgia, Kentucky, Michigan, Missouri, New Hampshire, North Carolina, South Carolina, Tennessee, Vermont, Virginia, West Virginia, and Wisconsin for inclusion in the National Wilderness Preservation System. Provides for a study of specified additional lands in 18 States and Puerto Rico for such inclusion. Authorizes to be appropriated the sums necessary to carry out the provisions of this Act.

Federal Aid Highway Act - Authorizes appropriations for the construction of specified highways in the United States. Sets forth regulations governing the erection and maintenance along the Interstate and primary highway systems of outdoor advertising signs, displays, and devices which are more than six hundred and sixty feet of the nearest edge of the right-of-way, located outside of cities and villages, visible from the main traveled way of the system, and erected with the purpose of their message being read from such main traveled way. States that such signs shall be limited to: (1) directional and official signs and notices, which signs and notices may include, but not be limited to, signs and notices pertaining to information in the specific interest of the traveling public, such as, but not limited to, signs and notices pertaining to rest stops, camping grounds, food services, gas and automotive services, and lodging, and shall include signs and notices pertaining to natural wonders, scenic and historical attractions, which are required or authorized by law, which shall conform to national standards hereby authorized to be promulgated by the Secretary hereunder, which standards shall contain provisions concerning lighting, size, number, and spacing of signs, and such other requirements as may be appropriate to implement this section; (2) signs, displays, and devices advertising the sale or lease of property upon which they are located; and (3) signs, displays, and devices advertising activities conducted on the property on which they are located. Specifies that the Secretary of Transportation, during the implementation of State laws enacted to comply with the Federal-Aid Highway Act, shall encourage and assist the States to develop sign controls and programs which will assure that necessary directional information about facilities providing goods and services in the interest of the traveling public will continue to be available to motorists. Authorizes the Secretary to make grants to States for projects for the construction, reconstruction, and improvement of any off-system road (including, but not limited to, the replacement of bridges, the elimination of high hazard locations, and roadside obstacles.) Sets forth the formula to be followed by the Secretary in alloting the sums authorized to be appropriated among the various States. Directs the Secretary to carry out various specified demonstration projects. Authorizes the Secretary to construct or reconstruct access highways to public recreation areas on lakes in order to accommodate present and projected traffic density.

Veterans' Housing Act - Authorizes increases in the amount limitations of the veterans home loan programs, and eliminates those provisions automatically guaranteeing dormant farm and business loans. Repeals the restriction on the guaranteeing or making of loans by the Administrator of Veterans Affairs for the purchasing of mobile homes or mobile home lots after July 1, 1975. Authorizes the Administrator to make expenditures to correct or compensate for structural defects in mortgaged homes with respect to any property improved by a one-to-four family existing dwelling as to which the Veterans' Administration issued a certificate of reasonable value.

Increases from $17,500 to $20,000, the maximum amount of Veterans' Administration assistance payable to seriously disabled veterans in acquiring specially adapted housing. Provides for annual increases in such maximum amount of asssistance to reflect the average percentage increase in house construction costs. (Amends 38 U.S.C. 802)

Provides hospital and medical care to members of the armed forces of Poland or Czechoslovakia who participated in armed conflict with an enemy of the United States during World War I or World War II, and who has been a citizen of the United States for not less than 10 years. Provides that such hospital and medical care shall be available to the same extent as if such service had been performed in the Armed Forces of the United States.

Authorizes the Administrator of Veterans' Affairs, upon the recommendation of the Chief Medical Director, to utilize the services of patients and members in Veterans' Administration hospitals and domiciliaries for therapeutic and rehabilitative purposes, at nominal remuneration. Provides that such patients and members shall not under such circumstances be held or considered as employees of the United States for any purpose. Directs the Administrator to prescribe the conditions for the utilization of such services. Authorizes the Administrator, upon the recommendation of the Chief Medical Director, to obtain work or work projects from non-Veterans' Administration sources, and prescribe terms and conditions for the participation of patients and members in Veterans' Administration hospitals, out-patient clinics and domiciliaries, in such work or work projects as part of their therapeutic or rehabilitation program. Authorizes the Administrator or his designee to enter into contracts to obtain work or work projects suitable for the compensated work therapy program, which shall not be subject to the Federal Property and Administrative Service Act of 1949. Directs the Administrator or his designee to pay out of the Veterans' Administration Special Therapeutic and Rehabilitation Activities Fund, established under this Act, moneys to patients and members participating in the compensated work therapy program authorized at such rate as he shall determine. Provides that for the purposes of the Internal Revenue Code of 1954 any remuneration received by patients and members participating in the compensated work therapy program authorized under this Act shall not be subject to Federal employment taxes or the income tax withholding provisions of such Code, nor shall any Federal, State, or other taxing authorities levy any tax on such earnings as income. Establishes in the Treasury of the United States a revolving fund known as the Veterans' Administration Special Therapeutic and Rehabilitation Activities Fund for the purpose of carrying out the provisions of this Act. Authorizes the appropriation of up to $5,000,000 for the establishment of such Fund.

Interim Fisheries Zone Extension and Management Act - Extends the jurisdiction of the United States over specified ocean areas and fish for purposes of protecting the domestic fishing industry. Requires the Secretary of Commerce to conduct research in order to promote the conservation of fish originating in the United States territorial sea and contiguous fisheries zone. Authorizes the appropriation of up to $1,000,000 in any fiscal year to carry out the provisions of this Act.

Extends the appropriations provisions of the Public Works and Economic Development Act through fiscal year 1976. Deletes the provisions of such Act regarding additional grants to areas of substantial unemployment during the preceding year from title I (Grants for Public Works and Development Facilities) of such Act. Limits the amount of loans for public works and development facilities and for business and business loan guarantees to $60,000,000 for fiscal years 1975 and 1976. Authorizes financial aid within a redevelopment area for the purcahse or development of land and facilities for industrial or commercial usage, and for any industrial or commercial activity. Authorizes grants to State, or sub-State economic adjustment planning organizations for administrative and planning activities. Authorizes appropriations of $60,000,000 for fiscal years 1975 and 1976 for technical assistance, research and information activities under this Act. Requires economic development districts under such Act to provide copies of their overall economic development programs to the appropriate regional commissions. Extends through fiscal year 1976 appropriations authorization for economic development centers and increases grants for redevelopment area projects. Extends appropriations authorization through fiscal year 1976 for supplements to Federal grant-in-aid programs. Requires coordination between the Secretary of Health, Education, and Welfare and such regional commissions in making grants and loans and providing technical assistance under this Act. Extends through fiscal year 1976 the Public Works and Economic Development Act of 1965, as amended. Authorizes the Secretary to make grants to any eligible recipient which has experienced, or may reasonably be foreseen to be about to experience, a special need to meet an expected rise in unemployment, or other economic adjustment problems (including those caused by any action or decision of the Federal Government) and which submits a plan meeting the requirements of this Act. Allows such grants to be used for: (1) public facilities, public services, business development, planning, research, and technical assistance; (2) redistribution by the eligible recipient in loans and loan guarantees to private profitmaking entities; and (3) redistribution by the eligible recipient in payments to individuals for unemployment assistance as described in this Act and for training or relocation assistance. Authorizes appropriation for such grants of an amount per fiscal year not to exceed 20 percent of the amount appropriated for the purposes of titles I through V of the Public Works and Economic Development Act for such fiscal year.

Declares it to be the sense of the House of Representatives that: (1) the Government of the United States should maintain and protect its sovereign rights and jurisdiction over the canal and zone, and should in no way cede, dilute, forfeit, negotiate, or transfer any of these sovereign rights, power, authority, jurisdiction, territory, or property that are indispensably necessary for the protection and security of the United States and the entire Western Hemisphere; (2) that there be no relinquishment or surrender of any presently vested United States sovereign right, power, or authority or property, tangible or intangible, except by treaty authorized by the Congress and duly ratified by the United States; and (3) that there be no recession to Panama, or other divestiture of any United States-owned property, tangible or intangible, without prior authorization by the Congress (House and Senate), as provided in article IV, section 3, clause 2 of the United States Constitution.

Expresses the sense of the House of Representatives that (1) it most strongly condemns all acts of terrorism in the Middle East; (2) the President and the Secretary of State should and are hereby urged and requested to (a) call upon all governments to condemn this inhuman act of violence against innocent victims; and (b) strongly urge the governments who harbor these groups and individuals to take appropriate action to rid their countries of those who subvert the peace through terrorism and senseless violence; and (3) the President should request the American Ambassador to the United Nations to take appropriate action before that body in order to have introduced a Security Council resolution condemning this brutal act of violence.

Provides for the recomputation of military retirement benefits. Provides that a member or former member of a uniformed service: (1) who is sixty years of age or older, and is retired for reasons other than physical disability, whose disability is finally determined to be of a permanent nature and less than 30 percent under the disability rating system, and is entitled to retired pay computed under the rates of basic pay in effect before January 1, 1972; or (2) who is entitled to retired pay for physical disability, whose disability was finally determined to be of permanent nature and at least 30 percent under the schedule of rating disabilities, and whose retired pay is computed under rates of basic pay in effect after October 11, 1949 and before January 1, 1972, is entitled to have that pay recomputed upon the rates of basic pay in effect on January 1, 1972.

Establishes rates of veterans' dependency and indemnity compensation payable to a widow on the basis of her husband's pay grade. Sets rates for widows with children, widows in need of care and attendance, and for dependent fathers and mothers of veterans.

Makes it the sense of the House that, during the period pending consideration and action by the Senate upon the bill H.R. 10710, as introduced in the first session of the Congress, cited as the "Trade Reform Act of 1973" and as amended and passed by the House, no loan, guarantee, insurance, or credit shall be extended by the Export-Import Bank of the United States to any nonmarket economy country (other than any such country whose products are eligible for column 1 tariff treatment on the date of the enactment of this resolution), and no such country shall participate in any program of the Government of the United States which extends credits or credit guarantees or investment guarantees, directly or indirectly.

Economic Opportunity Amendments - Extends for two years under the Economic Opportunity Act of 1964 the following programs: Urban and Rural Community Action Programs, Special Programs to Combat Poverty in Rural Areas, Employment and Investment Incentives, Day Care Projects, Administration and Coordination and Community Economic Development. Authorizes to be appropriated for such programs $1,440,000,000 for the fiscal year ending June 30, 1975, and for each of the two succeeding fiscal years.

Veterans' Education and Rehabilitation Amendments Act - Increases the rates of educational assistance payable to veterans. Establishes the Vietnam Era Veterans Communication Center within the Veterans' Administration for the purpose of improving the effectiveness of Veterans' Administration programs for making veterans aware of benefits and services available to them under the veterans laws.

Provides that the interest rate on loans guaranteed or insured to veterans for the purchase or construction of homes shall be as agreed to by the lender and borrower, unless the Administrator of Veterans' Affairs determines that such rate is excessive in view of the current interest rates in the mortgage or loan market in the areas involved. Directs the Administrator to prescribe such regulations as may be necessary to assure that lenders do not, directly or indirectly, make any charges in the nature of discounts or points in connection with loans guaranteed under provisions for Veterans' Benefits.

Provides that dependency and indemnity compensation shall be paid to a widow, based on the pay grade of her deceased husband. Sets forth the monthly rates to be paid. Provides that the dependency and indemnity compensation paid monthly to the widow shall be increased by $25 for each child, below the age of eighteen, of a deceased veteran. Makes an additional compensation of $63 monthly to the widow if she is (1) a patient in a nursing home or (2) helpless or blind, or so nearly helpless or blind as to need or require the regular aid and attendence of another person. Makes provisions for compensation for children of a deceased veteran whenever there is no widow entitled to such compensation. Increases other rates of compensation included in Veterans' Benefits.

Provides that for the further expenses of the investigation and study authorized by H. Res. 134 of the Ninety-third Congress incurred by the Committee on Veterans' Affairs, acting as a whole or by subcommittee, not to exceed $120,000 in addition to the unexpended balance of any sum heretofore made available for conducting such study and investigation, including expenditures for the employment of experts, consultants, and clerical, stenographic, and other assistance, shall be paid out of the contingent fund of the House on vouchers authorized by such committee, signed by the chairman thereof and approved by the Committee on House Administration. States that not to exceed $18,000 of the amount provided by this resolution may be used to procure the temporary or intermittent services of individual consultants or organizations thereof.

American Folklife Preservation Act - Creates an American Folklife Center in the Library of Congress. Provides that the center shall be subject to the supervision and direction of a board of trustees. Provides that such board shall be composed of four members appointed by the President, eight members appointed by the Librarian of Congress, the Librarian of Congress ex officio and the director of the center ex officio. Authorizes the centers to establish and implement a program of contracts, grants, revitalize and scholarships to preserve, protect, revitalize and disseminate American folklife traditions and arts. Provides that no payment shall be made pursuant to this Act to carry out any research or training over a period in excess of two years. States that such research or training may be extended to a period not to exceed five years with the concurrance of at least two-thirds of the members of the board. Provides that no former employee of the Federal government shall be eligible to receive any grant or other assistance under this Act in the two year period following the termination of such employment. Requires the center to submit to the Library of Congress, for inclusion in its annual report to the Congress, an annual report of its operations under this Act. Authorizes such sums as may be necessary to carry out the provisions of this Act.

Provides that whoever robs any pharmacy of any narcotic drug shall be fined not more than $5,000 or imprisoned for not more than twenty years or both. Provides that whoever, in committing or attempting to commit any offense described above, assaults any person, or puts in jeopardy the life of any person by the use of a dangerous weapon or device, shall be fined not more than $10,000 or imprisoned for not more than twenty-five years or both. Provides that whoever, in committing or attempting to commit any such offense, kills any person shall be imprisoned for not less than ten years.
