Local Community Radio Act of 2010 - Amends the Departments of Commerce, Justice, and State, the Judiciary, and Related Agencies Appropriations Act, 2001 to require the Federal Communications Commission (FCC) to modify the rules authorizing the operation of low-power FM radio stations, as proposed in MM Docket No. 99-25, to: (1) prescribe protection for co-channels and first- and second-adjacent channels; and (2) prohibit any applicant from obtaining a low-power FM license if the applicant has engaged in any manner in the unlicensed operation of any station in violation of the Communications Act of 1934. (Current law is the same, except that clause (1) instead requires prescribing minimum distance separations for third-adjacent channels, as well as for co-channels and first- and second-adjacent channels.) Eliminates provisions prohibiting the FCC from extending the eligibility for application for low-power FM stations beyond the organizations and entities as proposed in the above docket. Requires the FCC to eliminate third-adjacent minimum distance separation requirements between: (1) low-power FM stations; and (2) full-service FM stations, FM translator stations, and FM booster stations. Prohibits, subject to a possible exception if a waiver is granted to a low-power FM station, the FCC from reducing the minimum co-channel and first- and second-adjacent channel distance separation requirements in effect on the date of enactment of this Act between: (1) low-power FM stations; and (2) full-service FM stations. Requires the FCC to comply with its existing minimum distance separation requirements for full-service FM stations, FM translator stations, and FM booster stations that broadcast radio reading services via an analog subcarrier frequency to avoid potential interference by low-power FM stations. Requires the FCC to modify its rules to address the potential for predicted interference to FM translator input signals on third-adjacent channels set forth in a specified technical report. Requires the FCC to modify the interference complaint process in specified ways. Requires the FCC to study and report to Congress on the impact that low-power FM stations will have on full-service commercial FM stations.

National Baseball Hall of Fame Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half dollar coins in recognition of the National Baseball Hall of Fame during the one-year period beginning on January 1, 2015. Directs the Secretary to hold a competition to design the obverse of the coins. Requires the design on the reverse side to depict a baseball similar to those used by Major League Baseball. Requires all sales of such coins to include specified surcharges, which shall be paid by the Secretary to the National Baseball Hall of Fame to help finance its operations. Requires the budgetary effects of this Act to be determined by reference to the latest statement titled "Budgetary Effects of PAYGO Legislation" for this Act, provided that such statement has been submitted prior to the vote on passage.

Don't Ask, Don't Tell Repeal Act of 2010 - Provides for repeal of the current Department of Defense (DOD) policy concerning homosexuality in the Armed Forces, to be effective 60 days after the Secretary of Defense has received DOD's comprehensive review on the implementation of such repeal, and the President, Secretary, and Chairman of the Joint Chiefs of Staff (JCS) certify to the congressional defense committees that they have considered the report and proposed plan of action, that DOD has prepared the necessary policies and regulations to exercise the discretion provided by such repeal, and that implementation of such policies and regulations is consistent with the standards of military readiness and effectiveness, unit cohesion, and military recruiting and retention. Provides that, until such time as the above conditions are met, the current policy shall remain in effect.

Foreign Prison Conditions Improvement Act of 2010 - Directs the Secretary of State to annually report to Congress describing prison and detention facility conditions in countries receiving U.S. assistance, including a list of countries whose governments do not meet minimum prison and detention facility standards but are, and those who are not, making significant compliance efforts. Urges the Secretary and the Administrator of the United States Agency for International Development (USAID) to provide assistance to countries whose governments do not meet such minimum standards but are making significant compliance efforts. Prohibits such funds from being used to construct new prisons. Directs the Secretary to enter into negotiations to achieve the purposes of this Act with a government listed in the report as not making significant compliance efforts. Authorizes, in order to achieve such purposes: (1) the Secretary and the Administrator to restructure or reduce U.S. assistance to such government; and (2) the Secretary to issue or deny visas for U.S. travel by officials of such government. Directs the Secretary to establish within the Bureau of Democracy, Human Rights, and Labor a full-time equivalent Deputy Assistant Secretary level position to advance the purposes of this Act.

Fair Elections Now Act - Amends the Federal Election Campaign Act of 1971 (FECA) with respect to: (1) candidate benefits of fair elections financing of House of Representatives election campaigns; (2) allocations to candidates from the Fair Elections Fund established by this Act; (3) 400% matching payments to candidates for certain small dollar contributions; (4) Fund allocation eligibility requirements; (5) certification of a federal election candidate as a participating candidate; (6) contribution, expenditure, and fundraising requirements; (7) a public debate requirement; (8) remission to the Fair Elections Fund of unspent funds after an election; (9) establishment of the Fair Elections Fund and of a Fair Elections Oversight Board; (10) civil penalties for violation of contribution and expenditure requirements; and (11) transfer of a portion of collected civil money penalties into the Fair Elections Fund. Prohibits: (1) use of contributions by a participating candidate for any purposes other than an election campaign; and (2) establishment of joint fundraising committees with any political committee other than a candidate's authorized committee. Prescribes a limitation on coordinated expenditures by political party committees with participating candidates. Amends the Communications Act of 1934 to require the deposit into the Fair Elections Fund of 10% of the proceeds from competitive auctions for recovered analog spectrum. Amends FECA to empower the Federal Election Commission (FEC) to petition the U.S. Supreme Court for a writ of certiorari to appeal a civil action. Requires all designations, statements, and reports required to be filed under FECA to be filed: (1) directly with the FEC; and (2) in electronic form accessible by computers. Reduces from 48 hours to 24 hours after their receipt the deadline for the FEC to make designations, statements, reports, or notifications available to the public in the FEC office and on the Internet.

Amends the Energy Conservation and Production Act to require an evaluation of the Department of Energy's (DOE) program that provides weatherization assistance for low-income persons to: (1) determine whether there are systematic impediments to carrying out such program; and (2) provide recommendations for how such impediments should be addressed. Authorizes the Secretary of Energy to require any recipient of financial assistance under such program to provide reports or answers to specific questions, surveys, or questionnaires regarding such impediments, including reports or answers on the average time it takes to complete weatherization assistance for individual dwelling units and on the approval and disapproval of requests for such weatherization assistance. Requires each person responsible for the administration of a weatherization assistance project receiving financial assistance to keep records tracking: (1) the time it takes to complete weatherization assistance provided for by such project for each dwelling unit; and (2) approval and disapproval of requests for weatherization assistance, including reasons for such a disapproval and the form, of any follow-up that occurs regarding such a disapproval. Requires the Secretary, the Director of the Community Services Administration (with respect to community action agencies), and the Comptroller General of the United States to have access to such records. Requires the annual report by the Secretary and the Director to the President and Congress on such program to include any findings, determinations, and recommendations of the Secretary regarding such impediments.

Emergency Unemployment Compensation Extension Act of 2010 - Amends the Supplemental Appropriations Act, 2008 with respect to the state-established individual emergency unemployment compensation account (EUCA). Requires a further additional Tier-5 period for deposits to an individual's EUCA if, at the time the amount added to such individual's account under the Act is exhausted or at any time thereafter, the individual's state is in an extended benefit period. Prescribes a formula for making such Tier-5 credits. Increases the figures in the basic EUC formula (the lesser of which shall be the amount credited): (1) from 24% to 80% of the total amount of regular compensation (including dependents' allowances) payable to the individual during the benefit year; and (2) from 6 to 20 times the individual's average weekly benefit amount for the benefit year. Prescribes a formula for determining if a state is in an extended benefit period. Allows the Tier-5 period augmentation to be applied to the individual's EUCA only once. Authorizes a state to pay extended compensation to an otherwise eligible individual before any further additional emergency unemployment compensation (EUC), if such individual claimed extended compensation for at least one week of unemployment after the exhaustion of additional EUC.

Expresses the sense of the House of Representatives that the U.S. government should: (1) work with Sudanese parties and regional and international partners to build consensus on the steps needed to implement the Comprehensive Peace Agreement (CPA), including the upcoming referenda, and promote stability throughout Sudan; (2) work with international and Sudanese partners to ensure the right of return of Sudanese refugees and displaced persons, including Darfuris and southerners; (3) work with international partners to ensure a stable north-south border and a permanent peace in Sudan; and (4) assist the government of Southern Sudan to develop its economic, rule of law, and social service and educational infrastructures, improve democratic accountability and human rights, and strengthen reconciliation efforts.

Railroad Hours of Service Employees Technical Corrections Act - Amends the Family and Medical Leave Act (FMLA) of 1993 to consider that a railroad employee, subject to hours of service under federal law, meets the hours of service eligibility requirement under FMLA if: (1) the employee has worked for or been paid for at least 60% of the applicable total guarantee, or the equivalent, for the previous 12-month period, by the employer with respect to whom FMLA leave is requested; and (2) the employee has worked for or been paid by that employer for at least 504 hours (not counting personal commute time or time spent on vacation leave or medical or sick leave) during such period. Defines "applicable guarantee" for an employee, as established in the applicable collective bargaining agreement or, if none exists, in the employer's policies as: (1) the minimum number of hours for which an employer has agreed to schedule a nonreserve status employee for any given period; and (2) the number of hours for which an employer has agreed to pay a reserve status employee for any given period.

Clean Ports Act of 2010 - Declares that federal preemption of state and local law relating to a price, route, or service of any motor carrier of property shall not apply to the authority of a state, local government, or the political authority of two or more states to adopt requirements for motor carriers providing services at port facilities that are reasonably related to the reduction of environmental pollution, traffic congestion, the improvement of highway safety, or the efficient utilization of such port facilities, provided such requirements are in accordance with federal law. Declares that nothing in this Act shall limit the authority reserved to any state or political subdivision of such state under the Clean Air Act.

Veterans' Disability Claims Efficiency Act of 2010 - Allows the Secretary of Veterans Affairs (VA), in the case of a disability claim with multiple conditions, to assign an interim disability rating for the condition(s) that can be assigned without further development and to continue development of the remaining condition(s). Requires an interim disability rating to remain in effect unless the Secretary later assigns an increased rating for such condition. Prohibits the continuation of such rating if the rating was based on fraud or the condition improves. Directs the Secretary to establish a process for the rapid identification of initial claims for disability compensation that should, in adjudication, receive priority in the order of review. Requires the Secretary to identify whether claims have the potential of being adjudicated quickly, the claims qualify for priority treatment, and a temporary disability rating could be assigned for such claims. Authorizes the Secretary to provide priority based on the effect such priority would have on a claimant.

Amends the Patient Protection and Affordable Care Act to require the Secretary of Health and Human Services (HHS) to offer through Exchanges a health benefits plan (public health insurance option) that ensures choice, competition, and stability of affordable, high-quality coverage throughout the United States. Declares that the Secretary's primary responsibility is to create a low-cost plan without compromising quality or access to care. Sets forth provisions related to the establishment and governance of the public health insurance option, including that such plan: (1) may be made available only through Exchanges; (2) must comply with requirements applicable to other health benefits plans offered through such Exchanges, including requirements related to benefits, benefit levels, provider networks, notices, consumer protections, and cost sharing; and (3) must offer bronze, silver, and gold plan levels. Requires the Secretary to: (1) establish an office of the ombudsman for the public health insurance option; (2) collect such data as may be required to establish premiums and payment rates; (3) establish geographically adjusted premiums at a level sufficient to fully finance the costs of the health benefits provided and administrative costs related to the operation of the plan; and (4) establish payment rates and provide for greater payment rates for the first three years. Requires repayment of start-up costs for the public health insurance option. Authorizes the Secretary to utilize innovative payment mechanisms and policies to determine payments for items and services under the public health insurance option.

Training and Research for Autism Improvements Nationwide Act - Amends the Developmental Disabilities Assistance and Bill of Rights Act of 2000 to require the Secretary of Health and Human Services (HHS) to award grants to provide individuals (including parents and health, allied health, vocational, and educational professionals) with interdisciplinary training, continuing education, technical assistance, and information to improve services rendered to children and adults with autism and their families to address unmet needs related to autism. Makes a University Center for Excellence in Developmental Disabilities Education, Research, and Service or comparable interdisciplinary education, research, and service entity eligible for such grants. Requires the Secretary to award grants to institutions of higher education to establish up to four new University Centers for Excellence in Developmental Disabilities Education, Research, and Service. Requires the Secretary to give priority to applicants that are: (1) minority institutions that have demonstrated capacity to meet the requirements of this Act and provide services to individuals with autism and their families; or (2) located in a state with one or more underserved populations.

United States Postal Service's CSRS Obligation Modification Act of 2010 - Prescribes the "average pay" and the appropriate percentage thereof to be used in determining annuities for civilian employment with the United States Postal Service (USPS) for purposes of provisions relating to future benefits attributable to such employment in order to calculate the amount of any Postal surplus or supplemental liability under the Civil Service Retirement System. Requires the Office of Personnel Management (OPM): (1) within six months after enactment of this Act, to determine (or, if applicable, redetermine) the amount of such surplus or liability as of the close of the most recently ending fiscal year using the methodology required under this Act; and (2) if the result is a surplus, to transfer the surplus amount to the Postal Service Retiree Health Benefits Fund.

High-Risk Pool Fairness Act - Amends the Patient Protection and Affordable Care Act to allow otherwise qualified individuals to enroll in a state's high risk health insurance pool if such an individual's maximum length of COBRA coverage (health insurance continuation benefits) has expired in the six months before applying for coverage in such pool or will expire within 30 days of applying for coverage in such pool. (Currently, only individuals without creditable coverage for six months are eligible for such pools.)

Domestic Minor Sex Trafficking Deterrence and Victims Support Act of 2010 - Expresses the sense of Congress that: (1) the Attorney General should implement changes to the National Crime Information Center (NCIC) to identify endangered juveniles; (2) funds awarded under the Edward Byrne Memorial Justice Assistance Grant Program should be used to provide education, training, deterrence, and prevention programs relating to sex trafficking of minors; (3) states should treat minor victims of sex trafficking as crime victims rather than as criminal defendants or juvenile delinquents and adopt and amend laws to protect and provide compensation to such victims; and (4) demand for commercial sex with sex trafficking victims must be deterred through consistent law enforcement. Authorizes the Assistant Attorney General for the Office of Justice Programs to award one-year block grants to up to six state or local governments in different regions of the United States that have significant sex trafficking to combat such trafficking. Requires grant funds to be used to provide shelter and services to minor victims of sex trafficking and for training for service providers. Amends title IV of the Social Security Act (Grants to States for Needy Families with Children and for Child-Welfare Services) to require states to adopt procedures for reporting information on missing or abducted children for entry into the NCIC database. Amends the Crime Control Act of 1990 to require: (1) the Attorney General's annual statistical summary under such Act to include the total number of missing child reports received and the total number of entries made to the NCIC database; and (2) state law enforcement agencies to update the record of a missing child with a photograph taken within the previous 180 days and to notify the National Center for Missing and Exploited Children of each report of a child missing from a foster care family home or childcare institution.

Prevention of Interstate Commerce in Animal Crush Videos Act of 2010 - Amends the federal criminal code to revise provisions prohibiting knowingly creating, selling, or possessing a depiction of animal cruelty to prohibit knowingly and for the purpose of commercial advantage or private financial gain selling or distributing an animal crush video in interstate or foreign commerce. States that such prohibition does not prohibit the sale or distribution of any visual depiction of hunting, trapping, fishing, or customary and normal veterinary or agricultural husbandry practices. Defines "animal crush video" as any obscene photograph, motion-picture film, video recording, or electronic image that depicts actual conduct in which one or more living animals is intentionally crushed, burned, drowned, suffocated, or impaled in a manner that would violate a criminal prohibition on cruelty to animals in the federal or state jurisdiction in which the depiction is created, sold, distributed, or offered for sale or distribution.

Rating and Processing Individuals' Disability Claims Act or the RAPID Claims Act - Requires the Secretary of Veterans Affairs (VA), if a veteran's claim is submitted that is determined to be a fully developed claim, to provide: (1) the claimant with the opportunity to waive any claim development period with respect to such claim; and (2) expeditious treatment to such claim. Provides that: (1) if a person notifies the Secretary of the intention to submit a fully developed claim and does so within a one-year period thereafter, the Secretary shall provide expeditious treatment to the claim; and (2) if the Secretary determines that a claim submitted as fully developed is not fully developed, the Secretary shall notify such person within 30 days of the information and evidence required to fully develop the claim. Requires the Secretary, when denying a benefit, to notify the claimant of any form or application required to appeal such decision.

Steel Industry National Historic Site Act - Establishes the Steel Industry National Historic Site in Pennsylvania as a unit of the National Park System. Authorizes the Secretary of the Interior to acquire specified property for inclusion within such Site by donation. Requires the Secretary to submit a general management plan for the Site to Congress.

Ready to Compete Act - Amends the Elementary and Secondary Education Act of 1965 to create a new Ready to Learn program authorizing the Secretary of Education to award a grant to the Corporation for Public Broadcasting to provide a coordinated Ready to Learn television service by awarding subgrants and contracts to public television stations and producers or distributors of educational programming for the operation of Ready to Learn programs for preschool and elementary school children. Requires such service to include programming that: (1) is aligned with state academic and early learning standards; (2) addresses specific community and school needs, ascertained via ongoing community outreach programs; and (3) is in reading and social and emotional development. Specifies that public broadcasting entities are eligible for Ready to Teach grants to improve teaching in core curriculum areas by using high-tech platforms to deliver integrated educational content and services and teacher training. Requires grantees to direct a significant portion of such services to schools that have failed for two consecutive years to make adequate yearly progress (AYP) toward state academic performance standards. Alters the Digital Educational Programming Grants program by authorizing competitive five-year (currently, three-year) grants to public television stations that partner with certain other entities to develop, and train teachers in the use of, innovative educational tools and digital content for core curriculum content areas, particularly math, science, and technology. Reauthorizes appropriations for such revamped programs through FY2016. Directs the Secretary to award five-year grants to television public broadcasting entities to develop and operate a national on-demand digital education media service available to teachers, parents, educational entities, and the public at low or no cost. Amends the Workforce Investment Act of 1998 to create a Ready to Earn program authorizing the Secretary to award competitive grants to public television stations that partner with states, state workforce investment boards, or institutions of higher education to develop, disseminate, and provide on-line and on-air education and training services for adults.

Puppy Uniform Protection and Safety Act - Amends the Animal Welfare Act to define a "high volume retail breeder" as a person who, in commerce, for compensation or profit: (1) has an ownership interest in or custody of one or more breeding female dogs; and (2) sells, via any means of conveyance, more than 50 of the offspring of such dogs for use as pets in any one-year period. Considers such a breeder of dogs to be a dealer. Requires dealers to include on licensing applications and annual renewals the total number of dogs exempted from exercise on the premises of the dealer in the preceding year by a licensed veterinarian. Requires the Secretary of Agriculture to promulgate requirements for the exercise of dogs at facilities owned or operated by a dealer, including requiring daily access to exercise that: (1) allows the dogs to move sufficiently in a way that is not forced, repetitive, or restrictive; and (2) is in an area that is spacious, cleaned at least once a day, free of infestation by pests or vermin, and designed to prevent the dogs from escaping. Allows an exemption if: (1) a licensed veterinarian determines that a dog should not exercise because of the health, condition, or well-being of the dog; and (2) such determination is reviewed and updated at least once every 30 days by the veterinarian, unless the basis for the determination is a permanent condition. Subjects such a determination to review and approval by the Secretary.

Expresses the gratitude of the House of Representatives for the contributions that U.S. air traffic controllers make to keep the traveling public safe and U.S. airspace running efficiently. Commends them for the calm and professional manner in which they handle air traffic all year long. Acknowledges their heroic actions, dedication, and quick and skilled decisionmaking to help avert many accidents and tragedies. Encourages greater investment in the modernization of the air traffic control system so that they have the resources and technology to better carry out their mission.

Baggage Fee Fairness Act of 2010 - Requires air carriers to refund passenger baggage fees within 30 days after the arrival of any passenger flight in which a piece of baggage is lost, delayed, or damaged. Makes it an unfair or deceptive practice for a domestic air carrier, foreign air carrier, or ticket agent to sell a ticket for air transportation but fail, before sale of the ticket, to: (1) ask the ticket purchaser if he or she has one or more pieces of baggage to check; and (2) inform him or her of the cost of checking each piece of baggage.

Veteran Employment Transition Act of 2010 - Amends the Internal Revenue Code to revise the definition of "qualified veteran" for purposes of the work opportunity tax credit to mean recently discharged veterans and disadvantaged veterans. Defines "recently discharged veteran" to mean: (1) any individual who has served on active duty (other than active duty for training) in the Armed Forces for more than 180 total days (whether consecutive or not); (2) any individual who has been discharged or released from active duty for a service-connected disability; and (3) any member of the National Guard who has served for more than 180 total days (whether consecutive or not) in active duty, full-time National Guard duty, or duty in state status. Defines "disadvantaged veteran" as any veteran who is certified as being a member of a family receiving assistance under a supplemental nutrition assistance program and is entitled to compensation for a service-connected disability. Requires the Department of Defense (DOD) and the National Guard to inform military personnel who are discharged or released from active duty of the work opportunity tax credit and provide them with documentation relating to eligibility for and use of such credit.
