Deep Ocean Energy Resources Act of 2008 - Amends the Submerged Lands Act (SLA) regarding delineation of lateral offshore state boundaries with respect to the Outer Continental Shelf Lands Act (OCSLA), as well as related oil and gas mineral rights. Amends the OCSLA with respect to Adjacent Zones and Planning Areas in the outer Continental Shelf (OCS) subsoil and seabed. Revises procedures governing natural gas lease administration. Prohibits the President from: (1) revising or revoking a withdrawal that is extended by a state; or (2) withdrawing from leasing any area for which a state has failed to prohibit leasing. Requires the Secretary of the Interior (Secretary) to include, in each five-year OCS leasing program, lease sales that, when viewed as a whole, propose to offer to lease at least 75% of the available unleased acreage within each OCS Planning Area for oil and gas or natural gas. Prescribes conditions for a federal agency permit, without adjacent state concurrence, to construct a crude oil or petroleum products pipeline within the part of the adjacent state's Adjacent Zone that is withdrawn from oil and gas or natural gas leasing. Exempts lease suspensions and all preliminary activities on OCS tracks from the requirement to prepare environmental assessments or impact statements under the National Environmental Policy Act of 1969. Establishes the Federal Energy Natural Resources Enhancement Program to manage wildlife and natural resources related to energy and minerals development on federal lands. Declares without force or effect existing federal prohibitions against spending appropriated funds for leasing and preleasing OCS oil and natural gas. Prohibits a federal agency from permitting certain activities on the federal OCS or in state waters that are incompatible with: (1) oil or natural gas leasing; and (2) full exploration and production of tracts geologically prospective for oil or natural gas. Requires the Secretary to repurchase and cancel certain federal oil and gas, geothermal, coal, oil shale, tar sands, or other mineral leases, whether onshore or offshore. Redesignates the Minerals Management Service as the National Ocean Resources and Royalty Service. Rigs to Reefs Act of 2008 - Amends the OCSLA to prescribe requirements for the use of decommissioned offshore oil and gas platforms for an artificial reef, scientific research, or any other use authorized for leases, easements, or rights-of-way for energy and related purposes. Redesignates the Mining and Mineral Resource Institutes Act of 1984 as the Energy and Mineral Schools Reinvestment Act. Directs the Secretary to provide funds to state-chartered petroleum or mining schools. Establishes the Office of Petroleum and Mining Schools. Directs the Secretary to appoint an advisory Committee on Petroleum, Mining, and Mineral Engineering and Energy and Mineral Resource Education. Authorizes grants to schools for career technical education. Establishes a Physical Science, Engineering, and Technology Scholarship Program. Directs the Secretary to establish OCS Regional Headquarters in designated locations. National Geo Fund Act of 2008 - Directs the Secretary to establish a program for production of: (1) fuels from strategic unconventional resources; and (2) oil and gas resources using CO2 enhanced recovery. Directs the Secretary to establish grant programs for production of: (1) geothermal and geopressure oil and gas energy; (2) liquid fuels; and (3) renewable energy from ocean waves, currents, and thermal resources. Grants the lessee of an existing oil and gas lease located completely within 100 miles of the coastline within the California or Florida Adjacent Zones the option of exchanging such lease for a new oil and gas lease having a primary term of five years. Amends OCSLA to repeal the coastal impact assistance program. Amends the Energy Policy Act of 2005 to repeal the requirement for payments for oil shale and tar sands leases. Amends the Mineral Leasing Act to prescribe requirements for treatment of oil shale or tar sands lease revenues and royalty rates for commercial leases. Amends OCSLA to make OCS receipts available in certain circumstances for payments under the Secure Rural Schools and Community Self-Determination Act of 2000. Repeals the Gulf of Mexico Energy Security Act of 2006.

American Energy Independence and Price Reduction Act - Directs the Secretary of the Interior to implement a competitive leasing program for the exploration, development, and production of the oil and gas resources on the Coastal Plain of Alaska. Amends the Alaska National Interest Lands Conservation Act of 1980 to repeal the prohibition against leasing or other development leading to production of oil and gas from the Arctic National Wildlife Refuge (ANWR). Deems any oil and gas leasing programs and activities authorized by this Act to be in compliance with ANWR purposes. Authorizes the Secretary to designate up to 45,000 acres of the Coastal Plain as a Special Area, after consultation with the state of Alaska, the city of Kaktovik, and the North Slope Borough. Permits directional drilling in the Special Area. Prescribes procedures governing Coastal Plain lease sales, as well as terms and conditions, including: (1) environmental protection; (2) federal and state distribution of revenues; (3) rights-of-way; and (4) local government impact aid and community service assistance. Sets forth: (1) a "no significant adverse effect" standard to govern Coastal Plain activities; and (2) guidelines for expedited judicial review of complaints. Establishes the ANWR Alternative Energy Trust Fund.

Clean Energy Tax Stimulus Act of 2008 - Amends the Internal Revenue Code to extend certain tax incentives for energy production and conservation. Extends through 2009 the tax credit for the production of electricity from renewable resources (e.g., biomass, geothermal energy, landfill gas, and trash combustion). Includes marine and hydrokinetic renewable energy as a renewable resource eligible for such credit. Allows sales of electricity produced from renewable resources to regulated public utilities. Extends through 2016 the energy investment tax credit for solar energy, fuel cell, and microturbine property. Repeals the dollar per kilowatt limitation for fuel cell property under the energy investment tax credit. Allows public electric utilities to qualify for such credit. Extends through 2009 the tax credit for residential energy efficient property expenditures. Repeals the $2,000 limitation on the tax credit for solar electric property. Allows an offset against the alternative minimum tax (AMT) of tax credit amounts. Extends through 2009 the tax credit for investment in clean renewable energy bonds. Increases the national limitation amount for such bonds. Extends through 2009 deferral provisions relating to the recognition of gain by certain electric utilities. Extends through 2009 the tax credit for nonbusiness energy property. Includes residential biomass fuel stoves (pellet stoves) as eligible energy property for purposes of such credit. Extends through 2010 the tax credit for energy efficient new homes. Extends through 2009 the tax deduction for energy efficient commercial buildings and increases the allowable amount of such deduction. Extends the tax credit for energy efficient appliances to include appliances produced in 2008, 2009, and 2010. Revises and updates energy efficiency standards for such appliances in accordance with the Energy Independence and Security Act of 2007.

United States Commission on Rebuilding America for the 21st Century Act - Establishes the United States Commission on Rebuilding America for the 21st Century to review published materials on the nation's transportation, water, energy, public lands, and housing infrastructure and assess the challenges of meeting the nation's infrastructure needs in the 21st century. Directs the Commission to submit to Congress a report that: (1) documents those challenges and articulates a national vision of infrastructure investments to overcome them; (2) contains specific recommendations on policies and investments to provide for streamlined state and local transportation investment processes, an electric grid that delivers clean, safe, and affordable energy, reductions in greenhouse has emissions, and improved transportation mobility, community health outcomes, water conservation, and public lands infrastructure accommodating user growth without degrading the environment; and (3) contains a set of model principles to ensure that future investments in the nation's infrastructure incorporate the report's findings and recommendations.

American Elections Act of 2008 - Amends the Help America Vote Act of 2002 to require, except as provided for under this Act, that all ballots and balloting material used in federal elections be only in the English language. Amends the Voting Rights Act of 1965 to revise the requirement that certain jurisdictions provide ballots and other voting materials in languages other than English. Restricts such requirement to certain political subdivisions with populations of American Indians or Alaska Natives.

Patients' Health Care Reform Act - Amends the Public Health Service Act to provide for the establishment and governance of : (1) HealthMarts, which are nonprofit organizations that offer health benefits coverage to employers, employees, and individuals through contracts with health insurance issuers; and (2) individual membership associations (IMAs), which are organizations that offer health benefits coverage to members through health insurance issuer contracts. Requires the Secretary of Heath and Human Services to pay 50% of a state's costs to provide health benefits coverage under a high-risk pool, a reinsurance pool, or other risk-adjustment mechanisms used to subsidize the purchase of private health insurance. Small Business Access and Choice for Entrepreneurs Act of 2007 [ sic ]- Amends the Employee Retirement Income Security Act of 1974 (ERISA) to provide for establishment and governance of association health plans, which are group health plans whose sponsors are trade, industry, professional, chamber of commerce, or similar business associations and which meet certain ERISA certification requirements. Amends the Internal Revenue Code to provide individuals with a tax credit for payments for qualified health insurance and allows the Secretary of the Treasury to make advance payments of the credit to providers. Excludes from gross income any compensating coverage payment made by an employer to an employee who elects not to participate in the employer's subsidized health plan. Requires health insurance issuers offering coverage in connection with a group health plan to provide certain information to the administrator of the plan, including information regarding: (1) plan benefits and exclusions; (2) a participant's financial responsibilities; and (3) legal recourse options for participants and beneficiaries.

Remove Incentives for Producing Ethanol Act of 2008 or the RIPE Act of 2008 - Amends the Clean Air Act to repeal the renewable fuel standard. Amends the Internal Revenue Code to terminate the excise tax credit for alcohol fuel mixtures and the income tax credit for alcohol used as fuel. Amends the Harmonized Tariff Schedule of the United States to provide for the duty free treatment for ethyl alcohol or a mixture containing ethyl alcohol if it is to be used as fuel. Applies such treatment to goods entered, or withdrawn from warehouses for consumption, on or after the 15th day after this Act's enactment.

Recognizes the tenth anniversary of the signing of the International Religious Freedom Act of 1998 (IRFA) and the fundamental importance of religious freedom within U.S. historical experience and foreign policy. Urges all United Nations member states to respect their obligations under the Universal Declaration of Human Rights. Calls on the President to appoint a National Security Advisor on International Religious Freedom, promote respect for religious freedom, and address the findings and recommendations of the U.S. Commission on International Religious Freedom regarding asylum-seekers in the United States. Calls on the Secretary of State to: (1) ensure that no foreign government official who has been directly involved in particularly severe violations of religious freedom receives a U.S. visa; (2) ensure that religious freedom is a key part of dialogue with all countries where concerns exist; (3) ensure that U.S. foreign aid program funding promotes respect for religious freedom; (4) ensure that religious freedom and other human rights training is required of all foreign service officers; and (5) develop strategies to address new religious freedom concerns.

Boy Scouts of America Centennial Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue up to 350,000 $1 coins in commemoration of the centennial of the founding of the Boy Scouts of America. Requires the coin design to be emblematic of the 100 years of the organization. Restricts issuance of such coins to February 8 through December 31, 2010. Subjects coin sales to a surcharge of $10 per coin. Requires payment of such surcharges to the National Boy Scouts of America Foundation, to be made available to local councils in the form of grants for the extension of Scouting in hard-to-serve areas.

Calls on the President not to commit the United States to any status of forces agreement or any other bilateral agreement with the Republic of Iraq that involves the presence of the U.S. Armed Forces in Iraq unless under the agreement Iraq agrees to reimburse the United States for all costs related to the presence of the U.S. Armed Forces in Iraq after such agreement's effective date, including pay and allowance costs for U.S. Armed Forces members serving in Iraq.

Hubbard Act - Amends federal employment, armed forces, military pay, and veterans' benefits law to authorize the provision of the following benefits to a member of the Armed Forces who is discharged at the member's request pursuant to a Department of Defense (DOD) policy permitting the early discharge of a member who is the only surviving child in a family in which the father or mother, or one or more siblings, served in the Armed Forces and, incident to such service, was killed, died as a result of wounds, accident, or disease, is in a captured or missing in action status, or is permanently disabled: (1) continued payment, through the original agreed-upon service period, of any bonus, incentive, or similar benefit to which the member was entitled during service; (2) separation pay, even though the member has completed less than six years of active service before discharge; (3) transitional health care, on the same basis as an active-duty member, for 180 days after discharge; (4) transitional commissary and exchange benefits, on the same basis as an active-duty member, for two years after discharge; (5) veterans' housing loan, employment and training, and basic educational assistance; (6) federal unemployment compensation; and (7) veteran's preference for federal employment purposes. Makes this Act effective with respect to any such discharge granted after September 11, 2001.

Halting Airplane Noise to Give Us Peace Act of 2008 - Amends federal transportation law to: (1) prohibit any individual (except flight crew members or flight attendants) from engaging in voice communications using a mobile communications device on a passenger aircraft during a flight; and (2) direct the Secretary of Transportation to require all domestic and foreign air carriers to adopt this prohibition. Requires the Secretary to waive this prohibition for air carriers of foreign countries that have negotiated an alternative prohibition on voice communications using such devices during a flight.

Federal Real Property Disposal Enhancement Act of 2008 - Authorizes the Administrator of the General Services Administration (GSA) to obligate amounts from the Treasury fund containing the proceeds of the disposition of surplus real and related personal property to pay: (1) the costs related to identifying and preparing properties to be reported as "excess" by another agency (authorizes GSA to be reimbursed for such costs from the proceeds of the sale of such properties); and (2) the costs associated with the reversion, custody, and disposal of reverted real property. Requires the Administrator to: (1) take control of certain property for which reversion is recommended or determined to be necessary and to sell it at fair market value for cash and not by lease, exchange, or leaseback arrangements; and (2) make such property available to state and local governments and certain nonprofit institutions or organizations prior to sale. Requires: (1) excess or surplus property proceeds to be deposited into the appropriate real property account of the agency that has custody and accountability for the real property (currently, deposited into the Treasury as miscellaneous receipts); and (2) the funds from such deposits to be expended only as authorized in annual appropriations Acts and only for activities related to federal real property asset management and disposal.

Secure Access to Firearms Enhancement (SAFE) Act of 2008 - Amends the federal criminal code to provide for reciprocity for the carrying of certain concealed firearms in different states by persons who are not prohibited by federal law from possessing, transporting, shipping, or receiving a firearm and who are: (1) carrying a valid state license or permit for carrying a concealed firearm; or (2) otherwise entitled to carry a concealed firearm in their state of residence.

Expresses the sense of Congress that: (1) the U.S. government must set the highest standards to protect U.S. passport privacy and security; and (2) the Department of State must safeguard U.S. passport security. Directs the Secretary of State: (1) when establishing the requirements for physical and security components of U.S. passports and passport cards, to include only such electronic components as are currently manufactured in the United States, or can be manufactured in the United States; and (2) to ensure that all assembly of U.S. passports occurs only within U.S. borders and personalization of permanent U.S. passports occurs only under the direct supervision of U.S. government employees.

United States Army Commemorative Coin Act of 2008 - Instructs the Secretary of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half dollar clad coins as numismatic items emblematic of the traditions, history, and heritage of the U.S. Army, and its role in American society from the Colonial period to today. Requires the design for such coins to contain motifs that honor specifically the American soldier of both today and yesterday, in wartime and in peace, consistent with the traditions and heritage of the U.S. Army, the mission and goals of the National Museum of the U.S. Army, and the missions and goals of the Army Historical Foundation. Restricts coin issuance to the one-year period beginning on January 1, 2011. Requires all surcharges from coin sales to be promptly paid by the Secretary to the Foundation to help finance the National Museum of the U.S. Army.

Secure the Capitol Act - Prohibits an office of the legislative branch from entering into a contract for goods or services within the Capitol Complex with any contractor employing individuals unless the contractor: (1) elects to participate in the basic pilot program for employment eligibility confirmation under the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 with respect to all of its employees and those providing goods or services under the contract; (2) is in compliance with the terms and conditions of such election; and (3) certifies that each of its subcontractors providing goods or services has elected to participate in such program, and is also in such compliance, with respect to all of its employees as well as those providing goods or services under the subcontract.

Protecting the Second Amendment and Hunting Rights on Federal Lands Act of 2008 - Prohibits any federal regulation from restricting any individual from possessing or carrying a firearm or ammunition, if such restriction is based, in whole or in part, upon the fact that the individual is in a unit of the National Park System or the Wildlife Refuge System. Sets forth provisions with regard to allowing hunting activities on federal lands. Requires an agency with jurisdiction over any federal land, when developing or considering approval of a management plan, to ensure that hunting activities are allowed as a use of such land to the extent that such use is not clearly incompatible with the purposes for which the federal land is managed.

Directs the Secretary of Transportation to solicit proposals for projects for the financing, design, construction, and operation of an initial high-speed rail system between Washington, DC, and New York City, New York (Northeast Corridor). Requires the Secretary to: (1) determine whether a proposal is feasible; and (2) establish a commission for each corridor for which one or more feasible proposals are submitted. Directs the Secretary to report to Congress on the results of an economic development study of Amtrak's Northeast Corridor service.

Prohibits funds from being obligated or otherwise made available for an item (earmark) listed in the joint explanatory statement accompanying the conference report on H.R. 2082 (Intelligence Authorization Act for Fiscal Year 2008) of the 110th Congress (H. Rept. 110-478) in compliance with Rule XXI (Restrictions on Certain Bills) of the Rules of the House of Representatives and Rule XLIV (Congressionally Directed Spending and Related Items) of the Standing Rules of the Senate, unless the President certifies that amounts would be obligated for such item without regard to its appearance in such statement. (Thus, rescinds earmarks designated in such Act.)

Amends the Internal Revenue Code to allow purchasers of a single-family principal residence a one-time tax credit for up to $15,000 of the purchase price. Requires such a residence to be purchased after February 29, 2008, and before March 1, 2009, and that it be: (1) a new previously unoccupied residence for which a building permit has been issued and construction began on or before September 1, 2007; (2) an owner-occupied residence with a mortgage indebtedness in default on or before March 1, 2008; or (3) in foreclosure and owned by the mortgagor or the mortgagor's agent.

Amends the National Trails System Act to add as components of the Trail of Tears National Historic Trail the following routes and land components by which the Cherokee Nation was removed to Oklahoma: (1) the Benge and Bell routes; (2) the land components of the designated water routes in Alabama, Arkansas, Oklahoma, and Tennessee; (3) the routes from the collection forts in Alabama, Georgia, North Carolina, and Tennessee to the emigration depots; and (4) the related campgrounds located along such routes and land components. Bars the Secretary of the Interior from using eminent domain to acquire lands for the Trail of Tears National Historic Trail. Requires the Secretary to only include lands in the Trail that are consistent with and appropriate to the purpose for which it was designated.

Paul D. Wellstone Muscular Dystrophy Community Assistance, Research, and Education Amendments of 2008 - Amends the Public Health Service Act to designate centers of excellence for research on various forms of muscular dystrophy as Paul D. Wellstone Muscular Dystrophy Cooperative Research Centers. Requires the Muscular Dystrophy Interagency Coordinating Committee to give special consideration to enhancing the clinical research infrastructure required to test emerging therapies for the various forms of muscular dystrophy. Requires the Secretary of Health and Human Services to ensure that any data on patients that is collected as part of the Muscular Dystrophy Surveillance, Tracking and Research Network (MD STARnet) is regularly updated to reflect changes in patient condition over time. Requires the Director of the Centers for Disease Control and Prevention (CDC) to: (1) report to the appropriate congressional committees on MD STARnet and data collection; and (2) provide prospective health outcome data on the health and survival of people with muscular dystrophy. Requires the Director of CDC, in carrying out a program to provide information and education on muscular dystrophy to health professionals and the general public, to: (1) partner with leaders in the muscular dystrophy patient community; and (2) widely disseminate the Duchenne-Becker muscular dystrophy care considerations. Requires the Director of the Agency for Healthcare Research and Quality to: (1) evaluate the available scientific evidence to develop and issue an initial set of care considerations for Duchenne-Becker muscular dystrophy and provide ongoing review and updates where appropriate; and (2) replicate the same methodology used to develop such care considerations as a model for other muscular dystrophies.

Ronald Reagan Centennial Commission Act - Establishes the Ronald Reagan Centennial Commission to: (1) plan and carry out activities to honor Ronald Reagan on the occasion of the 100th anniversary of his birth; (2) provide assistance to federal, state, and local governmental agencies and civic groups to carry out such activities; and (3) study other federal activities to honor Ronald Reagan, including the issuance of a postal stamp, the issuance of a $1 coin for one year, and the convening of a joint session of Congress.

Delays until April 1, 2009, implementation of proposed changes to payment rules under title XIX (Medicaid) of the Social Security Act for case management and targeted case management services. Prohibits the Secretary of Health and Human Services, before such date, from taking any action to restrict coverage or payment under Medicaid if such action is more restrictive than the administrative action, policy, or practice that applies to coverage of, or payment for, such services under Medicaid on December 3, 2007. Makes null and void any such action taken by the Secretary between December 4, 2007, and March 31, 2009, that is based in whole or in part on such interim final rule.

Condemns the ongoing Iranian-enabled rocket attacks on Israeli civilians and places responsibility for launching the attacks on Hamas and other terrorist organizations in Gaza. Supports the government of Israel's right to defend its territory. Recognizes the difficult balance Israel faces with the competing pressures of being the primary supplier of numerous necessities for Palestinian civilians, even while rockets are being fired at Israel from Palestinian areas. Supports Palestinian civilians who reject Hamas and all forms of terrorism. Reaffirms the friendship between the governments and the people of Israel and the United States.

Fence By Date Certain Act - Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to revise deadline and funding provisions for certain fencing and security project requirements along the southern border.

Bureau of Alcohol, Tobacco, Firearms, and Explosives Reform and Firearms Modernization Act of 2007 - Amends the federal criminal code to revise the civil penalties for violations of firearms law and the procedures for assessing such penalties. Revises the definition of "willfully" for purposes of firearms violations and standards for criminal violations of firearms recordkeeping requirements. Requires the Attorney General to: (1) make preliminary determinations on firearms license applications and notify applicants in writing of a proposed denial; and (2) establish guidelines for Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) inspections, examinations, or investigations of possible firearms violations. Prohibits ATF from disclosing information on firearms purchasers other than to a court, law enforcement agency, or prosecutor. Permits an owner of a firearms business whose license is expired, surrendered, or revoked 60 days to liquidate inventory. Requires any state agency that stores or keeps explosive materials to report to the Attorney General on the location and amount of such materials. Allows the transfer and possession of machineguns for use by federal security contractors. Prohibits taxes or user fees for background checks under the Brady Handgun Violence Prevention Act. Eliminates the requirement of written permission for the use of a handgun for lawful purposes by a minor (under age 18) where a parent or legal guardian is present at all times during such use. Restricts the disclosure of information in the ATF firearms trace system database. Increases penalties for possession of firearms by felons with prior convictions of a crime of violence or a serious drug offense.

Bluffton University Safety Act of 2007 - Amends federal transportation law to direct the Secretary of Transportation (Secretary) to prescribe federal motor vehicle safety standards for occupant protection systems for new and existing motorcoaches. Directs the Secretary to carry out, and submit to Congress, an independent study on the passenger safety benefits of three-point passenger safety restraints and compartmentalization in motorcoaches and whether the use of one methodology reduces or enhances passenger safety benefits of the other methodology. Expresses the sense of Congress that it is in the public interest for states to adopt and enforce mandatory seat belt use laws that require the use of seat belts. Amends the Internal Revenue Code to provide a qualified motorcoach safety credit to a taxpayer for the costs of new and existing motorcoaches to comply with the federal motor vehicle safety standards. Requires the Secretary to provide grants (not to exceed $20,000) to motorcoach operators to assist with the cost of retrofitting motorcoaches in order to comply with such federal standards. Amends the Small Business Act to grant the Administrator of the Small Business Administration (SBA) the authority to make SBA loans and loan guarantees to motorcoach operators to retrofit their buses and motorcoaches for occupant protection.

Common Sense English Act - Amends the Civil Rights Act of 1964 to declare that, notwithstanding any other provision of the equal employment opportunities provisions of the Act, it is not an unlawful employment practice for an employer to require employees to speak English while engaged in work.

Recognizes the special legal and political relationship the Indian tribes have with the United States and the solemn covenant with the land we share. Commends and honors the Native Peoples for the thousands of years that they have stewarded and protected this land. Recognizes that there have been years of official depredations, ill-conceived policies, and the breaking of covenants by the U.S. government regarding Indian tribes. Apologizes on behalf of the people of the United States to all Native Peoples for the many instances of violence, maltreatment, and neglect inflicted on them by U.S. citizens. Expresses the regret of the United States for the ramifications of former wrongs and its commitment to build on the positive relationships of the past and present to move toward reconciliation. Urges the President to acknowledge the wrongs of the United States against Indian tribes in U.S. history. Commends the state governments that have begun reconciliation efforts with recognized Indian tribes located in their boundaries, and encourages all state governments to do the same. Declares that nothing in this Joint Resolution authorizes or supports any claim against the United States or serves as a settlement of any claim against the United States.
