Interstate Taxation Commission Act - Establishes the Interstate Taxation Commission to conduct a full and complete study and evaluation of proposed commuter taxes in the tristate area of Connecticut, New Jersey, and New York, or their political subdivisions. Terminates such Commission on September 30, 1995. Authorizes appropriations as necessary for FY 1992 through 1994.

Fiscal Accountability and Impact Reform Act (FAIR Act) - States that one purpose of this Act is to assist the Congress in consideration of proposed legislation establishing or revising Federal programs to assure that, to the maximum extent practicable, legislation enacted will: (1) minimize the burden of such legislation on expenditure of scarce local public resources by State and local governments; (2) minimize inefficient allocation of economic resources; and (3) reduce the adverse effect of such legislation on the ability of State and local governments to use local public resources to meet local needs, and on allocation of economic resources, full employment, and international competitiveness. States that a second purpose of this Act is to require Federal agencies to exercise discretionary authority and implement statutory requirements in a manner which, consistent with agency mission and Federal law, minimizes the impact of regulations and other major Federal actions affecting the economy on: (1) the ability of State and local governments to use local public resources to meet local needs; and (2) the allocation of economic resources, full employment, and international competitiveness of American goods and services. Title I: Legislative Reform - Provides that whenever a committee of either House reports a bill to its House which mandates unfunded requirements upon State and local governments or the private sector, the report accompanying that bill shall analyze the effect of the new requirements on: (1) State and local government expenditures necessary to comply with Federal mandates; (2) private businesses; and (3) economic growth and competitiveness. Title II: Agency Impact Analysis - Requires, to the fullest extent practicable, that: (1) the policies, regulations, and public laws of the United States be interpreted and administered in accordance with the purposes of this Act; (2) all Federal agencies, consistent with attainment of the requirements of Federal law, minimize the adverse effects of rules affecting the economy; and (3) Federal agencies take certain actions in promulgating new rules, reviewing existing rules, developing legislative proposals, or initiating any other major Federal action affecting the economy whenever an agency identifies two or more alternatives which will satisfy the agency's statutory obligations. Provides that, whenever an agency publishes a general notice of proposed rulemaking, promulgates a final rule, or before initiating or implementing any other major Federal action affecting the economy, the agency shall prepare and make available for public comment an Economic Impact Assessment. Specifies the contents of such an assessment. Provides for judicial review of final agency actions for compliance with this title.

Tax Extension Act of 1992 - Amends the Internal Revenue Code to extend from August 1, 1992, until August 1, 1993, the provisions governing the allocation of research and experimental expenditures for purposes of determining sources of income. Extends the following provisions from June 30, 1992, until December 31, 1993: (1) the tax credit for increasing research activities; (2) the targeted jobs credit; (3) the authority to issue qualified mortgage bonds and qualified mortgage credit certificates; (4) the authority to issue qualified small issue bonds to finance manufacturing facilities and farm property; (5) employer-provided educational assistance; (6) the tax exclusion for employer-provided group legal services plans; (7) the energy investment credit for solar and geothermal property; (8) the credit for clinical testing expenses for certain drugs for rare diseases or conditions; and (9) health insurance costs of self-employed individuals. Extends the low-income housing credit until December 31, 1993 with modifications. Expands the ten-year anti-churning rule waiver to certain projects substantially assisted, financed, or operated under the National Housing Act. Allows units occupied by certain full-time students to qualify for such credit. Authorizes the Treasury Department to waive penalties for certain de minimis errors and recertifications. Provides that certain community service facilities in projects in qualified census tracts are included in eligible basis as functionally related and subordinate facilities. Allows certain building owners to elect to use apartment size or family size in determining the credit's gross rent limitation. Provides for the tax treatment of resale price control and subsidy lien programs under mortgage revenue bond provisions. Repeals the tax preference for the appreciated property charitable deduction during 1992 and 1993. Requires a report by the Secretary of the Treasury to certain congressional committees on an advance valuation procedure.

Aviation Noise Limit Act of 1992 - Directs the Secretary of Transportation (Secretary) to develop a staged plan to reduce by at least 75 percent on or before January 1, 2001, the number of individuals residing in residential areas in the vicinity of an airport who are exposed to a yearly day-night average sound level of 60 decibels or above. Requires the Secretary in developing such plan to consider various methods for aviation noise reduction, including soundproofing, relocation incentives, use of quieter aircraft, operations restrictions, and revision of air routes. Authorizes the Administrator of the Federal Aviation Administration to make airspace traffic changes in residential areas if they will not result in an increase in aviation noise. Requires the Secretary to assume responsibility for compliance with the requirements of this Act with respect to all non-military aviation activity.

Civil War Battlefield Commemorative Coin Act of 1992 - Directs the Secretary of the Treasury to issue a specified number of five-dollar gold coins, one-dollar silver coins, and half-dollar clad coins to commemorate the 100th anniversary of Civil War battlefield preservation. Sets forth certain features of such coins and provides for their design, issuance, and sale. Requires that all sales include a surcharge of $35 per coin for the five-dollar coins, $7 per coin for the one-dollar coins, and $1 per coin for the half-dollar coins. Requires that all surcharges be paid to the Civil War Battlefield Foundation for the preservation of historically significant Civil War battlefields.

Federal Facilities Toxics Release Act - Amends the Emergency Planning and Community Right-To-Know Act to require Federal facilities that are subject to safety or chemical inventory reporting requirements under such Act or that manufacture or use a toxic chemical listed under such Act in excess of threshold amounts to comply with all Federal, State, and local requirements respecting emergency planning, notification, and reporting on substances covered by such Act. Waives sovereign immunity and the immunity of Federal employees for purposes of enforcement and injunctive relief. Authorizes the President to exempt a facility from requirements for one year if it is in the U.S. interest. Prohibits such an exemption due to lack of appropriations unless the President has specifically requested the appropriation as part of the budgetary process and the Congress failed to make it available. Authorizes additional exemptions for periods of up to one year. Permits the Administrator of the Environmental Protection Agency to commence administrative enforcement actions against Federal agencies pursuant to this Act. Authorizes appropriations. Directs the Administrator to study and report to the Congress on making chemicals used by Federal facilities subject to toxic chemical release form requirements under the Emergency Planning and Community Right-To-Know Act.

Amends the Internal Revenue Code to allow a first-time homebuyer who purchases a principal residence a tax credit of ten percent of the purchase price of such residence. Limits the credit to $5,000. Requires married individuals filing jointly to both be first-time homebuyers. Allows the use of 50 percent of the credit in the first taxable year in which the residence is purchased and the remaining 50 percent in the succeeding taxable year. Makes this credit applicable to residences acquired after February 1, 1992, and before January 1, 1993, or for which a binding contract is entered into during such period.

Global Climate Protection Act - Directs the President to promulgate final regulations that will achieve stabilization of carbon dioxide emissions by January 1, 2000. Requires the Administrator of the Environmental Protection Agency to evaluate and report biennially to the Congress on the progress made pursuant to such regulations. Directs the President to promulgate additional regulations to achieve stabilization if the Administrator finds that the regulations will not achieve stabilization. Permits citizen suits against officers of the United States for failures to perform duties in accordance with this Act.

Community and Residents Education at Hazardous Waste Sites Act of 1992 - Amends the Solid Waste Disposal Act to authorize the Administrator of the Agency for Toxic Substances and Disease Registry (ATSDR) to conduct health studies at any hazardous waste facility and take other actions with respect to risks to human health posed by such facility. Requires the ATSDR Administrator, if a health study finds that the exposure concerned may present a health risk, to notify the Administrator of the Environmental Protection Agency (EPA) and the State (if the State has an authorized hazardous waste program) and recommend actions necessary to reduce the exposure and eliminate or mitigate risks. Directs the EPA Administrator or the State to order the owner or operator of the facility to take steps to reduce the exposure and eliminate or mitigate the risks. Provides for public participation in health studies, including public meetings and comments on proposed studies and public availability of completed studies. Permits petitions to request the performance of a health study. Authorizes appropriations. Requires the ATSDR Administrator to: (1) develop a plan to perform health assessments at hazardous waste treatment, storage, or disposal facilities identified under the Solid Waste Disposal Act; (2) give priority in selecting such facilities to the 25 facilities believed to present the highest risk to human health; and (3) report to the Congress on such assessments, including findings on exposure and risk reduction and efforts to improve responsiveness to communities. Establishes: (1) an ATSDR Peer Review Board to carry out technical and scientific peer review of ATSDR health studies; and (2) an ATSDR Citizen Review Board to monitor ATSDR and EPA responsiveness to citizen concerns and to make recommendations on ways to improve citizen involvement and the readability of documents intended for public consumption. Requires: (1) the Peer Review Board to review and report to the Congress on the quality of the ATSDR health assessments; and (2) the Citizen Review Board to report to the Congress on the effectiveness of the ATSDR in responding to the needs of communities for information on health effects of hazardous wastes. Authorizes appropriations. Authorizes the ATSDR Administrator to make health education grants to any group that may be affected by exposure to hazardous wastes from a facility with respect to which a health study is being conducted. Permits such grants to be used for obtaining the following from health professionals: (1) information about threats of exposure and actions that can be taken to reduce exposure; (2) assistance in interpreting and reviewing health assessments and studies and other information developed by the ATSDR and other agencies; and (3) assistance in preparing public comments and in designing community health surveillance techniques. Limits the amount of such grants. Authorizes grant cost recovery from hazardous waste facility owners or operators as a condition of receiving a facility permit. Applies small purchase or other simplified procurement procedures to grant recipients. Permits grant cost recovery as a response cost under the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 from persons contributing to hazardous substance releases in cases where a health assessment or study discloses exposure of a population to such releases. Authorizes the EPA Administrator to make specified amounts available to the Director of the Office of Research and Development for grants to demonstrate nonincineration technologies for the treatment of dioxin and hazardous wastes and substances. Requires the EPA Administrator to consider the use of nonincineration treatment technologies in corrective and response actions and to promote public participation in such demonstrations.

Federal Travel Discosure Act of 1992 - Prohibits: (1) the obligation or expenditure of Federal funds for Government travel other than from amounts specifically appropriated by law for such purpose; and (2) any Federal entity from expending funds for the travel expenses of any individual employed by another Federal entity without being reimbursed by the individual or the travel account of the individual's employer. Directs the head of each executive department to designate a travel supervisor. Specifies the travel supervisors for the legislative and judicial branches. Requires all Government travel to be: (1) approved in advance by the appropriate travel supervisor; (2) accomplished by the most economical means conveniently possible; and (3) accomplished by U.S. commercial carrier wherever possible, unless the travel supervisor determines that an alternative means is more economical or necessary to achieve the goal of the mission. Requires all legislative branch foreign travel to be approved in advance by recorded vote of the committee (in the case of travel by a committee member or committee staff) or by the appropriate travel supervisor. Provides that advance approval shall not be required for travel which either does not require an individual to spend the night away from his or her principal residence or place of employment or which is undertaken under emergency circumstances as defined in written guidelines established by the appropriate travel supervisor. Requires each travel supervisor to establish written guidelines for Government travel and to submit quarterly reports with respect to such travel to the Administrator of General Services (for executive branch or independent agency travel), the Clerk of the House of Representatives or the Secretary of the Senate (for legislative branch travel), and the Director of the Administrative Office of the U.S. Courts (for judicial branch travel). Requires that such reports be made available for public inspection.
