Bond Financing Renewal Act of 2003 - Amends the Internal Revenue Code regarding qualified small issue bonds to: (1) increase the cap and capital expenditure amounts from $10 million to $20 million, with an inflation adjustment beginning in 2004; and (2) expand the definition of "manufacturing facility" to include certain biotech and software production.

Local Railroad Rehabilitation and Investment Act of 2003- Amends the Internal Revenue Code to establish a railroad track maintenance credit for qualified railroad track maintenance expenditures with respect to which the expenditures were paid or incurred by the taxpayer for the taxable year for Class II or Class III railroads.

Water Quality Investment Act of 2003 - Amends the Federal Water Pollution Control Act to authorize appropriations through FY 2005 for grants for planning, design, and construction of treatment works to control or treat municipal combined sewer overflows and sanitary sewer overflows. Extends the requirements for a report on funding levels.

Clean, Learn, Educate, Abolish, Neutralize, and Undermine Production (CLEAN-UP) of Methamphetamines Act - Authorizes the Secretary of Agriculture and the Secretary of the Interior to carry out environmental cleanup and remediation programs involving specified lands that are contaminated with hazardous substances associated with illegal methamphetamine manufacture. Directs: (1) the Secretary of Transportation and the Administrator of the Environmental Protection Agency (EPA) to designate as hazardous certain byproducts of the methamphetamine production process and expand penalties against laboratory operators; (2) the Administrator of the Drug Enforcement Administration to list byproducts likely to cause long-term environmental harm; (3) the Secretary of Labor, acting through the Occupational Safety and Health Administration, to provide grants to State and local law enforcement for specified training and equipment acquisition; (4) the EPA Administrator to study the impact of methamphetamine laboratory operation on the environment; and (5) the Secretary of Health and Human Services to study contamination issues. Amends: (1) the Elementary and Secondary Education Act of 1965 to authorize grants for educational programs; (2) the Public Health Service Act to authorize grants to provide treatment; (3) the Omnibus Crime Control and Safe Streets Act of 1968 to include among permissible grant projects under the "cops on the beat" program hiring personnel and purchasing equipment; and (4) the Controlled Substances Act to set penalties for promoting, for commercial purposes, an entertainment event where the promoter knows that a controlled substance will be used or distributed in violation of specified law. Urges the President to seek commitments from the Canadian Government regarding the availability of pseudoephedrine.

The American Horse Slaughter Prevention Act - Prohibits a person from: (1) slaughtering a horse for human consumption; (2) importing to, or exporting from, the United States horseflesh or horses for human consumption; (3) selling, bartering, transferring, receiving, or distributing horseflesh or horses for human consumption; or (4) soliciting or knowingly causing any such actions. Sets forth provisions respecting: (1) criminal and civil penalties; (2) enforcement authority of the Secretary of Agriculture; (3) placement of confiscated horses; (4) euthanasia of unplaceable or severely injured or diseased horses; (4) funding of animal rescue facilities; and (5) exemptions.

Amends the Internal Revenue Code to establish a broadband credit equal to the sum of: (1) the current generation broadband credit; plus (2) the next generation broadband credit. Defines: (1) the current generation broadband credit for any taxable year as ten percent of the qualified expenditures incurred with respect to qualified equipment providing current generation broadband services to qualified subscribers and taken into account with respect to such taxable year; and (2) the next generation broadband credit for any year as twenty percent of the qualified expenditures incurred with respect to qualified equipment providing next generation broadband services to qualified subscribers and taken into account with respect to such taxable year.

Homeland Investment Act of 2003 - Amends the Internal Revenue Code to permit a U.S. corporation doing business abroad to elect to have its foreign earnings taxed in the United States for one year at a rate equal to 5.25 percent of the excess qualified foreign distribution and the amount attributable to such corporation as controlled foreign-earned dividends in lieu of being taxed under individual or corporate rates. Limits foreign tax credits with respect to dividends taxed at such 5.25 percent rate.

Partial-Birth Abortion Ban Act of 2003 - Amends the Federal criminal code to prohibit any physician or other individual from knowingly performing a partial-birth abortion, except when necessary to save the life of a mother that is endangered by a physical disorder, illness, or injury. Defines a "partial-birth abortion" as an abortion in which the person performing the abortion: (1) deliberately and intentionally vaginally delivers a living fetus until, in the case of a head-first presentation, the entire fetal head is outside the mother's body, or, in the case of a breech presentation, any part of the fetal trunk past the navel is outside the mother's body; and (2) performs the overt act, other than completion of delivery, that kills the partially delivered living fetus. Authorizes the father, if married to the mother at the time of the abortion, and the maternal grandparents of the fetus, if the mother is under 18 years of age, to obtain specified relief in a civil action, unless the pregnancy resulted from the plaintiff's criminal conduct or the plaintiff consented to the abortion. Authorizes a defendant accused of an offense under this Act to seek a hearing before the State Medical Board on whether the physician's conduct was necessary to save the life of the mother. Prohibits the prosecution of a woman upon whom a partial-birth abortion is performed for conspiracy to violate this Act or under provisions regarding punishment as a principal or an accessory or for concealment of a felony.

Nanotechnology Research and Development Act of 2003 - Directs the President to implement a National Nanotechnology Research and Development Program to promote Federal nanotechnology research, development, demonstration, education, technology transfer, and commercial application activities as necessary to ensure continued U.S. leadership in nanotechnology research and development (R&D) and to ensure effective coordination of such R&D across Federal agencies and scientific and engineering disciplines. Requires that Program activities be designed to: (1) support nanotechnology R&D through grants to individual and interdisciplinary teams of investigators and through establishment of interdisciplinary research centers and advanced technology user facilities; (2) ensure that solicitation and evaluation of proposals under the Program encourage interdisciplinary research; (3) expand education and training of undergraduate students in interdisciplinary nanotechnology science and engineering; (4) accelerate the commercial application of nanotechnology innovations in the private sector; and (5) ensure that societal and ethical concerns will be addressed by establishing a research program to identify such concerns, ensuring that research results are widely disseminated, and integrating such research with nanotechnology R&D. Directs the President to: (1) establish or designate an interagency committee on nanotechnology R&D to oversee Program planning, management, and coordination; (2) establish an advisory committee on nanotechnology to make recommendations to Federal agencies for implementing the Program; and (3) establish a National Nanotechnology Coordination Office. Requires the Director of the Office of Science and Technology Policy to enter into an agreement with the National Academy of Sciences to conduct periodic reviews of the Program.

Full Expensing for Economic Growth Act of 2003 - Amends the Internal Revenue Code with respect to the special first-year allowance for certain property acquired after September 10, 2001 and before September 11, 2004, to increase such allowance to 100 percent for 18 months from the date of enactment of this Act, if there was no written binding contract in effect before such date, for: (1) the acquisition of such property; or (2) in the case of property manufactured, constructed, or produced for the taxpayer's own use, for the manufacture, construction, or production of such property.

Artists' Contribution to American Heritage Act of 2003 - Amends the Internal Revenue Code to provide a fair market value (determined at time of contribution) deduction for charitable contributions of literary, musical, artistic, scholarly compositions, or the copyright created by a qualifying donor. Exempts certain non-personal letters and memoranda from such treatment. Limits such increased deduction to the donor's artistic adjusted income (as defined by this Act).

Teacher Tax Relief Act of 2003 - Amends the Internal Revenue Code to increase from $250 to $400 the maximum above-the-line deduction allowed for classroom supply expenses incurred by elementary and secondary school teachers, effective after December 31, 2002. Expands such deduction to include qualified professional development expenses.

Constitutional Amendment - Prohibits outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts for that fiscal year (except those derived from borrowing) unless Congress, by a three-fifths rollcall vote of each House, authorizes a specific excess of outlays over receipts. Requires a three-fifths rollcall vote of each House to increase the public debt limit. Directs the President to submit a balanced budget to Congress annually. Prohibits any bill to increase revenue from becoming law unless approved by a majority of each House by rollcall vote. Authorizes waivers of these provisions when a declaration of war is in effect or under other specified circumstances involving military conflict.

Civil Air Patrol Homeland Security Benefits Act - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to include as a "public safety officer" for purposes of provisions governing death benefits a volunteer civilian member of the Civil Air Patrol engaged in: (1) active service rendered in performance or support of operational missions of the Patrol under the direction of the Department of the Air Force and performed consistent with written authorization that specifies a finite assignment; or (2) travel to or from such service.

Cultural Radio Tax Credit Act of 2003 - Amends the Internal Revenue Code to allow income tax credits to the owner of a commercial radio station donating the station's license and other assets (a 125 percent credit for the license and a 100 percent credit for the assets) to a tax-exempt organization which agrees to operate the radio broadcasting station being donated to it as a for-profit venture, with profits dedicated to the support of non-profit fine arts and performing arts organizations in its service area.

Small Business Health Fairness Act of 2003 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to revise provisions relating to access and choice for small business employers with respect to medical care for their employees. Establishes rules governing association health plans (group health plans whose sponsors are trade, industry, professional, chamber of commerce, or similar business associations), including requirements relating to certification, sponsors and boards of trustees, participation, coverage, plan documents, contribution rates, benefit options, applications for certification, notice for voluntary termination, corrective actions, and mandatory termination. Requires association health plans which provide health benefits in addition to health insurance coverage to maintain certain reserves and comply with other solvency provisions. Directs the Secretary of Labor to apply for appointment, and carry out specified duties, as trustee of any such insolvent association health plans which provide health benefits in addition to health insurance coverage. Allows a State to impose a contribution tax on any association health plan commencing operations in such State after the enactment of this Act. Requires association health plans to include in their summary plan descriptions, in connection with each benefit option, a description of the form of any solvency or guarantee fund protection secured under ERISA or applicable State law. Revises provisions relating to treatment of: (1) single employer arrangements; and (2) certain collectively bargained arrangements. Provides for association health plans with respect to: (1) enforcement; (2) cooperation between Federal and State authorities; and (3) treatment of certain existing health benefit programs.

Medical Laboratory Personnel Shortage Act of 2003 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS), through scholarships and loans for health professional training that may be modeled after the National Health Service Corps' scholarship and loan repayment programs, to alleviate the shortage of medical laboratory personnel where needed. Allows schools of allied health, as well as health care institution-based programs training medical laboratory personnel, to receive such awards. Requires the Secretary to give preference, in making awards of grants and contracts to increase the number of individuals trained in allied health professions, to entities with programs training medical laboratory personnel. Directs the Secretary to develop and issue public service announcements advertising medical laboratory personnel careers and encouraging individuals to enter the medical laboratory field. Directs the Secretary to make grants for training to increase the number of cytotechnologists available for screening women for cervical cancer.

Directs the Commandant of the Coast Guard, upon the decommissioning of the Coast Guard Cutter Bramble, to convey all right, title, and interest of the United States in and to such vessel to the Port Huron Museum of Arts and History (the recipient), Port Huron, Michigan, if the recipient meets specified conditions. Includes among such conditions that it: (1) use the vessel for purposes of education and historical display; and (2) hold the Government harmless for claims arising from exposure to asbestos and other hazardous materials after the conveyance.

Amends the Federal Law Enforcement Pay Reform Act of 1990 to revise the special pay adjustments for (percentage differentials payable to) Federal law enforcement officers in specified consolidated metropolitan statistical areas. Includes Capitol Police as law enforcement officers under such Act. Eliminates the limitation on the aggregate of basic pay and premium pay with respect to availability pay for Federal criminal investigators.

Recognizes that a strong domestic steel industry and strong domestic manufacturing base are vital to national defense and economic security. Urges the President to request the United States International Trade Commission, in addition to monitoring and reporting on certain enumerated items in section 204 of the Trade Act of 1974 with respect to the tariff increases and tariff rate quotas proclaimed by the President on March 5, 2002, on certain steel imports, to also monitor and report on the impact of the temporary safeguards on domestic steel consuming industries.

Human Cloning Prohibition Act of 2003 - Prohibits any person or entity, in or affecting interstate commerce, from knowingly: (1) performing or attempting to perform human cloning; (2) participating in such an attempt; (3) shipping or receiving an embryo produced by human cloning; or (4) importing such an embryo. Sets forth criminal and civil penalties. Provides that nothing in this Act restricts areas of scientific research not specifically prohibited above, including research in the use of nuclear transfer or other cloning techniques to produce molecules, DNA, cells other than human embryos, tissues, organs, plants, or animals other than humans. Directs the General Accounting Office to assess the need for amendment of such prohibition, including through: (1) a discussion of new developments, the need for somatic cell transfer to produce medical advances, current public attitudes and prevailing ethical views concerning its use, and potential legal implications of somatic cell transfer research; and (2) a review of any technological developments that may require technical changes to such prohibition.

United States Weather Research Program Act of 2003 - States that the United States Weather Research Program's priorities shall be in the areas of: (1) hurricanes, to improve landfall location and hurricane strength forecasts; (2) heavy precipitation, to improve winter and rain storm forecasts; (3) floods, to improve flood forecasting and forecasting and warning systems for inland flooding related to tropical cyclones; (4) two-to-fourteen day forecasting, to improve weather predictions and warnings of high-impact weather events, to conduct the Hemispheric Observing System Research and Predictability Experiment (THORpex) to fill observational gaps in the Northern Hemisphere, and to test and evaluate advanced data assimilation techniques in global models; (5) societal and economic impacts, to identify methods of delivering weather information effectively, to recommend ways to improve weather communications, to assess impacts of adverse weather, to evaluate what weather information is most useful, and to perform research on such impacts; and (6) testing research concepts at Program-sponsored test bed centers, to enable technology transfer to operational meteorologists. Directs the National Oceanic and Atmospheric Administration (NOAA) to develop and annually update, and NOAA's Administrator to report to Congress on, a five-year plan: (1) describing how Federal agencies can best team with universities and other research institutions; (2) identifying social, economic, and military needs and requirements for weather information; (3) outlining methods for disseminating information to user communities; and (4) describing best practices for transferring Program research results to forecasting operations.

Hybrid Vehicle Incentive Act - Amends Federal highway law to require a State to permit a hybrid vehicle with fewer than two occupants to operate in high occupancy vehicle (HOV) lanes. Defines "hybrid vehicle" as a motor vehicle: (1) that draws propulsion energy from onboard sources of stored energy which are both an internal combustion or heat engine using combustible fuel and a rechargeable energy storage system; and (2) which (in the case of a passenger automobile or light truck) for 2002 and later models meets certain clean air requirements.

Housing Bond and Credit Modernization and Fairness Act of 2003 - Amends the Internal Revenue Code to: (1) repeal the required use of certain principal repayments on mortgage subsidy bond financings to redeem bonds; (2) modify the purchase price limitation under mortgage subsidy bond rules based on median family income; and (3) define the term "area median gross income" for low-income housing credit projects.

National Invasive Species Council Act - Declares that no Federal agency may authorize, fund, or carry out any action that would likely cause or promote the introduction or spread of an invasive species in the United States or any other location, unless the agency head determines that: (1) the benefits outweigh the potential harm to the environment, economy, or human health; and (2) all feasible and prudent measures to minimize the risk or harm will be taken. Requires the Council for Environmental Quality, in conjunction with the National Invasive Species Council, to develop guidelines for such measures. Establishes within the executive branch the National Invasive Species Council to ensure that Federal agency efforts concerning invasive species are coordinated, effective, complementary, and cost-efficient. Requires the Council to develop a National Invasive Species Management Plan that details and recommends performance-oriented goals. Requires the Council to create the Invasive Species Advisory Committee to provide information and advice for consideration by the Council. Requires the Director of the Office of Management and Budget to prepare and submit to Congress and the Council a yearly budget analysis and summary of all Federal programs relating to invasive species.

Museum and Library Services Act of 2003 - Amends the Museum and Library Services Act (MLSA) and the Library Services and Technology Act (LSTA, which is subchapter B of MLSA) to extend authorizations of appropriations and revise programs under such Acts. Prohibits projects which are determined to be obscene from receiving funds under MLSA. Amends MLSA to establish the National Museum and Library Services Board, within the Institute of Museum and Library Services (IMLS). (Eliminates a National Museum Services Board.) Requires the IMLS Director to: (1) ensure coordination with certain activities under the Elementary and Secondary Education Act of 1965, as amended by the No Child Left Behind Act of 2001 (Public Law 107-110), and other Federal activities; and (2) conduct and publish analyses of museum and library services impact. Revises requirements for annual national awards to outstanding libraries and museums that have made significant contributions in service to their communities. Includes specified entities under the term museum, for MLSA purposes. Revises museum services activities. Entitles subchapter C of MLSA as the Museum Services Act. Amends LSTA to provide for: (1) an increased portion for administrative costs; (2) an increased alternative minimum allotment to States under certain conditions; (3) State plans once every five years, as determined by the IMLS Director; (4) additional uses of grants to States for library programs; and (5) recruitment of library and information science personnel under the program of national leadership grants, contracts, and cooperative agreements. Repeals requirements under the National Commission on Libraries and Information Science Act relating to Commission responsibilities to: (1) advise the IMLS Director; and (2) meet with the National Museum Services Board, which is eliminated by this Act.

Informed Choice Act - Allows the Secretary of Health and Human Services to make grants to free community based pregnancy help medical clinics for the purchase of ultrasound equipment, which shall be used to provide free ultrasound examinations to pregnant women. Requires each grant recipient to undertake certain actions, including to: (1) provide to each woman receiving services a visual image of the fetus from the ultrasound examination and a general anatomical and physiological description of the characteristics of the fetus; and (2) provide information on abortion and alternatives to abortion such as childbirth and adoption, and information concerning public and private agencies that will assist in those alternatives. Limits each grant to a maximum amount of 50 percent of the purchase price cost of the ultrasound machine involved or $20,000, whichever is less.

Energy and Science Research Investment Act of 2003 - Instructs the Secretary of Energy to: (1) conduct a comprehensive fundamental research program in designated sciences; and (2) upgrade and expand scientific user facilities maintained by the Office of Science in order to ensure that fundamental science programs aid the applied research and development programs of the Department of Energy (DOE). Authorizes appropriations for FY 2004 through 2007. Amends the Department of Energy Organization Act to establish within DOE: (1) an Under Secretary for Energy Research and Science, to serve as the Science and Technology Advisor to the Secretary, and to exercise authority and responsibility over Assistant Secretaries implementing energy research and development, and energy technology functions; (2) an Assistant Secretary of Science to head the Office of Science (currently headed by a Director); (3) an additional position for Assistant Secretary; (4) the position of General Counsel; and (5) a Science Advisory Board composed of the chairs of the advisory panels for each of the programs.

Amends the Metric Conversion Act of 1975 to require guidelines on government use of the metric system of measurement to require any Federal agency transaction providing for a person to perform scientific or engineering research with Federal funding to include provisions: (1) clearly identifying the extent to which such system or other systems of measurement will be used under the transaction and requiring such use; and (2) assigning such person the financial responsibility for failure to follow such requirements.

Amends the rules of the Internal Revenue Code concerning the required use of the percentage completion method of accounting for long-term contracts (Section 460) with respect to the special rule for manufacturing contracts to revise such special rule to require that a contract for the manufacture of property shall not be treated as a long-term contract unless: (1) such contract involves the manufacture of any unique item of a type which is not normally included in the finished goods inventory of the taxpayer or any item which normally requires more than 12 calendar months to complete (without regard to the period of the contract); and (2) any payment for the manufacture of such item is required to be made before the manufacture of such item is completed.

National Science Foundation Authorization Act of 2002 - Authorizes appropriations to the National Science Foundation (NSF) for FY 2003 through 2005. Requires the NSF Director to: (1) carry out specified scientific research activities, including information technology, science, mathematics, and engineering, and plant genome research; (2) carry out the Experimental Program to Stimulate Competitive Research; (3) award grants for mathematics and science education partnership programs and for recruiting and training mathematics and science teachers; (4) award grants to establish Centers for Research on Learning and Education Improvement; (5) take steps to avoid NSF duplicative programs; (6) award grants to expand previously implemented reforms of undergraduate science, mathematics, engineering, or technology education; (7) assess gender differences in the careers of science and engineering faculty; and (8) assess any increases in the number and quality of students completing degrees in science, mathematics, engineering, and technology education. Instructs the Committee on Equal Opportunities in Science and Engineering to describe NSF policies and activities to encourage the full participation of women, minorities, and persons with disabilities in science, mathematics, and engineering fields. Directs NSF and the National Aeronautics and Space Administration to jointly establish an Astronomy and Astrophysics Advisory Committee. Authorizes the Director to establish a program to award grants to certain minority-serving institutions to enhance the quality of undergraduate science, mathematics, and engineering education. Requires the Director to provide for a study to determine discrepancies in Federal reports on obligations and actual expenditures of Federal research and development spending.

Recognizes that a strong domestic steel industry and strong domestic manufacturing base are vital to national defense and economic security. Urges the President to request the International Trade Commission to: (1) expedite its review of the temporary safeguards imposed on March 5, 2002, on certain steel imports, and to report its findings to the President and Congress; and (2) monitor and report, in addition to developments with respect to a domestic industry (including the progress and specific efforts made by workers and firms in the industry to make a positive adjustment to import competition), on the impact of the temporary safeguards on domestic steel consumers and relations with U.S. trading partners.

Center for International Human Rights Act of 2002 - Declares that Congress finds that a private, nonprofit corporation known as the Center for International Human Rights has been established in the District of Columbia to: (1) establish programs to promote, monitor, and analyze the status of human rights throughout the world; (2) investigate allegations of human rights violations in conjunction with private and governmental organizations; (3) sponsor fellows to study international human rights issues at the Center; (4) carry out a conference series to bring together international human rights experts to discuss and disseminate information; and (5) make grants to and cooperative agreements with non-governmental organizations to promote human rights, giving priority to indigenous human rights organizations in countries the governments of which violate such rights. Authorizes the Secretary of State to make an annual grant to the Center.
