Corporate Liability and Emergency Accident Notification Act or CLEAN Act - Requires an owner or operator of a pipeline facility to provide immediate telephonic notice to the Secretary of Transportation (DOT) and the National Response Center within one hour following the discovery of a release of a hazardous liquid or another substance or gas. Subjects to a civil penalty any person who has obstructed or prevented the Secretary from carrying out an inspection or investigation with respect to a gas or liquid pipeline accident. Increases the maximum civil penalty: (1) from $100,000 to $250,000 for each violation of a federal pipeline safety requirement or order (including one-call notification and related requirements); and (2) from $1 million to $2.5 million for a related series of violations. Requires the Secretary to: (1) maintain on the DOT website a database of all reportable releases involving gas or hazardous liquid pipelines; and (2) allow the public to search the database for incidents by pipeline facility owner or operator.

Expresses the sense of the House of Representatives that the U.S. government should: (1) work with Sudanese parties and regional and international partners to build consensus on the steps needed to implement the Comprehensive Peace Agreement (CPA), including the upcoming referenda, and promote stability throughout Sudan; (2) work with international and Sudanese partners to ensure the right of return of Sudanese refugees and displaced persons, including Darfuris and southerners; (3) work with international partners to ensure a stable north-south border and a permanent peace in Sudan; and (4) assist the government of Southern Sudan to develop its economic, rule of law, and social service and educational infrastructures, improve democratic accountability and human rights, and strengthen reconciliation efforts.

No Taxpayer Funding for Abortion Act - Prohibits: (1) the expenditure of funds authorized or appropriated by federal law or funds in any trust fund to which funds are authorized or appropriated by federal law for any abortion or for health benefits coverage that includes coverage of abortion; (2) any tax benefits for amounts paid or incurred for an abortion or for a health benefits plan (including premium assistance) that includes coverage of abortion; and (3) the inclusion of abortion in any health care service furnished by a federal health care facility or by any physician or other individual employed by the federal government. Exempts from such prohibitions an abortion if the pregnancy is the result of rape or incest with a minor, or if the woman suffers from a physical disorder, injury, or illness that would, as certified by a physician, place the women in danger of death unless an abortion is performed, including a life-endangering physical condition caused by or arising from the pregnancy itself. Makes such prohibitions applicable to federal funding within the budget of the District of Columbia. Prohibits federal agencies or programs and states and local governments that receive federal financial assistance from discriminating against any individual or institutional health care entity on the basis that such entity does not provide, pay for, provide coverage of, or refer for abortions. Designates the Office for Civil Rights of the Department of Health and Human Services (HHS) to receive, and coordinate the investigation of, discrimination complaints.

Americans Making Power Act - Amends the Public Utility Regulatory Policies Act of 1978 to require each state regulatory authority, and each nonregulated electric utility, to adopt the net metering standard established in this Act unless the Federal Energy Regulatory Commission (FERC) determines that the net metering requirement in effect for such state complies with the federal standard. Establishes that net metering standard and related requirements. Requires retail electric suppliers to make net metering available to customer-generators on a first-come-first-served basis. Directs FERC to: (1) publish model standards for the physical connection between local distribution systems and qualified generation units; and (2) modify its Small Generator Interconnection Procedures to expedite permitting of qualified generation units up to 2,000 kilowatts Directs FERC to promulgate regulations to ensure that simplified contracts will be used for the interconnection of qualified generation units by a retail electric supplier or local distribution company

Permanent Prevention of Asian Carp Act of 2010 - Directs the Secretary of the Army, acting through the Chief of Engineers, to study the watersheds of the Illinois, Chicago, and Calumet Rivers, including their tributaries, that drain directly into Lake Michigan to determine the feasibility and best means of implementing the hydrologic separation of the Great Lakes and the Mississippi River Basins to prevent the introduction or establishment of populations of aquatic nuisance species between the Great Lakes and Mississippi River Basins through the Chicago Area Water System (CAWS) and other aquatic pathways. Requires the study to: (1) include options to address flooding, Chicago wastewater and stormwater infrastructure, waterway safety operations, and barge and recreational vessel traffic alternatives; and (2) contain a detailed analysis of the environmental benefits and costs of each option. Directs: (1) the Secretary to carry out this Act at federal expense; and (2) the President, or the Council on Environmental Quality as a designee of the President, to oversee the study to ensure its thoroughness and timely completion.

Directs the Secretary of Health and Human Services (HHS) to establish a demonstration project under title XVIII (Medicare) of the Social Security Act (SSA) to evaluate the benefits of providing payment for items and services needed for the administration, within the homes of Medicare beneficiaries, of intravenous immune globin (IVIG) for the treatment of primary immune deficiency diseases. Amends SSA title XVIII to treat as durable medical equipment (DME) any disposable drug delivery systems, including elastomeric infusion pumps, for the treatment of colorectal cancer.

Employee Educational Assistance Act of 2010 - Renders the general terminating date (i.e., December 31, 2010) of the Economic Growth and Tax Relief Reconciliation Act of 2001 inapplicable to provisions of that Act that extended the exclusion of employer-provided educational assistance from the gross income of employees (thus making such tax exclusion permanent).

Prevention of Interstate Commerce in Animal Crush Videos Act of 2010 - Amends the federal criminal code to revise provisions prohibiting knowingly creating, selling, or possessing a depiction of animal cruelty to prohibit knowingly and for the purpose of commercial advantage or private financial gain selling or distributing an animal crush video in interstate or foreign commerce. States that such prohibition does not prohibit the sale or distribution of any visual depiction of hunting, trapping, fishing, or customary and normal veterinary or agricultural husbandry practices. Defines "animal crush video" as any obscene photograph, motion-picture film, video recording, or electronic image that depicts actual conduct in which one or more living animals is intentionally crushed, burned, drowned, suffocated, or impaled in a manner that would violate a criminal prohibition on cruelty to animals in the federal or state jurisdiction in which the depiction is created, sold, distributed, or offered for sale or distribution.

Small Business Assistance and Relief Act of 2010 - Expresses the sense of Congress that: (1) assistance should be made available to creditworthy small businesses that cannot obtain lending in the current environment; and (2) reforming Fannie Mae and Freddie Mac should be a top priority for Congress. Provides, with respect to small businesses: (1) an extension of specified tax provisions concerning deductions, credits, and income exclusion; and (2) a limit on the paperwork required to be submitted from a small business to federal agencies. Small Business Financing and Investment Act of 2010 - Amends the Small Business Act and the Small Business Investment Act of 1958 to provide for the establishment of a small lender outreach program, a rural lending outreach program, a national lender training program, a capital backstop program, and an independent appellate process within the Small Business Administration (SBA), with an SBA ombudsman. Revises or adds provisions affecting a certified development company (CDC), including concerning: (1) operational requirements; (2) an accredited lenders program; (3) a premier certified lenders program; (4) SBA guarantee of debentures issued by a CDC; (5) economic development through debentures; (6) CDC project funding requirements; (7) private debenture sales and the pooling of debentures; and (8) CDC authority to foreclose and liquidate SBA-guaranteed loans. Expands eligibility for, and increases loan limits under, the SBA's Microloan program. Revises or adds provisions affecting the small business investment company (SBIC) program, including concerning: (1) expedited SBIC licensing for experienced applicants; (2) revised loan leverage limitations for successful SBICs; (3) SBIC authority to invest in veteran-owned small businesses; and (4) increased SBIC program levels. Revises or adds provisions concerning investment in small businesses engaged primarily in manufacturing and in renewable-energy small businesses. Authorizes the SBA to guarantee loans to certain medical professionals for the acquisition of health information technology used in the professionals' practice. Directs the SBA Administrator to establish and carry out a program to provide equity investment financing to support early-stage small businesses in specified targeted industries. Revises requirements and increases loan limits under the SBA's disaster loan program. Requires certain SBA studies.

Nonprofit Sector and Community Solutions Act of 2010 - Establishes the United States Council on Nonprofit Organizations and Community Solutions, which shall study how the federal government can work more effectively with nonprofit organizations to achieve better outcomes in addressing national and community challenges. Directs the Council to provide advice to the President and Congress on: (1) the establishment and enhancement of grant programs to build the capacity of nonprofit organizations, to support research and the reporting of data on nonprofit organizations, and to assist the government to effectively address national and community challenges by supporting nonprofit organizations, encouraging social innovation, and enabling nonprofit organizations to replicate and expand the use of effective strategies for addressing such challenges; and (2) how innovation can enhance the impact of nonprofit organizations. Directs the Council to organize and carry out a national summit on nonprofit organizations to inform the public and Congress of the results of its activities. Directs the President to establish an Interagency Working Group on Nonprofit Organizations and the Federal Government, which shall: (1) develop recommendations on federal policies relating to contracting with and making grants to nonprofit organizations and the availability to nonprofit organizations of federal funding provided to state and local governments; (2) develop recommendations on enhancing the effectiveness of federal support for organizational development assistance for building the capacity of nonprofit organizations; (3) identify strategies for managing relationships with nonprofit organizations; (4) provide to the Council information on government operations; and (5) assist the implementation of Council recommendations.. Directs the Secretary of Commerce: (1) to collect all data in the possession of a federal agency relating to nonprofit organizations and make such data available annually to the public, Congress, the Council, and the Working Group; and (2) through the Bureau of Economic Analysis, to submit to Congress, the Council, and the Working Group a report that includes recommendations for the establishment of measures to assess and track the economic impact of nonprofit organizations in the United States. Requires: (1) the Director of the Office of Management and Budget (OMB) to ensure accurate and timely data on funding provided to nonprofit organizations by the federal government; (2) the Secretary of Labor to ensure that employment data provided by the Bureau of Labor Statistics (BLS) includes nonprofit organizations as a distinct category of employer; (3) the Director of the Census to annually submit a comprehensive report on nonprofit organizations; and (4) the Director of the National Science Foundation (NSF) to establish a program to improve information and knowledge regarding nonprofit organizations.

Amends the Internal Revenue Code to allow tax credits through 2019 for investment in an offshore facility using wind to produce electricity. Defines "offshore facility" to mean any facility located in the inland navigable waters of the United States, including the Great Lakes, or in the coastal waters of the United States, including the territorial seas, exclusive economic zone, and the outer Continental Shelf of the United States.

Amends the Oil Pollution Act of 1990 to exempt advances to the Coast Guard in connection with the explosion on, and sinking of, the mobile offshore drilling unit Deepwater Horizon from the requirement that amounts in the Oil Spill Liability Trust Fund shall be available only as provided in annual appropriations. Limits such advances to a maximum of $100 million each, with the total amount for all advances not to exceed $1 billion for any single incident and $500 million for natural resource damage assessments and claims for any single incident, provided that, except in the case of payments of removal costs, an advance may be made only if the amount in the Fund after such advance will not be less than $30 million. Requires the Coast Guard to notify Congress of the amount advanced and the facts and circumstances necessitating the advance within seven days of the advance. Requires the budgetary effects of this Act, for the purpose of complying with the Statutory Pay-As-You-Go-Act of 2010, to be determined by reference to the latest statement titled "Budgetary Effects of PAYGO Legislation" for this Act submitted by the Chairman of the House Budget Committee, provided that such statement has been submitted prior to the vote on passage.

Protecting Against Indebting our Descendants through Fully Offset Relief (PAID FOR) Temporary Extension Act of 2010 - Amends the Supplemental Appropriations Act, 2008 with respect to the state-established individual emergency unemployment compensation account (EUCA). Extends the final date for entering a federal-state agreement under the Emergency Unemployment Compensation (EUC) program through July 7, 2010. Postpones the termination of the program until December 11, 2010. Amends the Assistance for Unemployed Workers and Struggling Families Act to extend until July 7, 2010: (1) federal-state agreements increasing regular unemployment compensation payments to individuals; and (2) requirements that federal payments to states cover 100% of EUC. Amends the Unemployment Compensation Extension Act of 2008 to exempt weeks of unemployment between enactment of this Act and December 11, 2010, from the prohibition in the Federal-State Extended Unemployment Compensation Act of 1970 against federal matching payments to a state for the first week in an individual's eligibility period for which extended compensation or sharable regular compensation is paid if the state law provides for payment of regular compensation to an individual for his or her first week of otherwise compensable unemployment. (Thus allows temporary federal matching for the first week of extended benefits for states with no waiting period.) Amends the American Recovery and Reinvestment Act of 2009 (ARRA) to extend through June 30, 2010, premium assistance for COBRA (health insurance continuation benefits under the Consolidated Omnibus Budget Reconciliation Act of 1985) benefits. Amends title XVIII (Medicare) of the Social Security Act to extend through June 30, 2010, the 0% update to the conversion factor in the Medicare physican payment computation. Amends the Department of Defense Appropriations Act, 2010 to extend the use of 2009 poverty guidelines through June 30, 2010. Prohibits the Secretary of Health and Human Services (HHS) from publishing updated poverty guidelines for 2010 until after such date. Amends the Continuing Appropriations Resolution, 2010 to extend through June 30, 2010, the national flood insurance program. Amends the ARRA to extend through June 30, 2010, the small business loan guarantee program. Makes appropriations for the program as well as for the cost of certain loan guarantee fee reductions and eliminations. Rescinds pro rata the unobligated balance of each amount appropriated or made available under ARRA (except under title X: Military Construction and Veterans Affairs of division A), so that the aggregate amount of such rescissions equals $13 billion to offset the net increase in spending resulting from this Act.

Building Star Energy Efficiency Act of 2010 - Establishes in the Department of Energy (DOE) the Building Star Energy Efficiency Rebate Program of 2010. Directs the Secretary of Energy to issue rebates to building owners to offset a portion of the cost of purchasing and installing qualifying equipment or materials or undertaking qualifying services to enhance the energy efficiency of existing commercial buildings and multifamily residential buildings. Prescribes rebates for the purchase and installation of qualifying: (1) insulation, windows, and qualified high-efficiency window films and screens; (2) new energy efficient equipment, such as boilers, furnaces, and water heaters; (3) unitary air conditioners and unitary heat pumps; (4) variable speed drives for motors; and (5) interior lighting. Prescribes calculations for reductions in: (1) installed lighting power resulting from installation of qualified interior lighting; and (2) annual energy usage resulting from installation of qualified exterior lighting. Prescribes calculations also for rebates for qualified: (1) replacement chillers; (2) qualifying services to enhance the energy efficiency of buildings; (3) energy-efficient building operation and maintenance training; (4) service on space heating equipment and cooling systems, (5) energy monitoring and management systems with analog controls; and (6) HVAC testing, balancing, and duct sealing. Directs the Secretary to: (1) establish a Building Star Energy Efficiency Loan Program to make grants to states to support financial assistance provided by qualified program delivery entities for making energy efficiency and renewable energy improvements to existing buildings that qualify under the Building Star energy retrofit program. Amends the Energy Policy Act of 2005 to: (1) direct the Secretary to make guarantees for energy efficiency projects, including projects to retrofit residential, commercial, and industrial buildings, facilities, and equipment; and (2) authorize the Secretary, in the case of programs that finance such retrofitting, to offer loan guarantees for portfolios of debt obligations, and to purchase or make commitments to purchase portfolios of debt obligations. Prescribes prevailing wage rate requirements for work conducted using rebates or financial assistance.

Transparent Review of the Affordability and Cost of Electricity (TRACE) Renewable Energy Act of 2010 - Amends the Public Utility Regulatory Policies Act of 1978 to direct the Secretary of Energy, acting through the Administrator of the Energy Information Administration, to prepare and publish an annual report setting forth the costs of electricity production per kilowatt hour, by sector and energy source, for each type of electric energy generation.

Honors the lives of the thousands of patriots, including innocent civilians, who died, were imprisoned, or otherwise dedicated their lives to achieving African independence. Commends the socioeconomic and political progress being made by these nations while acknowledging the associated challenges that many still face. Renews the commitment of the United States to help the people of sub-Saharan Africa to foster democratic rule and promote market-based economic growth and to alleviate the burden of poverty and disease that many in the region continue to face.

Recognizes and reaffirms the nation's commitment to High-performance Buildings by promoting awareness about their benefits and new education programs, supporting research, and expanding access to information. Recognizes the unique role that the Department of Energy (DOE) plays through the Office of Energy Efficiency and Renewable Energy's Building Technologies Program, which works closely with the building industry and manufacturers to conduct research and development on technologies and practices for building energy efficiency. Recognizes the important role that the National Institute of Standards and Technology (NIST) plays in developing the measurement science needed to develop, test, integrate, and demonstrate the new building technologies. Encourages further research and development of high-performance building standards, research, and development.

Eunice Kennedy Shriver Act - Reauthorizes the Special Olympics Sport and Empowerment Act of 2004 for FY2011-FY2015. Directs the Secretary of State to act through the Assistant Secretary of State for Educational and Cultural Affairs in awarding grants or entering agreements with Special Olympics for activities outside the United States. Includes community-based prevention among the activities for which the Secretary of Health and Human Services (HHS) may award grants or enter into agreements with Special Olympics. Requires grant or agreement applications to include a description of specific measurable annual benchmarks, as well as long-term goals and objectives, to be achieved through specified activities, which must include: (1) activities to increase the full participation of people with intellectual disabilities in inclusive school and community activities with nondisabled people; (2) education programs that dispel negative stereotypes about people with intellectual disabilities; and (3) activities to increase the participation of people with intellectual disabilities in Special Olympics outside of the United States. Requires annual reports by Special Olympics to describe demographic data about Special Olympics participants. Authorizes the Secretary of Education to award grants or enter into contracts or cooperative agreements to promote the expansion of Best Buddies, including activities to increase the participation of people with intellectual disabilities in social relationships and other aspects of community life, including education and employment, within the United States. Directs the Secretary of Education to award competitive grants to institutions of higher education to establish Eunice Kennedy Shriver Institutes for Sport and Social Impact. Requires recipients to use grant funds to advance the quality of life and inclusion of people with intellectual disabilities through research and evaluation, technical assistance, training, data collection, evaluation, collaboration, and dissemination of evidence-based best practices.

Employee Stock Ownership Plan Promotion and Improvement Act of 2010 - Amends the Internal Revenue Code to: (1) exempt certain distributions, including dividends, by S corporations to an employee stock ownership plan (ESOP) from the penalty tax for premature employee benefit plan withdrawals; (2) exempt deductions for ESOP dividends from corporate alternative minimum tax adjustments based on adjusted earnings and profits; (3) allow deferral of the recognition of gain for certain sales to ESOPs sponsored by any domestic corporation, including S corporations; (4) allow reinvestment of ESOP stock proceeds eligible for nonrecognition of gain in certain mutual funds; and (5) modify certain ESOP stock ownership rules. Amends the Small Business Act to allow a majority-owned ESOP business concern to continue to qualify for loans, preferences, and other programs under such Act.

Rejects the notion that the laws and Constitution of this country require the exclusion of God from matters of government and public life. Reaffirms "In God We Trust" as the official motto of the United States. Supports and encourages its display in all public buildings, public schools, and other government institutions.

Eunice Kennedy Shriver Act - Reauthorizes the Special Olympics Sport and Empowerment Act of 2004 for FY2011-FY2015. Directs the Secretary of State to act through the Assistant Secretary of State for Educational and Cultural Affairs in awarding grants or entering agreements with Special Olympics for activities outside the United States. Includes community-based prevention among the activities for which the Secretary of Health and Human Services (HHS) may award grants or enter into agreements with Special Olympics. Requires grant or agreement applications to include a description of specific measurable annual benchmarks, as well as long-term goals and objectives, to be achieved through specified activities, which must include: (1) activities to increase the full participation of people with intellectual disabilities in inclusive school and community activities with nondisabled people; (2) education programs that dispel negative stereotypes about people with intellectual disabilities; and (3) activities to increase the participation of people with intellectual disabilities in Special Olympics outside of the United States. Requires annual reports by Special Olympics to describe demographic data about Special Olympics participants. Authorizes the Secretary of Education to award grants or enter into contracts or cooperative agreements to promote the expansion of Best Buddies, including activities to increase the participation of people with intellectual disabilities in social relationships and other aspects of community life, including education and employment, within the United States. Directs the Secretary of Education to award competitive grants to institutions of higher education to establish Eunice Kennedy Shriver Institutes for Sport and Social Impact. Requires recipients to use grant funds to advance the quality of life and inclusion of people with intellectual disabilities through research and evaluation, technical assistance, training, data collection, evaluation, collaboration, and dissemination of evidence-based best practices.

Acknowledges that 60 years of NSF achievements and service to the United States have advanced our nation's leadership in discovery, innovation, and learning in science, engineering, and mathematics. Reaffirms the commitment of the House of Representatives to support investments in basic research, education, and technological advancement through the NSF, one of the premier scientific organizations in the world.
