Supports the goals and ideals of High-Performance Building Week. Recognizes and reaffirms the nation's commitment to High-performance Buildings by promoting awareness about their benefits and new education programs, supporting research, and expanding access to information. Recognizes the unique role that the Department of Energy (DOE) plays through the Office of Energy Efficiency and Renewable Energy's Building Technologies Program, which works closely with the building industry and manufacturers to conduct research and development on technologies and practices for building energy efficiency. Recognizes the important role that the National Institute of Standards and Technology (NIST) plays in developing the measurement science needed to develop, test, integrate, and demonstrate the new building technologies. Encourages further research and development of high-performance building standards, research, and development.

Pathways to College Act - Authorizes the Secretary of Education to award competitive five-year grants to local educational agencies that serve mostly high-need high schools for programs to increase the number of students from low-income families who attend college. Defines "high-need high schools" as those where at least one-half of the students are from low-income families. Requires grantees to use such funds to: (1) train teachers and counselors to provide students with advice concerning postsecondary education; (2) implement a comprehensive college guidance program for all students which exposes them to postsecondary information and planning assistance before the end of their first semester of high school; (3) ensure that their schools develop comprehensive, school-wide plans of action to strengthen their college-going culture; (4) create or maintain a postsecondary access center in each school that provides information on colleges and universities, career opportunities, and financial aid options; and (5) provide a setting in which professionals working in college access programs can meet with students. Directs the Secretary to provide technical assistance to grantees in calculating and analyzing their college-going rates and adopting best practices for elevating such rates. Requires grantees periodically to evaluate the success of their grant activities and use the evaluations to refine such activities and their performance measures. Directs the Secretary to conduct an independent evaluation of the grant program which includes an assessment of the program's affect on high school graduation and college-going rates.

National Fish Habitat Conservation Act - Establishes a National Fish Habitat Board to: (1) promote, oversee, and coordinate the implementation of this Act and the existing National Fish Habitat Action Plan; (2) establish aquatic habitat conservation goals and priorities; and (3) review and recommend fish habitat conservation projects. Authorizes the Board to designate Fish Habitat Partnerships to: (1) coordinate Plan implementation at a regional level; (2) identify strategic priorities; (3) recommend habitat projects; and (4) develop and carry out fish habitat conservation projects. Establishes Partnership approval criteria, including that a Partnership: (1) include representatives of a diverse group of public and private partners focused on conservation of aquatic habitats to achieve results across jurisdictional boundaries and public and private land; and (2) is able to address issues and priorities on a nationally significant scale. Directs the Secretary of the Interior to fund, from amounts appropriated under this Act, up to 50% of the cost of approved fish habitat conservation projects on nonfederal and 100% of projects on federal land or water. Requires the Director of the U.S. Fish and Wildlife Service to: (1) establish the National Fish Habitat Conservation Partnership Office within the Service; and (2) develop the Office's interagency operational plan. Requires the Director, the Assistant Administrator of the National Oceanic and Atmospheric Administration (NOAA), and the Director of the United States Geological Survey (USGS) to provide technical and scientific assistance to the Partnerships, the project participants, and the Board.

Medicare Lung Cancer Early Detection Promotion Act of 2009 - Amends title XVIII (Medicare) of the Social Security Act to prescribe an increased radiologist service payment for chest radiography (x-ray) services that use Computer Aided Detection technology for the early detection of lung cancer.

State Child Well-Being Research Act of 2009 - Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act to rename the National Survey of Children's Health conducted by the Director of the Maternal and Child Health Bureau of the Health Resources and Services Administration as the Survey of Children's Health and Well-Being. Directs the Secretary of Health and Human Services to: (1) modify the survey so that it may be used to better assess child well-being; and (2) establish an advisory panel to make recommendations regarding the additional matters to be addressed by the survey as well as the methods, dissemination strategies, and statistical tools necessary to conduct it as a whole. Directs the Comptroller General to study and report to Congress on the adequacy of the methods of collecting and reporting data on deaths of children in the child welfare system.

Science Accountability Act of 2009 - Amends the Elementary and Secondary Education Act of 1965 to require states to: (1) establish challenging academic content and student achievement standards in science, beginning in the 2010-2011 school year; and (2) measure the achievement of students in grades three through eight against such standards, beginning in the 2011-2012 school year.

Lord's Resistance Army Disarmament and Northern Uganda Recovery Act of 2009 - Directs the President to submit to the appropriate congressional committees a regional strategy to guide U.S. support for multilateral efforts to eliminate the threat to civilians and regional stability posed by the Lord's Resistance Army (LRA) and to enforce the rule of law and ensure full humanitarian access in LRA-affected areas. Authorizes the President to provide assistance to respond to the humanitarian needs of populations in northeastern Congo, southern Sudan, and Central African Republic affected by LRA activity. Expresses the sense of Congress that the Secretary of State and Administrator of the United States Agency for International Development (USAID) should work with the appropriate congressional committees to increase future assistance to Uganda if the government of Uganda demonstrates a commitment to reconstruction in war-affected areas of northern and eastern Uganda. Expresses the sense of Congress that the President should support efforts by the people of northern Uganda and the government of Uganda to: (1) promote local and national reconciliation including mechanisms outlined in the Annexure to the Agreement on Accountability and Reconciliation between the government of Uganda and the LRA; and (2) assist internally displaced people, establish mechanisms for the demobilization and reintegration of former combatants, and enhance the competency of local institutions including the police.

Scleroderma Research and Awareness Act - Requires the Director of the National Institute of Arthritis and Musculoskeletal and Skin Diseases to expand, intensify, and coordinate the research and training activities with respect to scleroderma. Directs the Centers for Disease Control and Prevention (CDC) to carry out an educational campaign to increase public awareness of scleroderma.

Mother's Day Centennial Commemorative Coin Act - Instructs the Secretary of the Treasury to mint and issue not more than 400,000 $1 coins emblematic of the 100th anniversary of President Wilson's proclamation designating the second Sunday in May as Mother's Day. Authorizes the Secretary to issue such coins beginning January 1, 2014, except that the Secretary may initiate sales of such coins, without issuance, before such date. Terminates such minting authority after December 31, 2014. Requires coin sales to include a $10 surcharge per coin, with distribution of such surcharges to the Susan G. Komen for the Cure and the National Osteoporosis Foundation for the purpose of furthering research.

Medicare Diabetes Self-Management Training Act of 2009 - Amends title XVIII (Medicare) of the Social Security Act to provide for the recognition of state-licensed or -registered health care professionals who are certified diabetes educators as Medicare providers of diabetes outpatient self-management training services. Directs the Comptroller General to study and report to Congress on the barriers that exist for Medicare beneficiaries with diabetes in accessing diabetes self-management training services under the Medicare program. Directs the Director of the Agency for Health Care Research and Quality to develop a series of recommendations on effective outreach methods to educate primary care physicians and the public about the benefits of diabetes self-management training.

Medicare Ambulance Access Preservation Act of 2009 - Amends title XVIII (Medicare) of the Social Security Act to increase to 6% permanently the rate of increase in the fee schedule for ground ambulance services furnished on or after January 1, 2010, in rural and urban areas. Makes permanent the increase in the base rate of the fee schedule the Secretary of Health and Human Services is required to make for a trip in the case of ground ambulance services furnished on or after July 1, 2004, (and beyond January 1, 2010) for which the transportation originates in a qualified low population density rural area.

Currency Reform for Fair Trade Act - Amends the Tariff Act of 1930 to require the administering authority to: (1) determine, based on certain requirements, whether the exchange rate of the currency of an exporting country is fundamentally and actionably undervalued or overvalued (misaligned) against the U.S. dollar for an 18-month period; and (2) take certain actions under a countervailing duty or antidumping duty proceeding to offset such misalignment in cases of an affirmative determination. Subjects the misalignment to the U.S. dollar of the currency of nonmarket economy countries also to the countervailing and antidumping duty provisions of the Act.

Keep Terrorists Out of America Act - Expresses the sense of Congress that individuals currently detained at the Naval Station Guantanamo Bay, Cuba, should not be transferred or released into the United States. Prohibits the President from transferring or releasing any such individual into the United States unless 60 days prior to such transfer: (1) the President submits to the governor and legislature of the state to which the President intends to transfer or release such an individual certification that the individual does not pose a security risk to the United States; (2) the governor and state legislature of the state in which the President intends to transfer an individual consent to the transfer; and (3) the President notifies the Congress of, among other things, the name of the individual being transferred, the installation the individual is being transferred to, a justification for the transfer, and a certification that the President has mitigated any risks to national security posed by the transfer.

Amends the Internal Revenue Code to make qualified micro-combined heat and power property expenditures eligible for the 30% tax credit for residential energy efficient property expenditures. Defines "qualified micro-combined heat and power property expenditures" as expenditures for a residential heating and electrical power generating system that has a fuel use efficiency rating of not less than 80% and operates with a rated capacity of at least 1, but not more than 30, kilowatts of electricity.

Inflammatory Bowel Disease Research and Awareness Act - Amends the Public Health Service Act to require the Centers for Disease Control and Prevention (CDC) to: (1) conduct, support, and expand epidemiology research on inflammatory bowel disease (IBD) (i.e., Crohn's disease and ulcerative colitis) in pediatric and adult populations and establish a registry of pediatric IBD patients; (2) enter into cooperative agreements to develop and administer such epidemiology research and the pediatric IBD registry; and (3) award grants to increase awareness of IBD among the general public and health care providers. Requires the Director of the National Institutes of Health (NIH) to include information on IBD research in the biennial reports of NIH to Congress. Expresses the sense of Congress that the Directors of NIH and the National Institute of Diabetes and Digestive and Kidney Diseases should support specified research and training goals for inflammatory bowel disease.

Savings for Working Families Act of 2009 - Allows certain low-income individuals between age 18 and 61 to establish tax-exempt individual development accounts (IDAs) to pay for certain qualified expenses, including education expenses, first-time homebuyer costs, and business capitalization or expansion costs. Sets forth rules for the establishment, maintenance, and termination of IDAs. Permits tax-free withdrawals from IDAs for qualified expenses, but requires IDA beneficiaries to complete one or more financial education courses prior to making an IDA withdrawal. Allows certain financial institutions, tax-exempt organizations, and Indian tribes to sponsor and administer IDAs. Amends the Internal Revenue Code to allow such entities a business-related tax credit for the cost of administering IDAs and for making matching contributions to IDAs in parallel accounts. Provides that IDA amounts shall be disregarded for purposes of determining eligibility for assistance under certain means-tested federal programs.

New Frontier Congressional Gold Medal Act - Authorizes the President to present gold medals, on behalf of Congress, to: (1) the astronauts of the Apollo 11 mission to the surface of the moon, Neil A. Armstrong (the first human to walk on the moon), Edwin E. "Buzz" Aldrin Jr. (pilot of the lunar module Eagle and second person to walk on the moon), and Michael Collins (pilot of their command module Columbia) in recognition of the first lunar landing, on July 20, 1969; and (2) John Herschel Glenn, the first American to orbit the Earth, on February 20, 1962.

Resident Physician Shortage Reduction Act of 2009 - Amends title XVIII (Medicare) of the Social Security Act to require the Secretary of Health and Human Services to: (1) reduce a hospital's otherwise applicable resident limit by the number of positions unused for the five most recent cost reporting periods; and (2) require the distribution of additional resulting residency positions to certain other hospitals. Requires that all the time spent by a resident in outpatient settings be counted towards the determination of full-time equivalency for the purposes of payments for direct graduate (GME) and indirect (IME) medical education costs, without regard to the setting in which the activities are performed, if the hospital continues to incur the costs of the resident's stipends and fringe benefits during the time the resident spends in that setting. Sets forth rules for counting resident time for didactic and scholarly activities and other activities. Directs the Secretary of Health and Human Services to establish a process for the redistribution of residency slots after a hospital closes.

Education Begins at Home Act of 2009 - Directs the Secretary of Health and Human Services (HHS) to make matching grants to states, Indians, territories, and possessions to establish or expand quality early childhood home visitation programs for families that are expecting a child or have pre-kindergarten children. Allots funds among state grantees on the basis of their share of children from birth through age five who are from impoverished families. Directs the Secretary to award competitive grants to local educational agencies (LEAs) and experienced public or private community-based entities to support and expand quality, local early childhood home visitation programs for families that have English language learners and are expecting a child or have pre-kindergarten children. Directs the Secretary of Defense to make competitive grants to LEAs, schools, and community-based organizations that serve military dependents to support and expand high quality early childhood home visitation programs for military families that are expecting a child or have pre-kindergarten children. Requires each grantee to provide: (1) voluntary early childhood home visitation at least once a month to as many eligible families as is practicable; (2) training and technical assistance to program staff; and (3) program participants with access to other early childhood and family services. Directs the Secretary to develop and implement a public information and educational campaign to inform the public and new parents about the importance of proper care for infants and children under five years of age.

Patient Safety and Abuse Prevention Act - Directs the Secretary of Health and Human Services to establish a program to identify efficient, effective, and economical procedures for long-term care facilities or providers to conduct background checks on prospective direct patient access employees on a nationwide basis under similar terms and conditions as the pilot program established under the Medicare Prescription Drug, Improvement, and Modernization Act of 2003. Sets forth requirements for states wishing to participate in the program, including requiring: (1) searches of neglect registries and databases; (2) searches of any proceedings that may contain disqualifying information; (3) searches of federal criminal history records, including a fingerprint check; and (4) methods that reduce duplicative fingerprinting. Sets forth program requirements. Requires the Inspector General of the Department of Health and Human Services (HHS) to evaluate the program under this Act. Amends title XIX (Medicaid) of the Social Security Act to require state claims processing and information retrieval systems to incorporate compatible methodologies of the National Correct Coding Initiative administered by the Secretary. Directs the Secretary to identify and notify states as to which methodologies should be incorporated.

Government Charge Card Abuse Prevention Act of 2009 - Requires each executive agency, except for the Department of Defense (DOD), to establish and maintain specified safeguards and internal controls for official purchase cards and convenience checks, including measures to ensure that: (1) records are kept of each card holder and applicable transaction limits; (2) rebates and refunds based on prompt payment, sales volume, or other agency actions on card accounts are reviewed for accuracy; (3) periodic reviews are performed to determine whether each cardholder needs a card; (4) effective systems, techniques, and technologies are used to prevent or identify fraudulent purchases; and (5) steps are taken to recover the cost of erroneous, improper, or illegal purchases made with a purchase card or convenience check through salary offsets. Establishes similar requirements for DOD. Requires the Director of the Office of Management and Budget (OMB) to review existing guidance and prescribe additional guidance governing the implementation of the safeguards and internal controls. Requires each agency head to provide for appropriate adverse personnel actions or other punishment, including dismissal, in cases where employees violate agency policies implementing the guidance or make improper, erroneous, or illegal purchases. Requires the guidance to direct each agency head with more than $10 million in purchase card spending annually and each Inspector General to jointly report to the Director on such violations semiannually. Lists actions that each agency Inspector General should take, including to conduct periodic assessments of agency purchase card or convenience check programs to identify and analyze risks of illegal, improper, or erroneous purchases and payments in order to develop a plan for periodic audits of transactions. Amends the Travel and Transportation Reform Act of 1998 to require each agency to establish safeguards and internal controls over federal contractor-issued travel charge cards to ensure the proper, efficient, and effective use of such cards. Requires agencies that have employees who use a travel charge card that is billed directly to the U.S. government to establish and maintain specified internal control activities, including requirements to: (1) compare items submitted on an employee's travel voucher with items paid for using a centrally billed account on any related travel; (2) dispute unallowable and erroneous charges and track disputed transactions to ensure appropriate resolution; and (3) submit requests to servicing airlines for refunds for fully or partially unused tickets and to track unused tickets to ensure appropriate resolution.

Architect of the Capitol Appointment Act of 2009 - Requires the Architect of the Capitol (AOC) to be appointed jointly by the Speaker of the House of Representatives, the Majority Leader of the Senate, the Minority Leaders of the House of Representatives and Senate, the chair and ranking Minority Members of the congressional appropriations committees, the chair and ranking Minority Member of the House Committee on House Administration, and the chair and ranking Minority Member of the Senate Committee on Rules and Administration. Establishes a 10-year term for the AOC, as under current law, but permits additional reappointments. Repeals the requirement of the Legislative Branch Appropriations Act, 1990 that the AOC be appointed by the President, by and with the advice and consent of the Senate.

Initiating Foreign Assistance Reform Act of 2009 - Directs the President to develop and implement: (1) a National Strategy for Global Development to further the U.S. foreign policy objective of reducing poverty and contributing to economic growth in developing countries, including responding to humanitarian crises; and (2) a system to monitor and evaluate the effectiveness of U.S. foreign assistance. Expresses the sense of Congress that American taxpayers and foreign assistance recipients should have, to the maximum extent practicable, full access to U.S. foreign assistance information.

Childhood Cancer Survivorship Research and Quality of Life Act of 2009 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to expand and intensify the CDC's cancer control programs, including programs for conducting surveillance activities or supporting state comprehensive cancer control programs. Requires the Director of the National Cancer Institute to coordinate the activities of the National Institutes of Health (NIH) with respect to cancer survivorship, including child cancer survivorship. Requires the Director of NIH, acting through the Director of the Institute, to make grants for research relating to: (1) childhood cancer survivors within minority populations; and (2) health disparities in cancer survivorship outcomes within minority or other medically underserved populations. Requires the Director of NIH to conduct or support research to evaluate systems of follow-up care for childhood cancer survivors. Directs the Secretary to make grants to establish or improve training programs for health care professionals to: (1) improve the quality of immediate and long-term follow-up care for survivors of childhood cancers and their families; and (2) ensure that such care is linguistically and culturally competent. Requires the Director of NIH to make grants to establish pilot programs to develop, study, or evaluate model systems for monitoring and caring for childhood cancer survivors. Requires the Secretary to make grants to: (1) establish and operate a clinic for comprehensive long-term follow-up services for childhood cancer survivors; and (2) improve physical and psychosocial care for childhood cancer survivors.

International Protecting Girls by Preventing Child Marriage Act of 2009 - Authorizes the President to provide assistance, including through multilateral, nongovernmental, and faith-based organizations, to prevent child marriage in developing countries and to promote the educational, health, economic, social, and legal empowerment of girls and women. Sets forth priority assistance criteria. Directs the President, through the Secretary of State, to establish a multi-year strategy to prevent child marriage in developing countries and to promote the empowerment of girls at risk of child marriage. Sets forth strategy elements. Amends the Foreign Assistance Act of 1961 to require that Department of State country reports on human rights practices include a description of the status of child marriage for countries with specified rates of child marriage. Defines "child marriage" as the marriage of a girl or boy not yet the minimum age for marriage stipulated in law in the country in which the girl or boy is a resident.

Lung Cancer Mortality Reduction Act of 2009 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (the HHS Secretary) to implement the Lung Cancer Mortality Reduction Program to achieve a reduction of at least 25% in the mortality rate of lung cancer by 2015. Includes within such program: (1) a strategic review and prioritization of research grants; (2) an expansion of research programs, such as on predispositions to lung cancer; and (3) the expedited development of computer assisted diagnostic, surgical, treatment, and drug testing innovations. Amends the Federal Food, Drug, and Cosmetic Act to apply provisions related to drugs for rare diseases or conditions to: (1) chemoprevention drugs for precancerous conditions of the lungs; (2) drugs for targeted therapeutic treatment of lung cancer; and (3) drugs to curtail or prevent nicotine addiction. Requires the HHS Secretary to establish an early disease research and management program targeted at the high incidence and mortality rates of lung cancer among minority and low income populations. Requires the Secretary of Defense (DOD) and the Secretary of Veterans Affairs (VA) to coordinate with the HHS Secretary in: (1) the development of the Lung Cancer Mortality Reduction Program; (2) the implementation of an early detection and disease management research program for military personnel and veterans whose smoking history and exposure to carcinogens during active duty service has increased their risk for lung cancer; and (3) the implementation of coordinated care programs for military personnel and veterans diagnosed with lung cancer. Requires the HHS Secretary to convene a Lung Cancer Advisory Board to monitor the programs established under this Act.

Recognizes the 40th anniversary of the National Eye Institute. Expresses support for the designation of the Decade of Vision to maintain a sustained awareness of the public health challenges associated with vision impairment and eye disease and to emphasize the need for federal support for prevention and early detection, access to treatment and rehabilitation, and research. Commends the National Alliance for Eye and Vision Research for its efforts to expand awareness of eye disease through its Decade of Vision 2010-2020 Initiative.
