Campus Accountability and Safety Act - Amends provisions of the Higher Education Act of 1965 known as the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act to require institutions of higher education (IHEs) that participate in title IV (Student Assistance) programs to include in their annual campus security reports provided to current and prospective students and employees: the memorandum of understanding that this Act requires IHEs to enter into with local law enforcement agencies (and update every two years) to clearly delineate responsibilities and share information about certain serious crimes, including sexual violence, occurring against students or other individuals on campus; and specified information regarding the disposition of sexual offense cases by the IHE. Requires the crime statistics that IHEs are to compile and provide in such reports to be compiled in accordance with: definitions used by the Violence Against Women Act of 1994 for the offenses of domestic violence, dating violence, and stalking; and definitions for other offenses that are available under the National Incident-Based Reporting System or the Uniform Crime Reporting Program of the Federal Bureau of Investigation (FBI) or, if not available there, that are provided by the Secretary of Education. Prohibits the statistics for such other crimes from identifying the victims or persons accused of such crimes. Requires IHEs to provide new students and employees with a statement that identifies domestic violence, dating violence, sexual assault, and stalking as crimes which will be reported and with respect to which, based on the victim's wishes, the IHE will cooperate with local law enforcement. Directs the Secretary to develop and administer through an online portal a standardized, online, and annual survey of students regarding their experiences with sexual violence and harassment. Omits survey responses from the annual crime statistics IHEs must report, but requires the Secretary to publish survey information that includes campus-level data for each school on the Department of Education's website annually. Requires the Department to make publicly available guidance regarding the intersection of the campus security and crime statistics reporting requirements under title IV and requirements under title IX of the Education Amendments of 1972. Authorizes the Secretary to impose a civil penalty upon IHEs that fail to carry out campus security and crime statistics reporting requirements. Requires each IHE that receives federal funding to establish a campus security policy that includes: the designation of one or more confidential advisors at the IHE to whom victims of crime can report anonymously or directly; authorization for the IHE to provide an online reporting system to collect anonymous disclosures of crimes; provision on the IHE's website of the telephone number and URL for a hotline providing information to sexual violence victims and the name and location of the nearest medical facility where an individual may have a rape kit administered by a trained sexual violence forensic nurse, including information on transportation options and reimbursement for a visit to such facility; and an amnesty clause for any student who, in good faith, reports sexual violence to a responsible employee, with respect to a student conduct violation revealed in the course of such a report. Amends the Education Amendments of 1972 to require the Secretary to establish a title IX website that includes: the name and contact information for the title IX coordinator at each IHE, including a brief description of the coordinator's role and the roles of other officials who may be contacted regarding sexual harassment; and the Department's pending investigations and the actions it has taken regarding all title IX complaints and compliance reviews related to sexual harassment. Requires each IHE to employ an individual who shall complete minimum training requirements and be responsible for: (1) reporting cases of sexual harassment to the title IX coordinator; and (2) providing students and employees who report having been a victim of sexual harassment on or off campus with a written explanation of their rights and options. Requires each individual who is involved in implementing an IHE's grievance procedures to have training or experience in handling sexual violence complaints and the operations of the IHE's grievance procedures. Sets forth minimum training requirements. Requires each IHE that receives federal funding to establish and carry out a uniform process for disciplinary proceedings relating to claims of sexual violence that shall not vary based on the status or characteristics of a student involved in the process. Authorizes: (1) the Secretary or the Attorney General (DOJ) to impose a civil penalty on IHEs that violate or fail to carry out title IX requirements regarding sexual violence, and (2) individuals to file a complaint regarding such a violation with the Department's Office for Civil Rights. Amends the Violence Against Women and Department of Justice Reauthorization Act of 2005 to: (1) increase the minimum grant that may be provided to IHEs to combat domestic violence, dating violence, sexual assault, and stalking on campuses; and (2) authorize the use of such grants to train campus personnel in conducting victim-centered, trauma-informed (forensic) interviews.

Civil Asset Forfeiture Reform Act of 2014

Civil Asset Forfeiture Reform Act of 2014 - Amends the federal criminal code to require the government to include in any notice required to be sent in a nonjudicial civil forfeiture proceeding under a civil forfeiture statute that the person receiving the notice may be able to obtain free or reduced rate legal representation. Requires the government, in a suit or action brought under any civil forfeiture statute for the civil forfeiture of property, to prove that the property is subject to forfeiture by clear and convincing evidence (currently, by a preponderance of the evidence). Provides that where a prima facie case is made for an innocent owner defense, the government has the burden of proving that the claimant knew or reasonably should have known that the property was involved in the illegal conduct giving rise to the forfeiture (currently, the claimant has the burden of proving that the claimant is an innocent owner). Places the burden on the government to show that the property owner should have had knowledge of the criminal activity by demonstrating that the property owner did not: (1) give timely notice to law enforcement of information that led the person to know the conduct giving rise to a forfeiture occurred; and (2) in a timely fashion, revoke or attempt to revoke permission for those engaging in such conduct to use the property or take reasonable actions in consultation with law enforcement to discourage or prevent the illegal use of the property. Directs the court, in determining whether the forfeiture was constitutionally excessive, to consider such factors as the seriousness of the offense, the extent of the nexus of the property to the offense, the range of sentences available for the offense giving rise to forfeiture, the fair market value of the property, and the hardship to the property owner and dependents (currently, the court is required to compare the forfeiture to the gravity of the offense giving rise to the forfeiture). Requires the Attorney General to: (1) specify, in the annual report on the Department of Justice Assets Forfeiture Fund, deposits from each type of forfeiture, identifying which funds were obtained from criminal forfeitures and which were obtained from civil forfeitures; and (2) assure that any equitable sharing between the Department of Justice (DOJ) and a local or state law enforcement agency was not initiated for the purpose of circumventing any state law that prohibits civil forfeiture or limits use or disposition of property obtained via civil forfeiture by state or local agencies.

SAVE Medicare Home Health Act of 2014

Securing Access Via Excellence for Medicare Home Health Act of 2014 or the SAVE Medicare Home Health Act of 2014 - Amends title XVIII (Medicare) of the Social Security Act, with respect to the prospective payment system (PPS) for home health services, to repeal the rebasing reduction adjustment for 2014 and subsequent years required by the Patient Protection and Affordable Care Act (PPACA). Establishes a calendar year 2014 payment adjustment under such PPS. Directs the Secretary of Health and Human Services (HHS) to conduct a detailed analysis of the rebasing reduction in Medicare payments for home health services promulgated under the rule for home health prospective payment system rate update for calendar year 2014. Directs the Secretary to specify a home health all-cause all-condition hospital unplanned readmission measure for readmissions (for any cause) to a hospital for an individual entitled to benefits under Medicare part A (Hospital Insurance) (or enrolled under Medicare part B [Supplementary Medicare Insurance]) and who is receiving post-hospital home health services. Requires this measure to be risk adjusted for potentially preventable readmission to a hospital for such an individual. Directs the Secretary of Health and Human Services (HHS) to establish: (1) a Medicare home health agency value-based purchasing program (HHA VBP) under which value-based incentive payments are made in a year to home health agencies, and (2) performance standards for application of the unplanned readmission measure. Directs the Secretary to develop by regulation a methodology for assessing the total performance of each home health agency based on these performance standards. Directs the Secretary to: (1) withhold from the payment rates made for each year for home health services the amount necessary so that enactment of this Act is estimated not to result in any net change in payments made for Medicare services, and (2) provide for a distribution of a portion of those withheld amounts for performance payments to home health agencies. Directs the Medicare Payment Advisory Commission (MEDPAC) to review the progress of the HHA VBP and make appropriate recommendations on any improvements that should be made to the program.

Strengthening Child Welfare Response to Trafficking Act of 2014 - Amends the Child Abuse Prevention and Treatment Act to condition eligibility to receive a state grant for child abuse or neglect prevention and treatment programs on inclusion in the state plan of a certification by the governor that the state has in effect and is enforcing a state law, or is operating a statewide program, that includes provisions and procedures to: (1) identify and assess reports involving children who are sex trafficking victims (and which may also involve children who are victims of severe forms of trafficking in persons), (2) train representatives of the state child protective services about identifying and assessing such children, and (3) identify services and procedures for appropriate referral to address the needs of such children. Directs the Secretary of Health and Human Services (HHS) to report to Congress on: (1) the specific type and prevalence of severe forms of trafficking in persons to which children have been subjected who are identified for services or intervention under the placement, care, or supervision of state, Indian tribe, or tribal organization child welfare agencies; (2) the practices and protocols utilized by states to identify and serve children who are, or are at-risk of becoming, victims of trafficking; and (3) any barriers in federal laws or regulations that may prevent identification and assessment of children who are such victims.

Medicare DMEPOS Audit Improvement and Reform (AIR) Act of 2014 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to establish a Medicare Administrative Contractor Payment Outreach and Education Program for DMEPOS (durable medical equipment, prosthetics, orthotics, and supplies) suppliers. Requires each Medicare administrative contractor responsible for DMEPOS payments, in order to reduce improper payments to DMEPOS suppliers under Medicare part B (Supplementary Medical Insurance), to provide suppliers, physicians and practitioners who prescribe DMEPOS, and discharge planners and case managers who coordinate DMEPOS for individuals in the contractor's area with error rate reduction training as well as: a list of suppliers' most frequent payment errors and the most expensive payment errors over the last quarter, specific instructions regarding how to correct or avoid such errors in the future as well as to prevent future issues related to new audits, and a notice of all new topics that have been approved by the Secretary of Health and Human Services (HHS) for audits. Sets forth the structure for audits of DMEPOS suppliers, requiring a contractor to give priority to activities under the DMEPOS payment outreach and education program that will reduce improper Medicare payments based on technical errors, medical necessity, and fraud. Requires annual reports to Congress on the use of recovery audit contractors under the Medicare Integrity Program to include certain information on the results of audit appeals related to DMEPOS. Requires the Secretary to: (1) increase the maximum record requests made by Medicare DMEPOS contractors in auditing claims of suppliers with a relatively high audited claims error rate for DMEPOS payments, and (2) decrease the maximum record requests for suppliers with a relatively low error rate. Directs the Secretary to limit the audit documentation review period for Medicare administrative contractors to three years.

Clay Hunt Suicide Prevention for American Veterans Act or the Clay Hunt SAV Act - Requires the Secretary of Veterans Affairs (VA) and the Secretary of Defense (DOD), at least annually, to each arrange for an independent third party evaluation of, respectively, the VA and DOD mental health care and suicide prevention programs. Requires a board reviewing the discharge or dismissal of a former member of the Armed Forces whose application for relief is based at least in part on post-traumatic stress disorder or traumatic brain injury related to military operations or sexual trauma, to: (1) review the medical evidence from the VA or a civilian health provider that is presented by the former member; and (2) review the case, with a presumption of administrative irregularity, and place the burden on the VA or DOD to prove, by a preponderance of the evidence, that no error or injustice occurred. Directs the VA Secretary to publish an Internet website that serves as a centralized source to provide veterans with regularly updated information regarding all of the VA's mental health care services. Requires the VA Secretary and the DOD Secretary to enter into certain strategic relationships to facilitate: the mental health referrals of members of the reserve components who have a service-connected disability and are being discharged or released from the Armed Forces, timely behavioral health services for such members, communication when such members are at risk for behavioral health reasons, and the transfer of documentation for line-of-duty and fitness-for-duty determinations. Requires the VA Secretary to carry out a three-year pilot program to repay the education loans relating to psychiatric medicine that are incurred by individuals who: are eligible to practice psychiatric medicine in the Veterans Health Administration (VHA) or are enrolled in the final year of a residency program leading to a specialty qualification in psychiatric medicine, demonstrate a commitment to a long-term career as a psychiatrist in the VHA, and agree to a period of obligated service with the VHA in the field of psychiatric medicine. Directs the VA Secretary to carry out a program, as part of the Yellow Ribbon G.I. Education Enhancement Program, under which the VA Secretary and an institution of higher education (IHE) agree to cover the full cost of charges not covered by post-9/11 educational assistance that are incurred by veterans who: (1) are pursuing an advanced degree in mental health at the IHE, and (2) intend to seek employment as a mental health professional in the VA. Allows the VA Secretary to cover up to 64% of those charges, if the school covers the remainder. Requires the DOD Secretary to submit to Congress a zero-based review of the staffing requirements for individual State National Guard Commands with respect to Directors of Psychological Health. Directs the VA Secretary to establish a pilot program at not less than five Veterans Integrated Service Networks (VISNs) to assist veterans transitioning from active duty and to improve the access of veterans to mental health services. Requires the pilot program at each VISN to include: (1) a community oriented veteran peer support network, and (2) a community outreach team for each medical center in such VISN.

Expedited Family Reunification Act of 2014 - Amends the William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008 to provide that any unaccompanied alien child (UAC) who has not been a victim of a severe form of trafficking in persons or does not have a credible fear of persecution on returning to his or her country of nationality or of last habitual residence shall be: (1) placed in removal proceedings, (2) eligible for voluntary departure at no cost to the child, and (3) provided with access to counsel. (Currently such expedited removal requirements apply to unaccompanied children from countries that are contiguous to the United States.) Directs the Secretary of State to negotiate agreements, in addition to countries contiguous to the United States, between the United States and Belize, Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, Panama, and any other appropriate country regarding the repatriation of children. Applies the requirements of this Act to any UAC apprehended on or after June 15, 2012.

Marine Access and State Transparency or the MAST Act - Amends the Antiquities Act of 1906 to bar the President from declaring any area of the exclusive economic zone to be a national monument unless: such declaration is specifically authorized by an Act of Congress; the President has submitted a proposal to make such declaration to the governor of each state, and of each territory, any part of which is located within 100 nautical miles of such area; each such governor submits to the President a notice that the legislature of that state or territory has approved the proposal; and the declaration is substantially the same as the proposal. Prohibits the Department of the Interior and the Department of Commerce, with respect to any area of the exclusive economic zone that is designated as a national monument, from implementing any restrictions on the public use of such a national monument until the expiration of an appropriate review period providing for public input and congressional approval.

Requires the Secretary to issue regulations requiring each bottled water label to include the following: the manufacturer’s or distributor’s name and contact information, a statement notifying consumers how to obtain the quality report required by this Act, and type of water source. Prescribes means by which refillable and reusable multiservice containers may fulfill this Act’s requirements. Preempts inconsistent state or local reporting or labeling requirements. Prohibits the distribution of bottled water products not in compliance with this Act.

Veteran Access to Care Act of 2014 - Directs the Secretary of Veterans Affairs (VA) to enter into contracts with such non-VA facilities as may be necessary to furnish hospital care and medical services to veterans who: have waited longer than the wait-time goals of the Veterans Health Administration (VHA) (as of June 1, 2014) for an appointment for hospital care or medical services in a VA facility; have been notified by a VA facility that an appointment for hospital care or medical services is not available within such wait-time goals; or reside more than 40 miles from the VA medical facility, including a community-based outpatient clinic, that is closest to their residence. Allows eligible veterans who opt for hospital care or medical services in a non-VA facility to receive such care or services through the completion of the episode of care, but for no longer than 60 days. Directs the Secretary, to the extent that appropriations are available to the VHA for medical services, to reimburse non-VA facilities with which the VA does not have such a contract for providing hospital care and medical services to such veterans, if such care and services cannot be provided within the VHA's wait-time goals in a facility with which the VA has a contract. Sets the reimbursement rate for such care or services at the greatest of the VA, Medicare, or TRICARE (a Department of Defense [DOD] managed care program) payment rate for such care or services. Terminates the Secretary's authority to contract with or reimburse non-VA facilities for the provision of such care and services two years after this Act's enactment. Directs the Secretary to enter into a contract or contracts with a private entity or entities with experience in VHA and private delivery systems and in health care management to conduct an independent assessment of the hospital care and medical services furnished in VA facilities. Prohibits the Secretary from paying awards and bonuses to VA employees for FY2014-FY2016.

International Megan's Law to Prevent Demand for Child Sex Trafficking - Directs the Secretary of Homeland Security (DHS) to establish within the Child Exploitation Investigations Unit of U.S. Immigration and Customs Enforcement (ICE) the Angel Watch Center, which shall: (1) receive information on travel by child-sex offenders; (2) transmit notice of impending or current international travel by such offenders to the Secretary of State, accompanied by an advisory regarding whether the period of validity of the passport of the offender should be limited; (3) establish a system to maintain and archive all relevant information, including decisions not to transmit notification abroad and responses of destination countries to notifications; (4) establish an annual review process to ensure that the Center is consistent in procedures regarding providing notification to destination countries; (5) transmit notice of impending or current international travel of child-sex offenders to the countries of destination; and (6) establish a mechanism to receive complaints from child-sex offenders affected by notifications of destination countries. Requires the Center to engage in ongoing consultations with: (1) nongovernmental organizations that have experience in identifying and preventing child sex tourism and rescuing and rehabilitating minor victims of international sexual exploitation and trafficking, (2) the governments of countries interested in cooperating in the creation of an international sex offender travel notification system or that are primary destination or source countries for international sex tourism, and (3) Internet service and software providers regarding technology to facilitate the implementation of an international sex offender travel notification system in the United States and in other countries. Authorizes the Secretary of Homeland Security and the Secretary of State to provide technical assistance to enable foreign authorities to participate more effectively in the notification program system. Authorizes the Secretary of State to: (1) limit to one year or such other appropriate period the validity of a passport issued to a child-sex offender, and (2) revoke the passport or passport card of an individual who has been convicted by a court of competent jurisdiction in a foreign country of a child-sex offense. Expresses the sense of Congress that the President should: (1) negotiate bilateral agreements with foreign governments to further the purposes of this Act; and (2) formally request foreign governments to notify the United States when a U.S. citizen has been arrested, convicted, or sentenced or has completed a prison sentence for a child-sex offense in the foreign country. Amends the Trafficking Victims Protection Act of 2000 to include, as indicia of serious and sustained efforts to eliminate severe forms of trafficking in persons, a country's cooperation with other governments in the investigation and prosecution of such trafficking, including law enforcement cooperation and coordination arrangements with other countries in cases involving foreign nationals of such country who are suspected of engaging in severe forms of trafficking of persons in another country. Encourages the President to use authorities under the Foreign Assistance Act of 1961 to assist foreign countries in identifying sex offenders and providing and receiving notification of child sex offender international travel.

Exempts from any requirement to prepare holding company financial statements in accordance with Generally Accepted Accounting Principles any Board-supervised depository institution holding company or nonbank financial company that is also a person regulated by a state insurance regulator or a regulated foreign subsidiary (or a regulated foreign affiliate) that files its holding company financial statements using only Statutory Accounting Principles in accordance with state law.

Revises requirements for the Corporation's annual report to the Secretary of Commerce (Secretary) to require a description of and rationales for: (1) the Corporation's efforts to focus on specific countries and populations, and (2) its combination of media channels employed in meeting the promotional objectives of its marketing campaign. Directs the Corporation and the Secretary (or their designees) to meet biannually to review procedures to determine the fair market value of goods and services received by the Corporation from non-federal sources. Reduces from 80% to 75% the percentage of the fair market value of those goods and services the Corporation may receive from non-federal sources each fiscal year, increasing from 20% to 25% the federal matching rate. Includes U.S. territories among the states and the District of Columbia whose benefit the Corporation's international travel promotion plan must ensure. Extends the TPA and the Corporation through FY2020. Amends the Immigration and Nationality Act to extend through FY2020 also the authority of the Secretary of Homeland Security (DHS) to charge a fee for use of the electronic travel authorization system to determine, in advance, an alien's eligibility to travel to the United States. Amends the TPA to require the Corporation to establish performance metrics to: (1) measure the impact of its marketing efforts, and (2) demonstrate any cost or benefit to the U.S. economy. Requires the Corporation to report to Congress actions it has taken in response to any recommendations the Government Accountability Office (GAO) might make to it. Requires the Corporation to: (1) establish a competitive procurement process, and (2) certify in its annual report to Congress that any contracts it has entered into were in compliance with that process.

Safe and Accurate Food Labeling Act of 2014 - Amends the Federal Food, Drug, and Cosmetic Act to establish premarket notification requirements for a bioengineered organism intended for a food use or application. Defines “bioengineered organism” to mean a plant or any part of a plant which contains genetic material that has been modified through in vitro recombinant deoxyribonucleic acid (DNA) techniques when such modification could not otherwise be obtained using conventional breeding techniques. Sets forth exceptions if: (1) the bioengineered organism is used for development or testing conducted to generate data and information that could be used in a premarket biotechnology notification or other regulatory submission; (2) a processing aid or enzyme produced from the bioengineered organism is intended to be used to produce food; or (3) food produced from, containing, or consisting of the bioengineered organism is intended to be fed to an animal from which food is intended to be produced or derived. Directs the developer of a bioengineered organism to submit a premarket biotechnology notification to the Secretary of Health and Human Services (HHS) at least 210 days before the organism is first introduced into interstate commerce for a food use or application. Requires such notification to include: (1) the basis for the determination that food produced from, containing, or consisting of that bioengineered organism is as safe for use by humans or animals as comparable marketed foods without the bioengineered organism, and (2) whether any other federal agency is conducting or has conducted any review of the bioengineered organism and the status or conclusions of any such review. Requires the Secretary to determine whether such food is as safe as food made without the bioengineered organism. Requires public disclosure of the premarket notification. Authorizes the Secretary to require the label of such food to disclose a material difference between food produced from, containing, or consisting of a bioengineered organism and its comparable marketed food, as necessary to protect health and safety or to prevent the label or labeling of such food from being false or misleading. Makes these requirements applicable 30 days after enactment of this Act, regardless of whether relevant regulations or guidance have been finalized or issued. Preempts any state or local requirement respecting a bioengineered organism intended for a food use or application, or food produced from, containing, or consisting of a bioengineered organism. Sets forth standards for any food label that contains claims that bioengineering was or was not used in the production of the food. Preempts any state and local labeling requirements with respect to bioengineered food. Requires the Secretary to issue regulations setting standards for a natural claim on food labels. Preempts any state or local regulations that are not identical to the requirements of this Act.
