Act to Save America's Forests - Amends the Forest and Rangeland Renewable Resources Planning Act of 1974 to revise eligibility criteria for members of the land and resource management scientific committee. Revises the committee termination date. Directs the Chief of the Forest Service, the Director of the U.S. Fish and Wildlife Service, and the Director of the Bureau of Land Management to each prepare a continuous inventory of forest land administered by each agency head and to document whole-system measures that will be taken as a result of the inventory. Requires the Secretary of Agriculture to provide for conservation and restoration of native biodiversity in forested areas. Prohibits clearcutting or other even-age logging operations on any stand or watershed on certain federal land, National Forest System land, and National Wildlife Refuge System land. Provides for federal enforcement and a private right of action. Designates special areas which shall be subject to restrictions on road construction and logging in Alabama, Alaska, Arizona, Arkansas, Colorado, Georgia, Idaho, Illinois, Michigan, Minnesota, Missouri, Montana, New Mexico, North Carolina, Ohio, Oklahoma, Oregon, Pennsylvania, South Carolina, South Dakota, Tennessee, Texas, Vermont, Virginia, Wisconsin, and Wyoming. Requires the Secretaries concerned to appoint a committee of independent scientists to recommend additional special areas. Restricts road construction and logging on federal land in ancient forests, special areas, roadless areas, and watershed protection areas. Provides for federal enforcement and a private right of action. States that this Act and the amendments made by this Act shall not apply to federal wilderness areas designated under the Wilderness Act. Adds specified land to the Giant Sequoia National Monument. Transfers administrative jurisdiction over the Monument from the Secretary to the Secretary of the Interior. Establishes the Giant Sequoia National Monument Advisory Board. Adds specified parts of Sequoia National Forest that are not included in the Monument to: (1) Sierra National Forest; and (2) Inyo National Forest. Directs the Secretary of the Interior to conduct reconnaissance surveys of areas classified as Level III ecoregions of the continental United States by the Environmental Protection Agency (EPA) to determine if there are resources that possess national significance and to evaluate their suitability for inclusion as units of the National Park System. Requires the appointment of a committee of scientists to provide the Secretary and Congress with advice and counsel on such surveys.

Biogas Production Incentive Act of 2008 - Amends the Internal Revenue Code to allow a business tax credit for the production and sale of biogas. Defines "biogas" as a gas that is derived by processing qualified energy feedstock (i.e., manure of agricultural livestock and other organic agricultural or food industry byproduct waste material) in an anaerobic digester and that contains at least 60% methane and carbon dioxide and trace gases. Provides an increased credit for biogas produced from qualified cellulosic energy feedstock.

Stephanie Tubbs Jones Gift of Life Medal Act of 2008 - Makes any organ donor, or the family of any organ donor, eligible for a Stephanie Tubbs Jones Gift of Life Medal. Requires the Secretary of Health and Human Services to direct the Organ Procurement and Transplantation Network to establish an application procedure, determine eligibility, and arrange for the presentation of medals. Allows only one medal per family. Requires that such medal be presented to the donor or, in the case of a deceased donor, the family member who signed the consent form authorizing the organ donation. Authorizes the Network to collect funds to offset expenditures relating to the issuance of medals. Requires the Secretary of the Treasury to design and strike the Stephanie Tubbs Jones Gift of Life Medals using certain specifications. Provides that a medal under this Act shall not be treated as valuable consideration for purposes of prohibiting transferring human organs for valuable consideration.

Fast Track to College Act of 2008 - Authorizes the Secretary of Education to award matching six-year grants to local educational agencies (LEAs) that partner with institutions of higher education (IHEs) to establish or support dual enrollment programs, such as early college high schools, that allow high school students to simultaneously earn credit toward a high school diploma and a postsecondary degree or certificate. Gives grant priority to applicants: (1) that propose to establish or support a dual enrollment program for a student body at least 40% of which is impoverished; and (2) from states that provide assistance to dual enrollment programs, such as assistance defraying the costs of higher education. Requires applicants to make assurances that students will not be required to pay tuition or fees for postsecondary courses, and that those courses will be taught by faculty that meet their partner IHE's normal standards. Authorizes the Secretary to award six-year grants to states to: (1) plan and implement statewide strategies to make dual enrollment programs more accessible to students who are underrepresented in postsecondary education; and (2) provide technical assistance to local dual enrollment programs. Directs the Secretary to: (1) contract for an independent evaluation of this Act's programs; and (2) provide technical assistance to LEAs and their partners, and disseminate information concerning best practices in dual enrollment programs.

Health-e Information Technology Act of 2008 - Amends the Public Health Service Act to establish: (1) an Office of the National Coordinator for Health Information Technology; and (2) an HIT Advisory Committee. Requires the National Coordinator to develop a Health Information Technology Resource Center and to recommend health information technology standards for adoption by the Secretary of Health and Human Services. Directs agencies to utilize, where available, health information technology systems and products that meet adopted standards. Requires the Director of the National Institute for Standards and Technology (NIST) to test adopted standards to assure the efficient implementation and use of such standards. Amends XVIII (Medicare) of the Social Security Act to provide for incentive payments to physicians and inpatient hospitals that meaningfully use a certified health information technology system. Authorizes the National Coordinator to award grants to purchase qualified health information technology and to implement regional or local health information plans. Provides for grants to develop academic curricula integrating qualified health information technology in the clinical education of health professionals. Revises provisions governing the privacy and security of health information, including to: (1) extend requirements to business associates of a covered entity; (2) require notification in the event of a breach of protected health information; (3) limit disclosure of such information to the minimum necessary to accomplish the intended purpose; and (4) revise penalties for violations. Requires the Secretary to appoint a Chief Privacy Officer of the Office of National Coordinator to assist in carrying out duties related to the privacy and security of health information.

Civil Rights Quarter Dollar Coin Act of 2008 - Requires quarter dollars to have designs on the reverse emblematic of prominent civil rights leaders and important events that have advanced civil rights in America. Instructs the Secretary of the Treasury to select such leaders and events. Requires five coin designs in each year of the period of issuance. Instructs the Secretary to strike and make available for sale silver bullion coins that are exact duplicates of such quarter dollars.

Prevention of Equine Cruelty Act of 2008 - Amends the federal criminal code to impose a fine and/or prison term of up to three years for possessing, shipping, transporting, purchasing, selling, delivering, or receiving any horse, horse flesh, or carcass with the intent that it be used for human consumption. Reduces the prison term to one year if the offense involves less than five horses or less than 2,000 pounds of horse flesh or carcass and the offender has no prior conviction for this offense.

Middle Class Tax Fairness Act of 2008 - Amends the Internal Revenue Code to allow in 2008 and 2009: (1) an increase in the basic standard tax deduction; (2) a tax deduction for real property taxes for taxpayers who do not itemize their deductions; and (3) a reduction in the earned income threshold amount for determining the refundable portion of the child tax credit. Provides for certain revenue-raising provisions, including: (1) treatment of net income and loss from an investment services partnership as ordinary income and loss; (2) denial of tax benefits for major integrated oil companies; (3) imposing a limit on tax deductions and exemptions for individuals with adjusted gross incomes in excess of $250,000 ($500,000 in the case of a joint tax return); (4) the inclusion in gross income of certain deferred compensation from foreign entities; (5) new reporting requirements for payment settlement entities and securities brokers; (6) repeal of tax rules for the worldwide allocation of interest for purposes of computing the limitation on the foreign tax credit; (7) new rules for the application of the economic substance doctrine to transactions affecting tax liability; and (8) penalties for underpayment of tax due to transactions lacking economic substance. Requires any increase in tax receipts resulting from this Act to be used for deficit reduction purposes.

Strengthening Communities Through Education and Integration Act of 2008 - Amends the Adult Education and Family Literacy Act (the Act) to allow state leadership activities grants to be used to: (1) provide technical assistance to faith and community-based organizations desiring grants under the Act; and (2) study the effectiveness of distance learning or self-study programs for English language learners. Directs the National Institute for Literacy to disseminate information regarding integrated English literacy and civics education programs. Makes such programs eligible for assistance under the Secretary of Education's national leadership activities program. Requires the Secretary to award grants to states for integrated English literacy and civics education programs, with each state's grant amount tied to the size and growth of their recent immigrant population. Amends the Elementary and Secondary Education Act of 1965 (ESEA) to reauthorize appropriations for the Even Start Family Literacy program. Requires the Director of the National Institute for Literacy to conduct a longitudinal evaluation of the Even Start program and research into the components of successful family literacy services. Directs the Secretary to award matching grants to states and, through them, matching, competitive subgrants to local educational agencies for high quality expanded learning time programs that provide additional language and civics education to middle and secondary school students who are English language learners. Amends the Act and ESEA to replace references to individuals of limited English proficiency with references to English language learners. Amends the Internal Revenue Code to provide: (1) tax credits to teachers of English language learners; (2) tax deductions for the expenses of becoming certified as such teachers; and (3) tax credits for employers' expenses in making adult education and literacy services available to their employees. Requires the Commissioner for Education Research of the National Center for Education Research to establish a national research and development center for adult education and literacy, or include adult education if a center for adult literacy has already been established. Renames the Office of Citizenship within U.S. Immigration and Customs Enforcement of the Department of Homeland Security the Office of Citizenship and Immigrant Integration (the Office). Includes among its functions, furthering the integration of immigrants into their communities. Authorizes the Chief of the Office to provide grants to states to: (1) form State New American Councils to develop and implement comprehensive immigrant integration plans; and (2) award subgrants, through such Councils, to local governments to assist them in integrating immigrants into communities pursuant to such plans.

Consumer Energy Supply Act of 2008 - Instructs the Secretary of Energy to publish a plan to: (1) sell prescribed amounts of light grade petroleum from the Strategic Petroleum Reserve (SPR) and acquire an equivalent volume of heavy grade petroleum; (2) deposit cash proceeds from those sales into the SPR Petroleum Account; and (3) withdraw from such proceeds the administrative and operational costs of the sale and acquisition. Requires an offer for sale of 70 million barrels of light grade petroleum from the SPR. Requires the sale to: (1) commence within 30 days after enactment of this Act, regardless of whether the Secretary's plan has been published; and (2) be completed within six months after enactment, with at least 20 million barrels offered for sale within the first 60 days after enactment. Sets forth an acquisitions schedule for heavy grade petroleum to replace the light grade petroleum sold under this Act. Encourages the Secretary to grant requests to defer scheduled deliveries of petroleum to the SPR if deferral will result in a premium paid in additional barrels of oil which will reduce the cost of oil acquisition and increase the volume of oil delivered to the SPR or yield additional cash bonuses.

New Alternative Transportation to Give Americans Solutions Act - Expresses the sense of Congress that 10% of new vehicles sold in the United States should be natural gas vehicles by December 31, 2018. Amends the Internal Revenue Code to: (1) increase the rate of the alternative fuel vehicle refueling property tax credit with respect to natural gas fuel; (2) allow new tax credits for investment in energy security bonds and natural gas vehicle production bonds; (3) allow a new tax credit for producing vehicles fueled by natural gas or liquified natural gas; (4) allow an increased alternative motor vehicle tax credit for the purchase of vehicles fueled by natural gas or liquified natural gas; and (5) extend through 2017 the tax credits for alternative fuel vehicle refueling property expenditures and for new qualified alternative fuel vehicles. Requires the General Services Administration (GSA) to study whether the federal fleet should increase the number of its natural gas vehicles. Requires each retail automotive fueling station owned by a major integrated oil company to have at least one pump dispensing natural gas for automotive purposes by January 1, 2018. Imposes a civil fine on oil companies that fail to comply with such requirement.
