Western Hemisphere Energy Compact Act of 2008 - Directs the Secretary of State, in coordination with the Secretary of Energy, to seek to establish a regional-based ministerial forum to be known as the Western Hemisphere Energy Cooperation Forum: (1) for the cooperation of Western Hemisphere on energy issues; (2) to lessen dependence on oil imports without reducing food availability; (3) to ensure that energy contributes to the economic, social, and environmental enhancement of the countries in the Western Hemisphere; and (4) to permit participating countries to cooperatively address broad challenges posed to the energy supply of the Western Hemisphere. Directs the U.S. to seek to implement, in cooperation with Energy Forum countries: (1) an energy crisis initiative; (2) an energy sustainability initiative; (3) an energy for development initiative; and (4) biofuels studies. Provides for the establishment of a Western Hemisphere Energy Industry Group to: (1) increase public-private partnerships; (2) foster private investment; and (3) enable countries in the Western Hemisphere to devise energy agendas compatible with industry capacity and cognizant of industry goals. Provides for: (1) the establishment of an Oil and Natural Gas Working Group; (2) a U.S.-Brazil biofuels partnership; (3) biofuels feasibility studies; (4) regional and hemispheric carbon trading mechanisms; (5) the establishment of a Western Hemisphere energy crisis response mechanism; (6) seeking to increase U.S. foreign assistance programming in renewable energy; and (7) energy public diplomacy.

People for the Planet Act of 2008 - Amends the Internal Revenue Code to establish in the Treasury the Environmental Protection Trust Fund to promote ecosystem restoration, reforestation, reclamation of timber roads in national forests, watershed protection, preservation of Great Lakes and other bodies of water, and funding of biodiversity partnerships. Allows individual taxpayers (other than nonresident aliens) to designate on their income tax returns a payment of $3 of their income tax liability to such Trust Fund. Makes permanent the tax deduction for individual and corporate contributions of conservation easements. Allows a tax deduction for reforestation expenditures. Expresses the sense of Congress that the government should encourage biodiversity partnerships.

Prohibits the use of any funds made available under any Act authorizing the Secretary of the Treasury to purchase troubled assets to provide income for any senior officer of any company, entity, or partnership that receives credit or other direct assistance under such Act. Authorizes the Secretary to terminate the employment of any such senior officer who receives credit or direct assistance under any such Act. Defines "senior officer" as any chairman of the board, chief executive officer, chief financial officer, managing partner, or any individual deemed by the Secretary as having primary management or financial authority over the company, entity, or partnership before the receipt of credit or direct assistance under any such Act.

NAFTA Modernization Trade Negotiating Authority Act - Requires that any renegotiation of the North American Free Trade Agreement (NAFTA) resulting in any new trade agreement with Canada, Mexico, or both to: (1) meet the standards established in the areas of labor and environment, dispute settlement, intellectual property, services, foreign investment, and agriculture of trade agreements negotiated under the Bipartisan Trade Promotion Authority Act of 2002; and (2) take into account specified U.S. domestic objectives set out in this Act, including protection of health and safety, security, environmental, consumer, and employment opportunity interests. Authorizes the President before August 1, 2009, to enter into a trade agreement with such countries to: (1) reduce or eliminate a duty, restriction, barrier, or other distortion of trade that unduly burdens or restricts U.S. trade or adversely affects the U.S. economy; or (2) prohibit, or limit the imposition of, such barrier or other distortion. Sets forth congressional notification and consultation requirements for implementation of any trade agreement. Directs the chairman of the Committee on Ways and Means of the House of Representatives and the chairman of the Committee on Finance of the Senate, within 30 days after the convening of each Congress, to convene the Congressional Oversight Group. Requires the United States Trade Representative (USTR) to develop written guidelines to facilitate the useful and timely exchange of information between the USTR and the Group, particularly for the closest practicable coordination between them at all critical periods during NAFTA renegotiations. Requires the President to submit to Congress a plan for implementing and enforcing any agreement.

Stephanie Tubbs Jones Gift of Life Medal Act of 2008 - Makes any organ donor, or the family of any organ donor, eligible for a Stephanie Tubbs Jones Gift of Life Medal. Requires the Secretary of Health and Human Services to direct the Organ Procurement and Transplantation Network to establish an application procedure, determine eligibility, and arrange for the presentation of medals. Allows only one medal per family. Requires that such medal be presented to the donor or, in the case of a deceased donor, the family member who signed the consent form authorizing the organ donation. Authorizes the Network to collect funds to offset expenditures relating to the issuance of medals. Requires the Secretary of the Treasury to design and strike the Stephanie Tubbs Jones Gift of Life Medals using certain specifications. Provides that a medal under this Act shall not be treated as valuable consideration for purposes of prohibiting transferring human organs for valuable consideration.

Declares the sense of the House of Representatives that the Susquehanna River Basin Commission, when drafting a regulation and reviewing a project application related to natural gas drilling in the Marcellus Shale formation (New York, Pennsylvania, and Maryland), should give the same consideration to the energy needs of the United States and the potential jobs that could be created by a proposed project as is accorded to other factors, such as: (1) quantity and rate of water usage; (2) location of water (ground and surface sources) for withdrawals and consumptive uses; (3) the potential to alter the physical, biological, chemical, or hydrological characteristics of the basin's water resources; and (4) the potential to affect interstate water quality.

Unemployment Compensation Extension Act of 2008 - Amends the Supplemental Appropriations Act, 2008 to revise the formula for Tier-1 amounts a state credits to an applicant's emergency unemployment compensation account (EUCA) for a benefit year. Increases the figures in the formula (the lesser of which shall be the amount credited) from: (1) 50% to 80% of the total amount of regular compensation (including dependents' allowances) payable to the individual during the benefit year; and (2) 13 to 20 times the individual's average weekly benefit amount for the benefit year. Provides an additional Tier-2 period for deposits to an individual's EUCA, using the current formula, if, at the time that the amount established under this Act is exhausted, or at any time thereafter, the individual's state is in an extended benefit period. Prescribes a formula for determining if a state is in an extended benefit period. Allows the Tier-2 period augmentation to be applied to the individual's EUCA only once. Prohibits a Tier-2 augmentation under this Act to an individual's account after March 31, 2009, if the account is exhausted after such date. Extends the period of emergency unemployment compensation.

Amends the Medicare Improvements for Patients and Providers Act of 2008 (MIPPA) to repeal provisions relating to: (1) the requirement for certain nonemployer Medicare Advantage (MA) private fee-for-service plans to use contracts with providers; (2) the moratorium on authority to designate other plans as specialized MA plans for special needs individuals; (3) the limitation on out-of-pocket costs for dual eligibles and qualified Medicare beneficiaries enrolled in a specialized MA plan for special needs individuals; (4) access to Medicare reasonable cost reimbursement contract plans, especially the prohibition on extension of such a contract in certain circumstances; and (5) the requirement for a study and report to Congress by the Comptroller General of the reasons (if any) why reasonable cost contracts are unable to become MA plans. Restores the corresponding provisions of the Social Security Act as they were before the amendments made by MIPPA.

Second Amendment Enforcement Act - Amends specified law prohibiting the killing of wild birds and wild animals in the District of Columbia to declare that nothing in it or any other provision of law shall authorize or be construed to permit the Council, the Mayor, or any governmental or regulatory authority of the District to prohibit, constructively prohibit, or unduly burden the ability of persons otherwise not prohibited from possessing firearms under federal law from acquiring, possessing in their homes or businesses, or using for sporting, self-protection or other lawful purposes, any firearm neither prohibited by federal law nor subject to the National Firearms Act. Denies the District any authority to enact laws or regulations that discourage or eliminate the private ownership or use of firearms. Amends the Firearms Control Regulations Act of 1975 (FCRA) to repeal the definition of a machine gun as any firearm which shoots, is designed to shoot, or can be readily converted or restored to shoot semiautomatically, more than 12 shots without manual reloading. (Thus repeals the ban on semiautomatic weapons.) Redefines "machine gun" as any firearm which shoots, is designed to shoot, or is readily restored to shoot automatically, more than one shot without manual reloading by a single function of the trigger. Includes the frame or receiver of any such weapon, any part designed and intended solely and exclusively, or combination of parts designed and intended, for use in converting a weapon into a machine gun, and any combination of parts from which a machine gun can be assembled if such parts are in the possession or under the control of a person. Repeals the District's: (1) registration requirement for possession of firearms; (2) requirement that licensed firearms dealers keep records of ammunition received into inventory and ammunition sold or transferred; and (3) requirement that, under certain conditions, firearms in the possession of certain individuals must be kept unloaded, disassembled, or with the trigger locked. Maintains the current ban on the possession and control of a sawed-off shotgun, machine gun, or short-barreled rifle. Amends FCRA to allow an individual to possess ammunition in the District if the individual owns (currently, holds the valid registration certificate for) a firearm of the same guage or caliber as such ammunition. Eliminates criminal penalties for possessing an unregistered firearm. Amends federal law to eliminate criminal penalties for carrying a pistol whether loaded or unloaded in one's dwelling house, place of business, or on land possessed by such person. Amends the federal criminal code to make it lawful for any licensed importer, licensed manufacturer, licensed dealer, or licensed collector to sell or deliver a handgun to a District resident if such individual is licensed in Maryland or Virginia to do so.

Oncology Quality Care Improvement Act of 2008 - Directs the Secretary of Health and Human Services to establish budget neutral demonstration projects to test and evaluate methods that: (1) improve the quality of care provided to eligible beneficiaries with certain cancer diagnoses; and (2) reduce expenditures that would otherwise be made under the Medicare program on behalf of such individuals for such diagnoses. Authorizes the participation of oncology care groups of physicians, or of physicians and oncology nurse practitioners, in such demonstration projects, subject to certain conditions.

National Conservation, Environment, and Energy Independence Act - Terminates all federal prohibitions on expenditures of funds to conduct natural gas, oil, oil shale, and energy production leasing and preleasing activities for federal lands. Revokes withdrawals of federal submerged lands of the Outer Continental Shelf (OCS) from leasing for natural gas and oil exploration, development, and production. Amends the Tax Relief and Health Care Act of 2006 to repeal the moratorium on oil and gas leasing in certain areas of the Gulf of Mexico. Amends the Department of the Interior, Environment, and Related Agencies Appropriations Act, 2008 to repeal the prohibition on using funds to prepare or publish final regulations regarding a commercial leasing program for oil shale resources on public lands or to conduct an oil shale lease sale pursuant to the Energy Policy Act of 2005. Amends the Outer Continental Shelf Lands Act to prohibit the Secretary of the Interior from issuing any lease authorizing exploration for, or development of, natural gas or oil in any OCS area that is located: (1) within 25 miles of the coastline of a state; or (2) more than 25 miles and less than 50 miles from the coastline of a state that has enacted, within one year, a law disapproving of such a lease. Provides for the allocation of sums collected under qualified leases on submerged land made available for leasing under this Act. Establishes the Conservation Reserve, the Environment Restoration Reserve, the Renewable Energy Reserve, and the Carbon Capture and Sequestration Reserve. Establishes the state seaward boundaries under the Outer Continental Shelf Lands Act. Amends the Clean Air Act to allow the use of woody biomass from federal forest lands for the production of renewable energy. Amends the Energy Independence and Security Act of 2007 to repeal provisions prohibiting federal procurement of an alternative or synthetic fuel for any mobility-related use unless the contract specifies that the lifecycle greenhouse gas emissions associated with the production and combustion of the fuel supplied must be less than or equal to such emissions from the equivalent conventional fuel. Amends the Internal Revenue Code to revise provisions concerning tax credit extensions and deductions for renewable energy, alternative fuel, and energy conservation. Requires the Secretary of Energy to publish a plan for exchanging light grade petroleum from the Strategic Petroleum Reserve (SPR) for heavy grade petroleum. Establishes and provides for the allocation of the Energy Independence and Security Fund, including providing funding for: (1) researching and developing wind, solar, ocean and wave, and geothermal energy; (2) conducting energy efficiency projects; and (3) fostering the development of domestic energy production.
