Abraham Lincoln National Heritage Area Act - Establishes the Abraham Lincoln National Heritage Area in Illinois. Designates the Looking for Lincoln Heritage Coalition as the management entity for the Area. Allows the Coalition, using funds made available under this Act, to prepare a management plan for the Area and reports, studies, interpretive exhibits and programs, historic preservation projects, and other activities recommended in the plan. Prohibits the Coalition from using Federal funds received under this Act to acquire real property. Directs the Coalition to submit to the Secretary of the Interior a management plan reviewed by participating units of government within the Area's boundaries which shall, among other things: (1) contain a comprehensive program for conservation, interpretation, funding, management, and development and historical, cultural, and natural resources and recreational and educational opportunities of the Area; and (2) include a business plan detailing the functions of the local coordinating entity and of activities included in recommendations contained in the plan. Requires the Secretary to approve or disapprove the proposed plan not later than 90 days after receiving it. Authorizes the Secretary to provide technical and financial assistance to the Coalition for the development and implementation of the management plan. Requires the Coalition to provide assistance and encouragement to State and local governments, private organizations, and persons to protect and promote the Area's resources and values.

Alternative Minimum Tax Repeal Act of 2005 - Amends the Internal Revenue Code to repeal the alternative minimum tax for individual and corporate taxpayers .

Amends the Internal Revenue Code to permit a tax-exempt employee benefit contribution plan to include an employer retirement savings account arrangement. Sets forth requirements for such an arrangement, including rules relating to: (1) employer contributions; (2) restrictions on distributions and length of service; (3) nonforfeitability; (4) nondiscrimination standards; (5) matching contributions; (6) notice requirements; (7) withdrawal and vesting restrictions; (8) excess contributions; (9) distributions upon termination of a plan; and (10) small employers.

Retirement Savings Account Act - Amends the Internal Revenue Code to replace Roth Individual Retirement Account provisions with Retirement Savings Account (RSA) provisions. Allows cash only contributions to RSAs up to the lesser of $5,000 (adjusted for inflation) or the taxpayer's compensation includible in gross income for a taxable year. Allows tax free distributions from RSAs after the account beneficiary attains age 58, dies, or becomes disabled.. Allows conversions of individual retirement accounts (IRAs) into RSAs and provides special rules for the tax treatment of amounts converted into an RSA prior to 2007. Requires a five-year holding period for amounts converted to an RSA from an IRA or an Employer Retirement Savings Account.

Lifetime Savings Account Act of 2005 - Amends the Internal Revenue Code to create a tax-exempt trust to be known as a "Lifetime Savings Account" for the benefit of an individual taxpayer or his beneficiaries. Allows an individual taxpayer to make cash contributions up to $5,000 each year to such trusts. Prohibits: (1) investment of trust assets in life insurance contracts; and (2) commingling of trust assets with any other property except in a common trust or investment fund. Provides for an annual cost-of-living adjustment to the contribution amount after 2006. Excludes from gross income distributions from a Lifetime Savings Account. Allows tax-free rollovers to a trust from: (1) another account of the trust beneficiary if the rollover from such other account is completed within 60 days of the date of distribution; (2) from a Lifetime Savings Account of the spouse of the trust beneficiary if the rollover from the spouse's account is completed within 60 days of the date of distribution; (3) from a qualified state tuition plan or a Coverdell education savings account before January 1, 2007.

Wireless 411 Privacy Act - Amends the Communications Act of 1934 to prohibit a provider of commercial mobile services, or any affiliate or agent of such provider (provider), from including the wireless telephone number of any current subscriber in any wireless directory assistance service (WDAS) database unless the provider: (1) provides a conspicuous, separate notice to the subscriber of the right not be listed in any WDAS; and (2) obtains express prior listing authorization from such subscriber, and that authorization has not been withdrawn. Allows a provider to include the wireless telephone information of any new subscriber in a WDAS only if the provider provides: (1) a conspicuous, separate notice to the subscriber, at the time of entering into a service agreement and at least once a year thereafter, of the right not to be listed in any WDAS; and (2) the subscriber with convenient mechanisms to decline or refuse to participate in any WDAS. Allows a provider to connect a calling party from a WDAS to a commercial mobile service subscriber only if: (1) the subscriber is provided prior notice of the calling party's identity and is permitted to accept or reject each call; (2) the subscriber's wireless telephone number information is not disclosed to the calling party; and (3) the subscriber is not an unlisted commercial mobile service subscriber. Prohibits a provider from charging a subscriber for the exercise of any rights under this Act.

Amends the Internal Revenue Code to make permanent the increased expensing allowance ($100,000) for depreciable business property. Increases to $500,000 the income threshold for reducing the expensing allowance and makes such threshold amount permanent. Provides for an inflation adjustment to the allowance and the threshold. Allows a credit against alternative minimum tax liability for the work opportunity tax credit, the welfare to work tax credit, and the tax credit for increasing research activities. Provides for a minimum standard tax deduction of $2,500 for expenses for the business use of a home. Amends the Fair Labor Standards Act of 1938 to: (1) exempt from minimum wage requirements employers with less than ten employees; (2) increase the minimum wage to $5.50 beginning October 1, 2006, $6.00 beginning October 1, 2007, and $6.50 beginning October 1, 2008; and (3) phase in an increase in the gross volume of sales amount applicable to the small business exemption from minimum wage requirements. Amends title XVI (Supplemental Security Income) of the Social Security Act to exclude from income determinations under the supplemental security income programs minimum wage income that exceeds certain earned income.

Declares that the steel import licensing and monitoring program established by the Secretaries of the Treasury and of Commerce shall remain in effect and be established by the Secretary of Commerce as a permanent program. Requires the Secretaries to expand the program to include all iron and steel, and all articles of iron and steel, specified in this Act. Requires release of the import and licensing data made available to the public as part of this program, based upon classifications at the tenth digit level of the Harmonized Schedule of the United States. Grants the Secretaries authority to maintain the program and to expand it as necessary and appropriate in accordance with this Act.

National Park Centennial Act - Establishes the National Park Centennial Fund in the Treasury. Amends the Internal Revenue Code to allow individual taxpayers to designate overpayments and contributions for the benefit of the National Park System. Allocates such amounts to the Fund (along with necessary amounts from the General Fund to the extent that such amounts are inadequate in any fiscal year) for expenditure by the Secretary of the Interior. Authorizes appropriations for a public awareness campaign about the Fund and the ability of taxpayers to make tax-related contributions. Requires a specified percentage of Fund deposits to be used: (1) for the elimination of the backlog of unmet needs in the national parks as identified in the Facility Condition Index of the National Park Service (NPS); (2) to protect natural resources within the parks; and (3) to protect cultural resources within the parks. Requires a majority of such percentages to be distributed to those national parks that have completed comprehensive business plans under the Business Plan Initiative of the NPS. Directs the Government Accountability Office annually to submit a report on the National Park System to specified congressional committees. Authorizes the Secretary of Education to provide grants to elementary and secondary schools for cooperative agreements with the NPS providing distance learning and onsite education programs.

Save Our Waters From Sewage Act of 2005 - Amends the Federal Water Pollution Control Act to prohibit publicly owned treatment works (POTWs) from intentionally diverting waste streams to bypass any portion of the treatment facility unless: (1) the bypass is unavoidable to prevent loss of life, personal injury, or severe property damage; (2) there is no feasible alternative; and (3) the treatment works provides notice of the bypass in accordance with this Act; or (4) the bypass does not cause effluent limitations to be exceeded and is for essential maintenance. Requires POTWs to provide the Administrator of the Environmental Protection Agency (EPA) (or the State if the State has an approved permit program) with: (1) prior notice of an anticipated bypass; and (2) notice of an unanticipated bypass within 24 hours of becoming aware of such bypass as well as follow-up notice. Directs the Administrator to establish procedures to ensure that permits issued to POTWs under the National Pollutant Discharge Elimination System include requirements to implement this Act.

Amends the Internal Revenue Code to revise the definition of certain small crude oil refiners eligible for the exemption from limitations applicable to the percentage depletion allowance for oil and gas wells to provide that such refiners will qualify for the exemption if their average daily refinery runs do not exceed 75,000 barrels (currently, 50,000 barrels).

Artists' Contribution to American Heritage Act of 2005 - Amends the Internal Revenue Code to allow taxpayers who create literary, musical, artistic, or scholarly compositions or similar property a fair market value (determined at the time of contribution) tax deduction for contributions of such properties, the copyrights thereon, or both, to certain tax-exempt organizations, if such properties are properly appraised and are donated no sooner than 18 months after their creation. Limits the amount of such deduction based upon the donor's artistic adjusted gross income, as defined by this Act.

Fuel Efficiency Truth in Advertising Act of 2005 - Directs the Administrator of the Environmental Protection Agency (EPA) to revise certain Federal vehicle fuel economy test procedures to take into consideration higher speed limits, faster acceleration rates, variations in temperature, use of air conditioning, shorter city test cycle lengths, and the use of other fuel depleting features.

Declares the sense of the House of Representatives that if the Government of Japan continues to delay in meeting its obligations under the understanding reached with the United States on October 23, 2004, to resume beef imports from the United States, the U.S. Trade Representative should immediately impose retaliatory economic measures on Japan.

Amends the Internal Revenue Code to allow qualified retail improvement property a 15-year recovery period for purposes of the tax deduction for depreciation. Defines such property as any improvement to an interior portion of a building which is nonresidential real property, if: (1) such portion is open to the general public and is used in the trade or business of selling tangible personal property or services to the general public; and (2) such improvement is placed in service more than three years after the date the building was first placed in service. Excludes specified improvements, including the enlargement of a building, any elevator or escalator, or the internal structural framework of a building.

Amends the Internal Revenue Code to permit: (1) Federal civilian and military retirees to pay Federal Employees Health Benefits Program (FEHBP) and TRICARE supplemental premiums on a pretax basis (i.e., exclude premiums from gross income); and (2) a tax deduction (available to itemizers and nonitemizers) for TRICARE supplemental premiums or enrollment fees. Directs the Director of the Office of Personnel Management (OPM) and the Secretary of Defense to ensure that the option of paying FEHBP and TRICARE supplemental premiums on a pretax basis is available to Federal civilian and military retirees for the first open enrollment period beginning not less than 90 days after the enactment of this Act.

Local Emergency Radio Service Preservation Act of 2005 - Directs the Federal Communications Commission (FCC) to revise its regulations to provide that digital audio radio satellite service (DARSS): (1) licensees shall not provide services that are locally differentiated or that result in programming being delivered to consumers in one geographic market that is different from programming delivered in any other geographic market; and (2) repeaters shall be restricted to simultaneously retransmitting the programming transmitted by satellite directly to DARSS subscribers' receivers. Requires the FCC to complete a rulemaking proceeding to determine whether DARSS licensees should be permitted to provide locally oriented services on nationally distributed channels, taking into account, among other things, the ability of such licensees to afford listeners the same emergency and other information as is afforded listeners of local broadcast stations.

Amends the Internal Revenue Code to permit certain amendments, waivers, or other modifications to mortgages held by a Real Estate Mortgage Investment Conduit (REMIC) or a Grantor Trust without disqualifying such mortgages as REMIC or Grantor Trust mortgages. Permits amendments, waivers, or modifications that do not: (1) extend the final maturity date of a mortgage; (2) increase the outstanding balance of the mortgage; (3) result in the release of an interest in real property securing the mortgage; or (4) result in an instrument or property right which is not debt for Federal income tax purposes. Exempts such amendments, waivers, or modifications from the penalty for prohibited transactions.

Combat Military Medically Retired Veteran's Fairness Act of 2005 - Authorizes the payment of special compensation to members of the Armed Forces retired due to disability with less than 20 years of active service who were awarded the Purple Heart. States that such payments shall be made without regard to special rules applicable to other disability retirees which require offsetting reductions.

Post Office Community Partnership Act of 2005 - Modifies Federal postal law to revise requirements for the closing or consolidation of a post office and apply them, as well, to its proposed closing, consolidation, relocation, or construction. Requires a 60-day notice, under certain conditions, to persons (including local government officials) who are (or would be) served by the post office involved to allow such individuals an opportunity to present their views before such proposed action. Requires the notice: (1) by the deadline, to be hand delivered or delivered by mail and published once a week for at least four weeks in one or more newspapers regularly issued and of general circulation within the zip code areas which are (or would be) served by the post office involved; and (2) to include a description of the proposed action, a summary of the reasons for it, and the date on which the action is to be taken (or, in the case of the construction of a post office, the proposed timetable). Revises the factors to be considered in deciding whether or not to take such proposed actions. Requires the Postal Service to follow a community's public participation procedures to address the relocation, closing, consolidation, or construction of buildings in the community if such procedures are more stringent than those provided in this Act.

Congressional Responsibility Act of 2005 - Prohibits a regulation from taking effect before the enactment of a bill comprised solely of the text of the regulation. Requires an agency, whenever it promulgates a regulation, to submit to each House of Congress a report containing its text and an explanation. Sets forth expedited congressional procedures for consideration of bills to enact agency regulations.

Amends Federal provisions relating to the military Survivor Benefit Plan (SBP) to change from October 1, 2008, to October 1, 2005, the effective date on or after which no reduction may be made in the retired pay of an SBP participant for any month after the later of: (1) the 360th month for which such pay was so reduced; and (2) the month during which the participant attains 70 years of age.

Corporate Subsidy Reform Commission Act - Establishes an independent Corporate Subsidy Reform Commission to: (1) identify Federal programs and laws that provide inequitable Federal subsidies; (2) review such subsidies; (3) conduct public hearings on agency recommendations regarding inequitable subsidies; and (4) report to Congress recommendations for termination, modification, or retention of each subsidy reviewed. Requires each Federal agency to include in budget documents submitted in FY 2007 a list of programs or laws within that agency that provide inequitable Federal subsidies, together with recommendations for appropriate action. Expresses the sense of Congress that, following submission of the Commission's report, the House of Representatives and the Senate should promptly consider legislation that would enact changes in Federal statutes necessary to implement the Commission's recommendations.

More Money for College Act - Amends the Internal Revenue Code to: (1) eliminate the dollar limitation applicable to the tax deduction for qualified tuition and related expenses; (2) deny such deduction for taxpayers with adjusted gross incomes exceeding $80,000 ($160,000 for joint returns), adjusted for inflation; and (3) make such deduction permanent.

Truth in Spending Act of 2005 - Amends the Internal Revenue Code to revise disclosure requirements for tax-exempt political organizations. Requires such organizations to file monthly reports in any calendar year in which they accept a contribution or make an expenditure for an exempt function and to file a single year-end report not later than January 31 of the following calendar year. Eliminates the quarterly reporting requirement in calendar years in which a regularly scheduled election is held.

Federal Law Enforcement Pension Adjustment Equity Act of 2005 - Amends the Law Enforcement Pay Equity Act of 2000 to apply a prohibition against treatment as an increase in salary, for purposes of increased annuitant pension benefits, of the conversion of positions and members of the U.S. Park Police and the Secret Service Uniformed Division to a new salary schedule, and the associated initial adjustments in basic pay rates, with respect to any payment made prior to January 1, 2005. (Thus permits cost-of-living adjustments in pension benefits for annuitants of the U.S. Park Police and the U.S. Secret Service Uniformed Division for payments made in 2005 and in subsequent years.)

Trafficking Victims Protection Reauthorization Act of 2005 - Amends the Trafficking Victims Protection Act of 2000 to direct The United States Agency for International Development (USAID), the Department of State, and the Department of Defense (DOD) to incorporate anti-trafficking and protection measures for vulnerable populations, particularly women and children, into their post-conflict and humanitarian emergency assistance and program activities. Amends the Violent Crime Control and Law Enforcement Act of 1994 to extend the sexually violent offender registration program to foreign offenses. Amends the Homeland Security Act of 2002 to authorize the Director of the Office of Refugee Resettlement to appoint a guardian ad litem for an unaccompanied alien child if the Director believes such child to be a victim of a severe form of trafficking in persons. Amends the Trafficking Victims Protection Act of 2000 to: (1) provide victims of severe forms of trafficking with access to counsel; and (2) enhance specified U.S. efforts to combat trafficking in persons, including prevention of such activities by international peacekeepers. Directs USAID to carry out a pilot program to establish foreign residential treatment facilities for victims of trafficking. Amends Federal criminal law to establish extraterritorial jurisdiction over Federal contractors. Amends the Uniform Code of Military Justice (UCMJ) to establish crimes of: (1) sex trafficking; and (2) trafficking for labor or services. Directs the Secretary of Defense to designate a director of anti-trafficking policies within DOD. Directs the Federal Bureau of Investigation (FBI) to investigate acts of: (1) severe forms of trafficking in persons other than domestic trafficking in persons; and (2) domestic trafficking in persons. Directs the Secretary of Labor, through the Bureau of International Labor Affairs of the Department of Labor, to carry out specified activities to monitor and combat forced labor and child labor in foreign countries. Directs the Secretary of Health and Human Services (HHS) to: (1) develop a program to reduce demand for commercial sex acts; and (2) carry out a pilot program to establish U.S. residential treatment facilities for minor victims of domestic trafficking. Authorizes the Secretary of HHS to make grants to States, Indian tribes, units of local government, and nonprofit, nongovernmental victims' service organizations for programs for victims of domestic trafficking. Authorizes the Attorney General to make grants to States and local law enforcement agencies for programs to investigate and prosecute domestic trafficking in persons. Amends the Trafficking Victims Protection Act of 2000 to authorize appropriations for specified activities and programs under such Act.

Bipartisan Commission on Medicaid Act of 2005 - Establishes the Bipartisan Commission on Medicaid to review: (1) each of Medicaid's major functional responsibilities; (2) issues that either threaten or improve the long-term financial condition of Medicaid; (3) Federal and State policies for Medicaid and Medicare enrollment (including enrollment sites), income eligibility, outreach, and documentation; (4) the operation and effectiveness of Medicaid premium assistance programs; and (5) Medicaid payment policies.

Medicaid Community-Based Attendant Services and Supports Act of 2005 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to require State Medicaid plan coverage of community-based attendant services and supports for certain Medicaid-eligible individuals. Outlines requirements for: (1) an enhanced Federal medical assistance percentage (FMAP) for ongoing activities of early coverage States that enhance and promote the use of community-based attendant services and supports; and (2) increased Federal financial participation for certain expenditures incurred by the State for the provision of such services and supports. Directs the Secretary of Health and Human Services to: (1) award grants to eligible States which have established a Consumer Task Force to assist the State in its development of real choice systems change initiatives; and (2) conduct a demonstration project for the purpose of evaluating service coordination and cost-sharing approaches with respect to the provision of community-based services and supports to non-elderly dually eligible individuals.

Calling for 2-1-1 Act of 2005 - Directs the Secretary of Health and Human Services to award a grant to each State to carry out a program for making available throughout that State the 2-1-1 telephone service for information and referral on health and human services, including volunteer services. Requires a participating State to ensure that at least 50 percent of the resources of the program funded by the grant will be derived from other sources. Requires a State seeking a grant to carry out its activities through a lead entity to be known as a 2-1-1 Collaborative. Requires grant amounts to be used solely to make available to a State 2-1-1 telephone service for community information and referral on human services to all citizens of that State with phone access, including telephone connections between families and individuals seeking services and the service providers. Requires grant recipients to: (1) abide by the Key Standards for 2-1-1 Centers; and (2) collaborate with human service organizations to provide an exhaustive database of services with which to provide information or referral to individuals utilizing the 2-1-1 service.

Cultural Conservation of the Crossroads of Civilization Act - Authorizes the President to exercise authority under the Convention on Cultural Property Implementation Act to implement specified emergency restrictions on imports in order to protect certain archaeological or ethnological materials of Afghanistan which are illegally removed after enactment of this Act. Authorizes such measures as if Afghanistan were a State Party under such Act. Terminates the President's authority under this Act upon the earlier of: (1) five years after the President certifies normalization of U.S.-Afghanistan relations; or (2) September 30, 2010.

Humanitarian Assistance Code of Conduct Act of 2005 - Prohibits the obligation of specified funds for foreign operations, export financing, and related programs to an organization that fails to adopt a code of conduct (consistent with six specified core principles of the United Nations (UN) Inter-Agency Standing Committee Task Force on Protection From Sexual Exploitation and Abuse in Humanitarian Crises) that provides for the protection of beneficiaries of assistance from sexual exploitation and abuse in humanitarian relief operations.

SSI Extension for Elderly and Disabled Refugees Act - Amends the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 to provide a two-year extension of supplemental security income (SSI) from FY 2006 through 2008 for qualified aliens (including asylees and certain Cuban and Haitian entrants). Provides that any qualified alien rendered ineligible for SSI during fiscal years before FY 2006, soley by reason of the termination of a certain seven-year period, shall be eligible for such program for an additional two-year period, if the alien meets all other SSI eligibility factors. Requires benefits to be paid prospectively over the duration of the qualified alien's renewed eligibility.

Transit System Flexibility Protection Act of 2005 - Permits the Secretary of Transportation to make mass transportation formula grants for an urbanized area with a population of more than 200,000 if the transit system operates fewer than 100 buses on fixed route service during peak hours.

Designates a certain segment of Pennsylvania State Route 60 and a segment of U.S. Routes 22 and 30 as part of the Dwight D. Eisenhower National System of Interstate and Defense Highways as Interstate Route 376. Motorsports Fairness and Permanency Act of 2005 - Amends the Internal Revenue Code to make permanent the classification, for depreciation purposes, of any motorsports entertainment complex as seven year property.

Amends the Internal Revenue Code to make permanent the 15-year recovery period for purposes of the tax deduction for depreciation of qualified restaurant property. Revises the term "qualified restaurant property" to include existing buildings as well as improvements to buildings.

Teacher Tax Credit Act of 2005 - Amends the Internal Revenue Code to allow an eligible educator an annual $2,000 tax credit. Defines: (1) "eligible educator" as an individual who is a kindergarten through grade 12 teacher, instructor, counselor, principal, or aide in an eligible elementary or secondary school for at least 900 hours during a school year; and (2) "eligible elementary or secondary school" as a school that is eligible for schoolwide assistance under the Elementary and Secondary Education Act of 1965.

Program Reform Commission Act - Establishes an independent Program Reform Commission to: (1) identify unnecessary Federal programs; (2) review such programs; (3) conduct public hearings on agency recommendations regarding unnecessary programs; and (4) report to Congress recommendations for termination, modification, or retention of each program reviewed. Requires each Federal agency to include in budget documents submitted in FY 2007 a list of programs within that agency that are unnecessary, together with recommendations for appropriate action. Expresses the sense of Congress that, following submission of the Commission's report, the House of Representatives and the Senate should promptly consider legislation that would enact changes in Federal statutes necessary to implement the Commission's recommendations.

Death Tax Repeal Permanency Act of 2005 - Declares that the sunset provisions of the Economic Growth and Tax Relief Reconciliation Act of 2001, which terminate its application to estates of decedents dying, gifts made, or generation skipping transfers, after December 31, 2010, shall not in fact apply to title V of such Act, which repeals estate and generation-skipping transfer taxes. (Thus makes the repeal of such taxes permanent.)
