Nursing and Allied Health Education Preservation Act of 2008 - Amends title XVIII (Medicare) of the Social Security Act to prohibit the Secretary of Health and Human Services from denying provider-operated status for a nursing and allied education program that substantially meets certain requirements pertaining to the cost of approved activities for such programs, in effect as of October 1, 2006, on the basis of an organizational structure, contractual arrangements, or legal structure of the program, or a change in such a structure or arrangement, so long as a hospital, hospitals, or health system continues to substantially control the nursing or allied program. Prohibits denial of payments for the costs of approved educational activities for a nursing or allied health education program. Requires restoration to a hospital of any recoupment or denial effected for a previous cost reporting year.

Allow a 50% depreciation allowance for certain business equipment acquired in 2008. Exempts acclerated depreciation amounts related to properties placed in service in 2008 or 2009 from adjustments in computing alternative minimum taxable income. Allows an offset in 2008 against the alternative minimum tax liability of corporations for their long-term unused tax credits.

Our Nation's Trade, Infrastructure, Mobility, and Efficiency Act of 2007 or the ON TIME Act of 2007 - Declares that it is the purpose of this Act to: (1) address major transportation investment needs in national trade gateway corridors; (2) reduce freight congestion along current and future trade corridors along surface transportation routes that are or will be congested as a result of current or future growth in international trade; and (3) develop corridors that will increase freight transportation system reliability. Directs the Secretary of Transportation (Secretary) to assess and collect a national trade gateway corridor fee on each article imported into, and exported from, the United States. Requires collected fees to be deposited in the National Trade Gateway Corridor Fund for projects in the transportation trade corridors for the Customs port of unloading of imported, or loading of exported, articles. Sets forth requirements with respect to: (1) the allocation of Fund amounts in the form of grants to state departments of transportation to carry out eligible projects in the corridors for the Customs ports of entry; and (2) project selection and eligibility. Requires the Secretary to establish a transportation trade corridor for each Customs port of entry where fees are collected.

Spacefaring Priorities for America's Continued Exploration Act or SPACE Act - Prohibits the National Aeronautics and Space Administration (NASA) from relying solely on the Russian government for astronaut transport or cargo resupply services, except for the current Soyuz emergency escape services for astronauts on the International Space Station. Authorizes appropriations to NASA for: (1) exploration systems; and (2) emergency funding for Columbia return-to-flight costs. Requires NASA to fly at least two space shuttle missions per year for crew transport, instead of Russian crew and cargo services, for the period 2010-2015, or until Orion is operational. Authorizes appropriations to carry out such operations. Requires NASA to report to Congress on the specific costs and actions needed to extend the operation of the space shuttle. Requires NASA, by March 31, 2011, to investigate areas of reduced operations and enhanced cost savings and implement those that do not impinge on the safe operation of the space shuttle program. Directs NASA to define achievable and attainable requirements for the operation of such program beyond 2010, as recommended by the Columbia Accident Investigation Board. Requires: (1) NASA to report to Congress on such requirements; and (2) NASA to immediately begin satisfying those requirements and to satisfy all of them by March 31, 2010.

Bureau of Alcohol, Tobacco, Firearms, and Explosives Reform and Firearms Modernization Act of 2007 - Amends the federal criminal code to revise the civil penalties for violations of firearms law and the procedures for assessing such penalties. Revises the definition of "willfully" for purposes of firearms violations and standards for criminal violations of firearms recordkeeping requirements. Requires the Attorney General to: (1) make preliminary determinations on firearms license applications and notify applicants in writing of a proposed denial; and (2) establish guidelines for Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) inspections, examinations, or investigations of possible firearms violations. Prohibits ATF from disclosing information on firearms purchasers other than to a court, law enforcement agency, or prosecutor. Permits an owner of a firearms business whose license is expired, surrendered, or revoked 60 days to liquidate inventory. Requires any state agency that stores or keeps explosive materials to report to the Attorney General on the location and amount of such materials. Allows the transfer and possession of machineguns for use by federal security contractors. Prohibits taxes or user fees for background checks under the Brady Handgun Violence Prevention Act. Eliminates the requirement of written permission for the use of a handgun for lawful purposes by a minor (under age 18) where a parent or legal guardian is present at all times during such use. Restricts the disclosure of information in the ATF firearms trace system database. Increases penalties for possession of firearms by felons with prior convictions of a crime of violence or a serious drug offense.

Directs the Comptroller General to study and report to Congress on entity neutrality under the Internal Revenue Code with respect to S corporations, limited liability companies, and other pass-through entities.

Tribal Foster Care and Adoption Access Act of 2007 - Amends part E (Federal Payments for Foster Care and Adoption Assistance) of title IV of the Social Security Act to authorize an Indian tribe, tribal organization, or tribal consortium (tribe) operating a foster care program to receive federal foster care maintenance payments for children placed in its custody if the tribe: (1) operates a foster care program under part E; (2) has a cooperative agreement with the state for such purpose; or (3) submits a description of the arrangements made for the payment of funds and the provision of the required child welfare services and protections. Specifies provisions for the modification of plans and certain other requirements regarding the operation of foster care programs. Authorizes, with respect to the John H. Chafee Foster Care Independence Program: (1) a tribe with an approved part E plan to receive a prescribed allotment to administer, supervise, or oversee plan programs; and (2) each tribe in a state that does not receive such an allotment to enter into a cooperative agreement with the state to administer, supervise, or oversee the programs to be carried out under the state's plan with respect to Indian children and to receive a portion of the state's allotment for the cost of such administration, supervision, and oversight.

Urges the President to acknowledge the wrongs of the United States against Indian tribes in U.S. history. Commends the state governments that have begun reconciliation efforts with recognized Indian tribes located in their boundaries, and encourages all state governments to do the same. Declares that nothing in this Joint Resolution authorizes or supports any claim against the United States or serves as a settlement of any claim against the United States.

Ensuring Medicare Access to Recreational Therapy Act of 2007 - Directs the Secretary of Health and Human Services, acting through the Administrator of the Centers for Medicare and Medicaid Services, to issue a notice of proposed rulemaking, or a transmittal amending the Medicare Benefits Policy Manual, or both, specifying that: (1) recreational therapy is a covered service under title XVIII (Medicare) of the Social Security Act in inpatient rehabilitation facilities, inpatient psychiatric facilities, and skilled nursing facilities (SNFs); (2) recreational therapy is a skilled rehabilitative modality included in the bundle of services as part of the payment rates for such facilities under Medicare's respective prospective payment systems (PPS) for these inpatient settings; and (3) any recreational therapy that is provided to a Medicare beneficiary in such a facility prescribed by a physician as part of the facility's plan of care for the patient must be provided by a qualified recreational therapist.
