Military Infrastructure Transformation Act of 2001 - Amends the Defense Base Closure and Realignment Act of 1990 to authorize the President to elect to commence an additional round of military base closures and realignments by transmitting to the Senate nominations for the appointment of new members to the Defense Base Closure and Realignment Commission. Allows the Secretary of Defense, as part of such submission, to explain to Congress the military necessity for further base closures and realignments. Requires the Secretary to amend the criteria to be used in making recommendations to develop a list of those installations to be excluded from the closure and realignment process. Expresses the sense of Congress that the Secretary and the Commission should consider military force jointness when performing their base closure and realignment duties. Requires the Secretary, before preparing a list of recommended closures or realignments, to submit a list of core military installations considered absolutely essential to the national defense that should not be considered for closure which shall contain not more than 50 percent of the military installations inside the United States. Requires the Commission to consider such list, to determine whether there exists a military necessity for further base closures, and to submit its recommendations to the President for approval. Requires the Secretary to publish and transmit to the congressional defense committees and the Commission a final list of installations recommended for closure or realignment. Provides for presidential approval or disapproval, and eventual implementation, of such list. Directs the Commission to serve as an ombudsman during implementation.

Sets forth certain limits on the reduction of duties on such products.

Public Safety Act - Provides that to be eligible to receive a grant under the violent offender incarceration and truth-in-sentencing incentive grant program, an applicant shall provide assurances to the Attorney General that if selected to receive funds the applicant shall not contract with a private contractor or vendor to provide core services related to the incarceration of an inmate. Makes this provision inapplicable to an existing contract to provide such core services, but applicable to renewals or extensions of an existing contract. Amends the Federal criminal code to require the Bureau of Prisons to provide that: (1) any penal or correctional facility or institution, except for nonprofit community correctional confinement (such as halfway houses), confining any person convicted of offenses against the United States shall be under the direction of the Director of the Bureau and shall be managed and maintained by Federal, State, or local government employees; and (2) the housing, safeguarding, protection, and disciplining of any person charged with or convicted of any offense against the United States (with that exception) shall be conducted and carried out by Federal, State, or local government employees.

Airline Passenger Bill of Rights Act

Airline Passenger Bill of Rights Act - Amends Federal aviation law to make it an unfair or deceptive practice or an unfair method of competition for a domestic or foreign air carrier to: (1) fail to provide a consumer full access to all the carrier's fares; (2) fail to disclose, without request, the on-time performance and cancellation rate for a chronically delayed or chronically canceled flight whenever a customer makes a reservation or purchases a ticket on such a flight; and (3) prohibit a customer from only using a portion of the ticket purchased (including using it only for one-way travel instead of round-trip) or assess an additional fee on such customer or any ticket agent that sold the ticket. Makes it an unfair or deceptive practice or an unfair method of competition for an air carrier, in the case of a termination, cancellation, nonrenewal, or substantial change in the competitive circumstances of the appointment of a ticket agent, to fail: (1) to provide written notice and a full statement of reasons at least 90 days before the action; and (2) to provide the ticket agent with at least 60 days to correct any deficiency. Specifies requirements and prohibitions with respect to airline passenger protection. Requires the Secretary of Transportation to consider whether a foreign air carrier has engaged in any unfair or deceptive practice or unfair method of competition in the preceding five years before issuing the carrier a certificate. Extends certain prohibitions against unfair methods of competition to any major air carrier that: (1) restricts a code share partner from entering into a code share agreement with another air carrier; (2) fails to utilize airport assets fully; and (3) refuses or fails to provide an underutilized airport asset to another carrier on fair, reasonable, and nondiscriminatory terms. Prescribes a maximum civil penalty for engaging in unfair methods of competition. Authorizes an air carrier to transfer a slot (take-off and landing rights at an airport) to another air carrier only upon the Secretary's approval. Requires a major air carrier, upon application by another air carrier or on the Secretary's own motion, to make gates, facilities, and other assets available to other air carriers on fair, reasonable, and nondiscriminatory terms. Directs the Secretary to investigate each hub airport (that has at least .25 percent of the total annual boardings in the United States) to determine whether, in the preceding five years, a dominant air carrier (that accounts for more than 40 percent of the total annual passenger boardings) at such airport has: (1) charged higher than average fares; or (2) limited competition by, or engaged in an unfair method of competition in response to, a new entrant air carrier. Directs the Secretary to issue final regulations defining flight delay and chronically delayed flights.

Access to Emergency Medical Services Act of 2001 - Requires a group health plan or health insurance coverage offered by a health insurance issuer that provides any emergency services benefits (including ambulance services) to cover such services: (1) without prior authorization; (2) whether or not the health care provider furnishing such services is a participating provider; (3) in a manner so that if such services are provided by a nonparticipating provider, the participant, beneficiary, or enrollee is not liable for amounts that would exceed those of a participating provider; and (4) without regard to any other term or condition of such plan or coverage (other than exclusion or coordination of benefits, a specified affiliation or waiting period, and applicable cost sharing). Requires such plan or issuer, in the case of non-emergency maintenance or post-stabilization care services, to provide for reimbursement for services provided by nonparticipating providers in a manner consistent with specified guidelines under the Social Security Act or as the Secretary of Health and Human Services shall establish. Requires plans and issuers to make information regarding emergency services coverage available annually. Amends the Public Health Service Act, the Employee Retirement Income Security Act of 1974, and the Internal Revenue Code to deem requirements of this Act to be incorporated into such Acts and the Internal Revenue Code.

Defines "emergency medical condition" by a prudent layperson standard. Amends the Internal Revenue Code to apply the same requirements and standard to a group health plan. Amends the Public Health Service Act to apply the same requirements to an issuer in the individual market.

Exempts multiemployer plans from the alternative benefit limit of 100 percent of the participant's average compensation for his or her high three years. States that multiemployer plans shall not be combined or aggregated with other plans for limitation purposes.

Federal Prison Industries Competition in Contracting Act of 2001 - Amends the Federal criminal code to replace provisions regarding the purchase of prison-made products by Federal departments with provisions establishing a Government-wide procurement policy relating to purchases from Federal Prison Industries (FPI) which shall generally require the use of competitive procedures. Requires FPI to comply with Federal occupational, health, and safety standards regarding its industrial operations. Requires that an analysis of the probable impact of a proposed expansion of inmate-work activities by FPI on private sector firms and their non-inmate workers be made whenever FPI proposes to authorize the sale of a new specific product or service or to expand production of a current product or service. Provides for inmate wages and deductions. Amends the Federal judicial code regarding the Department of Justice Assets Forfeiture Fund to authorize payments to the Bureau of Prisons exclusively for the purpose of providing additional vocational and remedial educational training for inmates. Amends the Federal criminal code to require that not less than 20 percent of the gross profits of the corporation at the end of each fiscal year be allocated to fund vocational training for inmates. Requires the Director of the Bureau to afford to inmates opportunities to participate in programs and activities designed to help prepare such inmates to obtain employment upon release. Authorizes FPI to: (1) locate more than one workshop at a Federal correctional facility; and (2) operate a workshop outside of a correctional facility if all of participating inmates are minimum security inmates.

Prohibits the Federal Communications Commission (FCC) and each State from regulating the rates, charges, terms or conditions for, or entry into the provision of, any high speed data service or Internet access service, or to regulate the facilities used in the provision of such service. Prohibits the FCC from requiring an incumbent (established) local exchange carrier to: (1) provide unbundled access to any network elements used in the provision of any high speed data service, other than those elements described in FCC regulations; or (2) offer for resale at wholesale rates any high speed data service. Requires each incumbent local exchange carrier to provide: (1) Internet users with the ability to subscribe to and have access to any Internet service provider that interconnects with such carrier's high speed data service; (2) any Internet service provider with the right to acquire necessary facilities and services to facilitate such interconnection; and (3) any Internet service provider with the ability to collocate equipment in order to achieve such interconnection. Includes high speed data service or Internet access service within the definition of "incidental interLATA services" permitted for a Bell operating company.

Authorizes the Secretary to provide vocational training to such children if the achievement of a vocational goal is reasonably feasible.

Authorizes a mitigation bank, upon receipt of its charter, to offer mitigation credits for sale and to provide compensatory mitigation for activities requiring authorization under the Act or provide required injunctive relief in an enforcement action by the Secretary or the Administrator of the Environmental Protection Agency. Directs the Secretary and the Administrator to establish standards and criteria applicable to the use of on-site mitigation, in lieu fees, and other off-site mitigation as compensatory mitigation that are similar to those applicable to a mitigation bank. Allows a State that operates an approved program regulating the discharge of dredged or fill material into navigable waters to administer a wetland mitigation banking program in accordance with State procedures if such banking program is approved by the Administrator as part of the State's dredged or fill material program.

Establishes the Lifesaving Vaccine Purchase Fund. Expresses the sense of Congress concerning the manufacture, distribution, support for global efforts, and tiered pricing of vaccines.
