Vessel Incidental Discharge Act

Vessel Incidental Discharge Act - Sets forth provisions concerning standards for waste water discharges incidental to the normal operation of a vessel, including discharges of ballast water (water taken into the ship's ballast to maintain stability). Requires the Department of Homeland Security (DHS) to establish and implement enforceable uniform national standards for the regulation of discharges from vessels into navigable waters and best management practices for discharges other than ballast water. Sets as the national standard the Coast Guard's 2012 "Standards for Living Organisms in Ships' Ballast Water Discharged in U.S. Waters." Requires DHS to revise the ballast water performance standard so that those discharges will contain less than specified concentrations of living organisms, indicator microbes, and viruses if DHS finds that the standard would be feasible. Requires ballast water treatment technology to be certified by DHS. Prohibits DHS from certifying a technology that uses certain biocides (substances or organisms introduced into or produced by the technology to reduce or eliminate aquatic nuisance species). Sets forth exemptions from permit requirements, prohibitions of any other law, and discharge standards under this Act for specified discharges and vessels. Authorizes DHS to establish alternative programs for compliance with ballast water discharge regulations for specified vessels. Directs the Environmental Protection Agency (EPA) to promulgate standards for the reception of ballast water from a vessel into a reception facility and the disposal or treatment of the ballast water. Establishes this Act as the exclusive statutory authority for federal regulation of discharges incidental to the normal operation of a vessel to which this Act applies.

Wounded Warrior Workforce Enhancement Act - Directs the Secretary of Veterans Affairs (VA) to award grants to eligible institutions to: (1) establish a master's or doctoral degree program in orthotics and prosthetics, or (2) expand upon an existing master's degree program in such area. Requires a grant priority for institutions in partnership with a medical center administered by the VA or a facility administered by the Department of Defense (DOD). Provides grant amounts of at least $1 million and up to $1.5 million. Defines as eligible institutions those either accredited by the National Commission on Orthotic and Prosthetic Education or demonstrating an ability to meet such accreditation requirements if receiving a grant. Requires the Secretary to award a grant to an institution with orthotic and prosthetic research and education experience to: (1) establish the Center of Excellence in Orthotic and Prosthetic Education; and (2) improve orthotic and prosthetic outcomes for veterans, members of the Armed Forces, and civilians by conducting orthotic and prosthetic-based research.

Establishes the Presidential Award for Business Leadership in Manufacturing Job Training to recognize companies and other organizations for extraordinary efforts in assisting their employees and members to develop or improve manufacturing skills and training and increase productivity. Directs the Secretary of Labor to periodically collect and disseminate best practices for manufacturing job training.

Full-Service Community Schools Act of 2014 - Amends the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to award matching grants to: (1) consortia composed of one or more local educational agencies (LEAs) and one or more community-based, nonprofit, or other public or private entities to assist public elementary or secondary schools to function as full-service community schools; and (2) state collaboratives to support the development of full-service community school programs. Requires such schools to: (1) participate in community-based efforts to coordinate and integrate educational, developmental, family, health, and other comprehensive services through community-based organizations and public and private partnerships; and (2) provide access to such services to students, families, and the community. Gives local grant priority to: (1) entities that will serve at least two full-service community schools eligible for a schoolwide program under the Act or that include an LEA serving only small or rural schools; and (2) entities that will be connected to a consortium that is comprised of a broad representation of stakeholders or that demonstrates a history of effectiveness. Establishes a Full-Service Community Schools Advisory Committee.

Crime Victim Restitution and Court Fee Intercept Act - Amends the Internal Revenue Code to require the chief justice of the highest court of any state that wishes to collect past-due, legally enforceable state judicial debts to designate a single state entity to communicate judicial debt information to the Secretary of the Treasury. Directs the Secretary, upon receiving notice from such an entity that a named person owes a past-due, legally enforceable state judicial debt, to pay such debt from any tax refund due to such person. Defines "state judicial debt" to include court costs, fees, fines, assessments, restitution to victims of crime, and other monies resulting from a judgment or sentence rendered by any court or tribunal of competent jurisdiction handling criminal or traffic cases in the state.

Requires the Army Corps and the EPA to withdraw the interpretive rule entitled, "Notice of Availability Regarding the Exemption from Permitting Under Section 404(f)(1)(A) of the Clean Water Act to Certain Agricultural Conservation Practices," issued on April 21, 2014. Requires the Army Corps and the EPA to consult with relevant state and local officials to develop recommendations for a regulatory proposal that would identify the scope of waters covered under the Clean Water Act and the scope of waters not covered.

Agricultural Conservation Flexibility Act of 2014 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to require the U.S. Army Corps of Engineers and the Environmental Protection Agency (EPA) to withdraw the interpretive rule issued on March 25, 2014, entitled, "U.S. Environmental Protection Agency and U.S. Department of the Army Interpretive Rule Regarding the Applicability of the Clean Water Act Section 404(f)(1)(A)." Prohibits the Corps and the EPA from using the interpretive rule, or any substantially similar rule or guidance, as the basis for any rulemaking, decision, or action regarding the scope or enforcement of the Clean Water Act. Provides that the use of rule or a substantially similar rule or guidance as the basis for any rule, decision, or action is grounds for vacating the rule, decision, or action. Requires soil and water conservation practices to be treated as normal farming, silviculture, and ranching activities under permits for non-prohibited discharges of dredged or fill material. Prohibits such practices from being treated as a new use of an area of navigable waters, an impairment of the flow or circulation of navigable waters, or a reduction in the reach of such waters under those permits. Applies this Act to activities occurring on or after March 25, 2014.

Clay Hunt Suicide Prevention for American Veterans Act or the Clay Hunt SAV Act - Requires the Secretary of Veterans Affairs (VA) and the Secretary of Defense (DOD), at least annually, to each arrange for an independent third party evaluation of, respectively, the VA and DOD mental health care and suicide prevention programs. Requires a board reviewing the discharge or dismissal of a former member of the Armed Forces whose application for relief is based at least in part on post-traumatic stress disorder or traumatic brain injury related to military operations or sexual trauma, to: (1) review the medical evidence from the VA or a civilian health provider that is presented by the former member; and (2) review the case, with a presumption of administrative irregularity, and place the burden on the VA or DOD to prove, by a preponderance of the evidence, that no error or injustice occurred. Directs the VA Secretary to publish an Internet website that serves as a centralized source to provide veterans with regularly updated information regarding all of the VA's mental health care services. Requires the VA Secretary and the DOD Secretary to enter into certain strategic relationships to facilitate: the mental health referrals of members of the reserve components who have a service-connected disability and are being discharged or released from the Armed Forces, timely behavioral health services for such members, communication when such members are at risk for behavioral health reasons, and the transfer of documentation for line-of-duty and fitness-for-duty determinations. Requires the VA Secretary to carry out a three-year pilot program to repay the education loans relating to psychiatric medicine that are incurred by individuals who: are eligible to practice psychiatric medicine in the Veterans Health Administration (VHA) or are enrolled in the final year of a residency program leading to a specialty qualification in psychiatric medicine, demonstrate a commitment to a long-term career as a psychiatrist in the VHA, and agree to a period of obligated service with the VHA in the field of psychiatric medicine. Directs the VA Secretary to carry out a program, as part of the Yellow Ribbon G.I. Education Enhancement Program, under which the VA Secretary and an institution of higher education (IHE) agree to cover the full cost of charges not covered by post-9/11 educational assistance that are incurred by veterans who: (1) are pursuing an advanced degree in mental health at the IHE, and (2) intend to seek employment as a mental health professional in the VA. Allows the VA Secretary to cover up to 64% of those charges, if the school covers the remainder. Requires the DOD Secretary to submit to Congress a zero-based review of the staffing requirements for individual State National Guard Commands with respect to Directors of Psychological Health. Directs the VA Secretary to establish a pilot program at not less than five Veterans Integrated Service Networks (VISNs) to assist veterans transitioning from active duty and to improve the access of veterans to mental health services. Requires the pilot program at each VISN to include: (1) a community oriented veteran peer support network, and (2) a community outreach team for each medical center in such VISN.

Working Families Child Care Act of 2014

Working Families Child Care Act of 2014 - Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act to create a supplemental state entitlement for child care assistance for families with infants or toddlers under age three. Amends the Child Care and Development Block Grant Act of 1990 to direct the Secretary of Health and Human Services (HHS) to make grants to enable eligible states (including Guam, American Samoa, the U.S. Virgin Islands, and the Commonwealth of the Northern Mariana Islands) to improve the quality of care for infants and toddlers, especially those from low-income families. Authorizes the use of grant funds to: (1) make grants to organizations with expertise in providing child care and related technical assistance, to establish new staffed family child care networks or to operate existing staffed family child care networks or systems that offer, to eligible infant and toddler care providers, technical assistance, training, administrative support, or direct services including monitoring visits to providers; (2) support a statewide network of infant and toddler care specialists; and (3) support initiatives to improve the quality of the provider workforce. Allows the use of such funds also to: (1) develop infant and toddler components for the state's Quality Rating and Improvement System or a similar rating system, child care licensing regulations, or voluntary early learning guidelines; (2) improve the ability of parents to obtain information about high-quality infant and toddler care; or (3) assist eligible infant and toddler care providers seeking to increase their ranking on the state's Quality Rating and Improvement System or similar rating system, meet performance standards applicable to an Early Head Start agency, or become accredited by a national accrediting body.

MERIT Act

Making Every Representative's Integrity Transparent Act of 2014 or the MERIT Act - Amends the Federal Election Campaign Act of 1971 to prohibit a candidate's authorized committee from employing any of the candidate's relatives in a paid position. Prohibits a leadership political action committee (PAC) from employing in a paid position any relative of the candidate or any individual holding federal office who establishes, finances, maintains, or controls the leadership PAC. Limits the interest rate an authorized committee may pay on a loan accepted from the candidate to an annual rate no higher than the prime rate plus 2%. Revises political committee disclosure requirements about: loans made by candidates, expenditures to relatives of candidates for operating expenses, and disbursements received by a candidate's relative or a business organization one of whose officers or dicrectors is a relative of the candidate. Applies the prohibition against the conversion to personal use of contributions accepted by candidates also to contributions accepted by political committees. Allows the use of contributions accepted by political committees for authorized expenditures in connection with political activities. Amends the Lobbying Disclosure Act of 1995 to: (1) require lobbying registrations to contain, for each employee of the registrant who has acted or who the registrant expects to act as a lobbyist on behalf of the client, the name of each relative of the employee who serves currently or who has served previously as a covered executive or legislative branch official, including the Congressional Bioguide Identifier of any covered official who is or was a Member of Congress; (2) require updates to registrations for employees who become relatives of covered officials, and (3) include lobbying contacts with relatives who are covered officials in quarterly reports on lobbying activities.

Stop Corporate Expatriation and Invest in America's Infrastructure Act of 2014 - Amends the Internal Revenue Code to revise rules for the taxation of inverted corporations (i.e., U.S. corporations that acquire foreign companies to reincorporate in a foreign jurisdiction with income tax rates lower than the United States) to provide that a foreign corporation that acquires the properties of a U.S. corporation or partnership after May 8, 2014, shall be treated as an inverted corporation and thus subject to U.S. taxation if, after such acquisition: (1) it holds more than 50% of the stock of the new entity (expanded affiliated group), or (2) the management or control of the new entity occurs primarily within the United States and the new entity has significant domestic business activities. Authorizes additional appropriations to the Highway Account and Mass Transit Account in the Highway Trust Fund.
