Recognizes the significance of the Smith-Lever Act which established the Cooperative Extension System. Honors the university faculty and local educators who provide educational programs to help people, families, youth, businesses, and communities solve problems, develop skills, and build a better future. Thanks the volunteers who promote excellence for 4-H Clubs, the Master Gardeners program, the Family and Consumer Sciences program, and other Cooperative Extension System programs. Encourages continued collaboration and cooperation among federal, state, and local governments to assure the sustainability of the Cooperative Extension System.

Alice Cogswell and Anne Sullivan Macy Act - Amends the Individuals with Disabilities Education Act to require states that classify children by disability to: (1) identify, locate, and evaluate children who have visual disabilities, or who are deaf or hard of hearing, who are, or may be, classified in another disability category; and (2) provide special education and related services to such children, including the services provided to children classified as blind or deaf or hard of hearing. Requires states to file a written addendum to their special education plan that ensures that children in the state who have visual disabilities or who are deaf or hard of hearing are: (1) evaluated by qualified professionals, using valid and reliable assessments, regarding the special education and related services that meet their unique learning needs; and (2) provided the special education and related services that meet those needs. Specifies the minimum content of those evaluations. Requires states to ensure that they have enough qualified personnel to serve children who are visually disabled or who are deaf or hard of hearing. Allows parents and local educational agencies to include a representative of a state-operated, state-supported, or state-aided school for the deaf on a child's individualized education program (IEP) team. Requires the IEP team for each child that is blind or visually impaired or deaf or hard of hearing to provide the child with instruction that meets the child's unique learning needs and includes assistive technology proficiency, self sufficiency and interaction, and age appropriate career education. Requires states to ensure that a full continuum of alternative placements is available to meet the needs of disabled children for special education and related services. Treats states' closure of special schools serving children who are blind or deaf as a reduction of their financial support for special education and related services for purposes of the prohibition against reducing their level of financial support for such services from one fiscal year to the next. Directs the Secretary of Education, within one year of this Act's enactment and periodically thereafter, to review, update, and publish policy guidance concerning the provision of special education and related services to students who are visually disabled or who are deaf or hard of hearing. Includes teachers of infants and toddlers with sensory disabilities as qualified providers of early intervention services. Provides that the natural environments in which early intervention services are to be provided for infants and toddlers with sensory disabilities include any environment where services meeting their unique needs are available, including those where the child's language is the primary language and mode of communication. Requires the individualized family service plan for an infant or toddler who is deaf or hard of hearing to include: (1) an ongoing language and communication assessment, (2) language and communication development goals commensurate with the child's cognitive abilities, and (3) the language and communication access that will be provided to the child. Authorizes grants for training special education personnel to be used in preparing individuals to be qualified teachers and early intervention specialists for deaf and hard of hearing children. Establishes within the Department of Education a national program named the Anne Sullivan Macy Center on Visual Disability and Educational Excellence, which is to be administered by a consortium composed of nonprofit organizations and at least one institution of higher education (IHE) with specified experience in the education of the visually impaired. Authorizes the Center to: conduct or fund original quantitative and qualitative research and disseminate that research; conduct or fund in-person and on-line continuing education opportunities for teachers of the visually impaired and related services personnel and to prepare and disseminate supporting materials; conduct or fund in-person or online enrichment projects for students with visual disabilities; fund the establishment of programs within IHEs to prepare teachers of the visually impaired to provide expert instruction to visually impaired students who also have additional disabilities; and enter into agreements or grants with nonprofit organizations to carry out authorized activities that are not otherwise directly conducted by the Center.

Renewable Fuel Utilization, Expansion, and Leadership Act or the REFUEL Act - Amends the Farm Security and Rural Investment Act of 2002 to direct the Secretary of Agriculture to establish a renewable and alternative energy infrastructure competitive grant program. Makes eligible for such grants projects that are: (1) for new infrastructure or retrofitting existing infrastructure for the dispensing of covered renewable or alternative energy for retail consumption, and (2) capable of dispensing fuel containing an amount of covered renewable or alternative energy that is higher than ordinarily found in commerce. Requires that priority be given to projects in rural areas and that entities receiving grants provide at least a 30% match of federal funds. Dedicates to the grant program 1% of amounts received as royalties for production of oil from oil and gas leases under the Outer Continental Shelf Lands Act. Defines "covered renewable or alternative energy" as renewable energy, energy intended for use in electric vehicle charging, and hydrogen and fuel cells.

Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation, on behalf of Congress, of a gold medal to the Freedom Riders in recognition of their contribution to civil rights, which inspired a movement to equality in interstate travel. Requires such medal to be given to the Smithsonian Institution, where it will be available for display and research. Expresses the sense of Congress that the medal should be made available for display elsewhere, particularly at locations associated with the Freedom Riders.

Honoring Our Fallen TSA Officers Act - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to include within the definition of "public safety officers," in order for them to receive death benefits under the Act, Transportation Security Administration (TSA) employees who are performing their official duties related to protecting the nation's transportation systems.

Wildfire Disaster Funding Act of 2014 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act), with regard to sequestration adjustments, to require any adjustments in enacted appropriations for wildfire suppression operations in the Wildland Fire Management accounts at the Department of Agriculture (USDA) or the Department of the Interior for a fiscal year, to be the amount of additional new budget authority provided for wildfire suppression operations in the appropriations Act, but not to exceed $2.689 billion in such authority in each of FY2014-FY2021. Defines "additional new budget authority" as the amount specified in an appropriations Act for a fiscal year to pay for wildfire suppression operations, but only to the extent such authority exceeds 70% of the average costs for wildfire suppression operations over the previous 10 years. Prescribes requirements for any request by the Secretary of the Interior or the Secretary of Agriculture for supplemental appropriations necessary for wildfire suppression operations.

Critical Access Hospital Relief Act of 2014 - Amends title XVIII (Medicare) of the Social Security Act to repeal the 96-hour physician certification requirement for inpatient critical access hospital services under which a physician must certify that a patient may reasonably be expected to be discharged or transferred to a hospital within 96 hours after admission to the critical access hospital.

Wounded Veterans Recreation Act - Amends the Federal Lands Recreation Enhancement Act to require the National Parks and Federal Recreational Lands Pass, which is made available for the lifetime of the passholder without charge to any U.S. citizen or person domiciled in the United States who has been medically determined to be permanently disabled, to be made available to any veteran with a service-connected disability.

New Opportunities for Bicycle and Pedestrian Infrastructure Financing Act of 2014 - Authorizes the Secretary of Transportation (DOT) to establish a pilot program to make loans and loan guarantees to eligible entities to carry out bicycle and pedestrian infrastructure projects. Prescribes project eligibility requirements. Requires the Secretary to ensure that at least 25% of funds provided under this Act are used to support projects in low-income communities.

Concussion Awareness and Education Act of 2014 - Amends the Public Health Service Act to require the Director of the Centers for Disease Control and Prevention (CDC) to: (1) establish and oversee a national system to accurately determine the incidence of sports-related concussions, and (2) begin implementation of such system within one year of this Act's enactment. Requires the data collected to include: the incidence of sports related concussions in individuals 5 through 21 years of age; demographic information of the injured individuals; pre-existing conditions of the injured individuals; the concussion history of the injured individuals; the use of protective equipment and impact monitoring devices; the qualifications of personnel diagnosing the concussions; and the cause, nature, and extent of the concussive injury. Requires the Director of the National Institutes of Health (NIH) and the Secretary of Defense (DOD), acting in coordination, to conduct or support: (1) research designed to establish metrics and markers of concussion diagnosis, prognosis, and recovery in youth and to inform the creation of guidelines for the management of short- and long-term sequelae of concussion in youth; (2) studies to assess short- and long-term cognitive, emotional, behavioral, neurobiological, and neuropathological consequences of concussions and repetitive head impacts over a life span; and (3) research on age- and sex-related biomechanical determinants of injury risk for concussion in youth. Directs the Secretary of Defense to conduct a scientific evaluation of the effectiveness of techniques, rules, and playing, practice, and training standards in reducing concussions and sequelae for sports and physical training at military service academies and for military personnel. Calls for the National Collegiate Athletic Association to undertake a scientific evaluation of the effectiveness of age-appropriate techniques, rules, and playing and practice standards in reducing sports-related concussions and sequelae. Requires: (1) the Director of NIH to maintain a national brain tissue and biological sample repository to collect, archive, and distribute material for research on concussions; (2) such Director and the Secretary of Defense to develop standards, best practices, and guidelines for the rules of play and training, respectively, for sports, athletic, and military training and engagement that are designed to prevent or reduce the incidence of concussions and that include standards for effective protective equipment and recommendations on impact-monitoring systems; and (3) the Director of CDC to develop and disseminate to the public information regarding concussions. Establishes a Concussion Research Commission, which shall study the programs and activities conducted pursuant to this Act and formulate systemic recommendations to increase knowledge about, and change the culture surrounding, concussions.

Community Investment and Empowerment Act - Amends the Small Business Investment Act of 1958 to authorize the Administrator of the Small Business Administration (SBA) to make grants on a competitive basis to communities for: the creation of a grant and/or revolving loan fund program that helps develop financing packages for Class 1 commercial investment (defined as retail grocery chains, food service retailers, restaurants and franchises, retail stores, cafes, shopping malls, and other shops); lowering real estate property tax rates; conducting community-wide market analysis to help recruit and/or retain Class 1 commercial investment; creating employment training programs for Class 1 business customer service, sales, and managerial positions; retail marketing strategies to solicit new Class 1 commercial investment starts in the community; program allowances for activities such as the publication of marketing materials, development of economic development web pages, and educational outreach activities with retail trade associations; and hiring business recruitment specialists. Authorizes the Administrator to only make such a grant to communities: (1) whose demographics include a median per capita income no higher than $35,000 and a lack of Class 1 commercial investment; (2) that submit an application that describes the activities the community carries out, and the difficulty the community has faced, to recruit, retain and grow their economy through Class 1 commercial investment; and (3) that agree to match 10% of grant funds with certain non-federal contributions. Allows the Administrator to waive or reduce the non-federal contribution if the community involved demonstrates that it cannot meet the contribution requirement due to financial hardship.

National Commission on the Structure of the Army Act of 2014 - Establishes the National Commission on the Structure of the Army to undertake a comprehensive study of the structure of the Army to determine: (1) the proper force mixture of the active component and reserve component, and (2) how the structure should be modified to best fulfill mission requirements in a manner consistent with available resources. Directs the Commission to give particular consideration to evaluating a structure that: (1) meets current and anticipated requirements of the combatant commands; (3) achieves a cost-efficiency balance between the regular and reserve components, with a focus on fully burdened and lifecycle cost of Army personnel; (3) ensures that the regular and reserve components have the capacity needed to support homeland defense and disaster assistance missions in the United States; (4) provides for sufficient numbers of regular members of the Army to provide a base of trained personnel from which the personnel of the reserve components could be recruited; (5) maintains a peacetime rotation force to support operational tempo goals of 1:2 for regular members and 1:5 for members of the reserve components; and (6) maximizes and appropriately balances affordability, efficiency, effectiveness, capability, and readiness. Prohibits the use of any funds made available for FY2015 for the Army to: (1) divest, retire, or transfer, or prepare to divest, retire, or transfer, any aircraft of the Army assigned to units of the Army National Guard as of January 15, 2014; or (2) reduce personnel below the authorized end strength levels of 350,000 for the Army National Guard as of September 30, 2014.

Pullman National Historical Park Act - Establishes the Pullman National Historical Park in Illinois as a unit of the National Park System to: (1) preserve and interpret for the benefit of future generations the significant labor, industrial, civil rights, and social history of the Park, the significant architectural structures in the Park, and the role of the Pullman community in the creation of the first national Labor Day holiday in the world; (2) coordinate preservation, protection, and interpretation efforts of the Park by the federal government, the state of Illinois, units of local government, and private and nonprofit organizations; and (3) coordinate appropriate management options necessary to ensure the protection, preservation, and interpretation of the many significant aspects of the Park. Requires the Secretary of the Interior to complete a general management plan for the Park.

Fairness in Federal Disaster Declarations Act of 2014 - Requires the Administrator of the Federal Emergency Management Agency (FEMA) to amend the rules concerning the factors FEMA considers when evaluating a governor's request for a major disaster declaration to provide that, with respect to the evaluation of the need for public assistance: (1) specific weighted valuations shall be assigned to the estimated cost of the assistance (10%), localized impacts (40%), insurance coverage in force (10%), hazard mitigation (10%), recent multiple disasters (10%), programs of other federal assistance (10%), and economic circumstances (10%); and (2) FEMA shall consider the economic circumstances of both the local economy of the affected area (including the local assessable tax base and local sales tax, median income, and poverty rate) and the state economy (including the unemployment rate). Requires such rules to provide that, with respect to the evaluation of the severity, magnitude, and impact of the disaster and the evaluation of the need for assistance to individuals: (1) specific weighted valuations shall be assigned to concentration of damages (20%), trauma (20%), special populations (20%), voluntary agency assistance (10%), insurance (20%), average amount of individual assistance by state (5%), and economic considerations (5%); and (2) FEMA shall consider the economic circumstances of the affected area (including the local assessable tax base and local sales tax, median income, and poverty rate). Makes such rules applicable to any major disaster declared on or after January 1, 2013.

Amends the Missing Children's Assistance Act to require the Office of Juvenile Justice and Delinquency Prevention's annual grant to the National Center for Missing and Exploited Children to be used (among other things) to operate a cyber tipline to provide online users and electronic service providers an effective means of reporting Internet-related child sexual exploitation in the area of child sex trafficking (currently, child prostitution). Amends the Crime Control Act of 1990 to require each state reporting on missing children to: (1) provide, with respect to each missing child report, a recent photograph of the child, if available; (2) direct the law enforcement agency that entered the report into the National Crime Information Center (NCIC) to verify and update such record with any additional information no later than 30 days after the original entry of the record into the state law enforcement system and NCIC computer networks and to maintain close liaison with state and local child welfare systems for the exchange of information and technical assistance; and (3) grant permission to the NCIC Terminal Contractor for the state to update the missing person record in the NCIC computer networks with additional information learned during the investigation relating to the missing person.

Voting Rights Amendment Act of 2014 - Amends the Voting Rights Act of 1965 with respect to the requirement that a federal court retain jurisdiction for an appropriate period to prevent commencement of new devices to deny or abridge the right to vote. Expands the types of violations triggering the authority of a court to retain such jurisdiction to include certain violations of the Act as well as violations of any federal voting rights law that prohibits discrimination on the basis of race, color, or membership in a language minority group. Excludes from the list of violations triggering jurisdiction retention authority any voting qualification or prerequisite which results in a denial or abridgement of the right to vote that is based on the imposition of a requirement that an individual provide a photo identification as a condition of receiving a ballot for voting in a federal, state, or local election. Revises requirements for determining which states and political subdivisions are covered or not covered by criteria for declaratory judgments that they have not used devices to deny or abridge the right to vote. Subjects to the requirements for making such a determination any state (and all of its political subdivisions) during a calendar if 5 or more voting rights violations occurred in the state during the previous 15 years, at least one of which was committed by the state itself (as opposed to a political subdivision within it). Specifies application of such new coverage requirements to any specific political subdivision if: (1) 3 or more voting rights violations occurred in it during the previous 15 calendar years; or (2) 1 or more voting rights violations occurred in it during the previous 15 calendar years and the subdivision had persistent, extremely low minority turnout during that period. Provides that, if a state obtains a declaratory judgment that it has not used a device to deny or abridge the right to vote, the requirements for a new declaratory judgment generally will not apply, unless the new coverage requirements of this Act apply to the state solely on the basis of voting rights violations occurring after the declaratory judgment was issued. Prescribes transparency requirements, including reasonable public notice, regarding any changes to: (1) voting prerequisites, standards, or procedures; (2) polling place resources; or (3) demographics and electoral districts. Modifies authority to assign observers, including authorizing the assignment of observers to enforce bilingual election requirements. Revises requirements for injunctive relief, including its scope and the persons authorized to seek relief as well as the grounds for granting it.

Community Economic Opportunity Act of 2014 - Revises the Community Services Block Grant Act, reauthorizing and extending the Act and its community services block grant program at specified levels for FY2014-2018, and at unspecified levels for FY2019-2023. Prescribes requirements for a Community Action Innovations Program. Eliminates requirements for: (1) community food and nutrition programs, (2) national or regional programs designed to provide instructional activities for low-income youth, and (3) demonstration partnership agreements addressing the needs of the poor.

Veteran-Centered Access to Coordinated Health Care Act of 2014 - Directs the Secretary of Veterans Affairs (VA) to provide certain enrolled veterans with health services (authorized hospital care or medical, rehabilitative, or preventive health services) that are provided by a non-VA provider with whom the Secretary enters into a contract if the Secretary determines that VA facilities are incapable of furnishing such services because of: (1) geographical inaccessibility; or (2) a lack of required personnel or ability to provide timely and reasonable access. Specifies the order of priority of locations for such non-VA providers. Sets forth requirements concerning VA care coordination with such providers and provider performance metrics. Amends the Veterans' Mental Health and Other Care Improvements Act of 2008 to reauthorize, for three years, a VA pilot program of contract care authority within each Veterans Integrated Service Network for the health care needs of veterans in highly rural areas.

Vested Employee Pension Benefit Protection Act - Amends the Internal Revenue Code to allow employees in the building and construction industry to make distributions from their tax-exempt multi-employer pension plan at age 55 if they are not separated from employment at the time of such distributions and were participants in such plan on or before April 30, 2013, and the plan provides for payment of separate accrued benefits when the employee attains the plan's normal retirement age. Suspends payment of distributions for such building and construction industry employees if their multi-employer plan is in endangered or critical status.

Electricity Security and Affordability Act - Prohibits the Administrator of the Environmental Protection Agency (EPA) from issuing, implementing, or enforcing any proposed or final rule under the Clean Air Act that establishes a performance standard for greenhouse gas emissions from any new source that is a fossil fuel-fired electric utility generating unit unless the rule meets specified requirements of this Act. Requires the Administrator to separate sources fueled with coal and natural gas into separate categories. Prohibits the Administrator, however, from setting a standard based on the best system of emission reduction for new sources within the coal category unless it has been achieved on average for at least one continuous 12-month period (excluding planned outages) by each of at least 6 units within the category. Requires each such unit to: (1) be located at a different electric generating station in the United States, (2) be representative of the operating characteristics of electric generation at its location, and (3) be operated for the entire 12-month period on a full commercial basis. Prohibits the use of any results obtained from a demonstration project in setting the standard. Requires the Administrator, in separating sources fueled with coal into a separate category, to establish a separate subcategory for new sources that are fossil fuel-fired electric utility generating units using coal with an average heat content of 8300 or less British Thermal Units (BTUs) per pound. Prohibits the Administrator, in issuing any rule establishing performance standards for greenhouse gas emissions from new sources in such subcategory, from setting a standard based on the best system of emission reduction unless the standard has been achieved on average for at least one continuous 12-month period (excluding planned outages) by each of at least 3 units within such subcategory that meets the unit requirements specified by this Act for the coal category. Precludes from taking effect, unless a federal law is enacted specifying an effective date, any EPA rule or guideline that: (1) establishes any performance standard for greenhouse gas emissions from a modified or reconstructed source that is a fossil fuel-fired electric utility generating unit, or (2) applies to greenhouse gas emissions from such an existing source. Nullifies the force and effect of specified proposed rules (or similar successor proposed or final rules) for Standards of Performance for Greenhouse Gas Emissions for New Stationary Sources: Electric Utility Generating Units that are issued before enactment of this Act.

Emergency Unemployment Compensation Extension Act - Amends the Supplemental Appropriations Act, 2008 to extend emergency unemployment compensation (EUC) payments for eligible individuals to weeks of employment ending on or before April 1, 2014. Amends the Assistance for Unemployed Workers and Struggling Families Act to extend until March 31, 2014, requirements that federal payments to states cover 100% of EUC. Amends the Unemployment Compensation Extension Act of 2008 to exempt weeks of unemployment between enactment of this Act and September 30, 2014, from the prohibition in the Federal-State Extended Unemployment Compensation Act of 1970 (FSEUCA of 1970) against federal matching payments to a state for the first week in an individual's eligibility period for which extended compensation or sharable regular compensation is paid if the state law provides for payment of regular compensation to an individual for his or her first week of otherwise compensable unemployment. (Thus allows temporary federal matching for the first week of extended benefits for states with no waiting period.) Amends the FSEUCA of 1970 to postpone similarly from December 31, 2013, to March 31, 2014, termination of the period during which a state may determine its "on" and "off" indicators according to specified temporary substitutions in its formula. Amends the Supplemental Appropriations Act, 2008 to appropriate funds out of the employment security administration account through the first quarter of FY2015 to assist states in providing reemployment and eligibility assessment activities. Amends the Railroad Unemployment Insurance Act to extend through March 31, 2014, the temporary increase in extended unemployment benefits. Makes a change in application of a certain requirement (nonreduction rule) to a state that has: (1) entered a federal-state EUC agreement, under which the federal government would reimburse the state's unemployment compensation agency making EUC payments to individuals who have exhausted all rights to regular unemployment compensation under state or federal law and meet specified other criteria; and (2) enacted a law before December 1, 2013, that, upon taking effect, would violate the nonreduction rule. (Under the nonreduction rule such an agreement does not apply with respect to a state whose method for computing regular unemployment compensation under state law has been modified to make the average weekly unemployment compensation benefit paid on or after June 2, 2010, less than what would have been paid before June 2, 2010.) Declares that the nonreduction rule shall not apply to a state which has enacted a law before December 1, 2013, that, upon taking effect, would violate the nonreduction rule. Allows such a state, however, to enter into a subsequent federal-state EUC agreement on or after enactment of this Act if, taking into account this inapplicability of the nonreduction rule, it would otherwise meet the requirements for an EUC agreement. (Thus allows such a subsequent EUC agreement to permit payment of less than the average weekly unemployment compensation benefit paid on or after June 2, 2010.)

Pat Summitt Congressional Gold Medal Act - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a congressional gold medal to Pat Summitt in recognition of her career in women's team sports and her courage in speaking out about her battle with Alzheimer's disease. Authorizes the Secretary of the Treasury to strike and sell bronze duplicates of such medal at a price sufficient to cover the cost of both the gold and bronze medals.

Exempts from the reduction in the cost-of-living adjustment of retired pay of members of the Armed Forces under the age of 62 enacted by the Bipartisan Budget Act of 2013 the retired pay of any member or former member who is: (1) retired, (2) eligible for combat-related special compensation, or (3) entitled to concurrent payment of retired pay and veterans' disability compensation. Makes such reduction in the cost-of-living adjustment inapplicable to percentage increases allowed for annuities under survivor benefit plans based on retired or retainer pay.

Servicemembers and Veterans Prescription Drug Safety Act of 2013 - Directs the Secretary of Defense (Secretary) and the Attorney General (AG) to jointly carry out a program under which a member of the Armed Forces (member), an individual receiving or entitled to military retired or retainer pay, a dependent-beneficiary of a member, or any person lawfully entitled to dispose of the property of any of such individuals may deliver a personal-use controlled substance (the prescription medication of a deceased individual) for disposal at a facility to be specified by the Secretary and the AG. Requires the Secretary and AG, in implementing the program, to develop appropriate guidelines and procedures to prevent the diversion, misuse, theft, or loss of such delivered substances. Directs the Secretary and the AG to jointly carry out a program under which a veteran, a veteran's spouse or dependent, a person in receipt of medical services at a Department of Veterans Affairs (VA) facility, or any person lawfully entitled to dispose of the property of any of such individuals may deliver such a controlled substance for disposal at a specified facility, subject to the same guidelines and procedures with respect to such delivered substances.

Amends the Energy Policy and Conservation Act to exempt decorative hearth products from consideration as direct heating equipment subject to the Act's energy efficiency standards. Defines a "decorative hearth product" as a vented gas fireplace, stove, gas fireplace insert, or gas log set that: (1) is not certified to the ANSI Z21.88 standard and, in the case of vented gas fireplaces, fireplace inserts, or stoves, is certified to the ANSI Z21.50 standard; (2) is sold without a thermostat and with a warranty provision expressly voiding manufacturer warranties in the event the product is used with a thermostat; and (3) contains no energy efficiency representations other than P.4 efficiencies required for products sold in Canada. Adds the product category "vented hearth heater," defined as a vented gas fireplace, fireplace insert, or stove: (1) for which any AFUE (annual fuel utilization efficiency) representation, or representation with respect to P.4 efficiencies required for products sold in Canada, is made in any manufacturer advertising or literature; (2) certified to the ANSI Z21.88 standard or identified in any manufacturer literature or advertising as a "heater-rated" product; or (3) equipped by the manufacturer with a thermostatic control. Deems a vented gas fireplace, fireplace insert, stove, or gas log set that is not a decorative hearth product to be direct heating equipment for purposes of the Act.

Coverage Protection Act of 2013 - Authorizes the Secretary of Health and Human Services (HHS), in the case of an individual who enrolls in a qualified health plan offered through a health care exchange established under the Patient Protection and Affordable Care Act (PPACA) before February 1, 2014, to require the issuer of the plan to treat such individual as enrolled as of December 23, 2013, if the individual: attests, not later than January 31, 2014, to making reasonable, good-faith attempts to successfully enroll in such a plan through an exchange before December 23, 2013, or was initially determined through an exchange to be eligible to enroll in a Medicaid plan but is not eligible to so enroll in such a plan and, because of the incorrect eligibility determination, was subsequently unable to enroll in a qualified plan before December 23, 2013; and pays, not later than January 31, 2014, the monthly premiums for the plan in which such individual enrolls for January and February 2014, taking into account the amount of any premium assistance made available under the Internal Revenue Code. Counts coverage provided under a qualified plan for January and February 2014 under this Act as coverage under such a plan by or through an exchange for such months for all purposes, including premium assistance, PPACA cost-sharing reductions, and the requirement to maintain minimum essential coverage. Directs the Secretary to require a health insurance issuer that offers a qualified plan through an exchange to: allow in-network providers in the plan to treat a receipt of payment of premiums by an individual enrolled for January or February 2014 who has not received a health insurance card from the issuer in the same manner as if such receipt were such a health insurance card issued for services furnished during such month; and notify such in-network providers of that policy.

Volunteer Responder Incentive Protection Reauthorization Act of 2013 - Amends Internal Revenue Code, with respect to the tax exclusion for benefits paid to volunteer firefighters and emergency medical providers by states and local governments, to: (1) increase the amount of benefits excludible; and (2) make such tax exclusion available for taxable years beginning in 2014, 2015, or 2016.

Child Care Access and Refundability Expansion Act or the Child CARE Act - Amends the Internal Revenue Code, with respect to the tax credit for dependent care expenses, to: (1) make such credit refundable, (2) deny such credit to nonresident aliens, and (3) allow an annual cost-of-living adjustment after 2013 to the amounts used to determine an income-based reduction in the amount of such credit.

Long-Term Unemployed Hiring Incentive Act - Amends the Internal Revenue Code to allow through December 31, 2016, a work opportunity tax credit for hiring a qualified long-term unemployed individual. Defines "qualified long-term unemployed individual" as any individual certified by the designated local agency as: (1) having exhausted, as of the hiring date, all rights to regular compensation under federal or state law; (2) having no rights to regular compensation with respect to the most recent week ending before the hiring date; and (3) not receiving compensation under the unemployment compensation law of Canada.

Family and Medical Insurance Leave Act of 2013 - Establishes the Office of Paid Family and Medical Leave within the Social Security Administration (SSA), to be headed by the Deputy Commissioner of SSA. Entitles every individual to a family and medical leave insurance (FMLI) benefit payment for each month beginning on the first day of the first month in which the individual meets the criteria specified below and ending 365 days later (benefit period), not to exceed 60 qualified caregiving days per period. Qualifies for such a benefit payment any individual who: is insured for disability insurance benefits under the Social Security Act at the time his or her application is filed; has earned income from employment during the 12 months before filing it; has filed an application for a FMLI benefit in accordance with this Act; and was engaged in qualified caregiving, or anticipates being so engaged, during the 90-day period before the application is filed or within 30 days after. Defines "qualified caregiving" as any activity engaged in by an individual, other than regular employment, for a reason for which an eligible employee would be entitled to leave under the Family and Medical Leave Act of 1993 (FMLA). Prescribes a formula for determination of an individual's monthly FMLI benefit payment, as well as for the maximum and the minimum monthly benefit amounts. Requires a FMLI benefit payment to be coordinated with any periodic benefits received from temporary disability insurance or family leave insurance programs under any state law or plan, local government, or an instrumentality of two or more states. Prescribes criteria that makes an individual ineligible for a FMLI benefit payment. Specifies prohibited acts by an employer, and penalties for violations. Establishes the Federal Family and Medical Leave Insurance Trust Fund in the Treasury. Requires FMLI benefit payments to be made only from this Fund. Prohibits the use of amounts from the Social Security Trust Fund or appropriated to the SSA to administer Social Security programs for FMLI benefits or administration. Amends the Internal Revenue Code to impose a tax on every individual and employer, all self-employment income, and every railroad employee, employee representative, or railroad employer to finance the Federal Family and Medical Leave Insurance Trust Fund in the Treasury for FMLI benefits.

States that the House of Representatives has learned with profound sorrow of the death of Nelson Mandela, former President of the Republic of South Africa. Tenders its sympathies to the members of his family and his fellow citizens. Honors the life, accomplishments, and legacy of Nelson Mandela and for his friendship to the United States. Requests the Secretary of State to communicate these expressions of sentiment to Nelson Mandela's family and to the Parliament of the Republic of South Africa. Requests that when the House adjourns today it do so as a mark of respect to the memory of Nelson Mandela.

Stop Harming Our Kids Resolution of 2013 - Expresses the sense of Congress that sexual orientation change efforts directed at minors are discredited and ineffective, have no legitimate therapeutic purpose, and are dangerous and harmful. Encourages states to protect minors from efforts that promote or promise to change sexual orientation or gender identity or expression, based on the premise that being lesbian, gay, bisexual, transgender, or gender nonconforming is a mental illness or developmental disorder that can or should be cured. Defines "sexual orientation change efforts" as any practice by a licensed mental health provider, health care provider, or counselor seeking or purporting to impose change of an individual's sexual orientation or gender identity or expression. Excludes from such definition counseling that does not seek to change sexual orientation or gender identity or expression if such counseling provides: (1) acceptance, support, and understanding of a person; (2) coping, social support, and identity exploration and development; (3) developmentally appropriate counseling for a person seeking to transition from one gender to another; or (4) sexual orientation- and gender identity-neutral interventions to prevent or address unlawful conduct or unsafe sexual practices.

Local Hire Act - Authorizes a state to establish local hiring bid specifications or consider the hiring of local workers in the evaluation of bids and proposals for federal-aid highway projects. Authorizes recipients of federal assistance likewise to establish such specifications or consider local hiring in the evaluation of bids and proposals for public transportation projects.

GI Education Benefit Fairness Act - Expands the definition of "children," for purposes of provisions allowing members or former members of the uniformed services who served on active duty for specified periods beginning on or after September 11, 2001, to transfer their entitlement to educational assistance, to mean an unmarried person who: (1) is placed in the legal custody of a member or former member by court order for at least 12 consecutive months, (2) has not attained the age of 21, (3) has not attained the age of 23 and is enrolled in a full-time course of study at an institution of higher learning, (4) is incapable of self support due to a mental or physical incapacity that occurred while such person was a dependent of the member or former member, (5) is dependent on the member or former member for over one-half of his or her support, (6) resides with the member or former member unless separated due to military service or institutionalization for a disability or incapacitation, and (7) is not a dependent of a member or former member under any other provision defining dependent.

Minority Diabetes Initiative Act - Amends the Public Health Service Act to allow the Secretary of Health and Human Services (HHS) to make grants to public and nonprofit private health care providers to provide treatment for diabetes in minority communities. Requires the Secretary to ensure that such grants cover a variety of diabetes-related health care services, including routine care for diabetic patients, public education on diabetes prevention and control, eye care, foot care, and treatment for kidney disease and other complications of diabetes.

Prohibits any prevailing rate employee in a federal agency, between January 1 and September 30, 2014, from being paid an amount exceeding specified limits resulting from an applicable wage survey adjustment. Prohibits the percentage increase in wages paid to a prevailing wage employee in FY2014 from being less than the percentage increase in the basic pay of other federal employees in the same pay locality.

International Violence Against Women Act of 2013 - Directs the Secretary of State to establish an Office of Global Women's Issues which shall be headed by an Ambassador-at-Large for Global Women's Issues. Directs the Ambassador-at-Large to coordinate U.S. government efforts regarding gender integration and advancing the status of women and girls in U.S. foreign policy. Establishes in the U.S. Agency for International Development (USAID) a Senior Coordinator for Gender Equality and Women's Empowerment who shall direct USAID activities, policies, programs, and funding relating to gender equality and women's empowerment. Directs the Ambassador-at-Large to develop or update annually for six years a U.S. global strategy to prevent and respond to violence against women and girls. Authorizes the Secretary and the Administrator of USAID to provide assistance to prevent and respond to violence against women and girls internationally.

Emergency Unemployment Compensation Extension Act of 2013 - Amends the Supplemental Appropriations Act, 2008 to extend emergency unemployment compensation (EUC) payments for eligible individuals to weeks of employment ending on or before January 1, 2015. Amends the Assistance for Unemployed Workers and Struggling Families Act to extend until December 31, 2014, requirements that federal payments to states cover 100% of EUC. Amends the Unemployment Compensation Extension Act of 2008 to exempt weeks of unemployment between enactment of this Act and June 30, 2015, from the prohibition in the Federal-State Extended Unemployment Compensation Act of 1970 (FSEUCA of 1970) against federal matching payments to a state for the first week in an individual's eligibility period for which extended compensation or sharable regular compensation is paid if the state law provides for payment of regular compensation to an individual for his or her first week of otherwise compensable unemployment. (Thus allows temporary federal matching for the first week of extended benefits for states with no waiting period.) Amends the FSEUCA of 1970 to postpone similarly from December 31, 2013, to December 31, 2014, termination of the period during which a state may determine its "on" and "off" indicators according to specified temporary substitutions in its formula. Amends the Supplemental Appropriations Act, 2008 to appropriate funds out of the employment security administration account through FY2015 to assist states in providing reemployment and eligibility assessment activities. Amends the Railroad Unemployment Insurance Act to extend through December 31, 2014, the temporary increase in extended unemployment benefits.

Improper Payments Agency Cooperation Enhancement Act of 2013 - Amends the Improper Payments Elimination and Recovery Improvement Act of 2012 to require the Commissioner of the Social Security Administration (SSA) to: (1) establish and maintain the National Deaths Registry to provide information relating to the deaths of individuals for the purpose of supporting the Do Not Pay Initiative and otherwise preventing, identifying, or recovering improper payments; (2) enter into cooperative agreements with federal agencies, including Inspectors General, and states, local and tribal governments to provide information in the Registry to such agencies and entities to prevent and recover improper payments; and (3) implement procedures for identifying and correcting errors in the Registry. Directs the Director of the Office of Management and Budget (OMB) to identify each agency that operates or maintains a database relating to federal beneficiaries and annuity recipients. Requires each agency to establish: (1) a data matching procedure to compare agency information with information in the Registry, and (2) a procedure for prompt reporting to the Commissioner of information relating to the death of a recipient of federal benefits or a retirement annuity. Directs the Secretary of the Treasury to report to Congress on data analytics performed as part of the Do Not Pay Initiative and the metrics used in determining whether the analytic and investigatory efforts have reduced improper payments or awards. Directs OMB to convene a task force of agencies to: (1) identify ways to improve the sharing of information relating to deaths of individuals receiving a federal retirement annuity, (2) share best practices for identifying deceased annuitants, and (3) report to Congress on such efforts. Requires the U.S. Postal Service (USPS) to provide agencies access to information on delivery addresses, including Commercial Mail Receiving Agency lists of known locations of commercial mail boxes, for purposes of improved detection, prevention, and recovery of improper payments.

Permanently Protecting Tenants at Foreclosure Act of 2013 - Amends the Protecting Tenants at Foreclosure Act of 2009 to repeal its sunset date December 31, 2012 (thus making the Act permanent). Establishes a private right of action to enforce compliance with such Act.

21st Century Investment Act of 2013 - Amends the Internal Revenue Code to: (1) make permanent the tax credit for increasing research activities; (2) allow an increased 25% tax credit rate for research expenses incurred in the United States; and (3) increase to 15%, through 2022, the tax deduction for income attributable to domestic manufacturing production activities for which substantially all of the research and development occurred in the United States.
