Subtitle B: Amendments to the Commodity Exchange Act - Amends the Commodity Exchange Act respecting Securities and Exchange Commission jurisdiction. Title III: Legal Certainty for Swap Agreements - Amends the Gramm-Leach-Bliley Act, the Securities Act of 1933, and the Securities Exchange Act of 1934 respecting swap agreements. Title IV: Regulatory Responsibility for Bank Products - Legal Certainty for Bank Products Act of 2000 - Excludes specified banking products and swap agreements from Commodity Futures Exchange Commission coverage.

Commends successive Administrations on their continuing efforts to achieve peace in the Middle East. Calls upon: (1) the current Administration to use its veto power at the United Nations Security Council to ensure that the Security Council does not again adopt unbalanced resolutions addressing the uncontrolled violence in the areas controlled by the Palestinian Authority; and (2) all involved parties to make all possible efforts to reinvigorate the peace process.

Tobacco Farmers Trade Fairness Act - Directs the President, in the first negotiations after enactment of this Act under the auspices of the World Trade Organization, to take the necessary steps to renegotiate the tariff-rate quota on imported tobacco so that: (1) the quantity of tobacco receiving preferential tariff treatment is 50 percent of the quantity receiving such treatment under the tariff-rate quota in effect upon enactment of this Act; and (2) thereafter, the quantity of tobacco receiving preferential tariff treatment under such quota is reduced in each calendar year by the same percentage as any reduction in the national marketing quota proclaimed by the Secretary of Agriculture.

Strengthening Abuse and Neglect Courts Act of 2000 - Directs the Attorney General to award grants to State and local courts to: (1) enable such courts to develop and implement automated data collection and case-tracking systems for proceedings conducted by, or under the supervision of, an abuse and neglect court; (2) encourage the replication of such systems in abuse and neglect courts in other jurisdictions; and (3) require the use of such systems to evaluate a court's performance in complying with requirements of part B (child and family services) and part E (Federal payments for foster care and adoption assistance) of title IV of the Social Security Act. Sets forth provisions regarding limits on the number and use of grants, application and matching requirements, notification to the State or appropriate child welfare agency, considerations in evaluating grant applications, diversity and length of awards, fund availability, and reporting requirements for grantees and the Attorney General. Authorizes appropriations. (Sec. 5) Directs the Attorney General to award grants to State and local courts for the purposes of: (1) promoting the permanency goals established in the Adoption and Safe Families Act of 1997; and (2) enabling such courts to reduce existing backlogs of cases pending in abuse and neglect courts, especially regarding cases to terminate parental rights and cases in which parental rights to a child have been terminated but an adoption of the child has not yet been finalized. Sets forth provisions regarding applications, use of funds, number of grants, availability of funds, and reporting requirements. Authorizes appropriations. (Sec. 6) Directs the Administrator of the Office of Juvenile Justice and Delinquency Prevention of the Department of Justice to make a grant to the National Court-Appointed Special Advocate Association for purposes of: (1) expanding the recruitment, and building the capacity, of court-appointed special advocate programs located in the 15 largest urban areas; (2) developing regional, multi- jurisdictional court-appointed special advocate programs serving rural areas; and (3) providing training and supervision of volunteers in court-appointed special advocate programs. Sets forth provisions regarding limits on administrative expenditures and determination of urban and rural areas. Authorizes appropriations.

TMDL Regulatory Accountability Act of 2000 - Requires the Administrator of the Environmental Protection Agency (EPA) to: (1) solicit public comment on revisions to regulations pertaining to the national pollutant discharge elimination system (NPDES) program and the water quality planning and management program published in the Federal Register on July 13, 2000; (2) solicit State comments on the impact of such revisions on implementation and effectiveness of State programs; and (3) maintain a record of public comments and publish a response in the Federal Register. Directs the Administrator to transmit to Congress an analysis of the monitoring data needed for development and implementation of total maximum daily loads (TMDLs) which shall address data gaps identified by the Comptroller General in a March 2000 report entitled "Water Quality, Key EPA and State Decisions Limited By Inconsistent and Incomplete Data." Requires the Administrator to make arrangements with the National Academy of Sciences to study and report on the scientific bases underlying the development of TDMLs. Authorizes appropriations. Directs the Administrator, with respect to the economic analysis performed on regulatory changes identified by the Comptroller General in the June 2000 report entitled "Clean Water Act: Proposed Revisions to EPA Regulations to Clean Up Polluted Waters," to prepare certain statements and analyses required under the Unfunded Mandates Reform Act of 1995 with respect to: (1) significant regulatory actions that may result in expenditures by State, local, and tribal governments or the private sector of $100 million or more annually; and (2) selection of a least costly, most cost-effective, or least burdensome alternative. Requires the Administrator to conduct analyses of the effects of the revisions to the regulations pertaining to the NPDES and water quality planning and management on small entities. Directs the Administrator to review the information provided or developed under this Act and consider whether the revisions to such regulations should be changed. Requires an explanation to Congress of the decision to change or not to change such revisions.

Rural America Prosperity Act of 2000 - Amends the Internal Revenue Code to make revisions concerning both farmers and non-farmers. Provides for, with respect to all taxpayers, among other things: (1) the repeal of the estate, gift, and generation-skipping taxes; and (2) the deduction of 100 percent of health insurance costs for the self-employed. Provides for, with respect to farmers, among other things: (1) the limited exclusion of the gain from the sale of qualified farmland; and (2) a limited deduction for contributions to a Farm and Ranch Risk Management Account. Provides for a study of the costs of regulations on farmers, ranchers, and foresters. Reciprocal Trade Agreement Authorities Act of 2000 - Authorizes the President, whenever the President determines that one or more existing duties or other import restrictions of any foreign country or the United States are unduly burdening and restricting the foreign trade of the United States to enter into trade agreements with foreign countries (during a limited time period) which, among other things: (1) create more open, equitable, and reciprocal market access; (2) reduce or eliminate trade barriers that decrease market opportunities for U.S. exports; (3) expand market opportunities for U.S. exports; (4) obtain reciprocal tariff and non-tariff barrier elimination; and (5) free the transfer of funds relating to investments. Agricultural Trade Freedom Act - Amends the Agricultural trade Act of 1978 to exempt, subject to specified exceptions, agricultural commodities made available as a result of commercial sales from a unilateral trade sanction imposed by the United States on another country.

National Recording Preservation Act of 2000

National Recording Preservation Act of 2000 - Title I: Recording Preservation by the Librarian of Congress - Subtitle A: National Recording Registry - Requires the Librarian of Congress to: (1) establish the National Recording Registry for the purpose of maintaining and preserving recordings that are culturally, historically, or aesthetically significant; (2) establish criteria and procedures under which recordings may be included in the Registry, except that no recording shall be eligible for such inclusion until ten years after its creation; (3) establish procedures for general public recommendations to the National Recording Preservation Board (established under this Act) regarding the inclusion of recordings in the Registry; and (4) determine which recordings meet the established criteria and select them for inclusion, up to a maximum of 25 recordings or groups of recordings each year. (Sec. 103) Requires the Librarian to provide a seal to indicate that a selected recording has been included in the Registry and is the Registry version of that recording. Requires the Librarian to establish guidelines for approval of the use of the seal. Specifies prohibited uses, as well as remedies for violation of such prohibitions, including a civil fine and injunctive relief. (Sec. 104) Requires copies of such recordings on the Registry received under this Act to be maintained in the Library of Congress as the National Recording Registry Collection of the Library of Congress. Limits preservation to only one copy of the same version or take of any recording. Requires the Librarian to provide for reasonable access to the recordings and other material in the collection for scholarly and research purposes. Subtitle B: National Recording Preservation Program - Requires the Librarian to: (1) implement a comprehensive national recording preservation program, in conjunction with other recording archivists, educators and historians, copyright owners, recording industry representatives, and others involved in activities related to recording preservation, and taking into account studies conducted by the Board; (2) use the National Audio-Visual Conservation Center of the Library at Culpeper, Virginia, to ensure proper storage of preserved sound recordings; and (3) carry out activities to make sound recordings more accessible for research and educational purposes, and to generate public awareness and support of the Registry and such program. Subtitle C: National Recording Preservation Board - Requires the Librarian to establish in the Library of Congress a National Recording Preservation Board to: (1) review nominations of recordings for inclusion in the Registry; and (2) advise the Librarian with respect to the inclusion and the preservation of these and other recordings that are culturally, historically, or aesthetically significant. (Sec. 124) Requires the Board to study and report on the current state of Library of Congress sound recording archiving, preservation, and restoration activities, taking into account the research and other activities carried out by or on behalf of the National Audio-Visual Conservation Center. Subtitle D: General Provisions - Authorizes appropriations. Title II: National Recording Preservation Foundation - Grants a Federal charter to the National Recording Preservation Foundation (a charitable and nonprofit corporation that is not a Federal Government agency or establishment). (Sec. 201) Authorizes the Librarian to: (1) provide, on a reimbursable basis, personnel, facilities, and other administrative services to the corporation; and (2) accept the services of the corporation and its directors, officers, and employees as volunteers in performing functions authorized under this Act, without compensation from the Library of Congress. Authorizes appropriations in an amount equal to private donations to the corporation, for reimbursement of the Library for such personnel, facilities, and other administrative services. Bars the use of such funds for the corporation's own administrative expenses, including salaries, travel, transportation, and overhead expenses.
