Limousine Safety Modernization Act This bill modifies the definition of "manufacturer" in motor vehicle safety provisions of federal transportation law to include a person who alters a motor vehicle that has already been purchased by the first purchaser by increasing the wheelbase of the vehicle so that it has increased seating capacity (e.g., a limousine manufacturer). A "first purchaser" means the first purchaser of a motor vehicle or motor vehicle equipment other than for resale.

Long-Term InVestment in Education for Wellness Act or the LIVE Well Act This bill expands the scope of the Supplemental Nutrition Assistance Program Education (SNAP-Ed) grant program, as well as the scope of local school wellness policies created under the National School Lunch Program or other federal child nutrition programs, to include eating disorder prevention and long-term health practices.

Never Forget the Heroes: Permanent Authorization of the September 11th Victim Compensation Fund Act This bill funds through FY2090 the September 11th Victim Compensation Fund of 2001. Additionally, the bill modifies the Victim Compensation Fund (VCF): to allow claims to be filed until October 2089, to require VCF policies and procedures to be reassessed at least once every five years (currently, at least once annually), to require claimants to be paid for the amount by which a claim was reduced on the basis of insufficient funding, to remove the cap on noneconomic damages in special circumstances, and to adjust the annual limit on economic loss compensation for inflation.

Keeping Girls in School Act This bill authorizes the Department of State and the U.S. Agency for International Development (USAID) to enter into acquisition, assistance, or financing agreements to address societal, cultural, health, and other barriers that adolescent girls face in accessing quality secondary education. USAID's Senior Coordinators for International Basic Education Assistance and Gender Equality and Women's Empowerment and the State Department's Ambassador-at-Large for Global Women's Issues shall oversee all U.S. resources and activities relating to educational opportunities for adolescent girls. The bill requires USAID to seek to ensure program adherence to monitoring, evaluation, and data requirements and gender equality guidance. The Ambassador-at-Large for Global Women's Issues shall review, update, submit to Congress, and make publicly available a U.S. global strategy to empower adolescent girls. The U.S. Global Strategy to Empower Adolescent Girls, issued in March 2016, shall be deemed to fulfill such requirement.

Get the Lead Out of Assisted Housing Act of 2018 This bill addresses the removal of lead from drinking water in federally assisted housing. Specifically, the bill requires the Department of Housing and Urban Development (HUD) to require specified testing and remediation with respect to water service lines containing lead; authorizes HUD to inspect all sources of lead contamination in federally assisted housing and to mitigate sources of lead exposure; establishes a grant program for states and local governments to create inventories of water service lines containing lead and to test for lead in the drinking water at child care facilities, schools, and public water fountains; and allows recipients of certain HUD assistance to use such assistance to replace water fixtures and service lines containing lead.

Violence Against Women Extension Act of 2018 This bill extends through March 31, 2019, 19 grant programs authorized by the Violence Against Women Act of 1994 and subsequent legislation and administered by the Department of Justice Office on Violence Against Women.

Cyber Ready Workforce Act This bill directs the Department of Labor to award grants to workforce intermediaries (entities that facilitate the establishment of registered apprenticeship programs and that may partner with a business or community-based organization, or specified other partners) to support the creation, implementation, and expansion of such programs in cybersecurity.

Land and Water Conservation Authorization and Funding Act This bill amends the Land and Water Conservation Fund Act of 1965 to make permanent the authorization for the Land and Water Conservation Fund (LWCF). The bill eliminates the requirement that the funds which are deposited into the LWCF remain in there until appropriated by Congress to carry out the purposes of the LWCF. Funds deposited into the LWCF may be spent without being subject to the appropriations process. These funds are in addition to amounts made available by the Gulf of Mexico Energy Security Act of 2006 or otherwise appropriated from the LWCF. The President shall submit to Congress detailed account, program, and project allocations as part of the President's annual budget submission. At least 1.5% of the annual authorized funds shall be used for projects that secure recreational public access to existing federal public land for hunting, fishing, and other recreational purposes.

Ensuring Lasting Smiles Act This bill amends the Public Health Service Act, the Employee Retirement Income Security Act of 1974, and the Internal Revenue Code of 1986 to require private health insurance plans to cover diagnosis and treatment services for congenital anomalies and birth defects, including reconstructive services and prosthetics.

Removing Extra Transportation Infrastructure Luxury Expenses Act or the RETILE Act This bill prohibits a state or local government, for purposes of a project that receives public assistance disaster-related grants, from installing differently-colored tiles in a tunnel if such installation is reasonably expected to incur a higher cost than the installation of same-color tiles, and a waiver has not been obtained from the Department of Homeland Security (DHS). DHS may grant a waiver based on safety, historic preservation, or other factors. DHS must withhold funding for a federal-aid highway project if such project uses differently colored tiles in a tunnel and the installation of such tiles is reasonably expected to incur a higher cost than the installation of same-color tiles and DHS has not issued a waiver.

Tomb of the Unknown Soldier Centennial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 100,000 $1 coins in commemoration of the centennial of the establishment of the Tomb of the Unknown Soldier. All sales of such coins shall include a surcharge of $10 for each coin. All surcharges received by Treasury from the sale of such coins must be paid to the National World War I Museum and Memorial to assist in the commemoration of the centennial.

Restore Our Parks and Public Lands Act This bill establishes the National Park Service and Public Lands Legacy Restoration Fund and requires 50% of all energy development revenues for FY2019-FY2023 to be deposited into such fund. Amounts deposited in the fund must not exceed $1.3 billion for any fiscal year and must be used for meeting high-priority deferred maintenance needs of the National Park Service.

Fairness in Liver Allocation Act of 2018 This bill requires the Organ Procurement and Transplantation Network to reform the criteria for liver allocation so that allocation is not based on the donor candidate's place of residence or listing, unless it is necessary to avoid wasting organs.

Miranda Vargas School Bus Driver Red Flag Act or Miranda's Law This bill directs the Federal Motor Carrier Safety Administration to issue a final regulation requiring the implementation of a national employer notification service that states may access. The term "employer notification service" means a service that automatically provides a report to an employer (with notice to the employee involved) on the change in the status of the driving record or license of an employee who has a commercial driver's license due to a conviction, license suspension or revocation, or any other action taken against the driving privilege.

Integration of Baseball Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half-dollar clad coins in recognition and celebration of the 75th anniversary of the integration of the game of baseball. All sales of such coins shall include specified surcharges. All surcharges received by Treasury shall be distributed to the National Baseball Hall of Fame, with the understanding that the Hall of Fame shall work with the Jackie Robinson Foundation to develop and operate education programs about the integration of the game of baseball and to preserve artifacts related to the integration of the game.

AG and Legal Workforce Act This bill establishes a new H-2C nonimmigrant visa for aliens coming temporarily to the United States to perform agricultural labor or services. In addition, the bill (1) directs the Department of Homeland Security to create an electronic employment-eligibility confirmation system modeled after the E-Verify system, and (2) mandates the use of such a system by employers.

9-1-1 Fee Integrity Act This bill directs the Federal Communications Commission, after consulting with public safety organizations and governmental entities, to issue final rules to prevent states from diverting 9-1-1 taxes, fees, or charges from purposes and functions related to 9-1-1 services and operational expenses.

Ending the Monopoly of Power Over Workplace Harassment through Education and Reporting Act or the EMPOWER Act This bill makes it an unlawful practice (with exceptions regarding certain settlement or separation agreements) for an employer to: (1) enter into a contract with an employee or applicant, as a condition of employment, promotion, compensation, benefits, or change in employment status or contractual relationship, or as a term, condition, or privilege of employment, if that contract contains a nondisparagement or nondisclosure clause that covers workplace harassment; and (2) enforce, or attempt to enforce, a nondisparagement clause or nondisclosure clause. Notwithstanding signing any nondisparagement or nondisclosure clause, an employee or applicant retains any right that person would otherwise have had to report a concern about workplace harassment to the Equal Employment Opportunity Commission (EEOC) and other specified agencies, and any right that person would otherwise have had to bring an action in a court of the United States. The bill: (1) sets forth enforcement powers of the EEOC and various entities, and the jurisdiction of U.S. courts, regarding workplace harassment; and (2) makes specified procedures and remedies applicable. The EEOC shall: (1) establish a confidential tip-line that supplements its existing process for submitting a charge of discrimination, and (2) provide for the development and dissemination of workplace training programs and information regarding workplace harassment, including sexual harassment. The Internal Revenue Code is amended to modify the tax treatment of amounts related to employment discrimination and workplace harassment.

Hire Student Veterans Act This bill amends the Internal Revenue Code to: (1) allow a work opportunity tax credit for hiring a veteran attending an institution of education using educational assistance provided under certain programs administered by the Department of Defense or the Department of Veterans Affairs, and (2) modify the minimum employment period required for veterans that qualify for the credit under this bill.

This bill amends the Trade Expansion Act of 1962 to require congressional approval for a presidential adjustment of an import due to a national security threat. Specifically, the bill requires the President to submit a proposal to Congress, which Congress may approve by a joint resolution. Under current law, the President determines whether any adjustment of an import is necessary, and must submit to Congress the reasons for any action taken or not taken. The bill retroactively applies to any proposed action made two years before enactment of this bill. In general, any rate of duty modification occurring in the time period two years before enactment of this bill and the date before enactment of this bill must revert to the previous rate.

Lead-Safe Housing for Kids Act of 2018 This bill amends the Lead-Based Paint Poisoning Prevention Act to direct the Department of Housing and Urban Development (HUD) to promulgate regulations that: require owners of certain housing to initiate a lead-based paint hazard risk assessment before a family with a child under age six occupies such housing, unless lead-based paint has already been removed; state that a visual assessment alone is not sufficient for these purposes; and require owners to control lead-based paint hazards identified in the assessment within 30 days and provide certain notices to residents of the housing. These regulations shall apply to housing receiving federal assistance that was constructed before 1978, but exclude: single-family housing covered by an application for mortgage insurance under the National Housing Act, or multi-family housing that is covered by such an application but does not receive any other federal housing assistance. HUD regulations shall also require emergency relocation of such families, without placement on a waitlist, penalty (including rent payments to be made for that dwelling unit), or lapse in assistance, to a unit that was constructed in 1978 or later or to another unit of covered housing that has no lead-based paint hazards.

Preserving America's Battlefields Act This bill reauthorizes though FY2028 the Battlefield Acquisition Grant Program and expands the purposes of the Civil War Battlefield Preservation Act of 2002. Specifically, the Act's purposes shall include: the preservation and protection of nationally significant battlefields of not only the Civil War but also the American Revolution and the War of 1812, and the enhancement of visitors' experiences at those battlefields.

Transporting Livestock Across America Safely Act This bill requires the Department of Transportation to amend regulations on hours of service for commercial drivers who transport live covered animals (i.e., livestock, honey bees, insects, fish, and crawfish) within a 300 air-mile radius from where the on-duty time of the driver begins. The regulations must: (1) exclude from the driver's on-duty time certain activities, such as loading or unloading a commercial motor vehicle; (2) change the driving time requirement to a maximum of not less than 15, and not more than 18, hours within a 24-hour period; (3) permit the driver to take one or more rest periods during the trip, which shall not be included in the calculation of the driving time; (4) require the driver, after completion of the trip, to take a rest break for a period that is five hours less than the maximum driving time; (5) exclude from the calculation of the driving time up to two additional hours, if the driver is within 150 air-miles of the point of delivery; and (6) make inapplicable the requirement that the driver take a 10-hour rest period before driving.

Protecting Rational Incentives in Newsprint Trade Act of 2018 or the PRINT Act This bill directs the Department of Commerce to conduct a study of, and to report to Congress regarding, the economic well-being, health, and vitality of the newsprint industry and the local newspaper publishing industry in the United States, including an assessment of: the trends in demand for newsprint and traditional printed newspapers, in demand for digital or online consumption of news, and in the U.S. pulp and paper industry and the effect of declining demand for newsprint on the health of such industry; measures undertaken by printers and newspaper publishers to reduce costs in response to increased costs for newsprint in the United States, and whether such measures have harmed local news coverage or reduced employment in the newspaper and publishing industries; whether measures undertaken by publishers and printers to reduce costs have harmed local businesses that advertise in local newspapers; and the global production capacity for newsprint in light of the declining demand for newsprint. Commerce and the U.S. International Trade Commission may not give effect to an affirmative determination in an antidumping or countervailing duty investigation relating to imports of uncoated groundwood paper until the President certifies that he has received the report and has concluded that giving effect to the determination is in the economic interest of the United States. Until such time as the President issues the certification, the administering authority shall order a rate of zero for deposits posted in such an investigation.

Secure Every Child Under the Right Equipment Standards Act of 2018 or the SECURES Act of 2018 This bill directs the Department of Transportation to publish a notice of proposed rulemaking on new federal standards for school bus seat belt requirements on all school buses, regardless of gross vehicle weight rating.

National Lyme and Tick-Borne Diseases Control and Accountability Act of 2018 This bill establishes the Office of Oversight and Coordination for Tick-Borne Diseases within the Department of Health and Human Services (HHS). The office must oversee the creation of a national strategy to address Lyme disease and other tick-borne diseases and disorders. The national strategy must include program assessments, benchmarks for progress, and recommendations from the previously established Tick-Borne Disease Working Group. The bill also requires HHS to undertake specific actions that promote research, prevention, and treatment of Lyme disease and other tick-borne diseases and disorders. Among other things, HHS must: support expansive research into the pathology, diagnosis, and treatment of such diseases and disorders; establish a surveillance system to track the prevalence of such diseases and disorders in humans; establish a surveillance system to track the prevalence of disease-carrying ticks; conduct educational campaigns; and hold a series of research symposiums.

School-Based Health Centers Reauthorization Act of 2018 This bill amends the Public Health Service Act to reauthorize for FY2018-FY2023 school-based health centers (health clinics that provide physical and mental health services for children and adolescents during school hours).
