Uniting and Securing America Act of 2018 or the USA Act of 2018 This bill provides conditional permanent resident status for an alien meeting specified requirements, including having entered the United States when younger than 18 years old and residing in the United States since December 31, 2013. An individual may apply to have such conditional basis removed after meeting specified eligibility requirements. The Department of Homeland Security (DHS) shall cancel the removal of, and adjust to the status of an alien lawfully admitted for permanent residence on a conditional basis, an individual who was granted Deferred Action for Childhood Arrivals (DACA) status, unless such individual has engaged in disqualifying conduct. The bill repeals provisions that deny an unlawful alien eligibility for higher education benefits on the basis of residence within a state unless a U.S. citizen or national is eligible for such benefits without regard to whether such citizen or national is such a resident. DHS shall: (1) deploy the most practical and effective technology available in order to achieve situational awareness and operational control along the U.S. border; (2) submit to Congress a comprehensive southern border strategy to achieve border control; and (3) begin eradicating the carrizo cane plant and salt cedar along the Rio Grande River. DHS may construct new ports of entry along the northern and southern borders. The bill establishes Operation Stonegarden in DHS to provide border security grants to law enforcement agencies in border or maritime border states that are involved in U.S. Customs and Border Protection operations DHS shall establish a two-year grant program to improve emergency communications in the southern border region for individuals who are at risk of violence and lack cellular and LTE network service. The number of immigration judges is increased. The President shall designate a senior official to coordinate federal and international efforts to strengthen citizen security, the rule of law, and economic prosperity in Central America.

Healthy Fields and Farm Economies Act This bill reauthorizes and modifies the Soil and Water Resources Conservation Act of 1977, which provides the Department of Agriculture (USDA) with strategic assessment and planning authority for the conservation, protection, and enhancement of soil, water, and related natural resources. The bill authorizes USDA to establish a conservation effects assessment project to: quantify the environmental and economic effects of conservation practices, develop the science base for managing the agricultural landscape for environmental quality and sustainable productive capacity, and improve the efficacy of conservation practices and programs by evaluating conservation effects. USDA must establish a goals and assessment process for conservation programs that includes: the identification of natural resource and environmental objectives, outcomes, and results for the programs; assessments of the resulting changes in the status and conditions of natural resources and the environment; and a monitoring and evaluation process for the programs and initiatives. In implementing the monitoring and evaluation process, USDA must use certain funds provided for conservation programs and establish a National Technical Committee. USDA may enter into cooperative agreements with government agencies, universities and colleges, and nongovernmental organizations to assist in implementing the monitoring and evaluation process. The bill also sets forth reporting requirements regarding the progress conservation programs have made in achieving the objectives and outcomes.

Recovering America's Wildlife Act This bill amends the Pittman-Robertson Wildlife Restoration Act to direct the Department of the Treasury to transfer, beginning in FY2018, revenues from energy and mineral development on federal lands totaling $1.3 billion to the Wildlife Conservation and Restoration Subaccount of the Federal Aid to Wildlife Restoration Fund, to be available without further appropriation. The bill revises the requirements governing how the funds from the subaccount may be used, including by requiring funds to be used to develop, revise, and implement state wildlife conservation strategies. The bill expands the allowable uses of the subaccount, including by allowing funds to be used for managing invasive and nuisance species and for law enforcement activities that are directly related to the conservation of species of the greatest conservation need. Funds apportioned from the subaccount may not be conditioned upon the provision of public access to private lands, waters, or holdings. The bill specifies what types of funds and donations states may use to meet matching fund requirements. The bill revises the formula used to determine how funds are distributed to states.

Securing Department of Homeland Security Firearms Act of 2017 or the Securing DHS Firearms Act of 2017 This bill makes the Under Secretary for Management of the Department of Homeland Security (DHS) responsible for the security of DHS firearms and other sensitive assets. The Under Secretary shall disseminate a directive for achieving adequate security over such assets across DHS, which shall include: (1) descriptions of what equipment is classified as a sensitive asset, (2) requirements for securing such assets, (3) a classification system for all categories of DHS-issued badges and corresponding requirements for safeguarding such assets, and (4) reporting and record keeping requirements for lost assets. The Under Secretary shall update such directive within one year, including by adding a requirement relating to recording in the inventory systems maintained by each DHS component the acceptance or transfer of a sensitive asset. The Under Secretary shall disseminate a revised version of the Personal Property Asset Management Program Manual that includes: (1) procedures to safeguard sensitive assets during on- and off-duty time, (2) training on safeguarding such assets, (3) instructions for recording lost sensitive assets, and (4) a requirement that a file on a lost asset contain the DHS report and the corresponding police report. DHS components must: comply with federal law, executive branch guidance, and DHS policy regarding the management and oversight of securing sensitive assets; review the need for non-law enforcement badges; require personnel to comply with requirements for safeguarding sensitive assets and reporting on lost assets; and require that lost assets are reported to local law enforcement, the National Crime Information Center, and DHS headquarters and recorded in inventory systems in the time frame established by such directive.

Go to High School, Go to College Act of 2017 This bill amends the Higher Education Act of 1965 to direct the Department of Education to carry out (from July 1, 2017, through June 30, 2023) a program awarding Early College Federal Pell Grants to students to support their enrollment in, and completion of, postsecondary courses offered through early college high schools. Students who would be eligible for a Federal Pell Grant if not for their enrollment in secondary school are deemed eligible for an Early College Federal Pell Grant upon their completion of a full-time postsecondary semester or its equivalent. Students may receive Early College Federal Pell Grants in an amount equal to the cost of not more than four full-time postsecondary semesters or the equivalent while enrolled in postsecondary courses offered by an early college high school. Early College Federal Pell Grants shall count toward the 12-semester, or equivalent, limit on a student's receipt of Federal Pell Grants.

Requires each current Member, Delegate, Resident Commissioner, officer, and employee to meet such training and certification requirement not later than the earlier of 120 days after the adoption of this resolution or December 31, 2018. Requires each new Member, Delegate, Resident Commissioner, officer, and employee to certify completion of such program within 60 days after beginning service. Considers failure to meet such requirement a violation of Rule XXIII. Expresses the sense of the House that the Office of Compliance should: update, as specified, its program of sexual harassment prevention and response training in employment; and consult with the Workplaces Respond to Domestic and Sexual Violence: A National Resource Center in updating and implementing such program.

Preparedness and Risk Management for Extreme Weather Patterns Assuring Resilience and Effectiveness Act of 2017 or the PREPARE Act of 2017 This bill directs the President to establish the Interagency Council on Extreme Weather Resilience, Preparedness, and Risk Identification and Management (council), which shall: (1) establish government-wide goals for extreme weather resilience, preparedness, and risk identification and management (EWR); (2) develop, recommend, coordinate, and track implementation of priority interagency federal government actions related to EWR; (3) provide recommendations to the Council on Environmental Quality, the Office of Management and Budget (OMB), and the Department of Homeland Security on how agencies should develop or update agency extreme weather plans, remove barriers to state and local EWR in agency regulations, guidance, and policy, and avoid duplication among federal activities; (4) issue guidance to agencies on developing agency extreme weather plans and agency regulations, guidance, and policies to remove barriers to state and local EWR; and (5) publish biannually an inventory of all regional agency offices, centers, and programs that assist with EWR at the state or local level. OMB shall ensure that each agency provides adequate resources to the council. Each agency shall submit biannually to OMB and to the council a comprehensive plan that integrates consideration of extreme weather into its operations and overall mission objectives. OMB shall consolidate and submit such plans to Congress. Annual agency performance plans shall include the most recent agency extreme weather plan.

Dialysis PATIENTS Demonstration Act of 2017

Dialysis Patient Access to Integrated-care, Empowerment, Nephrologists, Treatment, and Services Demonstration Act of 2017 or the Dialysis PATIENTS Demonstration Act of 2017 This bill establishes a demonstration program for the provision of integrated care to Medicare beneficiaries with end-stage renal disease (ESRD). Under the voluntary program, eligible participating providers may form organizations to offer ESRD integrated care models and serve as medical homes for program-eligible beneficiaries. Such a model: (1) shall cover medical and hospital services, other than hospice care, under Medicare; (2) must include benefits for transition into transplantation, palliative care, or hospice; and (3) may cover prescription drug benefits. An organization must offer at least one open network model but may also offer one or more preferred network models. An organization shall return savings achieved under the models to program-eligible beneficiaries. A beneficiary shall have the opportunity to: (1) opt out of the program, (2) make an assignment change into an open network model offered by a different organization, or (3) elect a preferred network model. The bill establishes requirements regarding: (1) benefits for program-eligible beneficiaries who are also eligible for Medicaid benefits, (2) program quality and reporting, (2) ESRD integrated care strategy, (3) program operation and scope, (4) beneficiary notification, and (5) payment. The Medicare Payment Advisory Commission must, before 2025, submit to Congress an interim report on the program.

School Milk Nutrition Act of 2017 This bill revises the requirements for milk provided by the National School Lunch Program (NSLP) and other Department of Agriculture (USDA) programs. The bill amends the Richard B. Russell National School Lunch Act to permit schools participating in the NSLP to offer students low-fat and fat-free milk, including low-fat flavored milk containing no more than 150 calories per 8-ounce serving. For students who cannot consume fluid milk because of a medical or other dietary need, schools may offer a nondairy beverage that is: (1) nutritionally equivalent to low-fat and fat-free milk; and (2) meets USDA nutritional standards, including fortification of calcium, protein, vitamin A, vitamin D, magnesium, phosphorus, potassium, riboflavin, and vitamin B-12. (Under current law, the substitute is only required to include fortification of calcium, protein, vitamin A, and vitamin D to levels found in cow's milk.) In establishing national school nutritional standards, USDA must provide that containers of all beverages sold in schools have the same maximum volume. USDA must also: (1) report to Congress on recent trends in fluid milk consumption in schools; (2) carry out a pilot program to test and demonstrate strategies by which schools can increase the consumption of fluid milk; and (3) make lactose-free milk with an extended shelf life available to schools. If available evidence indicates that woman and children participating in the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) typically consume fewer than the number of daily servings of dairy recommended in the Dietary Guidelines for Americans, USDA must ensure that women have access to reduced fat milk for themselves and their children upon request.

USS Indianapolis Congressional Gold Medal Act

USS Indianapolis Congressional Gold Medal Act This bill requires the House of Representatives and the Senate to make appropriate arrangements for the award, on behalf of Congress, of a single gold medal of appropriate design to the crew of the USS Indianapolis, in recognition of their perseverance, bravery, and service. Following the award of the gold medal, it shall be given to the Indiana War Museum in Indianapolis, Indiana, where it will be displayed and made available for research. The bill amends the Fair Credit Reporting Act to allow consumers to request a consumer reporting agency to place a security freeze on their reports. The bill includes provisions for fees and exceptions from such fees. Consumer reporting agencies may not use a consumer's Social Security number in a consumer report or as a method to identify the consumer.

Infrastructure Bank for America Act of 2017 This bill provides for the establishment of the Infrastructure Bank Holding Company (IBHC), which shall be the parent company of the Infrastructure Bank for America (the bank). The bank shall provide: (1) direct loans and loan guarantees to private entities for the construction or maintenance of revenue-producing infrastructure projects, and (2) indirect loans and loan guarantees to state and local governments and state infrastructure banks for the construction or maintenance of infrastructure projects. At least 7% of the dollar amount of the loans and loan guarantees shall be for infrastructure projects in rural areas. The Board of Governors of the Federal Reserve System shall have oversight and supervisory authority over the IBHC and the bank. The Department of the Treasury shall have oversight and supervisory authority over the issuance of bonds by the IBHC and the bank. The bank shall establish an Infrastructure Guarantee Fund to cover loans and loan guarantees in the event of nonpayment. The bill amends the Internal Revenue Code to: (1) extend and modify the dividends received deduction for repatriated foreign earnings used to purchase holding company bonds, and (2) allow a new infrastructure bank holding company credit.

(Current law limits participation to individuals between such ages who are members or former members of the Armed Forces or reserve components, and who are qualified in a Military Occupational Specialty to operate a commercial motor vehicle or similar vehicle.)

AFG and SAFER Program Reauthorization Act of 2017 This bill amends the the Federal Fire Prevention and Control Act of 1974 to: (1) repeal the expiration dates of, and to reauthorize through FY2023, the Assistance to Firefighters Grants (AFG) Program, the Fire Prevention and Safety Grants (FPSG) Program, and the Staffing for Adequate Fire and Emergency Response Grant (SAFER) Program; and (2) authorize the use of AFG Program grants, instead of SAFER Program grants, to provide specialized training to first responders on how to recognize and properly intervene with individuals with mental illness. The SAFER Program is revised to permit the use of grants to change the status of part-time or paid-on-call firefighters to full-time firefighters. The United States Fire Administration (USFA) may develop and make widely available an electronic, online training course for members of the fire and emergency response community on matters related to the administration of AFG, FPSG, and SAFER grants. The Federal Emergency Management Agency (FEMA) shall ensure that any such training is: (1) tailored to the financial and time constraints of members of the fire and emergency response community; and (2) accessible to all individuals in the career, combination, paid-on-call, and volunteer fire and emergency response community. The USFA shall develop and implement a grant monitoring and oversight framework to mitigate and minimize risks of fraud, waste, abuse, and mismanagement relating to such grants programs.

Organic Farmer and Consumer Protection Act of 2017 This bill amends the Organic Foods Production Act of 1990 to reauthorize through FY2023 and modify the Department of Agriculture (USDA) National Organic Program (NOP). USDA must modernize the international trade tracking and data collection systems of the NOP, which must include ensuring that trade and transaction certificates are fully traceable without unduly hindering trade. The bill authorizes mandatory funding to be used for this purpose and for maintaining previous database and technology upgrades. The bill modifies requirements for recordkeeping, investigations, and enforcement with respect to the organic certification process to: allow parties to an active investigation to share confidential business information with government officers or employees and certifying agents involved in the investigation, require federal agencies that administer cross-border documentation systems to provide USDA with access to the data from the systems, allow the NOP to grant an accredited certifying agent the authority to require additional documentation or verification before granting certification, and require USDA to issue regulations limiting the type of operations that are excluded from certification. With respect to the accreditation process for certifying agents, the bill: (1) authorizes USDA to oversee and approve certifying agents operating in a foreign country, and (2) requires certifying agents that intend to operate in a foreign country to be annually authorized.
