Iran Ballistic Missiles and International Sanctions Enforcement Act This bill states that it is U.S. policy to prevent Iran from undertaking any activity related to nuclear-capable ballistic missiles. The President shall report to Congress regarding the foreign and domestic supply chain in Iran that supports Iran's ballistic missile program. The report shall identify individuals and companies involved in such activities. The President shall submit to Congress a determination of whether any Iranian ballistic missile test violates United Nations Security Council Resolution 2231. Such resolution endorses the Joint Comprehensive Plan of Action and sets out a mechanism to monitor Iranian compliance. The President shall impose sanctions against: (1) Iranian government agencies involved in ballistic missile development; (2) foreign entities that supply material for, or otherwise facilitate or finance, such efforts; (3) foreign persons or foreign government agencies that import, export, or re-export prohibited arms or related material to or from Iran; and (4) foreign persons or entities that transfer goods or technologies contributing to Iran's ability to acquire or develop ballistic missiles, including launch technology, and destabilizing numbers and types of advanced conventional weapons. The President shall investigate potential violations of ballistic missile and conventional weapons sanctions against Iran. The President shall report to Congress regarding credible information about Iran's violations of arms restrictions and attempts to pursue sanctionable activities.

Palliative Care and Hospice Education and Training Act This bill amends the Public Health Service Act to require the Department of Health and Human Services (HHS) to provide support for Palliative Care and Hospice Education Centers. These centers must improve the training of health professionals in palliative care and establish traineeships for individuals preparing for advanced education nursing degrees, social work degrees, or advanced degrees in physician assistant studies in palliative care. HHS may provide support to schools of medicine, schools of osteopathic medicine, teaching hospitals, and graduate medical education programs for training physicians who plan to teach palliative medicine. HHS must: (1) provide Palliative Medicine and Hospice Academic Career Awards to individuals to promote their career development; (2) support entities that operate a Palliative Care and Hospice Education Center; (3) support advanced practice nurses, social workers, physician assistants, pharmacists, chaplains, or students of psychology pursuing an advanced degree in palliative care or related fields; and (4) award grants to schools of nursing, health care facilities, or programs leading to certification as a nurse assistant to train individuals in providing palliative care. The Agency for Healthcare Research and Quality must provide for a national education and awareness campaign to inform patients, families, and health professionals about the benefits of palliative care. The National Institutes of Health must expand national research programs in palliative care.

Department of Veterans Affairs Bonus Transparency Act This bill requires the Department of Veterans Affairs (VA) to submit an annual report to specified congressional committees on the performance awards and bonuses presented to Regional Office Directors of the VA, Directors of Medical Centers of the VA, Directors of Veterans Integrated Service Networks, and any other individual employed in a senior executive position. Each report shall include: the amount of each award or bonus, the job title of each recipient, and the location where each recipient individual works.

National Purple Heart Hall of Honor Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half-dollar clad coins emblematic of the National Purple Heart Hall of Honor. The bill limits the issuance of such coins to the one-year period beginning on January 1, 2020. The bill prescribes surcharges for coin sales, which shall be paid to the National Purple Heart Hall of Honor, Inc., to help finance the construction of a new building and renovation of existing National Purple Heart Hall of Honor facilities.

Global Health Innovation Act of 2017 This bill directs the Administrator of the U.S. Agency for International Development (USAID) to report to Congress, annually for four years, on the development and use of global health innovations in USAID programs, projects, and activities.

Affordable Housing Credit Improvement Act of 2017 This bill amends the Internal Revenue Code, with respect to the low-income housing credit, to rename the credit "the affordable housing credit" and make several modifications to the credit. The bill revises tenant eligibility requirements, with respect to: the average income test, income eligibility for rural projects, increased tenant income, student occupancy rules, and tenant voucher payments that are taken into account as rent. The bill revises various requirements to: establish a 4% minimum credit rate for certain projects, permit relocation costs to be taken into account as rehabilitation expenditures, repeal the qualified census tract population cap, require housing credit agencies to make certain determinations regarding community revitalization plans, prohibit local approval and contribution requirements, increase the credit for certain projects designated to serve extremely low-income households, increase the credit for certain bond-financed projects designated by state agencies, increase the population cap for difficult development areas, and eliminate the basis reduction for a property that receives the tax credit for investments in energy property if the affordable housing credit is allowed for the property. The bill also modifies requirements regarding the reconstruction or replacement period after a casualty loss, rights related to building purchases, the prohibition on claiming acquisition credits for properties placed in service in the previous 10 years, foreclosures, and projects that assist Native Americans.

National Nurse Act of 2017 This bill amends the Public Health Service Act to require the Department of Health and Human Services to designate the Chief Nurse Officer of the Public Health Service as the National Nurse for Public Health. The duties of this position include: (1) providing leadership and coordination of Public Health Service nursing professional affairs for the Office of the Surgeon General and other agencies of the Public Health Service, (2) conducting outreach and education, and (3) providing guidance and leadership for activities that will increase public safety and emergency preparedness. The National Nurse for Public Health must: (1) participate in identification of national health priorities, (2) encourage volunteerism of nurses and strengthen the relationship between government agencies and health-related national organizations, and (3) promote the dissemination of evidence-based practice in educating the public on health promotion and disease prevention activities.

Small Business Assistance Act of 2017 This bill amends the Immigration and Nationality Act to exempt returning workers from the nonimmigrant H-2B visa (temporary nonagricultural services) annual numerical limitations through FY2017. Such amendment shall take effect as if enacted on October 1, 2016.

Student Agriculture Protection Act of 2017 This bill amends the Internal Revenue Code to exclude from the gross income of a student farmer up to $5,000 of the gain from the sale or exchange of personal property (including livestock, crops, and agricultural mechanics or shop products) produced or raised by the student farmer. A student farmer is an individual who is under 19 years of age and is enrolled in: (1) a program established by the National FFA Organization; (2) a 4-H Club or other program established by 4-H; or (3) a student agriculture program that is under the direction or guidance of an agricultural educator, advisor, or club leader. To qualify for the exclusion, the production and sale or exchange of the property must be supervised by one of the specified agriculture programs. The sale or exchange must also occur during qualified public entertainment or convention and trade show activities.

Promoting Access to Diabetic Shoes Act This bill amends title XVIII (Medicare) of the Social Security Act to allow a nurse practitioner or physician assistant to fulfill documentation requirements for coverage, under Medicare, of special shoes for diabetic individuals. Under current law, such requirements may be satisfied only by a physician.

Mary Jo Lawyer Spano Mesothelioma Patient Registry Act of 2017 This bill amends the Public Health Service Act to direct the Agency for Toxic Substances and Disease Registry to develop a patient registry to collect data on mesothelioma. The agency must use the registry to: enhance and expand infrastructure and activities for tracking the epidemiology of mesothelioma patients; collect, consolidate, and report on health information on mesothelioma patients; describe the incidence and prevalence of mesothelioma in the United States; facilitate research on mesothelioma; examine factors that may be associated with mesothelioma; outline key demographic factors associated with mesothelioma; and make information available to the public to facilitate and enhance research on, and the prevention and treatment of, mesothelioma.

Fair and Open Competition Act or FOCA Act This bill prohibits a federal executive agency that awards any construction contract after the enactment of this bill from requiring or prohibiting a contract bidder from entering into agreements with labor organizations (i.e., Project Labor Agreements [PLAs]) or otherwise discriminating against a bidder or contractor who signs, or refuses to sign, a PLA. Agencies that award grants, provide financial assistance, or enter into cooperative agreements for construction projects after the enactment of this bill must ensure that the bid specifications, project agreements, or other controlling documents for such projects do not contain any requirements or prohibitions relating to PLAs. An agency may exempt a particular project or grant from the prohibition of this bill if it determines that special circumstances exist requiring an exemption to avert an imminent threat to public health or safety or to serve the national security.

Strengthening Homeland Security, Intelligence, and Essential Law Enforcement Departments Act of 2017 or the SHIELD Act of 2017 This bill requires, in the event that the U.S. public debt limit is reached, priority payment of the pay and allowances of: (1) members of the Armed Forces, including reserves, who perform active service; and (2) critical law enforcement officers employed by federal agencies. This bill requires the Department of the Treasury, during a period of lapsed appropriations for the Armed Forces or federal agencies employing critical law enforcement officers, to make available necessary amounts to continue such pay and allowances.

Preventing Animal Cruelty and Torture Act or the PACT Act This bill amends the federal criminal code to revise and expand provisions with respect to animal crushing. It retains existing criminal offenses that prohibit knowingly creating or distributing an animal crush video using interstate commerce. The bill also adds a new provision to criminalize an intentional act of animal crushing. A violator is subject to criminal penalties—a fine, a prison term of up to seven years, or both. It provides additional exceptions for conduct, or a video of conduct, including conduct that is: (1) medical or scientific research, (2) necessary to protect the life or property of a person, (3) performed as part of euthanizing an animal, or (4) unintentional.

Shark Fin Sales Elimination Act of 2017 This bill makes it illegal to possess, buy, or sell shark fins or any product containing shark fins. A person may possess a shark fin that was lawfully taken consistent with a license or permit under certain circumstances. Penalties are imposed for violations under the Magnuson-Stevens Fishery Conservation and Management Act.

Securing American Non-Profit Organizations Against Terrorism Act of 2017 This bill amends the Homeland Security Act of 2002 to establish a Non-Profit Security Grant Program in the Department of Homeland Security, under which the Federal Emergency Management Agency (FEMA) shall make grants to tax-exempt, nonprofit organizations determined to be at risk of a terrorist attack, through the state in which such organizations are located, for target hardening and other security enhancements. A nonprofit organization shall not be ineligible for such a grant solely because it is not located within a jurisdiction receiving funding under the Urban Area Security Initiative. Recipients may use grants for: the acquisition or installation of certain security equipment, including on their real property, specifically to prevent or protect against the risk of a terrorist attack; and fees for training relating to the protection of critical infrastructure key resources, including for physical security and cybersecurity, target hardening, terrorism awareness, and employee awareness.

Recognizing America's Children Act This bill authorizes the Department of Homeland Security (DHS) to cancel the removal of, and adjust to conditional nonimmigrant for an initial five-year period the status of, an alien who: was younger than 16 years old when he or she initially entered the United States and has been physically present in the United States since January 1, 2012; is a person of good moral character; is not inadmissible or deportable on specified grounds under the Immigration and Nationality Act; has not participated in the persecution of any person on account of race, religion, nationality, membership in a particular social group, or political opinion; has not been convicted of certain offenses under federal or state law; is 18 years or older and has earned a high school diploma, general education development certificate, or high school equivalency diploma in the United States, has been admitted to an institution of higher education, or has a valid work authorization; and has never been under a final order of exclusion, deportation, or removal unless the alien has remained in the United States under color of law after such order's issuance or received the order before attaining the age of 18. An alien applying for relief under this bill shall: (1) register under the Military Selective Service Act if so required, (2) undergo a medical examination, (3) submit biometric and biographic data, and (4) complete security and law enforcement background checks. DHS shall under specified circumstances terminate or extend the conditional nonimmigrant status of an alien who is at least 18 years old. A conditional nonimmigrant may file an application to adjust his or her status to that of an alien lawfully admitted for permanent residence during a specified period. An alien who adjusts to permanent resident status may apply for naturalization upon compliance with all immigration law requirements.

Fair and Equal Housing Act of 2017 This bill amends the Fair Housing Act (FHA) under the Civil Rights Act of 1968 to add sexual orientation and gender identity as classes protected against discrimination in the sale, rental, or financing of housing. (Currently, the FHA prohibits housing discrimination on the basis of race, color, religion, sex, handicap, familial status, or national origin.) The bill defines: (1) "gender identity" as gender-related identity, appearance, or mannerisms or other gender-related characteristics of an individual, without regard to the individual's designated sex at birth; and (2) "sexual orientation" as homosexuality, heterosexuality, or bisexuality. The bill also extends prohibitions against housing discrimination on the basis of race, color, religion, sex, sexual orientation, gender identity, handicap, familial status, or national origin to include discrimination based on: (1) an individual's association with another person who is a member of such a protected class; and (2) a perception or belief, even if inaccurate, that an individual is a member of such a protected class.

Flexible Pell Grant for 21st Century Students Act This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to allow an eligible student to receive more than one Federal Pell Grant award in a single award year. An eligible student is a student who: (1) has already received a Pell Grant during an award year and is enrolled in an eligible program for one or more additional payment periods (e.g., a summer term) during the same award year, (2) continues to meet Pell Grant program eligibility requirements, and (3) is accelerating progress toward a degree or certificate. An eligible student's total Pell Grant amount must not exceed 150% of the annual maximum Pell Grant for that award year. An institution must notify a student that any period of additional Pell Grant receipt counts toward that student's lifetime Pell Grant eligibility period (currently 12 full-time semesters). If an additional Pell Grant spans two award years, then an institution must determine the award year to which such Pell Grant applies. The Department of Education must provide to each Pell Grant recipient an annual status report that includes certain information related to such student's remaining lifetime Pell Grant eligibility period.

Improving Access to Medicare Coverage Act of 2017 This bill amends title XVIII (Medicare) of the Social Security Act to deem an individual receiving outpatient observation services in a hospital to be an inpatient for purposes of satisfying the three-day inpatient hospital-stay requirement with respect to Medicare coverage of skilled nursing facility services.

Reserve Component Benefits Parity Act This bill makes reserve component members who are deployed to support pre planned operations of a combatant command eligible for: (1) pre-mobilization health care, (2) transitional health care, (3) consideration of active duty service to reduce the age for retired pay, (4) the high-deployment allowance for lengthy or numerous deployments and frequent mobilizations, (5) Post-9/11 educational assistance, and (6) non-reduction in pay while serving in the uniformed services or National Guard. The bill makes reserve component members who are deployed in response to a major disaster or emergency eligible for Post-9/11 educational assistance. The bill makes all such reserve component members eligible for extension of the time limitation during deployment with respect to: (1) educational assistance, and (2) training and rehabilitation assistance for veterans with service-connected disabilities.

Dog and Cat Meat Trade Prohibition Act of 2017 This bill amends the Animal Welfare Act to prohibit people from knowingly slaughtering a dog or cat for human consumption. In addition, the bill prohibits people from knowingly transporting, possessing, buying, selling, or donating: (1) a dog or cat to be slaughtered for human consumption, or (2) dog or cat parts for human consumption. The bill subjects a violator to imprisonment for up to a year, a fine, or both. The bill applies to conduct in or affecting interstate or foreign commerce or within the special maritime and territorial jurisdiction of the United States.

Preventing Maternal Deaths Act of 2017 This bill directs the Department of Health and Human Services (HHS) to establish a program under which HHS may make grants to states for the purpose of: (1) reviewing pregnancy-related and pregnancy-associated deaths (maternal deaths); (2) establishing and sustaining a maternal mortality review committee to review relevant information; (3) ensuring that the state department of health develops a plan for ongoing health care provider education in order to improve the quality of maternal care, disseminate findings, and implement recommendations; (4) disseminating a case abstraction form to aid information collection for HHS review and preserve its uniformity; and (5) providing for the public disclosure of information included in state reports. The bill defines "pregnancy-associated death" as the death of a woman while pregnant or during the one-year period following the date of the end of pregnancy, irrespective of the cause of death. It defines "pregnancy-related death" as the death of a woman while pregnant or during the one-year period following the date of the end of pregnancy, irrespective of the pregnancy's duration, from any cause related to, or aggravated by, the pregnancy or its management, excluding any accidental or incidental cause. States shall develop procedures for mandatory reporting to their departments of health by health facilities and professionals concerning maternal deaths and for voluntary reporting of such deaths by family members. States shall investigate each case and prepare a case summary for each case, to be reviewed by the committee and included in applicable reports. The bill amends the Public Health Service Act to direct HHS to take specified steps to eliminate disparities in maternal health outcomes.

This bill amends title XVIII (Medicare) of the Social Security Act to prohibit the application of Medicare competitive acquisition rates to complex rehabilitative wheelchairs and accessories. (A competitive bidding program has replaced the use of established fee schedule amounts to determine payments under Medicare for certain durable medical equipment such as wheelchairs.)

RFS Reform Act of 2017 This bill amends the Clean Air Act to revise the renewable fuel standard program. Beginning in 2017, the renewable fuel that is required to be blended into gasoline must be advanced biofuel, which cannot be ethanol derived from corn starch. This bill revises the renewable fuel standards by decreasing the total volume of renewable fuel that must be contained in gasoline sold or introduced into commerce for years 2017 through 2022. The Environmental Protection Agency (EPA) must determine the target amount of cellulosic biofuel to be blended into transportation fuel based on the actual volume of cellulosic biofuel produced in the current year. The EPA must reduce the required volume of renewable fuel in transportation fuel by the same volume of cellulosic biofuel in the fuel. The EPA may not allow gasoline containing greater than 10% ethanol by volume to be introduced into commerce. Waivers that allow gasoline containing a greater percentage of ethanol are nullified.

Renewable Fuel Standard Elimination Act This bill amends the Clean Air Act to repeal the Environmental Protection Agency's renewable fuel program, which requires transportation fuel to contain a minimum volume of renewable fuel.

Veterinary Medicine Loan Repayment Program Enhancement Act This bill amends the Internal Revenue Code to exclude from gross income payments under the federal veterinary medicine loan repayment program or any state loan repayment or forgiveness program that is intended to provide for increased access to veterinary services in such state.

Personal Health Investment Today Act or the PHIT Act This bill amends the Internal Revenue Code to allow a medical care tax deduction for up to $1,000 ($2,000 for a joint return or a head of household) of qualified sports and fitness expenses per year. The bill defines "qualified sports and fitness expenses" as amounts paid exclusively for the sole purpose of participating in a physical activity, including: (1) fitness facility memberships, (2) physical exercise or activity programs, and (3) equipment for a physical exercise or activity program.

World Language Advancement and Readiness Act of 2017 This bill directs the Department of Defense to award three-year competitive grants to state and local educational agencies for the establishment, improvement, or expansion of world language (e.g., foreign language or American Sign Language) programs in elementary and secondary schools.

This bill amends the Multinational Species Conservation Funds Semipostal Stamp Act of 2010 by requiring the U.S. Postal Service to make the stamp available to the public for at least 10 years rather than 6 years. The public must be given the choice of two stamps, one depicting an African elephant and another depicting a tiger.

Naismith Memorial Basketball Hall of Fame Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue not more than 50,000 $5 coins, 400,000 $1 coins, and 750,000 half-dollar coins in recognition and celebration of the Naismith Memorial Basketball Hall of Fame. The coins shall be in the shape of a dome, and the design on the common reverse of the coins shall depict a basketball. Treasury shall hold a competition to determine the design of the common obverse of the coins, which shall be emblematic of the game of basketball. The bill requires all sales of such coins to include specified surcharges, which shall be paid by Treasury to the Hall to fund an endowment for increased operations and educational programming.

Burial Rights for America's Veterans' Efforts Act of 2017 or the BRAVE Act of 2017 This bill increases the amounts payable through the Department of Veterans Affairs (VA) for: (1) burial and funeral expenses of certain veterans, and (2) such expenses in connection with a veteran's death due to a service-connected disability. The VA shall increase such amounts each fiscal year by the percentage increase in the Consumer Price Index.

Reducing Barriers for Veterans Education Act of 2017 This bill makes an individual who is eligible for educational assistance under the Post-9/11 Educational Assistance program eligible for assistance with the fees for applying to institutions of higher education (IHEs). The amount of such assistance payable to an individual shall be the lesser of: (1) the total application fees charged to the individual by the IHEs, or (2) $750.

Social Security Fairness Act of 2017 This bill amends title II (Old Age, Survivors, and Disability Insurance) (OASDI) of the Social Security Act to repeal the "government pension offset" and the "windfall elimination provision." Under current law, those provisions reduce OASDI benefits for individuals who receive a pension based on earnings in government employment that was not covered under the Social Security program.

Equitable Access to Care and Health Act or the EACH Act This bill amends the Internal Revenue Code to expand the religious conscience exemption under the Patient Protection and Affordable Care Act to exempt individuals who rely solely on a religious method of healing and for whom the acceptance of medical health services would be inconsistent with their religious beliefs from the requirement to purchase and maintain minimum essential health care coverage.

United States and Israel Space Cooperation Act This bill directs the National Aeronautics and Space Administration (NASA) to continue to work with the Israel Space Agency in identifying and cooperatively pursuing peaceful space exploration and science initiatives in areas of mutual interest.

Taylor Force Act This bill prohibits certain assistance under the Foreign Assistance Act of 1961 from being made available for the West Bank and Gaza unless the Department of State certifies that the Palestinian Authority: is taking steps to end acts of violence against U.S. and Israeli citizens perpetrated by individuals under its jurisdictional control, such as the March 2016 attack that killed former Army officer Taylor Force; is publicly condemning such acts of violence and is investigating, or cooperating in investigations of, such acts; and has terminated payments for acts of terrorism against U.S. and Israeli citizens to any individual who has been convicted and imprisoned for such acts, to any individual who died committing such acts, and to family members of such an individual.

Small Business Health Fairness Act of 2017 This bill amends the Employee Retirement Income Security Act of 1974 (ERISA) to provide for the establishment and governance of association health plans (AHPs), which are group health plans sponsored by business associations. The bill establishes requirements for AHPs relating to certification, sponsors and boards of trustees, participation and coverage, nondiscrimination, contribution rates, and voluntary termination. AHPs offering benefits that are not health insurance must: (1) establish and maintain sufficient reserves and stop-loss insurance to cover those benefits, and (2) make annual payments to a fund to be used to pay for stop-loss insurance for such AHPs for which there is a reasonable expectation that claims would not be satisfied without such insurance. AHPs that fail to meet these requirements are subject to termination. The Department of Labor must establish a Solvency Standards Working Group. States may tax contributions to AHPs, with certain conditions. The bill preempts state laws that preclude health insurers from: (1) offering health insurance in connection with a certified AHP; or (2) offering health insurance of the same policy type to other employers in the state that are eligible for coverage under AHPs. The bill establishes criminal penalties for willfully making false representations regarding an AHP.

ALS Disability Insurance Access Act of 2017 This bill amends title II (Old Age, Survivors, and Disability Insurance) of the Social Security Act to eliminate the five-month waiting period for disability insurance benefits for individuals with amyotrophic lateral sclerosis (a progressive neurodegenerative disease, also known as Lou Gehrig's disease, that affects nerve cells in the brain and spinal cord). Under current law, individuals must wait five months after becoming disabled before their disability insurance benefit payments can begin.

Pre-existing Conditions Protection Act of 2017 This bill sets forth amendments that would take effect in the case of the repeal of the Patient Protection and Affordable Care Act (PPACA) and the health care provisions of the Health Care and Education Reconciliation Act of 2010 and the restoration of the provisions amended by those provisions. If the amendments take effect, the Public Health Service Act, the Employee Retirement Income Security Act of 1974 (ERISA), and Internal Revenue Code are revised to maintain PPACA consumer protections. Specifically, the bill would maintain the: requirement for health insurance to cover preexisting conditions, requirement for health insurers to accept every employer and every individual applying for coverage, prohibition against health insurers discriminating against individuals based on health status factors, prohibition against collecting genetic information in connection with issuing health insurance, and requirements for workplace wellness programs connected to health insurance.

Functional Gastrointestinal and Motility Disorders Research Enhancement Act of 2017 This bill amends the Public Health Service Act to require the National Institutes of Health to expand, intensify, and coordinate its activities with respect to functional gastrointestinal and motility disorders (FGIMDs), including by: expanding basic and clinical research into FGIMDs by implementing the research recommendations of the National Commission on Digestive Diseases, providing support for the establishment of centers of excellence on FGIMDs, supporting innovative approaches to educating health care providers and patients regarding strategies that improve patient-provider relationships and care, directing the National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) to provide the necessary funding for the continued expansion and advancement of the FGIMDs research portfolio, and directing NIDDK and the Eunice Kennedy Shriver National Institute of Child Health and Human Development to expand research into FGIMDs that impact children. The Department of Health and Human Services may engage in public awareness and education activities to increase understanding and recognition of FGIMDs.

Historic Tax Credit Improvement Act of 201 7 This bill amends the Internal Revenue Code, with respect to the tax credit for the rehabilitation of buildings and historic structures, to: (1) allow an increased 30% credit, up to $750,000, for projects with rehabilitation expenditures not exceeding $3.75 million, for which no credit was allowed in either of the two prior taxable years (smaller projects); (2) allow the transfer of tax credit amounts for smaller projects; (3) treat a building as substantially rehabilitated if rehabilitation expenditures exceed the greater of 50% of the adjusted basis of the building or $5,000 (currently, the greater of the adjusted basis of the building or $5,000); (4) reduce the required basis adjustment from 100% of the credit to 50% of the amount of the credit; and (5) limit the application of disqualified lease rules to tax-exempt use property.

Alice Cogswell and Anne Sullivan Macy Act This bill amends the Individuals with Disabilities Education Act to require a state to identify, evaluate, and provide special education and related services to children who have visual or hearing disabilities (or both) and also are, or may be, classified in another disability category. A state must ensure that it has enough qualified personnel to serve children who have such disabilities and that a full continuum of alternative placements is available to meet the needs of disabled children for special education and related services. The individualized education program for each child that is either (or both) visually or hearing impaired must include specified components and must provide the child with instruction that meets the child's unique learning needs. Similarly, the individualized family service plan for an infant or toddler with a hearing disability must include specified components. A state's closure of a special school serving deaf or blind children shall count as a reduction of its financial support for special education and related services for purposes of the prohibition against reducing state financial support for such services from one fiscal year to the next. The bill also: (1) authorizes grants for training special education personnel, to be used in preparing individuals to become qualified teachers and early intervention specialists for children with hearing disabilities; and (2) establishes within the Department of Education the Anne Sullivan Macy Center on Visual Disability and Educational Excellence to better support students with visual disabilities.

Establishes an ad hoc Joint Committee on the Organization of the Congress to study the organization, operations, functions, and relevant interactions of the Members of Congress and to make recommendations to: make such operations and organization more effective and efficient; make Congress and its Members more accountable; and improve the orderly, timely, and effective consideration and disposal of legislation; and improve the relationships between the Houses of Congress, with and among other branches of government, among elected Members and their staffs, and between Members and the citizens. The committee shall also study the role and effectiveness of the standing, select, and special committees in addressing legislative responsibilities, particularly the authorization of federal programs and agencies and the future fiscal impact of entitlement programs. Requires the committee to include in its report to both chambers at the end of a congressional session recommendations for its continuation or for designation of a similar entity to continue the pursuit of improvements in the congressional process.

Technologies for Energy Security Act of 2017 This bill amends the Internal Revenue Code to extend and modify the tax credits for residential energy efficient property and investments in energy property. The bill modifies the tax credit for residential energy efficient property to extend through 2021 the credits for expenditures for fuel cell property, small wind energy property, and geothermal heat pump property. For each extended credit, the bill phases out the current credit rate of 30% of expenditures by reducing it to 26% or 22%, depending on the date that the property is placed in service. The bill extends the tax credit for investments in energy property for the following property with construction that begins before January 1, 2022: fiber-optic solar energy property, fuel cell property, microturbine property, combined heat and power system property, small wind energy property, and thermal energy property. The bill phases out the current credit rate of 30% for investments in fuel cell property, small wind energy property, and fiber-optic solar energy property by reducing it to 26% or 22%, depending on the date that the property is placed in service.
