Tribal Foster Care and Adoption Access Act of 2007 - Amends part E (Federal Payments for Foster Care and Adoption Assistance) of title IV of the Social Security Act to authorize an Indian tribe, tribal organization, or tribal consortium (tribe) operating a foster care program to receive federal foster care maintenance payments for children placed in its custody if the tribe: (1) operates a foster care program under part E; (2) has a cooperative agreement with the state for such purpose; or (3) submits a description of the arrangements made for the payment of funds and the provision of the required child welfare services and protections. Specifies provisions for the modification of plans and certain other requirements regarding the operation of foster care programs. Authorizes, with respect to the John H. Chafee Foster Care Independence Program: (1) a tribe with an approved part E plan to receive a prescribed allotment to administer, supervise, or oversee plan programs; and (2) each tribe in a state that does not receive such an allotment to enter into a cooperative agreement with the state to administer, supervise, or oversee the programs to be carried out under the state's plan with respect to Indian children and to receive a portion of the state's allotment for the cost of such administration, supervision, and oversight.

Code Talkers Recognition Act of 2007 - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of gold medals to Native American code talkers of specified Indian tribes. Defines "code talker" as a Native American who served in the Armed Forces during a foreign conflict and who participated in military communications using a native language. Requires the Secretary of the Treasury, in consultation with the Secretary of Defense and Indian tribes, to identify code talkers eligible for a gold medal.

End Racial Profiling Act of 2007 or ERPA - Prohibits law enforcement agents or agencies from engaging in racial profiling. Defines "racial profiling" as the practice of a law enforcement agent or agency relying, to any degree, on race, ethnicity, national origin, or religion in selecting which individual to subject to routine or spontaneous investigatory activities or in deciding upon the scope and substance of law enforcement activity following the initial investigatory procedure. Allows the United States, or individuals injured by racial profiling, to bring civil actions for declaratory or injunctive relief. Requires federal law enforcement agencies to: (1) maintain adequate policies and procedures for eliminating racial profiling; and (2) cease existing practices that permit racial profiling. Requires states, local governments, and Indian tribes applying for federal law enforcement assistance grants to certify that they: (1) maintain adequate policies and procedures for eliminating racial profiling; (2) have eliminated any existing practices of racial profiling; and (3) have established an administrative complaint procedure and independent auditor program for addressing complaints of racial profiling. Requires the Attorney General to: (1) carry out a two-year demonstration project to collect data on hit rates for stops and searches by law enforcement agents; (2) make grants to develop and implement best practice devices and systems to eliminate racial profiling; and (3) issue regulations for data collection and make reports on racial profiling.

Drug Sentencing Reform and Cocaine Kingpin Trafficking Act of 2007 - Amends the Controlled Substances Act and the Controlled Substances Import and Export Act to increase the amount of a controlled substance or mixture containing a cocaine base (i.e., crack cocaine) required for the imposition of mandatory minimum prison terms for crack cocaine trafficking to eliminate the sentencing disparity between crack and powder cocaine. Eliminates the five-year mandatory minimum prison term for first-time possession of crack cocaine. Directs the U.S. Sentencing Commission to review and amend, if appropriate, its sentencing guidelines for trafficking in a controlled substance to reflect the use of a dangerous weapon or violence in such crime and the culpability and the role of the defendant in such crime, taking into account certain aggravating and mitigating factors. Directs the Attorney General to make grants to improve drug treatment to offenders in prisons, jails, and juvenile facilities. Authorizes the Attorney General to make grants to establish demonstration programs to reduce the use of alcohol and other drugs by substance abusers while incarcerated and until the completion of parole or court supervision. Increases monetary penalties for drug trafficking and for the importation and exportation of controlled substances. Authorizes appropriations to the Departments of Justice, the Treasury, and Homeland Security for FY2008-FY2009 for the prosecution of, and for supporting the prosecution of, high-level drug offenses.

Amends title VI (Flexibility and Accountability) of the Elementary and Secondary Education Act of 1965 (ESEA) to create a new Part D: Promoting Youth Financial Literacy. Allows the Secretary of Education to provide grants to states to: (1) assist local educational agencies and public schools provide financial education programs to students in kindergarten through grade 12; and (2) implement financial education professional development programs for teachers and administrators. Requires a specified amount of the grant funds to be awarded competitively each fiscal year, with the remainder provided to each state on the basis of its share of students in kindergarten through grade 12. Directs the Secretary to make a grant to or contract with an institution of higher education or nonprofit organization that has substantial financial education experience to establish and operate a national clearinghouse of instructional materials and information on model financial education programs and best practices. Amends title V of the ESEA to direct the Secretary to set aside 2% of the funds appropriated for the Fund for the Improvement of Education program each fiscal year for financial literacy activities under such program.

Revises the list of entities to which sales by a manufacturer of covered outpatient drugs at nominal prices shall be considered to be sales at a nominal price, or merely nominal in amount (and thus excluded from computation of the best price for such drugs). Adds to such list any entity that is: (1) operated by a health center of an institution of higher education, primarily for its students (university-based clinic); or (2) a public or private nonprofit entity that provides family planning services under the Public Health Service Act (safety-net clinic).

Families First Immigration Enforcement Act - Requires the Department of Homeland Security (DHS), in a workplace enforcement operation that is calculated to apprehend or does apprehend at least 50 aliens, to do the following: (1) give state agencies sufficient notice to arrange for representatives who speak the detainees' language and to provide for any special needs; (2) afford access to state social service agencies to screen and interview detainees to determine if medical risks or risks to relatives exist; (3) consider, upon recommendation, the release of detainees on age, medical, or family related humanitarian grounds; and (4) provide a toll-free number for families of detainees to report their relationship to DHS or state social services. Requires that such aliens have access to legal orientation presentations through the Executive Office for Immigration Review's legal orientation program. States that detainees should be held within the jurisdiction of the local United States Immigration and Customs Enforcement (ICE) field office to the extent that space allows. Requires a detainee's release within 72 hours of apprehension if such alien is not subject to mandatory detention, does not pose a flight risk, or is subject to humanitarian release. States that such alien shall be released: (1) on his or her own recognizance; (2) by posting a minimum bond; (3) on parole under the Immigration and Nationality Act; or (4) through the intensive supervision appearance or similar program.

Home Health Care Access Protection Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act with respect to the prospective payment system (PPS) for home health services and adjustments to it for case mix changes. Prohibits any adjustment in the PPS for payment in 2008. Requires the Secretary of Health and Human Services, for any adjustment in a subsequent year, to evaluate changes in case mix using standards developed consistent with specified processes, taking certain criteria into account. Directs the Secretary to convene a Technical Advisory Group to advise on the development of such standards. Prohibits the Secretary from taking any action to implement or otherwise carry out provisions in the final rule published on August 29, 2007, that propose to make a case mix adjustment to the standardized payment amounts under the PPS to account for changes in coding that were not related to an underlying change in patient health status. Directs the Secretary to republish any rates specified in such rule to take into account the application of such prohibition.

Youth Prison Reduction through Opportunities, Mentoring, Intervention, Support, and Education Act or the Youth PROMISE Act - Amends the Juvenile Justice and Delinquency Prevention Act of 1974 to establish a PROMISE Advisory Panel to assist the Office of Juvenile Justice and Delinquency Prevention in: (1) assessing and developing standards and evidence-based practices to prevent juvenile delinquency and criminal street gang activity; and (2) collecting data in designated geographic areas to assess the needs and existing resources for juvenile delinquency and criminal street gang activity prevention and intervention. Authorizes the Administrator of the Office of Juvenile Justice and Delinquency Prevention to award grants to local governments and Indian tribes to: (1) plan and assess evidence-based and promising practices for juvenile delinquency and criminal street gang activity prevention and intervention, especially for at-risk youth; and (2) implement PROMISE plans, developed by local PROMISE Coordinating Councils (PCCs), for coordinating and supporting the delivery of juvenile delinquency and gang prevention and intervention programs in local communities. Establishes a National Center for Proven Practices Research to provide PCCs and the public current research and other information about evidence-based practices related to juvenile delinquency and criminal street gang prevention and intervention. Directs the Administrator to award grants to hire and train law enforcement officers as youth-oriented police to work with PCCs, other community-based organizations, and high-risk youths. Establishes a Center for Youth-Oriented Policing. Amends the Violent Crime Control and Law Enforcement Act of 1994 to authorize grants for the creation and expansion of state, local, and tribal juvenile witness and victim protection programs. Extends and increases funding for juvenile accountability block grants through FY2013.

Newborn Screening Saves Lives Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Administrator of the Health Resources and Services Administration (HRSA), to award grants to eligible entities to provide education and training in newborn screening and congenital, genetic, and metabolic disorders to health care professionals and newborn screening laboratory personnel. Adds as a condition for eligibility for grants for screening, counseling, or health care services to newborns and children having, or at risk for, heritable disorders that an entity assure that it has or is implementing guidelines and recommendations of the Advisory Committee on Heritable Disorders in Newborns and Children. Requires the Advisory Committee on Heritable Disorders in Newborns and Children to: (1) make recommendations that include the heritable disorders for which all newborns should be screened; and (2) develop a model decision-matrix for newborn screening program expansion. Requires the Secretary, acting through the Administrator, to: (1) establish a central clearinghouse for information on newborn screening; and (2) award grants for newborn screening educational programs and for a system to assess and coordinate treatment relating to congenital, genetic, and metabolic disorders. Requires the Secretary, acting through the Director of Centers for Disease Control and Prevention (CDC), to provide for: (1) quality assurance for screening laboratories; (2) population-based pilot testing for evaluating new screening tools; and (3) a national contingency plan for newborn screening in the event of a public health emergency. Requires the Secretary, acting through an Interagency Group, to: (1) collect, analyze, and make available data on certain heritable disorders; (2) operate regional centers to conduct applied epidemiological research on interventions to prevent poor health outcomes from such disorders; and (3) research and promote the prevention of poor health outcomes. Requires the Secretary to establish the Hunter Kelly Newborn Screening Research Program.

Calls upon the President to develop within the Department of State and the United States Agency for International Development (USAID) a Women and Girls of Darfur Initiative to improve assistance to victims and potential victims of rape and sexual violence in Darfur, Sudan, eastern Chad, and the Central African Republic. Calls upon the Secretary General of the United Nations, the permanent members of the U.N. Security Council, the African Union (AU), the European Union (EU), the Arab League, and other nations to take steps to ensure that a fully funded and fully equipped U.N.-AU peacekeeping force (UNAMID) is deployed to Darfur, including an adequate number of female troops and police to properly manage incidents of rape and sexual violence. Calls upon the Security Council to: (1) find the government of Sudan in noncompliance with Security Council Resolution 1325; (2) call on the government of Sudan to provide legal protections to victims of rape and sexual violence and to bring to justice individuals responsible for such crimes; and (3) enforce the arrest warrants for Ahmad Muhammad Harun and Ali Muhammad Al Abd-Al-Raham, and further recognize the systematic rape of women and girls in Darfur as crimes against humanity and war crimes.

Vision Preservation Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Centers for Disease Control and Prevention (CDC), the Health Resources and Services Administration (HRSA), and the National Institutes of Health (NIH), to expand and intensify programs to increase awareness of vision problems. Directs the Secretary to expand and intensify: (1) activities to establish a solid scientific base of knowledge on the prevention, control, and rehabilitation of vision problems and related disabilities; (2) research within CDC on the prevention and management of vision loss; and (3) programs targeted to prevent vision loss, treat eye and vision conditions, and rehabilitate people of all ages who are blind or partially sighted in underserved and minority communities. Amends title V (Maternal and Child Health Services) of the Social Security Act to authorize appropriations to enable the Secretary to introduce core performance measures on eye health by incorporating vision screening and examination standards into state programs. International Women's Freedom Act of 2007 - Establishes within the Department of State an Office of International Women's Rights to be headed by an Ambassador at Large for International Women's Rights. Amends the Foreign Service Act of 1980 to include instruction on the internationally recognized rights of women and the various aspects and manifestations of violations of women's rights in Foreign Service officer training. Establishes the United States Commission on International Women's Rights. (Terminates the Commission 12 years after the date of the initial appointment of its members.) Amends the National Security Act of 1947 to express the sense of Congress that there should be within the National Security Council (NSC) staff a Special Adviser to the President on International Women's Rights. Directs the President to take specified actions in response to women's rights violations, including actions in response to particularly severe rights violations. Provides for prohibition of economic, multilateral, military, and export assistance in instances of particularly severe women's rights violations. Provides for the promotion of women's rights. Provides for women's rights-related training with respect to refugee, asylum, and consular matters. Amends the Immigration and Nationality Act to provide for the inadmissibility of foreign government officials who have engaged in particularly severe women's rights violations. Expresses the sense of Congress that transnational corporations operating overseas should adopt codes of conduct upholding the rights of their female employees.

Ovarian Cancer Biomarker Research Act of 2007 - Amends the Public Health Service Act to require the Director of the National Cancer Institute to enter into cooperative agreements with, or make grants to, public or nonprofit entities to establish and operate centers to conduct research on biomarkers for use in risk stratification for, and the early detection and screening of, ovarian cancer. Designates each center as an Ovarian Cancer Biomarker Center of Excellence. Allows federal payments under such an agreement or grant to be used for research on: (1) the development and characterization of new biomarkers and the refinement of existing biomarkers; (2) the clinical and laboratory validation of such biomarkers; (3) the development and implementation of clinical and epidemiological research on the utilization of such biomarkers; and (4) the development and implementation of repositories for new tissue, urine, serum, and other biological specimens. Requires the Director to: (1) make available for research banked serum and tissue specimens from clinical research regarding ovarian cancer that was funded by the Department of Health and Human Services (HHS); (2) establish an Ovarian Cancer Biomarker Clinical Trial Committee to assist the Director to design and implement national clinical trials to determine the utility of such biomarkers; and (3) establish a national data center to conduct statistical analyses of trial data.

Amends the Inter-American Development Bank Act to direct the Secretary of the Treasury to instruct the United States Executive Director at the Bank to use U.S. influence to urge the Bank to establish a Social Investment and Economic Development Fund for the Americas to provide assistance to reduce poverty, expand the size of the middle class, and foster increased economic opportunity in Western Hemisphere countries. Authorizes appropriations for payment to the Inter-American Development Bank of arrears owed by the United States to the Multilateral Investment Fund.

SAFE Consumer Product Act

Safety Assurance For Every Consumer Product Act or the SAFE Consumer Product Act - Amends the Consumer Product Safety Act to require (in current law, authorize) the Consumer Product Safety Commission (CPSC) to prescribe consumer product testing programs. Requires nongovernmental, independent third party testing of children's products. Increases the actions the CPSC may take in ordering recalls of products presenting substantial hazards. Makes recalled product retail sale unlawful. Requires manufacturers to mark products or packaging to enable purchasers to determine the product's source, date, and production cohort. Removes the cap on Consumer Product Safety Act civil penalties. Removes a requirement that criminal penalties may only be imposed after noncompliance notice. Reduces the period after CPSC notification to manufacturers and private labelers before public disclosure of information obtained under the Act. Requires any person who must give public notice of a substantial product hazard to post a notice on the Internet. Declares any children's product containing more than a specified amount of lead to be a banned hazardous substance under the Federal Hazardous Substances Act, allowing a temporary exception for electronic devices. Requires certain actions to facilitate recalls of children's products and authorizes the CPSC to extend the requirements to consumer products other than children's products. Requires children's product's warning labels to be included in Internet advertisements. Removes provisions requiring a minimum number of CPSC members to transact business. Modifies rulemaking notice requirements. Declares the sense of Congress that the full complement of five CPSC members is necessary to conduct CPSC business and the President should fill vacancies expeditiously. Prohibits any consumer product safety standard or other CPSC action after enactment of this Act from containing a preemption provision which affects any action under state statutory or common law unless the provision is expressly authorized by statute.

Mortgage Forgiveness Debt Relief Act of 2007

Amends the Internal Revenue Code to: (1) exclude from gross income amounts attributable to a discharge of mortgage indebtedness on a principal residence; (2) extend through 2014 the tax deduction for mortgage insurance premiums; (3) expand the definition of cooperative housing corporation for purposes of the tax deduction for payments to such corporations; and (4) limit the exclusion from gross income of gain from the sale of a principal residence by denying an exclusion of the gain allocated to a nonqualified use of such residence. Amends the Tax Increase Prevention and Reconciliation Act of 2005 to increase (from 114.75% to 116.50%) in the third quarter of 2012 the estimated tax rate for corporations with assets of not less than $1 billion.

Protect America's Wildlife Act of 2007

Protect America's Wildlife Act of 2007 - Amends the Fish and Wildlife Act of 1956 to add to airborne hunting offenses a prohibition against any person shooting or attempting to shoot any bird, fish, or other animal before 3:00 a.m. following a day on which the person has traveled by aircraft other than on a regularly scheduled commercial aircraft. Increases the fine for such offenses to not more than $50,000 (currently, $5,000). Prohibits a state from authorizing or undertaking any action otherwise prohibited under such Act for the purpose of increasing any game population or sport hunting. Authorizes a state to shoot predators from an aircraft to prevent a biological emergency, if: (1) the head of the state's fish and wildlife agency determines that such an emergency is imminent and there is no other means available to eliminate the emergency; (2) the shooting is conducted by an officer or employee of such agency or of the U.S. Department of Agriculture (USDA); (3) the shooting occurs only in the area where the emergency exists; and (4) the shooting removes only the minimum number of predators necessary to eliminate the emergency. Allows the Secretary of the Interior to authorize an otherwise prohibited action to prevent the extinction of any endangered or threatened species under the Endangered Species Act of 1973 if there is no other means available to address the threat of extinction. Authorizes citizen suits under the Fish and Wildlife Act of 1956.
