Improving Classroom Learning and Student Performance Act of 2007 - Directs the Secretary of Education to award five-year grants to states that receive funds under title I of the Elementary and Secondary Education Act of 1965 to enable them to: (1) collaborate with institutions of higher education, other research institutions, and other organizations to improve the quality, validity, and reliability of state and local academic assessments, including performance assessments that evaluate the application of knowledge to real-world tasks; (2) develop the capacity of local education agencies (LEAs) to assess student academic achievement using multiple measures, including school-based performance assessments; and (3) develop, together with LEAs, the capacity of teachers and school leaders to develop, use, and reliably evaluate the results of locally-administered performance assessments. Requires state grantees to ensure that state and local assessments are aligned to learning standards, unbiased, valid for the purposes for which they are used, reliably scored, and meet professional standards.

Children's Health Protection Act of 2007 - Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Public Health Service Act, and the Internal Revenue Code to prohibit a group health plan from imposing any preexisting condition exclusion for individuals who have not attained 19 years of age. Applies such requirement to coverage offered in the individual market.

New Apollo Energy Act of 2007 - Directs the President, when formulating and enforcing national energy policy, to consider the New Apollo Energy Act Performance Goals established by this Act. Advanced Design in Energy for Living Efficiently Act of 2007 - Sets forth requirements governing building enterprises, including: (1) green building design; (2) reduced carbon emissions in new buildings; (3) high-performance school buildings and green building; and (4) energy efficiency increases and carbon emission reductions in federal agencies. Amends the Internal Revenue Code to: (1) create an energy tax credit for combined heat and power system property; and (2) extend biodiesel and other specified energy-related tax credits. Get Real Incentives to Drive Plug-in Act - Directs the Secretary of Transportation to establish programs for plug-in hybrid electric vehicles. Biofuels Security Act of 2007 - Amends the Clean Air Act to: (1) prescribe reductions for greenhouse gas emissions from vehicles and aircraft; and (2) set forth global climate change requirements. Amends the Energy Policy Act of 2005 regarding low carbon renewable fuel and carbon capture and storage. Amends the Public Utility Regulatory Policies Act of 1978 regarding: (1) rate design modifications; (2) net metering and interconnection standards; (3) efficiency resource standards; and (4) a federal renewable portfolio standard. Rural Clean Energy Superhighways Act - Amends the Federal Power Act regarding designation of National Renewable Energy Zones. Marine and Hydrokinetic Renewable Energy Promotion Act of 2007 - Establishes: (1) a marine and hydrokinetic renewable energy research program; and (2) the Adaptive Management and Environmental Fund. Amends the National Institute of Standards and Technology Act to provide information sharing and planning assistance to small manufacturing firms to implement new green manufacturing technologies. Sets forth a Green Workforce Education Incentives grants program. Amends the Higher Education Act of 1965 to authorize loan forgiveness for green workforce members. Establishes the New Energy Technologies Commission. Authorizes a grant program to create clean energy business districts. Prescribes a clean energy technology exports program. Amends the Energy Policy Act of 1992 to prescribe an international energy technology deployment program. Directs the Export-Import Bank of the United States to meet renewable energy targets in its lending practices. Establishes the Renewable Energy and Technology Commission. Amends the Export-Import Bank Act of 1945 to: (1) increase financing for renewable energy and energy efficiency transactions; and (2) establish an Office of Renewable Energy Promotion. Instructs the Secretary of Energy to establish the Emerging Clean Energy Technology Venture Capital Fund. Amends the Global Change Research Act of 1990 to prescribe climate change research initiatives. Ending Subsidies for Big Oil Act of 2007 - Amends the Internal Revenue Code to: (1) deny a deduction for income attributable to domestic production of oil, natural gas, and appurtenant primary products; and (2) augment from five years to seven years the amortization schedule for geological and geophysical expenditures of major integrated oil companies. Royalty Relief for American Consumers Act of 2007 - Prescribes price thresholds for royalty suspension provisions. Sets prerequisites for new leases for oil or natural gas production in the Gulf of Mexico. Amends the Energy Policy Act of 2005 to repeal certain federal subsidies for royalty relief for oil and gas, including ones related to Planning Areas Offshore Alaska. Creates a Strategic Energy Efficiency and Renewables Reserve.

Severs the United States relations with the Cherokee Nation of Oklahoma until the Cherokee Nation is meeting all of its treaty obligations and other federal statutory obligations, including all obligations with the Treaty of 1866 and has restored the rights of Cherokee Freedmen disenfranchised from the Cherokee Nation in the March 3, 2007, Cherokee Nation vote to remove them from the Cherokee Nation. Requires a report from the Government Accountability Office (GAO) on the Cherokee Nation's expenditure of federal funds, as well as other specified reports from federal agencies, the Secretary of the Interior, and the National Indian Gaming Commission. Suspends the Cherokee Nation's authority to conduct gaming operations until it is in compliance with all treaty and other obligations with the United States. Grants any Cherokee Freedman a private right to bring actions for injunctive relief, declaratory relief, or monetary damages against the Cherokee Nation, officials of the Cherokee Nation, or federal officials. Directs the Attorney General to issue a finding on whether the federal civil rights of the Cherokee Freedmen have been violated by the Cherokee Nation and/or the Department of the Interior.

Local Community Radio Act of 2007 - Repeals provisions in the Departments of Commerce, Justice, and State, the Judiciary, and Related Agencies Appropriations Act, 2001, that required the Federal Communications Commission (FCC) to: (1) modify rules authorizing the operation of low-power FM radio stations to prescribe minimum distance separations for third-adjacent channels; (2) prohibit applicants who have engaged in the unlicensed operation of any station from obtaining a low-power FM license; and (3) conduct a program to test whether low-power FM radio stations will result in harmful interference to existing FM radio stations if minimum distance separations for third-adjacent channels are not required. Requires the FCC to modify its rules to eliminate third-adjacent minimum distance separation requirements between specified stations. Requires the FCC to retain rules that provide third-adjacent channel protection for full-power noncommercial FM stations that broadcast radio reading services via a subcarrier frequency from potential low-power FM station interference. Requires the FCC when licensing FM translator stations to ensure: (1) that licenses are available to both FM translator stations and low-power FM stations; and (2) that such decisions are made based on the needs of the local community.

Prevent Prematurity and Improve Child Health Act of 2007 - Amends titles XIX (Medicaid) and XXI (State Children's Health Insurance Program) (SCHIP) of the Social Security Act (SSA) to give states new options to cover: (1) low-income pregnant women; and (2) low-income legal immigrant pregnant women and children under Medicaid and SCHIP. Extends coverage under Medicaid of prescription drugs and counseling services to tobacco cessation medications to help pregnant women enrolled in the program quit using tobacco. Requires coverage of tobacco cessation counseling services for pregnant women, and exempts such services from cost-sharing charges. Gives states the option under Medicaid to: (1) provide family planning services and supplies to individuals with incomes that do not exceed a state's income eligibility level for medical assistance; and (2) extend the postpartum period for provision of family planning services and supplies. Gives states the option to provide supplemental SCHIP coverage to children who have other health coverage. Directs the Secretary of Health and Human Services to: (1) establish a demonstration program to provide payments to states for telemedicine services for the treatment of applicable individuals; (2) develop and disseminate a national set of core pediatric and perinatal quality measures; and (3) collect data regarding the extent to which states use pediatric and perinatal inpatient and outpatient quality measures on an ongoing basis.

Airline Flight Crew Technical Corrections Act - Amends the Family and Medical Leave Act of 1993 with respect to hours-of-service requirements airline flight crews must meet to qualify for leave under such Act. Declares that a flight attendant or flight crewmember will be considered to meet such requirements if he or she has been paid for or has worked 60% of the employer's monthly hour or trip guarantee, or the equivalent annualized over the preceding 12-month period.

Food and Agriculture Risk Management for the 21st Century Act of 2007 or FARM 21 Act of 2007 - Prohibits, after 2007, any direct, counter-cyclical or transition payment to an individual or entity whose adjusted gross income exceeds $200,000. Directs the Secretary of Agriculture to offer to enter into a risk management account with a qualifying farm or ranch operator. Extends direct payments and reduces payment amounts. Requires specified payment percentages, and 100% for FY2012, to be deposited into a risk management account. Links such payments to environmental stewardship. Extends counter-cyclical payments. Repeals: (1) the milk price support program; (2) specified commodity support programs; and (3) the sugar tariff quota. Directs the Secretary to establish a recourse loan program for all commodities, including sugar, for which marketing loans were available. Reduces the crop insurance administrative and operating reimbursement rate. Extends: (1) the environmental quality incentives program; (2) the conservation innovation grants program; (3) the wetlands reserve program; (4) the grasslands reserve program; (5) the wildlife habitat incentives program; (6) the farm and ranchland protection program; and (7) the healthy forests reserve program. Extends: (1) the fruit and vegetables in school program; (2) the farm to school program; and (3) the farmers market promotion program. Directs the Secretary to assist eligible trade organizations increase the consumption of fruits and vegetables in the United States to meet federal health guidelines. Extends the McGovern-Dole international food for education and child nutrition program. Extends: (1) the biorefinery grant and loan program; (2) the renewable energy systems and energy efficiency improvements program; and (3) the biomass research and development program. Sets forth specified rural development project eligibility criteria. Extends: (1) the value-added producer grant program; (2) the rural broadband access program; (3) the rural business opportunity grant program; and (4) the farmworker training grant program. Directs the Secretary to establish a rural entrepreneurship and microenterprise program to provide low- and moderate-income individuals with skills and technical and financial assistance to establish new small businesses in rural areas. Authorizes the Secretary to provide grants and carry out a rural microloan program. Directs the Secretary to use specified Commodity Credit Corporation funds for: (1) water or waste disposal grants or loans; (2) emergency community water assistance grants; (3) community facilities grants and loans that support projects that assist rural first responders; (4) broadband access loans; and (5) distance learning and telemedicine grants. Amends the Food Stamp Act of 1977 with respect to: (1) combat pay and retirement account exclusions; (2) standard deduction increases; (3) child care deduction limits; (4) state cost-sharing during natural disasters; (5) minimum benefits; (6) program reauthorization; (7) program administration; (8) cash payment pilot projects; (9) block grants for Puerto Rico and American Samoa; (10) the commodity distribution program; (11) outreach grants; (12) the emergency food assistance program; and (13) community food projects. Directs the Secretary to offer to enter into a contract or grant agreement with a primary nongovernmental organization to establish the National Food for the Hungry Transportation Fund to track, collect, and deliver time-sensitive food products.

Motor Vehicle Owners Right to Repair Act of 2007 - Requires the manufacturer of a motor vehicle sold, leased, or otherwise introduced into U.S. commerce to: (1) provide to the vehicle owner and service providers all information necessary to diagnose, service, maintain, or repair the vehicle; (2) offer for sale to consumers and service providers any related tool or equipment; and (3) provide the information necessary to enable aftermarket tool companies to manufacture tools with the same functional characteristics. Exempts trade secrets, so long as the information is not disclosed to authorized dealers or service providers. Authorizes enforcement of this Act by the Federal Trade Commission (FTC) and civil actions by state attorneys general, consumers, and service providers.

Amends the Elementary and Secondary Education Act of 1965 to establish a grants program to reduce class size through the use of fully-qualified teachers. Allots funds to states and local educational agencies to recruit, hire, and train additional teachers, in order to: (1) reduce class sizes nationally, in grades one through three, to an average of 18 students per classroom; and (2) improve teaching in those grades so that all students can learn to read independently and well by the end of the third grade.

Blair Holt's Firearm Licensing and Record of Sale Act of 2007 - Amends the Brady Handgun Violence Prevention Act to prohibit a person from possessing a firearm unless that person has been issued a firearm license under this Act or a state system certified under this Act and such license has not been invalidated or revoked. Prescribes license application, issuance, and renewal requirements. Prohibits transferring or receiving a qualifying firearm unless the recipient presents a valid firearms license, the license is verified, and the dealer records a tracking authorization number. Prescribes firearms transfer reporting and record keeping requirements. Directs the Attorney General to establish and maintain a federal record of sale system. Prohibits: (1) transferring a firearm to any person other than a licensee, unless the transfer is processed through a licensed dealer in accordance with national instant criminal background check system requirements, with exceptions; (2) a licensed manufacturer or dealer from failing to comply with reporting and record keeping requirements of this Act; (3) failing to report the loss or theft of the firearm to the Attorney General within 72 hours; (4) failing to report to the Attorney General an address change within 60 days; or (5) keeping a loaded firearm, or an unloaded firearm and ammunition for the firearm, knowingly or recklessly disregarding the risk that a child is capable of gaining access, if a child uses the firearm and causes death or serious bodily injury. Prescribes criminal penalties for violations of firearms provisions covered by this Act. Directs the Attorney General to: (1) establish and maintain a firearm injury information clearinghouse; (2) conduct continuing studies and investigations of firearm-related deaths and injuries; and (3) collect and maintain current production and sales figures of each licensed manufacturer. Authorizes the Attorney General to certify state firearm licensing or record of sale systems.

Jubilee Act for Responsible Lending and Expanded Debt Cancellation of 2007 - Amends the International Financial Institutions Act to direct the Secretary of the Treasury, within the Paris Club of Official Creditors, the International Monetary Fund (IMF), the International Bank for Reconstruction and Development (World Bank), and other international financial institutions, to: (1) provide for debt cancellation of eligible low-income countries (as defined by this Act) to such institutions and to the United States; (2) provide for establishment of frameworks for creditor transparency and responsible lending; and (3) provide that such debt cancellation is not conditioned on harmful economic or environmental conditions. Directs the Government Accountability Office (GAO) to audit the debt portfolios of previous governments in certain countries, including South Africa and the Democratic Republic of Congo.

Borderlands Conservation and Security Act of 2007 - Requires: (1) not later than May 30, 2008, development of a border protection strategy that supports U.S. border security needs in the manner that best protects units of the National Park System, National Forest System land, Bureau of Land Management (BLM) land, U.S. Fish and Wildlife Service (USFWS) land, and other relevant land under the jurisdiction of the Department of the Interior or the Department of Agriculture; and (2) development of a border protection strategy for tribal lands along the U.S.-Mexico border. Requires provision of: (1) federal land resource training for Customs and Border Protection agents assigned to patrol protected land; and (2) cultural resource training for such agents assigned to patrol tribal lands. Requires: (1) the Secretaries of Agriculture and Interior to submit to the Secretary of Homeland Security an inventory of costs incurred related to illegal border activity and border enforcement activities, including the cost of identified items; and (2) the development of recommendations for a cost recovery mechanism related to such items. Establishes a program for: (1) providing financial assistance for projects to improve management of ecologically sensitive or listed species, improving wildlife habitat to aid in their management, and mitigating the impacts of border enforcement, human and drug smuggling, and unauthorized immigration on them; and (2) awarding grants to eligible organizations to promote conservation of such species. Establishes the Borderland Conservation Fund to carry out projects under this Act.

National Forest Roadless Area Conservation Act - Identifies roadless areas within the National Forest System set forth in specified maps as National Forest Inventoried Roadless Areas, and directs the Secretary of Agriculture to manage such Areas to maintain their roadless character. Authorizes the Forest Service to modify such maps for the sole purpose of improving their accuracy or inclusiveness. Requires any substantial modification of those maps to be made through the national forest management planning process and documented in an environmental impact statement.

State Child Well-Being Research Act of 2007 - Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act to require the Secretary of Health and Human Services to develop comprehensive indicators to assess child well-being in each state. Directs the Secretary to establish an advisory panel to make recommendations regarding the appropriate measures and statistical tools necessary for making such assessment.

Unintended Pregnancy Reduction Act of 2007 - Amends title XIX (Medicaid) of the Social Security Act to: (1 ) include women who are not pregnant but who meet certain income eligibility standards in a mandatory categorically needy group for family planning services purposes; (2) allow a state Medicaid plan to provide for making medical assistance available to such individuals during a presumptive eligibility period; and (3) prohibit a state from providing for medical assistance through enrollment of an individual with benchmark coverage or benchmark-equivalent coverage unless it includes certain family planning services and supplies.

America's Better Classrooms Act of 2007 - Amends the Internal Revenue Code to allow a tax credit for investment in qualified public school modernization bonds, defined to include: (1) bonds for the construction, rehabilitation, or repair of a public school facility or for the acquisition of land for such facility (qualified school construction bonds); and (2) bonds to finance certain academic programs below the postsecondary level in empowerment zones or enterprise communities (qualified zone academy bonds). Establishes a national limitation on the issuance of such bonds and provides for the allocation of bond amounts among the states according to a specified formula. Terminates the authority for issuance of such bonds after 2009. Amends the General Education Provisions Act to apply certain labor standards to public school construction projects financed by this Act. Amends the Workforce Investment Act of 1998 to require states to establish employment and training programs relating to the construction or reconstruction of public school facilities.

Reducing Coverage Gaps for Kids Act of 2007 - Amends titles XIX (Medicaid) and XXI (State Children's Health Insurance Program) (SCHIP) of the Social Security Act to prohibit states from requiring eligibility determinations for children for Medicaid and SCHIP benefits more frequently than annually.

Universal Higher Education and Lifetime Learning Act of 2007 - Amends the Internal Revenue Code of 1986 to replace the Hope Scholarship and Lifetime Learning Tax Credits with a partially refundable Higher Education Tax Credit covering: (1) up to 50% of a taxpayer's higher education expenses for a taxable year that do not exceed $3,000; and (2) up to 30% of such expenses between $3,000 and $8,000. Sets a lifetime credit limitation of $12,000 per student. Applies the credit to no more than two years of graduate education. Repeals the tax deduction for qualified tuition and related expenses.

Recognizes the historical significance to the nation, and supports the continued celebration, of Juneteenth Independence Day (June 19, 1865, the day Union soldiers arrived in Galveston, Texas, with news that the Civil War had ended and that the enslaved African Americans were free). Declares the sense of Congress that: (1) history should be regarded as a means for understanding the past and more effectively facing the challenges of the future; and (2) the celebration of the end of slavery is an important and enriching part of the history and heritage of the United States.

Clean Water Restoration Act of 2007 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to replace the term "navigable waters," throughout the Act, with the term "waters of the United States," defined to mean all waters subject to the ebb and flow of the tide, the territorial seas, and all interstate and intrastate waters and their tributaries, including lakes, rivers, streams (including intermittent streams), mudflats, sandflats, wetlands, sloughs, prairie potholes, wet meadows, playa lakes, natural ponds, and all impoundments of the foregoing, to the fullest extent that these waters, or activities affecting them, are subject to the legislative power of Congress under the Constitution. Declares that nothing in such Act shall be construed as affecting the authority of the Secretary of the Army or the Administrator of the Environmental Protection Agency (EPA) under the provisions of the Federal Water Pollution Control Act related to discharges: (1) composed entirely of agricultural return flows; (2) of stormwater runoff from oil, gas, and mining operations; or (3) of dredged or fill materials resulting from normal farming, silviculture, and ranching activities or from activities with respect to which a state has an approved program, or for the purposes of maintenance of currently serviceable structures or drainage ditches, construction or maintenance of farm or stock ponds, irrigation ditches, or farm, forest, or temporary roads for moving mining equipment, or construction of temporary sedimentation basins on construction sites.

Equal Protection for All Workers Act - Amends the Occupational Safety and Health Act to specifically include any individual employed under contract among employees whose deaths resulting from employers' willful violations of standards under the Act subject such employers to criminal penalties.

Expresses the sense of the House of Representatives that: (1) the United Nations High Commissioner for Refugees, the Colombian Catholic Church, and the Coalition for Human Rights and Internal Displacement should be commended for their initiative to declare the Year of the Rights of the Internally Displaced People in Colombia; (2) the government of Colombia and the international donor community should be encouraged to prioritize discussion of humanitarian assistance and internal displacement with the international donor community, especially within the context of the London-Cartagena Process; and (3) the government of the United States should increase the resources it makes available to provide emergency humanitarian assistance and protection through international and civilian government agencies and assist Colombia's internally displaced people in rebuilding their lives.

Proud to Be an American Citizen Act - Directs the Secretary of Homeland Security to make funds available annually to the Director of U.S. Citizenship and Immigration Services or to approved public or private nonprofit entities to support public ceremonies for administering oaths of allegiance to naturalizing legal immigrants. States that such ceremonies shall: (1) be held on a date that is on or near Independence Day; and (2) include appropriate outreach, ceremonial, and celebratory activities. Specifies: (1) ceremony fund limits ($5,000); and (2) permitted fund uses.

Calls upon the government of the People's Republic of China (PRC) to condemn the atrocities taking place in Darfur, Sudan, and end military and economic assistance to the government of Sudan until Sudan stops civilian attacks and engages in peace negotiations. Recognizes the close relationship between the PRC and Sudan and urges the PRC to use its political, international, and economic influence to stop the violence in Darfur, Sudan. Recognizes that the spirit of the Olympics, which is to bring together nations and people from all over the world in peace, is incompatible with actions supporting acts of genocide.

Student Bill of Rights - Directs the Secretary of Education to make annual determinations as to whether each state's public school system provides all its students with educational resources to succeed academically and in life. Requires such education to enable students to: (1) acquire knowledge and skills necessary for responsible citizenship; (2) meet challenging academic achievement standards; and (3) compete and succeed in a global economy. Requires each system to do so through: (1) providing specified fundamentals of educational opportunity to students at each public elementary and secondary school; (2) providing educational services in school districts that receive funds for disadvantaged students that are, taken as a whole, at least comparable to educational services provided in school districts not receiving such funds; and (3) complying with any final federal or state court order in any matter concerning the adequacy or equitableness of the system. Requires withholding of specified portions of its federal funding for administrative expenses if a system: (1) fails to meet a yearly interim goal; (2) does not remedy, after two school years, a failure to provide comparable educational services to schools that receive funds for disadvantaged children; or (3) does not comply with a court order. Allows students or parents aggrieved by violations of this Act to bring civil actions for enforcement in federal district courts. Directs the Commissioner of Education Statistics to study the effects of educational disparities on economic growth and on national defense.

Deamonte's Law - Amends the Public Health Service Act to require the Secretary of Health and Human Services to award grants to federally qualified health centers to expand and improve the provision of pediatric dental services to medically underserved populations by: (1) recruiting dentists, pediatric dentists, or dentists with pediatric training to provide pediatric dental services; (2) purchasing or renting dental equipment; (3) constructing and expanding space; and (4) allowing contractual relationships between such health centers and private dental providers to increase access to dental care for adults. Requires the Secretary to make grants to schools of dentistry and hospitals with accredited training programs to increase the number of individuals who pursue academic programs in pediatric dentistry by: (1) establishing, maintaining, or improving pre- and post-doctoral academic programs in pediatric dentistry; (2) recruiting and training dental students to pursue training in pediatric dentistry; (3) strengthening training in pediatric dentistry within advanced education in general dentistry and general practice residencies in dentistry programs; or (4) recruiting and training practicing dentists through continuing education programs in pediatric dentistry.

MediKids Health Insurance Act of 2007 - Amends the Social Security Act to add a new title XXII (Medikids Program), which creates a program to guarantee comprehensive health care coverage, including prescription drugs for all children meeting specified age requirements. Creates the MediKids Trust Fund. Expands the membership of the Medicare Payment Advisory Commission to 19. Amends the Internal Revenue Code to: (1) impose a MediKids premium for the taxable year, with an exemption for very low-income taxpayers; and (2) create a refundable tax credit providing a catastrophic limit on MediKids cost-sharing expenses. Directs the Secretary of the Treasury to propose a gradual schedule of progressive tax changes to fund the Medikids program, as the number of enrollees grows in the out-years.

Windfall Energy Alternatives for the Nation (WEAN) Off of Oil Act of 2007 or the WEAN Off of Oil Act of 2007 - Amends the Internal Revenue Code to impose upon major integrated oil companies an excise tax of 50 percent of their net windfall profits from the production of taxable crude oil in a taxable year. Defines "windfall profit" as the excess of the removal price (sales price) of a barrel of taxable crude oil over the adjusted base price of such barrel (i.e., $50 per barrel, adjusted for inflation). Terminates such tax three years after the enactment of this Act. Allows a tax deduction for the payment of any windfall profit tax. Establishes a separate account to be funded by windfall profit tax receipts (to be known as the Strategic Energy Efficiency and Renewables Reserve) for the purpose of financing legislation to: (1) accelerate the use of clean domestic renewable energy resources and alternative fuels; (2) promote the utilization of energy-efficient products, practices, and conservation; and (3) increase research, development, and deployment of clean renewable energy and efficiency technologies.

Abusive Tax Shelter Shutdown and Taxpayer Accountability Act of 2007 - Amends the Internal Revenue Code to revise or add provisions relating to tax shelter activity, including provisions to: (1) define "economic substance" for purposes of evaluating tax shelter transactions; (2) increase penalties for large entities and high net-worth individuals for failure to disclose certain tax shelter transactions; (3) impose penalties for understatements of tax due to transactions lacking economic substance; (4) deny material tax advisors a claim of privilege as to the identity of a client; (5) revise standards for the penalty for understatement of tax liability by income tax return preparers and increase the penalties for such understatements; (6) revise and increase the penalties for frivolous tax submissions; (7) deny a tax deduction for interest on underpayments of tax due to nondisclosed reportable transactions and transactions lacking economic substance; (8) expand the authority of the Secretary of the Treasury to disallow certain tax benefits arising from the acquisition of corporate stock; (9) modify certain passive loss rules for controlled foreign corporations; and (10) provide a rule for the reduction in basis of corporate stock for which certain extraordinary dividends are received.

Striving Readers Act of 2007 - Directs the Secretary of Education to provide peer-reviewed grants for literacy initiatives benefiting students in grades 4 through 12 to: (1) local educational agencies (LEAs) eligible for school improvement funds under the Elementary and Secondary Education Act of 1965, if appropriations under this Act are less than $200 million; or (2) state educational agencies (SEAs), and through them, to LEAs, if appropriations equal or exceed such amount. Allots funds to SEAs on the basis of their relative proportion of needy children aged 5 to 17 and eighth graders underachieving in reading. Requires SEAs, in addition to providing subgrants, to use grant funds to: (1) provide professional development assistance to LEAs; (2) enhance public higher education for students preparing to teach any of grades 4 through 12; (3) recommend improvements to state licensure and certification standards for reading instruction in such grades; and (4) report to the Secretary of Education on SEA and LEA progress in improving adolescent literacy. Requires LEAs to use grant or subgrant funds on literacy initiatives that include: (1) student need and progress assessments and reports; (2) development of adolescent literacy plans for underperforming students that provide intensive, accelerated, and extended instruction for such students and professional development for teachers; and (3) initiative training for school leaders. Prohibits the use of subgrant funds on schools that do not meet specified need criteria. Authorizes the withholding of grant or subgrants funds from SEAs and LEAs making insufficient progress in improving adolescent literacy. Requires a national evaluation and the dissemination of information regarding the effectiveness of the grant and subgrant programs.

United States Commitment to Global Child Survival Act of 2007 - Amends the Foreign Assistance Act of 1961 to authorize the President to furnish assistance to improve the health of newborns, children, and mothers in developing countries. Directs the President to develop a comprehensive U.S. government strategy to reduce mortality and improve the health of newborns, children, and mothers in developing countries. Establishes the Interagency Task Force on Child Survival and Maternal Health in Developing Countries.

Teacher Tax Credit Act of 2007 - Amends the Internal Revenue Code to allow an eligible educator an annual $2,000 tax credit. Defines: (1) "eligible educator" as an individual who is a kindergarten through grade 12 teacher, instructor, counselor, principal, or aide in an eligible elementary or secondary school for at least 900 hours during a school year; and (2) "eligible elementary or secondary school" as a school that is eligible for schoolwide assistance under the Elementary and Secondary Education Act of 1965.

Responsibility to Iraqi Refugees Act of 2007 - Authorizes the Secretary of Homeland Security to provide special immigrant status to an Iraqi national (and spouse or child of such alien) who: (1) worked directly with the U.S. government, the United Nations, certified government or U.N. contractor or subcontractor, or U.S.-based nongovernmental organization for at least one year; and (2) has a not manifestly unfounded fear of persecution, violence, or harm to the alien or the alien's family because of such work. Sets forth annual entry limits through FY2011 for such aliens. Directs the Secretary of State to: (1) provide such aliens who are in imminent danger with protection, including temporary housing on U.S. military bases or at provincial reconstruction team offices or immediate removal from Iraq; and (2) establish at least five alien processing facilities in Iraq. Establishes in the Department of State a Special Coordinator for Iraqi Refugees and Internally Displaced Persons, to be based at the U.S. embassy in Baghdad, Iraq. States that the Special Coordinator shall be responsible for the development and implementation of policies and programs for Iraqi refugees and internally displaced persons, and shall establish a related inter-agency task force. Directs the Secretary of State to seek to negotiate a bilateral refugee resettlement agreement with each country containing a significant population of displaced Iraqis, including Jordan, Syria, Turkey, and Lebanon. Increases FY2007-FY2008 refugee admissions for persons who are not not firmly settled in a foreign country and who are of humanitarian concern to the United States in order to admit Iraqi refugees. Sets forth priority groups. Revises the authority of the Secretary of State or the Secretary of Homeland Security to determine that security and related grounds for inadmissibility shall not apply to an individual or a group. Waives the FY2008-FY2009 funding cap for the United States Emergency Refugee and Migration Assistance Fund. Authorizes appropriations to specified entities and agencies for Iraqi refugee-related assistance.

Disabled Veterans Tax Fairness Act of 2007 - Amends the Internal Revenue Code to allow members of the uniformed services whose retired pay in any taxable year is reduced due to an award of disability compensation by the Department of Veterans Affairs an extension of the three-year limitation period for filing tax refund claims until one year after the date of a disability determination. Limits the period for which such refund claims may be filed to taxable years beginning less than 15 years before the date of a disability determination.

Clarification of Federal Employment Protections Act - Repudiates, in order to dispel any public confusion, any assertion that federal employees are not protected from discrimination on the basis of sexual orientation. Prohibits any federal employee who has authority to take, direct others to take, recommend, or approve any personnel action, from discriminating for or against any federal employee or applicant for federal employment on the basis of sexual orientation. Affirms that, in the absence of such prohibition, discrimination against federal employees and applicants for federal employment on the basis of sexual orientation is already prohibited under current law.

Diabetes Prevention Access and Care Act of 2007 - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH) to: (1) conduct, coordinate, and support research and other activities with respect to pre-diabetes and diabetes in minority populations; and (2) conduct and support programs to treat diabetes in minority populations. Requires the Director of NIH, through the National Center on Minority Health and Health Disparities, to provide for: (1) health care professionals' mentoring; and (2) minority health professionals' participation in diabetes-focused research programs. Directs the Diabetes Mellitus Interagency Coordinating Committee to develop and implement a federal plan to address diabetes mellitus within communities of color. Requires the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) conduct and support research and other activities with respect to diabetes in minority populations; (2) direct the Division of Diabetes Translation to conduct and support programs to educate the public on diabetes in minority populations; and (3) carry out diabetes health promotion and prevention programs for minority populations. Directs the Secretary to carry out: (1) education and awareness programs designed to increase participation of minority populations in clinical trials; and (2) mentorship programs for minority researchers who are conducting research on diabetes in minority populations. Provides for studies on the shortage of adult and pediatric endocrinologists specializing in diabetes and on outcomes of minority children with diabetes compared to non-minority children.

Kinship Caregiver Support Act - Authorizes the Assistant Secretary for Children and Families of the Department of Health and Human Services to make grants to eligible entities to pay for the federal share of the cost of carrying out kinship navigator programs. Amends part E (Federal Payments for Foster Care and Adoption Assistance) of title IV of the Social Security Act to authorize all states to opt to enter agreements to provide kinship guardianship assistance payments on behalf of children to grandparents and other relatives who have assumed legal guardianship of children for whom they have cared as foster parents and have committed to care for on a permanent basis. Provides that adoptive parents of children with special needs remain eligible for adoption assistance, even if they receive kinship guardianship assistance. Authorizes the use of foster care independence program funds to provide independent living services and education and training vouchers for children who exit foster care to kinship guardianship or adoption after age 14. Directs the Secretary to enter into agreements with eligible entities to conduct demonstration kinship guardianship assistance projects. Requires states to: (1) notify all adult grandparents and other adult relatives (with exceptions due to family or domestic violence) when a child is removed from custody of a parent or parents; and (2) explain the options the relative has to participate in the child's care and placement. Allows state agencies to establish separate standards for foster family homes in which a foster parent is a relative of the foster child. Expands the definition of family support services to include assisting kinship caregivers or guardians in locating and accessing needed services. Requires that states inform case workers and families considering guardianship of all permanency options and service eligibility.

Sgt. Jonathan Schulze Military Health Services Improvement Act of 2007 - Directs the Secretary of Defense to prescribe a requirement that members of the Armed Forces: (1) deploying to a combat theater receive a pre-deployment mental health evaluation conducted by a qualified mental health professional; and (2) returning from service of more than 30 days in a combat theater, or injured in a combat theater, receive a post-deployment combat stress evaluation conducted by a qualified mental health professional. Directs the Secretary to implement a program designed to: (1) raise awareness about mental health issues that members may encounter during and after deployment; and (2) reduce the stigma associated with mental health care. Directs the Secretary to develop a program to improve awareness of the availability of mental health services for, and warning signs about mental health problems in, dependents of members who served or will serve in a combat theater during the previous or next 60 days. Requires such program to include a toll-free number and informational website. Directs the Secretary: (1) and the Secretary of Veterans Affairs to enter into a memorandum of understanding to improve the transition of mental health-related cases from the Department of Defense (DOD) to the Department of Veterans Affairs (VA); (2) of Veterans Affairs to implement a pilot program to treat female victims of combat stress; (3) to create an information clearinghouse to improve the availability of information about mental health professionals who treat combat stress; and (4) to provide for the availability (for afour-year period) of mental health services under the TRICARE program (a DOD managed health care program) for reserve personnel who performed certain active duty (and their family members).
