Comprehensive Congressional Reform Act of 1992 - Prohibits: (1) the official mail allowance of the House of Representatives for FY 1993 from exceeding 50 percent of such amount for FY 1992, plus any amount necessary as a result of increased postage rates; and (2) the operational expenses of the House of FY 1993 from exceeding 90 percent of that for FY 1992. Delays the effective date of any pay increase for a Member of the House until the beginning of the Congress after the one in which the law authorizing the increase is enacted. Requires the committees of the House having jurisdiction over specified labor, health, and safety laws to report measures to the House that subject it to the coverage of such laws. Provides that, to the extent that the House is already subject to such laws, the committees shall review their scope, enforcement procedures, and remedies, to ensure that these are as similar as constitutionally permissible to those applied to the private and noncongressional public sector. Amends rule X of the Rules of the House of Representatives to limit the length of time a Member may serve on a standing committee to six years. Amends rule XI to prohibit the Committee on Rules from reporting any rule or order which would waive specified requirements with respect to a conference report or a Senate amendment in disagreement unless determined by a minimum two-thirds vote of the Members voting. Expresses the sense of the Congress that any money returned to the Treasury as a result of this Act should be deposited in the general fund to be applied against expenses associated with servicing the national debt.

Expresses the sense of the House of Representatives that if the Croatian Government adheres in good faith to the terms of ceasefires negotiated by the European Community (EC) and if those parties conducting military operations against the Republic of Croatia refuse to comply, U.S. policy should be to: (1) consult promptly with the EC, other countries, and the United Nations (UN) on recognition requested by those republics (such as Slovenia and Croatia) that have declared their sovereignty and independence and have agreed to cooperate with EC efforts; (2) take steps to bring the United States into conformity with sanctions and other measures agreed to by the EC, and take positive compensatory measures towards parties cooperating with EC proposals; (3) offer other emergency humanitarian assistance to those republics in light of conflict taking place on their territories; (4) place the Republic of Serbia on notice that continued military action will cause the United States to support EC efforts to call for mandatory UN Security Council measures as a response to an act of aggression; (5) require a clear and binding commitment by authorities to protect the rights of minorities living within the borders mutually recognized by the republics and provinces of Yugoslavia in 1974 and seek their formal commitment to accept international inspection and, if necessary, arbitration to protect those rights; and (6) lend strong support to all EC and other international activities aimed at restoring peace.

Pension Protection in Bankruptcy Act of 1991 - Title I: Employer Liability, Lien, and Portability - Subtitle A: Amendments to Title IV of the Employee Retirement Income Security Act of 1974 - Amends title IV (Plan Termination Insurance) of the Employee Retirement Income Security Act of 1974 (ERISA) to revise limitations on employer liability liens and priority amounts. Provides that, in the case of plan terminations initiated on or after January 1, 1992, the lien of the Pension Benefit Guaranty Corporation (PBGC) for employer liability shall be determined according to a specified formula. Makes similar revisions relating to the amount of liability to the PBGC which is entitled to priority treatment in insolvency and bankruptcy cases. Amends the Pension Protection Act with respect to bankruptcy and insolvency claims. Provides that specified amendments under this Act shall be effective as if included under the Single-Employer Pension Plan Amendments of 1986 and the Pension Protection Act. Amends ERISA to provide for liability upon liquidation of a contributing sponsor of a single-employer plan. Makes such sponsor liable as though the plan had terminated in a distress termination, even if the sponsor's controlled group remains a contributing sponsor of the plan or is liable for payment of specified contributions or installments. Directs the PBGC to transfer such liability payments to the ongoing plans. Subtitle B: Amendments to Title 11, United States Code - Amends the Federal bankruptcy code to permit the PBGC to be a member of an unsecured creditors' committee. Revises priority payment provisions with respect to unpaid contributions to pension plans under ERISA. (Classifies these priorities as expenses arising before, or administrative expenses arising after, the commencement of the case, depending on whether such unpaid contributions are attributable, or such plan termination occurs, before or after the filing of the petition for bankruptcy.) Amends one specified Bankruptcy Rules to require the bankruptcy court to give the PBGC notice of a bankruptcy petition filed (and all other notices required to be served on creditors and interested parties), in any case in which the debtor or an affiliate maintains a pension plan to which title IV of ERISA applies. Title II: Miscellaneous ERISA Title IV Amendments - Amends ERISA title IV to revise provisions relating to: (1) enforcement of minimum funding requirements; (2) definition of contributing sponsor; (3) recovery ratio payable under PBGC guaranty; (4) distress termination criteria for banking institutions; and (5) variable rate premium exemption. Eliminates a specified seventh revolving fund and transfers its assets and liabilities to the first revolving fund (i.e. the single-employer basic benefits guaranty fund).

Second National Blue Ribbon Commission to Eliminate Waste in Government Act - Establishes the Second National Blue Ribbon Commission to Eliminate Waste in Government to: (1) conduct a private sector survey on management and cost control in the Federal Government; (2) review executive agency operations and existing General Accounting Office, Congressional Budget Office, Inspector General Reports, and other existing governmental and nongovernmental recommendations for reducing waste; and (3) submit to the President and the Congress a list of those recommendations with estimated savings that the Commission determines are most significant and recommendations for improving the budget process, management, and reducing waste and costs in the Government. Requires the Commission to identify, address, and to report to the President and the Congress on: (1) opportunities for increased efficiency and reduced costs in the Government that can be realized by executive action or legislation; (2) areas in the Government where managerial accountability can be enhanced and administrative control can be improved; (3) specific Federal programs that have accomplished their objectives and ought to be terminated; (4) specific Federal program services that could be provided at a lower cost by the private sector; (5) specific reforms of the budget process that would yield savings, increase accountability and efficiency, and enhance public confidence in the budget process; (6) specific areas in the Government where further study can be justified by potential savings; and (7) specific recommendations for legislative and administrative actions. Requires the Commission to be funded, staffed, and equipped, to the extent practicable and permitted by law, by the private sector without cost to the Government.

Clean Water Act Research Amendments of 1991 - Amends the Federal Water Pollution Control Act to revise the authorized activities of the Administrator of the Environmental Protection Agency with respect to water pollution control and investigations. Establishes a National Water Quality Research Committee to advise the Administrator on research activities. Requires the Committee to report annually to the Congress on: (1) research conducted in the preceding year; (2) highest priority research needs for the following five-year period; (3) planned research activities; and (4) opportunities to coordinate Federal and State research. Establishes a Water Quality Monitoring Council to ensure the coordination of Federal and State surface and groundwater quality monitoring programs. Directs the Administrator to conduct a program of research and development of methods for the control of nonpoint sources of pollution. Requires the Administrator to: (1) conduct a national survey of data regarding bottom sediment contamination; and (2) conduct a program of research and development of methods for improved remediation and control of pollution problems resulting from contaminated sediments. Directs the Administrator to conduct a program of research and investigation concerning groundwater quality. Requires the Administrator to: (1) conduct a program of research and development to improve understanding of the status and trends of ecosystems and to develop improved predictive models upon which to base standardized protocols; and (2) issue protocols based on such program for use by States in conducting water quality assessments. Requires protocols to include requirements for monitoring rivers, streams, estuaries, coastal waters, and lakes. Directs the Administrator to conduct a research technology development and demonstration program to identify and demonstrate cost-effective preventive measures for sources of pollution in complex watersheds having a mix of land use types. Requires the Adminstrator to conduct a basic research, development, and demonstration program for wetlands. Revises provisions concerning grants for research and development to require the Administrator to establish a program to demonstrate practices for the prevention and control of industrial and municipal sources of water pollution. Authorizes the Administrator to make grants or enter into contracts with persons to demonstrate such practices. Sets forth conditions for the receipt of such assistance. Requires the Administrator to publish annual solicitations for proposals to demonstrate practices which may be effective in controlling sources of water pollution. Sets forth application and approval procedures. Limits the amount of Federal funding for projects. Authorizes appropriations. Authorizes appropriations to carry out this Act.

Directs congressional committees reporting legislation authorizing the enactment of or providing new budget authority for foreign assistance programs to include in reports accompanying such legislation an explanation for any change proposed in: (1) the total amount of new budget authority authorized or provided for any program as compared to the amount proposed by the President; or (2) the amount of assistance for any specific recipient or for any centrally-funded program as compared to the amount proposed by the President.
