An amendment in the nature of a substitute to estalish a voluntary limitation on campaign spending of $600,000,000 in each election cycle (with exceptions made for special elections, a contested primary, and run-off elections.) Candidates who adhere to the voluntary limits would receive discount rates for broadcasting time and postal rates. The amendment would place a limit on PAC contributions to $8,000 from any individual PAC in each election cycle, and limit PACs to $5000 per election. Candidates would be limited to an aggregate of $200,000 from all PACs per election cycle, except in special circumstances. Individual donors would be limited to $200,000 to any single candidate in an election cycle, and candidates would be limited to spending no more than $50,000 of their own money. "Bundling" and "soft money" contributions would be eliminated, except for non-affiliated, independent PACs that do not engage in lobbying activities.

An amendment to require the Federal Energy Regulatory Commission to exercise its authority within two years regarding California - Oregon Transmissions Project. The amendment also requires that of the energy generated by this project sufficient capacity is to be reserved to serve the needs of the Department of Energy Laboratories and wildlife refuges in California. Also the Secretary of Energy and the Federal Energy Regulatory Commission is to keep the appropriate congressional committees informed of the status of this project and any changes in the Memorandum of Understanding, implementing contracts, and other related matters.

An amendment to establish an official mail allwance for each Member of the House; to limit the amount a Member could spend on official mail to the amount in that account; and to require disclosure of the amount of funds each Member spends on official mail. Further, the Postal Service would monitor the use of the frank and make monthly reports to the Member. Postage costs for each Member's office would be disclosed in the quarterly Clerk of the House Report. If a Member exceeded his or her mail allowance, the Postal Service would no longer deliver the Member's mail. The amendment requires that all mailings over 500 pieces receive a written advisory from the Franking Commission, and repeals the existing limit of 3 newsletters per Member each year. Under the amendment, each Member would decide how to allocate his or her official mail funds among different types of mail.

An amendment to prohibit the use of funds under Title III (Operation and Maintenance) after 9/30/82 to be used in connection with any study of the benefits or feasibility of contracting with civilian firms for any commercial or industrial type of function of the Department of Defense performed by Department of Defense personnel. The amendment also designates $567,600,000 for salaries and other costs for employment of and performance of functions by direct-hire civilian employees of the DOD in excess of 947,000 such employees.

An amendment to specify that no funds are authorized for the Western Area Power Administration to construct any major transmission lines or related facilities unless they have been included in a comprehensive five-year listing of planned transmission construction projects which WAPA would be required to submit to Congress annually. The amendment would also direct WAPA to submit recommendations for improvements in its transmission policies and programs.
