Establishes a Commission on Security and Cooperation in Europe. States that the Commission shall be composed of four Members of the House of Representatives, four Senators, and one member each of the Department of State, Defense, and Commerce, as appointed by the President. Authorizes and directs the Commission to monitor the acts of the signatories to the Final Act of the Conference on Security and Cooperation in Europe with respect to their compliance with the articles of such Act, particularly with regard to the provisions relating to Cooperation in Humanitarian Fields.

Permits a State, under title II (Old-Age, Survivors', and Disability Insurance) of the Social Security Act, to terminate social security coverage for State or local policemen or firemen without affecting the coverage of other public employees who may be members of the same coverage group and permits the reinstatement of coverage for such other employees in cases where the group's coverage has previously been terminated. (Amends 42 U.S.C. 418(g)(1), (3))

Debt Collection Practices Act - Prohibits debt collectors from harassing or intimidating consumers in connection with the collection or attempted collection of any alleged debt arising from a consumer credit transation. Sets forth conduct violating this Act, including the use or threatened use of violence by a debt collector, or threatening a consumer with imprisonment for failure to pay a debt. Prohibits any debt collector, not a licensed attorney, from engaging in the practice of law in connection with the collection or attempted collection of any debt. Prohibits false or misleading representation, or impersonation, in connection with the collection of an alleged debt. States that no debt collector may engage in unfair practices, such as obtaining information form any source about a consumer under false pretenses or through false representation. Requires a debt collector to keep at each office he maintains specified information regarding his accounts. Provides that each debt collector must disclose, clearly and accurately, to each consumer a list of information which includes the date the alleged debt was incurred and the original creditor. Requires debt collectors to permit inspection of records by consumers. Sets forth civil and criminal penalties for violations of the provisions of this Act. Requires the Federal Trade Commission and the Attorney General to report periodically to Congress concerning their administration of functions delegated to them under this Act.

Directs the National Commission on the observance of International Women's Year to organize and convene a National Women's Conference. States that the Conference shall: (1) recognize the contributions of women in the development of our country; (2) assess the progress that has been made to date by both the private and public sectors in promoting equality between men and women in all aspects of life in the United States; (3) assess the role of women in economic, social, cultural, and political development; (4) assess the participation of women in efforts aimed at the development of friendly relations and cooperation among nations and to the strengthening of world peace; and (5) identify the barriers that prevent women from participating fully and equally in all aspects of national life, and develop recommendations for means by which such barriers can be removed. Sets forth the powers of the Commission. Requires regional meetings in preparation for the conference to be held in every State. Directs the Commission to prepare and submit to the President and to each House of Congress a report containing a detailed statement of its findings and recommendations. Authorizes appropriations of up to $10,000,000 to carry out the provisions of this Act.

Removes the numerical limitation on Allen J. Ellender Fellowships to disadvantaged secondary school students. Authorizes $750,000 each for fiscal years 1977 and 1978 and $1,000,000 each for fiscal years 1979 and 1980.

Civilian Conservation Corps Act - Directs the Secretary of Agriculture and the Secretary of the Interior to establish a Civilian Conservation Corps for the purpose of providing employment for unemployed persons through useful public projects in connection with the conservation, improvement and utilization of the natural resources of lands and waters under the ownership or control of the United States or its agencies. Sets forth eligibility requirements to be met by persons employed under this Act as Corps members. Directs that preference for employment shall be given to persons residing in areas having an unemployment rate of 6.5 percent or greater for three consecutive months. Limits employment of Corps members under this Act to a period of 24 months total employment. Sets forth the duties of the Secretaries under this Act. Authorizes the Secretaries to make grants to the States to assist them in employing unemployed individuals to carry out projects under this Act. Authorizes the appropriation of such sums as are necessary to carry out the purposes of this Act.

Denies Members of Congress any increase in their rate of pay under any law passed, or plan or recommendation received, during a Congress unless such increase is to take effect not earlier than the first day of the next Congress. Makes such prohibition retroactive to apply to those laws passed after June 30, 1975, and to plans and recommendations regarding pay transmitted by the President after such date.

Creates a ten-member select committee in the House of Representatives to be known as the Select Committee on Security and Cooperation in Europe. Gives the select committee the powers necessary to carry out the provisions of this resolution. Provides that expenses of the select committee shall be paid from the contingent fund of the House of Representatives upon vouchers. Directs the Architect of the Capital to conduct a study of the feasibility of using solar energy in connection with the heating, cooling, hot water, and electrical systems of the Cannon, Longworth and Rayburn House Office Buildings. Requires that such study consider the conversion and operating costs of such a system. Authorizes the Architect to enter into contracts necessary to carry out the study. Limits expenditures of the Architect under this resolution to $50,000 to be paid from the contingent fund of the House.

States that if Israel is expelled the United States should reassess its relationship with the United Nations General Assembly. Provides that such reassessment shall include possible withdrawal from that body.

Electric Vehicle Research, Development and Demonstration Act - Declares it to be the policy of the United States and the purpose of this Act to demonstrate the commercial feasibility of electric and hybrid vehicles for urban indiviual and business use, and to encourage research and development in new technologies for electric vehicles with wider applications, in order to promote long-range conservation of liquid fuel and reduce environmental pollution. Defines terms as used in this Act. States that a hybrid vehicle is one propelled by a combination of an electric motor and an internal combustion engine. Directs the Administrator of the Energy Research and Development Administration to initiate and provide for the conduct of research and development in areas related to electric and hybrid vehicles. Directs the Administrator to enter into such contracts as may be necessary and appropriate: (1) for the production, within one year after the date of the enactment of this Act, of significant numbers of urban passenger and commercial vehicles which have electric propulsion systems on conventional chassis; and (2) for the production, within three years after such date, of significant numbers of urban passenger and commercial vehicles which are specifically designed for electric propulsion as the primary power source. Directs the United States Postal Service, the General Services Administration, the Secretary of Defense, and the heads of other Federal agencies to arrange for the introduction of electric and hybrid vehicles into their fleets as soon as possible. Provides guaranties of loans made to small businesses for commercial development of electric and hybrid vehicles. Authorizes the appropriation of an amount not to exceed $10,000,000 for fiscal year 1976, $40,000,000 for 1977, $30,000,000 for 1978, $60,000,000 for 1979 and $20,000,000 for 1980; to carry out the provisions of this Act.

Provides that it shall be unlawful for any business enterprise or person acting on behalf or in the interest of a business enterprise to coerce, or attempt to coerce, by economic means another person, to fail to do business with, or to otherwise discriminate against any U.S. person, or any foreign person with respect to its activities in the United States, by reason of: (1) the religion, race, national origin, or sex of such U.S. or foreign person; or (2) direct or indirect support for any foreign government when such support is not in violation of U.S. laws. Prescribes a penalty of a fine of not more than $100,000, or imprisonment for not more than three years, or for violation of such provision. Prescribes a fine not to exceed $1,000,000 if the violator is any person other than an individual. Allows any person aggrieved by a violation of the prohibition against economic coercion to bring a suit in an appropriate U.S. district court without regard to the amount in controversy. States that such person may recover threefold actual damages, reasonable attorney's fees, and other litigation costs reasonably incurred. Permits the Attorney General to institute an action in an appropriate district court to collect a civil penalty against any person who practices prohibited economic coercion. States that the penalty shall not exceed $50,000 if imposed upon an individual, or not more than $500,000 if imposed upon any person other than an individual. Makes it unlawful for a person to violate this Act by exercising coercion through a foreign government or a business enterprise not subject to U.S. jurisdiction. States that whoever violates such provision shall be subject to a fine not to exceed $50,000 if an individual, or not to exceed $500,000 if any person other than an individual. Defines terms used in this Act, including "persons", and states that such term shall include a corporation, trust, company, association, firm, partnership, society, joint stock company, fund, or any organized group of persons whether incorporated or not.

Congressional Public Financing Act - Adds a new subtitle to the Internal Revenue Code: the Congressional Election Campaign Fund Act. Directs the Secretary of the Treasury to maintain in the Presidential Election Campaign Fund a separate account to be known as the Congressional Election Payment Account. Directs the Secretary to deposit into the Congressional Election Payment Account that portion of the annual amounts designated by taxpayers on their income tax returns that equals the excess above 25 percent of the total amount made available in the last Presidential election. Authorizes the Federal Election Commission to conduct an examination and audit of the campaign contributions raised for purposes of obtaining matching funds and the qualified campaign expenditures made by all candidates for Federal office and official political party committees who received payments under this Act. Provides criminal penalties for violations of this Act. Provides for payments of funds in amounts matching the contributions received by candidates for the office of U.S. Senator or U.S. Representative. Imposes limitations on the amounts of such funds to be disbursed to any individual candidate, and restricts the uses to which such matching funds may be put.

Declares that a greater unity of the Atlantic Community would strengthen the common defense, assure more adequate energy resources and improve commerce. Establishes an eighteen-member delegation authorized to organize and participate in a convention attended by delegations from North Atlantic Treaty parliamentary democracies. States that the convention shall explore the possibility of agreement on the means to transform the relationship of such nations into a more effective unity based on federal principles. Provides for appointment of delegates to the convention. Allows the delegation to maintain a staff. Authorizes the appropriation of $200,000 to carry out the purposes of this joint resolution.

Title I: Authorizes the Small Business Administration to aid and assist small business concerns which are engaged in the production of food and fiber, ranching, and raising of livestock, acquaculture and all other farming and agricultural related industries. Title II: Changes the procedure for determining the interest rate charged for disaster loans made pursuant to the Small Business Act. Title III: Authorizes the Small Business Administration, whenever it determines that small business concerns are or are likely to be at an operational or financing disadvantage with other business concerns with respect to the planning, design, or installation of pollution control facilities, or the obtaining of financing therefor, to guarantee the payment of rentals or other amounts due under qualified contracts. Provides that any such guarantee may be made or effected either directly or in cooperation with any qualified surety company or other qualified company through a participation agreement with such company.

Requires the Attorney General of the United States to conduct an investigation to determine whether antitrust violations are occurring in the manufacture or marketing of replacement home canning lids. Directs the Attorney General to submit a report to the Congress no later than 60 days after the date of enactment of this joint resolution detailing his findings, proposed action and recommendations concerning legislation. Calls for a final report no later than one year after enactment of this joint resolution detailing actions taken by the Attorney General against any person violating the antitrust acts in regard to the manufacture or marketing of such lids.

Truth in Leasing Act - Declares it the purpose of this Act to assure a meaningful disclosure of the terms of leases of personal property so as to enable the lessee to compare more readily the various lease and credit terms available to him, to limit balloon payments, and to assure meaningful and accurate disclosures of lease terms in advertisements. Requires, under the Truth in Lending Act, the lessor of personal property to give to the lessee, prior to the consummation of the lease, a dated written statement on which the lessor and lessee are identified setting out in a clear conspicuous manner the terms of the lease, as specified by this Act. Imposes specified limitations upon consumer lease advertising. Makes a lessor who violates the provisions of this Act civilly liable to the lessee. Enumerates damage limitations and defenses for the lessor.

Provides that the statutory limitations and restrictions on the corporate powers of national banking associations with regard to dealing in and underwriting investment securities shall not apply to all other nongeneral obligations issued or guaranteed by or on behalf of a State or any political subdivision thereof or agency of a State or any political subdivision thereof (except special assessment obligations and industrial revenue bonds) which are at the time eligible for purchase by a national bank for its own account, subject to specified limitations. Requires the Secretary of Commerce to submit an annual report to the Congress showing the extent to which the business of underwriting and dealing in State and local obligations is being carried on by commercial banks as compared with other banking institutions with a view to determining the effect of the amendment made by the first section of this Act on the institutional distribution of such business.

African Development Fund Act - Authorizes the President to accept participation for the United States in the African Development Fund. Requires the President, by and with the advice and consent of the Senate, to appoint a Governor and an Alternate Governor of the Fund. Requires the Governor to cast the votes of the United States for the Director to represent the United States in the Fund. Prohibits any person or agency, unless Congress authorizes by law, from: (1) agreeing to increase the subscription of the United States to the Fund; (2) agreeing to any amendment which increases the subscription of the United States; or (3) making a loan or providing other financing for the Fund. Authorizes to be appropriated $25,000,000 as the United States subscription to the Fund. Stipulates that any Federal Reserve Bank requested by the President to act as a depository for the Fund shall do so. Declares that the agreement establishing the Fund shall have full force and effect in the United States upon acceptance of participation.

Energy Conservation in Buildings Act - Title I: Weatherization Assistance for Low-Income Persons - Weatherization Assistance Act - Authorizes the Administrator of the Federal Energy Administration to provide funds to the States for weatherization of dwellings of low-income persons, particularly the low-income elderly and the handicapped. Enumerates criteria for the evaluation of weatherization grant applications, including an estimation of the amount of fuel to be conserved by the weatherization program. Provides that a program determined not to be in compliance with the provisions of its approved application for any fiscal year shall not receive Federal funds until substantial compliance is established. Title II: Energy Conservation Building Standards - Building Energy Conservation Standards Act - Directs the Secretary of Housing and Urban Development to publish performance standards for new commercial buildings within 18 months of enactment of this title. Directs the Secretary to monitor the progress made by the States and their political subdivisions in adopting and enforcing model energy conservation standards. Authorizes to be appropriated to the States $10,000,000 for technical assistance in implementing model energy conservation standards approved by the Secretary. Provides for research and demonstration projects to assist the development of performance standards under this title.

Allows individuals who have attained age 65 or who are disabled a refundable tax credit of up to $500, under the Internal Revenue Code of 1954, for property taxes paid by them on their principal residences or for a portion of the rent attributable to property taxes they pay for their principal residences during the taxable year. Reduces the credit available under this Act by 10 percent of the individual's adjusted gross income in excess of $9,000. Disallows the tax deduction for such taxes when a tax credit is taken.

Provides for the establishment on the basis of decennial censuses, of congressional districts composed of contiguous and compact territory for the election of Representatives to the Congress. Grants exclusive jurisdiction to the United States district courts to hear and determine controversies under this Act.

Permits the Secretary of the Treasury under the State and Local Fiscal Assistance Act to withhold a percentage of the total entitlement payment for any period to insure sufficient funds for final allocation of funds among the state and local units of government. Appropriates to the State and Local Government Fiscal Assistance Trust Funds: (1) $1,625,000,000 for fiscal year 1976, (2) $6,687,500,000 for fiscal year 1977, (3) $6,837,500,000 for fiscal year 1978, (4) $6,987,500,000 for fiscal year 1979, (5) $7,137,500,000 for fiscal year 1980, and (6) $7,287,500,000 fiscal year 1981. Appropriates to the Fund as noncontiguous States adjustments: (1) $1,195,000 for fiscal year 1976, and (2) $4,780,000 for each of the fiscal years 1976 through 1981. Exempts amounts appropriated to the Fund from the provisions of the Congressional Budget Act. Directs the Secretary of the Treasury to submit a report with appropriate recommendations to the Congress no later than September 30, 1980, concerning the extension of this title. Declares that if the entitlement of any Indian tribe or Alaskan native village is waived for any entitlement period, then the amount of such entitlement shall become part of the entitlement of the county government of the county in which such unit is located. Increases the maximum percentage points per entitlement period until it reaches 175 percent. Directs each State and local unit of government which receives funds under such Act to submit a report to the Secretary after the close of each entitlement period on the use of the funds received. Directs such unit of local government which expects to receive funds to submit a report to the Secretary on how it plans to use the funds it expects to receive. Empowers the Secretary whenever he determines that a unit of government has failed to comply with an applicable regulation to withhold all or a portion of the entitlement funds due such unit of government, to terminate the eligibility of such unit of government, and to require repayment of the entitlement funds expended. Requires units of government to provide an opportunity for citizens to give recommendations and views on the proposed expenditures of all funds within such units distributed under such Act.

Adds rule XLV to the Rules of the House of Representatives. Provides that the Congressional Record shall contain an accurate and verbatim account of remarks delivered on the floor of the House together with supportive data. Directs that revisions of the Record shall be limited to the correction of grammatical and typographical errors. Allows insertions in the Record of remarks not actually delivered on the floor by unanimous consent. Requires that such insertions be printed in a type face distinctively different from that used for verbatim remarks.

Authorizes the Secretary of the Interior to establish the Valley Forge National Historical Park in the Commonwealth of Pennsylvania. Stipulates that such park is not to exceed three thousand five hundred acres. Authorizes to be appropriated such sums as necessary to carry out the provisions of this Act.

Joint Committee on Intelligence Operations Act - Establishes a Joint Committee on Intelligence Operations. States that it shall be the duty of the joint committee to conduct continuing oversight of, and to exercise exclusive jurisdiction over, the legislative authorization with respect to the foreign intelligence activities and operations of: (1) the Central Intelligence Agency; (2) the Defense Intelligence Agency, Department of Defense; (3) the National Security Agency; (4) the Bureau of Intelligence and Research, Department of State; (5) Army, Navy, and Air Force Intelligence; and (6) other agencies, bureaus, or departments insofar as their operations include foreign intelligence activities. Requires that the Director of the Central Intelligence Agency, the Director of the Defense Intelligence Agency, the Director of the National Security Agency, the Director of the Bureau of Intelligence and Research, the Commander of United States Army Intelligence, the Commander of Naval Intelligence, and the Air Force Deputy Assistant Chief of Staff for Intelligence shall keep the joint committee fully and currently informed with respect to all of the foreign intelligence activities and operations of their respective organizations, and the heads of all other departments and agencies of the Federal Government conducting foreign intelligence activities and operation shall keep the joint committee fully and currently informed of all foreign intelligence activities and operations carried out by their respective departments and agencies. Sets forth the administrative powers of the committee. Charges the committee with the establishement of guidelines for the classification of information originating within the joint committee in accordance with standards used generally by the executive branch for classifying restricted data or defense information.

Calls for 1975 to be a time for launching new programs and forming new attitudes to overcome obstacles encountered by women in exercising their full human rights. States that Congress should take appropriate legislative actions to correct inequities. Calls for equal job and educational opportunities and greater representation at official conferences. Recognizes the unique problems faced by older women. Acknowledges the contributions of homemakers to their families and communities.

Emergency Employment Appropriation Act - Authorizes the appropriation of enumerated sums for emergency employment for fiscal year 1975. Title I: - Authorizes specified amounts for the Comprehensive Manpower Assistance, Community Service Employment for Older Americans, and Temporary Employment Assistance programs in the Department of Labor. Authorizes specified amounts for the Health Services, Higher Education, and Social and Rehabilitative Service Work Incentives programs in the Department of Health, Education, and Welfare. Authorizes $5,000,000 for the administrative expenses of the United States Railway Association in the Department of Transportation. Title II: Limits the application of sums under this Act. Prohibits the expenditure of sums authorized by this Act for the acquisition of motor vehicles other than motor vehicles manufactured and assembled in the United States.

Authorizes the Secretary of Agriculture, under the Packers and Stockyards Act of 1921, to require reasonable bonds from market agencies, dealers, and packers to secure the performance of their obligations with respect to transactions involving livestock or poultry. Authorizes the Secretary to summarily order, without a hearing, any person subject to the provisions of such Act to pay a seller of livestock or poultry by certified check or to establish a custodial account if the Secretary has reason to believe that such action is necessary to protect vendees. Empowers the Secretary to request the Attorney General of the United States Livestock to apply to the United States district court for a temporary injunction or restraining order whenever the Secretary has reason to believe that any person subject to this Act (1) is unable to pay for livestock products, (2) has operated while insolvent, or (3) does not have the required bond. Provides that debts of a bankrupt that are owing for the purchase of livestock or poultry shall have priority if, at the time such debts were incurred, the bankrupt was a packer, market agency, or dealer subject to such Act.

Provides that whenever the Small Business Administration determines that small business concerns are or are likely to be at an operational or financing disadvantage with other business concerns with respect to the planning, design, or installation of pollution control facilities, or the obtaining of private financing therefor, it may guarantee the payment of rentals or other amounts due under qualified contracts, and any such guarantee shall be for the full amount of the payments due under such qualified contract.
