Permits the leasing of certain Federal lands which are incorporated into and are a part of the city of Corpus Christi, Texas, or the city of Port Hueneme, California, for oil or gas exploration and extraction. Provides that such lands shall be available for such leasing as if they were not in an unincorporated city, except that no such leasing activity shall proceed without the permission of the appropriate city.

Sunshine Resolution of 1984 - Amends Rule XXVIII of the Rules of the House of Representatives to provide that, after the approval of any matter, House conferees shall be entitled to three days in which to file supplemental, minority, or additional views. Establishes Rule LI which requires the Speaker of the House to provide for printing of the floor schedule in the Congressional Record at least two legislative days in advance. Amends Rule XXVII to require the printing in the Record of the names of Members who have signed, or withdrawn a signature to, a motion to discharge a committee from consideration of a bill or resolution, whenever 100 Members have signed such a motion. Amends Rule I to require the broadcasting system to include frequent, wide-angle visual coverage of the chamber when the House is in session. Amends Rule X to provide for the compilation of an oversight agenda resolution. Requires the House to complete action on such resolution within 100 days after the Congress convenes. Amends Rule XI to prohibit proxy voting in committees. Establishes Rule LII which requires the body of the Congressional Record for the House to contain an accurate and verbatim account of remarks actually delivered on the floor. Limits extension and revision of remarks delivered on the floor to the correction of grammatical and typographical errors. Authorizes Members, by unanimous consent, to make insertions of remarks not actually delivered on the floor and requires such insertions to be clearly distinguished from verbatim remarks. Amends Rule X to require committee ratios to reflect the majority to minority party ratio in the House.

Expresses the sense of Congress that television and radio networks and stations broadcasting coverage of the XXIII Olympiad should include public service announcements or other informational programming warning young people of the dangers of alcohol and drug abuse.

Expresses the sense of the Congress that: (1) the parties in the New Ireland Forum are to be commended for their efforts to promote reconciliation of the two communities in Northern Ireland; and (2) all political parties in Northern Ireland and the British and Irish Governments should review the findings and recommendations of the Forum.

Expresses the sense of the Congress that each State should establish a clearinghouse, to work in conjunction with the National Center for Missing and Exploited Children, to provide information on missing children within the State. Declares that each clearinghouse should: (1) provide a centralized file for statewide exchange of information; (2) cooperate with State law enforcement agencies; (3) work as a liaison between public and private organizations; (4) provide a toll-free in- State telephone line to allow persons to report missing children; (5) provide a directory of State resources; (6) publish monthly bulletins; (7) distribute emergency flyers; and (8) train individuals in the operation of the clearinghouse.

Sex Discrimination in the United States Code Reform Act of 1983 - Title I: Armed Forces, Soldiers' Home, Coast Guard, Lighthouse Service, and Merchant Marine - Amends Federal laws dealing with the Army, the Navy, the Air Force, and the Coast Guard to eliminate gender-based distinctions. Title II: Elimination of Gender-Based Distinctions Under the Social Security Act and the Railroad Retirement Act - Eliminates gender-based distinctions in the social security and railroad retirement programs. Title III: Amendments to United States Code - Amends the Immigration and Nationality Act, the Walsh-Healey Act, the Child Nutrition Act of 1966, the Federal criminal code and other Acts (dealing with Indian affairs, transportation, public lands, Saint Elizabeth's Hospital, contract law, the U.S. Coast Guard, the National Oceanic and Atmospheric Administration, longshoremen and harbor workers, conservation programs, internee benefits, and the spouses of former presidents, among other subjects) to eliminate gender-based distinctions. Title IV: Effective Date - Sets forth the effective date for the provisions of this Act.

Semiconductor Chip Protection Act of 1984 - Extends copyright protection to original mask works fixed in semiconductor chip products. Defines a mask work as the two- and three-dimensional features of shape, pattern, and configuration of the surface of the layers of a semiconductor chip product which portray the appearance of a product or convey information. Requires as a condition of protection that: (1) the owner of the mask work be a resident or citizen of the United States or of a country which is party to a protection treaty to which the United States is also a party on the date the work is first commercially exploited or registered; (2) the work is first commercially exploited in the United States; or (3) the mask work comes within the scope of a presidential proclamation extending reciprocal protection to the works of foreign citizens or residents. Vests exclusive rights in the mask work in the owner who may transfer, convey, or bequeath such interest. Recognizes the first registered transfer in case of a conflict. Sets the copyright term for mask works at ten years from the date of registration or first commercial exploitation, whichever comes first. Sets forth the exclusive rights of the owner of such a copyright, including the rights to: (1) reproduce the mask; (2) import or distribute a semiconductor chip product in which the mask work is embodied; and (3) cause another to perform such acts. Excludes from the applicability of an owner's exclusive rights a mask work used for educational purposes or an innocent purchaser of a semiconductor chip product. Protects works registered within two years of the date of their first commercial exploitation. Sets forth administrative procedures for the Register of Copyrights. Permits the owner of the mask work to place a notice of copyright on such works which includes the words 'mask work' or M in a circle, the year the work was first fixed in a semiconductor chip product, and the name of the owner of the work. Entitles the owner of a mask work whose protection has been infringed or whose registration of such work has been refused to institute a civil action. Directs the Secretary of the Treasury and the U.S. Postal Service to issue regulations for the enforcement of the right to import mask works. Permits the impoundment and seizure of mask works imported in violation of the owner's exclusive rights. Sets forth remedies for infringement, including temporary and permanent injunctive relief, actual damages, and the award of the infringer's profits to the owner. Authorizes appropriations.

Expresses the sense of the Congress that the President should express to the Soviet Union the U.S. disapproval of the Soviet Union's: (1) systematic nondelivery of U.S. mail addressed to persons in the Soviet Union; and (2) violation of specified treaties governing international mail. States that at the meeting of the Congress of the Universal Postal Union in Hamburg, Germany, U.S. representatives should; (1) bring such violations to the attention of the Union; (2) request that an investigation of such violations be conducted by the Union; and (3) consider possible sanctions against the Soviet Union for such violations.

Prohibits the President from issuing a letter of offer to Jordan or Saudi Arabia for basic Stinger air defense guided missile systems. Prohibits the President, if such a sale has already been made, from making deliveries to the recipient country without specific authorization by the Congress.

Authorizes the President, on behalf of Congress, to present to Elie Wiesel a gold medal in recognition of his humanitarian efforts and outstanding contributions to world literature and human rights. Authorizes appropriations. Authorizes the Secretary of the Treasury to provide for the public sale of bronze duplicates of such medal.

Expresses the sense of the Congress that the President should instruct the U.S. delegation to the United Nations to request the Secretary General to seek the cooperation of Vietnam with the United States and specified other countries in ascertaining the whereabouts of the crewmen of the sunken U.S. vessel GLOMAR Java Sea.

Directs the President to: (1) secure from the Indochina nations a full accounting of Americans captured or missing as a result of the Vietnam conflict; and (2) work for the release of captive Americans and the return of the remains of those American servicemen and civilians who died in Southeast Asia. Requires the President to submit two reports to Congress on American POW/MIAs in Southeast Asia.

Sexual Assault Act of 1984 - Amends the Federal criminal code to repeal the chapter on rape. Provides for a series of graded sexual offenses consisting of: sexual assault, aggravated sexual assault, sexual battery and aggravated sexual battery. Repeals the spousal exception for rape. Provides for an offense involving the sexual abuse of a minor. Makes such offense neutral as to gender.

Authorizes the Law Enforcement Officers Memorial Fund, Incorporated to erect a National Law Enforcement Heroes Memorial on public grounds in the District of Columbia or its environs in honor and recognition of law enforcement officials in the United States who died in the line of duty. Directs the Secretary of the Interior, in consultation with the Fund, to select with the approval of the Commission of Fine Arts and the National Capital Planning Commission, a suitable site on public grounds for such memorial. Subjects the design and any plans for the memorial to the approval of the Secretary of the Interior, the Commission of Fine Arts, and the National Capital Planning Commission. Declares that no moneys belonging to the United States or the District of Columbia shall be expended for the erection of such memorial other than expenses incurred in the process of site selection and approval of design and plans.
