Colorado River Disaster Assistance Act of 1983 - Authorizes the Secretary of the Interior to provide compensation to individuals who have suffered property and income losses resulting from the release of water by the Bureau of Reclamation from dams located along the Colorado River. Directs the Secretary, within 30 days after the enactment of this Act, to promulgate and publish in the Federal Register final regulations for carrying out the provisions of this Act.

Authorizes the President, notwithstanding any time limitations, to award a medal of honor to a named individual for acts of valor performed as a naval officer during World War II.

Declares that it should be U.S. policy to: (1) support the people of Afghanistan in their struggle to be free from foreign domination; (2) provide the Afghans, upon request, with material assistance; and (3) pursue a negotiated settlement of the war in Afghanistan based on the total withdrawal of Soviet troops and the recognition of the right of the Afghans to choose their own destiny.

Directs the Secretary of the Interior to enter into negotiations directed toward agreements with non-Federal entities which provide for cost-sharing toward financing the construction, operation, and maintenance of the Auburn-Folsom South unit of the American River division, Central Valley irrigation project, California. Prohibits any agreement from taking effect until funds are appropriated to carry out such agreement. Authorizes participating non-Federal entities to share in the power and other project services of the Auburn-Folsom South unit. Directs the Secretary to report to the appropriate House and Senate committees concerning such agreements.

Amends Federal law to authorize certain principal works for the Auburn-Folsom South unit of the American River Division, Central Valley irrigation project, California. Directs that certain expenditures, as determined by the Secretary of the Army, shall be nonreimbursable. Authorizes the Secretary to: (1) maintain minimum water flows in the American River (downstream from Nimbus Dam) for fish, recreation, and National Wild and Scenic River System purposes; and (2) release water from the Nimbus Dam necessary for the operation of an expansion of the Nimbus fish hatchery. Requires the cost of water to be nonreimbursable, provided that the costs of construction, operation, and maintenance of such hatchery are borne by the State of California. Requires that the costs for maintaining minimum flows in the American River shall be nonreimbursable, provided that the costs of constructing and operating the Hood-Clay Pump Connection and Clay Station Reservoir shall be reimbursable. Authorizes appropriations for the Auburn-Folsom South unit in terms of July 1982 prices, starting with FY 1985. (Current law authorizes appropriations of a lesser sum in terms of 1965 prices.) Amends the Flood Control Act of 1970 provide for the relocation of the southern terminus of the existing Placer County Road from Auburn to Foresthill, California.

Amends the Federal judicial code to deny Federal courts jurisdiction to grant bail or release on recognizance to inmates incarcerated under a State conviction prior to the conclusion of a Federal habeas corpus proceeding.

Amends the Federal judicial code to establish additional standards by which to determine whether a Federal habeas corpus applicant has exhausted all remedies available in State court. Requires an applicant to have: (1) followed State procedural rules; and (2) fairly presented each issue in the State court proceeding. Declares that failure by a State court to cite authorities for a decision against the applicant does not create a presumption that such decision was on the merits.

Prohibits the exclusion of evidence against the accused in a State criminal case where such evidence was obtained by a State officer, employee, or agent in violation of the United States Constitution. Authorizes any person aggrieved by such misconduct to recover damages in a civil action against such officer, employee, or agent. Limits such damages, for an accused convicted of a criminal offense, to actual physical and property damage sustained, but not less than $500. Establishes the same minimum liquidated damages for any other case. Sets a maximum amount of damages at $25,000. Grants State courts exclusive jurisdiction of such actions. Sets a two-year statute of limitations for the commencement of such actions.

Amends the Federal judicial code to declare that a record which shows that a plea agreement was made between a habeas corpus applicant and the State shall serve as a conclusive rebuttal of certain allegations made by the applicant.

Amends the Revised Statutes of the United States to require State inmates who seek to relieve their conditions of imprisonment through a civil action alleging deprivation of their constitutional rights to exhaust all State remedies first. Declares that no such relief shall be granted if the plaintiff received an adverse ruling on the claims presented in a fair State proceeding.

States that the Congress: (1) holds Iran responsible for upholding the rights of the Baha'is; (2) condemns Iran's decision to destroy the Baha'i faith; and (3) calls upon the President to work with appropriate foreign governments to form an appeal to Iran concerning the Baha'is, to cooperate with the United Nations in its efforts on behalf of the Baha'is, and to provide humanitarian assistance for Baha'is who flee Iran.

Retirement Equity Act of 1983 - Amends the Employee Retirement Income Security Act of 1974 and the Internal Revenue Code to lower from age 25 to age 21 the age limitation for minimum participation and vesting standards for pension plans. Prohibits certain defined benefit plans from requiring, as a condition for plan participation, that employees complete period of service extending beyond the earlier of age 25 or the vesting expectation date. Lowers from age 22 to age 18 the age limitation for the computation of periods of service. States that years of service may be disregarded when computing periods of service for participation or vesting purposes if breaks in service during such a period amounted to five or more one-year breaks. Treats breaks in service due to pregnancy, birth, or adoption of a child as completed hours of service according to a specified formula. Accords such treatment only in the year of the pregnancy, birth or adoption, and only to participants who would incur a one-year break in service without such treatment. Requires pension plans which provide life annuity benefits to pay such benefits in the form of a qualified joint and survivor annuity. Requires that each pension plan participant have the option of electing, waiving, or revoking the joint and survivor annuity form of benefit. Conditions the efficacy of such election upon: (1) the written consent of a participant's spouse; (2) a written acknowledgement by a participant's spouse of the effect of such election; and (3) an official witnessing of such spousal consent by a plan representative or notary public. Limits such consent to the signatory spouse. Requires pension plans to furnish participants with written explanations of the terms and rights of election regarding joint and survivor annuities. Prohibits joint and survivor annuity payments from being less than the actuarial equivalent of payments made if the annuitant had lived to the earliest date of retirement or had separated from service on the date of death. Requires the surviving spouse's consent for any distribution of nonforfeitable benefits exceeding $3,500. Requires such benefits to be paid according to the surviving spouse's written requests. States that plans subject to funding requirements must provide benefits payable in the form of an annuity. Exempts qualified domestic relations orders from the Act's proscriptions against alienation and assignment of pension plan benefits. Sets procedural guidelines for the payment of such benefits to an alternate payee under such orders. Prohibits alternative payees from receiving any portion of any increase in a participant's accrued benefits if such increases occur after payments to such payees have begun. Declares that alternate payees under domestic relations orders are not considered to be, by virtue of such orders, participants or beneficiaries under the pension plan. Increases from $1,750 to $3,500 the allowable mandatory distribution from a retirement plan. Requires notification to participants that certain benefits may be forfeitable if the participant dies before a certain date. Sets December 31, 1984 as the effective date of this Act for existing plans. Provides transitional dates and certain effective dates for plans maintained under collective bargaining agreements.

Amends Federal law to specify the two acre area authorized for the Vietnam Veterans Memorial. Directs the Secretary of the Interior to file a map and a legal description of the specified area with the appropriate congressional committee and to publish such map and legal description in the Federal Register.

Pension Equity Act of 1983 - Amends the Employee Retirement Income Security Act of 1974 ("the Act") to lower the age limitation for: (1) minimum pension plan participation standards from age 25 to age 21; and (2) the computation of periods of service from age 22 to age 21. Credits as "hours of service" employee absences due to the birth or adoption of a child if the employee would incur a one-year break in service without such credit. Limits such credit to the year of birth or adoption. Includes such credit in the computation of accrued benefits under a pension plan. Requires pension plan annuities which are under either the normal form of benefit or the optional form of benefit to have the effect of a qualified joint and survivor annuity. Requires that pension plan participants receive a written explanation of the terms of joint and survivor annuity benefits before they elect to accept or reject such benefits. Prohibits survivor annuity payments from being less than joint annuity payments would have been if retirement had preceded death. Requires that pension plans treat surviving individuals who were spouses of annuitants for the one-year period ending on the annuity starting date as though such survivors were the annuitant's spouse on the day of death, regardless of actual marital status on the date of death. Authorizes annuitants and certain spouses to waive such survivor's annuity. Conditions the efficacy of a participant's election regarding joint and survivor annuity benefits upon the written consent of the participant's spouse. Exempts qualified domestic relations orders from the Act's proscriptions against alienation and assignment of pension plan benefits. Sets forth procedural guidelines for the payment of benefits to an alternate payee under such an order. Amends the Internal Revenue Code to provide that investments in annuity contracts that are subject to domestic relations orders will be allocated on a pro rata basis between the appropriate distributions under such orders. Allows certain distributions made to alternate payees under domestic relations orders to be treated as qualifying rollover distributions. Amends the Act to require plan administrators to notify participants that certain benefits may be forfeitable if the participant dies. Raises from $1750 to $3,500 the ceiling placed on distributions made for employee services which may be disregarded for purposes of determining accrued benefits.

Expendable Launch Vehicle Commercialization Act - Prohibits persons from launching a space object from the territory of the United States (or, in the case of U.S. nationals, from international waters or air space as well) unless they are properly licensed. Sets criminal penalties for violation of this Act. Directs the Secretary of Commerce to issue such licenses. Sets forth certain conditions of and procedures for licensing. Requires license applicants to obtain liability insurance. Permits the Secretary to suspend or revoke such licenses in specified circumstances.

States that the United States: (1) condemns the Soviet destruction of Korean Air Lines flight 7; (2) calls for an explanation from the Soviets; (3) extends its sympathies to the families who lost loved ones and supports their rights to obtain reparations from the Soviets; (4) calls on the Soviets to assist in the recovery of the remains of the victims; (5) calls for an international investigation by the International Civil Aviation Organization; (6) declares its intention to demand that the Soviets modify their air defense procedures to assure the safety of commercial airliners; (7) finds that this incident will make it difficult for the U.S. and other nations to accept the Soviets as responsible members of the international community; and (8) urges our allies and other nations to cooperate with specified demands on the Soviets.

Wine Equity Act of 1983 - Requires the President to direct the U.S. Trade Representative (USTR) to negotiate the harmonization of tariff and nontariff barriers on wine with each designated major trading country. Requires negotiations with designated major trading countries which do not export wine to the United States in order to eliminate all tariff and nontariff trade barriers of such countries to the importation of U.S. wine. Requires the President to impose tariff and nontariff trade barriers equal or substantially equivalent to the barriers applied by a designated major trading country if such country does not provide harmonization to U.S. produced-wine with 180 days of the country's designation as a designated major trading country. Provides for removing such U.S. tariff and nontariff barriers. Requires the USTR to report to specified congressional committees at the beginning and end of each negotiation. Requires the USTR to consult with such committees to identify further tariff and nontariff barriers to and potential markets for U.S. wine. Provides for assistance for the USTR from other Federal agencies.

Amends the Trade Act of 1974 to prohibit the President from making new agricultural products or byproducts eligible articles under the Generalized System of Preferences as of January 1, 1984. Declares that no agricultural products or byproducts which are like or directly competitive with U.S. products shall be eligible under the Generalized System of Preferences after January 1, 1985.

Child Support Enforcement Amendments of 1983 - Amends part D (Child Support and Establishment of Paternity) of title IV of the Social Security Act to direct the Secretary of Health and Human Services to make payments, in addition to those already provided under part D, to any State whose part D program is found to be exemplary in the amount of collections made, the cost efficiency with which the program is operated, or the magnitude of the costs to other assistance programs that could reasonably have been expected to occur but for the operation and the effective performance of the State's program. Repeals the present provisions for incentive payments to States and localities. Reduces Federal funding to States under part D. Eliminates funding for the planning, design, development, installation, or enhancement of an automatic data processing and information retrieval system under part D. Revises provisions of part D relating to the distribution of the amounts collected as child support by a State. Provides: (1) that amounts collected by a State under part D as support for families receiving Aid to Families with Dependent Children (part A of title IV of the Social Security Act) shall be paid to the family, to the extent that such amounts exceed the amount of AFDC paid to the family but do not exceed the amount of required court ordered support; (2) that amounts in excess of those required to be paid to the family shall be retained by the State to the extent they do not exceed the total amount of AFDC previously paid to the family; and (3) that any balance shall be paid to the family. Authorizes the Secretary to make grants to States to assist in the development or improvement of clearinghouses and other information management systems to aid in the enforcement of support by facilitating the collection and exchange, both within a State and among States, of child support information. Authorizes appropriations for such purpose. Requires charging an application fee of at least $25 for child support or paternity determination services furnished under part D to individuals not otherwise eligible. Provides that the cost of providing collection services may range from three to ten percent of the amount collected. Requires a State under part D to implement procedures providing for: (1) the withholding of child support from wages if a support order has been entered by a State; (2) quasi-judicial or administrative procedures for entering child support orders which have the same force and effect as orders entered by a court; (3) the collection of past-due support from State tax refunds; and (4) placing liens on real property for amounts of past-due support. Requires a designee of the State to conduct a review of each State's part D program at least once every three years in order to determine the program's effectiveness and compliance with part D requirements. Requires a State which is receiving funds under part A of title IV to have in effect a plan under part D and operate a child support program in substantial compliance (currently, in conformity) with the part D plan. Provides for reduced Federal funding under part A for any State whose part D program is not in compliance. Eliminates the requirement that before a State agency can request information from the Secretary the agency must have determined that the absent parent cannot be located through procedures under the control of the agency. Makes provisions of part A (General Provisions) of title XI of the Social Security Act relating to demonstration project authority applicable to part D. Makes modifications in the timing and content of the Secretary's annual part D report to Congress. Requires child support collected by a State on behalf of a child for whom a public agency is making foster care payments under part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act to be paid to the public agency responsible for supervising placement of the child, to the extent that the amounts collected exceed the monthly foster care maintenance payments but not the monthly amount required by a court to be paid on behalf of the child or agreed to by both parents of such child. Requires a State plan under part E to provide that all steps will be taken to secure an assignment to the State of any rights to support on behalf of each child receiving part E foster care maintenance payments.

Expresses the sense of the House of Representatives that the President should: (1) urge the Soviet Union to allow Lev Shapiro and his family to emigrate to Israel; and (2) inform the Soviet Union that the United States, in evaluating its relations with other countries, will consider the extent to which those countries honor their commitments to human rights under international law.

Patent Term Restoration Act of 1983 - Amends the patent laws to extend the terms of patents which encompass specified products or a method for using a product, any of which are subject to certain nonpatent regulatory review periods. Sets forth the terms and conditions of such extension, including a seven year limitation. Directs the Commissioner of Patents to issue to the owner of record of a patent a certificate of extension stating the fact and length of the extension and identifying the product and the use and the claim to which such extension is applicable. Makes such certificate a part of the original patent. Limits the application of such patent term extension to patents for products subject to regulation under the Federal Food, Drug, and Cosmetic Act, the Public Health Service Act, the Federal Insecticide, Fungicide, and Rodenticide Act, the Toxic Substances Control Act, and the Act of March 4, 1913 (relating to virus, serum, toxin, and analogous products).

Secondary Mortgage Market Equity Act - Amends the Federal Home Loan Mortgage Corporation Act and the Federal National Mortgage Association Charter Act to set forth a formula for increasing the maximum mortgage limitation for a one- to four- family residence in certain areas where high prevailing housing sales prices have limited housing opportunities.

Expresses the sense of the House of Representatives that regulations relating to title IX of the Education Amendments of 1972 (concerning sex discrimination in education) should not be amended or altered in any manner which will lessen the comprehensive coverage of such statute in eliminating gender discrimination throughout the American educational system.

Amends the Colorado River Basin Salinity Control Act to declare that actions concerning water and related land resources projects upstream from the Imperial Dam shall not be governed by specified provisions of the Water Resources Planning Act. Directs the Secretary of the Interior to give preference to those salinity control units that reduce the salinity of the Colorado River at the least cost per unit of salinity reduction. Deletes certain provisions of the Colorado River Basin Salinity Control Act concerning agreements with the Secretary of Agriculture for the Grand Valley unit. Authorizes the Secretary of the Interior to construct and maintain the following salinity control units according to specified directions: (1) the Stage I of the Lower Gunnison Basin unit, Colorado; (2) the McElmo Creek unit, Colorado; (3) the Stage I of the Uinta Basin unit, Utah; (4) the Palo Verde Irrigation District, California; (5) the saline water use and disposal opportunities unit, Colorado River Basin; and (6) the Sinbad Valley unit, Colorado. Requires the Secretary to carry out specified directions in implementing the construction of such units. Directs the Secretary of Agriculture to establish a voluntary cooperative program with private landowners to improve on-farm water management and reduce watershed erosion on non-Federal and Department of Agriculture lands. Directs the Secretary to issue reports to certain congressional committees and to certain others. Prohibits the expenditure of funds for measures implementing such program until the lapse of 60 days following submission of such reports or if any of the congressional committees or the others disapprove it. Authorizes appropriations through FY 1989. Prohibits the Secretary of Agriculture from assuming continuing operation and maintenance obligations for permanent salinity control measures constructed on non-Federal lands. Requires the Secretaries of Interior and Agriculture in implementing the construction of such sanity control units and such voluntary cooperative program to comply with State water laws. Directs the Secretary of the Interior to develop a program for minimizing salt contributions to the Colorado River from lands administered by the Bureau of Land Management.

Urges the Secretary of the Treasury, the Secretary of Agriculture, and the Attorney General to: (1) ensure that their respective agencies place as much emphasis on duties relating to the facilitation of international air commerce as is given to law enforcement duties at U.S. gateway and preclearance airports; and (2) develop jointly and implement, before the beginning of the 1984 Summer Olympics, a national plan to consolidate such functions of the agencies.
