States Against Drunk Driving Act of 2016 or the SADD Act of 2016 This bill authorizes supplemental funds under the Edward Byrne Memorial Justice Assistance Grant program for states that: (1) report at least 90% of DUI convictions, and (2) have in effect a law or policy that requires a DUI conviction to be taken into account for purposes of an enhanced criminal sentence under state law. The term "DUI conviction" means a criminal conviction for operating a motor vehicle under the influence of a drug or alcohol.

Unaccompanied Alien Children Placement Transparency Act of 2016 This bill amends the William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008 to require the Department of Health and Human Services or the Department of Homeland Security to provide the following information to the governor and each appropriate agency of a state within 60 days after the custodial placement in such state of an unaccompanied alien child who is in federal custody by reason of the child's immigration status: the child's medical records if the child will be attending state public schools, the custodian's address and immigration status, any federal public benefit that the child will receive, and any federal public benefit that the custodian will receive as a result of such custody.

Stop Dangerous Sanctuary Cities Act This bill prohibits a sanctuary jurisdiction from receiving grants under certain Economic Development Assistance Programs and the Community Development Block Grant Program. A sanctuary jurisdiction is a state or political subdivision that has a statute, policy, or practice in effect that prohibits or restricts: (1) information sharing about an individual's immigration status, or (2) compliance with a lawfully issued detainer request or notification of release request. A state or political subdivision that complies with a detainer is deemed to be an agent of the Department of Homeland Security and is authorized to take actions to comply with the detainer. The bill limits the liability of a state or political subdivision, or an officer or employee of such state or political subdivision, for actions in compliance with the detainer.

No Bailouts for State, Territory, and Local Governments Act This bill prohibits the use of federal funds to purchase or guarantee obligations of, issue lines of credit to, or provide direct or indirect grants-in-aid to any state (defined to include the District of Columbia and any U.S. territory or possession), municipal, local, or county government that, on or after January 1, 2013, has filed for bankruptcy, has defaulted on its obligations, is at risk of defaulting, or is likely to default, without such federal assistance, if such purchase, guarantee, extension of credit, or grant is made to assist the government in: (1) avoiding defaulting on the payment of principal or interest due on an obligation of the government, or (2) curing such a default. The Departrment of the Treasury is prohibited from using general fund revenues or borrowed funds to purchase or guarantee, for the same purposes, any asset or obligation of any such state, municipal, local, or county government. The Board of Governors of the Federal Reserve System is prohibited from: (1) providing or extending to, or authorizing with respect to, such a state, municipal, local, or county government, or other entity with taxing authority or bonding authority, for the same purposes, any funds, loan guarantees, credits, or any other financial instrument or other authority, including bond purchases; or (2) otherwise assisting such a government entity, for the same purposes, under any Board authority. Such prohibitions shall not apply to federal assistance provided in response to a natural disaster.

Prohibiting the Usurpation of Bathroom Laws through Independent Choice School Act (PUBLIC School Act) of 2016 This bill declares that it shall not be unlawful under federal law for a state or local government to enact or enforce a policy regarding the use of sex-segregated bathrooms or locker rooms of educational institutions on the basis of gender identity. The bill prohibits the reduction or denial of federal financial assistance on the basis that a state or local government enacts or enforces such a policy.

Urges finalization of a new Memorandum of Understanding between the United States and Israel. Supports a long-term Memorandum of Understanding between the United States and Israel that increases the amount of aid from previous agreements and enhances Israel's military capabilities.

Fertilizer Access and Responsible Management Act or the FARM Act This bill requires the Occupational Safety and Health Administration (OSHA) to withdraw its revised enforcement policy published on July 22, 2015, concerning the exemption of retail facilities from coverage of the process safety management of highly hazardous chemicals standard. (The standard contains requirements for managing hazards associated with processes using highly hazardous chemicals.) OSHA may publish a proposed rule relating to that exception only if: (1) it arranges for an independent third party to conduct a cost analysis of the proposed rule, and (2) the U.S. Census Bureau establishes a code for farm supply retailers under the North American Industry Classification System in a sector relating to retail trade. OSHA, when promulgating a rule relating to the exemption of retail facilities from coverage of the standards, must provide an opportunity for the public to submit comments as specified by the bill and invite meaningful public input in the rulemaking.

Transparent Insurance Standards Act of 2016 This bill specifies U.S. objectives regarding international insurance standards. The United States may not agree to, accept, establish, enter into, or consent to the adoption of a final international insurance standard with an international standard-setting organization or a foreign government, authority, or regulatory entity unless certain publication requirements and capital standards are met. Before U.S. adoption of any such international insurance standard the Department of the Treasury and the Board of Governors of the Federal Reserve System, in consultation with the state insurance commissioners, shall analyze and report to Congress on the impact of the standard on U.S. consumers and markets and whether any changes in state law will result from such final standard. Congress shall have 90 days to approve or reject the final standard. The Dodd-Frank Wall Street Reform and Consumer Protection Act is amended to authorize the Independent Member of the Financial Stability Oversight Council to: perform specified consultant duties with international insurance supervisors, international financial stability counterparts, as well as Treasury; attend the Financial Stability Board of The Group of Twenty, and arrange for the attendance and participation at the Board of state insurance commissioners on matters related to insurance and financial stability; and attend, with the U.S. delegation, the Organization for Economic Cooperation and Development (OECD) and observe and participate at the OECD Insurance and Private Pensions Committee on those same matters. Parties representing the United States at the Financial Stability Board of the Group of Twenty on matters, and in meetings, related to insurance and financial stability shall consult with the state insurance commissioners and seek to include them in those meetings.

Firearm Due Process Protection Act This bill amends the Brady Handgun Violence Protection Act to establish a 60-day time limit for the Department of Justice to make a final disposition of a request to correct a record in the National Instant Criminal Background Check System. With respect to violations of that limit, the bill establishes a private right to action.

Expresses the sense of Congress that: a durable resolution to the Israeli-Palestinian peace process can only come through direct, bilateral negotiations between Israel and the Palestinians; the U.N. cannot be a truly neutral arbiter of the Israeli-Palestinian conflict; and the United States should veto any U.N. Security Council resolution that inserts the Security Council into the peace process, unilaterally recognizes a Palestinian state, makes declarations concerning Israeli controlled territories, or dictates terms and a time line for the Israeli-Palestinian peace process.

Free File Act of 2016 This bill requires the Department of the Treasury to continue to operate the Internal Revenue Service (IRS) Free File Program. The program must work with state government agencies to enhance and expand the use of the program, while continuing to: provide free commercial-type online individual income tax preparation and electronic filing services to the lowest 70% of taxpayers by income; provide all taxpayers (regardless of income) with a basic, online electronic fillable forms utility; and work with the private sector to provide the free tax preparation and electronic filing services. Treasury must work with the private sector through the program to identify and implement innovative new program features to improve and simplify the taxpayer's experience with completing and filing individual income tax returns. The IRS and members of the tax software and electronic industry involved in the program must support and promote improvements within the program by mutually testing, piloting, and offering innovative solutions to: simplify the tax system, reduce compliance and reporting burdens, increase tax return accuracy through financial data authentication, strengthen the tax system against fraud through cybersecurity collaboration, avoid duplication, and maximize the use of electronic technology.

Firearms Transfer Improvement Act This bill amends the federal criminal code to broaden the scope of permissible transfers between a licensed gun dealer and an out-of-state resident. Current law permits a licensed gun dealer to sell or transfer a rifle or shotgun to an out-of-state resident if the transaction occurs in person and complies with applicable laws of both states. This bill permits a licensed gun dealer to sell or transfer a firearm to an out-of-state resident if the transaction occurs in person and complies with applicable laws of the state in which the gun dealer's place of business is located.

Prenatal Nondiscrimination Act (PRENDA) of 2016 This bill imposes criminal penalties on anyone who knowingly or knowingly attempts to: (1) perform an abortion knowing that the abortion is sought based on the sex, gender, color or race of the child, or the race of a parent; (2) use force or the threat of force to intentionally injure or intimidate any person for the purpose of coercing a sex-selection or race-selection abortion; (3) solicit or accept funds for the performance of such an abortion; or (4) transport a woman into the United States or across a state line for the purpose of obtaining such an abortion. Violations or attempted violations shall result in fines and/or imprisonment for up to five years. The bill authorizes civil actions (for verifiable money damages for injuries and punitive damages) by: (1) fathers, or maternal grandparents if the mother is an unemancipated minor, of unborn children who are the subject of an abortion performed or attempted through any of the above violations; or (2) women upon whom an abortion has been performed or attempted with a knowing or attempted use of force or threat of force to intentionally injure or intimidate any person for the purpose of coercing a sex-selection or race-selection abortion. To prevent an abortion provider from performing or attempting further abortions in violation of this bill, the bill authorizes injunctive relief to be obtained by: (1) the women upon whom such an abortion is performed or attempted, (2) a maternal grandparent of the unborn child if the woman is an unemancipated minor, (3) the father of such an unborn child, or (4) the Department of Justice. Violations of this bill are deemed to be prohibited discrimination under title VI (Federally Assisted Programs) of the Civil Rights Act of 1964. (Violators of title VI lose federal funding.) Medical or mental health professionals must report known or suspected violations to law enforcement authorities. Criminal penalties are established for a failure to so report. A woman having such an abortion may not be prosecuted or held civilly liable. Courts must make such orders as necessary to protect the anonymity of any woman upon whom an abortion has been performed or attempted if she does not give her written consent to such disclosure. In the absence of such a woman's written consent, any party, other than a public official, who brings an action must use a pseudonym. For purposes of this bill, "abortion" is defined as the act of using or prescribing any instrument, medicine, drug, or any other substance, device, or means with the intent to terminate the clinically diagnosable pregnancy of a woman, with knowledge that the termination by those means will, with reasonable likelihood, cause the death of the unborn child, unless the act is intended to: (1) save the life or preserve the health of the unborn child, (2) remove a dead unborn child caused by spontaneous abortion, or (3) remove an ectopic pregnancy.

Combating Terrorist Recruitment Act of 2016 This bill directs the Department of Homeland Security (DHS) to incorporate the public statements of former or estranged extremists into its efforts to combat terrorist recruitment, including efforts to counter-message foreign terrorist organization communications and related community engagement and public education efforts. Additionally, DHS must coordinate with federal agencies and engage nongovernmental and international partners in the identification and use of such public statements.

Health for Each American Less fortunate Through Help from medical professionals In Every Rural and impoverished area Act of 2016 or the HEALTHIER Act of 2016 This bill requires the Department of Health and Human Services to award grants to states with a volunteer health care provider law that permits a volunteer to provide health care services without being licensed in the state if the volunteer is licensed in another state. The law must: (1) require the services to be provided in a rural or impoverished area and to be within the scope of practice of the provider in the state, and (2) prohibit the services from being provided for more than seven consecutive days.

Protecting Workplace Advancement and Opportunity Act This bill declares that the proposed or the final rule of the Department of Labor entitled "Defining and Delimiting the Exemptions for Executive, Administrative, Professional, Outside Sales and Computer Employees" shall cease to have any force or effect. The rule revises the "white collar" exemption of executive, administrative, professional, outside sales, and computer employees from minimum wage and maximum hour, or overtime, requirements of the Fair Labor Standards Act of 1938 (FLSA). If the proposed rule is a final rule on the date of enactment of this bill: Labor shall not enforce it based on conduct occurring before that enactment date, an employee shall not have any right of action against an employer for the employer's failure to comply with the final rule at any time before that enactment date, any regulations that were amended by the final rule shall be restored and revived as if the final rule had never taken effect, and nothing in this bill shall be construed to create a right of action for an employer against an employee for the recoupment of any payments made to the employee before the enactment of this bill that were in compliance with that final rule. Labor may promulgate any substantially similar rule only if it has completed certain required actions; but the rule shall not contain any automatic updates to the salary threshold for purposes of exemptions to minimum wage and maximum hour requirements under the FLSA. The requirement that definitions applicable for such exemptions be defined and delimited from time to time by Labor regulations shall be construed to: require Labor to issue a new rule through notice and comment rulemaking for each change in any salary threshold it has proposed; and exclude any rule that would result in changes to any salary threshold for multiple time periods, including through any automatic updating procedure. Labor may not promulgate any final rule that includes any revision to duties tests for exemption from minimum wage and maximum hours requirements unless specific regulatory text for the provision was proposed in the proposed rule.

Combating BDS Act of 2016 This bill authorizes a state or local government to adopt and enforce measures to divest its assets from, or prohibit investment of its assets in: (1) an entity that such government determines, using credible information available to the public, engages in a commerce or investment-related boycott, divestment, or sanctions activity targeting Israel; or (2) an entity that owns or controls, is owned or controlled by, or is under common ownership or control with, such an entity. Such government shall provide written notice to such an entity before applying such a measure. Such a measure by a state or local government is not preempted by any federal law or regulation. The bill applies to measures adopted by a state or local government before, on, or after the date of this Act's enactment. The bill amends the Investment Company Act of 1940 to prohibit any person from bringing any civil, criminal, or administrative action against any registered investment company, or any officer or employee thereof, based solely upon such company divesting from, or avoiding investing in, securities issued by persons that such company determines, using credible information available to the public, engage in commerce or investment-related boycotts, divestments, or sanctions activities targeting Israel.

Make It In America Manufacturing Communities Act This bill establishes a program to improve the competitiveness of U.S. manufacturing by designating consortiums as manufacturing communities and authorizing federal agencies to provide them with financial and technical assistance. The Department of Commerce must designate consortiums as manufacturing communities using a competitive process and specified criteria. An eligible consortium must: represent a region that is large enough to contain critical elements of the key technologies or supply chain prioritized by the consortium and small enough to enable close collaboration among the consortium's members; include at least one institution of higher education, a private sector entity, and a government entity; and have a lead applicant that is a district organization, an Indian tribe, a state or political subdivision of a state, an institution of higher education, or a nonprofit organization or association cooperating with a political subdivision of a state. Specified federal agencies may support the manufacturing communities by awarding them financial or technical assistance, providing preferential consideration when members of the consortium apply for assistance, or providing a federal point of contact to help members access assistance. Recipients of the financial or technical assistance may use the funds to improve the competitiveness of U.S. manufacturing with investments that may include infrastructure, access to capital, promotion of exports and foreign direct investment, equipment upgrades, workforce training, energy or process efficiency, and other specified purposes.

Fair Medicare Hospital Payments Act of 2016 This bill amends title XVIII (Medicare) of the Social Security Act to establish, with respect to hospitals not located in a frontier state, a floor on the area wage adjustment factor for hospital inpatient and outpatient services covered under Medicare. (Such a floor already applies with respect to hospitals located in frontier states.)

Faster Care for Veterans Act of 2016 This bill directs the Department of Veterans Affairs (VA) to begin an 18-month pilot program in at least three Veterans Integrated Service Networks (VISNs) under which veterans use an Internet website to schedule and confirm appointments at VA medical facilities. The pilot program's duration may be extended and the number of VISNs may be increased.

Separation of Powers Restoration and Second Amendment Protection Act This bill expresses the sense of Congress that any executive order, memoranda, proclamation, or signing statement issued by the President that infringes on the powers and duties of Congress under article I, section 8 of the Constitution or the Second Amendment, or that would require the expenditure of federal funds not specifically appropriated for such executive action, is advisory only and has no force or effect unless enacted as law. The bill nullifies any such executive action and prohibits the use of appropriated funds to promulgate or enforce any such action. The following persons may bring a civil action in an appropriate U.S. district court to challenge the validity of any such executive action: (1) any Member or either or both chambers of Congress, (2) the highest governmental official of any state or political subdivision if the challenged action infringes on a power of such state under any congressional enactment or relevant treaty, and (3) any person aggrieved of the challenged executive action with respect to a liberty or property interest adversely affected directly by the executive action.

Prevent Terrorism from Entering our Prisons Act of 2015 This bill amends the federal criminal code to require the Department of Justice (DOJ) to screen federal prison volunteers for known and suspected terrorist connections, using Federal Bureau of Investigation files and volunteers' social media accounts. DOJ must take appropriate action if a volunteer's screening raises questions about terrorist connections.

Foreclosure Relief and Extension for Servicemembers Act of 2015 This bill amends the Honoring America's Veterans and Caring for Camp Lejeune Families Act of 2012 to extend through 2017 the one-year period after a service member's military service during which: (1) a court may stay proceedings to enforce an obligation on real or personal property owned by the service member before such military service; and (2) any sale, foreclosure, or seizure of such property shall be invalid without a court order or waiver agreement signed by the service member. (Currently, the extended one-year period is scheduled to expire on December 31, 2015, and return to a nine-month period under the Servicemembers Civil Relief Act.) Effective January 1, 2018 (currently, January 1, 2016), the old nine-month period in place of the one-year period granted by such Act shall be restored.

Stop Funding for Terrorism Act This bill amends the Foreign Assistance Act of 1961 with respect to requirements the Department of State must meet to rescind any determination that the government of a foreign country: has repeatedly provided support for acts of international terrorism; and for this reason may not receive assistance under the Act, the Food for Peace Act, the Peace Corps Act, or the Export-Import Bank Act of 1945. The State Department may rescind such a determination and waive the prohibition on assistance only if, in addition to other existing requirements for rescission and waiver, Congress enacts a joint resolution of approval according to a specified procedure.

Saving the Earnings and Noting the Investment of Our Retired Seniors Act of 2015 or the SENIORS Act of 2015 This bill expresses the sense of Congress on a cost-of-living increase to Social Security benefits for seniors. The Department of the Treasury shall disburse a one-time payment to certain individuals who are entitled to a benefit under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act (SSAct), an annuity under the Railroad Retirement Act of 1974, or a veterans benefit, or are eligible for a cash benefit under SSAct title XVI (Supplemental Security Income). The amount disbursed shall be 12% of the amount of such benefit payment or SSI cash benefit payable to the individual for November 2015. The Internal Revenue Code is amended to require a Social Security number to claim the refundable portion of the child tax credit. As offsets for these payments: all balances under the United States Enrichment Corporation Fund are hereby permanently rescinded; of the amounts obligated, but not expended, under the Emergency Economic Stabilization Act of 2008 for the Making Home Affordable Program, Treasury shall transfer $2.5 million to the general fund of the Treasury; and of the funds made available to the Department of Energy under the Consolidated Security, Disaster Assistance, and Continuing Appropriations Act, 2009 for the Advanced Technology Vehicles Manufacturing Loan Program Account for the cost of direct loans as authorized by the Energy Independence and Security Act of 2007, the unobligated balance is hereby rescinded.

This bill amends the Immigration and Nationality Act to prohibit the visa waiver admission of an alien who was present during the preceding five-year period in: a country designated by the Department of State or any other provision of law as a country whose government has repeatedly provided support for acts of international terrorism; Afghanistan, Egypt, Iraq, Libya, Yemen, Somalia, or Nigeria; or any other country determined appropriate by the State Department, in consultation with the Department of Homeland Security, the Department of the Treasury, and the Director of National Intelligence.

Horse Protection Amendments Act of 2015 This bill amends the Horse Protection Act to replace the Designated Qualified Persons program responsible for inspecting horses for soring with a new inspection system. (The soring of horses is any of various actions taken on a horse's limb to produce a higher gait that may cause pain, distress, inflammation, or lameness.) The Department of Agriculture must establish a single Horse Industry Organization (HIO) in order to establish a formal affiliation with the management of each horse sale, horse exhibition, and horse sale or auction, appoint inspectors to conduct inspections, and otherwise ensure compliance with the Horse Protection Act. The Commissioners of Agriculture for Tennessee and Kentucky must appoint individuals to the HIO. Those individuals must appoint individuals representing the Tennessee Walking Horse industry.

SEC Small Business Advocate Act of 2015 This bill amends the Securities Exchange Act of 1934 to establish within the Securities and Exchange Commission (SEC) an Office of the Advocate for Small Business Capital Formation. The Advocate for Small Business Capital Formation shall: assist small businesses and small business investors in resolving significant problems they may have with the SEC or with self-regulatory organizations; identify areas in which such businesses and investors would benefit from changes in SEC regulations or the rules of such organizations; identify problems that small businesses have with securing access to capital; analyze the potential impact on such businesses and investors of proposed SEC regulations and proposed rules that are likely to have a significant economic impact on small businesses and small business capital formation; conduct outreach to such businesses and investors to solicit views on relevant capital formation issues; propose to the SEC changes in its regulations or orders, and propose to Congress legislative, administrative, or personnel changes, to mitigate problems identified and to promote the interests of such businesses and investors; consult with the Investor Advocate on such proposals and advise the Investor Advocate on small business-related issues; submit annual reports on its activities to specified congressional committees; and be responsible for planning, organizing, and executing the annual Government-Business Forum on Small Business Capital Formation. The bill also establishes the Small Business Capital Formation Advisory Committee, which shall provide the SEC with advice on SEC rules, regulations, and policies regarding its mission of protecting investors, maintaining fair, orderly, and efficient markets, and facilitating capital formation, as they relate to: capital raising by emerging, privately held small businesses and publicly traded companies with less than $250 million in public market capitalization through securities offerings; trading in the securities of such businesses and companies; and public reporting and corporate governance requirements of such businesses and companies. The SEC shall assess the Committee's recommendations and disclose any action it intends to take with respect to such recommendations.

Safe Agriculture Production Act of 2015 This bill amends the Plant Protection Act to allow state, local, or tribal governments to use methyl bromide as a fumigant if: (1) the use is required to respond to an emergency concerning a significant economic loss of crops to pests or diseases, and (2) the Department of Agriculture (USDA) does not object to that use within a specified time period. The bill allows this use of methyl bromide during an emergency event regardless of whether the use is registered and included in the label approved for the product by the Environmental Protection Agency under Federal Insecticide, Fungicide, and Rodenticide Act. The bill limits the amount of methyl bromide that may be used per emergency event at a specific location to not more than 20 metric tons. The aggregate amount of methyl bromide used in the United States each year may not exceed the total amount authorized under the Montreal Protocol on Substances that Deplete the Ozone Layer. The bill gives USDA exclusive authority for determining which species are considered quarantine pests.

Cuba Agricultural Exports Act This bill amends the Trade Sanctions Reform and Export Enhancement Act of 2000 to exempt from prohibitions against U.S. assistance to Cuba any exports under the market access program, the export credit guarantee program, and the foreign market development cooperator program, including any federal commodity promotion program obligations or expenditures of funds. This exemption shall not apply if the U.S. assistance recipient would be an entity controlled by the Cuban government, including the armed forces, the Ministry of the Interior, or any subdivision of either governmental entity. A person subject to U.S. jurisdiction may invest in the development of an agricultural business in Cuba if the Department of State and the Department of Agriculture jointly determine that the agricultural business: is not controlled by the government of Cuba, including the armed forces, the Ministry of the Interior, or any subdivision of either governmental entity; and does not traffic in property of persons subject to U.S. jurisdiction which was confiscated by Cuba on or after January 1, 1959. Certain language limiting financing of agricultural sales to Cuba is repealed.

Export-Import Bank Reform and Reauthorization Act of 2015 This bill amends the Export-Import Bank Act of 1945 to reduce, for each of FY2015-FY2019, the authorized aggregate amount of loans, guarantees, and insurance the Export-Import Bank may have outstanding at any time. The Bank shall build to and hold in reserve, to protect against future losses, at least 5% of its aggregate amount of disbursed and outstanding loans, guarantees, and insurance. The Export-Import Bank Reauthorization Act of 2012 (EIBRA) is amended to require the Government Accountability Office's quadrennial review of the adequacy of the design and effectiveness of the Bank's fraud controls to include review of the Bank's compliance with these controls. An Office of Ethics is established within the Bank to recommend administrative actions to establish or enforce standards of official conduct. A Chief Risk Officer of the Bank is established to oversee all issues relating to risk within the Bank. A Risk Management Committee is also established to: oversee periodic stress testing on the entire Bank portfolio and the monitoring of industry, geographic, and obligor exposure levels; and review all required reports on the Bank's default rate. The Bank's Inspector General shall conduct an audit or evaluation of the Bank's portfolio risk management procedures, including its implementation of the duties assigned to the Chief Risk Officer. The Bank may establish a pilot program under which it may enter into contracts and other arrangements to share risks associated with its provision of guarantees, insurance, or credit, or participation in the extension of credit. The Bank shall: (1) increase from 20% to 25% of its lending authority the amount made available to finance direct exports by small business concerns, and (2) include in its annual report to Congress a report on its programs for U.S. businesses with less than $250 million in annual sales. The Bank may use a portion of its surplus through FY2019 to update its information technology systems. The Bank, the Sub-Saharan Africa Advisory Committee, and authority for dual use exports (of nonlethal defense articles or services primarily for civilian use) are reauthorized through FY2019. The principal amounts of medium-term financing by the Bank are limited to $25 million Increased from a minimum of $10 million to a minimum of $25 million are the amounts of: long-term loans or loan guarantees the Bank may insure, working capital export loans and guarantees to small businesses, and long-term support for projects to which certain procedures apply regarding the potential beneficial and adverse environmental effects of goods and services for which direct lending and guarantee support is requested. The Bank may never: deny an application for financing based solely on the industry, sector, or business that the application concerns; or promulgate or implement policies that discriminate against an application based solely on the industry, sector, or business that the application concerns. The EIBRA is amended to require the President instead of the Department of the Treasury to initiate and pursue negotiations to end export credit financing. The President shall propose to Congress a strategy the U.S. government will pursue with other major exporting countries, including Organisation for Economic Co-operation and Development (OECD) members and non-OECD members, to eliminate over a period of 10 years subsidized export-financing programs, tied aid, export credits, and all other forms of government-supported export subsidies. The Bank shall study the extent to which products it offers are available and used by companies that export information and communications technology services and related goods.

FSOC Transparency and Accountability Act Amends the Financial Stability Act of 2010 to repeal the nonapplicability of the Federal Advisory Committee Act (FACA) to the Financial Stability Oversight Council (thus applying FACA to the Council). Declares the Council an agency for purposes of the "Government in the Sunshine Act" (and its open meeting requirements). Revises the voting profile of Council members to single out the following member agencies as each having collectively one vote: (1) the Board of Governors of the Federal Reserve System, (2) the Securities and Exchange Commission (SEC), (3) the Federal Deposit Insurance Corporation (FDIC), (4) the Commodity Futures Trading Commission (CFTC), and (5) the National Credit Union Administration (NCUA) Board. Directs these member agencies to: (1) determine their Council vote by using the voting process normally applicable to votes by their members, and (2) cast the one collective Council vote by the agency head. Permits any Council member to select to have one or more individuals on the member's staff attend a meeting of the Council, including any meeting of representatives of the member agencies other than the members themselves. Requires all Council meetings to be open to attendance and participation by members of specified congressional committees, including any meeting of representatives of the member agencies other than the members themselves.

Social Security Beneficiary 2nd Amendment Rights Protection Act This bill amends titles II (Old Age, Survivors and Disability Insurance) (OASDI) and XVI (Supplemental Security Income) (SSI) of the Social Security Act to prohibit any determination by the Commissioner of Social Security with respect to an individual, including one that OASDI and SSI benefits to which that individual is entitled shall be paid to a representative payee, from being considered to be a determination that the individual has been adjudicated as a mental defective to make it unlawful for the individual to engage in the shipment or transport of firearms or ammunition or receive any firearm or ammunition which has been shipped or transported in interstate or foreign commerce.

Born-Alive Abortion Survivors Protection Act This bill amends the federal criminal code to require any health care practitioner who is present when a child is born alive following an abortion or attempted abortion to: (1) exercise the same degree of care as reasonably provided to any other child born alive at the same gestational age, and (2) ensure that such child is immediately admitted to a hospital. The term "born alive" means the complete expulsion or extraction from his or her mother, at any stage of development, who after such expulsion or extraction breathes or has a beating heart, pulsation of the umbilical cord, or definite movement of voluntary muscles, regardless of whether the umbilical cord has been cut. Also, a health care practitioner or other employee who has knowledge of a failure to comply with these requirements must immediately report such failure to an appropriate law enforcement agency. An individual who violates the provisions of this Act is subject to a criminal fine, up to five years in prison, or both. An individual who commits an overt act that kills a child born alive is subject to criminal prosecution for murder. The legislation bars the criminal prosecution of a mother of a child born alive for conspiracy to violate the provisions of this Act, for being an accessory after the fact, or for concealment of felony. A woman who undergoes an abortion or attempted abortion may file a civil action for damages against an individual who violates this Act.

Protecting Local Business Opportunity Act T his bill amends the National Labor Relations Act to allow two or more employers to be considered joint employers for purposes of the Act only if each shares and exercises control over essential terms and conditions of employment and such control over these matters is actual, direct, and immediate.
