Israel Security Assistance Support Act

Israel Security Assistance Support Act This bill specifies that no federal funds may be used to withhold, halt, reverse, or cancel the delivery of defense articles or defense services to Israel. Also, no funds may be used to pay the salary of any Department of Defense (DOD) or Department of State employee who acts to limit defense deliveries to Israel. Additionally, DOD and the State Department shall ensure prompt delivery of all defense articles and services expected to be delivered to Israel in FY2024 and FY2025. Unobligated funds for operation and maintenance for the Office of the Secretary of Defense, diplomatic programs for the Office of the Secretary of State, and the National Security Council may not be spent until each office certifies to Congress that any withheld defense articles or services are delivered to Israel. DOD and the State Department must obligate any remaining funds for assistance to Israel. DOD and the State Department must periodically report to Congress on defense articles and services provided to Israel.

Illegitimate Court Counteraction Act This bill imposes sanctions against foreign persons (individuals and entities) who assist the International Criminal Court (ICC) in investigating, arresting, detaining, or prosecuting certain individuals. The bill categorizes as protected persons (1) any U.S. individual, U.S. entity, or person in the United States, unless the United States is a state party to the Rome Statute of the ICC and provides formal consent to ICC jurisdiction; and (2) any foreign person that is a citizen or lawful resident of a U.S. ally that is not a state party to the Rome Statute or has not consented to ICC jurisdiction. If the ICC attempts to investigate, arrest, detain or prosecute a protected person, the President must impose visa- and property-blocking sanctions against the foreign persons that engaged in or materially assisted in such actions, as well as against foreign persons owned by, controlled by, or acting on behalf of such foreign persons. The President must also apply visa-blocking sanctions to the immediate family members of those sanctioned. Upon enactment, the bill rescinds all funds appropriated for the ICC and prohibits the subsequent use of appropriated funds for the ICC.

SAVE Act

Safeguard American Voter Eligibility Act or the SAVE Act This bill requires individuals to provide documentary proof of U.S. citizenship in order to register to vote in federal elections. Specifically, the bill prohibits states from accepting and processing an application to register to vote in a federal election unless the applicant presents documentary proof of U.S. citizenship. Further, the bill (1) prohibits states from registering an individual to vote in a federal election unless, at the time the individual applies to register to vote, the individual provides documentary proof of U.S. citizenship; and (2) requires states to establish an alternative process under which an applicant may submit other evidence to demonstrate U.S. citizenship. Each state must take affirmative steps on an ongoing basis to ensure that only U.S. citizens are registered to vote, which shall include establishing a program to identify individuals who are not U.S. citizens using information supplied by specified sources. Additionally, the bill requires states to remove noncitizens from their official lists of eligible voters. The bill allows for a private right of action against an election official who registers an applicant to vote in a federal election who fails to present documentary proof of U.S. citizenship. The bill also establishes criminal penalties for registering an applicant to vote in a federal election who fails to present documentary proof of U.S. citizenship. The Election Assistance Commission must, within 10 days, adopt and transmit guidance for implementing the bill's requirements to chief state election officials.

Securing American Agriculture Act

Securing American Agriculture Act This bill directs the Department of Agriculture (USDA) to assess, on an annual basis, U.S. dependency on critical agricultural products or inputs that could be exploited in the event that China weaponizes such a dependency. USDA must submit a report to Congress on the assessment, which must include recommendations to reduce U.S. dependency on China to supply critical agricultural products or inputs.  Under the bill, critical inputs include all farm management, agronomic, and field-applied production inputs (e.g., agricultural equipment, fertilizers, veterinary drugs, and seed). The bill specifies that, in conducting the assessment, USDA may not require a private entity to provide information to USDA. Further, the bill requires USDA to comply with certain confidentiality requirements and restricts disclosures of the information.

SOLAR Act

Securing Our Lands and Resources Act or the SOLAR Act This bill prohibits the Department of Agriculture (USDA) from providing financial assistance for certain projects that would result in the conversion of covered farmland for solar energy production. Under the bill, covered farmland generally refers to prime farmland, unique farmland, and farmland that is of statewide or local importance. Conversion means any activity that results in the covered farmland no longer meeting certain requirements for agricultural production, activity, or use. The bill includes an exception for certain smaller projects that have the approval or support from the local county and municipality. Any project that receives financial assistance from USDA under an exception must (1) develop a mitigation and remediation plan for the project (e.g., implementing best practices to protect future soil health and productivity), and (2) ensure that sufficient funds are provided for the decommissioning of the solar energy production system and the remediation and restoration of the farmland.

This cap is not subject to annual adjustment to reflect inflation.

Laken Riley Act This bill requires the Department of Homeland Security (DHS) to detain certain non-U. S. nationals ( aliens under federal law) who have been arrested for burglary, theft, larceny, or shoplifting. The bill also authorizes states to sue the federal government for decisions or alleged failures related to immigration enforcement. Under this bill, DHS must detain an individual who (1) is unlawfully present in the United States or did not possess the necessary documents when applying for admission; and (2) has been charged with, arrested for, convicted for, or admits to having committed acts that constitute the essential elements of burglary, theft, larceny, or shoplifting. The bill also authorizes state governments to sue for injunctive relief over certain immigration-related decisions or alleged failures by the federal government if the decision or failure caused the state or its residents harm, including financial harm of more than $100. Specifically, the state government may sue the federal government over a decision to release a non-U. S. national from custody; failure to fulfill requirements relating to inspecting individuals seeking admission into the United States, including requirements related to asylum interviews; failure to fulfill a requirement to stop issuing visas to nationals of a country that unreasonably denies or delays acceptance of nationals of that country; violation of limitations on immigration parole, such as the requirement that parole be granted only on a case-by-case basis; or failure to detain an individual who has been ordered removed from the United States.

This joint resolution nullifies the final rule issued by the Animal and Plant Health Inspection Service (APHIS) titled Importation of Fresh Beef From Paraguay and published on November 14, 2023. The final rule allows for the importation of fresh (chilled or frozen) beef from Paraguay into the United States under certain conditions. The United States prohibits or restricts the importation of certain animals and animal products to prevent the introduction of various animal diseases, including foot-and-mouth disease (FMD). In response to a request from Paraguay to allow the importation of fresh beef from Paraguay into the United States, APHIS conducted a risk analysis. APHIS concluded that fresh beef could be safely imported from Paraguay, provided that certain conditions are met. These conditions include that (1) FMD has not been diagnosed in the exporting region within the previous 12 months; (2) the meat originated from premises where FMD has not been present during the lifetime of any bovines slaughtered for U.S. meat export; and (3) APHIS may periodically conduct on-site evaluations and subsequent inspections of the slaughter facilities, records, and operations.

Under current law, each state must set targets for and report on the progress of performance metrics related to the U.S. surface transportation system. The rule establishes a specific measure for assessing greenhouse gas (GHG) emissions associated with transportation (GHG measure). The rule also requires state departments of transportation and metropolitan planning organizations to establish declining carbon dioxide (CO2) targets for the GHG measure and report to the FHWA on their progress towards achieving these targets.
