Air Traffic Control Workforce Development Act of 2025

United States · United States Congress · 8 May 2025

Air Traffic Control Workforce Development Act of 2025 This bill expands and modifies Air Traffic Control (ATC) workforce training and programs. The bill provides statutory authority for the Enhanced Air Traffic-Collegiate Training Initiative (AT-CTI) program. As background, standard AT-CTI institutions of higher education offer nonengineering aviation degrees that teach basic courses in ATC and aviation administration, and graduates complete training at the Federal Aviation Administration (FAA) Academy. Students at Enhanced AT-CTI schools are provided with equivalent FAA Academy ATC training and may be placed directly into an ATC facility. The bill establishes a grant program for schools participating in the Enhanced AT-CTI program and provides for a faculty annuity supplement for ATC instructors at participating institution of higher education. The FAA must convene an aviation rulemaking committee to review and provide recommendations on the (1) curricula of the FAA Academy, AT-CTI program, and Enhanced AT-CTI program; and (2) Air Traffic Skills Assessment exam. Based on the committee's recommendations, the FAA must initiate a rulemaking or make policy and guidance updates, with an exception. The bill authorizes funding through FY2031 for the procurement and placement at ATC facilities of Tower Simulator Systems, which are used to train air traffic controllers on airport tower operations. The bill also requires DOT to establish ATC recruitment and retention incentive programs, the FAA to support the development of mental health services training related to conditions for ATCs, and the FAA to submit a report to Congress on the status of the Airspace Non-cooperative Surveillance Radar program.

American Ownership and Resilience Act

United States · United States Congress · 7 May 2025

American Ownership and Resilience Act This bill creates an investment facility to support the conversion of private businesses into employee-owned businesses. Specifically, the Department of Commerce must establish an investment facility that provides leverage to ownership investment companies (OICs) licensed by Commerce.  Under the bill, OICs manage capital for the purpose of financing the sale of a private business to an employee stock ownership plan (ESOP) or eligible worker-owned cooperative,  have the authority to borrow money and issue securities or other obligations to finance the sale, and have the full faith and credit of the United States to guarantee the payment of all such amounts. Improving SCRA Benefit Utilization Act

United States · United States Congress · 1 May 2025

Improving SCRA Benefit Utilization Act This bill expands interest rate protections under the Servicemembers Civil Relief Act (SCRA) and requires expanded training for and outreach to servicemembers regarding financial literacy and SCRA protections. The SCRA caps the maximum interest charged on any debt incurred by a servicemember prior to entering active duty at 6% annually if the servicemember's ability to pay is materially affected by active-duty status; servicemembers must provide notice and other documentation to creditors to receive this cap. The bill requires creditors to apply this cap to all of a servicemember’s obligations or liabilities with that creditor, regardless of whether a certain obligation or liability was specifically mentioned in the required notice provided by the member to invoke SCRA rights. Further, the bill requires creditors to provide all necessary mechanisms to ensure a servicemember is able to submit any required documentation. The bill also requires that the financial literacy training program provided to servicemembers include information about consumer financial protections afforded to such members and their dependents, including protections regarding interest rate limits under the SCRA. Additionally, the bill requires the military department concerned to provide written notice of benefits under the SCRA to servicemembers at the time they first enter military service and, for members of the reserve components, at the time they first enter service in the reserves and at any time when they are mobilized or ordered to active duty for more than 30 days.

United States · United States Congress · 1 May 2025

National Earthquake Hazards Reduction Program Reauthorization Act of 2025 This bill reauthorizes through FY2030 the activities of the U.S. Geological Survey (USGS) under the National Earthquake Hazards Reduction Program (NEHRP). It also expands certain USGS activities under NEHRP relating to earthquake warnings and mapping and expands other NEHRP activities. Under NEHRP, USGS is responsible for monitoring and early warnings (including operating the Advanced National Seismic System, a nationwide network of seismic stations), hazard assessments and mapping, and research regarding earthquakes. The bill reauthorizes such USGS activities through FY2030. Additionally, the bill requires USGS to  coordinate with the Federal Communications Commission to ensure alerts and early warnings are broadcast as rapidly as possible for maximum warning time,  expand the early warning system to additional high-risk areas, issue forecasts for aftershocks following significant earthquakes, and include tsunamis and other hazards associated with earthquakes in seismic hazard maps. Also, NEHRP activities to develop building codes and standards must include recovery objectives addressing post-earthquake occupancy and functionality of infrastructure.

Fairness for Victims of SNAP Skimming Act of 2025

United States · United States Congress · 30 April 2025

Fairness for Victims of SNAP Skimming Act of 2025 This bill requires the Supplemental Nutrition Assistance Program (SNAP) to provide for the replacement of the full amount of a household's stolen benefits. Specifically, using funds provided by the Department of Agriculture, a state agency must provide a household with replacement SNAP benefits equal to the amount of benefits stolen through card skimming, card cloning, or similar fraudulent methods. This requirement applies if the state agency determines that the benefits were stolen and meets certain requirements.  Under current law, a state agency may only replace SNAP benefits that were stolen between the period beginning on October 1, 2022, and ending on December 20, 2024. Further, the replacement amount is limited to the lesser of the amount of (1) the benefits stolen, or (2) two months of the household's monthly allotment immediately prior to the date on which the benefits were stolen. Thus, this bill permanently extends the provision and provides for the replacement of the full amount of the benefits stolen.
