This bill declares that the Memorandum Opinion for the Assistant Attorney General for the Criminal Division of the Department of Justice (dated September 20, 2011) shall have no force or effect for purposes of interpreting the definition of "unlawful Internet gambling" under current federal law. (The memorandum opinion concluded that state proposals to use the Internet and out-of-state vendors to sell lottery tickets to in-state adults did not constitute unlawful Internet gambling.)

Anti-Semitism Awareness Act of 2016 This bill requires the Department of Education (ED), when reviewing whether there has been a violation of title VI of the Civil Rights Act of 1964 (prohibits discrimination on the basis of race, color, or national origin in programs and activities receiving federal financial assistance) based on an individual's actual or perceived shared Jewish ancestry or Jewish ethnic characteristics, to consider the definition of "anti-Semitism" as part of its assessment of whether the alleged practice was motivated by anti-Semitic intent. For purposes of this bill, the definition of "anti-Semitism" is the definition set forth by the Special Envoy to Monitor and Combat Anti-Semitism of the Department of State in the Fact Sheet issued on June 8, 2010, as adapted from the Working Definition of Anti-Semitism of the European Monitoring Center on Racism and Xenophobia (now known as the European Union Agency for Fundamental Rights).

This bill amends the Safe Drinking Water Act by requiring the Environmental Protection Agency to publish a maximum contaminant level goal and promulgate a national primary drinking water regulation for perfluorinated compounds (PFCs) within two years. (PFCs are manufactured compounds that are used in an array of consumer products and that accumulate in human blood.)

Global War on Terrorism War Memorial Act This bill allows the Global War on Terror Memorial Foundation to establish the National Global War on Terrorism Memorial as a commemorative work on federal land in the District of Columbia to commemorate and honor the members of the Armed Forces who served on active duty in support of the Global War on Terrorism. No federal funds may be used to pay any expense to establish the memorial.

Prohibiting Future Ransom Payments to Iran Act This bill declares that it shall be the policy of the U.S. government not to pay ransom or release prisoners for the purpose of securing the release of U.S. citizens taken hostage abroad. The U.S. government is prohibited from providing promissory notes (including currency) issued by the U.S. government or by a foreign government to the government of Iran. The conduct of a transaction or payment in connection with a claim settlement agreement brought before the Iran-United States Claims Tribunal (established on January 19, 1981) may be made only: (1) on a case-by-case basis pursuant to a specific license by the Department of the Treasury's Office of Foreign Assets Control, and (2) in a manner that does not contradict such promissory note prohibition. The President must publish a list of such transactions or payments. Such promissory note prohibition and licensing requirement shall remain in effect until the President certifies that: (1) a preliminary or final rule providing for Iran's designation as a jurisdiction of primary money laundering concern has been rescinded, and (2) the Department of State has removed Iran from the list of countries that have repeatedly provided support for acts of international terrorism. The President shall: (1) submit, every 180 days for 3 years, a report that evaluates each outstanding claim before the tribunal; and (2) provide notice prior to conducting a transaction or payment from the U.S. government to the government of Iran in connection with a claim settlement agreement. Nothing in this bill shall: (1) apply to activities subject to the non-covert intelligence reporting requirements under title V of the National Security Act of 1947, or (2) be construed to authorize any U.S. government payment to the government of Iran.

Disability Community Act of 2016 This bill amends title XIX (Medicaid) of the Social Security Act to temporarily establish a higher federal matching rate with respect to Medicaid expenditures for certain services furnished to individuals with developmental disabilities if such expenditures are attributable to compliance with specified regulations. In the case of a state Medicaid program that does not require the use of an electronic visit verification system for personal care services and home health services, the federal matching rate for medical assistance expended on such services shall be incrementally reduced.

PFOS and PFOA Right to Know Act of 2016 This bill authorizes the Department of Defense (DOD) to enter into intergovernmental agreements to provide health screenings for conditions relating to perfluorooctanesuflonic acid (PFOS) and perfluorooctanoic acid (PFOA) exposure in communities near formerly used defense sites that have been identified by DOD as sources of PFOS and PFOA.

This bill revises the authority of the Department of the Treasury to issue an order imposing recordkeeping and reporting requirements upon financial institutions and nonfinancial trade or business groups in certain geographic areas regarding transactions for the payment, receipt, or transfer of U.S. coins or currency (or other monetary instruments as Treasury may describe in an order). A Treasury order for recordkeeping and reporting may include all funds (not just U.S. coins or currency) involved in such transactions.

Enhancing Treasury's Anti-Terror Tools Act This bill directs the Department of the Treasury to report to certain congressional committees on the employment by U.S embassies of full-time and temporary Treasury attaches and their role in advancing U.S. anti-terrorism financing interests, including money laundering and related illicit finance. The bill revises Treasury's authority to issue an order imposing recordkeeping and reporting requirements upon financial institutions and nonfinancial trade or business groups in certain geographic areas regarding transactions for the payment, receipt, or transfer of U.S. coins or currency (or other monetary instruments as Treasury may describe). Such an order may include all funds, not just U.S. coins or currency, involved in such transactions. Treasury shall study: the advisability and implications of transforming the Office of Terrorism and Financial Intelligence into a standalone bureau, the potential efficacy of requiring banking regulators to establish a pilot technical assistance program for depository institutions and credit unions that furnish account services to money services businesses serving individuals in Somalia, and the potential impact of allowing money services businesses to share their state examinations with depository institutions and credit unions. The bill expresses the sense of Congress that, to better integrate the intelligence community with anti-money laundering and counter-terrorist financing efforts, Treasury should work with finance ministry counterparts worldwide to spur the development of entities similar to its Office of Intelligence and Analysis. Treasury shall collect and make available electronically to federal agencies a unified stream of import and export data and similar currently collected information that would help federal detection and prevention of illicit finance. The National Security Act of 1947 is amended to add the Secretary of the Treasury to the National Security Council.

National Strategy for Combating Terrorist, Underground, and Other Illicit Financing Act This bill directs the President, acting through the Department of the Treasury, to develop a national strategy for combating the financing of terrorism and related forms of illicit finance. The national strategy shall focus upon selected aspects, including: (1) threats, goals, objectives, and priorities; (2) coordination with domestic and international governmental entities; (3) the role of the private financial sector in prevention of illicit finance; (4) project and budget priorities; (5) the use and role of Treasury attaches; (6) illicit finance and cyber crime; and (7) technology.

Anti-terrorism Information Sharing Is Strength Act This bill amends the USA PATRIOT Act to allow two or more financial institutions and any association of financial institutions, upon notice provided to the Department of the Treasury, to share information with one another regarding individuals, entities, organizations, and countries suspected of the unlawful activity the proceeds of which form the basis of a money laundering offense. A financial institution or association that transmits, receives, or shares such information to identify and report this activity shall not be liable to any person for such disclosure or for any failure to provide notice of it to the subject, or any other person identified in the disclosure, except where the transmission, receipt, or sharing violates the Act or regulations promulgated under it. The bill expresses the sense of Congress concerning the need for federal law enforcement agencies and regulators, as well as financial institutions, to share information about terrorist activities, money laundering activities, and unlawful activities to the fullest extent possible and in a timely fashion.

Kleptocracy Asset Recovery Rewards Act This bill establishes in the Department of the Treasury a Kleptocracy Asset Recovery Rewards Program for the payment of rewards to support U.S. government programs and investigations aimed at eliminating from accounts at U.S. financial institutions any stolen assets linked to foreign government corruption and the proceeds of such corruption. Treasury may pay a reward to any individual who furnishes information leading to the restraining, seizure, forfeiture, or repatriation of stolen assets in an account at a U.S. financial institution, that come within the United States, or that come within the possession or control of any U.S. person linked to foreign government corruption. U.S. or foreign government employees are not eligible for such a reward. Treasury shall: (1) establish procedures for the offering, administration, and payment of such rewards in order to ensure that the payment of rewards pursuant to this bill does not duplicate or interfere with any other payment authorized by the Department of Justice (DOJ) or other federal law enforcement agencies for the obtaining of information or other evidence; and (2) obtain the written concurrence of DOJ before making such a reward under this bill in a matter over which there is federal criminal jurisdiction. Such rewards shall be paid from the Department of the Treasury Forfeiture Fund. The total amount of rewards paid may not exceed $25 million in any calendar year. The President may waive such limitation after providing prior notice to Congress. No single reward may exceed $5 million, except as Treasury determines necessary in exceptional cases. Treasury may reduce or deny awards to individuals claiming awards who were involved in actions leading to the misappropriation or diversion of stolen assets or other foreign government corruption. Treasury shall: (1) report annually regarding stolen assets, and (2) report describing policy choices for the disposition of recovered stolen assets.

Shark Fin Trade Elimination Act of 2016 This bill makes it illegal to possess, buy, sell, transport, or trade shark fins or any product containing shark fins. A person may possess a shark fin that was lawfully taken consistent with a license or permit under certain circumstances. Penalties are imposed for violations under the Magnuson-Stevens Fishery Conservation and Management Act.

Ariel Grace's Law This bill amends the Federal Food, Drug, and Cosmetic Act to declare that an action for damages or a person's liability under state law is not affected by the federal prohibition on state or local requirements regarding medical devices. This bill is retroactively effective and applies to pending civil actions.

Alzheimer's Breakthrough Sunshine Act This bill amends the Internal Revenue Code to exclude from gross income for seven years amounts received from the sale of certain drugs for treating Alzheimer's disease and related dementias. The exclusion applies to the sale of a drug approved or licensed as a disease-modifying treatment for Alzheimer's disease and that has been designated as a breakthrough therapy under the Federal Food, Drug, and Cosmetic Act. The drug must be sold through an arm's length transaction by a holder of the approved application for the drug.

Condemns the Dog Meat Festival in Yulin, China, because it: (1) is a spectacle of extreme animal cruelty, (2) is a commercial activity not grounded in Chinese history, (3) is opposed by a majority of the Chinese people, and (4) threatens global public health. Urges: the government of China and the Yulin authorities to ban the killing and eating of dogs as part of Yulin's festival and to enforce China's food safety laws regulating the processing and sale of animal products and the 2011 Agriculture Ministry of China Regulation on the Quarantine of Dogs at the Place of Origin requiring one certificate for one dog on trans-provincial transport trucks, and the National People's Congress of China to enact an animal anticruelty law that bans the dog meat trade. Affirms the commitment of the United States to the protection of animals and to the progress of animal protection.

CI Realignment Act This bill establishes a Bureau of Criminal Investigation within the Department of the Treasury and transfers the functions, personnel, assets, and obligations of the Internal Revenue Service's (IRS's) Criminal Investigation Division to the new bureau. Treasury must provide a semi-annual report to Congress on: (1) the cases the IRS referred to the bureau, and (2) the cases the bureau referred to the Department of Justice. The bill amends the Internal Revenue Code to permit the disclosure of returns and return information to employees and officers of the bureau for tax administration purposes.

Air Traffic Controller Hiring Improvement Act of 2016 This bill directs the Federal Aviation Administration (FAA), in appointing air traffic controllers, to give preferential consideration to qualified individuals maintaining 52 consecutive weeks of experience involving the active separation of air traffic after receipt of an air traffic certification or facility rating within 5 years of application while serving at an FAA air traffic control facility, a civilian or military air traffic control facility of the Department of Defense, or a tower operating under contract with the FAA. The FAA shall consider additional applicants by referring an approximately equal number of employees for appointment among two applicant pools. The number referred from each group shall not differ by more than 10%. Pool one shall consist of applicants who: have successfully completed air traffic controller training and graduated from an institution participating in the Collegiate Training Initiative program and have received an appropriate recommendation or endorsement from such institution, are eligible for a veterans recruitment appointment and provide a Certificate of Release or Discharge from Active Duty within 120 days of the announcement closing, are veterans eligible for veterans' benefits who maintain aviation experience obtained in the course of the individual's military experience, or are preference eligible veterans. Pool two shall consist of applicants who apply under a vacancy announcement recruiting from all U.S. citizens. The FAA: (1) may not use a biographical assessment when hiring, (2) must provide an individual who applied in response to a specified 2014 vacancy announcement and was disqualified as the result of a biographical assessment an opportunity to reapply under the revised hiring practices, and (3) must waive any maximum age limit for such reapplying applicants who met such requirement when they applied under such announcement. Otherwise, the maximum age limit for an original appointment as an air traffic controller under this bill shall be 35 years of age. The FAA shall consider directly notifying secondary schools and institutes of higher learning of a vacancy announcement for pool one applicants.

State Outreach for Local Veterans Employment Act of 2016 This bill prohibits the Department of Labor from rejecting a disabled veterans training and employment outreach plan submitted by a state based solely on which agency the state selected to carry out the plan. Labor shall encourage each state to: (1) colocate its disabled veterans outreach program specialists and local veterans employment representatives with one or more one-stop centers, and (2) tailor its plan to meet the employment and training needs of in-state veterans. If a plan addresses a significant employment barrier, a state may propose such barriers as appropriate in order to allow additional categories of veterans to receive outreach and local veterans employment representative services. Labor shall, if it objects to only a portion of a state's plan: (1) approve those portions of the plan that it does not object to, (2) submit to the state an explanation of which portions were not approved and why, and (3) allow the state to submit revisions to such portions for approval.

ALS Disability Insurance Access Act of 2016 This bill amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to eliminate the five-month waiting period for disability insurance benefits for individuals with amyotrophic lateral sclerosis, and require their payment starting the first month during all of which the individual is under a disability and in which the individual becomes entitled to the benefits.

Countering Foreign Propaganda and Disinformation Act of 2016 This bill expresses the sense of Congress that: foreign governments, including the governments of the Russian Federation and China, use disinformation and other propaganda tools to undermine the national security objectives of the United States and key allies and partners; the U.S. government should develop a comprehensive strategy to counter foreign disinformation and propaganda and assert leadership in developing a fact-based strategic narrative; and an important element of this strategy should be to promote an independent press in countries that are vulnerable to foreign disinformation. The Department of State shall establish a Center for Information Analysis and Response to: lead and coordinate the collection and analysis of information on foreign government information warfare efforts; establish a framework for the integration of critical data and analysis on foreign propaganda and disinformation efforts into the development of national strategy; and develop and synchronize government initiatives to expose and counter foreign information operations directed against U.S. national security interests and advance fact-based narratives that support U.S. allies and interests. When selecting participants for U.S. educational and cultural exchange programs, special consideration shall be given to students and community leaders from populations and countries deemed vulnerable to foreign propaganda and disinformation campaigns.

Social Impact Partnerships to Pay for Results Act This bill amends title IV of the Social Security Act to require the Department of the Treasury to publish in the Federal Register a request for proposals from states or local governments for social impact partnership projects which produce one or more measurable, clearly defined outcomes that result in social benefit, such as employment for the unemployed between ages 16 and 24, high school graduation, and reduction of teen and unplanned pregnancies as well as incidences and adverse consequences of child abuse and neglect. Treasury shall decide whether to enter into an agreement for such a social impact partnership project within six months after receiving an application. The bill requires an independent evaluation to determine whether the state or local government project has met an outcome specified in the agreement in order for such governments to receive outcome payments. The bill establishes the Federal Interagency Council on Social Impact Partnerships and a Commission on Social Impact Partnerships.

This bill amends the Internal Revenue Code to extend and modify tax credits for investments in certain energy property. The bill extends the tax credits to apply to investments in certain energy property with construction that begins before January 1, 2022. The extensions apply to investments in: qualified fuel cell property, qualified microturbine property, combined heat and power system property, qualified small wind energy property, and thermal energy property. The bill sets forth a schedule for reducing from 30% to 22% the credit rate for investments in qualified fuel cell property and small wind energy property.

Honoring Emergency Response Officers Benefits Reform Act of 2016 or the HERO Benefits Reform Act of 2016 This bill amends the Omnibus Crime Control and Safe Streets Act of 1968 to establish, with respect to a public safety officer's death benefits, a rebuttable presumption that: (1) the officer acted properly at the time of injury or death, and (2) specified limitations on the officer's benefits do not apply. The bill also extends such benefits to fire police officers and fire investigators. In addition, with respect to an appeal of a determination to deny such benefits, the bill: (1) specifies that the standard of review shall be de novo (without deference to the determination), and (2) establishes certain exceptions to administrative exhaustion limitations.

Curb Opioid Misuse By Advancing Technology Act of 2016 This bill amends the Federal Food, Drug, and Cosmetic Act to extend the marketing exclusivity period for certain brand name drugs that the Food and Drug Administration approves: (1) on the basis of new clinical abuse potential studies, and (2) with labeling that characterizes the drug's abuse-deterrent properties. This extension does not apply to the marketing exclusivity period for new chemical entities. The bill also extends the marketing exclusivity period for generics of these drugs.

Moving to Work Reform and Expansion Act of 2016 This bill amends the Departments of Veterans Affairs and Housing and Urban Development, and Independent Agencies Appropriations Act, 1996 to revise the public housing/section 8 (rental voucher) Moving to Work demonstration program. The bill makes the program permanent and replaces its current purposes with the purpose to develop measures to promote employment and economic independence for: families with children whose head of household is working, seeking work, or preparing for work; able-bodied individuals; and persons with disabilities who are able to work on a limited basis. Any number of public housing agencies (PHAs) may participate in the program. The plan in a PHA's application to participate shall include criteria for: a speedy process to determine a tenant's temporary hardship exemption from program requirements; and an informal administrative hearing or grievance process, made public on tenant request, before eviction or termination of assistance. The Department of Housing and Urban Development (HUD) shall establish standards for a 10-year participation by all PHAs that have not been designated as troubled during the most recent two fiscal years. These PHAs must include in their applications lists of innovative proposals designed to reduce the cost and increase the cost-efficiency of housing, and of innovative ways to assist families and accomplish annual goals. HUD shall review and process applications to enable the transition to the program of at least 25 PHAs per year, with reserved spots for small and rural PHAs. Each PHA shall: submit annually to HUD budget plans meeting specified requirements, and hold as many meetings as necessary to give all assisted families a good-faith opportunity to hear and comment on the budget plan and related PHA reports. HUD shall review annually the activities of each participating PHA and determine its impact, effectiveness, and progress toward meeting program goals. HUD shall not terminate the program participation of any PHA except upon certain findings concerning performance, including persistent failure to meet the goals identified in its application or failure to cure a material deficiency in performance. The Government Accountability Office shall review the program every eight years.

S tability and Democracy for Ukraine Act or the STAND for Ukraine Act This bill provides that no federal agency should take any action or extend any assistance that recognizes Russian sovereignty over Crimea, its airspace, or its territorial waters. The bill urges that the Government Publishing Office not print any document indicating Crimea as part of the Russian Federation (Russia). U.S. sanctions provided for in Executive Orders 13660, 13661, 13662, (blocking property of persons contributing to the situation in Ukraine) and 13685 (blocking property of persons contributing to the situation in Crimea) shall remain in effect until the President certifies to Congress that: Ukraine's sovereignty over Crimea has been restored, or the status of Crimea has been resolved to the satisfaction of a democratically elected government of Ukraine. The Support for the Sovereignty, Integrity, Democracy, and Economic Stability of Ukraine Act of 2014 is amended to authorize the President to block and prohibit a foreign person's transactions of property or property interests that are U.S.-sited or controlled by a U.S. person if the foreign person has knowingly: (1) violated such executive orders, or (2) facilitated deceptive or structured transactions for or on behalf of any person subject to U.S. sanctions against Russia. The President shall: use U.S. influence to seek North Atlantic Treaty Organization (NATO) adoption of a policy that opposes the transfer of defense articles and services to Russia while Russia occupies the territory of Ukraine or of a NATO member, and direct appropriate U.S. agencies to monitor and identify transfers by NATO members of defense articles and services to Russia. A license application or other authorization for the transfer of any defense article or service to or on behalf of a NATO member so identified shall be subject to a presumption of denial. The Sergei Magnitsky Rule of Law Accountability Act of 2012 is amended to include in the list of persons responsible for gross violations of human rights persons committing such actions in any territory forcibly occupied or otherwise controlled by Russia. The Department of State shall seek to establish an international consortium to increase private investment in Ukraine that shall include the United States. It is the sense of Congress that the Broadcasting Board of Governors shall establish Crimean Tatar services (subordinate to the Ukrainian language services) and broadcast Crimean Tatar language content into Crimea.

This bill bars the Department of Transportation (DOT) from issuing a foreign air carrier permit, or an exemption from certain economic regulations, to furnish foreign air transportation under the United States-European Union-Norway-Iceland Air Transport Agreement of June 21, 2011, unless DOT: finds that issuing the permit or exemption would be consistent with the intent of the parties, set forth in article 17 bis of the agreement, that opportunities created by the agreement do not undermine labor standards or the labor-related rights and principles contained in the parties' respective laws; and imposes conditions on the permit or exemption necessary to ensure that the foreign air transportation furnished complies with the intent of article 17 bis .

Clarify Workers Misclassification in the Construction Industry Act This bill requires the Department of the Treasury to initiate an enforcement initiative to increase tax compliance in the construction industry. The initiative must include: consultations with industry experts and leaders on its scope and priorities, targeted tax audits of major construction contractors that may not be in compliance with federal tax laws, civil and criminal tax enforcement actions under existing authorities, and educational efforts aimed at increasing voluntary tax compliance in the construction industry. Treasury must promulgate rules and issue guidance to reclassify individuals who are not currently being treated as employees consistent with the proper classification of employees under common law standards within the construction industry. In implementing this bill, Treasury must: (1) reassign personnel and resources from other activities to carry out this bill, and (2) report to Congress on the implementation and recommendations for further congressional action. The Government Accountability Office must study the various forms of tax fraud (including employee misclassification) in the construction industry, efforts to combat fraud, and recommendations for further action.

United States Financial System Protection Act of 2016 This bill applies to transfers of funds to or from Iran, or for the direct or indirect benefit of an Iranian person or the government of Iran, for a specified period only, the existing authorization for U.S. depository institutions and registered brokers or dealers in securities to process such a funds transfer if the transfer arises from, and is ordinarily incident and necessary to give effect to, an underlying transaction that has been authorized by a specific or general license and does not involve debiting or crediting an Iranian account. The period of application shall be from on or after January 1, 2016, until the President certifies to the appropriate congressional committees that the government of Iran has ceased: supporting acts of international terrorism; and developing nuclear, biological, and chemical weapons and ballistic missiles and ballistic missile launch technology (and has dismantled existing ones). The requirements of this bill shall also apply to foreign financial institutions and registered brokers or dealers in securities if the funds to be transferred are denominated in U.S. dollars. The President may not, except for certain humanitarian purposes, issue any license under the International Emergency Economic Powers Act or take other action that permits a domestic or foreign depository institution or registered broker or dealer in securities to conduct an offshore U.S. dollar clearing system, or supply U.S. dollars for any such system conducted or overseen by a foreign government or financial institution, for transactions (including funds transfers) involving or for the benefit of the government of Iran or an Iranian person. The President may not rescind a preliminary draft rule or final rule authorizing designation of Iran as a jurisdiction of primary money laundering concern without first certifying to Congress that the government of Iran is no longer engaged in support for terrorism, pursuit of weapons of mass destruction, and any illicit and deceptive financial activities.

Expresses support for: (1) the designation of National Brain Tumor Awareness Month; (2) research to develop better treatments for brain tumors that will improve the quality of life and the long-term prognosis for those with brain tumors; and (3) those who are battling brain tumors and their families, friends, and caregivers. Encourages increased public awareness of brain tumors to honor individuals who are living with or who have lost their lives to brain tumors. Urges a collaborative public-private approach to brain tumor research.

Kevin and Avonte's Law of 2016 Missing Americans Alert Program Act of 2016 This bill amends the Violent Crime Control and Law Enforcement Act of 1994 to revise and rename the Missing Alzheimer's Disease Patient Alert Program as the Missing Americans Alert Program and to reauthorize it through FY2021. It directs the Department of Justice's (DOJ's) Bureau of Justice Assistance to award grants to state and local law enforcement or public safety agencies and nonprofit organizations to prevent wandering and locate missing individuals with dementia or developmental disabilities. DOJ must establish and certain grant recipients must comply with standards and best practices related to the use of tracking technology to locate missing individuals with dementia or developmental disabilities. The bill amends the Missing Children's Assistance Act to specify that, with respect to training and technical assistance provided by the National Center for Missing and Exploited Children, cases involving missing and exploited children include cases involving children with developmental disabilities such as autism.

Risk Management and Homeowner Stability Act of 2016 This bill amends the Congressional Budget Act of 1974 to prohibit the chairs of the congressional budget committees from counting increases to guarantee fees as offsets for budget enforcement purposes. The bill includes an exception for legislation that increases guarantee fees to finance reforms to the secondary mortgage market. (Guarantee fees are charged by enterprises, such as the Federal National Mortgage Association [Fannie Mae] and the Federal Home Loan Mortgage Corporation [Freddie Mac], to guarantee the payment of principal and interest on loans. This bill prevents the fees from being used to offset provisions that increase the deficit in determining whether a budget point of order applies to legislation.)

Conscience Protection Act of 2016 This bill amends the Public Health Service Act to codify the prohibition against the federal government and state and local governments that receive federal financial assistance for health-related activities penalizing or discriminating against a health care provider based on the provider's refusal to be involved in, or provide coverage for, abortion. Health care providers include health care professionals, health care facilities, social services providers, health care professional training programs, and health insurers. The Office for Civil Rights of the Department of Health and Human Services, in coordination with the Department of Justice (DOJ), must investigate complaints alleging discrimination based on an individual's religious belief, moral conviction, or refusal to be involved in an abortion. DOJ or any entity adversely affected by such discrimination may obtain equitable or legal relief in a civil action. Administrative remedies do not need to be sought or exhausted prior to commencing an action or granting relief. Such an action may be brought against a governmental entity.

Iran Ballistic Missile Sanctions Act of 2016 This bill amends the Iran-Iraq Arms Non-Proliferation Act of 1992 to cover ballistic missile or related technology. The Iran Sanctions Act of 1996 is amended to: (1) extend the Act through December 31, 2031, and (2) require sanctions on Iran and related entities and persons for actions to acquire or develop ballistic missiles and launch technology. The Iran Threat Reduction and Syria Human Rights Act of 2012 is amended to direct the President to report to Congress biannually on: (1) identified persons that have knowingly aided Iran in developing its ballistic missile program, and (2) Iran-North Korea ballistic missile cooperation. The President shall block and prohibit all transactions in property and property interests in the United States of any identified person. An identified person, with certain exceptions, shall be excluded from U.S. entry. The President shall prohibit the opening and prohibit or impose strict conditions on the maintaining in the United States of a correspondent account or a payable-through account by a foreign financial institution that knowingly conducts or facilitates a significant financial transaction for an identified person. The President shall block and prohibit all transactions in property and property interests in the United States of: any entity owned in part by the Aerospace Industries Organization, the Shahid Hemmat Industrial Group, or the Shahid Bakeri Industrial Group, or collectively by a group of individual investors in such groups; or any person that controls or is a board member of such an entity. The Department of the Treasury shall submit to Congress a list of entities (and their officers) in which the Aerospace Industries Organization, the Shahid Hemmat Industrial Group, the Shahid Bakeri Industrial Group, or any agent or affiliate has a specified minimum ownership interest. The President shall: certify to Congress biannually that each person listed in an annex of certain United Nations Security Council Resolutions is not involved with the development of or transfer to Iran of ballistic missiles, related technology, or components; but issue sanctions on any persons involved in those activities and prohibit associated financial transactions in the United States. The President shall report to Congress: (1) biannually a list of sectors of the Iranian economy involved with the development of or transfer to Iran of ballistic missiles or technology; and (2) annually a list of all foreign persons involved with the development of ballistic missiles, technology, or components in those sectors, namely: automotive, chemical, computer science, construction, electronic, energy, metallurgy, mining, petrochemical, research (including universities and research institutions), and telecommunications. The Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 is amended to cover the acquisition or development of ballistic missiles, capabilities, and launch technology. The Securities Exchange Act of 1934 is amended to require each issuer of securities to disclose to the Securities and Exchange Commission whether it knowingly engaged in any activity involving sectors of Iran that support its ballistic missile program for which sanctions may be imposed.

Protecting Workplace Advancement and Opportunity Act This bill declares that the proposed or the final rule of the Department of Labor entitled "Defining and Delimiting the Exemptions for Executive, Administrative, Professional, Outside Sales and Computer Employees" shall cease to have any force or effect. The rule revises the "white collar" exemption of executive, administrative, professional, outside sales, and computer employees from minimum wage and maximum hour, or overtime, requirements of the Fair Labor Standards Act of 1938 (FLSA). If the proposed rule is a final rule on the date of enactment of this bill: Labor shall not enforce it based on conduct occurring before that enactment date, an employee shall not have any right of action against an employer for the employer's failure to comply with the final rule at any time before that enactment date, any regulations that were amended by the final rule shall be restored and revived as if the final rule had never taken effect, and nothing in this bill shall be construed to create a right of action for an employer against an employee for the recoupment of any payments made to the employee before the enactment of this bill that were in compliance with that final rule. Labor may promulgate any substantially similar rule only if it has completed certain required actions; but the rule shall not contain any automatic updates to the salary threshold for purposes of exemptions to minimum wage and maximum hour requirements under the FLSA. The requirement that definitions applicable for such exemptions be defined and delimited from time to time by Labor regulations shall be construed to: require Labor to issue a new rule through notice and comment rulemaking for each change in any salary threshold it has proposed; and exclude any rule that would result in changes to any salary threshold for multiple time periods, including through any automatic updating procedure. Labor may not promulgate any final rule that includes any revision to duties tests for exemption from minimum wage and maximum hours requirements unless specific regulatory text for the provision was proposed in the proposed rule.

Puppies Assisting Wounded Servicemembers (PAWS) Act of 2016 This bill directs the Department of Veterans Affairs (VA), through the Office of Patient Centered Care and Cultural Transformation, to carry out a five-year pilot program under which the VA shall provide service dogs and veterinary health insurance to certain veterans who: (1) served on active duty on or after September 11, 2001; and (2) were diagnosed with, and continue to suffer from, post-traumatic stress disorder. The provision of a service dog shall be done in addition to other types of treatment for post-traumatic stress disorder and shall not replace established treatment modalities.
