Securing Agriculture's Workforce Act of 2026 This bill expands the H-2A agricultural visa program; creates online platforms for H-2A employers, workers, and agencies; and codifies certain wage calculations. Under current law, workers on H-2A visas are only allowed to perform agricultural work of a seasonal or temporary nature. Under the bill, the seasonal work requirement is removed, thus allowing H-2A workers to qualify for agricultural work that occurs year-round. The bill also expands the type of agricultural work that qualifies, including reforestation, aquaculture, and livestock work. The Department of Agriculture must issue rules to define agricultural labor or services for purposes of the H-2A program. The bill also establishes an H-2A visa pathway for current unauthorized agricultural workers who otherwise meet requirements. The Department of Labor must maintain a national, publicly accessible online job registry and database of all job offers submitted by employers seeking a labor certification required to employ H-2A workers. The Department of Homeland Security must establish an online platform for employers to submit information and documentation for review by federal agencies in the course of admitting H-2A workers. The H-2A program requires employers to provide workers with wage rates at or above those set in regulations and such wages must not adversely affect the wages and working conditions of workers similarly employed in the United States. The bill codifies the current calculation method for the adverse effect wage rate as set in regulation.

Energy and Water Development and Related Agencies Appropriations Act, 2027 This bill provides FY2027 appropriations for U.S. Army Corps of Engineers civil works projects, the Department of the Interior's Bureau of Reclamation, the Department of Energy (DOE), and several independent agencies. The bill provides appropriations for U.S. Army Corps of Engineers civil works projects, including for Investigations, Construction, Mississippi River and Tributaries, Operation and Maintenance, the Regulatory Program, Flood Control and Coastal Emergencies, Expenses, the Office of the Assistant Secretary of the Army for Civil Works, and the Water Infrastructure Finance and Innovation Program. The bill provides appropriations to the Department of the Interior for the Central Utah Project and the Bureau of Reclamation. The bill provides appropriations to DOE for energy programs, including Critical Minerals and Energy Innovation; Cybersecurity, Energy Security, and Emergency Response; Electricity; Nuclear Energy; Hydrocarbons and Geothermal Energy; Naval Petroleum and Oil Shale Reserves; the Strategic Petroleum Reserve; the Northeast Home Heating Oil Reserve; the Energy Information Administration; Non-Defense Environmental Cleanup; the Uranium Enrichment Decontamination and Decommissioning Fund; Science; Nuclear Waste Disposal; the Advanced Research Projects Agency—Energy; the Title 17 Innovative Technology Loan Guarantee Program; the Advanced Technology Vehicles Manufacturing Loan Program; the Tribal Energy Loan Guarantee Program; Indian Energy Policy and Programs; Departmental Administration; and the Office of the Inspector General. The bill also provides appropriations to DOE for Atomic Energy Defense Activities of the National Nuclear Security Administration, Environmental and Other Defense Activities, and the Power Marketing Administrations. The bill provides appropriations to several independent agencies, including the Federal Energy Regulatory Commission and the Nuclear Regulatory Commission. The bill also sets forth requirements and restrictions for using funds provided by this and other appropriations acts.

Allied Defense Sales Act This bill directs the Department of State to implement a strategy to encourage foreign entities to participate in a multinational military procurement process. The State Department must also periodically report on the strategy and its implementation. Under the bill, this process involves the sale by the United States to a lead foreign nation of defense articles or services which are subsequently transferred to other qualifying countries. The strategy must incorporate existing efforts by the State Department to, for example, survey interest, identify countries and partners who could serve as lead purchase coordinators, review pathways for participation for countries that are ineligible for foreign military financing loans, identify challenges and solutions regarding compliance with the Arms Export Control Act, and identify opportunities to develop and promote exportable defense articles and services (including for purposes of supporting the trilateral security partnership between Australia, the United Kingdom, and the United States).

Airspace Location and Enhanced Risk Transparency Act of 2026 or the ALERT Act This bill addresses aviation safety by increasing requirements for aircraft tracking and communication using Automatic Dependent Surveillance-Broadcast (ADS-B) technology and expanding oversight. As background, ADS-B for broadcasting (Out) and receiving (In) transmits information (e.g., location and weather) among aircraft and air traffic control (ATC). The bill requires the Department of Defense (DOD) and the Department of Transportation (DOT) to enter into an agreement regarding the use of collision prevention technologies on DOD aircraft. The agreement must require the use of ADS-B Out as the default practice for DOD helicopters operating in the national airspace, unless such use would affect operational security. For DOD helicopters that are carrying out special missions in the Washington, DC, metropolitan area and are exempt from ADS-B Out transmission requirements, DOD must coordinate with DOT to conduct a safety risk assessment and implement appropriate mitigations. By December 31, 2031, DOD aircraft (other than certain special mission aircraft) must be equipped with and operating integrated ADS-B In technology. With respect to civil aircraft, by December 31, 2031, the Federal Aviation Administration (FAA) must generally require aircraft that are currently required to be equipped with ADS-B Out to also be equipped with ADS-B In. Additionally, among other requirements, the FAA must establish time-on-position limits for supervisory ATC personnel; establish a process to timely notify parties involved in certain near-miss incidents; and evaluate and revise, as necessary, helicopter routes around Ronald Reagan Washington National Airport.

Truth and Healing Commission on Indian Boarding School Policies Act of 2026 This bill establishes the Truth and Healing Commission on Indian Boarding School Policies in the United States within the legislative branch and sets forth its powers, duties, and membership. Among other duties, the commission must investigate the impacts and ongoing effects of the Indian Boarding School Policies (federal policies under which American Indian, Alaska Native, and Native Hawaiian children were forcibly removed from their family homes and placed in boarding schools). Further, the commission must develop recommendations on ways to (1) protect unmarked graves and accompanying land protections; (2) support repatriation and identify the tribal nations from which children were taken; and (3) discontinue the removal of American Indian, Alaska Native, and Native Hawaiian children from their families and tribal communities by state social service departments, foster care agencies, and adoption agencies.
