Medicare Benefit Improvements Act of 1990 - Amends title XVIII (Medicare) of the Social Security Act to cover screening mammographies for women over age 34 at a frequency which varies on the basis of a woman's age and risk of developing breast cancer. Covers up to 80 hours of annual in-home respite care furnished to an individual who has incurred expenses equal to a specified Medicare Part B (Supplementary Medical Insurance) cost-sharing limit and, for the preceding three months, has been unable to perform at least two specified daily living activities without the assistance of an uncompensated primary caregiver with whom he or she resides. Covers nursing care and home health aide services as home health services if such services are needed less than seven days each week or are needed for up to 38 consecutive days. Amends part A (Hospital Insurance) of the Medicare program to create an extension period of hospice care for terminally ill beneficiaries which is to follow the two 90-day periods and the subsequent 30-day period of hospice care coverage currently provided in an individual's lifetime. Increases the Medicare part B premium.

Government Printing Office Improvement Act of 1990 - Prohibits the obligation or expenditure of appropriated funds by any executive branch entity to: (1) establish any in-plant printing facility unless such facility has been specifically authorized by law; or (2) procure any printing or other information products and services related to the production of Government publications (including forms) from commercial sources unless such procurement is by or through the Government Printing Office (GPO). Requires printing and other information products and services authorized by law, which the Public Printer is not able or equipped to do at GPO, to be produced elsewhere under contracts made by the Public Printer with the approval of the Joint Committee on Printing. Requires the Superintendent of Documents to include data on information services in the comprehensive index of public documents. Authorizes the Superintendent to allow depository libraries access to information services subject to agreement between the Superintendent and the Government component issuing the service on the terms and conditions of access, including cost sharing arrangements.

Social Security Solvency Protection Act of 1989 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to require that when legislation increases OASDI benefits in excess of a specified amount there be a corresponding increase in social security taxes and when legislation decreases such taxes in excess of a specified amount there be a corresponding decrease in OASDI benefits. Requires an affirmative vote of three-fifths of the members of the Senate before legislation breaching such requirements may be considered. Requires the Board of Trustees of the OASDI trust funds to annually report to the Congress on the actuarial balance of such funds.

Polychlorinated Biphenyl Waste Regulatory Improvements Act of 1989 - Amends the Toxic Substances Control Act to require all handlers of polychlorinated biphenyl (PCB) waste to notify the Environmental Protection Agency (EPA) of their handling activity. Directs the EPA to provide handlers with identification numbers. Requires all handlers of PCB waste to comply with the requirements of an EPA manifest system or, if such system is not established within 120 days of this Act's enactment, with the system set forth in the Solid Waste Disposal Act. Requires that a manifest be initiated when PCB waste leaves its generation site and is not owned or controlled by its generator, or leaves a storage site owned by such generator. Directs PCB waste transporters to comply with EPA PCB waste transportation requirements or, if such requirements are not promulgated within 90 days of this Act's enactment, with the requirements for the transportation of hazardous waste set forth under the Solid Waste Disposal Act. Makes such requirements applicable when PCB waste leaves its generation site and is not owned or controlled by its generator, or leaves a storage site owned by such generator. Requires PCB storage facilities to obtain EPA approval for their storage activities. Sets forth conditions for such approval. Exempts from the approval requirement: (1) generators who store their own PCBs; (2) storers of PCBs generated by a corporate parent, subsidiary, or sister subsidiary of the same parent; and (3) storage incidental to disposal which has been approved by the EPA. Requires PCB storage and disposal facilities to comply with EPA financial responsibility, contingency plan, facility closure, and post-closure care requirements or, if such requirements are not promulgated within 180 days of this Act's enactment, with such requirements for hazardous wastes contained in the Solid Waste Disposal Act. Directs the EPA to review and, if necessary, modify all PCB storage and disposal approvals within at least five years of their issuance or reissuance. Requires that approval issued after this Act's enactment be for a fixed term. Authorizes the EPA to revoke an approval for a person's noncompliance with Toxic Substances Control Act requirements. Requires the EPA to: (1) thoroughly inspect all PCB storage and disposal facilities at least once every two years; and (2) publish annual notices of any enforcement actions for violations of PCB requirements concluded during the previous year. Directs PCB waste handlers to notify a State 30 days prior to the date such waste is to be transported into such State.

Amends Federal transportation law to authorize a person to assert that it would be an unreasonable practice for a motor common carrier or a nonhousehold goods freight forwarder to seek to collect tariff rates or charges in addition to those originally billed and collected, or to impose rules, classifications, or practices permitting such a collection. Declares that the Interstate Commerce Commission shall determine whether or not such a collection or imposition is an unreasonable practice violating Federal law. Shortens the statute of limitations for the filing of claims: (1) by a motor common carrier for recovery of transportation or service charges; and (2) by a person to recover overcharges by a motor carrier. Decreases the limitation period for both kinds of claims from 36 months to: (1) 24 months for claim accruals during the year following enactment of this Act; and (2) 18 months for claim accruals on or after one year following enactment. Permits motor carriers and shippers to resolve by mutual consent, subject to Commission review, any overcharge and undercharge claims resulting from billing errors or incorrect tariff provisions arising from the inadvertent failure to properly and timely file and maintain agreed upon rates, rules, or classifications, or under circumstances where application of the filed tariff would be an unreasonable practice.

Expresses the sense of the House of Representatives that: (1) the Exxon Company should dedicate whatever resources are necessary and pay all expenses required to compensate affected parties expeditiously, mitigate impacts, and complete cleanup of Prince William Sound and other Alaska lands and waters damaged by the Exxon Valdez oilspill; (2) the scope and thoroughness of the cleanup should not be determined by Exxon, but by the U.S. Coast Guard; (3) if the cleanup has not been completed to the Coast Guard's satisfaction by September 15, 1989, Exxon should renew the cleanup in the spring, until the Coast Guard has determined that the cleanup is complete; and (4) Exxon should maintain a contingency force in affected Alaskan communities from September 15, 1989, until full-scale cleanup efforts renew in the spring.
