Women in Development Act of 1988 - Requires the Administrator of the Agency for International Development (AID) to take specific steps to strengthen the Agency's women in development policy, including: (1) incorporating the active participation of local women and local women's organizations in its development activities; (2) instructing Agency staff and contractors to collect sex-disaggregated data and to insure that country strategies, projects, and programs are designed so that the percentage of women receiving assistance in proportion to the higher of their traditional participation in the targeted activities or their proportion of the population; (3) insuring that project and program evaluations include an assessment of the extent to which the project integrates women in the development process and of the project's impact on women; (4) increasing the number and responsibility of women in professional positions within AID; and (5) establishing within AID a task force on women in development. Amends the Foreign Assistance Act of 1961 to require that a minimum (currently, maximum) of $10,000,000 in funds made available for foreign assistance programs be used for programs to promote the participation and integration of women in the development process in developing countries. Requires the Administrator to report to the Congress annually on the implementation of this Act. Authorizes appropriations to be made available for the United Nations Development Fund for Women and the United Nations International Research and Training Institute for the Advancement of Women.

Fair Food Labeling and Advertising Act - Title I: Labeling Requirements - Amends the Federal Food, Drug, and Cosmetic Act to establish labeling requirements for foods which are labeled "lite" or "light" and for foods which make similar comparative claims to describe reduced fat, sodium, or calorie content. Exempts certain small enterprises from such requirements. Directs the Secretary of Health and Human Services to promulgate regulations to implement the requirements of this Act and to define the term "low fat" within nine months of the date of enactment of this Act. Amends the Federal Meat Inspection Act and the Poultry Products Inspection Act to establish similar labeling requirements for prepared meat products and poultry, with the same exemption for small enterprises. Amends the Federal Alcohol Administration Act to establish labeling requirements for claims of "lite" or "light" or claims related to calorie content for malt beverages, wine, and other distilled spirits. Title II: Advertising Requirements - Amends the Federal Trade Commission Act to provide that advertising of any of the aforementioned products which does not comply with such labeling requirements shall be considered false advertising.

AIDS Youth Education Act of 1988 - Amends part B (Federal-State Cooperation) of title III (General Powers and Duties of Public Health Service) of the Public Health Service Act to authorize the Secretary of Health and Human Services to make grants for educating and counseling certain youths with respect to the prevention of exposure to, and the transmission of, the etiologic agent for acquired immune deficiency syndrome (AIDS). Describes the youths as those who: (1) are homeless; (2) are unemancipated minors away from home for a significant period without parental consent; (3) engage in intravenous substance abuse or in prostitution; (4) are homosexual or bisexual males; or (5) engage in sexual activity with such unemancipated minors or with any individual who is homeless, engages in intravenous substance abuse or prostitution, or is a bisexual or homosexual male. Sets forth preferences in making grants. Requires applicants to agree to: (1) provide outreach services for the youths; and (2) use educational materials and confidential counseling procedures that are appropriate for the age and cultural context of the youths and that emphasize the behavioral changes necessary to prevent exposure to, and the transmission of, the etiologic agent for AIDS. Permits grantees to expend the grant to train individuals to carry out the education and counseling provided for in this Act. Authorizes appropriations for FY 1989 through 1991.

Community Revitalization Tax Act of 1988 - Amends Internal Revenue Code income tax accounting rules limiting passive activity losses and credits to eliminate the disallowance of credits in this context. Revises the limitation on the general business credit to allow a maximum annual credit equal to the first $20,000 of an individual taxpayer's income tax liability plus 20 percent of any excess liability. Amends provisions that reduce the investment credit base by nonqualified nonrecourse financing amounts to apply them to certain qualified rehabilitation property as if the property were subject to the at-risk rules associated with the low-income housing credit. Permits a tax-exempt organization to offset the amount of any general business credit against its unrelated business income tax liability. Revises the definition of "qualifying distribution" for purposes of the tax on a private foundation's failure to distribute income. Includes as qualifying any amount of interest foregone on a below-market loan made to a tax-exempt organization to operate a qualified low-income building. Includes as a qualified rehabilitation expenditure for tax credit purposes any expenditure in connection with the rehabilitation of a low-income building leased to a tax-exempt entity. Permits a pooled income fund having substantially all of its assets invested exclusively in qualified low-income buildings to have one or more corporations as income beneficiaries, each with a 20-year life.

ATV User Safety and Equity Act - Provides that three-wheeled all-terrain vehicles (ATVs) shall be considered to be banned hazardous products under the Consumer Product Safety Act. Permits the sale of three-wheeled ATVs by other than manufacturers, distributors, or dealers. Requires the manufacturers of three-wheeled ATVs to provide refunds to persons who purchased such vehicles before the effective date of this Act (in accordance with regulations promulgated by the Consumer Product Safety Commission). States that the failure of a manufacturer to comply with the refund requirements of this Act shall be considered a violation of the Consumer Product Safety Act. Directs the Commission to promulgate a consumer product safety rule which will require: (1) manufacturers to offer free training in the operation of ATVs to all purchasers; (2) manufacturers to offer helmets and other protective equipment with the sale of ATVs; (3) manufacturers to provide notice (warning labels and other appropriate means) of the risk of injury or death presented by ATVs; (4) manufacturers and distributors to establish programs to ensure compliance by dealers with the safety requirements of the rule; and (5) retail dealers to provide purchasers with safety information respecting the operation of such vehicles. Directs the Commission to promulgate a consumer product safety rule to improve the safety of ATVs by prescribing: (1) appropriate performance standards for ATVs; and (2) design characteristics. Sets forth a consumer product safety rule to be placed into effect in the event that the Commission does not promulgate a final rule within the prescribed time period.

Medical Rehabilitation Research Act of 1988 - Amends title IV (National Research Institutes) of the Public Health Service Act to establish the National Center for Medical Rehabilitation Research (Center) as an agency of the National Institutes of Health (NIH) to conduct research, research training, the dissemination of information, and other programs with respect to the rehabilitation of individuals with physical disabilities resulting from diseases or disorders of the neurological, musculoskeletal, or cardiovascular system (medical rehabilitation). Requires the NIH Director to develop and annually review a comprehensive plan for the conduct and support of medical rehabilitation research. Requires the Director to establish the Medical Rehabilitation Coordinating Committee to make recommendations with regard to the plan. Requires establishment of the Medical Rehabilitation Advisory Council to assist and make recommendations to the NIH Director and the Center Director. Authorizes appropriations for FY 1989 through 1991. Directs the Secretary of Health and Human Services and the heads of other Federal agencies to jointly review programs concerning medical rehabilitation research and, not later than one year after the effective date of this Act, enter into agreements for preventing duplication.

Health Care for the Homeless Act of 1988 - Amends the Public Health Service Act to increase the portion of a grant for the delivery of health services to homeless individuals which must be provided by the grant recipient from non-Federal funds for fiscal years after the first fiscal year from 25 percent to 33 1/3 percent. Permits the Secretary of Health and Human Services to waive such requirement if the applicant is a nonprofit private entity and other conditions are met. (Current law permits the Secretary to waive the requirement if the applicant is a nonprofit private grantee under provisions of the Act relating to community health centers and if the same conditions are met.) Permits grant recipients who have provided health or mental health services to a homeless individual to continue to provide the services from grant funds for 12 months after the individual becomes a resident in permanent housing. Amends the definition of "homeless individual" to include an individual who is in transitional housing. Amends provisions permitting the Secretary to provide grantees technical assistance to make the limit on expenditures for the assistance apply to a fiscal year. (Current law sets the limit but does not state whether the limit is applicable per fiscal year.) Authorizes appropriations for FY 1989 through 1991.

Delaware and Lehigh Navigation Canal National Heritage Corridor Act of 1988 - Establishes the Delaware and Lehigh Navigation Canal National Heritage Corridor in the Commonwealth of Pennsylvania. Establishes the Delaware and Lehigh Navigation Canal National Heritage Corridor Commission to assist appropriate Federal, State, and local authorities in the development and implementation of an integrated resource management plan for the Corridor. Directs the Commission, within one year after it conducts its first meeting, to submit to the Secretary of the Interior a Cultural Heritage and Corridor Management Plan which: (1) provides an inventory of Corridor property to be preserved and restored because of its national historic or cultural significance; (2) develops a historic interpretive plan; and (3) recommends policies for resource management of the Corridor. Terminates the Commission in five years, with a possible five-year extension. Requires the Secretary to approve or disapprove the Commission's Plan within 60 days after its receipt. Authorizes appropriations.

Amends the Marine Protection, Research, and Sanctuaries Act of 1972 to prohibit the Administrator of the Environmental Protection Agency from granting a permit to a municipality to dump sewage sludge into the ocean after 1988, unless it enters into a compliance agreement with the Administrator before 1989 containing a schedule for the full implementation of an alternative sludge disposal system within five years of such agreement. Prohibits continued ocean dumping, unless the Administrator is notified of such dumping and the municipality is in compliance with its schedule for the implementation of an alternative sludge disposal system. Directs the Administrator to make biannual reports to the Congress regarding schedule compliance. Fines municipalities which violate compliance or notification requirements or dump sludge at unauthorized ocean sites. Places such fines in a newly-created Clean Ocean Fund for enforcement, monitoring, and research activities related to ocean dumping.

Amends the Internal Revenue Code with respect to the Boat Safety Account in the Aquatic Resources Trust Fund to: (1) authorize transfers into the account of motorboat fuel taxes received before October 1, 1999 (current law provides authorization until October 1, 1988); (2) increase from $45,000,000 to $60,000,000 the amount permissible in the Account without triggering a prohibition of Highway Trust Fund transfers into the Account for FY 1988 and thereafter; and (3) extend from April 1, 1989, to October 1, 1999, the date before which expenditures may be made from the Account for recreational boating safety programs. Grants the Secretary of the department in which the Coast Guard is operating liquidating contract authority with respect to State recreational boating safety programs in an amount equal to one-half (currently two-thirds) of the amount of motorboat fuel taxes transferred to the Account in FY 1988 and thereafter. Increases from one-third to one-half the portion of such funds available for Coast Guard services in connection with recreational boating safety services. Prohibits fiscal year expenditures for Coast Guard expenses from exceeding those for State boating safety programs generally. Amends Federal law to permit a State to use contributions of funds, materials, lands, and services to carry out certain fish restoration and management projects in lieu of paying its share of the activity.

Radon Gas Tax Relief Act of 1988 - Amends the Internal Revenue Code to permit a 40 percent nonrefundable income tax credit of up to $4,000 for expenditures made for radon testing in or below the taxpayer's principal residence and for the installation of property designed to reduce radon levels inside the residence. Permits an income tax deduction (both individual and corporate) for radon prevention expenditures in connection with: (1) the development of real property; (2) the construction or enlargement of any building or dwelling unit; or (3) a dwelling required to be purchased by the taxpayer under a contract with an employer covering employee relocation services (the deductible expenses must be incurred by the taxpayer-employee). Makes the tax credit and the tax deduction mutually exclusive with respect to the same expenditures. Amends Federal law to make funds available for the reimbursement of Federal employees for radon protection expenditures necessary to overcome a substantial obstacle to the salability of a principal residence being sold in conjunction with a transfer to a new location.

Authorizes permanent appropriations beginning with FY 1989. Title II: Community Housing and Partnership Grants - Authorizes the Secretary to provide community partnership grants directly to nonprofit organizations or indirectly to States and cities to assist such organizations. Divides appropriations among: (1) urban community housing partnership grants (60 percent); (2) State community housing partnership grants (30 percent); and (3) direct community housing partnership grants (ten percent). Sets forth the following eligible activities: (1) technical assistance and site control loans; (2) seed-money loans; (3) matching grants or loans; and (4) program-wide technical and management assistance for nonprofit sponsors. Sets forth rental project and home ownership eligibility provisions, including: (1) occupancy by lower income families; (2) profit limitations; (3) funding coordination; (4) tax treatment; and (5) affirmative action requirements. Authorizes permanent appropriations beginning with FY 1989. Title III: General Provisions - Defines specified terms for purposes of this Act.

Amends Federal bankruptcy provisions relating to the adjustment of debts of a municipality to revise rules relating to the treatment of special revenue bonds. Treats as an administrative expense any claim against a debtor municipality if the debtor provides adequate protection of the interest of the holder of a claim secured by a lien on property of the debtor and if the creditor has a claim from a stay of action against such property. Specifies that the filing of a bankruptcy petition does not operate as a stay of application of pledged special revenues to payment of indebtedness secured by such revenues. Provides that the holder of a claim payable solely from special revenues of a debtor municipality under applicable nonbankruptcy law shall not be treated as having recourse against the debtor as an unsecured creditor. Specifies that the transfer of property of the debtor to or for the benefit of any holder of a bond or note, on account of such bond or note, may not be avoided. Provides that special revenues acquired by the debtor after the commencement of the case shall remain subject to any lien resulting from any security agreement entered into by the debtor before the commencement of the case. Specifies that any such lien on special revenues derived from a project or system shall be subject to the necessary operating expenses of such project or system. Specifies that a lease to a municipality shall not be treated as an executory contract or unexpired lease by reason of its being subject to termination in the event the debtor fails to appropriate rent.

DOE Waste Cleanup Act of 1987 - Directs the Secretary of Energy to establish the DOE Hazardous Waste Management and Cleanup Account, which shall be credited with appropriations for hazardous waste activities under the Solid Waste Disposal Act and the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (Superfund). Establishes within the Department of Energy the Office of Waste Management and Cleanup to implement the Secretary's hazardous waste disposal functions under the Solid Waste Disposal Act and Superfund. Directs the Secretary to pay the charges imposed by State authorities for hazardous waste disposal permit services on lands which are under the Secretary's jurisdiction to the same extent that non-governmental entities are required to pay for such services. Authorizes the Secretary to enter into agreements on a reimbursable basis with any other governmental entity (or agency) for assistance related to waste management and cleanup carried out by the Director of Waste Management and Cleanup (established under this Act). Requires the Secretary to identify in each annual authorization and appropriations request the portion intended for Office support. Requires the President to set forth separately in budget proposals the amount requested for hazardous waste activities under the Solid Waste Disposal Act and for hazardous substances cleanup activities under the Superfund Act. Cites the budget details which must be included in the Secretary's annual budget submission. Requires the Comptroller General to report annually to the Congress the results of an annual mandatory audit of the Office.
