National Commission on Neurofibromatosis Act - Directs the Secretary of Health and Human Services to establish a National Commission on Neurofibromatosis within 60 days. Sets forth operating and related provisions. Authorizes the Commission to transmit interim reports. Requires: (1) a final report to the President and to each House of Congress within one year; and (2) the Secretary to file a final report and a budget analysis for neurofibromatosis research with the appropriate congressional committees within 15 days after the President submits his budget to Congress. Terminates the Commission three months after submission of the final report. Authorizes appropriations.

Declares that the United States shall try to reach a common position with the North Atlantic Treaty Organization allies on any agreement that would be inconsistent with existing U.S. commitments to those allies. Declares that the United States shall promptly approve the SALT II agreement if adequate verification capabilities are maintained.

Wilderness Protection Act of 1982

Wilderness Protection Act of 1982 - Withdraws from disposition under all laws pertaining to oil, gas, mineral, and geothermal leasing: (1) wilderness areas; (2) lands recommended for wilderness designation, until Congress determines otherwise or until the lands concerned are recommended for other uses; (3) wilderness study areas, for the period of interim wilderness protection and management required by law; and (4) lands identified for further planning in Executive Communication 1504, 96th Congress, until one year after the final approval and implementation of an initial forest plan covering the further planning area. Exempts from the withdrawal pursuant to this Act: (1) national forest system land released to management for nonwilderness uses; (2) lands designated as congressional wilderness study areas in Colorado and New Mexico and certain lands within the River of No Return Wilderness in Idaho; (3) Bureau of Land Management wilderness study areas; and (4) lands designated as a conservation system unit under the Alaska National Interest Land Conservation Act. Permits activities compatible with the preservation of the wilderness environment for the purpose of inventorying energy, mineral, and other resource values in areas withdrawn by this Act. Requires the Secretary of the Interior to augment recurring surveys of mineral values of wilderness areas and to acquire information on the areas withdrawn by this Act by conducting nondestructive mineral inventories of such areas. Authorizes the President to recommend to Congress that minerals exploration, development, or extraction be permitted in specified areas withdrawn under this Act, if: (1) there is an urgent national need for the mineral activity; and (2) such need outweighs the public values of the wilderness lands involved and the potentially adverse environmental impacts likely to result. Makes such a recommendation effective only upon enactment of a joint resolution of approval by Congress.

Military Construction Codification Act

Military Construction Codification Act - Codifies provisions concerning military construction and military family housing. Permits the expenditure of funds for planning and administration within the authority to construct or convert any Reserve facility. Permits the advance of public moneys for such purpose. Permits permanent or temporary improvements on lands to which title is not yet approved and on lands which are held temporarily. Increases from $175,000 to $200,000 the ceiling on Reserve facilities requiring notification of the appropriate congressional committees. Reduces the period of notification from 30 to 21 days. Expands the exemption from such requirements to include projects whose location, purpose, scope, and cost remain the same or within prescribed limits as when authorized. Requires annual authorization of appropriations for military construction of Reserve facilities, architectural and engineering services and construction design for all military constuction projects, and advances for the construction of defense access roads. Expands the authority to acquire real property to include authority to make surveys and acquire interests through gift, purchase, or exchange. Limits the amount of increase in cost for land acquisition for unusual, unanticipated variations in cost or reduction in scope of the project. Permits an exemption with the approval of the congressional committees after 21 days notice or upon receipt of approval. Codifies other permanent provisions of law concerning the use and development of energy resources on military lands.

Title II: Interest Reduction Payments - Provides for interest reduction payments by the Secretary of Housing and Urban Development to assist with the financing of the purchase of certain residences and domestic motor vehicles. Sets forth: (1) requirements and restrictions for eligible loans and mortgages; and (2) guidelines for the allocation of such payments. Authorizes appropriations for FY 1982 through 1988 to carry out this title. Prohibits the Secretary from making any commitments to make interest reduction payments under this title after August 31, 1983.

Employment Search and Notice Act - Requires a business to notify any affected community, affected employees and their employee organization, and the Secretary of Labor whenever it intends to terminate or transfer operations at an establishment. Requires that such notice be given: (1) at least 60 days prior to the termination or transfer; or (2) promptly, if the intent is formed less than 60 days prior to such date. Requires a business to provide affected employees job placement and counseling services for a period from at least 30 days before to until such termination or transfer to at least 30 days after such termination or transfer. Entitles affected employees, for one year following any termination or transfer, to priority consideration in obtaining employment at the establishment to which operations are transferred, or at any other establishment of such business at which comparable production or operations are conducted. Requires a business or its establishment for such one-year period, to notify affected employees of each such employment opportunity which becomes or is likely to become available. Subjects such rights of affected employees to the provisions of collective bargaining agreements. Makes it unlawful for any business to fail to give the transfer or termination notice and the employee assistance required under this Act. Authorizes the Secretary to hold a hearing to determine whether a business has committed such a violation. Directs the Secretary to assess civil penalties in specified amounts based on U.S. tax credits and deductions and economic benefits given by foreign governments in connection with such transfer or termination. Makes it unlawful for a business to: (1) fail to comply with provisions relating to rights of affected employees under this Act; or (2) discriminate against any employee for requesting, assisting, or participating in any proceeding under this Act. Sets forth provisions for employee complaints and for hearings by the Secretary. Requires a business to pay an employee three times the amount of the wages the employee would have received whenever the Secretary orders transfer or reinstatement of an employee as part of the equitable remedy for such violations. Permits any affected employee, affected community, employee organization of affected employees, or the Secretary to bring various civil actions to enforce this Act and to obtain appropriate equitable relief in the U.S. District Court for the area in which operations have been terminated or from which operations have been transferred. Authorizes appropriations.

Prohibits the payment of such interest to any claimant who has failed or refused to: (1) supply additional information requested by the Secretary of Labor within 45 days after receipt of a request; or (2) submit to medical examination within 45 days after being required to do so. Provides for one-half of the costs of any interest payments required under this Act to be paid out of the Employees' Compensation Fund.
