Designates the Mary McLeod Bethune Council House in Washington, D.C., as a national historic site. Directs the Secretary of the Interior to enter into cooperative agreements with the National Council of Negro Women which may provide technical and financial assistance to restore and maintain the historic site and property related to such site. Requires the Council to submit to the Secretary and Congress an annual report on the activities and expenditures for which such assistance was used as a condition of the receipt of such assistance.

Amends the Federal criminal code to establish penalties for mailing an identification document (usable by a minor for the purchase of alcoholic beverages) which bears an unverified birthdate. Requires for verification that the sender of the identification obtain adequate assurances that the person to be identified is at least 21 years old or that the birthdate is accurate.

Amends the Airline Deregulation Act of 1978 with respect to the employee protection program by eliminating provisions which make payments under such program subject to amounts provided in appropriation Acts. Requires that monthly assistance payments be equal to the average of such amounts provided in the previous year. Grants protected employees who were furloughed or terminated by air carriers certified under the Federal Aviation Act of 1958 prior to enactment of this Act the first right of hire on a regional basis by any other such air carrier. Provides that flight deck operating crew members shall not retain rights of seniority or recall with the air carrier from which they were furloughed or terminated. Requires the Secretary of Transportation to periodically publish the comprehensive list of available jobs with certified air carriers on a regional basis. Terminates the Airline Employees Protective Account. Authorizes annual appropriations as may be necessary to carry out the employee protection program. Requires the Secretary of Labor to certify that employee protection agreements meet certain standards. Grants the United States district courts jurisdiction of actions to enforce duties under such agreements.

Amends the Internal Revenue Code to set forth special temporary rules for the taxation of life insurance companies for 1982 and 1983. Revises provisions relating to policies reinsured under modified coinsurance contracts. Specifies that prescribed policy and other contract liability requirements shall not include interest payable after enactment of this Act by a reinsured to a reinsurer in connection with a coinsurance contract. Revises the method of computing the tax deductions for: (1) dividends to policyholders; (2) certain nonparticipating contracts; and (3) certain accident, health insurance, and group life insurance plans. Revises the method of determining adjusted life insurance reserves. Revises the method of computing the policyholder's share of investment yield, life insurance company taxable income, and net capital gain for companies filing consolidated returns. Specifies that the above method shall not apply to certain contract computations in effect before 1982. States that the determination for taxable years before 1982 as to whether a contract is a coinsurance contract shall be made solely by reference to the terms of the contract.

Amends the Federal-State Extended Unemployment Compensation Act of 1970 to provide that extended benefits will be payable in any State in which the rate of regular unemployment equals or exceeds seven percent.

Voting Rights for the Handicapped and the Elderly Act - Directs the Attorney General to promulgate guidelines to assure that registration and polling place facilities used for Federal elections are readily accessible to handicapped and elderly individuals. Sets forth minimum requirements for these guidelines. Requires States to make available registration and voting aids for handicapped and elderly individuals in Federal elections. Authorizes the Attorney General and aggrieved persons to bring actions in Federal court to enforce this Act.

Expresses the sense of the House of Representatives that: (1) the Secretary of the Interior should refrain from issuing mineral leases in wilderness areas and lands under formal consideration for wilderness designation; (2) any Federal official who proposes to issue a mineral lease in such an area should provide prior notice to Congress in order to allow congressional prohibition of such lease; (3) additions to the Wilderness System should proceed expeditiously but without arbitrary deadlines; (4) lands under formal consideration for wilderness designation should be managed to preserve their wilderness character; and (5) Federal land management agencies should consider wilderness values in making land management decisions and recommendations.

Expresses the sense of the Congress that: (1) an effective Federal environmental program is necessary to protect U.S. citizens' health and well-being; (2) the Environmental Protection Agency should be appropriated increased funds to protect our environment and meet expanded responsibilities mandated by law; and (3) the President should submit a new budget for the Environmental Protection Agency for FY 1983 reflecting these principles.

Amends rule X of the Rules of the House of Representatives to establish the Select Committee on Children, Youth, and Families to conduct a comprehensive study on their problems and to develop policies to coordinate governmental and private programs to address such problems. Provides that the committee shall not have legislative jurisdiction and shall terminate at the close of the Ninety-ninth Congress.

Expresses the sense of the House of Representatives that: (1) graduate and professional students should remain eligible for guaranteed student loans under the Higher Education Act of 1965; (2) Congress should provide Pell grant assistance for academic year 1982 through 1983 that fully funds the need analysis criteria of January 6, 1982, in order to provide assistance to 2,600,000 needy students; and (3) Congress should not further reduce the amount of funds available for campus-based student assistance programs under the Higher Education Act of 1965 below the levels established by the Omnibus Reconciliation Act of 1981.

Federal Employees Health Benefits Plan Amendments of 1982 - Prohibits the Office of Personnel Management from entering into a contract for a discriminatory health benefits plan for Federal employees. Requires that Federal health plans: (1) include all benefits currently authorized as well as nervous and mental disorder benefits and alcoholism and substance abuse treatment and rehabilitation benefits; (2) provide equal coverage and benefits regardless of the nature of illness; and (3) pay all reasonable and customary expenses for medically or psychologically necessary treatment exceeding a specified amount to be paid by the enrollee.

Nuclear Powerplant Decontamination Act of 1982 - Requires the Nuclear Regulatory Commission (NRC) to terminate or suspend operating licenses in effect for any nuclear powerplant and prohibits the issuance of operating licenses to license applicants unless: (1) for the period beginning 30 days after enactment of this Act and ending December 31, 1984, the licensee or license applicant has the maximum amount of onsite property damage insurance covering the nuclear powerplant which the NRC determines to be commercially available; and (2) beginning on January 1, 1985, the licensee or license applicant has an aggregate amount of onsite property damage insurance of not less than $1,500,000,000 covering the nuclear powerplant. Requires the NRC to review periodically the adequacy of the insurance required under this Act. Requires that there be collected from January 1, 1983, through December 31, 1988, an annual assessment from all licensees which shall be placed in a trust fund to be used for funding the decontamination of the Three Mile Island Unit 2 nuclear powerplant. Requires the NRC to terminate or suspend the operating or construction license of any licensee which fails to pay such assessment.

Directs the Secretary of Health and Human Services to establish a Health Care Delivery Systems Administration (Administration). Delegates to the Administration functions currently performed by specified units of the Health Services Administration and the Health Resources Administration. Directs the Secretary to establish within the Administration a Bureau for Health Promotion, Disease Prevention, and Health Education. Transfers to such Bureau functions of the Office of Disease Prevention and Health Promotion, the Center for Health Promotion and Education, the Office of Smoking and Health, and the Center for Environmental Health. Directs the Secretary to establish within the National Institutes of Health a National Institute of Health Statistics and Systems Research. Transfers to such Institute functions of the National Center for Health Statistics and the National Center for Health Services Research. Directs the Secretary to transfer the National Institute for Occupational Safety and Health to the National Institutes of Health. Directs the Secretary to establish within the Office of the Assistant Secretary for Health a Center for State Services to be headed by a Deputy Assistant Secretary for State Services. Transfers to such Office functions of specified units of the Center for Disease Control. Directs the Secretary to transfer to the Food and Drug Administration the functions of the Center for Disease Control's laboratory improvement program. Directs the Secretary to delegate specified international health functions to the Assistant Secretary for International Health.

Federal Employees Voluntary Reduced Worktime Act - Requires each executive agency to establish a voluntary reduced worktime program. Directs each agency, not more than 90 or less than 30 days before a proposed reduction in force takes effect, to notify each employee competing for job retention of: (1) the specific action to be taken with respect to that employee; (2) the purpose of the reduction in force; (3) the area of the agency affected and other information used to determine the employee's standing in the competition for retention; (4) the availability of the regulations and records pertaining to the employee; (5) the reasons for any exceptions to the general release order; (6) the employee's right to appeal to the Merit Systems Protection Board; (7) the availability and terms and conditions of the voluntary reduced worktime program; and (8) the extent of the reduction in force without such program. Directs each agency, upon providing such notice, to survey competing employees to determine: (1) the interest in participating in a voluntary reduced worktime program; and (2) the amount of time by which employees are willing to have their worktime reduced. Requires that competing employees be promptly informed of the survey results and afforded an opportunity to apply for participation in such a program. Provides for a reduction in the pay of a participating employee. Requires the length of service of a participating employee to be determined as if no reduction in worktime had occurred. Prohibits an agency from involuntarily separating an employee in a reduction in force unless the savings in personnel costs or other purposes of the reduction in force cannot be achieved through such a program. Prohibits an agency from appointing an individual to a position in an area where any employee is employed on a reduced worktime basis unless: (1) each such employee has been given an opportunity to return to such employee's former work schedule in the same or a higher position; (2) no such employee will accept appointment to such position; or (3) the position cannot be modified to permit the appointment of such an employee. Requires that employees on reduced work schedules be counted as fractions in administering personnel ceilings. Exempts specified employees from coverage under an agency's voluntary reduced worktime program. Requires the head of each executive agency to notify the Comptroller General of: (1) the extent and basis of any proposed reduction in force; and (2) the effectiveness of the agency's voluntary reduced worktime program. Directs the Comptroller General to report to Congress: (1) upon determining that any reduction in force is unnecessary or premature; and (2) at least annually on the effectivenss of such programs. Prohibits a Federal employee who has authority over personnel actions from coercing any employee into participating in such a program. Directs the Office of Personnel Management to promulgate regulations to implement this Act within 30 days after enactment.

Title I: National Water Resources Policy and Development Act of 1982 - Directs States to review periodically their water resources needs. Authorizes the States to request the Water Resources Council for detailed studies of specific water resources needs. Directs States to submit annually to the Council a list of authorized studies which have not been completed and which are necessary to meet identified water resources needs. Authorizes the appropriate Federal water resources agency to make detailed evaluations of specific water resources needs upon referral by the Council. States that the State or other non- Federal body must agree to pay 25 percent of the costs of the study before any study may be initiated. Provides for State employees to work in coordination with the appropriate agency. Requires such studies to be completed within three years, to the extent practicable and reasonable. Directs the Council to allocate expenditures among the States according to a specified formula. Authorizes appropriations. Directs States to develop and submit to the Council annually a priority list of water resource needs and projects. Declares that a lists will be deemed approved after 60 days unless the Council finds that a list was developed without adequate public participation. Directs the Council to publish in the Federal Register a summary of the projects in such report. Declares such projects: (1) authorized for implementation; (2) eligible for inclusion on a State's priority list; and (3) eligible for specified funding under this Act, 90 days after such a publication. States that if a Governor affected by such project objects to the Council within 90 days, then such project must be authorized by Congress. Sets forth procedures for approving a project not recommended for implementation by a Federal water resources agency. Directs the appropriate Federal water resources agency to ensure that such project is designed according to the principles and standards established by the project. Requires the States or other non-Federal bodies to agree to pay specified percentages of the costs of construction and operation of such projects. Requires any revenues from such projects to be shared between the non-Federal interests and the participating Federal agencies based on their percentage contribution to the project. Terminates projects authorized prior to this Act if: (1) construction has not begun within five years of enactment of this Act; and (2) the project is not on a State's priority list. Authorizes the Council to study regional water resources projects that have national significance and priority. Directs the Council to select up to ten of such projects from among projects authorized prior to enactment of this Act which shall be eligible for direct funding by Congress without regard to specific limitations in this Act. Directs that such projects, if authorized specifically by Congress, shall be constructed at Federal cost. Permits the use of the Inland Waterways Trust Fund, and any replacement trust funds, to pay the non-Federal contribution for commercial inland navigation projects. Requires the Council to report to Congress concerning: (1) national priorities for water resources management through the year 2000; (2) State needs for water resources projects; (3) the best ways to maximize the efficient use of water supplies from existing Federal projects; and (4) cost-sharing mechanisms for water resources projects. Title II: Water Supply Rehabilitation and Conservation Act of 1982 - Directs the Secretary of the Army, through the Chief of Engineers, to plan and carry out rehabilitation of existing urban water supply and distribution systems. Directs the Secretary, after public hearings and consultation with affected States and municipalities, to: (1) review methods of rehabilitating and upgrading means of urban water supply; (2) study methods of maintaining and preserving adequate urban water supply systems; and (3) transmit such studies to Congress by January 1, 1984. Authorizes appropriations. Requires the implementation of a model water conservation program before any municipal water supply project is approved for Federal financial assistance. Describes such model water conservation programs.

Amends the Omnibus Reconciliation Act of 1981 to apply the restrictions on lump-sum death payments under title II (Old-Age, Survivors and Disability Insurance) of the Social Security Act only: (1) with respect to individuals who die after August 1981; and (2) if there is a surviving beneficiary in cases where the insured individual dies after August 1981 and there is a written agreement with a funeral home covering burial expenses.

Family Housing Production Act of 1982 - Requires the Secretary of Housing and Urban Development, through the Government National Mortgage Association, to enter into five-year contracts to provide periodic assistance payments on behalf of homeowners to mortgagees and other lenders. Directs the Secretary to give priority to assisting persons who have not owned a home within the last three years. Permits payments to be made only to a mortgagor who satisfies requirements for creditworthiness and has a family income not exceeding 140 percent of the area median income and who: (1) is the original owner of a manufactured home the loan for which is incurred under the National Housing Act; or (2) has a fixed-rate 30-year mortgage which is secured by a home built after enactment of this Act, has no prepayment penalty, and requires increased payments beginning with the second year which shall be applied to the principal obligation until it is paid off. Limits the amount of assistance payments to the difference between the amount of the monthly payment for principal, interest, and loan insurance under the first year of the loan and the amount the monthly payment for principal and interest would be if the interest rate on the loan were: (1) ten percent (12 percent for a manufactured home); or (2) four percentage points less than the rate specified in the loan, whichever rate is higher. Requires that the mortgagor pay at least 25 percent of his or her income toward the monthly loan payment. Declares that manufactured homes shall comprise not more than 20 percent of the units assisted under this Act. Directs the Secretary to allocate the amount available to carry out this Act on the basis of the population, decline in housing starts, and unemployment rate in each State relative to all States. Directs the Secretary to recapture the lesser of the amount of assistance provided under this Act or an amount equal to 50 percent of the net appreciation of the property whenever the mortgagor sells the property or rents it for a period exceeding one year. Authorizes the Secretary to insure mortgages assisted under this Act.

Electronic and Computer Technician Vocational Education Incentive Grants Act - Amends the Vocational Education Act of 1963 to establish a program of incentive grants to States for electronic and computer technician training. Authorizes the Secretary of Education to make such grants solely for vocational education programs for such training. Prohibits use of any such grant for job placement or for training or employment stipends. Requires States participating in such grants program to commit specified percentages of their basic grants under such Act to such programs. Directs States to consider specified factors in evaluating training program proposals of eligible recipients. Limits Federal funds made available to an eligible recipient for such programs to 25 percent of such recipient's proposed budget for such training. Requires such recipient to: (1) use such funds only for job-related training for a specific electronic or computer technical occupation; (2) obtain at least 25 percent of its projected training budget through financial support of the electronics or computer industry; and (3) obtain at least another 25 percent through non- Federal public vocational education funds. Authorizes appropriations for FY 1983 and each succeeding fiscal year to carry out such grants program.

National Diffusion Network Act - Directs the Secretary of Education to carry out a program to promote the spread of exemplary educational programs, products, and practices to interested elementary and secondary schools. Requires the Secretary to provide information, materials, training, technical assistance, and evaluations. Authorizes the Secretary to make grants to, and contracts with, public and nonprofit private educational institutions and organizations to carry out such program. Declares that such program shall be deemed to be a continuation of the National Diffusion Network for which provision is made under the Education Consolidation and Improvement Act of 1981. Directs the Secretary to allocate funds available under such Act to such program. Authorizes additional appropriations, if necessary, to carry out such program in FY 1983 through FY 1986.

Amends the Federal Power Act to direct the Federal Energy Regulatory Commission to approve public utility rate increases for electric energy based on costs of proposed or ongoing construction in regard to: (1) pollution control facilities; or (2) conversion of oil or gas-fired facilities to use of other fuels. Directs the Commission to order rate increases to cover construction costs for facilities other than those above only after an evidentiary proceeding. Sets forth requirements concerning such proceedings.

Senior Citizens Housing Act of 1982 - Amends the Internal Revenue Code to allow individuals a refundable income tax credit for renting to, or maintaining a household for, individuals who have attained the age of 65. Limits such credit to a maximum of $1,000. Requires an individual to be eligible for such tax credit to furnish over half the cost of maintaining the household.
