Foreign-Held Debt Transparency and Threat Assessment Act - Expresses the sense of Congress about the growing federal debt of the United States, the increasing U.S. dependence on foreign creditors like its largest foreign creditor, the People's Republic of China, whose holdings could give China a tool with which to manipulate U.S. policymaking (including with respect to Taiwan) and pose a direct threat to the national economy and national security. Directs the President to report quarterly to certain congressional committees on the risks posed by foreign holdings of U.S. debt instruments, and make such report public on the Internet. Directs the Comptroller General to report annually to certain congressional committees on such risks. Directs the President to formulate, report to the appropriate congressional committees, and implement a plan of action to reduce an unsustainable level of risk to an acceptable and sustainable level, in a manner that results in a reduction in federal spending, in any case in which the President or the Comptroller General makes specified determinations that a foreign country's holdings of U.S. debt instruments pose an unacceptable risk to long-term national security or economic stability, or that the levels of risk posed by the federal debt are unsustainable.

Save America's Future Economy Act of 2010 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to require the Office of Management and Budget (OMB) to calculate the uniform percentage by which nonexempt spending accounts are to be sequestered such that total government spending for a budget year, compared to the preceding fiscal year, does not increase at a rate greater than the percentage point change in the Consumer Price Index (CPI) plus the percentage point change in annual population growth. Requires OMB to prepare annually a report to be included in the President's budget for each fiscal year setting forth: (1) the projected level of total federal spending for the current year; (2) the percentage point increase in the CPI over the fiscal year before the current year; (3) the total percentage point increase in population from July 1 of the second preceding fiscal year before the current year and July 1 of the fiscal year before the current year; (4) the sum of such total percentage point increases; and (5) the projected level of total federal spending for the budget year and the amount, if any, by which that spending would exceed the projected level of total federal spending for the current year, as adjusted by the such sum of the total percentage point increases. Prescribes requirements for OMB Preview Reports and OMB Final Sequestration Reports. Requires the President to issue a sequestration order, effective on issuance, if OMB in its Final Sequestration Report estimates that any sequestration is required. Prohibits OMB from including the budgetary effects of an emergency requirement in its estimates. Exempts from any sequestration reduction order: (1) payments for net interest; and (2) federal obligations required to be paid under the U.S. Constitution or legally contractual obligations. Extends indefinitely certain Pay-As-You-Go (PAYGO) enforcement mechanisms.

European Bailout Protection Act - Amends the Bretton Woods Agreements Act to: (1) prohibit U.S. loans to the International Monetary Fund (IMF) for assistance to any European Union (EU) member state until the ratio of the total outstanding public debt of each member state to its gross domestic product (as of the end of the most recent fiscal year of the member state ending in the preceding calendar year) is not more than 60%; and (2) direct the Secretary of the Treasury to oppose any IMF loans to member states until all member states are in compliance with such debt ratio.

Directs that a lapel button be designed, as approved by the Secretary of Defense (DOD), to identify and recognize the spouse of a member of the Armed Forces who is serving or has served in a combat zone for more than 30 days. Requires such button to be known as the spouse-of-a-combat-veteran lapel button. Authorizes the Secretary to use appropriated funds to procure such buttons, and to provide for their presentation to eligible spouses. States that the 30-day service period shall not apply if the member is killed or wounded before its expiration. Expresses the sense of Congress that, as soon as the buttons become available, the Secretary should: (1) widely announce their availability through military and public information channels; and (2) encourage commanders at all levels to conduct ceremonies recognizing the support provided by such spouses and to use such ceremonies as an opportunity for members to present their spouses with the button.

Requires the Administrator of the Environmental Protection Agency (EPA) to delay the implementation of the final rules entitled "Lead; Renovation, Repair, and Painting Program; Lead Hazard Information Pamphlet; Notice of Availability; Final Rule" (published on April 22, 2008) and "Lead; Amendment to the Opt-out and Recordkeeping Provisions in the Renovation, Repair, and Painting Program" (signed by the Administrator on April 22, 2010) in each state until accredited certified renovator classes to train contractors in practices necessary for compliance with such rules have been held in such state for at least a year. Requires the Administrator to: (1) monitor each state to determine when such classes are offered; and (2) notify each Member of Congress about the location and time of each such class held in their state and the date on which the classes have been held for one year.

Congratulates: (1) the residents of Jerusalem and the people of Israel on the 43rd anniversary of Jerusalem's reunification; and (2) the people of Israel on the 62nd anniversary of their independence. Expresses the belief that Jerusalem must remain an undivided city in which the rights of every ethnic and religious group are protected, and reaffirms Israel's right to take necessary steps to prevent Jerusalem's future division. Calls upon the President and the Secretary of State to affirm as a matter of U.S. policy that Jerusalem must remain Israel's undivided capital. Urges the President to begin the process of relocating the U.S. Embassy in Israel to Jerusalem.

Amends the Patient Protection and Affordable Care Act to prohibit federal funds from being to used to cover any part of the costs of any health plan that includes coverage of abortion services. (Currently, federal funds cannot be used for abortion services and plans receiving federal funds must keep federal funds segregated from any funds for abortion services.) Requires any qualified health benefit plan offered through an Exchange that includes coverage for abortions to also offer a qualified health benefit plan through the Exchange that is identical in every respect except that it does not cover abortions.

Expresses the sense of the House of Representatives that: (1) Democratic Members of the House should join its Republican Members in a total ban on earmarks for one year; (2) discretionary spending should be reduced in the concurrent budget resolution for FY2011 by the total amount that was spent on requests for earmarks in FY2010; (3) if spending in that resolution is not reduced by such amount, an amendment to that resolution to effectuate this change should be made in order; and (4) a complete review and overhaul of the congressional budgetary, spending, and earmark processes should be commenced by creating a bipartisan, bicameral committee to study the issue and report to the House and Senate with its recommendations.

Amends the federal criminal code to impose a fine and/or maximum prison term of five years for anyone who knowingly sells or offers to sell an animal crush video in interstate or foreign commerce for commercial gain. States that this prohibition shall not be construed to prohibit the selling or offering to sell videos that depict hunting. Defines "animal crush video" as any visual depiction of animals being intentionally crushed, burned, drowned, or impaled that: (1) depicts actual conduct in which a living animal is tortured, maimed, or mutilated that violates any criminal prohibition on intentional cruelty under federal law or the law of the state in which the depiction is sold; and (2) taken as a whole, does not have religious, political, scientific, educational, journalistic, historical, or artistic value.

Broadband for First Responders Act of 2010 - Amends the Communications Act of 1934 to increase the electromagnetic spectrum allocation for public safety services by 10 megahertz and reduce such allocation for commercial use by the same amount. Directs the Federal Communications Commission (FCC) to: (1) allocate the paired electromagnetic spectrum bands of 758-763 megahertz and 788-793 megahertz (referred to as D Block) for public safety broadband communications and assign such paired bands to public safety; (2) establish rules to permit a public safety broadband licensee to authorize public safety service providers to construct and operate a wireless public safety broadband network in the licensee's spectrum if such authorization would expedite public safety broadband communications; (3) require that any wireless public safety broadband network be fully interoperable, provide for user roaming, be disaster survivable, and have the appropriate level of cyber security; (4) establish regulations to authorize the shared use of the public safety broadband spectrum and network infrastructure by entities that are not defined as public safety services; (5) establish regulations to allow use of the public safety broadband spectrum by emergency response providers; and (6) develop a public safety agency statement of requirements that enables nationwide interoperability and roaming across any communications system using public safety broadband spectrum.

Prevent IRS Overreach Act of 2010 - Prohibits the Internal Revenue Service (IRS) from filling any position, by transfer or any other appointment taking effect on or after the enactment of this Act, if the duties and responsibilities of such position include the enforcement of any provision of, or amendment made by, the Patient Protection and Affordable Care Act (PPACA) or the Health Care and Education Reconciliation Act of 2010.

Economic Freedom Act of 2010 - Amends the Internal Revenue Code to: (1) eliminate the tax on the capital gains of individuals and corporations; (2) reduce the maximum corporate income tax rate to 12.5%; (3) allow a permanent and unlimited expensing allowance for depreciable business assets; and (4) reduce payroll tax rates for employers, employees, and self-employed individuals in 2010. Makes permanent the repeal of the estate and generation-skipping transfer taxes. Rescinds unobligated balances available in the American Recovery and Reinvestment Act of 2009. Repeals provisions of such Act relating to the Temporary Assistance to Needy Families program, economic recovery payments, premium assistance for COBRA (health insurance continuation benefits) payments, Medicare and Medicaid health information technology, state fiscal relief, broadband technology, and limits on executive compensation. Amends the Emergency Economic Stabilization Act to repeal the authority for the Troubled Asset Relief Program (TARP). Requires the Secretary of the Treasury to sell all stock and warrants acquired by the Secretary under TARP.

Repeals provisions of the Patient Protection and Affordable Care Act (PPACA) related to: (1) the disproportionate share hospital (DSH) allotment for Tennessee and Hawaii; (2) an adjustment to the federal medical assistance percentage (FMAP) for qualifying disaster-recovery states; (3) the establishment of a floor on the area wage index for a frontier state for purposes of a geographic adjustment to Medicare payments to hospitals for inpatient services; (4) the eligibility for Medicare coverage of certain individuals exposed to environmental health hazards; and (5) the appropriation of funds for debt service on, or direct construction or renovation of, a health care facility that provides research, inpatient, tertiary care, or outpatient clinical service. Amends PPACA to eliminate revisions to the formula for determining the wage index applicable to Section 508 hospitals. ("Section 508" refers to Section 508 of the Medicare Modernization Act of 2003, which allows the temporary reclassification of a hospital with a low Medicare area wage index, for reimbursement purposes, to a nearby location with a higher Medicare area wage index, so that the "Section 508 hospital" will receive the higher Medicare reimbursement rate.)

Virginia Access to Energy Act or the VA Energy Act - Directs the Secretary of the Interior to conduct offshore oil and gas Lease Sale 220 on the Outer Continental Shelf (OCS) by as soon as practicable, but not later than one year, after the date the Secretary receives a petition from the governor requesting that the lease sale be conducted. Provides for the disposition of revenues received from such lease sale for both federal and non-federal purposes, including payments to the state of Virginia. Establishes in the Treasury the Alternative Energy Trust Fund, consisting of a portion of such revenues, which may be used for making grants for a coal and related technologies program, solar and wind technologies, and nuclear power loan guarantees, among other things.

Amends the Patient Protection and Affordable Care Act to declare that nothing in such Act or amendments made by such Act shall be construed to affect: (1) any authority under title 38 of the United States Code (veterans' benefits); (2) any authority under chapter 55 of title 10 of the United States Code (medical and dental care for members of the uniformed services); or (3) any health care or health care benefits program provided under the TRICARE program or by the Secretary of Veterans Affairs. Declares that the term "minimum essential coverage" includes coverage provided to members of the uniformed services and eligibility for health care provided by the Secretary of Veterans Affairs.

Rare Earths Supply-Chain Technology and Resources Transformation Act of 2010 or the RESTART Act - Directs the Secretaries of Commerce, of Defense, of Energy, of the Interior, and of State to: (1) appoint an Executive Agent, at the Assistant Secretary level, to serve as a representative on an interagency working group to reestablish a competitive domestic rare earth supply chain; and (2) assess and report to Congress on the chain, determining which rare earth elements are critical to national and economic security. Directs the United States Trade Representative (USTR) and the Office of Science and Technology Policy also to appoint representation to such working group. Requires the Secretary of Defense to commence procurement of critical rare earth materials and place them in a national stockpile, and the Defense Logistics Agency, Defense National Stockpile Center to serve as Administrator of the stockpile. Authorizes the Administrator, if necessary to meet U.S. national security and economic needs, to purchase rare earth materials from the People's Republic of China. Instructs the USTR to: (1) initiate and report to Congress on a comprehensive review of international trade practices in the rare earth materials market; or (2) initiate an action before the World Trade Organization (WTO) as a result of the review. Directs the Secretaries of Commerce, of the Interior, and of State to report to the domestic rare earth industry about mechanisms for obtaining government loan guarantees to reestablish a domestic rare earth supply chain. Directs the Secretaries of Defense and of Energy to issue guidance for the industry related to obtaining such loan guarantees. Expresses the sense of Congress regarding a prioritization of Defense Production Act projects with respect to the domestic rare earth supply chain.

Constitutional Amendment - Prohibits annual federal outlays for a fiscal year (except those for repayment of debt principal) from exceeding one-fifth of economic output of the United States of America, unless two-thirds of each chamber provides for a specific increase of outlays above this amount. Authorizes waiver of this article when a declaration of war is in effect.

Congressional Accountability Pay Act - Amends the Legislative Reorganization Act of 1946 to revise the method of adjusting the annual rate of pay of Members of Congress. Requires a decrease in the rate of pay for each Member by a specified percentage if outlays for any fiscal year are greater than outlays for the preceding fiscal year. Amends the Federal Salary Act of 1967 to require that recommendations by the Citizens' Commission on Public Service and Compensation conform with this Act, except those for the salaries of the Chief Justice of the United States, judges of U.S. district courts, and judges of the U.S. Court of International Trade.

Iran Human Rights Sanctions Act - Directs the President to impose visa entry and financial sanctions on a person determined to be complicit in human rights abuses committed against Iranian citizens or their family members on or after June 12, 2009, regardless of whether such abuses occurred in Iran. Requires that: (1) the list of such persons required by this Act be made available to the public and posted on the Department of the Treasury and the Department of State websites; and (2) the President consider data obtained by other countries and nongovernmental organizations that monitor Iran's human rights abuses in preparing such list. Terminates sanctions upon presidential certification to Congress that: (1) the sanctioned persons have ceased complicity in human rights abuses; and (2) the government of Iran has released all political prisoners, ceased its killing and abuse of Iranian citizens engaging in peaceful political activity and prosecuted those responsible, committed itself to free elections and respect for human rights, and ceased broadcast interference.

Eliminates the mandatory printing of bills and resolutions by the Government Printing Office (GPO) for the use of Congress. Requires the Public Printer to make bills and resolutions available for the use of Congress only in an electronic format accessible through the Internet. Requires the Public Printer, at the request of a Member or a congressional committee (including a joint committee), to provide the Member or committee with a printed copy of a bill or resolution. Directs the Joint Committee on Printing to study and report to Congress on the effect of this Act on the rules and regulations of the House of Representatives and Senate.

Detainee Transfer and Release Security Act of 2010 - Prohibits the President from releasing or transferring an individual currently detained at Naval Station, Guantanamo Bay, Cuba, to the custody of the individual's country of origin or to a third country unless the President certifies to Congress that: (1) such country is not a designated state sponsor of terrorism; (2) such country's government can secure and exercise control over all of its territory; (3) no portion of such country's territory serves as a safe haven for terrorists or insurgent groups, particularly al Qaeda; and (4) there is no confirmed case of any individual who had been detained at Guantanamo who reengaged in terrorist activities subsequent to being transferred or released to such country.

Impeaches G. Thomas Porteous, Jr., judge of the U.S. District Court for the Eastern District of Louisiana, for high crimes and misdemeanors. Sets forth articles of impeachment. Declares that, while a U.S. district court judge, G. Thomas Porteous, engaged in a pattern of conduct incompatible with the trust and confidence placed in him as a judge. Declares that Judge Porteous denied a motion to recuse himself from a case where one of the parties was represented by a corrupt law firm with which he had a financial relationship. Declares that Judge Porteous made intentionally misleading statements at the recusal hearing and engaged in corrupt conduct after the trial, and while he had the case under advisement. Declares that Judge Porteous: (1) engaged in a longstanding pattern of corrupt conduct that demonstrates his unfitness to serve as a U.S. District Court Judge; and (2) engaged in a pattern of conduct inconsistent with the trust and confidence placed in him as a federal judge by knowingly and intentionally making material false statements and representations under penalty of perjury related to his personal bankruptcy filing, and by repeatedly violating a court order in his bankruptcy case. Declares that Judge Porteous knowingly made material false statements about his past to both the U.S. Senate and to the Federal Bureau of Investigation (FBI) in order to obtain the office of U.S. District Court Judge. Declares that Judge Porteous is guilty of high crimes and misdemeanors and should be removed from office.
