Accelerate Cures for Patients Act of 2009 - Amends the Public Health Service Act to authorize additional appropriations to the National Institutes of Health (NIH) to conduct or support medical research that relates to cancer, cardiovascular disease, diabetes, Alzheimer's disease, Parkinson's disease, or other diseases or conditions and that has the greatest potential for near-term clinical benefit in human patients, as indicated by substantial evidence from basic research or by substantial clinical evidence. Allows such evidence to include: (1) evidence of improvement in one or more human patients suffering from illness or injury, as documented in reports by professional medical or scientific associations or in peer-reviewed medical or scientific literature; and (2) approval for use in human trials by the Food and Drug Administration (FDA).

Congressional Hope for Uniform Recognition of Christian Heritage (CHURCH) Act of 2009 - Requires the Architect of the Capitol (AOC) to enter into an agreement with a private entity for the design and fabrication of a historical plaque to be permanently displayed in National Statuary Hall recognizing the seven decades of Christian church services being held in the Capitol from 1800 to 1868. Authorizes the AOC to use National Statuary Hall for a presentation ceremony for the plaque. Requires the AOC upon receiving such plaque to display it permanently in a place of prominence in National Statuary Hall.

Streamline America's Future Energy Nuclear Act - Directs the Nuclear Regulatory Commission (NRC) to establish and implement an expedited procedure for issuing a Combined Construction and Operating License for a nuclear reactor. Directs the NRC to: (1) reduce by one-half the time necessary for reactor design certification; and (2) outline to Congress an approach that will allow the NRC to develop technology-neutral guidelines for future nuclear plant licensing. Instructs the NRC to request additional funding and personnel resources from Congress to implement this Act without delaying consideration of applications for Combined Construction and Operating Licenses or reactor design certifications not subject to expedited procedures under this Act. Requires each national laboratory with expertise in the nuclear field to dedicate personnel to support expedited licensing and design certification procedures. Directs the NRC and the Department of Energy (DOE) to direct educational funding to programs to enhance or directly support the activities authorized by this Act. Instructs the Secretary of Energy to establish a National Nuclear Energy Council. Authorizes appropriations for the Nuclear Power 2010 program. Directs DOE and the NRC to reevaluate the Next Generation Nuclear Power Plant schedule for purposes of significant acceleration. Prohibits use of the Federal Land Policy and Management Act of 1976 to arbitrarily prevent uranium mining on federal lands. Prohibits the federal government from collecting additional leasing fees, beyond those currently applicable to mine uranium on federal lands. Requires that any remediation fees collected in association with commercial uranium mining on federal lands be applied only to remediation of sites that incurred damage as a result of commercial nuclear activities. Prohibits the application of such fees to remediation of sites that incurred damage as a result of government or government-sponsored activities.

Petersburg National Battlefield Boundary Modification Act - Modifies the boundary of Petersburg National Battlefield in Virginia to include the properties identified on the map titled "Petersburg National Battlefield Boundary Expansion," and dated June 2007. Authorizes the Secretaries of the Interior and the Army to transfer the administrative jurisdiction for approximately 1.171 acres under the jurisdiction of the Department of the Interior within the boundary of the Petersburg National Battlefield in exchange for approximately 1.170 acres under the jurisdiction of the Department of the Army within the boundary of the Fort Lee Military Reservation adjacent to the Battlefield. Requires the conveyed land to be included within the boundary of Petersburg National Battlefield and administered as part of such Battlefield.

Bring Assistance to Heroes Act of 2009 - Extends the first-time homebuyer credit (credit) through December 1, 2010, for certain military personnel stationed outside the United States. Excludes credit-recipient military personnel from: (1) the increased tax credit recapture provision; and (2) accelerated credit recapture regarding disposition of a principal residence if such member receives extended duty orders after the residence's purchase and before the date that such recapture would apply.

Amends Rule XIII (Calendars and Committee Reports) of the Rules of the House of Representatives to prohibit the Committee on Rules from reporting a rule or order that would dispense with the first reading or consider a measure as read, unless so ordered by a vote of two-thirds of the Members voting, a quorum being present.

Consumer Protection and Regulatory Enhancement Act - Amends the Judicial Code to prescribe the venue for cases involving non-bank financial institutions. Amends federal bankruptcy law to prescribe procedures for the adjustment of the debts of a non-bank financial institution. Establishes the Market Stability and Capital Adequacy Board (Board) to: (1) monitor the interactions of various sectors of the financial system; and (2) identify risks that could endanger the stability and soundness of the system. Establishes in the executive branch the Financial Institutions Regulator (FIR), comprising a Federal Banking Division and a State Banking Division, to exercise all powers, duties, and authorities formerly vested in the Comptroller of the Currency. Transfers to FIR all regulatory functions of: (1) the Board of Governors of the Federal Reserve System (the Federal Reserve Board); (2) the Director of the Office of Thrift Supervision (OTS); and (3) the Federal Deposit Insurance Corporation (FDIC) regarding state non-member banks. Abolishes the OTS and the Office (and position) of Comptroller of the Currency. Moves the National Credit Union Administration (NCUA) within the FIR. Establishes within the FIR an Office of Consumer Protection (OCP). Directs the Comptroller General to complete and report to Congress on the audit of the Federal Reserve Board and the federal reserve banks. Amends the Federal Reserve Act to instruct the Federal Reserve Board and the Federal Open Market Committee (FOMC) to: (1) establish and implement an explicit numerical definition of the term "price stability"; and (2) maintain a monetary policy that effectively promotes long-term price stability. Revises requirements with respect to the emergency powers of the Federal Reserve Board. Government-Sponsored Enterprises Free Market Reform Act of 2009 - Requires the Director of the Federal Housing Finance Agency (FHFA) to terminate the conservatorship of the Federal National Mortgage Association (Fannie Mae) or the Federal Home Loan Mortgage Corporation (Freddie Mac), also known as government-sponsored enterprises (GSEs), if at the end of a specified period the GSE is financially viable. Requires the Director, if a GSE is not financially viable, to appoint the FHFA as receiver for it. Amends the Housing and Community Development Act of 1992 to restrict the mortgage assets of a GSE upon its emergence from conservatorship. Requires the FHFA Director to revise minimum capital levels for the GSEs. Amends the Economic Stimulus Act of 2008 and the American Recovery and Reinvestment Act of 2009 to repeal temporary increases to conforming loan limits for the GSEs. Establishes new conforming loan limits for the year in which the conservatorships expire. Amends the Federal National Mortgage Association Charter Act and the Federal Home Loan Mortgage Corporation Act to subject the GSEs to state and local taxes. Directs the FHFA Director to establish and collect assessments from each GSE to recoup the costs for the federal guarantee. Requires: (1) periodic renewals of GSE charters; and (2) wind down and dissolution in the event of non-renewal. Repeals security credit rating requirements in designated federal laws and federal regulations, including: (1) the Securities Exchange Act of 1934; (2) the Investment Advisers Act of 1940; and (3) the Higher Education Act of 1965. Amends the Securities Act of 1933, the Securities Exchange Act of 1934, the Investment Advisers Act of 1940, and the Investment Company Act of 1940 to: (1) authorize the Securities and Exchange Commission (SEC) to impose civil penalties in cease and desist proceedings; and (2) provide for nationwide service of subpoenas. Authorizes appropriations for the Financial Crimes Enforcement Network (FinCEN). Amends the Sarbanes-Oxley Act of 2002 to revise conditions under which a civil penalty obtained for violations of securities laws shall become part of a disgorgement fund for the benefit of the victims of such violation. Amends the Securities Exchange Act of 1934 to authorize the SEC to contract for the collection of delinquent judgments and orders.

Czar Accountability and Reform (CZAR) Act of 2009 - Prohibits appropriated funds from being used to pay salaries or expenses of any task force, council, or similar office established by or at the direction of the President, if the head of such entity: (1) is appointed (on other than an interim basis) without the Senate's advice and consent; (2) is excepted from the competitive service by reason of the confidential, policy-determining, policy-making, or policy-advocating character of the position; and (3) performs or delegates functions that would otherwise be performed or delegated by an individual appointed by the President with the Senate's advice and consent.

Improving Health Care for All Americans Act - Amends the Internal Revenue Code to allow a tax credit for the amount paid by the taxpayer for qualified health insurance coverage, excluding any employer subsidized coverage, and for medical care. Amends the Public Health Service Act to provide for the establishment and governance of individual membership associations (IMAs) to make available health benefits coverage to all members of the IMA. Requires an IMA to be operated under the direction of an association which: (1) has been actively in existence for at least five years; (2) has been formed and maintained in good faith for purposes other than obtaining insurance; and (3) does not condition membership in the association on any health status-related factor relating to an individual. Prohibits an IMA from offering health benefits coverage to a member of an IMA unless the same coverage is offered to all members of the IMA. Sets forth requirements for health benefits coverage offered through an IMA, including that such coverage must be: (1) provided only through contracts with health insurance issuers with no risk assumed by the IMAs; and (2) underwritten by a health insurance issuer that is licensed and in compliance with state law. Supersedes specified state laws related to health benefits coverage made available through an IMA. Gives funds to states for a high-risk pool, a reinsurance pool, or other risk-adjustment mechanism used for the purpose of subsidizing the purchase of health insurance coverage for the high-risk population.

Reduction of Irresponsible MRA Growth Act or the TRIM Growth Act - Amends the House of Representatives Administrative Reform Technical Corrections Act to prohibit the Members' Representational Allowance for a fiscal year from exceeding the Allowance established for the previous fiscal year, unless: (1) the Bureau of Labor Statistics (BLS) publishes a national unemployment rate of 6% or lower for each of the six most recent months for which it published a national unemployment rate which occurred before the beginning of the fiscal year; or (2) the Secretary of the Treasury certifies to the congressional appropriations committees that the public debt does not exceed $5.5 trillion as of the first day of the last month of the previous fiscal year.

Foreign Adopted Children Equality Act or the FACE Act - Amends the Immigration and Nationality Act to set forth automatic citizenship criteria for a child adopted outside the United States by a U.S. citizen parent. Deems such an adopted child to be a U.S. citizen at birth. Deems to be a U.S. citizen at birth, after the approval of an application filed within the United States or with a U.S. Embassy, a person who: (1) is older than 18 years of age; (2) was born outside the United States and was adopted by a U.S. citizen parent before such person reached 18 years of age; and (3) was adopted under 16 years of age and has lived with the adoptive parents for at least two years, was abused, or is an orphan who was under 16 years of age at the time an immediate relative status petition was filed on his or her behalf. Includes within the definition of nonimmigrant an individual brought to the United States as a child to be adopted by a U.S. citizen. Expresses the sense of Congress that the government of each foreign country from which children are adopted by U.S. citizens should provide the adoptive family with birth history documentation.

Financial Literacy for Youth Act of 2009 or the FLY Act of 2009 - Directs the Secretary of Education to establish a pilot program awarding grants to 10 state or local educational agencies (LEAs) to develop financial literacy programs in elementary and secondary schools. Requires grant funds to be used to: (1) integrate financial literacy programs into elementary and secondary school curricula; (2) provide financial literacy teacher training; and (3) collect, analyze, and develop the information necessary to accomplish the pilot program.

Amends the Internal Revenue Code to direct the Secretary of the Treasury, upon receiving notice from a state or local government that a named individual owes a past-due legally enforceable tax obligation to a local goverment, to pay such tax debt from any federal tax refund due to such individual, after notifying such individual of the offset.

Supports Israel's right to defend itself in the face of an imminent nuclear or military threat from Iran, terrorist organizations, and the countries that harbor them, notwithstanding some statements made by the Obama Administration. Reaffirms the bond with Israel and pledges to continue to work with Prime Minister Netanyahu, the Israeli government, and the people of Israel to ensure that Israel continues to receive critical economic and military assistance. Condemns the government of Iran for its continued support of terrorism and its hateful rhetoric toward Israel.

Amends Rule XIII (Calendars and Committee Reports) of the Rules of the House of Representatives to make it out of order in the House to consider a measure or matter until 72 hours (currently, until the third day) (excluding Saturdays, Sundays, and holidays unless the House is in session on such a day) after its text (and, if any, the text of all accompanying reports) have been made available to Members, Delegates, the Resident Commissioner (Members), and the general public. Requires the full text of the legislation and each committee report, without further amendment before floor consideration, to be posted continuously by means of the Internet. Prohibits consideration in the House of a general appropriation bill reported by the Committee on Appropriations until 72 hours (excluding Saturdays, Sundays, and legal holidays unless the House is in session on such a day) after printed hearings of the Committee have been available to Members. Prohibits the Committee on Rules from reporting a rule or order proposing a waiver of this resolution or of Rule XXII (House and Senate Relations) unless a question of consideration of the rule is adopted by a vote of two-thirds of the Members voting, a quorum being present. Amends Rule XXII (House and Senate Relations) to make it out of order in the House to consider a conference report, the accompanying signed joint explanatory statement, or a motion to dispose of a Senate amendment reported in disagreement by a conference committee until after: (1) the 72-hour availability requirement has been met; and (2) posting on the Internet. Declares that nothing in this resolution or any amendment made by it shall be interpreted to require or permit the declassification or posting on the Internet of classified information in the custody of the House. Requires such classified information to be made available to Members in a timely manner as appropriate under existing laws and rules. Expresses the sense of the House that, with the objective of preventing circumvention of this resolution, that the Committee on Rules should develop standardized policies and procedures to require that proposed amendments (except those offered under an open rule) that are major in size, scope, or cost be posted on the Internet for an appropriate number of hours.

Comprehensive Problem Gambling Act of 2009 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS), acting through the Administrator of the Substance Abuse and Mental Health Services Administration, to establish and implement programs for the identification, prevention, and treatment of problem and pathological gambling. Requires the Secretary to carry out a national campaign to increase knowledge and raise awareness of problem gambling. Requires the Secretary to: (1) administer and coordinate the voluntary donation of resources to assist in implementing new programs and augmenting existing national campaigns to provide national strategies for dissemination of information intended to address problem gambling; (2) encourage media outlets to provide information aimed at preventing problem gambling; and (3) target radio and television audiences of, but not limited to, sporting events and gambling. Requires the President to: (1) establish and implement a national program of research on problem gambling; (2) appoint an advisory commission to coordinate federal research; and (3) consider the National Gambling Impact Study Commission's recommendations. Authorizes the Secretary to make grants to states, local, and tribal governments, and nonprofit agencies to provide comprehensive services with respect to treatment and prevention of, and education about, problem gambling. Directs the President, acting through the Administrator, to develop a Treatment Improvement Protocol for problem gambling Expresses the sense of Congress that every state should contribute a percentage of its revenue from gambling towards prevention and treatment of, and services and education about, problem gambling.

Detainee Photographic Records Protection Act of 2009 - Requires the Secretary of Defense to: (1) submit a certification to the President for any photograph taken between September 11, 2001, and January 22, 2009, that relates to the treatment of individuals engaged, captured, or detained after September 11, 2001, by the U.S. Armed Forces in operations outside of the United States if the Secretary determines that disclosure of such photograph would endanger U.S. citizens or members of the Armed Forces or U.S. government employees deployed outside the United States; and (2) submit timely notice of such certification to Congress. Authorizes the Secretary to submit a renewal of a certification at any time. Provides that a certification or a renewal shall expire after three years. Exempts such a certified photograph from disclosure under the Freedom of Information Act (FOIA), but does not preclude voluntary disclosure.

Gang Deterrence and Community Protection Act of 2009 - Amends the federal criminal code to modify and expand prohibitions against criminal street gang activity, including forfeiture provisions. Revises penalties for: (1) interstate or foreign travel or transportation in aid of racketeering enterprises; (2) carjacking; (3) using interstate commerce facilities in the commission of murder-for-hire and other felony crimes of violence; (4) violent crimes in aid of racketeering activity; (5) murder and other violent crimes committed during and in relation to a drug trafficking crime; (6) using interstate commerce facilities to commit multiple murder; and (7) the use of firearms in crimes of violence and drug trafficking. Amends: (1) the Racketeer Influenced and Corrupt Organizations Act (RICO) to expand the definition of "racketeering activity" to cover interstate murder; and (2) the Violent Crime Control and Law Enforcement Act of 1994 to authorize the use of community-based justice grants to hire additional prosecutors to reduce backlogs and to fund technology, equipment, and training for specified purposes, including to increase the accurate identification and successful prosecution of young violent offenders Expands: (1) the rebuttable presumption against release of persons charged with firearms offenses; (2) venue in capital cases; and (3) the authority to prosecute juveniles as adults. Sets a 15-year statute of limitations for non-capital felony crimes of violence. Authorizes the Attorney General to designate specific areas that are located within one or more states as high intensity interstate gang activity areas.

American Energy Act - Deep Ocean Energy Resources Act of 2009 - Considers the Draft Proposed Outer Continental Shelf Oil and Gas Leasing Program 2010-2015 released by the Secretary of the Interior to have been approved as final under the Outer Continental Shelf Lands Act (OCSLA) and to be in full compliance with all requirements of applicable laws. Deems the Secretary to have issued a final environmental impact statement for the program under the National Environmental Policy Act of 1969 (NEPA). Directs the Secretary to: (1) conduct a lease sale in each outer Continental Shelf (OCS) planning area for which there is a commercial interest in purchasing federal oil and gas production leases; and (2) promulgate regulations that establish management of the surface occupancy of the portion of the OCS near the coastline. Amends the Submerged Lands Act to extend to 12 nautical miles a coastal state's allowable seaward boundary. Excepts from the operation of provisions concerning the rights of states all of the oil and gas mineral rights for lands beneath the navigable waters that are located within the expanded offshore seaward boundaries. Deems such rights to be federal property and part of the federal OCS for purposes of OCLA. Revises the procedure for determining each state's Adjacent Zone and each OCS Planning Area. Provides a means of voluntary relinquishment of any portion of a geologically prospective lease. Revises procedures for the granting of OCS leases concerning multiple leases for the same tract, payment of receipts, joint bidding restrictions in Alaska, price thresholds applicable to royalty suspension volumes, and a conservation of resources fee for nonproducing leases. Provides schedules for the sharing and allocation of OCS receipts. Prohibits leasing east of the military mission line (86 degrees, 41 minutes West Longitude, and extending south from the coast of Florida to the outer boundary of U.S. territorial waters in the Gulf of Mexico). Revises OCS leasing provisions concerning: (1) timing and location under each five-year program; (2) consideration of other laws affecting leasing; (3) suggestions from government entities and other persons; and (4) estimates of resources within a state's Adjacent Zone and projections of receipts expected to be shared with each Adjacent State and its political subdivisions. Provides rules for the approval by a federal agency or a state of a petroleum or natural gas pipeline, respectively. Provides guidelines for the preparation of environmental impact statements. Prohibits uses on the federal OCS or in state waters by federal agencies that are incompatible with oil and gas leasing and substantially full exploration and production of geologically prospective tracts. Authorizes the repurchase and cancellation of certain leases that were subject to litigation in the Court of Federal Claims. Allows environmental mitgation requirements associated with leasing activities to be satisfied at a site away from the area affected. Requires the Secretary to establish OCS regional headquarters. Allows a lessee of an existing oil and gas lease for an area located completely within 12 nautical miles of the coastline within the California or Florida Adjacent Zones the option of exchanging such lease for a new oil and gas lease having a primary term of 5 years. Repeals the program of coastal impact assistance to producing states and political subdivisions. Repeals the Gulf of Mexico Energy Security Act of 2006. American Energy Independence and Price Reduction Act - Requires the Secretary to establish a competitive oil and gas leasing program that will result in an environmentally sound program for the exploration, development, and production of Alaska's Coastal Plain's oil and gas resources. Amends the Alaska National Interest Lands Conservation Act of 1980 to terminate the prohibition against leasing or other development leading to production of oil and gas from the Arctic National Wildlife Refuge. Directs the Secretary to hold a lease sale offering an additional 10 parcels for lease for research, development, and demonstration of oil shale resources, under the terms offered in a specified solicitation of bids. Allows the temporary reduction of royalties, fees, rentals, bonus, or other payments for leases of federal lands for the development and production of such resources as necessary to incentivize and encourage their development. Refinery Permit Process Schedule Act - Authorizes the Administrator of the Environmental Protection Agency (EPA) to provide financial assistance to states to hire personnel with expertise relevant to consideration of federal refinery authorizations. Requires a federal agency responsible for refinery authorization to provide nonfinancial assistance to facilitate state consideration of such authorizations. Directs the President to appoint a federal coordinator to facilitate such authorizations. Instructs the President to designate at least three closed military installations as potentially suitable for the construction of a refinery. Requires that at least one such site be designated as potentially suitable for construction of a refinery to produce biofuel. Requires the redevelopment authority for each such installation to consider the feasibility and practicability of siting a refinery on the installation. Amends the Energy Policy Act of 2005 to repeal certain requirements regarding refinery revitalization. Amends the Internal Revenue Code with respect to the income tax credits for: (1) the purchase of a new qualified alternative fuel vehicle; (2) the cost of qualified alternative fuel vehicle refueling property; and (3) qualified plug-in electric drive motor vehicles placed in service. Directs the Secretary of Energy to carry out a program of awards to advance the development and application of innovative energy technologies and new energy sources, including for innovative gasoline-operated automobile and advanced battery manufacturing. Amends the Internal Revenue Code to extend various energy efficiency tax incentives. Amends the Energy Independence and Security Act of 2007 to repeal the requirement that the associated lifecycle greenhouse gas emissions of government-procured alternative or synthetic fuels not exceed those from equivalent fuel from conventional petroleum sources. Provides for the procurement of coal-to-liquid fuel and loans to facilities that produce such fuel. Amends the Internal Revenue Code to extend various renewable energy tax credits and to include in certain incentives advanced nuclear power and clean-coal equipment. Establishes in the Treasury the American Renewable and Alternative Energy Trust Fund. Requires the Nuclear Regulatory Commission (NRC) to establish an expedited procedure for issuing combined construction and operating licenses for new reactors. Sets a goal of licensing 100 new reactors, or the megawatt equivalent, by 2030. Requires creation of a uranium supply-disruption mitigation reserve and the convening of a national summit on uranium resources. Establishes policies concerning the disposal of high-level nuclear waste. Directs the Secretary of Energy to establish a National Nuclear Energy Council to advise the Secretary and assist nuclear energy-related investors. Revises NEPA environmental assessment procedures with respect to the consideration of alternative locations or actions for renewable energy projects. Excludes greenhouse gases and climate change from regulation under the Clean Air Act. Amends the Endangered Species Act of 1973 to prohibit the consideration of the impact of greenhouse gases upon species of fish, wildlife, or plants. Sets forth jurisdictional rules and procedures for claims that arise concerning any energy project under a federal lease.

Health Care Paperwork Reduction and Fraud Prevention Act of 2009 - Establishes the Commission on Health Care Billing Codes and Forms Simplification which shall make recommendations regarding: (1) standardizing and simplifying credentialing and billing forms for health care claims; (2) reducing and simplifying billing codes; (3) reforming the Medicare regulatory and appeals processes to ensure that the Secretary of Health and Human Services provides appropriate guidance to providers for submitting Medicare claims and does not target inadvertent billing errors; and (4) updating electronic forms of the Centers for Medicare & Medicaid Services to ensure simplicity and privacy. Directs the Secretary of Health and Human Services to establish a process under which a physician may request from a carrier written assistance in addressing questionable codes and procedures under the Medicare program. Requires the Administrator of the Centers for Medicare & Medicaid Services to restore the toll-free telephone hotline so that physicians may call for information and questions about the Medicare program. Prohibits the Administrator from implementing any new evaluation and management (E&M) guidelines under the Medicare program unless the Administrator: (1) has provided for an assessment of the proposed guidelines by physicians; (2) has established a plan that contains specific goals, including a schedule for improving participation of physicians in such assessment; (3) has carried out a minimum of four pilot projects in at least four different regions to test E&M guidelines; and (4) finds that specified objectives will be met in the implementation of such guidelines. Sets forth provisions concerning: (1) physician participation and pilot program testing requirements and objectives for new E&M guidelines under Medicare; and (2) notice, administrative, and penalty requirements with respect to Medicare overpayments.

NATO First Act - Expresses U.S. policy on the current force structure in Europe. Prohibits any action to effect or implement the closure of any military installation in a European member nation of the North Atlantic Treaty Organization (NATO) at which a unit of U.S. Armed Forces is based, or to alter the permanent basing arrangement of such a unit, unless: (1) the closure is requested by the government of the host nation; or (2) the Secretary of Defense makes a certification to the congressional defense committees regarding the necessity of such closure or alteration. Authorizes the Secretary to: (1) conduct or support programs to build the capacity of the national military forces of certain foreign countries to support the theater priorities of the Commander of the United States European Command; and (2) provide assistance to the NATO Special Operations Coordination Center to support NATO special operations forces and activities. Expresses U.S. policy on the extended deterrence commitment to Europe. Prohibits any action to effect or implement the reduction of U.S. nuclear forces in Europe unless: (1) the reduction is requested by the government of the host nation; or (2) the Secretary makes certain certifications regarding the necessity of such reduction. Earmarks specified funds appropriated for FY2011-FY2012 for the Missile Defense Agency for a long-range missile defense system in Europe. Directs the Secretary to deploy a system providing a short-range air and missile defense capability, and the personnel required to operate and maintain the system, to Poland. Allows Department of Defense (DOD) funds to be used to implement reductions in the strategic nuclear forces of the United States pursuant to a treaty or other agreement entered into between the United States and the Russian Federation after the date of enactment of this Act only if the President makes certain certifications to Congress concerning the efficacy of such reductions. Authorizes the Secretary to expand the United States-Russian Federation joint center for the exchange of data from early warning systems to include the exchange of data on missile defense-related activities.

United States Marshals Service 225th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury, in commemoration of the 225th anniversary of the establishment of the United States Marshals Service, to mint and issue $5 gold and $1 silver coins emblematic of the 225 years of exemplary and unparalleled achievements of the U.S. Marshals Service. Requires all such coin sales to include a surcharge of: (1) $35 per $5 coin; and (2) $10 per $1 coin. Requires distribution of the first $5 million to the Director of the United States Marshals Service National Museum, for the preservation, maintenance, and display of artifacts and documents of the U.S. Marshals Service. Requires distribution of: (1) $1 million to the National Center for Missing and Exploited Children; (2) $1 million to the National Law Enforcement Officers Memorial Fund in support of the National Law Enforcement Museum and the National Law Enforcement Officers Memorial; (3) $1 million to the Federal Law Enforcement Officers Association; (4) $500,000 to the William "Bill" Degan Scholarship Fund (provides scholarships for spouses and children of law enforcement officers killed in the line of duty); (5) $500,000 to the Robert D. May Scholarship Fund (provides scholarships for spouses and children of law enforcement officers killed in the line of duty); (6) $500,000 to the Community Oriented Policing Service; and (7) $500,000 to the Retired United States Marshals Service Association. Authorizes the Secretary to strike and sell bronze duplicates of the $5 gold coins.

Impeaches Samuel B. Kent, judge of the U.S. District Court for the Southern District of Texas, for high crimes and misdemeanors. Sets forth articles of impeachment. Declares that, incident to his position as a U.S. district court judge, Samuel B. Kent engaged in conduct with respect to employees associated with the court that is incompatible with the trust and confidence placed in him as a judge. Declares that Judge Kent, on one or more occasions, sexually assaulted Cathy McBroom and Donna Wilkerson by: (1) touching their private areas directly and through their clothing against their will; and (2) attempting to cause them to engage in sexual acts with him. Declares that Judge Kent corruptly obstructed, influenced, or impeded an official proceeding relating to Ms. McBroom's complaint, and made false statements to a Fifth Circuit Special Investigative Committee about his unwanted sexual contact with Ms. Wilkerson. States that Judge Kent was indicted and pled guilty and was sentenced to imprisonment for the felony of obstruction of justice on the basis of false statements made to the Committee. Declares that Judge Kent made material false and misleading statements about the nature and extent of his nonconsensual sexual contact with Ms. McBroom and Ms. Wilkerson to agents of the Federal Bureau of Investigation (FBI) on or about November 30, 2007, and to FBI agents and representatives of the Department of Justice on or about August 11, 2008. Declares that Judge Samuel B. Kent is guilty of high crimes and misdemeanors and should be removed from office.

Automobile Dealer Economic Rights Restoration Act of 2009 - Prohibits an automobile manufacturer (manufacturer) in which the federal government has an ownership interest, or which receives loans from the federal government, from depriving an automobile dealer (dealer) of its economic rights. Requires the manufacturer to honor those rights as they existed for Chrysler LLC and General Motors Corporation dealers prior to the commencement of the bankruptcy cases of each corporation, including dealer rights to recourse under state law. Requires the appropriate manufacturer to restore the franchise agreement between the dealers and Chrysler LLC or General Motors that was in effect prior to the commencement of their respective bankruptcy cases, and to take assignment of such agreements. States that nothing in this Act is intended to make null and void the transfer of substantially all the assets of such corporations.

TARP Repayment and Termination Act of 2009 - Amends the Emergency Economic Stabilization Act of 2008 (EESA) to grant any financial institution that received or receives assistance under the Troubled Asset Relief Program (TARP) the right to repay all of it immediately if the institution will be well capitalized after such repayment and has made any payment due to the Secretary of the Treasury by reason of receiving such assistance. Allows bank holding companies assessed under the Supervisory Capital Assessment Program (SCAP) to repay all of their TARP assistance immediately if the Secretary determines that they meet specified criteria, including the ability, along with their subsidiary banks, to meet all ongoing funding requirements and obligations to counterparties while reducing reliance on government capital and the Temporary Liquidity Guarantee Program (TLGP). Directs the Secretary to notify financial institutions unable to repay their TARP assistance of detailed steps to take to put themselves in a position to make such repayment. Gives financial institutions making a full repayment of TARP assistance the right to repurchase preferred shares purchased or held by the Secretary as a result of the Secretary's exercise of warrants at the same price paid by the Secretary for such shares or warrants. Requires the Secretary to liquidate at the market price warrants associated with repaid TARP assistance. Eliminates the Secretary's authority to extend TARP beyond its termination date.

Rewarding Achievement and Incentivizing Successful Employees Act or the RAISE Act - Amends the National Labor Relations Act to declare that neither its prohibition against interference by an employer with employees' right to bargain collectively, nor the terms of a collective bargaining agreement entered into between employees and an employer after enactment of this Act, shall prohibit an employer from paying an employee higher wages, pay, or other compensation than the agreement provides for.

Young Children's Social Security Number Protection Act of 2009 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to direct the Commissioner of Social Security to issue a new Social Security number to a child in cases where confidentality has been compromised by reason of theft of related documentation.

Protecting America's Children Act of 2009 - Prohibits the Attorney General from providing funding under the Edward Byrne Memorial Justice Assistance Grant Program to states or local governments that fail to certify that their laws provide adequate protection against the pre-trial release of individuals charged with certain violent or serious sex crimes (e.g., kidnapping and sexual abuse or exploitation of a child) and who pose a serious risk of fleeing, obstructing justice, or threatening, injuring, or intimidating a potential witness, judge, magistrate, or juror.

Small Business Health Fairness Act of 2009 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to provide for establishment and governance of association health plans (AHPs), which are group health plans whose sponsors are trade, industry, professional, chamber of commerce, or similar business associations, and which meet certain ERISA certification requirements. Sets forth rules governing AHPs, including requirements relating to certification, sponsors and boards of trustees, participation and coverage, nondiscrimination, contribution rates, notice of voluntary termination, correction actions, and mandatory termination. Establishes the Association Health Plan Fund to be used by the Secretary of Labor to make payments to an insurer to maintain coverage for a plan if there is a reasonable expectation that, without such payments, claims would not be satisfied by reason of termination of coverage. Requires the Secretary to establish a Solvency Standards Working Group. Allows a state to impose a contribution tax on an association health plan that commenced operations in such state after the enactment of this Act. Preempts any state law that may preclude a health insurance issuer from: (1) offering health insurance coverage in connection with a certified AHP; or (2) offering health insurance coverage of the same policy type to other employers operating in the state that are eligible for coverage under such AHPs, whether or not such other employers are participating employers in such plan.

Military Children’s School Investment Act - Amends the Impact Aid program (which compensates local educational agencies [LEAs] for the financial burden of federal activities affecting their areas) of the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to award grants to LEAs that: (1) were eligible for Impact Aid in the prior fiscal year due to federally-connected children; and (2) are experiencing an enrollment increase of at least 250 or 10% consisting of certain federally-connected children whose arrival is due to military base closures and realignments or global rebasing, force structure changes or reductions, or actions initiated by the Secretary of Defense. Requires such grants to be used: (1) to construct new schools or expand existing schools to accommodate the influx of students; (2) repair or upgrade academic facilities; or (3) lease, with the Secretary's approval, buildings or portions of buildings from a private entity for additional school space.

No More Excuses Energy Act of 2009 - Amends the Internal Revenue Code to: (1) allow the issuance of tax exempt facility bonds for the financing of domestic use oil refinery facilities; (2) extend the tax credit for producing electricity from renewable resources; (3) extend through 2018 the energy tax credit for solar energy; (4) set the rate of the excise tax on liquefied natural gas to 24.3 cents per energy equivalent of a gallon of diesel; (5) extend through 2010 the excise tax credit for alternative fuel; (6) allow tax credits for the production of electricity from nuclear energy and the production of fuel from certain onshore wells; and (7) repeal the minimum gas capture requirement for purposes of the carbon dioxide sequestration tax credit. Requires the President to designate at least 10 sites for oil or natural gas refineries on federal lands and make such sites available to the private sector for construction of refineries. Prohibits the Nuclear Regulatory Commission from denying an application for nuclear waste disposal on the grounds of present or future insufficient capacity. American-Made Energy and Good Jobs Act - Directs the Secretary of the Interior to establish and implement a competitive oil and gas leasing program in the Coastal Plain of Alaska. Repeals the prohibition against producing oil and gas from the Arctic National Wildlife Refuge. Sets forth requirements for the sale of oil and natural gas leases in the Coastal Plain, environmental protection, transportation easements, and royalty payments to Alaska. Establishes in the Treasury the Coastal Plain Local Government Impact Aid Assistance Fund to assist Alaska jurisdictions that are directly impacted by oil and gas exploration and production in the Coastal Plain.

Independence at Home Act of 2009 - Amends title XVIII (Medicare) of the Social Security Act to authorize voluntary Independence at Home chronic care coordination pilot programs for high-cost Medicare beneficiaries with multiple chronic conditions under the traditional Medicare fee-for-service program.

Prohibits the Secretary of Veterans Affairs (VA) from authorizing an honor guard to participate in the funeral of any veteran interred in a national cemetery under the control of the National Cemetery Administration unless the honor guard offers to the family of each veteran in whose funeral the honor guard chooses to participate the option of having it perform one of the 13-fold flag recitations. Expresses the sense of Congress that 13-fold flag recitations are a historical tradition and that it should be the policy of the VA to authorize honor guards to participate in the funerals of veterans and proactively offer such a recitation to each veteran's family.

Directs the Secretary of Defense (DOD) to transmit to the House of Representatives all documents and records of internal discussions in possession of the Secretary and produced by the Secretary of the Navy or the Director of the Office of Management and Budget (OMB) concerning the FY2010 30-year shipbuilding plan and the DOD long-term shipbuilding strategy, as well as the related budget certification statement.
