Declares that Congress should not impose any new performance fee, tax, royalty, or other charge relating to the public performance of sound recordings on a local radio station for broadcasting sound recordings over-the-air, or on any business for such public performance of sound recordings.

Child Interstate Abortion Notification Act - Amends the federal criminal code to prohibit transporting a minor child across a state line to obtain an abortion (deems such transporting to be a de facto abridgment of the right of a parent under any law in the minor’s state of residence that requires parental involvement in the minor’s abortion decision). Makes an exception for an abortion necessary to save the life of the minor. Makes it an affirmative defense to a prosecution or civil action under this Act that a defendant: (1) reasonably believed that before the minor obtained the abortion, the required parental consent or notification or judicial authorization took place; or (2) was presented with documentation showing that a court waived parental notification requirements or authorized the minor's abortion. Defines "abortion" to mean the use or prescription of any instrument, medicine, drug, or any other substance or device: (1) to intentionally kill the unborn child of a woman known to be pregnant; or (2) to intentionally prematurely terminate the pregnancy of a woman known to be pregnant with an intention other than to increase the probability of a live birth or of preserving the life or health of the child after live birth, or to remove a dead unborn child. Imposes a fine and/or prison term of up to one year on a physician who performs or induces an abortion on an out-of-state minor in violation of parental notification requirements. Requires such physician to give 24-hour actual or constructive notice to a parent of the minor seeking an abortion, subject to certain exceptions.

Abstinence Education Reallocation Act of 2013 - Authorizes the Administrator of the Health Resources and Services Administration (HRSA) to award grants for qualified sexual risk avoidance education to youth and their parents. Requires such education to meet certain criteria, including: (1) being age-appropriate, medically accurate, and evidence-based; (2) teaching the skills and benefits of sexual abstinence as the optimal sexual health behavior for youth; and (3) teaching the benefits of refraining from nonmarital sexual activity, the advantage of reserving sexual activity for marriage, and the foundational components of a healthy relationship. Gives priority to programs that serve youth ages 12 to 19 and that will promote the protective benefits of parent-child communication regarding healthy sexual decisionmaking.

American Fighter Aces Congressional Gold Medal Act - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a single congressional gold medal in honor of the American Fighter Aces, collectively, in recognition of their heroic military service and defense of the nation's freedom.

Achieving a Better Life Experience Act of 2013 or the ABLE Act of 2013 - Amends the Internal Revenue Code to establish tax-exempt ABLE accounts to assist an individual with a disability in building an account to pay for qualified disability expenses. Defines "qualified disability expenses" to include expenses for education, including higher education expenses, a primary residence, transportation, obtaining and maintaining employment, health and wellness, and other personal support expenses. Treats a qualified ABLE program and an ABLE account in the same manner as a qualified tuition program for income tax purposes (i.e., allowing a tax exemption for such program and an exclusion from gross income of amounts attributable to a contributor to or a beneficiary of a program account). Defines "qualified ABLE program" as a program established and maintained by a state agency under which a person may make contributions to an ABLE account established to pay for qualified disability expenses. Requires amounts in ABLE accounts to be disregarded in determining eligibility for Medicaid and other means-tested federal programs. Suspends the payment of supplemental security income benefits under title XVI (Supplemental Security Income) of the Social Security Act to an individual during any period in which such individual has excess resources attributable to an ABLE account.

National Park Service 100th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue gold, silver, and half-dollar clad coins in commemoration of the 100th anniversary of the establishment of the National Park Service (NPS). Authorizes the issuance of coins under this Act only for a one-year period, beginning on January 1, 2016. Requires all sales of coins minted under this Act to include a surcharge of $35 per gold coin, $10 per silver coin, and $5 per half-dollar clad coin. Requires all of the surcharges received from the sale of such coins to be paid to the National Park Foundation for projects and programs to help preserve and protect resources under the stewardship of the NPS and to promote public enjoyment and appreciation of those resources. Prohibits the surcharges paid to the Foundation from being used for land acquisition.

Grassroots Rural and Small Community Water Systems Assistance Act - Calls for the Environmental Protection Agency (EPA) to prioritize the types of technical assistance to enable small public water systems to comply with national primary drinking water regulations that are the most beneficial to small and rural communities, based on their input. Amends the Safe Drinking Water Act to: (1) authorize appropriations to the Administrator of EPA for FY2014-FY2019 for such assistance; and (2) allow the Administrator to use such funds to provide technical assistance to nonprofit organizations that provide to small public water systems onsite technical assistance, circuit-rider technical assistance programs, onsite and regional training, assistance with implementing source water protection plans, and assistance with implementation monitoring plans, rules, regulations, and water security enhancements. Directs the Administrator to give preference to nonprofit organizations that are determined to be the most qualified and experienced and that the small public water systems find to be the most beneficial and effective.

Delays until January 1, 2016, the effective date of any provisions of the Patient Protection and Affordable Care Act or of any health care provisions of the Health Care and Education Reconciliation Act of 2011 that were scheduled to take effect in 2014 or 2015. Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to postpone until FY2014 the automatic reductions to eliminate the excess budget deficit (sequestration). Prohibits the President from issuing an order to carry out any sequestration that the Director of the Office of Management and Budget estimates is required for FY2013.

Prenatal Nondiscrimination Act (PRENDA) of 2013 - Imposes criminal penalties on anyone who knowingly or knowingly attempts to: (1) perform an abortion knowing that the abortion is sought based on the sex, gender, color or race of the child, or the race of a parent; (2) use force or the threat of force to intentionally injure or intimidate any person for the purpose of coercing a sex-selection or race-selection abortion; (3) solicit or accept funds for the performance of such an abortion; or (4) transport a woman into the United States or across a state line for the purpose of obtaining such an abortion. Requires such violations or attempted violations to result in fines under the federal criminal code, imprisonment for up to five years, or both. Authorizes civil actions, for verifiable money damages for injuries and punitive damages, by: (1) fathers, or maternal grandparents if the mother is an unemancipated minor, of unborn children who are the subject of an abortion performed or attempted through any of the above violations; and (2) women upon whom an abortion has been performed or attempted with a knowing or attempted use of force or threat of force to intentionally injure or intimidate any person for the purpose of coercing a sex-selection or race-selection abortion. Authorizes, to prevent an abortion provider from performing or attempting further abortions in violation of this Act, injunctive relief to be obtained by: (1) the women upon whom such an abortion is performed or attempted, (2) a maternal grandparent of the unborn child if the woman is an unemancipated minor, (3) the father of such an unborn child, or (4) the Attorney General (DOJ). Deems a violation of this Act to be prohibited discrimination under title VI (Federally Assisted Programs) of the Civil Rights Act of 1964. (Violators of title VI lose federal funding.) Requires a medical or mental health professional to report known or suspected violations to law enforcement authorities. Imposes criminal penalties for a failure to so report. Prohibits a woman having such an abortion from being prosecuted or held civilly liable. Directs courts to make such orders as necessary to protect the anonymity of any woman upon whom an abortion has been performed or attempted if she does not give her written consent to such disclosure. Requires, in the absence of such a woman's written consent, that any party, other than a public official, who brings an action under this Act do so under a pseudonym. Defines "abortion" as the act of using or prescribing any instrument, medicine, drug, or any other substance, device, or means with the intent to terminate the clinically diagnosable pregnancy of a woman, with knowledge that the termination by those means will, with reasonable likelihood, cause the death of the unborn child, unless the act is intended to: (1) save the life or preserve the health of the unborn child, (2) remove a dead unborn child caused by spontaneous abortion, or (3) remove an ectopic pregnancy.

Government Neutrality in Contracting Act - Directs the head of any federal agency that awards or obligates funds for any construction contract, or that awards grants, provides financial assistance, or enters into cooperative agreements for construction projects, to ensure that bid specifications, project agreements, or other controlling documents do not: (1) require or prohibit a bidder, offeror, contractor, or subcontractor from entering into, or adhering to, agreements with a labor organization, with respect to that construction project or another related construction project; or (2) otherwise discriminate against or give preference to such a party because it did or did not become a signatory or otherwise adhere to such an agreement. Allows exemptions to avert an imminent threat to public health or safety or to serve national security. Allows additional exemptions for certain projects. Directs the Federal Acquisition Regulatory Council to amend the Federal Acquisition Regulation to implement this Act with respect to the applicable federal contracts.

Regulations From the Executive in Need of Scrutiny Act of 2013 - States that the purpose of this Act is to increase accountability for and transparency in the federal regulatory process by requiring Congress to approve all new major regulations. Revises provisions relating to congressional review of agency rulemaking to require a federal agency promulgating a rule to include in its report to Congress and to the Comptroller General (GAO) a classification of the rule as a major or nonmajor rule. Requires a joint resolution of approval of major rules to be enacted before such rules may take effect. Provides that if a joint resolution of approval is not enacted by the end of 70 session days or legislative days, as applicable, after the agency proposing the rule submits its report on such rule to Congress, the major rule shall be deemed not to be approved and shall not take effect. Permits a major rule to take effect for one 90-calendar day period without such approval if the President determines it is necessary because of an imminent threat to health or safety or other emergency, for the enforcement of criminal laws, for national security, or to implement an international trade agreement. Sets forth the congressional approval procedure for major rules and the congressional disapproval procedure for nonmajor rules. Requires the introduction of a joint resolution addressing a report classifying a rule as a major rule within three legislative days in the House of Representative and three session days in the Senate. Prohibits any amendments to such a joint resolution at any stage of the legislative process. Provides for expedited consideration of a joint resolution of approval and requires a vote on such resolution in the Senate within 15 session days after it is reported by the committee to which it was referred, or after such committee has been discharged from further consideration of the resolution. Allows a court to review whether an agency has completed the necessary requirements under this Act for a rule to take effect. Limits the effect of a joint resolution of approval of a major rule. Prohibits an agency from allowing a major rule to take effect without the congressional review procedures set forth in this Act. Amends the Balanced Budget and Emergency Deficit Control Act of 1985 to provide that any congressional approval procedure set forth in this Act affecting budget authority, outlays, or receipts shall be assumed to be effective unless it is not approved in accordance with this Act.

Protecting Seniors' Access to Medicare Act of 2013 - Repeals sections of the Patient Protection and Affordable Care (PPACA) (and restores provisions of law amended by such sections) related to the establishment of an Independent Payment Advisory Board to develop and submit detailed proposals to reduce the per capita rate of growth in Medicare spending to the President for Congress to consider.

War Powers Reform Act - Amends the War Powers Resolution to direct the President in every possible instance to submit to Congress before introducing U.S. Armed Forces into hostilities or situations where imminent involvement in hostilities is clearly indicated a written report setting forth the estimated scope and duration of the hostilities or involvement. Directs the President, in the absence of a declaration of war or a specific statutory authorization (currently, only in the absence of a declaration of war), to submit a written report to Congress within 48 hours when the Armed Forces are introduced into hostilities or foreign nations under specified circumstances and requires that such report include the circumstances necessitating the introduction, the constitutional and legislative authority under which such introduction took place, and the estimated scope and duration of the hostilities or involvement. Repeals an existing framework under which the President is required to terminate, within 60 days, subject to a possible 30-day extension, any use of Armed Forces with respect to which the President has submitted (or is required to submit) a report concerning the introduction of Armed Forces into hostilities in the absence of a declaration of war, unless: (1) Congress declares war or enacts specific authorization, (2) extends the 60-day period, or (3) is physically unable to meet as a result of an armed attack upon the United States. Strikes provisions concerning congressional action to remove Armed Forces engaged in hostilities without a declaration of war or specific statutory authorization. Replaces such framework with a process that prohibits funds available for the Armed Forces from being obligated or expended for introducing the Armed Forces into hostilities, or into situations where imminent involvement in hostilities is clearly indicated, in the absence of: (1) a declaration of war; (2) specific statutory authorization; or (3) a national emergency created by an attack or imminent threat of attack upon the United States, its territories or possessions, or the Armed Forces.

Stop Abortion Funding in Multi-state Exchange Plans Act or SAFE Act - Amends the Patient Protection and Affordable Care Act to require the Director of the Office of Personnel Management (OPM), in entering into contracts with health insurance issuers, to ensure that no multi-state qualified health plan offered in a health benefit exchange provides coverage of abortion. Excepts from such limitation: (1) a pregnancy that results from rape or incest; or (2) a case where a woman suffers from a physical disorder, injury, or illness that would place the her in danger of death unless an abortion is performed, including a life-endangering physical condition caused by or arising from the pregnancy itself. Preempts any state law requiring coverage of or funding for abortions in multi-state health plans.

Farmers Undertake Environmental Land Stewardship Act or the FUELS Act - Requires the Administrator of the Environmental Protection Agency (EPA), in implementing the Spill Prevention, Control, and Countermeasure rule with respect to any farm, to require certification of compliance with such rule by: (1) a professional engineer for a farm with an individual tank with an aboveground storage capacity greater than 10,000 gallons, an aggregate aboveground storage capacity of at least 42,000 gallons, or a history that includes a spill, as determined by the Administrator; or (2) the owner or operator of the farm (via self-certification) for a farm with an aggregate aboveground storage capacity greater than 10,000 gallons but less than 42,000 gallons and no history of spills. Directs the Administrator to exempt from all requirements of such rule any farm with an aggregate aboveground storage capacity of 10,000 gallons or less and no history of spills. Excludes from the aggregate storage capacity of a farm all containers on separate parcels that have a capacity that is less than 1,320 gallons.

Requires the Speaker of the House of Representatives and the President pro tempore of the Senate to make appropriate arrangements for the award, on behalf of Congress, of two gold medals to the First Special Service Force (a joint American-Canadian volunteer unit), collectively, in recognition of their World War II service. Directs one such gold medal to be given to the Smithsonian Institution and the other to the First Special Service Force Association in Helena, Montana. Authorizes the Secretary of the Treasury to strike and sell bronze duplicates with proceeds deposited in the U.S. Mint Public Enterprise Fund. Declares that medals struck under this Act are national medals for purposes of specified coins and currency provisions.

Establishes in the House of Representatives a select Committee to investigate and report to the House on: any intelligence known to the United States relating to the attack on the U.S. consulate in Benghazi, Libya, on September 11, 2012; any requests for additional security, or actions taken by federal agencies to improve security at the consulate before the attack; a definitive timeline of it; how the relevant agencies and the executive branch responded to it and whether appropriate congressional notifications were made; any improper conduct by officials relating to the attack; recommendations on what steps Congress and the President should take to prevent future attacks; and any other relevant issues relating to the attack or the response to it.

Directs the President to appoint a Special Envoy to Promote Religious Freedom of Religious Minorities in the Near East and South Central Asia within the Department of State. Requires the Special Envoy to: (1) promote the right of religious freedom of religious minorities in the countries of the Near East and South Central Asia, denounce the violation of such right, and recommend appropriate U.S government responses to such violations; (2) monitor and combat acts of religious intolerance and incitement targeted against such religious minorities; (3) ensure that the needs of such religious minority communities are addressed, including economic and security needs directly tied to religious-based discrimination and persecution; (4) work with foreign governments of such countries to address inherently discriminatory laws; and (5) coordinate and assist in the preparation of specified reports required by the Foreign Assistance Act of 1961 and the International Religious Freedom Act of 1998. Authorizes the Special Envoy, subject to direction by the President and the Secretary of State, to represent the United States in matters and cases relevant to religious freedom in: (1) contacts with foreign governments, intergovernmental organizations, and specialized agencies of the United Nations (U.N.), the Organization of Security and Cooperation in Europe, and other international organizations; and (2) multilateral conferences and meetings relevant to religious freedom. Requires the Special Envoy to give priority to programs, projects, and activities for Egypt, Iran, Iraq, Afghanistan, and Pakistan. Declares that this Act shall cease to be effective on October 1, 2018.

Stolen Valor Act of 2013 - Amends the federal criminal code to rewrite provisions relating to fraudulent claims about military service to subject to a fine, imprisonment for not more than one year, or both an individual who, with intent to obtain money, property, or other tangible benefit, fraudulently holds himself or herself out to be a recipient of: a Congressional Medal of Honor, a distinguished-service cross, a Navy cross, an Air Force cross, a silver star, a Purple Heart, a Combat Infantryman's Badge, a Combat Action Badge, a Combat Medical Badge, a Combat Action Ribbon, a Combat Action Medal, or any replacement or duplicate medal for such medal as authorized by law.

Multinational Species Conservation Funds Semipostal Stamp Reauthorization Act - Amends the Multinational Species Conservation Funds Semipostal Stamp Act of 2010 to require such stamp to be: (1) made available to the public for an additional four years; and (2) offered in a a choice of five versions depicting an African or Asian elephant, a rhinoceros, a tiger, a marine turtle, or a great ape.

Honors: (1) those who lost their lives due to the tragic earthquake of January 12, 2010; and (2) the sacrifice of the men and women of the government of Haiti, the U.S. government, the United Nations (U.N.), and the international community for their response to the calamity. Expresses solidarity with the people of Haiti as they work to rebuild their neighborhoods, livelihoods, and country. Reaffirms the commitment of the House of Representatives to support long-term Haitian reconstruction. Supports the Administration's efforts to: (1) increase food security in Haiti through sustainable agriculture programs; (2) shore up housing initiatives; (3) prevent the spread of cholera, treat persons who contract the disease, and provide technical assistance to the Haitian Ministry of Public Health; and (4) improve water, sanitation, and health systems. Urges the President and the international community to: (1) focus assistance on Haiti's public sector capacity to provide basic services, (2) develop and improve communications and participatory mechanisms to more substantially involve Haitian civil society at all stages of the cholera and post-earthquake responses, and (3) give priority to programs that protect vulnerable populations. Urges the President to: (1) make necessary resources available to U.S. and U.N. agencies, nongovernmental organizations, private volunteer organizations, and regional institutions; (2) support U.N. efforts to eliminate cholera from the island of Hispaniola; (3) lead humanitarian and development efforts with the government of Haiti, the Haitian Diaspora, and international actors; (4) improve the monitoring of U.S. government-funded aid programs; and (5) work with Haitian authorities and private landowners to prevent evictions of internally displaced person communities. Expresses the desire for a clear understanding of what would constitute success in the priority areas identified by the Department of State.

Title X Abortion Provider Prohibition Act - Amends the Public Health Service Act to prohibit the Secretary of Health and Human Service (HHS) from providing any federal family planning assistance to an entity unless the entity certifies that, during the period of such assistance, the entity will not perform, and will not provide any funds to any other entity that performs, an abortion. Excludes an abortion where: (1) the pregnancy is the result of an act of rape or an act of incest; or (2) a physician certifies that the woman suffered from a physical disorder, injury, or illness that would place the woman in danger of death unless an abortion is performed, including a condition caused by or arising from the pregnancy. Excludes hospitals from such requirement so long as the hospital does not provide funds to any non-hospital entity that performs an abortion. Requires the Secretary to annually provide Congress: (1) information on grantees who performed abortions under the exceptions, and (2) a list of entities to which grant funds are made available.

Federal Reserve Transparency Act of 2013 - Directs the Comptroller General (GAO) to: (1) complete, within 12 months of enactment of this Act, the required audit of the Board of Governors of the Federal Reserve System (Board) and of the Federal Reserve Banks; and (2) submit to Congress, within 90 days of audit completion, a detailed report of audit findings and conclusions. Repeals certain limitations placed upon such audit. Instructs the Comptroller General to audit and report on the review of loan files of homeowners in foreclosure in 2009 or 2010, required as part of the enforcement actions taken by the Board against supervised financial institutions. Prescribes audit contents, including: (1) the guidance given by the Board to independent consultants retained by the supervised financial institutions regarding procedures to be followed in conducting the file reviews, (2) the factors considered by independent consultants when evaluating loan files and the results obtained pursuant to those reviews, and (3) the determinations made by such consultants regarding the nature and extent of financial injury sustained by each homeowner as well as the level and type of remediation offered.

Birthright Citizenship Act of 2013 - Amends the Immigration and Nationality Act to consider a person born in the United States "subject to the jurisdiction" of the United States for citizenship at birth purposes if the person is born in the United States of parents, one of whom is: (1) a U.S. citizen or national, (2) a lawful permanent resident alien whose residence is in the United States, or (3) an alien performing active service in the U.S. Armed Forces.

Constitutional Amendment - Prohibits total outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts for that fiscal year (except those derived from borrowing) unless Congress, by a three-fifths rollcall vote of each chamber, authorizes a specific excess of outlays over receipts. Requires a three-fifths rollcall vote of each chamber to increase the public debt limit. Directs the President to submit a balanced budget to Congress annually. Prohibits any bill to increase revenue from becoming law unless approved by a majority of each chamber by rollcall vote. Authorizes waivers of these provisions when a declaration of war is in effect or under other specified circumstances involving military conflict. Requires any such waiver to identify and be limited to the specific excess or increase for that fiscal year made necessary by the identified military conflict.

Rural Housing Preservation Act of 2012 - Amends the Housing Act of 1949 to extend the requirements for consideration as rural areas with respect to assistance for farm housing. Makes any area eligible for rural housing programs authorized under the Act on June 30, 2012, eligible for such programs through FY2013.

Ensuring Women's Access to Free-Market Healthcare Act of 2012 - Amends the Internal Revenue Code, with respect to the tax treatment of health savings accounts (HSAs), to allow a health plan which does not have a deductible for prenatal, labor and delivery, and postpartum care to be treated as a high deductible health plan.

Congressional Budget Office Transparency Act - Amends the Congressional Budget Act of 1974 to require the Director of the Congressional Budget Office (CBO), whenever an estimate of costs is prepared for any bill or resolution, to post on the CBO public website all working papers, including data, informational papers, methodologies, spreadsheets, computer programs, background data, revenue estimates, and aggregate data provided by the Joint Committee on Taxation, and any other material used to derive such cost estimate. Prohibits the Director from being required to post on the website any proprietary information utilized by CBO obtained from a third party with whom there is an agreement not to release such information.

Veterans E-Health & Telemedicine Support Act of 2012 or VETS Act of 2012 - Allows a health care professional who is authorized to provide health care through the Department of Veterans Affairs (VA) and who is a licensed professional to practice at any location in any state, the District of Columbia, or U.S. commonwealth, territory, or possession, regardless of where the professional or patient is located, if the professional is using telemedicine to provide treatment. Allows such treatment regardless of whether such professional or patient is located in a facility owned by the federal government.

Religious Freedom Tax Repeal Act of 2012 - Amends the Internal Revenue Code to exempt an employer opposed by reason of adherence to a religious belief or moral conviction from the tax penalty imposed for failure of a group health plan to cover required women's preventive care and screenings. Amends the Employee Retirement Income Security Act of 1974 (ERISA) to prohibit the Secretary of Labor from bringing an action against a plan to enforce any requirement to provide such coverage to which an employer is opposed by reason of adherence to a religious belief or moral conviction. Exempts group health plans from penalties under state and federal enforcement provisions of the Public Health Service Act for failure to meet such women's health requirements insofar as they concern coverage to which an employer is opposed on the basis of religious belief or moral conviction.

Global Conservation Act of 2012 - Requires the Government Accountability Office (GAO) to audit, and report to Congress on, existing U.S. international conservation policies and programs to determine the extent to which such programs are: (1) addressing natural resource challenges to ensure healthy and sustainable supplies of water, wildlife, fish, forests, plants, and other critical resources; (2) advancing U.S. foreign policy priorities in areas such as security, democratization, sustainable food production, and clean water; (3) enhancing economic and wildlife conservation benefits derived from properly managed international hunting and angling tourism; (4) addressing poaching, illegal logging, fishing, and wildlife trafficking; and (5) establishing more effective policies and processes for executive branch agencies engaged in international conservation. Directs the President: (1) to establish the Interagency Working Group on Global Conservation; and (2) through such Working Group, to establish the International Conservation Strategy to strengthen the capacity of the United States to collaborate with other countries, international organizations, the private sector, and private voluntary organizations to conserve natural resources and enhance biodiversity. Requires the Strategy to provide a comprehensive plan of action that identifies specific and measurable benchmarks, goals, and time frames. Requires the Working Group to ensure that the Strategy is appropriate to local needs and conditions and incorporates the views of partner countries. Establishes the Global Conservation Public Advisory Board to: (1) advise the Working Group on matters related to U.S. international conservation policies and programs and the implementation of the Strategy; and (2) ensure that the best scientific, policy, economic security, and business expertise are reflected in U.S. international conservation strategies and policies. Prohibits any provision in this Act from being construed as restricting, limiting, or otherwise impairing: (1) properly managed recreational hunting and angling, or (2) the ability of any foreign jurisdiction or authority to authorize regulated programs supporting wildlife for local consumption and commercialization. Urges the President to work with foreign assistance donor countries to: (1) develop a comprehensive international conservation assistance strategy consistent with the United States International Conservation Strategy, (2) identify multilateral mechanisms to coordinate international action, and (3) agree on a timetable for achieving the goals of the United States International Conservation Strategy.

Protecting In-Home Care from Government Intrusion Act - Prohibits the Secretary of Labor from finalizing or enforcing proposed Department of Labor rule "Application of the Fair Labor Standards Act to Domestic Service" (relating to companion care for the elderly and individuals with disabilities) issued pursuant to the Fair Labor Standards Act of 1938 and published on December 27, 2011, or any substantially similar rule.

Ensuring Access to Affordable and Quality Companion Care Act - Amends the Fair Labor Standards Act of 1938, with respect to the exemption from minimum wage and maximum hour requirements of domestic service employment to provide companionship services for individuals who because of age or infirmity are unable to care for themselves, to provide detailed definitions of "companionship services" and "domestic service employment." Excludes from companionship services those relating to the care and protection of the aged or infirm which require and are performed by trained medical personnel. Extends the exemption to third-party employment of an employee to provide companionship services to such individuals, including non-medical in-home personal care or household work related to their care. Defines "third-party employment" to mean employees who provide companionship services while employed by an employer or agency other than the family or household using their services, whether or not such an employee is assigned to more than one household or family in the same workweek when providing such services. Exempts from the Act's maximum hour requirements third-party employment in domestic service of an employee who resides in the household in which the services are provided.

Preserving Freedom from Unwarranted Surveillance Act of 2012 - Prohibits a person or entity acting under the authority of the United States from using a drone to gather evidence or other information pertaining to criminal conduct or regulatory violations except to the extent authorized in a warrant issued under the Federal Rules of Criminal Procedure. Defines a "drone" as any powered, aerial vehicle that does not carry a human operator, uses aerodynamic forces to provide vehicle lift, and can fly autonomously or be piloted remotely, be expendable or recoverable, and carry a lethal or nonlethal payload. Exempts from such prohibition the use of drones to: (1) patrol national borders to prevent or deter illegal entry of any immigrants or illegal substances, (2) prevent imminent danger to life or serious damage to property or to forestall the imminent escape of a suspect or destruction of evidence when drones are used by a law enforcement party under exigent circumstances, or (3) counter a high risk of a terrorist attack by a specific individual or organization based on credible intelligence determined by the Secretary of Homeland Security (DHS). Authorizes civil actions by aggrieved parties.

Constitutional Amendment - States that the liberty of parents to direct the upbringing, education, and care of their children is a fundamental right. States that neither the United States nor any state shall infringe upon this right without demonstrating that its governmental interest, as applied to the person, is of the highest order and not otherwise served. Prohibits this article from being construed to apply to a parental action or decision that would end life. Declares that no treaty may be adopted nor shall any source of international law be employed to supersede, modify, interpret, or apply to the rights guaranteed by this amendment.

Telemedicine Safety Act - Prohibits: (1) knowingly providing a telemedicine abortion across state lines; (2) the use of any funds made available under a telemedicine law for telemedicine abortions or for assistance to facilities that offer telemedicine abortions; or (3) the use of any equipment, infrastructure, or other items purchased using funds made available under a telemedicine law for telemedicine abortions. Defines a "telemedicine abortion" as the use by a health professional of telemedicine services to provide any instrument, medicine, drug, or method to terminate the life of an unborn child or to terminate a pregnancy, without conducting an in-person medical examination of the woman during her pregnancy, with an intention other than: (1) to produce a live birth and preserve the life and health of the child after live birth; or (2) to remove an ectopic pregnancy or to remove an unborn child who died as the result of a spontaneous abortion, accidental trauma, or a criminal assault on the pregnant female or such child.

Calls on Village Voice Media Holdings, LLC to act as a responsible global citizen and immediately eliminate the "adult entertainment" section of the classified advertising website Backpage.com to terminate the website's facilitation of online sex trafficking.

Stop Abortion Funding in Multi-state Exchange Plans Act or SAFE Act - Amends the Patient Protection and Affordable Care Act to require the Director of the Office of Personnel Management (OPM), in entering into contracts with health insurance issuers, to ensure that no multi-state qualified health plan offered in a health benefit exchange provides coverage of abortion. Excepts from such limitation: (1) a pregnancy that results from rape or incest; or (2) a case where a woman suffers from a physical disorder, injury, or illness that would place the her in danger of death unless an abortion is performed, including a life-endangering physical condition caused by or arising from the pregnancy itself. Prohibits any state law from preempting the coverage limitations of this Act.

Expresses the sense of Congress that: (1) the Niger Delta should be protected and its economic and environmental recovery and development a priority for all affected governmental and private sector authorities; (2) the United States should increase engagement with Nigeria to ensure oversight of the oil industry and to help control the illegal oil trade; (3) Nigeria should enforce oil company compliance with environmental legislation, social concerns, and the national and international regulatory system; and (4) international oil and gas companies with operations in the Niger Delta should address pollution and its human rights' impacts, improve the control of oil field infrastructure, and apply best practices and international standards for public safety.
