Biennial Budgeting Act of 2008 - Amends the Congressional Budget Act of 1974 to require: (1) biennial (instead of annual) budget resolutions; (2) biennial appropriations Acts; and (3) biennial government strategic and performance plans. Makes conforming amendments to the Rules of the House of Representatives. Defines the budget biennium as the two consecutive fiscal years beginning on October 1 of any odd-numbered year. Requires: (1) a federal agency, upon request by a congressional committee, to provide appropriate information regarding its appropriations requests and program administration; (2) the Comptroller General to furnish to such committee summaries of any audits or reviews of such program which the Comptroller General has completed during the preceding six years; and (3) the Comptroller General, Director of the Congressional Budget Office (CBO), and the Director of the Congressional Research Service (CRS) to furnish such committee appropriate information, studies, analyses, and reports. Requires the Director of the Office of Management and Budget (OMB) to determine and report to Congress on the impact and feasibility of changing the definition of a fiscal year, and the budget process based on that definition, to a two-year fiscal period with a biennial budget process based on such period. Requires the President's budget submission for FY2010 to include: (1) an identification of the budget accounts for which an appropriation should be made for each fiscal year of the FY2010-FY2011 biennium; and (2) budget authority that should be provided for each such fiscal year for the budget accounts. Directs: (1) the House and Senate committees, during the first session of the 110th Congress, to work with the Comptroller General to develop plans to transition program authorizations to a multi-year schedule; and (2) the Comptroller General, during such Congress, to continue to provide assistance to Congress with respect to programmatic oversight, and in particular to assist the congressional committees in designing and conforming programmatic oversight procedures for FY2010-FY2011 biennium.

Extends through FY2007 the transitional medical assistance (TMA) program and the abstinence education program under titles V (Maternal and Child Health Services) and XIX (Medicaid) of the Social Security Act. Requires the use of tamper-resistant prescription pads under the Medicaid program.

Recalls the essential role that transparency and the free flow of information play in creating democratic institutions and civil society. Recognizes the vital contribution made by independent journalists in Russia in bringing transparency and a free flow of information to readers after decades of Communist censorship and repression. Notes the disturbing trend of murders of independent journalists in Russia over the last decade. Encourages the President of the United States to offer Russian President Vladimir Putin and other officials of the Russian government law enforcement investigative assistance to help identify and bring to justice those responsible for the many unsolved murders of journalists in Russia.

Homestead National Monument of America Boundary Expansion Act - Authorizes the Secretary of the Interior to acquire by donation or by purchase with donated or appropriated funds, from willing sellers only, the approximately 140 acres located south of the Homestead National Monument of America in Nebraska and owned by the Friends of Homestead and the approximately 160 acres known as the "Graff Parcel." Instructs the Secretary to revise the boundary of Homestead National Monument to reflect the acquisition upon its completion. Requires any lands acquired under this Act to be administered by the Secretary as part of Homestead National Monument.

Responsible Renewable Energy Tax Credit Act of 2007 - Amends the Internal Revenue Code to disallow the tax credit for renewable diesel used as fuel for any fuel derived from coprocessing biomass with a feedstock that is not biomass.

ALS Registry Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) develop a system to collect data on amyotrophic lateral sclerosis (ALS) and other motor neuron disorders that can be confused with ALS, misdiagnosed as ALS, or progress to ALS; and (2) establish a national registry for the collection and storage of such data. Requires the Secretary, acting through the Director, to establish the Advisory Committee on the National ALS Registry to review information and make recommendations to the Secretary concerning: (1) the development and maintenance of the registry; (2) the type of information to be included; (3) the manner in which data is to be collected; (4) the use and availability of such data; and (5) the collection of information about diseases and disorders that primarily affect motor neurons that are considered essential to furthering the study and cure of ALS. Allows the Secretary, acting through the Director, to award grants to, and enter into contracts and cooperative agreements with, public or private nonprofit entities for the collection, analysis, and reporting of data on ALS and other motor neuron disorders. Requires the Secretary, acting through the Director, to: (1) identify, build upon, expand, and coordinate among existing data and surveillance systems, surveys, registries, and other federal public health and environmental infrastructure wherever possible; and (2) provide for research access to ALS data as recommended by the Advisory Committee in a manner that protects personal privacy. Requires the Secretary to ensure that epidemiological and other types of information is made available to the National Institutes of Health (NIH) and the Department of Veterans Affairs.

Perpetual Purple Heart Stamp Act - Directs the Postmaster General to provide for the issuance of a forever stamp (a stamp that meets first-class postage requirements even if postage rates increase) to honor the sacrifices of the men and women of the Armed Forces who have been awarded the Purple Heart.

Mother's Day Centennial Commemorative Coin Act - Instructs the Secretary of the Treasury to mint and issue not more than 400,000 $1 coins emblematic of the 100th anniversary of President Wilson's proclamation designating the second Sunday in May as Mother's Day. Authorizes the Secretary to issue such coins beginning January 1, 2014, except that the Secretary may initiate sales of such coins, without issuance, before such date. Terminates such minting authority after December 31, 2014. Requires coin sales to include a $10 surcharge per coin, with distribution of such surcharges to the Susan G. Komen for the Cure and the National Osteoporosis Foundation for the purpose of furthering research.

Veterans Suicide Prevention Hotline Act of 2007 - Directs the Secretary of Veterans Affairs to award a grant of not more than three years in duration to an eligible entity to establish, publicize, and operate a national toll-free telephone number to serve as a suicide prevention hotline targeted to and staffed predominately by veterans.

Amends the Tropical Forest Conservation Act of 1998 to make forests, coral reefs, and associated coastal marine ecosystem activities eligible for U.S. debt reduction benefits for developing countries. (Currently, such provision applies to tropical forests.) Renames: (1) the Tropical Forest Facility as the Conservation Facility; and (2) a Tropical Forest Agreement as a Conservation Agreement. Extends authorization of appropriations for debt reduction. Authorizes U.S. government representation on the administering body that oversees the implementation of grants arising from debt-for-nature swap or debt buy-back regardless of whether the United States is a party to any agreement between the purchaser and the beneficiary country government.

Rural Energy for America Act of 2007 - Amends the Farm Security and Rural Investment Act of 2002 to rename the renewable energy systems and energy efficiency improvements program as the rural energy for America program (REAP). Makes rural school districts eligible for REAP. Authorizes REAP assistance to produce and sell electricity generated by new renewable energy systems. Directs the Secretary of Agriculture to make grants to eligible entities to provide rebates for farmers, ranchers, rural school districts, and rural small businesses to purchase renewable energy systems and make energy efficiency improvements. Defines eligible entities as: (1) a state energy or agriculture office; (2) a nonprofit state-based energy efficiency or renewable energy organization that uses public funds provided directly or under contract with a state agency; (3) any other nonprofit organization with a demonstrated ability to administer a statewide energy efficiency or renewable energy rebate program; or (4) a consortium of such entities. Limits rebates to the lower of $10,000 or 50% of the cost to purchase a renewable energy system or an energy efficiency improvement. Extends REAP funding through FY 2012 with set-asides for the rebate program. Expresses the sense of the Senate that the Secretary should implement a direct loan program to complement REAP grants.

Parent's Right to Know Act of 2007 - Prohibits any funds appropriated for carrying out federal family planning programs from being made available to any family planning project if any service provider in the project knowingly provides contraceptive drugs or devices to a minor, unless: (1) such provider has given actual written notice to a custodial parent or legal guardian at least five business days prior to providing the drugs or prescription devices; (2) the minor has written consent of a parent or legal guardian; (3) the minor is emancipated; or (4) a court has directed that the minor may receive such drugs or prescription devices. Requires providers to certify to the Secretary of Health and Human Services compliance with this Act.

Competitive and Fair Agricultural Markets Act of 2007 - Amends the Agricultural Fair Practices Act of 1967 to define specified terms. Establishes within the Department of Agriculture the Office of Special Counsel for Competition Matters, which shall be headed by a Special Counsel for Competition Matters. States that the Office shall: (1) investigate and prosecute violations of this Act and the Packers and Stockyards Act, 1921; (2) serve as a liaison between the Department and the Department of Justice and the Federal Trade Commission (FTC) with respect to competition and trade practices in the food and agricultural sector; and (3) maintain a staff of attorneys and other appropriate professionals. Prohibits unfair or deceptive agricultural commerce acts or practices respecting: (1) crops; (2) producer associations; and (3) agricultural production and marketing contracts. Sets forth agricultural and production contract and enforcement provisions. Amends the Packers and Stockyards Act, 1921 to eliminate the "slaughter" requirement from the definitions of "poultry grower," "poultry growing arrangement," and "live poultry dealer." States that the term "poultry grower" does not include an employee of such grower. Extends: (1) administrative enforcement authority to live poultry dealers; and (2) temporary injunction or restraining order authority to instances of poultry care. Increases the maximum civil penalty for violations by live poultry dealers. States that it shall be an unlawful practice to engage in an unfair or discriminatory practice or device or to control or manipulate prices regardless of whether the practice, device, or course of business causes a competitive injury or otherwise adversely effects competition, and regardless of any alleged business justification.

New Markets Tax Credit Extension Act of 2007 - Amends the Internal Revenue Code to: (1) extend the new markets tax credit through 2013; and (2) provide for an inflation adjustment to the limitation amount for such credit after 2008.

Universal Service Reform Act of 2007 - Amends the Communications Act of 1934 concerning procedures for the review of universal service requirements to require the Federal-State Joint Board on universal service to complete recommendations for changes to such requirements within 18 months after the date of enactment of this Act. Includes high-speed broadband services within universal service. Directs the Federal Communications Commission (FCC) to assess contributions to universal service support mechanisms from communications service providers. Provides support contribution limits. Requires the FCC to revise it's support mechanism for rural, insular, and high cost areas. Requires communications service providers to ensure that all traffic contains or preserves sufficient information to allow traffic identification by other communications service providers that transport or terminate the traffic. Outlines eligibility requirements for communications service providers to receive universal service support. Makes current limitations on universal service support and individual support caps imposed upon carriers inapplicable after the date of enactment of this Act. Requires all residential and business lines served by an eligible telecommunications carrier to be eligible for federal universal service support. Allows states to: (1) adopt regulations not inconsistent with FCC universal service rules; and (2) require communications service providers to contribute regardless of whether the service contains an interstate component.

Birthright Citizenship Act of 2007 - Amends the Immigration and Nationality Act to consider a person born in the United States "subject to the jurisdiction" of the United States for citizenship at birth purposes if the person is born in the United States of parents, one of whom is: (1) a U.S. citizen or national; (2) a lawful permanent resident alien whose residence is in the United States; or (3) an alien performing active service in the armed forces.

AMT Middle Class Fairness Act of 2007 - Amends Internal Revenue Code provisions relating to the alternative minimum tax (AMT) on individuals to: (1) allow a deduction from such tax for state and local taxes; and (2) adjust the AMT exemption amounts for inflation after 2006.

Small Business Fairness in Contracting Act - Amends the Small Business Act to, among other things: (1) revise and add to Small Business Administration (SBA) requirements concerning contract bundling; (2) increase the government-wide goal for participation by small business concerns in federal procurement and service contracts; (3) include overseas contracts in such goal; and (4) require certain small businesses to annually recertify compliance with maximum small business size standards for eligibility for SBA-awarded contracts and subcontracts. Directs the SBA Administrator to: (1) develop and maintain a database to assist small businesses in marketing to large corporations that have not achieved their small business goals; (2) contact registered small businesses regarding the likelihood of federal contracting opportunities; (3) prescribe regulations governing SBA review of subcontracting plans; (4) ensure that whenever a small business loses a protest over its size, a notification is placed adjacent to the listing for that business in the Central Contractor Registry; and (5) ensure a biannual review of such Registry to purge businesses no longer considered small businesses.

Medicare Access to Rural Anesthesiology Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to provide payment under Medicare part A (Hospital Insurance) on a reasonable cost basis for anesthesia services furnished by a physician who is an anesthesiologist in certain rural hospitals in the same manner as payment is made for anesthesia services furnished by a certified registered nurse anesthetists in such hospitals.

Expresses the sense of Congress that it is necessary to ensure that Congress is presented with reliable information from the Congressional Budget Office (CBO) and the Joint Committee on Taxation as to the dynamic macroeconomic feedback effects to changes in federal law and the probable behavioral responses of taxpayers, businesses, and other parties to such changes. Requires the Joint Committee and CBO, using among other methods dynamic estimating techniques, to prepare fiscal estimates of each proposed change in federal revenue law on the basis of assumptions that estimate the probable behavioral responses of personal and business taxpayers and other relevant entities to such change and its dynamic macroeconomic feedback effects. Applies such requirement only to proposed changes that, pursuant to static fiscal estimates, have a fiscal impact exceeding $250 million in any fiscal year.

Clean Renewable Energy for Public Power Act of 2007 - Amends Internal Revenue Code provisions allowing a tax credit for holders of clean renewable energy bonds (CREBs) to: (1) eliminate allocation limitations on such bonds; (2) reduce from 95 to 90% the amount of CREB proceeds required for capital expenditures; (3) redefine "qualified project" and "public power entity" for CREB purposes; (4) repeal the national limitation on CREBs and arbitrage rules applicable to such bonds; and (5) extend through 2013 the authority for issuing CREBs.

Amends the National Defense Authorization Act for Fiscal Year 2006 to authorize special immigrant status for certain Afghan or Iraqi translators or interpreters working with the U.S. Armed Forces or federal agencies in Afghanistan and Iraq. (Currently, such status is authorized for Afghan and Iraqi translators or interpreters working with U.S. Armed Forces in Afghanistan and Iraq.) Authorizes: (1) additional annual entrants; (2) adjustment to permanent resident status; and (3) eligibility for refugee assistance. Sunsets such special immigrant provisions.

Torture Victims Relief Reauthorization Act of 2007 - Amends the Torture Victims Relief Act of 1998 to authorize appropriations for FY2008-FY2009 to: (1) the Department of Health and Human Services (HHS) to provide grants to programs in the United States to cover the costs of services provided by domestic treatment centers in the rehabilitation of victims of torture (including treatment of the physical and psychological effects of torture), social and legal services, and research and training of health care providers outside of treatment centers or programs to enable them to provide such services; (2) the President for grants to treatment centers and programs in foreign countries that carry out projects and activities specifically designed to treat victims of torture for the physical and psychological effects of torture; and (3) the United Nations Voluntary Fund for Victims of Torture.

Expresses the sense of Congress that: (1) the state-sponsored violence taking place in Zimbabwe represents a serious violation of fundamental human rights and the rule of law and should be condemned by all responsible governments, civic organizations, religious leaders, and international bodies; and (2) the government of Zimbabwe has not lived up to its commitments as a signatory to the Constitutive Act of the African Union and African Charter of Human and Peoples Rights. Condemns: (1) the government of Zimbabwe's violent suppression of political and human rights; (2) the harassment and intimidation of lawyers attempting to carry out their professional obligations to their clients and repeated failure by police to comply with court decisions; and (3) the harassment of foreign officials, journalists, human rights workers, and others. Commends U.S. Ambassador Christopher Dell and other U.S. officials and foreign officials for their support to political detainees and victims of torture and abuse while in police custody or in medical care centers. Calls on the government of Zimbabwe to end: (1) its violent campaign against fundamental human rights, respect the courts and members of the legal profession, and restore the rule of law; and (2) illegitimate interference in travel abroad by its citizens, especially for humanitarian purposes. Calls on the leaders of the Southern Africa Development Community (SADC) and the African Union (AU) to consult with all Zimbabwe stakeholders to intervene with the government of Zimbabwe while applying appropriate pressures to resolve the economic and political crisis.

Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to make appropriate arrangements for the posthumous presentation, on behalf of Congress, of a gold medal in recognition of Constantino Brumidi's contributions to the Nation as a designer and decorator of the U.S. Capitol. Requires the Architect of the Capitol to arrange for the gold medal to be displayed in the Capitol Visitor Center as part of an exhibit honoring Constantino Brumidi.

Clean and Green Renewable Energy Tax Credit Act of 2007 - Amends the Internal Revenue Code to: (1) extend through 2030 the tax credits for investment in solar energy and qualified fuel cell property; (2) modify the percentage rate for the energy tax credit; (3) extend through 2016 the tax credit for residential energy efficient property expenditures; (4) allow accelerated depreciation of solar energy and fuel cell property; (5) extend through 2013 the tax credit for electricity produced from certain renewable resources; (6) allow an energy tax credit and a residential energy efficient property tax credit for certain equipment which uses wind to generate energy; and (7) extend through 2009 the tax credit for nonbusiness energy property expenditures.

Conquer Childhood Cancer Act of 2007 - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH), acting through the National Cancer Institute, to establish special programs of research excellence in the area of pediatric cancers. Requires the Secretary of Health and Human Services to develop a grant mechanism for the establishment of Research Fellowships in Pediatric Cancer to support adequate numbers of pediatric focused clinical and translational investigators. Requires the Director to award a grant for the operation of a population-based national childhood cancer database, the Childhood Cancer Research Network. Requires the Secretary to award grants to recognized childhood cancer professional and advocacy organizations to raise public awareness of currently available information, treatment, and research with intent to ensure access to best available therapies for pediatric cancers.

Visa Waiver Modernization Act - Expresses the sense of Congress that: (1) the United States should modernize the visa waiver program by enhancing program security requirements and extending visa-free travel privileges to nationals of foreign countries that are allies in the war on terrorism; and (2) such expansion will have positive security, economic, and bilateral effects. Amends the Immigration and Nationality Act with respect to the visa waiver program to provide that the Secretary of Homeland Security shall certify to Congress that an air exit system is in place when such system can verify the departure of at least 97% of foreign nationals exiting through U.S. airports. Authorizes, upon such certification, waiver of low visa refusal rate requirements for a country that meets security and counterterrorism cooperation requirements and has a sustained reduction in visa refusal rates. Requires the Secretary to: (1) consider specified security-related issues in determining whether to waive low visa refusal requirements; and (2) consider visa overstay rates in determining program eligibility. Provides for the following program security enhancements: (1) implementation of an electronic travel authorization system which shall provide biographical information; (2) participant country reporting of lost and stolen passports to the U.S. government; (3) participant country acceptance of its citizens or nationals removed from the United States; and (4) security-related information exchange about a country's citizens or nationals traveling to the United States. Requires the Secretary to establish an exit system that records the departure on a flight leaving the United States of every alien program participant. Requires that such system: (1) match an alien's biometric information against watch lists and immigration information; and (2) compare such biometric information against air carrier manifests to confirm departures.

Comprehensive National Mercury Monitoring Program Establishment Act - Directs the Administrator of the Environmental Protection Agency to establish a national-scale mercury monitoring program. Requires such program to monitor: (1) long-term changes in mercury levels in the air and watersheds; (2) mercury levels in water and soil chemistry; and (3) mercury levels in plants and animals. Establishes the Scientific Advisory Committee to advise the Administrator on the establishment, site selection, and operation of the program.

Amends Rule XXV (Limitations on Outside Earned Income and Acceptance of Gifts) of the Rules of the House of Representatives to prohibit gifts to Members, officers, and employees of the House from state and local governments. Allows Members, officers, or employees of the House to accept from a state or local government reimbursement (including payment in kind) for necessary transportation, lodging, and related expenses for travel to a meeting, speaking engagement, factfinding trip, or similar event related to officeholder duties.

Condemns the arbitrary arrests of Father Nguyen Van Ly, Nguyen Van Dai, and Le Thi Cong Nhan by the government of the Socialist Republic of Vietnam and calls for their immediate release, as well as the immediate release of all other political and religious prisoners. Condemns the violations of the freedoms of speech, religion, movement, association, and the lack of due process in Vietnam. Challenges Vietnam's qualifications to be a member of the U.N. Security Council unless the government of Vietnam begins to respect human rights and fundamental freedoms. Urges the government of Vietnam to consider the implications of its actions for the broader U.S.-Vietnam relationship. Expresses the sense of the House of Representatives that the United States should: (1) make a top concern the immediate release, legal status, and humanitarian needs of Father Nguyen Van Ly, Nguyen Van Dai, and Le Thi Cong Nhan, and use funds from the Human Rights Defenders Fund to assist with their legal defense and the needs of their families; (2) urge the government of Vietnam to comply with international standards for basic freedoms and human rights; (3) make clear to the government of Vietnam that it must adhere to the rule of law and respect the freedom of religion and expression in order to broaden its relations with the United States; (4) re-impose on Vietnam the country of particular concern designation if Vietnam harasses, detains, and arrests religious leaders and religious-motivated rights defenders and activists; and (5) initiate new foreign assistance programs to advance the capacity and networking abilities of Vietnamese civil society.

Disabled Veterans Commissary and Exchange Store Benefits Act - Permits a veteran with any compensable service-connected disability (and the veteran's dependents) to use commissary and exchange stores on the same basis as a member of the Armed Forces entitled to retired or retainer pay.

Fair and Speedy Treatment (FAST) of Medicare Prescription Drug Claims Act of 2007 - Amends title XVIII of the Social Security Act to require prompt payment of clean claims to pharmacies by prescription drug plans (PDPs) and Medicare Advantage prescription drug plans (MA-PD Plans). Defines "prompt payment" as within 14 calendar days from submission for claims submitted electronically, and within 30 calendar days for claims submitted otherwise. Requires payment of interest, also, if a payment is not issued, mailed, or otherwise transmitted within the applicable number of calendar days. Makes it unlawful for a PDP sponsor to display on any explanatory prescription drug information and enrollee cards the name, brand, or trademark (co-branding) of any pharmacy.

Military Access to Housing Act of 2007 - Amends the Internal Revenue Code to exclude military basic housing allowances from income for purposes of establishing eligibility for housing in qualified residential rental projects.

Great Cats and Rare Canids Act of 2007 - Directs the Secretary of the Interior to provide assistance for projects for the conservation of rare felids and rare canids. Authorizes the Secretary to convene an advisory group of individuals representing public and private organizations actively involved in the conservation of felids and canids. Restricts the use of grants for captive breeding or display purposes. Establishes in the Multinational Species Conservation Fund as a separate account the Great Cats and Rare Canids Conservation Fund. Defines "rare canid" to: (1) mean any canid species, subspecies, or population that is not native to the United States and Canada, and is included in the threatened or endangered lists of the World Conservation Union, the Convention on International Trade in Endangered Species of Wild Fauna and Flora, or the Endangered Species Act of 1973; and (2) include such a subspecies or population of dhole, gray wolf, Ethiopian wolf, bush dog, or maned wolf. Defines "rare felid" to: (1) mean any felid species, subspecies, or population that is not native to the United States and Canada, and is included in the threatened or endangered lists of the World Conservation Union, the Convention on International Trade in Endangered Species of Wild Fauna and Flora, or the Endangered Species Act of 1973; and (2) include such a subspecies or population of lion, leopard, jaguar, snow leopard, clouded leopard, cheetah, or Iberian lynx. Excludes any tiger.

Retired Pay Restoration Act - Allows the receipt of both military retired pay and veterans' disability compensation with respect to any service-connected disability (currently, only a disability rated at 50 percent or more). Makes the 2004 through 2013 phase-in limitations for the concurrent receipt of such pay for qualified retirees with service-connected disabilities rated as total applicable: (1) only during 2004 for retirees with a 100 percent disability; and (2) only during 2004 through 2007 for retirees with a total disability by reason of unemployability. Makes eligible for the full concurrent receipt of both veterans' disability compensation and either military retired pay or combat-related special pay those individuals who were retired or separated from military service due to a service-connected disability.

Amends the Deficit Reduction Act of 2005 to revise the classification criterion used to determine whether a hospital or hospital unit is an inpatient rehabilitation facility under title XVIII (Medicare) of the Social Security Act. Eliminates the current schedule of applicable percentages. Directs the Secretary of Health and Human Services, instead, to require in the classification criterion a compliance rate no greater than the 60% compliance rate that became effective for cost reporting periods beginning on or after July 1, 2006. Requires the Secretary, for cost reporting periods beginning on or after July 1, 2008, to include patients with comorbidity in the inpatient population that counts towards such 60% compliance rate. Requires the Centers for Medicare & Medicaid Services and Medicare fiscal intermediaries, Medicare administrative contractors, recovery audit contractors, and other government agents to use and apply the criteria established in HCFA Ruling 85-2, as issued on July 31, 1985, as the sole standard for determining the medical necessity of servivces provided by inpatient rehabilitation hospitals and units to Medicare beneficiaries. Directs the Secretary to report to specified congressional committees: (1) an examination of the impact of the 75% rule on the Medicare program, and specifically on Medicare beneficiaries; and (2) alternatives to the 75% rule policy for determining exclusion criteria for inpatient rehabilitation hospital and unit designation under the Medicare program.

Post-Abortion Depression Research and Care Act of 2007 - Requires the Secretary of Health and Human Services, acting through the Director of the National Institutes of Health (NIH) and the Director of the National Institute of Mental Health (NIMH), to expand and intensify NIMH research and related activities with respect to post-abortion depression and psychosis. Requires the Director of NIMH to: (1) conduct or support research to expand the understanding of the causes of, and to find a cure for, such post-abortion conditions; and (2) conduct a study to determine the incidence and prevalence of cases of post-abortion conditions and the symptoms, severity, and duration of such cases, toward the goal of more fully identifying the characteristics of such cases and developing diagnostic techniques. Requires the Secretary to make grants to establish, operate, and coordinate effective and cost-efficient systems for the delivery of essential services to individuals with such post-abortion conditions.

Platte River Recovery Implementation Program and Pathfinder Modification Authorization Act - Authorizes the Secretary of the Interior, acting through the Commissioner of Reclamation and in cooperation with the Governance Committee established under the Platte River Recovery Implementation Program Cooperative Agreement, to: (1) participate in such Program; (2) carry out any projects or activities that are designated for implementation during the Program's first 13 years (First Increment); (3) acquire interests in land, water, and facilities from willing sellers; (4) transfer acquired interests; and (5) accept or provide grants. Allows the Program to be modified before the completion of the First Increment if the Secretary and the states of Nebraska, Wyoming, and Colorado determine that the modifications are consistent with program purposes. Terminates the Secretary's authority to implement the First Increment on September 30, 2020. Authorizes the Secretary, acting through the Commissioner, to: (1) modify the Pathfinder Dam and Reservoir; and (2) enter one or more agreements with the state of Wyoming to implement the Pathfinder Modification Project. Authorizes the capacity of the Pathfinder Reservoir to be used for municipal, environmental, and other purposes, as described in Appendix F to the final settlement stipulation in Nebraska v. Wyoming .

District of Columbia Personal Protection Act - Amends specified law prohibiting the killing of wild birds and wild animals in the District of Columbia to declare that nothing in it or any other provision of law shall authorize or be construed to permit the Council, the Mayor, or any governmental or regulatory authority of the District to prohibit, constructively prohibit, or unduly burden the ability of persons otherwise not prohibited from possessing firearms under federal law from acquiring, possessing in their homes or businesses, or using for sporting, self-protection or other lawful purposes, any firearm neither prohibited by federal law nor subject to the National Firearms Act. Denies the District any authority to enact laws or regulations that discourage or eliminate the private ownership or use of firearms. Amends the Firearms Control Regulations Act of 1975 to repeal the definition of a machine gun as any firearm which shoots, is designed to shoot, or can be readily converted or restored to shoot semiautomatically, more than 12 shots without manual reloading. (Thus repeals the ban on semiautomatic weapons.) Redefines "machine gun" to include the frame or receiver of any such weapon, any part designed and intended solely and exclusively, or combination of parts designed and intended, for use in converting a weapon into a machine gun, and any combination of parts from which a machine gun can be assembled if such parts are in the possession or under the control of a person. Repeals the District's: (1) registration requirement for possession of firearms; (2) prohibition on possession of handgun restricted pistol bullets; and (3) requirement that, under certain conditions, firearms in the possession of certain individuals must be kept unloaded, disassembled, or with the trigger locked. Repeals the definition of restricted pistol bullet as any bullet designed for use in a pistol which, when fired from a pistol with a barrel of five inches or less in length, is capable of penetrating commercially available body armor with a penetration resistance equal to or greater than that of 18 layers of kevlar. Maintains the current ban on the possession and control of a sawed-off shotgun, machine gun, or short-barreled rifle. Eliminates criminal penalties for possessing an unregistered firearm. Amends federal law to eliminate criminal penalties for carrying a pistol whether loaded or unloaded in one's dwelling house, place of business, or on land possessed by such person. Amends the District of Columbia Code to extend to firearms generally (currently, only to pistols) the prohibition against carrying such a weapon either openly or concealed within the District without a license issued pursuant to D.C. law. Specifies exceptions to the prohibition against carrying concealed weapons in the District.

Agricultural Protection and Prosperity Act of 2007 - Amends the Comprehensive Environmental Response Compensation and Liability Act of 1980 (CERCLA) to: (1) include the definition of "manure"; and (2) exclude manure from the meaning of "hazardous substance" or "pollutant or contaminant" under that Act. Provides that such exclusion shall not: (1) impose liability under the Emergency Planning and Community Right-To-Know Act of 1986 with respect to manure; (2) affect any provision of the Air Quality Agreement entered into between the Administrator and operators of animal feeding operations; or (3) affect the applicability of any other environmental law as it relates to the definition of manure or the responsibilities or liabilities of any person regarding the treatment, storage, or disposal of manure. Amends the Superfund Amendments and Reauthorization Act of 1986 to exempt releases associated with manure (as defined under CERCLA) from the emergency notification requirements under that Act.
