Amends the Internal Revenue Code to make the 10 percent additional tax on early distributions of pension plans inapplicable in the case of a "qualified public safety employee" receiving a specified type of benefit (DROP benefit) from a governmental pension plan. Defines "qualified public safety employee."

225th Anniversary of the American Revolution Commemoration Act - Directs the Secretary of the Interior to establish a program to be known as the 225th Anniversary of the American Revolution Commemoration. Requires the Secretary to: (1) produce and disseminate educational materials related to the Anniversary; (2) enter into appropriate cooperative agreements and memoranda of understanding to provide technical assistance to other Federal agencies, States, local governments, private entities, and the governments of the United Kingdom, France, the Netherlands, Spain, and Canada; (3) assist in the protection of resources associated with the American Revolution; (4) enhance communications, connections, and collaboration among the National Park Service (NPS) units and programs related to the Revolutionary War; (5) expand the research base for American Revolution interpretation and education; and (6) create and adopt an official symbol or device for the theme "Lighting Freedom's Flame: American Revolution, 225th Anniversary." Requires the program to encompass: (1) all NPS units and programs determined to pertain to the American Revolution; (2) other governmental and nongovernmental sites, facilities, and programs of an educational, research, or interpretive nature directly related to the American Revolution; and (3) the participation of such foreign governments.

Rejection of Social Security Privatization Act of 2002-States that Congress hereby commits: (1) to preserve the guaranteed, lifelong, inflation-protected benefits provided under title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to retirees, disabled workers and their families, and the survivors of deceased workers; and (2) therefore to reject the President's plans to partially privatize Social Security, as well as other proposals to privatize Social Security, and any and all proposals that would threaten the ability of the Social Security Trust Funds to sustain the lifelong, guaranteed, inflation-protected benefits provided under SSA.

Establishes a National Commission on Terrorist Acts Upon the United States. Directs the Commission to: (1) investigate facts and circumstances relating to the September 11, 2001 terrorist attacks; and (2) evaluate lessons learned regarding the abilities of the Federal Government, and, if appropriate, of State and local governments and nongovernmental entities to detect, prevent, and respond to such attacks.

Air Traffic Controller Retirement Reform Act of 2002 - Amends Federal provisions concerning the Civil Service Retirement System and the Federal Employees' Retirement System to include under the definition of "air traffic controller" or "controller" a civilian employee of the Department of Transportation or Defense holding a supervisory, managerial, executive, technical, semiprofessional, or professional position for which experience as a controller is a prerequisite (thereby continuing to treat such service as controller service for Federal retirement benefits purposes).

Space Exploration Act of 2002 - Requires the Administrator of the National Aeronautics and Space Administration (NASA) to set forth as goals for the future activities of NASA's human space flight program, the development and flight demonstration, within 8, 10, 15, and 20 years, respectively, of a reusable space vehicle capable of carrying humans between: (1) low Earth orbit and Earth-Sun and Earth-Moon libration points; (2) low Earth orbit and an Earth-orbit crossing asteroid; (3) lunar orbit and the surface of the moon, as well as deployment of a human-tended facility on the lunar surface; and (4) low Earth orbit and Martian orbit and between Martian orbit and the surface of Mars, as well as deployment of a human-tended facility on the surface of a Martian moon. Requires the Administrator to establish: (1) an Office of Exploration to be responsible for planning, budgeting, and managing activities undertaken by NASA to accomplish these goals; (2) a process for conducting competitions for innovative, cost-effective mission concepts to accomplish the goals; and (3) an independent panel to conduct a merit-based competitive review of the proposals submitted under each competition and to submit a rank-ordered evaluation of such proposals to the Administrator. Requires the Administrator to provide to the Committee on Science of the House of Representatives and to the Committee on Commerce, Science, and Transportation of the Senate for each competitively selected proposal its implementation plan and the results of an independent external review of the initial proposal and of each annually updated implementation plan.

Social Security Caregiver Credit Act of 2002 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act with respect to determining entitlement to and the amount of any monthly benefit, including any lump-sum death payment, payable under OASDI on the basis of the wages and self-employment income of any individual. Deems such an individual to have been paid (according to a specified formula) during each month during which the individual was engaged for at least 80 hours in providing care to a dependent relative without monetary compensation for up to five years of such service. Makes this Act inapplicable in the case of any monthly benefit or lump-sum death payment if a larger benefit or payment would be payable without its application.

Amends the Federal Food, Drug, and Cosmetic Act to require license applications for new drug and biological product to assess such drug's or product's safety and effectiveness for relevant pediatric subpopulations, including dosage. Permits extrapolation from adult studies where the course of the disease and the effects of the drug are sufficiently similar in all populations. Permits deferral of such assessments if adult studies are completed earlier and the applicant submits a plan for or a description of planned or ongoing pediatric studies. Authorizes the Secretary of Health and Human Services to specify a date for submission of pediatric assessments if a drug's or product's use or need in the pediatric populations so dictates. States that drugs or products with delayed assessments will be deemed misbranded and subject to seizure and injunctive proceedings, though not penalties. Permits full waiver of such assessments if: (1) studies are highly impracticable or impossible and the evidence suggests that the drug or product would be ineffective or unsafe in all pediatric age groups; or (2) there is no meaningful therapeutic advantage or benefit in the pediatric population and little risk if used as labeled. Permits partial waivers at the request of an applicant for a specific pediatric subpopulation if any of the full waiver grounds apply to that subpopulation or reasonable attempts for a pediatric formulation for that subpopulation have failed. Requires labels of these drugs or products to reflect such waivers.

Teacher Education for Autistic Children Act of 2002 - TEACH Act of 2002 - Authorizes additional appropriations for: (1) training of special education teachers with expertise in autism spectrum disorders (ASD); and (2) improving results for children with ASD, under the Individuals with Disabilities Education Act (IDEA). Amends the Internal Revenue Code to establish a refundable tax credit for education and training relating to ASD. Amends IDEA to require local educational agencies receiving IDEA assistance to report on autism early intervention activities. Directs the Secretary of Education: (1) acting through the Assistant Secretary for Special Education and Rehabilitative Services, to establish and provide administrative support for a task force on ASD; (2) with the Secretary of Labor, to study and report to Congress on the effectiveness of Federal vocational training programs in providing appropriate assistance to individuals with ASD; and (3) to make grants to each State that establishes and operates at least one State autism ombudsman office.

Medicare Chronic Kidney Disease Management Act of 2002 - Entitles qualified chronic kidney disease patients to benefits under part A (Hospital Insurance) of title XVIII (Medicare) of the Social Security Act. Prohibits enrollment of chronic kidney disease patients in part C (Medicare+Choice) of the Social Security Act.

Hormone Disruption Research Act of 2002 - Amends the Public Health Service Act to require the Director of the National Institute of Environmental Health Sciences to establish a comprehensive research program on the impact and occurrence of hormone disrupting chemicals as they affect human, ecological, and wildlife health. Requires the program to: (1) compile scientifically valid information, with an emphasis on the effect of low doses during critical life stages and the extent of human and wildlife exposure; (2) research the mechanisms by which such chemicals interact with biological systems as well as their screening and tracking; and (3) include the participation of the U.S. Geological Survey. Directs the Secretary of Health and Human Services to establish the Hormone Disruption Research Interagency Commission. Establishes a Hormone Disruption Research Panel within the Institute.

Science Undergraduate Community College Education Enhancement Development Act - Amends the Scientific and Advanced-Technology Act of 1992 (the Act) to revise and reauthorize the national advanced scientific and technical education program (the Program) of the National Science Foundation (NSF). Requires Program grants to associate-degree-granting colleges also to be used to improve core science and mathematics education. Requires Program grants to articulation partnerships of associate- and bachelor-degree-granting institutions to be used to: (1) provide students with research experiences at bachelor-degree-granting institutions participating in the partnership, including summer program stipends; and (2) provide faculty mentors for such students, including summer salary support. Requires the NSF Director to establish an advisory committee to help guide and assess Program implementation.

Urges the President, the United States Trade Representative, and the Secretary of Agriculture to: (1) make a top U.S. trade priority the resolution of the problems associated with the Russian Federation ban on the importation of U.S. poultry; and (2) urge the Government of the Russian Federation to abide by its negotiated agreement with the United States Government to lift its ban on such imports.

Child Modeling Exploitation Prevention Act of 2002 - Amends the Fair Labor Standards Act of 1938 to prohibit an employer from employing a minor under 17 years old to work in exploitive child modeling. Sets penalties for violations. Includes employment of a minor in violation of such provision within the definition of "oppressive child labor." Amends the Federal criminal code to prohibit displaying the image of a child who has not attained the age of 17 years, or offering to provide an image of such a child, with the intent to make a financial gain and without a purpose of marketing a product or service other than the child's image, if such conduct occurs in or affects interstate or foreign commerce. Sets penalties for violations.

Social Security Widow's Benefit Guarantee Act of 2002 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to: (1) provide for an increase in widow's and widower's insurance benefits; (2) repeal the seven year restriction on eligibility for widow's and widower's insurance benefits based on disability; (3) waive the two-year waiting period for a divorced spouse's benefits upon the other spouse's remarriage; and (4) disregard months ending after a deceased individual's death in applying early retirement rules with respect to the deceased individual for purposes of the limitation on widow's and widower's benefits. Amends SSA title XVI (Supplemental Security Income) (SSI) to provide that an eligible widow or widower who is entitled to a widow's or widower's insurance benefit for any month under OASDI, but is not eligible for benefits under SSI in that month, shall be deemed for purposes of SSA title XIX (Medicaid) to be an individual with respect to whom SSI benefits are paid in that month, if he or she: (1) has been continuously entitled to such widow's or widower's insurance benefits from the first month for which the increase in widow's or widower's insurance benefits resulting from this Act is reflected in such benefits through the month involved; and (2) would be eligible for benefits under SSI in the month involved if the amount of the increase in his or her widow's or widower's insurance benefits were disregarded.

Nurse Education Promotion Act - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services to award competitive grants to: (1) associate degree schools of nursing for nursing student recruitment and scholarships and for nursing faculty hiring; and (2) professional nursing organizations, including nursing union chapters, for cooperative programs of continuing education for nurses with associate degrees to pursue baccalaureate degrees or receive training in understaffed and critical specialties.

Renewable Fuel Equity Act - Amends the Internal Revenue Code to expand the renewable resources credit to include geothermal and solar energy, incremental hydropower and biomass (other than closed-loop biomass). Sets forth qualifying dates of service for facilities using such means to produce electricity. Expands the investment tax credit to include equipment used to produce electricity from certain renewable resources. Increases, from 10 to 20 percent, the "energy percentage" used to determine the energy credit in the case of energy property having a total installed electrical generating capacity of less than one megawatt that is placed in service before January 1, 2007.

Racial Equity and Fair Treatment Act of 2002 - Authorizes the Secretary of Health and Human Services to award grants to States and county applicants to pay the Federal share of the costs of improving the administration of support programs for low-income families with children. Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act to revise requirements for assessments and work activities for TANF recipients. Requires: (1) interpretation and translation services in certain cases for TANF recipients; (2) an expedited process for discrimination complaints; (3) provision of notice of rights of TANF recipients; (3) training of TANF program personnel in respecting such rights; (4) standardized sanction process; and (5) opportunity for TANF applicants or recipients to appeal adverse decisions. Modifies penalties against individuals for violating mandatory work requirements, creating additional exceptions, including those for child care and discrimination. Prohibits States from diverting potential TANF applicants. Bans States from penalizing the entire family for the misconduct of one family member. Amends the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 to repeal provisions for denial of assistance and benefits for certain drug-related convictions. Makes various changes under the TANF program concerning: (1) the five-year time limit on assistance; and (2) treatment of aliens. Permits participation in English-as-a-second language programs as a work activity. Prescribes requirements encouraging racial equality.

Steel Industry Legacy Relief Act of 2002 - Amends the Trade Act of 1974 to establish a steel industry retiree benefits protection program administered by the Secretary of Commerce and the Board of Trustees of the Steel Industry Legacy Relief Trust Fund (created by this Act) to provide specified medical benefits to eligible steel retirees and beneficiaries. Prescribes qualifying events (acquisition, closing, election, or bankruptcy transfer) as a result of which the United States shall assume liability for the provision of steel retiree benefits for each eligible retiree and eligible beneficiary certified for participation in the retiree benefits program. Requires transfer to the Trust Fund by a qualified steel company and any applicable acquiring company of all assets which, under the terms of an applicable collective bargaining agreement, were required to be set aside under an employee benefit plan or otherwise for the provision of the steel retiree benefits. Requires contributions to the Trust Fund by such companies.

Aeronautics Research and Development Revitalization Act of 2002 - Establishes an Office of Aeronautics responsible for planning, budgeting, and managing all aeronautics research, development, and demonstration activities undertaken by the National Aeronautics and Space Administration (NASA). Directs the NASA Administrator to establish certain initiatives to develop technologies that would: (1) significantly reduce aircraft noise, harmful emissions, and fuel consumption; (2) make certain performance improvements to existing rotorcraft; and (3) enable overland flight of supersonic civil transport aircraft with certain performance characteristics. Directs the NASA Administrator to provide specified congressional committees a plan for the implementation of such initiatives. Directs the NASA Administrator to: (1) award grants to establish university-based Centers for Research on Aviation Training; and (2) establish NASA aeronautics scholarships for U.S. citizens enrolled in accredited Masters degree programs in aeronautical engineering at institutions of higher education. Authorizes appropriations for certain Federal Aviation Administration research and development projects and activities. Requires certain aviation-related studies and assessments.

Nurse Retention and Quality of Care Act of 2002 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to award grants to eligible health care facilities to carry out demonstrations of models and best practices in nursing care in order to develop strategies for nurse retention. Requires such demonstrations to promote nurse satisfaction, communication, collaboration in decision-making, professional advancement, high quality care, and a balanced work-life environment.

Women and Children's HIV Protection Act of 2002 - Amends the Public Health Service Act to prohibit making a grant to a State under the care grant program unless the State demonstrates that the law or regulations of the State require specified testing and services for pregnant women and newborn infants regarding HIV disease.

National Homeland Security and Combating Terrorism Act of 2002 - Establishes the Department of National Homeland Security to: (1) develop policies and plans for homeland security; (2) develop a National Strategy for Combating Terrorism and Homeland Security Response to counter terrorist threats; (3) plan, coordinate, and integrate Government border security, critical infrastructure protection, and emergency preparedness activities and act as the focal point regarding crises and emergency planning and response; (4) annually update a Federal response plan for homeland security and emergency preparedness; and (5) implement a coordinating center with representatives from other Federal agencies with security responsibilities. Transfers to the Department the Federal Emergency Management Agency, the Customs Service, specified portions of the Immigration and Naturalization Service responsible for law enforcement and border management, the Coast Guard, the Critical Infrastructure Assurance Office, the National Infrastructure Protection Center and the National Domestic Preparedness Office of the Federal Bureau of Investigation, and a specified portion of the Animal and Plant Health Inspection Service of the Department of Agriculture. Establishes: (1) within the Department Directorates of Prevention, Critical Infrastructure Protection, and Emergency Preparedness and Response and an Office of Science and Technology; (2) an Acceleration Fund for Research and Development of Homeland Security Technologies; (3) within the Executive Office of the President the National Office for Combating Terrorism; (4) a National Combating Terrorism and Homeland Security Council; and (5) a National Homeland Security Panel. Requires development of an annual consolidated proposed National Terrorism Prevention and Response Program Budget.

Corporate Subsidy Reform Commission Act of 2002 - Establishes an independent Corporate Subsidy Reform Commission to: (1) identify Federal programs and tax laws that provide inequitable Federal subsidies; (2) review such subsidies; (3) conduct public hearings on agency recommendations regarding inequitable subsidies; and (4) report to the President recommendations for termination, modification, or retention of each subsidy reviewed. Requires each Federal agency to include in budget documents submitted in 2003 a list of programs or tax laws within that agency that provide inequitable Federal subsidies, together with recommendations for appropriate action. Provides a special review requirement for international trade programs. Requires the President to: (1) report to the Commission and Congress on his approval or disapproval of the entire package of Commission recommendations; and (2) certify the recommendations to Congress if the package is approved either initially or after being revised by the Commission after initial disapproval. Sets forth procedures for congressional implementation and consideration of recommendations certified by the President.

Child Obscenity and Pornography Prevention Act of 2002 - Amends the Federal criminal code to prohibit: (1) making a visual depiction that is a computer image or computer-generated image of, or that appears virtually indistinguishable from an image of, a minor engaging in specified sexually explicit conduct; (2) offering, agreeing, attempting, or conspiring to provide, sell, receive, or purchase a visual depiction of a minor engaging in such conduct; (3) producing, distributing, receiving, or possessing with intent to distribute, or possessing a visual depiction that is, or is virtually indistinguishable from, that of a pre-pubescent child engaging in such conduct; (4) showing a minor obscene material or child pornography; (5) providing obscene material, child pornography, or other material assistance to facilitate offenses against minors; or (6) employing or coercing a minor to engage in sexually explicit conduct outside of the United States for the purpose of producing a visual depiction of such conduct. Includes the prohibition on the use of materials to facilitate offenses against minors within the scope of enhanced penalties provisions. Authorizes a provider of electronic communication or remote computing services that reasonably believes it has obtained knowledge of facts and circumstances indicating a violation of provisions regarding child pornography to report to the Cyber Tip Line at the National Center for Missing and Exploited Children, which shall forward that report to designated law enforcement agencies. Directs the Attorney General to establish and supervise the development and operation of a comprehensive computerized database to facilitate the identification of child pornography produced with actual children and to facilitate the identification of perpetrators.

Disabled Veterans' Caregiver Compensation Act - Requires the Secretary of Veterans Affairs to pay monthly compensation of $234 to a veteran if and while totally disabled and in need of regular aid and attendance and while unpaid aid and attendance is provided by an adult family member who is dependent upon such veteran for support.

National Cancer Act of 2002 - Provides a comprehensive Federal effort relating to treatments for and the prevention of cancer. Amends the Public Health Service Act to fund prevention and treatment programs of the National Cancer Institute, including translational cancer research (research needed to transform scientific discoveries into approaches and products to treat and cure cancer). Addresses issues of cancer care, including: (1) clinical trial participation; (2) workforce needs; (3) Medicare coverage; (4) protocols and guidelines; (5) National Program of Comprehensive Cancer Control Plans; (5) the supply of researchers; (6) environmental risk factors research; and (7) a colorectal cancer screening demonstration program. Requires health insurance plans covered by the Public Health Service Act and the Employee Retirement Income Security Act of 1974 to provide: (1) coverage for clinical trials; (2) coverage of cancer screening, including tobacco and nutrition counseling and genetic testing; and (3) patient access to benefit information. Addresses issues of managing physicians and quality of care for cancer patients covered by such plans, including designating a lead managing physician. Amends the Federal Food, Drug, and Cosmetic Act to direct the Secretary of Health and Human Services to regulate tobacco products. Sets forth requirements pertaining to: (1) adulteration; (2) misbranding; (3) the submission of health information; (4) annual registration and biennial inspection of processors; (5) biannual reporting of product list changes; (6) good manufacturing practices; (7) product performance standards; (8) information, notification, and other remedies; (9) records and reports; (10) premarket review; (11) judicial review; (12) postmarket surveillance; (13) reduced risk tobacco products; (14) preservation of State and local authority; and (15) equal treatment of retail outlets. Amends the Federal Cigarette Labeling and Advertising Act to: (1) revise cigarette labeling, advertising, and marketing requirements; and (2) authorize the Secretary to require disclosure of tar, nicotine, and other smoke constituents on package labels and/or advertisements. Amends the Comprehensive Smokeless Tobacco Health Education Act of 1986 to revise smokeless tobacco warning label and advertising requirements.

National Board-Certified Teachers in Low-Performing Schools Act of 2002 - Directs the Secretary of Education to establish a pilot program of stipends for teachers in low-income, low-performing schools who: (1) are certified by the National Board for Professional Teaching Standards; and (2) serve as resident facilitators at their schools and as liaisons with the Board to help encourage other teachers to become Board-certified. Authorizes base stipends and potential bonuses for up to 100 teachers annually under such five-year program.

Homeland Security Information Sharing Act - Directs the President to: (1) prescribe procedures for Federal agencies for sharing homeland security information with State and local personnel and for declassifying such information; and (2) ensure that such procedures apply to each element of the intelligence community and that the requisite technology is available. Requires each intelligence community element, under procedures prescribed by the Director of Central Intelligence and the Attorney General, to share homeland security information, with credibility assessments, with State and local personnel. Directs that: (1) such procedures include existing information sharing systems; and (2) each element of the Federal intelligence and law enforcement communities, as well as specified congressional committees, have access to each information sharing system and the information within it. Directs the President to prescribe procedures under which Federal agencies may share classified homeland security information with appropriate State and local personnel, including through security clearance investigations, non-disclosure agreements, and increased use of information-sharing partnerships.

Amends provisions of the Federal Food, Drug, and Cosmetic Act set forth in the Medicine Equity and Drug Safety Act of 2000 to: (1) direct the Secretary of Health and Human Services to promulgate regulations permitting pharmacists and wholesalers to import Food and Drug Administration (FDA)-approved prescription drugs from Canada (currently, from Australia, Canada, Israel, Japan, New Zealand, Switzerland, South Africa, the countries in the European Union and the European Free Trade Association, or other countries designated by the Secretary); and (2) exclude an infused or intravenously injected drug or a drug that is inhaled during surgery. Prohibits discrimination in the sale of prescription drugs by manufacturers to pharmacists or wholesalers, requiring: (1) terms as favorable as those provided to foreign purchasers; and (2) full access to drugs permitted to be imported. Continues the requirement that exported donated prescription drugs may only be reimported by the manufacturer. Permits the Secretary to waive the prohibition against importing a prescription drug or device on a case-by-case basis, particularly those from Canada that are FDA-approved and for limited personal use. Requires a study and report by the: (1) Institute of Medicine of the National Academy of Sciences on the regulatory compliance of importers of drugs; and (2) Comptroller General on how drug prices were affected.

Securing Access, Value, and Equality in Health Care Act - Amends the Internal Revenue Code to allow an individual a tax credit in an amount equal to the amount paid for qualified health insurance, subject to stated limitations. Requires persons who receive payments for health insurance coverage of an individual to make certain information returns. Directs the Secretary of the Treasury to make advance payments to the provider of an individual's qualified health insurance equal to the Secretary's estimate of the amount of credit allowable for the eligible individual.

Instructional Materials Accessibility Act of 2002 - Directs Secretary of Education to: (1) develop and publish instructional materials accessibility standards for the national electronic file format to be used by publishers of instructional materials in the preparation of electronic files suitable for efficient conversion into specialized formats; (2) establish a National Instructional Materials Accessibility Advisory Committee to provide technical expertise and guidance in creating such national electronic file format; (3) periodically review and amend such standards to reflect technological advances or changes; and (4) establish a National Instructional Materials Access Center. Requires State educational agencies, as a condition for receiving Federal financial assistance under the Individuals with Disabilities Education Act, to develop and implement statewide plans and make contracts with publishers to ensure that instructional materials for classroom use in elementary and secondary schools are made available in specialized formats to individuals who are blind or have other print disabilities at the same time such materials are provided to individuals without such disabilities. Authorizes the Secretary to make grants to eligible entities to provide or improve their capacity to prepare or obtain instructional materials in specialized formats, including the national electronic format. Provides for enforcement of rights of children and parents under this Act.

Amends the Immigration and Nationality Act respecting naturalization through service in the Armed Forces to: (1) reduce the required service from three years to two years; and (2) prohibit the imposition of a naturalization fee. Provides, and sets forth the conditions, for naturalization through enlistment in the Armed Forces and service with an eligibility for access to classified information. Provides for overseas naturalization proceedings for members of the Armed Forces.

Gulf War Veterans' and Other Iraqi Claims Protection Act of 2002 - Authorizes the Foreign Claims Settlement Commission of the United States to receive, determine the validity of, and certify claims by U.S. nationals against the Government of Iraq, giving first priority to non-commercial claims of members of the U.S. armed forces and other individuals arising out of Iraq's invasion and occupation of Kuwait, or out of the 1987 attack on the U.S.S. Stark. Authorizes the Secretary of the Treasury to establish in the Treasury an Iraq Claims Fund for the payment of such claims. Authorizes the President, subject to specified limitations, to vest and liquidate Iraqi Government assets in the United States that have been blocked pursuant to the International Emergency Economic Powers Act, and allocate the proceeds to the Fund to satisfy claims against the Government of Iraq by U.S. nationals, as well as claims of the U.S. Government that are outside the jurisdiction of the United Nations Compensation Commission. Provides for the reimbursement to the U.S. Government of expenses incurred in administering this Act. Establishes an order of priority for payment of claims. Sets forth a ten-year statute of limitations on any demand or claim for the payment of such an award.

Brownfields Use Invigoration Land Development Act - Amends the Small Business Act to authorize the Administrator of the Small Business Administration (SBA) to make grants to a small business, a local organization that represents small businesses, or a local redevelopment agency chartered, established, or otherwise sanctioned by a State or local government to participate in the redevelopment of remediated sites (real property with respect to which requirements under Federal or State law for the remediation of hazardous substances, pollutants, and contaminants have been completed). Sets a maximum per-grant limit of $200,000. Increases to 90 percent of the amount of the outstanding financing the level of SBA participation in guaranteed loans made to small businesses on a deferred basis for small businesses located or locating on a remedial site. Amends the Small Business Investment Act of 1958 to: (1) authorize the SBA to provide assistance to State development companies for projects for the redevelopment of remediated sites; and (2) exempt from current outstanding leverage limits small business investment company investments in remediated sites.

Life Insurance Employee Notification Act - Requires an employer to notify an employee in writing upon the purchase of an employer-owned insurance policy on the life of such employee for a beneficiary other than the individual who is the subject of the policy. Declares that violation of this Act constitutes an unfair method of competition and an unfair or deceptive act or practice under the Federal Trade Commission Act.

Tax Exemption for Military Student Loan Repayment Act - Amends the Internal Revenue Code to exclude from gross income repayments by the Department of Defense of certain student loans owed by members of the uniformed services.
