Dual Incentive Education Act of 2002 - Permits the heads of legislative branch employing offices to make payments to employees of up to $3,000 for reimbursement of tuition and fees for a semester of graduate study. Requires beneficiaries to have been employed full-time for at least 12 consecutive months and to meet the student assistance eligibility requirements of the Higher Education Assistance Act of 1965. Excludes payments for any portion of tuition and fees covered by a scholarship or other type of financial assistance that does not consist of a student loan.

Expresses the sense of Congress that the Secretary of Health and Human Services, acting through the Director of the National Institutes of Health, should conduct or support research on the effectiveness of medical screening techniques for ovarian cancer, including the use of proteomic patterns in blood serum in combination with other techniques. Requires a report to Congress and the inclusion of such technique in Federal health care programs and group and individual health plans if it proves effective.

Airport Streamlining Approval Process Act of 2002 - Amends Federal transportation law to direct the Administrator of the Federal Aviation Administration (FAA) to take action to encourage the construction of airport capacity enhancement projects at congested airports. Directs the Secretary of Transportation to develop and implement a coordinated review process for such projects, which shall provide that all environmental reviews, analyses, opinions, permits, licenses, and approvals that must be issued or made by a Federal agency or airport sponsor for such a project will be conducted concurrently in cooperation with specified Federal and State environmental agencies. Authorizes the Secretary, at the request of an airport sponsor for a congested airport, to approve a restriction on use of a runway to be constructed at the airport to minimize potentially significant adverse noise impacts from the runway, if certain criteria are met. Authorizes the Secretary, in specified circumstances, to allow an airport sponsor carrying out such a project to make payments, out of airport revenues (including local taxes on aviation fuel), for measures to mitigate the environmental impacts of the project, including aircraft noise. Permits the FAA Administrator to accept funds from an airport sponsor to hire additional staff or obtain the services of consultants in order to facilitate the timely processing, review, and completion of environmental activities associated with an airport development project. Repeals the requirement that the Secretary approve a project grant application only if the chief executive officer of the State in which the project will be located certifies that there is reasonable assurance that the project will be located, designed, constructed, and operated in compliance with applicable air and water quality standards. Revises the approval criteria without the requirement of an environmental impact statement for an airport development project that does not involve the location of an airport or runway, or a major runway extension, at an existing airport. Allows such a project without an environmental impact statement if completing the project would allow airport operations involving aircraft complying with the noise standards prescribed for "stage 3" aircraft (currently "stage 2" aircraft).

Syria Accountability Act of 2002 - Prohibits the President from exporting any item on the United States Munitions List or Commerce Control List of dual-use items in the Export Administration Regulations, providing any U.S. assistance to U.S. businesses with respect to investment or other activities, or conducting Overseas Private Investment Corporation and Trade Development Agency programs in or with respect to Syria. Directs the President to impose two or more specified sanctions against Syria. Requires maintenance of such prohibition and sanctions until the President certifies that Syria meets specified requirements, including that it: (1) does not support international terrorist groups; (2) has withdrawn all of its military personnel from Lebanon; (3) has ceased the development and deployment of ballistic missiles and biological and chemical weapons; (4) is no longer in violation of United Nations (UN) Security Council Resolution 661 and subsequent relevant resolutions; (5) has made substantial progress in negotiations aimed at a peace agreement with Israel and a peace agreement between Israel and Lebanon; and (6) is respecting the sovereignty and political independence of Lebanon as required under UN Security Council Resolution 520. Authorizes the President to provide development assistance to Syria and Lebanon if these six requirements are met.

Rural Community Hospital Assistance Act of 2002 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to: (1) provide for establishment of the rural community hospital (RCH) program; (2) remove certain barriers to establishment of distinct part units by RCH and Medicare critical access hospital (CAH) facilities; and (3) revise the CAH program, making various specified payment-related changes.

Expresses: (1) solidarity with Israel as it takes necessary steps to provide security to its people by dismantling the terrorist infrastructure in the Palestinian areas; and (2) commitment to Israel's right to self-defense and support for additional U.S. assistance. Condemns the recent wave of Palestinian suicide bombings and the ongoing support and coordination of terror by Yasir Arafat and other members of the Palestinian leadership. Demands that the Palestinian Authority fulfill its commitment to dismantle the terrorist infrastructure in the Palestinian areas. Expresses concern that Arafat's actions are not those of a viable partner for peace. Urges all Arab states to declare their unqualified opposition to all forms of terrorism, particularly suicide bombing, and all parties in the region to pursue peace in the Middle East. Commends the President for his leadership in addressing the Israeli-Palestinian conflict.

Family Farm and Ranch Innovation Act of 2002 - Authorizes the Administrator of the Small Business Administration to guarantee small business loans to qualifying farming or ranching concerns in order to implement an Agricultural Innovation Plan. Directs the Secretary of Agriculture, through the Natural Resources Conservation Service, to assist a qualifying small business farming or ranching concern to develop a Plan which shall seek to increase farm or ranch income and protect environmental quality.

Keep America Working Act of 2002 - Amends the Internal Revenue Code to expand the circumstances under which employment compensation is available to provide coverage due to the following, among other, circumstances, part-time employment, seasonal work, loss of employment due to sexual harassment, loss of child care, leaving work due to domestic violence, and base period employment of less than 20 hours per week. Redefines the term "wages" for purposes of the Federal Unemployment Tax Act. Repeals provisions: (1) allowing past Internal Revenue Service audits to act as the basis for current employment status determinations; (2) prohibiting regulations and rulings on employment status; and (3) outlining the determination of an employer's liability for certain employment taxes. Permits unemployment compensation where separation from work is due to a spouse or domestic partner's change in residence. Specifies manner for computation of wage replacement ratios. Amends the Social Security Act to require increases and decreases in the earnings allocated to State accounts when States meet or fail to meet funding goals. Lowers the threshold for triggering an extended benefit period. Eliminates special Federal eligibility requirements for individuals seeking compensation in an extended benefit period. Defines contents of unemployment compensation reports submitted by States. Establishes a review panel to compare States' unemployment compensation systems.

Affordable Housing Improvements Act - Amends the United States Housing Act of 1937 to authorize the Secretary of Housing and Urban Development to transfer unused section 8 rental assistance amounts for use under the HOME investment partnerships and public housing Capital Fund programs. Limits such funds' availability to18 months. Amends the Cranston-Gonzalez National Affordable Housing Act respecting HOME investment program use of such funds to: (1) require use within the jurisdiction of the recipient public housing agency; and (2) target specified income-based families for rental and homeownership assistance.

Promoting Self-Reliance for the World's Poorest Act of 2002 - Amends the Foreign Assistance Act of 1961 to reauthorize sustainable poverty-focused microenterprise assistance programs through micro- and small enterprise development credits and microenterprise development grants for developing countries. Revises certain requirements with respect to such programs to require 50 percent of all microenterprise resources to be obligated and expended in support of programs or services under which 50 percent or more of the clients are initially very poor, that is, those persons living in the bottom 50 percent below the poverty line or those living on the equivalent of less than $1 per day. Requires the Administrator of the United States Agency for International Development (AID) to develop and implement certain interim methods to measure the level of poverty of clients of sustainable poverty-focused microenterprise programs under the Act.

Amends the Internal Revenue Code to exempt State and local committees of candidates and of political parties from specified notification requirements. Exempts certain "exempt State or local political organizations" from specified reporting requirements. Defines "exempt State and local political organizations." Modifies characteristics of political organizations obligated to complete an informational return, such that specified political organizations with $25,000 or more in annual gross receipts must file, as well as "exempt state and local political organizations" with annual gross receipts of $100,000 or more. Directs the Secretary of the Treasury to review the components of such returns. Authorizes the Secretary to waive certain penalties for notification and reporting violations. Obligates political organizations to inform the Secretary whether they plan to seek exemptions from financial or informational returns.

Provides additional funding for translation and interpretation services for patients with limited English-speaking ability at community and other health centers funded under the rural health services outreach demonstration grant program under the Public Health Service Act. Directs the Secretary of Health and Human Services to ensure that such funds are expended to increase and not supplant amounts already expended by such centers.

Directs the Secretary of the military department concerned to establish a program under which leave accrued by a member of that military department may be voluntarily transferred to another member of the same department who requires additional leave due to a qualifying emergency. Requires transfer approval by the commanding officers of both the donor and recipient. Defines a qualifying emergency as one which is likely to require prolonged absence and is the result of: (1) a medical condition of an immediate family member; or (2) any other hardship that such Secretary determines appropriate.

Domestic Violence Courts Assistance Act - Amends the Omnibus Crime Control and Safe Streets Act of 1968 (relating to grants to combat violent crimes against women) to allow such grants to be used to provide the resources to establish and maintain a court system dedicated to the adjudication of domestic violence cases. Requires a State to certify that at least five percent of grant funds shall be allocated for specialized domestic violence courts.

Multi-Cultural Domestic Violence Minority Education Campaigns Act - Authorizes the Attorney General to make grants to States and public or private nonprofit entities to carry out public information campaigns for the purpose of educating racial and ethnic minorities about domestic violence, including its effects, prevention or reduction methods, and victim services.

National Vaccine Authority Act - Amends the Public Health Service Act to establish within the Department of Health and Human Services the National Vaccine Authority, under the direction of the Assistant Secretary for Vaccines. Requires the Assistant Secretary to: (1) make the Authority the clearinghouse for Federal and private contracts for the purchase or distribution of vaccines; (2) oversee the identification of vaccine strains; (3) identify and ensure accountability for delays in vaccine production; (4) supervise vaccine distribution; (5) develop an emergency response and contingency plan regarding vaccines; and (6) establish a commission to determine the current state of juvenile vaccines.

Mental Health Equitable Treatment Act of 2002 - Amends the Employee Retirement Income Security Act of 1974 and the Public Health Service Act to prohibit certain employee group health plans or related insurances providing both medical-surgical and mental health benefits from imposing mental health treatment limitations or financial requirements unless comparable limitations and requirements are imposed upon medical-surgical benefits. States that the foregoing shall not be construed as requiring a group health plan (or related insurances) to: (1) provide any mental health benefits; (2) prevent the medical management of mental health benefits; or (3) require the provision of specific mental health services, except to the extent that failure to provide such services would result in a disparity between the coverage of mental health and medical-surgical benefits. Exempts specified small employers from such requirements. Requires that, in the case of a group health plan that offers a participant or beneficiary two or more benefit package options, the coverage requirements shall be applied separately with respect to each such option. Provides that, in the case of a plan or insurance providing in-network mental health benefits, out-of-network mental health benefits need not be provided at parity to medical-surgical benefits, as long as in-network mental health benefits are provided at parity with medical-surgical benefits and the plan or insurance provides reasonable access to in-network providers and facilities. Requires a General Accounting Office study of such requirements' effects upon health insurance costs, access, and quality and a cost estimation of extending such requirements to the treatment of substance abuse and chemical dependency.

Social Security Benefit Enhancements for Women Act of 2002--Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to: (1) repeal the seven year restriction on eligibility for widow's and widower's insurance benefits based on disability; (2) waive the two-year waiting period for a divorced spouse's benefits upon the other spouse's remarriage; and (3) disregard months ending after a deceased individual's death in applying early retirement rules with respect to the deceased individual for purposes of the limitation on widow's and widower's benefits.

Veterans Judicial Review Improvement Act of 2002 - Amends Federal provisions relating to the Court of Appeals for Veterans Claims (Court) to: (1) hold unlawful and set aside a finding of material fact when not supported by a preponderance of the evidence (currently, only when clearly erroneous); (2) allow the Court to enter a default judgment against the Secretary of Veterans Affairs upon a determination that the Secretary has unlawfully withheld or unreasonably delayed action on a claim or has failed to plead or otherwise defend; and (3) allow judicial review by the Circuit Court of Appeals of any question of law, or application of law to the facts, that was relied upon by the Court. Directs the Secretary to provide for the expeditious treatment: (1) by the appropriate office of the Veterans Benefits Administration of any claim remanded to that office by the Board of Veterans' Appeals; and (2) by such Board of any claim remanded to the Secretary by the Court. Authorizes the Court, in claims remanded to the Secretary involving compensation, dependency and indemnity compensation, or pension, to order the Secretary to pay interim benefits when a decision on such claim is not rendered within 180 days. Authorizes the Court, upon a showing of excusable neglect or good cause, to extend the time for filing a notice of appeal.

Small Business Health Insurance Relief Act of 2002 - Authorizes the Secretary of Health and Human Services to make incentive payments to States that provide uninsured employees health insurance coverage as part of an approved waiver application under the Social Security Act (where States are permitted to use Medicaid program or State children's health insurance program (SCHIP) funds for experimental projects). Requires that such health insurance coverage be provided: (1) without regard to health status, preexisting condition, or location of residency within a State; (2) through employer-sponsored health insurance or by buying into Medicaid or SCHIP; (3) at a specified level of actuarial equivalence; and (4) for a nominal amount of an employee's income. Limits eligibility to lawful U.S. residents (and their spouses and dependents) who are otherwise not entitled to benefits under the Medicaid or SCHIP and are employed by a small business that does not offer affordable (or any) health insurance.

Science of Stem Cell Research Act - Establishes the Stem Cell Research Board, a bipartisan commission in the legislative branch, for four years. Requires the Board to research: (1) the effects of the President's August 9, 2001, stem cell research directive, including progress in advancing disease cures and improving organ transplantation; and (2) the effect of limited Federal funding on the private stem cell research sector and the funding process of the National Institutes of Health for human adult and embryonic stem cell research.

Domestic Violence Screening and Treatment Act of 2002 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to require that health benefits provided include coverage of domestic violence screening and treatment. Amends Federal civil service law to require the Office of Personal Management to require all contracted carriers of health coverage for Federal employees to include coverage for domestic violence screening and treatment services. Amends SSA title V (Maternal and Child Health Services) to require States to set aside a reasonable portion of maternal and child health services block grant funds to provide for domestic violence screening and treatment services. Authorizes the Secretary of Health and Human Services, with respect to such funds retained for certain projects, to provide preference to State applicants who include training of providers in how to screen for, and treat, domestic violence. Requires the Secretary to allot funds to States to provide for a separate program for domestic violence screening and treatment.

Nationwide Health Tracking Act of 2002 - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention, to: (1) develop Nationwide and State Health Tracking Networks to monitor, investigate, and prevent increases in the incidence of certain chronic diseases and relevant environmental risk factors; and (2) establish within the Epidemic Intelligence Service a National Environmental Health Rapid Response Service. Direct the Secretary and the Administrator of the Environmental Protection Agency to jointly establish the Commission on Nationwide Health Tracking. Directs the Secretary, acting through the Director, to support State Health Tracking Networks through: (1) pilot programs; (2) awarding grants; and (3) providing technical assistance. Makes States, political subdivisions of States, territories, and Indian tribes eligible for participation, subject to an approved application. Requires such Networks to: (1) conduct surveillance activities; (2) collect and analyze data; (3) establish an early warning system and response capacity; (4) recruit and train public health employees; and (5) expand and integrate existing systems and activities to the extent practicable. Requires the Nationwide Health Tracking Network to coordinate State Networks and existing Federal public health and environmental surveillance systems and activities. Authorizes the Secretary to provide for research and demonstration centers concerning chronic conditions and relevant environmental factors. Directs the Secretary to: (1) expand the scope of biomonitoring data collection; (2) publish a Nationwide Network report; and (3) award John H. Chafee Public Health Scholarships for advanced training in chronic conditions and environmental epidemiology and health sciences.

Amends the Internal Revenue Code by: (1) reinstating the Hazardous Substance Superfund financing rate until October 1, 2007; (2) reinstating the Oil Spill Liability Trust Fund financing rate until October 1, 2007; (3) extending the Leaking Underground Storage Tank Trust Fund financing rate until October 1, 2007; and (4) reinstating the Corporate Environmental Income Tax until January 1, 2007.

Living Organ Donor Job Security Act of 2002 - Amends the Family and Medical Leave Act of 1993 to allow leave for living organ donation. Includes among authorized leave time spent for: (1) tests for medical suitability of the eligible employee; (2) physical, psychological, and social evaluations of the donor; (3) pre-transplant outpatient services; (4) post-operative inpatient and outpatient transplantation services; (5) travel in connection with such tests, evaluations, and services; and (6) recuperation.

Medicare Safety Net Access Act of 2002 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to revise the payment for certain Federally qualified health center (FQHC) services furnished to an individual enrolled with a Medicare+Choice organization under Medicare part C (Medicare+Choice), allowing for supplemental reimbursement, among other changes. Amends Medicare+Choice to add additional Medicare+Choice contract requirements. Amends SSA title XI with respect to criminal penalties for acts involving Federal health care programs, particularly illegal remunerations (kickbacks). Exempts from the prohibition against such remunerations any remuneration: (1) between a FQHC (or an entity controlled by such a health center) and a Medicare+Choice organization pursuant to a specified written agreement; and (2) between a certain kind of public or nonprofit private health center entity and any individual or entity providing goods, items, services, donations, loans, or a combination, to such health center entity pursuant to an agreement, if such agreement produces a community benefit that will be used by the health center entity to maintain or increase the availability or accessibility, or enhance the quality, of services provided to a medically underserved population served by the health center entity. Amends Medicare to provide for coverage of additional FQHC services. Directs the Secretary of Health and Human Services to establish standards relating to the exception for health center entity arrangements to described anti-kickback penalties.

Long-Term Care Support and Incentive Act of 2002 - Amends the Internal Revenue Code to: (1) allow a tax deduction in an amount equal to the applicable percentage of the amount of eligible long-term care premiums paid during the taxable year for coverage for the taxpayer, his spouse, and dependents under a qualified long-term care insurance contract, including accelerated deduction percentages for individuals 65 and older; (2) permit qualified long-term care insurance contracts to be offered under cafeteria plans and flexible spending arrangements under certain conditions; and (3) allow a tax credit limited by income for the taxable year for the number of applicable individuals with long-term care needs with respect to whom the taxpayer is an eligible caregiver for the taxable year. Revises specified requirements for qualifying long-term insurance contracts.

Captain Jack Punches Memorial Act - Amends the Veterans Education and Benefits Expansion Act of 2001 to require the Secretary of Veterans Affairs to furnish Government markers for the private cemetery graves of veterans dying on or after September 11, 2001 (currently December 27, 2001) who: (1) would have been eligible for burial in a national cemetery; or (2) would have been eligible for military retired or retainer pay except for not having attained 60 years of age.

Better Screening Test for Women Act - Amends the Public Health Service Act to authorize appropriations for FY 2003 through 2007 for the National Cancer Institute to support clinical research concerning early detection for breast cancer, including treatments as well as the link between such detection and reduction of mortality rates.

Community Economic Development Expertise Enhancement Act of 2002 - Authorizes the Secretary of Housing and Urban Development to make grants to increase the capacity and expertise of qualifying community-based economic development organizations. Directs the Secretary to: (1) conduct an assessment of such organizations' capability needs; and (2) establish the Advisory Council on Community Economic Development. Directs the President to include with each annual budget request a report regarding Federal financial support for community economic development.

Fallen Heroes Flag Act of 2002 - Allows the Representative (Member of Congress, including Delegate or Resident Commissioner to Congress) of the immediate family of a deceased fire fighter, law enforcement officer, emergency technician, or other rescue worker who died in the line of duty to provide the family, at their request, with a Capitol-flown flag, together with a certificate, signed by the Speaker of the House of Representatives and the Representative providing the flag, which contains an expression of sympathy for the family.

Expresses the sense of Congress that the United States should condemn the practice of execution by stoning and should call upon the international community to recognize such practice as a gross violation of human rights. Calls for the President to: (1) formally communicate this sense of Congress to governments imposing such punishment; and (2) urge Nigerian President Obasanjo to suspend the sentence of death by stoning imposed on Safiya Hussaini and take steps to ensure that Nigeria acts in accordance with international human rights standards.

World War I Veterans Medal of Honor Justice Act - Authorizes the President, notwithstanding certain time limitations with respect to the award of the Medal of Honor, to award posthumously the Medal of Honor to Henry Johnson of Albany, New York, for acts of valor while serving as a private in the 369th Infantry Regiment of the U.S. Army during World War I. Directs the Secretary of the Army to review the service records of each African American World War I Army veteran who was awarded the Distinguished Service Cross, or the French Legion of Merit or the Croix de Guerre by the government of France, to determine whether such veteran should be awarded the Medal of Honor. Authorizes the award of the Medal of Honor to an African American World War I veteran upon the recommendation of the Secretary.

Seniors Mental Health Access Improvement Act of 2002 - Amends title XVIII (Medicare) of the Social Security Act to provide for coverage of marriage and family therapist services and mental health counselor services under Medicare part B (Supplementary Medical Insurance). Includes coverage of: (1) certain mental health services provided in rural health clinics and federally qualified health centers; and (2) certain marriage and family therapist services provided in hospices.

Military Families Unification Act of 2002 - Exempts certain spouses and children of qualifying active duty Philippine enlistees in the United States Navy from prohibitions under the Immigration and Nationality Act on: (1) admission based on unlawful presence; or (2) relief based upon failure to voluntarily depart. Provides such aliens with work authorization.

Nullifies discretionary spending limit adjustments made by the Director of the Office of Management and Budget pursuant to the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to the highway category and to the Transportation Equity Act for the 21st Century (which limits obligation levels for such category) when the President submitted the budget for FY 2003.
