Amends title XVIII (Medicare) of the Social Security Act to provide for the treatment of certified diabetes educators recognized by the National Certification Board of Diabetes Educators as certified providers for purposes of outpatient diabetes education services under part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act.

Amends title XVIII (Medicare) of the Social Security Act (SSA) to: (1) mandate a single national average standardized payment amount for inpatient hospital services furnished, regardless of whether in an urban or non-urban area, under the Medicare prospective payment system (PPS) for discharges occurring in FY 2002 and thereafter; and (2) establish a minimum factor of .925 as a floor for area wage adjustment factors used under the PPS for inpatient and outpatient hospital services.

Artists' Contribution to American Heritage Act of 2001 - Amends the Internal Revenue Code to provide a fair market value (determined at time of contribution) deduction for charitable contributions of literary, musical, artistic, scholarly compositions, or the copyright created by a qualifying donor. Exempts certain non-personal letters and memorandum from such treatment. Limits such increased deduction to the donor's artistic adjusted income (as defined by this Act).

Amends the Internal Revenue Code to suspend, for purposes of determining exclusion of gain from the sale of a principal residence, the five-year determination period for: (1) members of the uniformed services or the Foreign Service serving on qualified extended duty (at least 50 miles from such residence or residing in Government quarters); or (2) an employee serving for more than 90 days on assignment abroad.

Expresses the sense of Congress that: (1) Lithuania, Latvia, and Estonia are to be commended for their progress toward political and economic liberty and meeting the guidelines for prospective members of the North Atlantic Treaty Organization (NATO); (2) such countries would make an outstanding contribution toward furthering NATO goals should they become members; (3) extension of full NATO membership to the Baltic states would contribute to stability, freedom, and peace in the Baltic region and Europe as a whole; and (4) with complete satisfaction of NATO guidelines and criteria for membership, such countries should be invited to become full NATO members.

Environmental Justice in Federally Assisted Housing Act - Establishes the Advisory Commission on the Proximity of Hazardous Waste Sites to Federally Assisted Housing which shall conduct a study and report regarding: (1) the extent and proximity of federally assisted housing to hazardous waste sites; and (2) related health risks and illness histories.

Agent Orange Respiratory Cancer Act of 2001 - Repeals the requirement that, in order to be considered service-connected and, therefore, compensable under veterans' disability compensation, respiratory cancers must have become manifest in a veteran within 30 years after the last date on which the veteran performed active military service in the Republic of Vietnam.

FERS Federal Deposit Insurance Corporation Buyback Act of 2001 - Includes service as a temporary or intermittent Federal Deposit Insurance Corporation employee of at least one year's duration, performed after December 31, 1988 and before January 1, 2001, whether performed over a continuous period or otherwise, as creditable service under the Federal Employees' Retirement System (FERS), but only if such employee later becomes subject to FERS and such service is not credited for purposes of any benefit under any other retirement system established by U.S. law (disregarding the Social Security Act and provisions of the Civil Service Retirement System (CSRS)). Requires such employee to deposit to the credit of the Civil Service Retirement and Disability Fund an amount equal to 1.3 percent of basic pay for such service. Requires any deposit made more than five years after the later of October 1, 2001, or the date on which the employee first becomes a Federal employee following the period of temporary or intermittent FDIC service to include interest. Directs the Office of Personnel Management to prescribe regulations for crediting such service to an individual who has separated from the Government. Requires recomputation of an annuity or a survivor annuity to take into account such service.

Commends the 24 crew members of the Navy EP-3 Aries II reconnaissance aircraft that was struck on April 1, 2001, by a fighter aircraft of the People's Republic of China for the conduct of their mission, for the operation of the aircraft after the collision, for their actions in minimizing sensitive national security information, and for their conduct while being detained. Expresses the sense of Congress that: (1) the incident should not be the basis for a reduction in, or cessation of, lawful reconnaissance and surveillance flights in that area; (2) the U.S. aircraft now on Hainan Island, China, should be immediately returned to the United States; and (3) continued interception and aggressive tactics by Chinese pilots toward such lawful flights may undermine important relationships between the two countries.

Federal Prison Industries Competition in Contracting Act of 2001 - Amends the Federal criminal code to replace provisions regarding the purchase of prison-made products by Federal departments with provisions establishing a Government-wide procurement policy relating to purchases from Federal Prison Industries (FPI) which shall generally require the use of competitive procedures. Requires FPI to comply with Federal occupational, health, and safety standards regarding its industrial operations. Requires that an analysis of the probable impact of a proposed expansion of inmate-work activities by FPI on private sector firms and their non-inmate workers be made whenever FPI proposes to authorize the sale of a new specific product or service or to expand production of a current product or service. Provides for inmate wages and deductions. Amends the Federal judicial code regarding the Department of Justice Assets Forfeiture Fund to authorize payments to the Bureau of Prisons exclusively for the purpose of providing additional vocational and remedial educational training for inmates. Amends the Federal criminal code to require that not less than 20 percent of the gross profits of the corporation at the end of each fiscal year be allocated to fund vocational training for inmates. Requires the Director of the Bureau to afford to inmates opportunities to participate in programs and activities designed to help prepare such inmates to obtain employment upon release. Authorizes FPI to: (1) locate more than one workshop at a Federal correctional facility; and (2) operate a workshop outside of a correctional facility if all of participating inmates are minimum security inmates.

Internet Freedom and Broadband Deployment Act of 2001 - Amends the Communications Act of 1934 to define "high speed data service" as a service capable of transmitting electronic information at a rate generally not less than 384 kilobits per second in at least one direction. Prohibits the Federal Communications Commission (FCC) and each State from regulating the rates, charges, terms or conditions for, or entry into the provision of, any high speed data service or Internet access service, or to regulate the facilities used in the provision of such service. Prohibits the FCC from requiring an incumbent (established) local exchange carrier to: (1) provide unbundled access to any network elements used in the provision of any high speed data service, other than those elements described in FCC regulations; or (2) offer for resale at wholesale rates any high speed data service. Requires each incumbent local exchange carrier to provide: (1) Internet users with the ability to subscribe to and have access to any Internet service provider that interconnects with such carrier's high speed data service; (2) any Internet service provider with the right to acquire necessary facilities and services to facilitate such interconnection; and (3) any Internet service provider with the ability to collocate equipment in order to achieve such interconnection. Includes high speed data service or Internet access service within the definition of "incidental interLATA services" permitted for a Bell operating company.

Rebuilding America's Infrastructure - Establishes the Federal Bank for Infrastructure Modernization. Authorizes the Bank to make loans to any State, local government, Indian tribe, and regional or multistate organization for the development of certain transportation- and educational- and water and hazardous treatment-related capital infrastructure facility projects. Sets forth specified requirements with respect to: (1) loan and borrower eligibility; and (2) compliance with the Americans with Disabilities Act of 1990, the Buy America n Act, and the Davis-Bacon Act (wages) as they relate to the development of such projects.

Vietnam Veterans Children's Disability Act - Directs the Secretary of Veterans Affairs to: (1) identify diseases occurring in children of Vietnam veterans or other veterans that have a positive association with parental exposure to an herbicide agent before the date of conception; (2) include myelogenous leukemia among such diseases; (3) provide needed health care for such children's covered diseases or any associated disabilities; and (4) pay a monthly allowance to such children for any disability resulting from a covered disease, to be based on the degree of disability. Authorizes the Secretary to provide vocational training to such children if the achievement of a vocational goal is reasonably feasible.

American Hospital Preservation Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA), as amended by Federal law commonly referred to as the (Medicare, Medicaid, and SCHIP) Benefits Improvement and Protection Act, to: (1) increase (restore the full) market basket update for inpatient prospective payment services hospitals; and (2) maintain the indirect medical education adjustment percentage at 6.5 percent.

Public Libraries Enhancement Act of 2001 - Amends the Library Services and Technology Act to authorize increased appropriations for FY 2002 through 2006 for State allotments. Directs the Secretary of Education to identify the increased portion of a State's allotment. Authorizes a State to use such portion as the Federal share for any of the following: (1) new library construction, existing facilities remodeling, and equipment purchase, lease, and installation; (2) acquisition of reference materials; or (3) operation of public libraries during hours of library service to the public.

Amends the Elementary and Secondary Education Act of 1965 to establish a program for Getting Our Girls Ready for the 21st Century (Go Girl). Authorizes the Secretary of Education to make grants to, and contracts and cooperative agreements with, local educational agencies to provide subgrants to elementary and secondary schools for services that: (1) encourage the ongoing interest of girls in science, mathematics, and technology; and (2) prepare girls to pursue undergraduate and graduate degrees and careers in those fields.

Eliminate Colorectal Cancer Act of 2001 - Amends the Public Health Service Act and the Employee Retirement Income Security Act of 1974 to require coverage of colorectal cancer screening according to certain guidelines by a group health plan, a health insurance issuer offering group health insurance coverage, and a health insurance issuer in the individual market. Directs the Secretaries of Labor and of Health and Human Services to ensure coordination in the implementation and enforcement of this Act.

Vaccines for the New Millennium Act of 2001 - Amends the Internal Revenue Code to allow a limited business credit for the costs medical research related to developing vaccines against widespread diseases. Defines widespread diseases as malaria, tuberculosis, HIV, or any infectious disease (of a single etiology) which, according to the World Health Organization, causes over one million human deaths annually. Allows a limited lifesaving vaccine sale credit equal to the amount of qualified vaccine sales. Defines qualified vaccine sales as the aggregate amount paid to the taxpayer for a qualified sale. Defines a qualified sale as a sale of a qualified vaccine: (1) to a nonprofit organization or to a government of any foreign country (or instrumentality of such a government); and (2) for distribution in a developing country. Establishes the Lifesaving Vaccine Purchase Fund. Expresses the sense of Congress concerning the manufacture, distribution, support for global efforts, and tiered pricing of vaccines.

Medicare Mental Health Modernization Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to provide for: (1) elimination of the lifetime limit on inpatient mental health services; (2) parity in treatment for outpatient mental health services; (3) coverage of intensive residential services under Medicare part A (Hospital Insurance) and of intensive outpatient services under Medicare part B (Supplementary Medical Insurance); (4) exclusion of clinical social worker services from coverage under the Medicare skilled nursing facility prospective payment system; and (5) coverage of marriage and family therapist services and mental health counselor services under Medicare.

Medicare and Medicaid Nursing Services Quality Improvement Act of 2001 - Directs the Secretary of Health and Human Services to conduct a demonstration project under which a resident assistant who lacks certain nurse aide training requirements may perform feeding and hydration for a resident of a skilled nursing facility under the Medicare program under title XVII of the Social Security Act (SSA), or a nursing facility under the Medicaid program under SSA title XIX, in the States of Wisconsin, North Dakota, and not more than six other select States. Directs the Secretary to convene an advisory panel to submit recommendations on the use or improvement of resident assistants in such nursing facilities. Amends SSA titles XVIII and XIX, as amended by the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000, to authorize the use of resident assistants to perform feeding and hydration that would otherwise be performed by a nurse aide for residents of nursing facilities receiving payments under the Medicare or Medicaid program.

Amends the Civilian Health and Medical Program of the Uniformed Services (CHAMPUS) to eliminate the requirement that a covered military dependent obtain a nonavailability-of-health-care statement for the receipt of health care services related to pregnancy. Amends the Floyd D. Spence National Defense Authorization Act for Fiscal Year 2001 to waive the requirement of such statement in the case of obstetrics and gynecological care related to the pregnancy of a covered beneficiary using TRICARE Extra (a Department of Defense managed health care program).

Social Security Benefits Fairness Act of 2001 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to provide that a monthly OASDI benefit shall be paid for the month in which the recipient dies, subject to a reduction of 50 percent if the recipient dies during the first 15 days of such month.

Family Reunification Act of 2001 - Amends the Immigration and Nationality Act to revise the conditions under which the Attorney General may cancel the removal of certain aliens from the United States, including cancellation of removal for humanitarian or public benefit reasons for certain aliens convicted of aggravated felonies. Authorizes the Attorney General to release such an alien pending the removal decision. Revises conditions for termination of continuous physical presence or residence periods. Permits certain permanent resident aliens: (1) whether physically present in the United States or not, to request administrative relief in exclusion, deportation, or removal proceedings; and (2) to return to the United States without seeking admission.(Eliminates certain conviction-related restrictions on such return.) Directs the Attorney General to establish processes for discretionary waiver of inadmissibility or deportation for certain aliens who would otherwise be subject to exclusion or deportation.

Community Character Act of 2001 - Directs the Secretary of Housing and Urban Development to establish a program to provide grants to States (including tribal governments and Native Hawaiian organizations) to assist in the development or revision of land use planning legislation and the creation or revision of State and multi-State comprehensive land use plans or plan elements. Requires grant funds to be used to obtain technical assistance in: (1) drafting such legislation; (2) research and development for land use planning programs and requirements relating to the development of State guide plans; (3) conducting workshops, educating and consulting policy makers, and involving citizens in the planning process; and (4) integrating State and regional concerns and land use plans with such Federal plans. Authorizes increased Federal cost sharing for projects with tribal governments or Native Hawaiian organizations.

Internet Tax Moratorium and Equity Act - Amends the Internet Tax Freedom Act to extend, until December 31, 2005, provisions which prohibit a State or political subdivision from imposing: (1) taxes on Internet access, unless such tax was generally imposed and actually enforced prior to October 1, 1998; and (2) multiple or discriminatory taxes on electronic commerce. Expresses the sense of Congress that: (1) States and localities should work together to develop a uniform streamlined sales and use tax system that addresses remote sales; and (2) a joint comprehensive study should be undertaken to determine the cost of collecting and remitting State and local sales and use taxes under such system. Authorizes States to enter into an Interstate Sales and Use Tax Compact which shall describe a uniform, streamlined sales and use tax system consistent with such system.

Veterans' Emergency Telephone Service Act of 2001 - Authorizes the Secretary of Veterans Affairs to award a grant to a private, nonprofit entity for the operation of a national, toll-free telephone hotline providing information and assistance to veterans and their families, including crisis intervention counseling, general veterans' benefits information, emergency shelter and food, substance abuse rehabilitation, employment training and related opportunities, and small business assistance programs. Limits such grant to a two-year period, subject to annual approval by the Secretary.

After School Education and Anti-Crime Act of 2001 - Amends the 21st Century Community Learning Centers Act to extend the maximum grant duration to five years. Revises grant application provisions to require: (1) information demonstrating that the grant recipient will provide a certain minimum portion of annual cost of assisted activities from sources other than such grants, with a certain maximum portion of such costs allowed to be from funds provided by the Secretary of Education under other Federal programs; and (2) assurance of maintenance of the recipient's fiscal effort from non-Federal sources. Allows the use of grant funds to establish or expand community learning centers. Allows such centers to provide one or more of specified listed activities, including after-school programs that include at least two of the following: mentoring programs, academic assistance, recreational activities, or technology training. Authorizes centers to include drug, alcohol, and gang prevention activities, health and nutrition counseling, and job skills preparation activities. Requires at least two-thirds of appropriated funds under such Act to be used for after-school programs. Directs local educational agencies (LEAs), schools, or consortia, in carrying out center activities, to: (1) request volunteers from business and academic communities, and law enforcement organizations, to serve as mentors or to assist in other ways; (2) ensure that youth in the local community participate in designing the after-school activities; (3) develop creative methods of conducting outreach to youth in the community; (4) request donations of computer equipment and other materials and equipment; and (5) work with State and local park and recreation agencies so that activities carried out by the agencies prior to this Act's enactment are not duplicated. Includes in the meaning of community learning center LEA operation of such a center in a school in conjunction with law enforcement organizations such as the Police Athletic and Activity League.

Women's Cancer Recovery Act of 2001 - Amends the Employee Retirement Income Security Act of 1974 and the Public Health Service Act (PHSA) to require certain group health plans, and health insurance issuers providing coverage under a group plan, to ensure specified minimum coverage regarding: (1) the surgical treatment of breast cancer, including mastectomies, lumpectomies, and lymph node dissections; and (2) secondary consultations by specialists. Prohibits: (1) changing coverage terms and conditions based on a participant's or beneficiary's decision to request less than the minimum coverage; and (2) certain penalties or incentives for providers or specialists. Amends: (1) PHSA to apply similar requirements to health insurance issuers in the individual market; and (2) the Internal Revenue Code to apply those requirements to group health plans. Exempts from the requirements of this Act health insurance coverage in certain States. Provides for coordination of the administration of this Act among the Secretaries of Labor, the Treasury, and Health and Human Services.

Public Safety Employer-Employee Cooperation Act of 2001 - Provides collective bargaining rights for public safety officers employed by States or local governments. Directs the Federal Labor Relations Authority (FLRA) to determine whether State law provides specified rights and responsibilities for public safety officers, including: (1) granting public safety employees the right to form and join a labor organization which excludes management and supervisory employees, and which is, or seeks to be, recognized as the exclusive bargaining agent for such employees; and (2) requiring public safety employers to recognize and agree to bargain with the employees' labor organization. Requires the FLRA to issue regulations establishing collective bargaining procedures for public safety employers and employees in States that do not substantially provide for such public safety employee rights and responsibilities. Directs the FLRA, in such cases, to: (1) determine the appropriateness of units for labor organization representation; (2) supervise or conduct elections to determine whether a labor organization has been selected as an exclusive representative by a majority of the employees in an appropriate unit; (3) resolve issues relating to the duty to bargain in good faith; (4) conduct hearings and resolve complaints of unfair labor practices; and (5) resolve exceptions to arbitrator's awards. Grants a public safety employer, employee, or labor organization the right to seek enforcement of such FLRA regulations and authority through appropriate State courts. Prohibits public safety employers, employees, and labor organizations from engaging in lockouts or strikes. Provides that existing collective bargaining units and agreements shall not be invalidated by this Act.

Quality Remedial Education Act of 2001 - Amends the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to award grants to local educational agencies that, in partnership with community or technical colleges, help to create effective quality remedial education programs in reading, writing, or mathematics.

Nurse Reinvestment Act - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to: (1) develop and issue public service announcements that advertise and promote the nursing profession, highlight the advantages and rewards of nursing, and encourage individuals from diverse communities and backgrounds to enter the nursing profession; and (2) award grants to designated eligible entities in order to increase the number of nurses. Establishes a fast-track nursing school faculty training program. Establishes a National Nurse Service Corps Scholarship program that provides scholarships to individuals seeking nursing education in exchange for service by such individuals in areas with nursing shortages. Amends the Internal Revenue Code to provide for the exclusion from gross income of accounts received under the National Nursing Service Corps Scholarship Program. Amends title XVIII (Medicare) of the Social Security Act to provide for nurse education training payments to qualified entities. Amends title XIX (Medicaid) of the Social Security Act to temporarily increase the matching rate for Medicaid nurse aide training and competency evaluation programs.

Prescription Drug Fairness for Seniors Act of 2001 - Requires each participating manufacturer of a covered outpatient drug to make it available for purchase by each pharmacy: (1) in an amount equal to the aggregate amount sold or distributed by the pharmacy to Medicare beneficiaries; and (2) at a price no greater than the manufacturer's average foreign price. Sets forth special provisions with respect to hospice programs.

Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act (SSA) to increase from 4.25 percent to ten percent the amount of TANF funds a State may transfer to carry out State programs under SSA title XX (Block Grants to States for Social Services) for FY 2002. Amends SSA title XX to: (1) increase the authorization of appropriations for States and territories for FY 2001, 2002, and succeeding fiscal years; and (2) require the Secretary of Health and Human Services to compile information on State activities carried out under SSA title XX and report it annually to Congress.

Get Arsenic Out of Our Drinking Water Act - Provides that effective on the date of enactment of this Act, the rule establishing a maximum contaminant level (MCL) and MCL Goal for arsenic in drinking water published by the Administrator of the Environmental Protection Agency on January 22, 2001, shall have the force and effect of law.

Hunger to Harvest Resolution: A Decade of Concern for Africa - Expresses the sense of Congress that: (1) the United States should declare "A Decade of Concern for Africa" and commit to increased levels of effective, poverty-focused development assistance to sub-Saharan Africa until significant progress is made toward reversing current levels of hunger and poverty; (2) the President should work with the heads of other advanced industrial and sub-Saharan African countries, and with United States and sub-Saharan African private voluntary and other civic organizations, to increase development assistance to sub-Saharan Africa; (3) Congress should undertake a multi-year commitment with other donors to provide the resources necessary to cut hunger by one-half in that region; (4) such funding should support both bilateral and multilateral poverty-focused development efforts; and (5) the Administrator of the United States Agency for International Development should annually submit to Congress a progress report.

Local Law Enforcement Hate Crimes Prevention Act of 2001 - Authorizes the Attorney General to provide technical, forensic, prosecutorial, or other assistance in the criminal investigation or prosecution of any crime that: (1) constitutes a crime of violence under Federal law or a felony under State or Indian tribal law; and (2) is motivated by prejudice based on the race, color, religion, national origin, gender, sexual orientation, or disability of the victim or is a violation of the hate crime laws of the State or tribe. Directs the Attorney General to give priority for assistance to crimes committed by offenders who have committed crimes in more than one State and to rural jurisdictions that have difficulty covering the extraordinary investigation or prosecution expenses. Authorizes the Attorney General to award grants to assist State, local, and Indian law enforcement officials with such extraordinary expenses. Directs the Office of Justice Programs to: (1) work closely with funded jurisdictions to ensure that the concerns and needs of all affected parties are addressed; and (2) award grants to State and local programs designed to combat hate crimes committed by juveniles. Prohibits specified offenses involving actual or perceived race, color, religion, national origin, gender, sexual orientation, or disability. Directs the U.S. Sentencing Commission to study and provide sentencing enhancements for adult recruitment of juveniles to commit hate crimes. Amends the Hate Crimes Statistics Act to require the crime data to be collected and published by the Attorney General to include data about crimes that manifest evidence of prejudice based on gender.
