Native American Breast and Cervical Cancer Treatment Technical Amendment Act of 2001 - Amends title XIX (Medicaid) of the Social Security Act and Federal law commonly known as the Benefits Improvement and Protection Act to ensure that Indian women with breast or cervical cancer, who are eligible for health services provided under a medical care program of the Indian Health Service or of a tribal organization, are included in the optional Medicaid eligibility category of breast or cervical cancer patients added by the Breast and Cervical Cancer Prevention and Treatment Act of 2000.

Sustaining Access to Vital Emergency Medical Services Act of 2001 - Amends the Public Health Service Act, as amended by the Children's Health Act of 2000, to direct the Secretary of Health and Human Services to award grants to eligible entities to enable such entities to provide for improved emergency medical services in rural areas. Amends titles XVIII (Medicare) (including part C (Medicare+Choice) of the Medicare program) and XIX (Medicaid) of the Social Security Act to establish a prudent layperson standard for emergency ambulance services under Medicare and Medicaid.

Freedom of Choice for Women in the Uniformed Services Act - Repeals a provision of the National Defense Authorization Act for Fiscal Year 1996 which prohibits any medical treatment facility of the Department of Defense from being used to perform an abortion except where the life of the mother would be endangered if the fetus were carried to full term or in the case of rape or incest.

Assure Access to Mammography Act of 2001 - Amends the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000 to delay until 2003 the inclusion of payment for screening mammography in the Medicare physician fee schedule. Amends title XVIII (Medicare) of the Social Security Act to provide for a change in the payment amount for screening mammography performed in 2002 under Medicare. Provides that, for cost reporting periods between October 1, 2001, and October 1, 2006, in applying the limitations regarding the total number of full-time equivalent residents in the field of allopathic or osteopathic medicine under Medicare for a hospital, the Secretary of Health and Human Services shall not take into account a maximum of three residents in the field of radiology to the extent the hospital increases the number of radiology residents above the number of such residents for the hospital's most recent cost reporting period ending before October 1, 2001. Amends the Public Health Service Act to revise authorization of appropriations and allocation provisions with regard to interdisciplinary, community-based linkages, with changes establishing a specified authorization of appropriations for FY 2002 and a specified amount to be available for awards of grants and contracts under provisions on allied health and other disciplines. Directs the Comptroller General to study: (1) the relative value units established by the Secretary of Health and Human Services under the Medicare physician fee schedule for physicians' services that are gender-specific; and (2) adjustments to payment amounts under the prospective payment system for inpatient hospital services and for covered skilled nursing facility services that are gender-specific. Directs the Medicare Payment Advisory Commission to study the relative value units established by the Secretary under the such fee schedule for screening services that are reimbursed under it.

Medicare Geographic Adjustment Fairness Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act, as amended by the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000, with respect to decisions of the Medicare Geographic Classification Review Board to reclassify a disproportionate share hospital (DSH) for purposes of the adjustment factor used to adjust the diagnostic related statistical group (DRG) prospective payment rate for area differences in hospital wage levels. Makes any such Board decision to reclassify a DSH for purposes of the adjustment factor for FY 2001 or any subsequent fiscal year apply for purposes of adjusting payments made on a prospective basis for variations in costs attributable to wages and wage-related costs for prospective payment system-reimbursed items and services.

Directs the Secretary of State to designate one of the Assistant Secretaries of State as the Assistant Secretary of State for Victims of International Terrorism. Sets forth the duties of the Assistant Secretary, including to: (1) be responsible for the overall supervision within the Department of State of all matters relating to American victims of international terrorism and efforts to bring international terrorists to justice; and (2) participate in all interagency groups or organizations within the executive branch, particularly the Department of Justice, that assess, analyze, or review U.S. planned policies, programs, or actions that have a direct bearing on efforts to bring international terrorists to justice for actions affecting Americans abroad.

21st Century Montgomery GI Bill Enhancement Act - Increases, for FY 2002 through 2004, the rates of veterans' basic educational assistance. Prohibits any rate increase during such period based on adjustments to the Consumer Price Index.

Emergency Retiree Health Benefits Protection Act of 2001 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to provide emergency protections for retiree health benefits. Prohibits group health plans from making post-retirement reductions of retiree health benefits. Requires group health plans to adopt provisions barring post-retirement reductions in retiree health benefits. Requires group health plans to restore benefits reduced after retirement. Authorizes the Secretary of Labor to waive or vary such requirements, if a plan sponsor applies for such exemption, upon finding that compliance would: (1) be adverse to the interests of plan participants in the aggregate; (2) not be administratively feasible; and (3) cause substantial business hardship to the sponsor. Establishes the Emergency Retiree Health Loan Guarantee Program and its Board. Authorizes the Program, through its Board, to guarantee loans provided by private banking and investment institutions to eligible plan sponsors to assist them in meeting obligations under this Act to restore benefits reduced after retirement. Authorizes the Secretary to assess civil penalties for violations of this Act.

Motor Vehicle Franchise Contract Arbitration Fairness Act of 2001 - Provides that whenever a motor vehicle franchise contract provides for the use of arbitration to resolve a controversy arising out of or relating to the contract, arbitration may be used to settle the controversy only if both parties consent in writing after such controversy arises. Requires the arbitrator to provide the parties with a written explanation of the factual and legal basis for the award.

Small Business Contract Equity Act of 2001 - Sets forth procedures for the bundling of procurement contracts that the Administrator of the Small Business Administration determines would result in the displacement of small business concerns. Permits waivers for unusual or unexpected exigencies. Amends the Small Business Act to prohibit agencies that fail to attain small business procurement participation goals from awarding or soliciting offers for bundled contracts. Requires such agencies to meet such goals relating to small businesses generally, those owned and controlled by socially and economically disadvantaged individuals, and those owned and controlled by women.

Wire Transfer Fairness and Disclosure Act of 2001 - Amends the Electronic Fund Transfer Act to require a financial institution or money transmitting business initiating an international money transfer on behalf of a consumer to disclose prominently on its premises and on its forms and receipts: (1) the exchange rate used in the transaction; (2) the exchange rate prevailing at a major financial center of the pertinent foreign country as of close of business on the business day immediately preceding the transaction date; (3) all commissions and fees charged in such transaction; and (4) the exact amount of foreign currency to be received by the consumer in the foreign country. Requires such information to be: (1) included in print, broadcast, and electronic advertisements; and (2) in English and in the same language as principally used by the institution or money transmitting business to advertise, solicit, or negotiate at that office if other than English.

Amends the Internal Revenue Code to allow businesses a limited reclamation credit of 20 percent of the basis of each qualified reclamation property placed in service during the taxable year. Defines qualified reclamation property as, among other things, qualified recycling property or qualified remanufacturing property.

States that Congress: (1) supports the goals and ideas of Autism Awareness Day and Month; (2) recognizes and commends the parents and relatives of autistic children; (3) supports the goal of increasing Federal funding for aggressive research to learn the root causes of autism; (4) urges the Department of Health and Human Services to continue to press for the swift and full implementation of the Children's Health Act of 2000; (5) stresses the need to begin early intervention services for children with autism; (6) supports the goal of federally funding 40 percent of the costs of the Individuals with Disabilities Education Act to States and local school districts; (7) urges Federal, State, and local governments to allocate sufficient resources to teacher training initiatives in order to alleviate the shortage of teachers who are skilled in teaching autistic children; and (8) recognizes the importance of worker training programs that are tailored to the needs of developmentally disabled persons, including those with autism.

Veterans' Higher Education Opportunities Act of 2001 - Amends Federal veterans' benefits provisions to change the amount of monthly veterans' educational assistance allowance under the Montgomery GI Bill from a fixed amount adjusted for inflation to an amount equal to the average monthly costs of tuition and expenses for commuter students at public institutions of higher education that award baccalaureate degrees (75 percent of such amount for veterans whose initial obligated period of active duty is two years). Requires the Secretary of Veterans Affairs to determine such average monthly costs each year and to publish such amounts in the Federal Register.

Federal Wage Worker Pay Fairness Act of 2001 - Requires the Office of Personnel Management to define the boundaries of local wage areas for prevailing rate employees so as to be the same as the boundaries of the respective pay localities, subject to such exceptions as the Office, with the approval of the Federal Salary Council, may find to be necessary. Requires that wage surveys be conducted by the Bureau of Labor Statistics (BLS) responsible for conducting surveys of pay localities. (Currently, such wage surveys are conducted by the lead agency for each local wage area.) Requires annual adjustment of the rates of pay for the regular and special wage schedules by the lead agencies or the Office, as appropriate, by the percentage equal to the overall average percentage adjustment taking effect with respect to General Schedule positions. Requires the BLS (currently, the lead agency of the local wage area involved) to establish the wage schedules and rates to be applicable to prevailing rate employees in that area when there are a number of comparable positions in private industry insufficient to establish such wage schedules and rates.

Global Health Act of 2001 - Amends the Foreign Assistance Act of 1961 to mandate that activities supported in connection with health programs include activities to improve the capacity of developing nations to conduct disease surveillance and prevention programs, and to respond promptly and effectively to disease outbreaks. Authorizes additional appropriations for FY 2002 and for each subsequent fiscal year for specified allocations, including the health and nutrition of children and pregnant women and mothers, voluntary family planning, and the prevention and control of HIV/AIDS and other infectious diseases. Expresses the sense of Congress that the President, acting through the Administrator of the United States Agency for International Development, should coordinate with specified Federal departments and agencies to ensure that U.S. funds available for population planning and health programs in developing nations are used effectively.

Expresses: (1) the sense of the House of Representatives that the artwork displayed in the Capitol, the Capitol Visitor Center, and the House office buildings should also represent the contributions of women to American society; and (2) full support of the House for the efforts of the House Fine Arts Board, the Joint Committee on the Library, and the Architect of the Capitol to incorporate into their regular plan for the Capitol, the Capitol Visitor Center, and the House office buildings a selection of displayed artwork that is more fully representative of such contributions.

Arsenic Reduction in Drinking Water Act - Amends the Safe Drinking Water Act to require the maximum contaminant level for arsenic in drinking water to be: (1) ten parts per billion effective October 1, 2003; and (2) three parts per billion effective October 1, 2006. Requires the Administrator of the Environmental Protection Agency to make grants to public water systems serving fewer than 10,000 people to assist such systems in meeting the drinking water standards for arsenic.

Medicare Early Access and Tax Credit Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to add a new part D (Purchase of Medicare Benefits by Certain Individuals Age 62-to-65 Years of Age) (Medicare buy-in) entitling to the same Medicare benefits as an individual entitled to benefits under Medicare part A (Hospital Insurance) and enrolled under Medicare part B (Supplementary Medical Insurance) an enrolled individual age 62 to 65 who: (1) would be eligible for such benefits if 65; but (2) is not eligible for benefits under a Federal health insurance program or a group health plan (other than merely through a Federal or State COBRA continuation provision) . Provides for the determination and payment of monthly premiums under the new part D program. Creates in the Treasury the Medicare Early Access Trust Fund to hold the premiums paid pursuant to this Act. Provides for oversight and accountability concerning the status of the Trust Fund. Amends SSA title XVIII to provide access to Medicare benefits to displaced workers age 55-to-62 and their spouses. Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Public Health Service Act, and the Internal Revenue Code to provide for COBRA (Consolidated Omnibus Budget Reconciliation Act of 1985) continuation benefits for certain retired workers who lose retiree health coverage. Amends the Internal Revenue Code to provide an individual with a tax credit for 50 percent of certain COBRA continuation coverage premiums and Medicare buy-in premiums.

Comprehensive School Safety Act - Authorizes the Secretary of Education to make competitive grants to State educational agencies to make subgrants to local educational agencies (LEAs) to enable schools to develop and implement comprehensive school safety plans. Requires LEAs to use such subgrants to: (1) assess the current status of school crime committed on school campuses and at school-related functions; (2) identify appropriate strategies and programs that will provide or maintain a high level of school safety; and (3) provide each school served by such agency a safe and orderly environment conducive to learning.

Clean Smokestacks Act of 2001 - Amends the Clean Air Act (CAA) to require the Administrator of the Environmental Protection Agency to promulgate regulations to achieve specified reductions in emissions of sulfur dioxide, nitrogen oxide, carbon dioxide, and mercury from powerplants (electric generation facilities with a nameplate capacity of 15 megawatts or more that use a combustion device to generate electricity for sale) by January 1, 2007. Requires powerplants, on the later of the date 30 years after the powerplant commenced operation or five years after this Act's enactment, to comply with the most recent new source performance standards under CAA provisions regarding air quality and emissions limitations and with specified requirements for modified sources.

Work Opportunity Improvement Act of 2001 - Amends the Internal Revenue Code to: (1) permanently extend the work opportunity credit; (2) permanently extend the temporary incentives for employing long-term family assistance recipients; and (3) redefine the term "qualified food stamp recipient" to raise the upper age limit from 25 to 51.

Justice for United States Prisoners of War Act of 2001 - Requires any Federal court in which an action is brought against a Japanese national by a member of the U.S. armed forces seeking compensation for mistreatment or failure to pay wages in connection with labor performed in Japan for such national as a prisoner of war during World War II to: (1) apply the applicable statute of limitations of the State in which the action is pending; and (2) not construe a specified provision of the Treaty of Peace With Japan as a waiver by the United States of such claims. States that it is U.S. policy to ensure that any war claims settlement terms between Japan and any other country that are more beneficial than terms extended to the United States under the above Treaty are extended to the United States with respect to claims under this Act. Authorizes the Secretary of Veterans Affairs to secure information relating to chemical or biological tests conducted by Japan on members of the U.S. armed forces held as prisoners of war during World War II.

21st Century Higher Education Act - Amends the Higher Education Act of 196 (HEA) to revise and to extend and increase the authorization of appropriations of HEA programs, including: (1) Pell Grants; (2) Federal Trio Programs; (3) Gear Up; (4) Federal Supplemental Educational Opportunity Grants; (5) College Work-Study; and (6) Strengthening and Developing Institutions. Establishes new HEA programs, including: (1) Byrd Honors Teacher Scholarships; (2) Dual Degree Achievement; (3) Community College Opportunity; (4) College Preparation; (5) Promoting Postbaccalaureate Opportunities for Hispanic Americans; (6) Collaborative Centers of Excellence in Teacher Preparation; and (7) a demonstration program in recruiting and preparing teachers. Tribal College or University Teacher Loan Forgiveness Act - Establishes a new HEA program of specified Federal student loan repayment or cancellation for individuals who teach for up to five years in Tribal Colleges or Universities. Access to High Standards Act - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to establish Advanced Placement (AP) programs of assistance grants to increase the access of low-income students to AP high school courses and AP tests to earn advanced placement and credits at institutions of higher education. Dropout Prevention Act - Establishes a new ESEA assistance grant program to address school dropout problems, including a coordinated national strategy and a national school dropout prevention initiative. NTIA Digital Network Technology Program Act - Amends the National Telecommunications and Information Administration (NTIA) Organization Act to direct the Secretary of Commerce to establish within NTIA's Technology Opportunities Program a digital network technologies program to award grants, contracts, or cooperative agreements to eligible institutions to provide educational instruction in digital network technologies. Amends the Omnibus Parks and Public Lands Management Act of 1996 to authorize the Secretary of the Interior, with respect to eligible Historically Black Colleges and Universities, to make at least 15 annual grants for buildings or structures listed on, or eligible for listing on, the National Register of Historic Places, if the grantee agrees to provide funds derived from non-Federal sources in an amount equal to 25 percent of the grant.

Reading Readiness Act of 2001 - Amends the Head Start Act to require Head Start programs to include a strong focus on reading readiness. Requires research, demonstration, and evaluation activities to: (1) determine whether every Head Start program is providing participating children the tools necessary to succeed in school, including reading readiness; and (2) review current best practices of Head Start programs with respect to reading readiness. Directs the Secretary of Health and Human Services to award competitive grants to selected Head Start applicants to carry out current best practices in reading readiness activities. Allows Head Start programs that demonstrate by community assessment that all reasonable attempt has been made to enroll children whose families' incomes are below the poverty line to make eligible for program participation children whose families' incomes are no greater than 150 percent of the poverty line. Directs the Secretary to implement an outreach campaign to promote enrollment in Head Start programs and Early Head Start programs. Expresses the sense of Congress that: (1) the Secretary should allow Head Start grantees that find evidence of community need to modify the use of their current grants so as to enroll infants and toddlers without obtaining a separate Early Head Start grant; and (2) Congress should appropriate sufficient funds to carry out the Head Start Act so that all eligible children may participate.

No Taxation Without Representation Act of 2001 - States that notwithstanding any other provision of law, the community of American citizens who are residents of the District constituting the seat of government of the United States shall have full voting representation in the Congress. Amends the Internal Revenue Code to provide a tax exemption to District of Columbia residents for years during which such residents do not have full voting representation in the Congress.

Providing Annual Pap Tests to Save Women's Lives Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act, as amended by the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000, to extend coverage of screening pap smears and screening pelvic exams to annual examinations regardless of whether a woman is of childbearing age or at high-risk.

Amends part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act to limit the late enrollment penalty to a ten percent increase in the monthly part B premium due over a period equal to twice the number of years that the part B beneficiary could have been but was not enrolled under Medicare part B.

Comprehensive Tuberculosis Elimination Act of 2001 - Amends the Public Health Service Act to provide for the ongoing operation of a committee to be known as the Committee on Interagency Collaboration for Tuberculosis Elimination. Requires the Committee to: (1) provide advice on coordinating the activities of the Public Health Service and other Federal agencies that relate to such disease and on efficiently utilizing Federal resources; (2) make recommendations on the development and implementation of a national plan; and (3) make recommendations for the development and implementation of a plan to guide the involvement of the United States in global tuberculosis-control activities. Revises provisions concerning preventive health services regarding tuberculosis by: (1) renaming such provisions national program for tuberculosis elimination; (2) revising the authorities of the Secretary of Health and Human Services under such provisions; and (3) authorizing appropriations through FY 2006. Revises provisions concerning tuberculosis with respect to the activities of the: (1) National Heart, Lung, and Blood Institute; (2) National Institute of Allergy and Infectious Diseases; and (3) the John E. Fogarty International Center for Advanced Study in the Health Sciences.

Cosmetology Tax Fairness and Compliance Act of 2001 - Amends the Internal Revenue Code, with respect to the credit for the portion of social security taxes paid with respect to employee tips, to make such credit applicable to employers of cosmetologists. Establishes provisions concerning returns relating to cosmetology services employers and information to be provided to cosmetologists.

Historic Homeownership Assistance Act - Amends the Internal Revenue Code to allow a tax credit for 20 percent (up to a maximum limit of $40,000 for a joint return) of the qualified rehabilitation expenditures made by a taxpayer with respect to the certified rehabilitation of a qualified historic home which has been substantially rehabilitated and which is owned by the taxpayer and used as his or her principal residence. Allows the credit for such expenditures to be taken by a purchaser of the rehabilitated home. Permits, in lieu of the credit, a historic rehabilitation mortgage credit certificate, which may be transferred to a lender in exchange for a reduction in the rate of interest on the loan secured by the building.

Defense Emergency Supplemental Appropriations Act, 2001 - Makes emergency supplemental appropriations for the Department of Defense for FY 2001 for: (1) active and reserve military personnel; (2) operation and maintenance; (3) procurement; (4) shipbuilding and conversion; (5) the Defense Health Program; and (6) military family housing. Makes emergency supplemental appropriations for the Department of Transportation for operating expenses of the Coast Guard. Designates each amount appropriated as an emergency requirement pursuant to the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act).

Stop Tuberculosis (TB) Now Act - Amends the Foreign Assistance Act of 1961 to declare that a major objective of the U.S. foreign assistance program is to control tuberculosis (TB) and that consequently Congress expects the agency primarily responsible for the administration of TB control health programs to: (1) coordinate with the World Health Organization and other designated health organizations toward the development and implementation of a comprehensive TB control program, including expanding the use of the strategy of directly observed treatment, short course (DOTS) and strategies to address multi-drug resistant TB (MDR-TB) where appropriate at the local level, particularly in countries with the highest TB rate; and (2) set as a goal the cure of at least 85 percent of TB cases detected by focusing efforts on the use of DOTS strategy or other internationally accepted primary TB control strategies in those countries in which the agency has established development programs, and the reduction of TB -related deaths by 50 percent, by December 31, 2010.

Equal Protection of Voting Rights Act of 2001 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to outline requirements for equal protection of voting rights in Federal elections and voting rights in State and local elections. Establishes a grant program to provide equal protection of voting rights with regard to States and localities. Creates the Commission on Voting Rights and Procedures to study and report to the President and Congress on specified issues with respect to elections for Federal, State, and local office, including alternative voting methods, ballot designs, ballot uniformity, and absentee voting, in order to develop specific recommendations of best practices in voting and election administration.

Religious Freedom Peace Tax Fund Act - Directs the Secretary of the Treasury to establish in the Treasury the Religious Freedom Peace Tax Fund for the deposit of income, gift, and estate taxes paid by or on behalf of taxpayers: (1) who are designated conscientious objectors opposed to participation in war in any form based upon the taxpayer's deeply held moral, ethical, or religious beliefs or training (within the meaning of the Military Selective Service Act); and (2) who have certified these beliefs in writing. Requires that funds in the Religious Freedom Peace Tax Fund be allocated annually to any appropriation not for a military purpose. Declares the sense of Congress that any increase in revenue to the Treasury resulting from the creation of the Religious Freedom Peace Tax Fund shall be allocated in a manner consistent with the purposes of the Fund.
