Seniors' Health Care Bill of Rights of 2001 - Amends part C (Medicare+Choice) of title XVIII (Medicare) of the Social Security Act to increase by five percent per year the payment for Medicare+Choice coordinated care plan contracts entered into for three-year periods.

Mammogram Availability Act of 2001 - Amends the Public Health Service Act and the Employee Retirement Income Security Act of 1974 to require a group health plan, and a health insurance issuer offering group coverage, that provides coverage for diagnostic mammographies for any woman 40 years old or older to provide coverage for annual screening mammographies for such a woman. Prohibits related enrollment and renewal discrimination, monetary incentives to women, and penalties or incentives to providers. Amends the Public Health Service Act to apply those requirements and prohibitions to coverage offered by an issuer in the individual market.

Military Pay Equity Act of 2001 - Increases by 7.3 percent, effective January 1, 2002, the rates of basic pay for military personnel. Waives during FY 2002 any required adjustment in such rates in conformance with the General Schedule of the U.S. Government. Requires a report from the Secretary of Defense to the congressional defense committees evaluating the need to further change such rates in all or certain pay grades.

Right Start Act of 2001 - Extends authorizations of appropriations for: (1) the Head Start Act; (2) the Child Care and Development Block Grant Act of 1990; (3) funding for child care under the Social Security Act; and (4) the Early Learning Opportunities Act. Amends the Internal Revenue Code to: (1) revise the formula to increase the dependent care income tax credit for certain taxpayers, indexed for inflation, with an even greater credit for employment-related dependent care expenses; (2) allow a minimum dependent care income tax credit for stay-at-home parents; (3) provide for advance payment by the employer of an employee's dependent care income tax credit; and (4) allow a business-related tax credit for employer-provided child care expenditures. Family Income to Respond to Significant Transitions Insurance Act - Directs the Secretary of Labor to make grants to a State or local government to pay for the Federal share of the cost of carrying out projects that assist families by providing wage replacement for eligible individuals responding to caregiving needs resulting from the birth or adoption of a son or daughter or other family caregiving needs. Family and Medical Leave Fairness Act of 2001 - Amends the Family and Medical Leave Act of 1993 (FMLA) to extend coverage to employees at worksites where the employer employs at least 25 (currently 50) employees at the worksite and within 75 miles of that worksite. Time for Schools Act of 2001 - Amends FMLA to allow employees covered by such Act to take up to 24 hours, during any 12-month period, of school involvement leave to participate in: (1) an academic activity of their child's school, such as a parent-teacher conference or an interview for a school; or (2) literacy training under a family literacy program. Amends Federal civil service law to provide the same school involvement leave allowance for Federal employees. Amends FMLA and Federal civil service law to entitle to leave those employees who must address the effects of domestic violence.

Provides coverage under the Civilian Health and Medical Program of the Uniformed Services (CHAMPUS) for an unremarried former spouse of a member or former member of the armed forces who performed at least 20 years of retirement-creditable service and who was married to the former spouse for at least 17 years during the period of such creditable service. Provides eligibility for the use of commissary stores for such former spouses.

Child Care Construction and Renovation Act - Amends the Housing and Community Development Act of 1974 to authorize the use of community development block grants to construct and renovate child care facilities. Amends the National Housing Act to authorize the Secretary of Housing and Urban Development (HUD) to insure mortgages for: (1) new or rehabilitated child care and development facilities, including for fire safety equipment loans; and (2) acquiring or refinancing debt of existing child care facilities. Directs the Secretary of the Treasury to study the availability of secondary markets for mortgages on child care facilities. Authorizes HUD grants to eligible nonprofit organizations for technical and financial assistance to assist eligible child care providers in acquiring or improving facilities or equipment. Applies the provisions of the Davis-Bacon Act to actions taken under this Act.

Taxpayers' Cancer Research Funding Act of 2001 - Amends the Internal Revenue Code to allow certain individuals to designate that five dollars (ten dollars in the case of joint returns) be paid over to the Breast and Prostate Cancer Research Fund established by this Act.

Medicare HMO Improvement Act of 2001 - Amends part C (Medicare+Choice) of title XVIII (Medicare) of the Social Security Act with regard to contracts with Medicare+Choice organizations to: (1) provide for extension of the initial Medicare+Choice contract period from one year to two years; and (2) require termination of any contract with an organization that terminates coverage for any part of a metropolitan statistical area (or a New England County Metropolitan Area). Authorizes the Secretary of Health and Human Services to delay the effectiveness of a Medicare+Choice organization's termination of its plan with respect to all individuals in an area, if: (1) the termination would cause an imminent and serious health risk to enrollees; (2) the termination would result in a significant reduction in the Medicare+Choice plans available in the area affected; or (3) the chief executive officer of the State in which the termination occurs requests such a delay. Provides for continuity of care, for a limited period, in certain cases of involuntary termination (other than for cause) of an individual's enrollment with a Medicare+Choice plan.

Farmland Capital Gains Equity Act of 2001 - Amends the Internal Revenue Code to provide an exclusion from gross income of gain from the sale of qualified farm property similar to the exclusion of gain on the sale of a principal residence. Excludes from gross income up to $500,000 ($250,000 in the case of a married individual filing a separate return), reduced by the aggregate amount of gain excluded for all preceding taxable years.

Postmasters Fairness and Rights Act of 2001 - Amends Federal law to prescribe guidelines within which the Postal Service shall propose changes in pay policies, schedules, and fringe benefit programs affecting postmasters which are to be in effect during the period covered by a collective bargaining agreement between the Postal Service and certain recognized bargaining representatives. Grants certain qualified postmasters' organizations the right to participate in program planning and development pertaining to pay policies, schedules, and fringe benefits.

Character Counts for the 21st Century Act - Amends the Elementary and Secondary Education Act of 1965 to provide for character education programs and research. (Replaces current provisions for an elementary school counseling demonstration program and a partnerships in education pilot project.) Authorizes the Secretary of Education to make grants to State educational agencies (SEAs), local educational agencies (LEAs), or consortia of such educational agencies for the design and implementation of character education programs. Authorizes the Secretary to make grants, or enter into contracts or cooperative agreements with, SEAs, LEAs, institutions of higher education, tribal organizations, and other public or private agencies or organizations to carry out research, development, dissemination, technical assistance, and evaluation activities that support or inform character education programs assisted under this Act, including a national clearinghouse for information that may be useful to character education program participants and other educators and administrators nationwide.

Give a Kid a Chance Omnibus Mental Health Services Act of 2001 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to support, either directly or through grants, contracts, or cooperative agreements with public entities, programs to promote mental health among all children and their families and to provide early intervention services to ameliorate identified mental health problems in children and adolescents. Requires an equitable distribution of grant funds, including Native American communities. Outlines program priorities. Requires non-Federal matching funds of $2 for every $3 of Federal funding. Limits grant duration to five years. Requires the Secretary to ensure that entities receiving funds carry out a project evaluation which includes the effectiveness of program strategies in strengthening families with young children. Requires local educational agencies receiving such grants to ensure that schools receiving such funds maintain a certain ratio of students per counselor, nurse, psychologist, and social worker. Authorizes appropriations for FY 2002 through 2004.

Federal Firefighters Retirement Age Fairness Act - Amends Federal civil service law relating to the Civil Service Retirement System and the Federal Employees' Retirement System to provide that the mandatory separation age for Federal firefighters (currently, 55) be made the same as the age that applies with respect to Federal law enforcement officers (currently, 57).

National Science Education Act - Amends the National Science Foundation Act of 1950 (NSFA) to establish and expand programs relating to science, mathematics, engineering, and technology education. Establishes in NSF a working group to review and coordinate regular and supplemental curricula in kindergarten through the 12th grade for science, mathematics, engineering, and technology. Requires the NSF Director to: (1) make grants to State or local educational agencies (SEAs or LEAs) or private elementary or middle schools to hire master teachers to provide support for teachers of mathematics, science, engineering, or technology programs, and in-classroom assistance and oversight of hands-on inquiry materials, equipment, and supplies; (2) subject to appropriations, make demonstration project grants to eligible LEAs; (3) with the Secretary of Education, compile and disseminate information on standard prerequisites for middle school and high school students who seek to enter a course of study at an institution of higher education in science, mathematics, engineering, or technology education to teach in an elementary or secondary school, and State licensing requirements for such teachers; (4) make an agreement for National Academy of Sciences compilation and evaluation of studies on the effectiveness of technology in the classroom on learning and student performance; (5) establish a program under which grants may be made for instruction of teachers for grades kindergarten through the 12th grade in the use of technology in the classroom; (6) convene a National Science Education Forum; and (7) make available through the Internet a complete field-test version of any curricular program developed with NSF funds. Authorizes the Director to award grants to: (1) secondary school and college students working with university faculty, software developers, and experts in educational technology, or to such faculty, developers, and experts working with such students, to develop high-quality educational software and Internet web sites, with priority given to mathematics, science, engineering, and technology software and sites; (2) States for assisting middle school teacher training in technology, to help reach the goal of making all middle school graduates technology-literate; and (3) SEAs or LEAs or private elementary, middle, or secondary schools, under any NSF education and human resources grant program, for distance learning integration into the education process in kindergarten through the 12th grade. Directs the President, acting through the NSF, to provide scholarships to teachers at public and private schools in kindergarten through the 12th grade to participate in Federal, State, or private research programs. Requires the Director to establish an Internet web site for use by students and teachers participating in such program.

Military Retirement Equity Act of 2001 - Permits retired members of the armed forces to be paid retirement pay concurrently with compensation for any service-connected disability, with an exception for members retired with less than 20 years of creditable service. Reduces the retirement pay of individuals receiving both types of pay by a specified percentage of the disability compensation which decreases as the disability rating increases. Prohibits any reduction in the retirement pay of a disabled person when the disability rating is total. Provides retired pay amounts for members who retired with 20 years or more of service due to a physical disability.

Keep Our Promise to America's Military Retirees Act - Amends Federal employee provisions to include the following as an employee, for purposes of authorized enrollment under the Federal Employees Health Benefits (FEHB) Program: (1) a member of the armed forces who began service before June 7, 1956, and retired after a minimum of 20 years of such service or by reason of a service-connected disability; and (2) the surviving widow or widower of such member. Directs the Secretary of Defense to enter into an agreement with the Office of Personnel Management to provide FEHB coverage to the following eligible beneficiaries: (1) a member or former member entitled to military retired or retainer pay; (2) an unremarried former spouse who was married to a member for at least 20 years, during which such member performed at least 20 years of retirement-creditable military service; (3) a dependent of a deceased qualifying member or former member; (4) a dependent of a living member or former member; and (5) a family member.

Agricultural Market Access and Development Act of 2001 - Amends the Agricultural Trade Act of 1978 to increase specified funding caps for the market access program. Authorizes and sets forth the conditions under which unexpended Commodity Credit Corporation export enhancement program funds may be used for market access or development programs. Establishes specified minimum funding amounts for the foreign market development cooperator program.

National Improvement in Mathematics and Science Teaching Act of 2001 - Amends the Elementary and Secondary Education Act of 1965 to establish various programs for improvement of science and mathematics education. Directs the Secretary of Education to: (1) make grants to States for improvement and recruitment of quality teachers in science and mathematics education; (2) make grants to States for professional development of mathematics and science teachers; (3) establish, in cooperation with the Director of the National Science Foundation, 15 John Glenn Academies, and make grants to such Academies for summer workshops for mathematics and science education teachers and for intensive, year-long fellowships for 3,000 individuals to prepare them to meet State certification requirements for teaching mathematics or science in grades seven through 12; (4) establish and operate a National Clearinghouse of Best Practices to coordinate successful and proven professional development opportunities for teachers, collect, and disseminate curricular materials, and undertake other activities to encourage teacher interest and involvement in professional development, particularly for mathematics and science teachers of grades seven through 12; (5) make grants to States to improve science and mathematics education, and encourage more students to enter the fields of mathematics, science, and technology; and (6) make grants to local educational agencies for subgrants to public elementary and secondary schools to promote both achievement equity and gender equity in mathematics and science education. Amends the Internal Revenue Code to establish: (1) a tax credit for businesses that employ science, mathematics, and technology teachers in summer fellowships related to their fields of teaching; and (2) a fair market value tax deduction for charitable contributions of science, mathematics, or technology equipment to public elementary and secondary schools.

Directs the Secretary of the military department concerned to ensure that any person becoming a member of the armed forces is provided a written statement of retirement benefits, excluding any reservation of the right to change any such benefit. Requires any such person who retires from the armed forces to receive the benefits as described.

Book Stamp Act - Directs the Secretary of Health and Human Services (HHS) to establish a grant program (based on certain State allocations under the Child Care and Development Block Grant Act of 1990) to promote child literacy and improve children's access to books at home and in early learning and other child care programs, by making books available through such programs. Requires State agencies to use such grants to enter into contracts with local child care resource and referral agencies to: (1) provide payments for eligible early learning program and other child care providers, on the basis of local needs, to make books available; and (2) promote child literacy and improve children's access to books at home and in early learning and other child care programs. Allows State agencies to reserve a portion of grant funds to support a public awareness campaign relating to program activities. Amends Federal law relating to the U.S. Postal Service (USPS) to require USPS to establish special postage stamps for child literacy, at the regular first-class rate plus a differential amount, for voluntary use by patrons. Requires USPS to pay certain amounts raised by stamp sales to HHS for child literacy promotion activities.

College Student Credit Card Protection Act - Amends the Truth in Lending Act to limit by a specified formula the total credit extended under a credit card account to a full time, traditional-aged college student (unless the student's parent or guardian assumes joint liability). Prohibits increasing the credit limit on an account for which a parent or guardian has assumed joint liability without the parent's or guardian's approval of such increase. Prohibits a creditor from opening a credit card account for any such college student who: (1) has no annual gross income; and (2) already has a credit card account under an open end consumer credit plan.

Mental Health and Substance Abuse Parity Amendments of 2001 - Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Internal Revenue Code, and the Public Health Service Act to prohibit group and individual health plans from imposing treatment limitations or financial requirements on the coverage of mental health benefits, or substance abuse and chemical dependency benefits, if similar limitations or requirements are not imposed on medical and surgical benefits. Amends the Health Insurance Portability and Accountability Act of 1986 to provide for coordination in implementation of such amendments.

National Science Education Enhancement Act - Amends the Elementary and Secondary Education Act of 1965 (ESEA), with respect to teacher professional development activities, to include support for mentoring activities for science, mathematics, engineering, and technology teachers. Includes information on model science, mathematics, engineering, and technology teacher mentoring programs among the information which the Eisenhower National Clearinghouse for Mathematics and Science Education (Clearinghouse) is required to disseminate. Includes such mentoring programs under teacher professional development program requirements for State plans, accountability reports, and local activities. Revises ESEA provisions for the allocation and use of funds for the Clearinghouse. Requires such funds to be used to: (1) solicit and gather qualitative and evaluative materials and programs, review their evaluation, rank their effectiveness, and distribute results of reviews, as well as excerpts of materials and links to Internet sites and information on-line communities of users to teachers; and (2) establish an Internet site offering a search mechanism to assist site visitors in identifying information on science, mathematics, engineering, and technology education instructional materials and programs, including electronic links to information on classroom demonstrations and experiments, teachers who have used materials or participated in programs, vendors, curricula, and textbooks. Directs the Clearinghouse to give particular attention to the effective use of materials and technology in science, mathematics, engineering, and technology education. Directs the National Academy of Sciences to study and report on the Clearinghouse. Authorizes the Secretary of Education to make grants for summer professional development institutes for teachers. Includes providing technology training software and instructional materials to teachers among local uses of ESEA school technology resource grants. Requires a portion of each ESEA 21st Century Community Learning Centers program grant to be used to provide after-school day care services that focus on science activities. Amends the Higher Education Act of 1965 (HEA) to treat technology training, tutoring teachers in the uses of classroom technology, as community service by college students under the work-study program. Increases funding for such program and reserves the amount of such increase to compensate students employed in technology training or tutoring teachers in the uses of classroom technology. Directs the Secretary of Commerce to study and report to Congress on specified aspects of a comprehensive approach to providing technologically competent teachers for U.S. schools.

Younger Americans Act - Sets forth a national youth policy to assure that all youth have access to the full array of core resources, including: (1) ongoing relationships with caring adults; (2) safe places with structured activities in which to grow and learn; (3) services that promote healthy lifestyles, including those designed to improve physical and mental health; (4) opportunities to acquire marketable skills and competencies; and (5) opportunities for community service and civic participation. Establishes in the Executive Office of the President: (1) the Office of National Youth Policy ; (2) a Director of the Office; and (3) the Council on National Youth Policy within the Office. Directs the Associate Commissioner of the Family and Youth Services Bureau of the Administration on Children, Youth, and Families in the Department of Health and Human Services to make block grant allotments to States for State and community programs for youth to assure access to the five core resources listed in the national youth policy. Provides for reservations of funds for Native American organizations, outlying areas, and Federal discretionary programs to respond to needs of youth in correctional and other out-of-home settings, high poverty areas, rural areas, and other high-risk situations. Sets forth requirements for State agencies, planning and mobilization areas, distribution of funds for State activities and local allocations, community boards and area agencies on youth, area plans, grants and contracts to eligible entities, and youth development program activities. Authorizes awarding of grants and contracts to eligible entities for specified evaluation, education and training, research, and dissemination activities. Directs the Associate Commissioner to: (1) develop and establish systems for evaluating activities under this Act, and for providing education and training of personnel of States, area agencies, and community boards to work with youth; and (2) conduct an independent biennial evaluation of the impact of programs assisted under this Act and other initiatives to promote positive youth development.

Community Protection Act of 2001- Amends the Federal criminal code to authorize qualified law enforcement officers (including qualified retired officers) carrying the photographic identification issued by the governmental agency for which the individual is, or was, employed as a law enforcement officer, notwithstanding State or local laws, to carry a concealed firearm that has been shipped or transported in interstate or foreign commerce. Specifies that this Act shall not be construed to supersede or limit the laws of any State that: (1) permit private persons or entities to prohibit or restrict the possession of concealed firearms on their property; or (2) prohibit or restrict the possession of firearms on any State or local government property, installation, building, base, or park.

Women's Right To Know Act of 2001 - Amends title XI of the Civil Rights Act of 1964 to prohibit a governmental authority, in or through any program or activity that provides health care services or information, from limiting the right of any person to provide or to receive nonfraudulent information about the availability of reproductive health care services, including family planning, prenatal care, adoption, and abortion services.

Keeping Families Together Act of 2001 - Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 (Act) to repeal the provision amending the definition of "aggravated felony," and restore provisions of law amended by such provision as if it had not been enacted, including residency-or status-related rights of an affected legal alien. Amends the Immigration and Nationality Act to revise detention of criminal alien provisions, effective as if included in the Act. Repeals, as if included in the Act: (1) certain provisions respecting termination of continuous presence or physical presence in the United States; and (2) the definition of "conviction." Authorizes the Attorney General to admit certain lawfully admitted permanent resident aliens returning to the United States who temporarily proceeded abroad voluntarily and not under an order of deportation or removal, effective as of a specified date, as if certain sections of the Antiterrorism and Effective Death Penalty Act of 1996 and the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 had not been enacted. Revises provisions respecting judicial review of removal orders. Requires the Attorney General to establish a post-proceeding removal relief process for affected aliens.

Notch Fairness Act of 2001 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to revise the formula for the computation of minimum Old Age Insurance benefits for individuals who reached age 65 in or after 1979 and to whom applies the 15-year transition period for the changes in benefit computation rules enacted in the Social Security Amendments of 1977. Sets forth a schedule of additional benefit increases for such beneficiaries (and related beneficiaries), with percentages declining from 55 percent to five percent and keyed to the year an individual became eligible for such benefits between 1979 and 1988. Allows such beneficiaries, in the alternative, to receive lump sum payments over four years totaling $5,000. Directs the Director of the Office of Management and Budget, when estimating any additional spending under the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) resulting from this Act, to decrease the adjusted discretionary spending limits for budget authority and outlays for FY 2002 set forth in such Act by the increase in direct spending estimated to result from enactment of this Act for that fiscal year.

Women's Health Environmental Research Centers Act of 2000 - Amends the Public Health Service Act to require the National Institute of Environmental Health Sciences to make grants for the development and operation of not more than six centers to conduct multidisciplinary research on environmental factors that may be related to the development of women's health conditions. Requires each center to conduct basic and clinical research, develop training protocols, conduct training, develop model continuing education programs, and disseminate information to professionals and the public, with priority to prevention activities. Allows a center to use grant funds for stipends for health and allied health professionals in that training. Requires each center to: (1) collaborate with community organizations; and (2) use the facilities of a single institution or be formed from a consortium of institutions. Limits support to five years but allows extensions if recommended by a technical and scientific peer review group appointed by the Institute's director. Authorizes appropriations.

Self-Employed Health Affordability Act of 2001 - Amends the Internal Revenue Code to increase the deduction allowed for the health insurance costs of self-employed individuals to 100 percent.

Small Communities Assistance Act of 2001 - Requires the Administrator of the Environmental Protection Agency (EPA) to establish a small community advisory committee or reconstitute an existing small community advisory committee. Directs the Administrator to develop and implement a plan to increase the involvement of small communities in the regulatory review processes conducted under the Regulatory Flexibility Act of 1980, the Small Business Regulatory Enforcement Fairness Act of 1996, and title II of the Unfunded Mandates Reform Act of 1995. Directs each EPA regional office to establish a Small Town Ombudsman Office. Requires the Administrator to distribute to small communities a guide to Federal environmental requirements for small communities.

HMO Solvency Act of 2001 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to establish solvency-related requirements for Medicaid managed care organizations, requirements that include periodic financial reporting to the State, independent audits, and approval of certain subcontractors. Amends part C (Medicare+Choice) of SSA title XVIII (Medicare) to establish solvency-related requirements for application to Medicare+Choice organizations. Directs the Secretary of Health and Human Services to provide for the application of such requirements to organizations other than Medicare+Choice organizations that receive payment on a capitated basis for provision of Medicare services.

Medicare HMO Improvement Act of 2001 - Amends part C (Medicare+Choice) of title XVIII (Medicare) of the Social Security Act with regard to contracts with Medicare+Choice organizations to: (1) provide for extension of the initial Medicare+Choice contract period from one year to three years; and (2) require termination of any contract with an organization that terminates coverage for any part of a metropolitan statistical area (or a New England County Metropolitan Area). Authorizes the Secretary of Health and Human Services to delay the effectiveness of a Medicare+Choice organization's termination of its plan with respect to all individuals in an area, if: (1) the termination would cause an imminent and serious health risk to enrollees; (2) the termination would result in a significant reduction in the Medicare+Choice plans available in the area affected; or (3) the chief executive officer of the State in which the termination occurs requests such a delay. Provides for continuity of care, for a limited period, in certain cases of involuntary termination (other than for cause) of an individual's enrollment with a Medicare+Choice plan.

Uniform Poll Closing Act of 2000 (sic) - Amends Federal presidential elections and vacancies law to: (1) establish 9 p.m., Eastern Standard Time, as the single poll closing time for presidential general elections; (2) allow the States of Alaska and Hawaii to open polling places for such an election during the day preceding election day; and (3) provide for extended daylight saving time in the Pacific time zone in presidential election years.

Amends the Internal Revenue Code to exclude, subject to a $3,000 maximum exclusion (double for a joint return), from gross income a capital gain dividend which is: (1) distributed by a regulated investment company; and (2) automatically reinvested by the company in the stock of such company with respect to which the dividend is distributed.

National Science Education Incentive Act of 2001 - Amends the Internal Revenue Code to: (1) permit an eligible science, engineering, math, or technology teacher a limited credit for undergraduate tuition; and (2) permit an elementary and secondary science, mathematics, engineering, and technology credit (SMET) credit for qualified contributions of property or service to qualified elementary and secondary schools.

Federal Elections Review Commission Act - Establishes the Federal Elections Review Commission to study and report to the President and the Congress on the nature and consequences of the Federal electoral process, making recommendations to ensure the integrity of, and public confidence in, Federal elections.
