Taxpayer Research and Coronavirus Knowledge Act of 2020 This bill requires the Department of Health and Human Services (HHS), in coordination with specified federal agencies, to compile a public, searchable database of federal contracts, tax benefits, and other support for COVID-19 (i.e., coronavirus disease 2019) biomedical research and development, including information regarding the source and amount of such support. HHS must develop the database within one month and update it every two weeks.

Make Medications Affordable by Preventing Pandemic Price gouging Act of 2020 or the MMAPPP Act of 2020 This bill imposes licensing and price restrictions on federally supported drugs and other medicines intended to address COVID-19 (i.e., coronavirus disease 2019) or other public health emergencies. With respect to a COVID-19 drug patent developed using certain types of federal support, any license granted by the federal government shall be open and nonexclusive. Similarly, a licensee or assignee for such a patent shall grant open nonexclusive licenses for the patent. An entity that receives a license shall pay reasonable royalties to (1) the patent holder, or (2) the owner of marketing exclusivity rights granted by the Food and Drug Administration (FDA) that were terminated under this bill. The bill requires that such drugs be offered at a fair and reasonable price based on certain considerations, such as access. If the Department of Health and Human Services (HHS) finds that the price of any drug to address a public health emergency is excessive, HHS must void any FDA-granted exclusivity for the drug and grant open and nonexclusive licenses to other manufacturers. Such licenses are subject to reasonable royalty requirements.

The COVID-19 Hospital and Health Provider Loan Forgiveness Act of 2020 This bill establishes and otherwise modifies requirements for the Medicare Accelerated and Advance Payment Program during the public health emergency relating to COVID-19 (i.e., coronavirus disease 2019). The program provides Medicare payments in advance to eligible providers experiencing claims or cash flow disruptions, such as during national emergencies; the program was specifically expanded in response to COVID-19 to encompass more types of providers, subject to certain recoupment and repayment provisions. The bill requires the Centers for Medicare & Medicaid Services to waive recoupment and repayment for providers who meet specified requirements. Among other criteria, providers must not have engaged in surprise billing practices with respect to COVID-19 patients. Providers must still repay any amounts not used for COVID-19 expenses; the bill caps the interest rate on such repayments at 2% upon a demonstration of hardship. The bill also requires private health insurers to treat out-of-network COVID-19 services as in-network for purposes of payment and cost-sharing.

Flint Registry Reauthorization Act This bill extends through FY2031 a voluntary lead exposure registry supported by the Centers for Disease Control and Prevention. The registry collects data on the exposure of individuals in Flint, Michigan, to lead contamination in the local drinking water system.

Knowing the Efficiency and Efficacy of Permanent Telehealth Options Act of 2020 or the KEEP Telehealth Options Act of 2020 This bill requires the Department of Health and Human Services (HHS) and the Government Accountability Office (GAO) to report on the availability and effects of expanded telehealth services under Medicare, Medicaid, and the Children's Health Insurance Program (CHIP) during the public health emergency relating to COVID-19 (i.e., coronavirus disease 2019). Among other information, HHS must detail its actions during the emergency to expand access to telehealth services and must analyze telehealth usage by certain demographic groups. The GAO must report on the efficiency and management of the telehealth expansion and related risks of fraudulent activity.

Coronavirus Health Care Worker Wellness Act of 2020 This bill requires the Agency for Healthcare Research and Quality to establish a grant program for health care providers to promote mental wellness among frontline health care workers during the COVID-19 pandemic. The agency must also study mental health and burnout among health care workers.

Real Economic Support That Acknowledges Unique Restaurant Assistance Needed To Survive Act of 2020 or the RESTAURANTS Act of 2020 This bill temporarily establishes and provides funding for the Restaurant Revitalization Fund, from which the Department of the Treasury shall make grants to eligible food and beverage purveyors to cover specified costs. The amount of such a grant shall be reduced by the amount of (1) any emergency grant received for an economic injury disaster loan, or (2) any paycheck protection loan amount forgiven under the Paycheck Protection Program established to support small businesses in response to COVID-19 (i.e., coronavirus disease 2019). For the grant program's initial period, Treasury must (1) prioritize awarding grants to marginalized and underrepresented communities, and (2) only award grants to eligible food and beverage purveyors with annual revenues of less than $1.5 million.

COVID–19 Whistleblower Protection Act This bill establishes whistleblower protections for government contractors and private sector workers who may witness waste, fraud, or abuse or be victims of misconduct with respect to a COVID-19 (i.e., coronavirus disease 2019) pandemic-related program, project, or activity. Specifically, employers may not discharge, demote, or otherwise discriminate against such protected individuals who disclose information concerning fraud, misuse, or other misconduct related to COVID-19 program funds. A protected individual may submit to the Department of Labor a complaint alleging a violation of these protections and Labor may adjudicate such complaints and award relief in accordance with the Internal Revenue Service whistleblower procedures.

This joint resolution nullifies a rule published on June 5, 2020, by the Office of the Comptroller of the Currency within the Department of the Treasury. The rule generally revises the office's implementation of the Community Reinvestment Act (CRA), which requires banks to serve the credit needs of low- and moderate-income communities. Under the CRA, a bank receives credit, which influences the bank's performance rating, for conducting specified activities related to this requirement in designated assessment areas. Among other things, the rule revises qualifying CRA activities, sets forth new procedures for determining if an activity qualifies under the CRA, and expands designated assessment areas.

Justice in Policing Act of 2020 This bill addresses a wide range of policies and issues regarding policing practices and law enforcement accountability. It includes measures to increase accountability for law enforcement misconduct, to enhance transparency and data collection, and to eliminate discriminatory policing practices. The bill facilitates federal enforcement of constitutional violations (e.g., excessive use of force) by state and local law enforcement. Among other things, it does the following: lowers the criminal intent standard—from willful to knowing or reckless—to convict a law enforcement officer for misconduct in a federal prosecution, limits qualified immunity as a defense to liability in a private civil action against a law enforcement officer or state correctional officer, and authorizes the Department of Justice to issue subpoenas in investigations of police departments for a pattern or practice of discrimination. The bill also creates a national registry—the National Police Misconduct Registry—to compile data on complaints and records of police misconduct. It establishes a framework to prohibit racial profiling at the federal, state, and local levels. The bill establishes new requirements for law enforcement officers and agencies, including to report data on use-of-force incidents, to obtain training on implicit bias and racial profiling, and to wear body cameras.

Great American Outdoors Act This bill establishes the National Parks and Public Land Legacy Restoration Fund to support deferred maintenance projects on federal lands. For FY2021-FY2025, there shall be deposited into the fund an amount equal to 50% of all federal revenues from the development of oil, gas, coal, or alternative or renewable energy on federal lands and waters. Deposited amounts must not exceed $1.9 billion for any fiscal year. The fund must be used for priority deferred maintenance projects in specified systems that are administered by the National Park Service, the Forest Service, the U.S. Fish and Wildlife Service, the Bureau of Land Management, and the Bureau of Indian Education. The Government Accountability Office must report on the effect of the fund in reducing the backlog of priority deferred maintenance projects for the specified agencies. Additionally, the bill makes funding for the Land and Water Conservation Fund (LWCF) permanent. The President shall annually report to Congress specified details regarding the allocation of funds to the LWCF. Congress may provide for alternate allocations using specified procedures.

SFC Heath Robinson Burn Pit Transparency Act This bill requires the Department of Veterans Affairs to submit quarterly reports on veterans' burn pit exposure, and to inform veterans of the Airborne Hazards and Open Burn Pit Registry if a veteran presents at a medical facility for treatment related to exposure to toxic chemicals caused by open burn pits. A burn pit is an area used for burning solid waste in open air without equipment.

Paycheck Protection Program Flexibility Act of 2020 This bill modifies provisions related to the forgiveness of loans made to small businesses under the Paycheck Protection Program implemented in response to COVID-19 (i.e., coronavirus disease 2019). Specifically, the bill establishes a minimum maturity of five years for a paycheck protection loan that has a remaining balance after the application of forgiveness. The bill also extends the covered period during which the recipient of a paycheck protection loan may use such funds for certain expenses while remaining eligible for forgiveness of the loan. Further, the bill prohibits the Small Business Administration from limiting the non-payroll portion of a forgivable covered loan amount. Currently, only 25% of a paycheck protection loan may be allocated to non-payroll expenses such as rent and utilities. The bill extends the period of time in which an employer may rehire or eliminate a reduction in employment, salary, or wages that would otherwise reduce the forgivable amount of a paycheck protection loan. However, the forgivable amount must be determined without regard to a reduction in the number of employees if the recipient is (1) unable to rehire an employee, (2) able to demonstrate an inability to hire a similarly qualified employee, or (3) able to demonstrate an inability to return to the same level of business activity. Lastly, the bill eliminates a provision that makes a paycheck protection loan recipient who has such indebtedness forgiven ineligible to defer payroll tax payments.

Afghanistan Security and Reconstruction Transparency Act This bill directs the Department of Defense (DOD) to make publicly available certain data and conduct assessments related to the Afghan National Defense and Security Forces (ANDSF). Specifically, DOD shall make publicly available all data related to ANDSF performance, including attrition rates and information about the operational readiness of Afghan National Army and Afghan National Police equipment. DOD shall also produce district-level stability assessments of Afghan government and insurgent control and influence and make such assessments publicly available.

Public Health Emergency Privacy Act This bill imposes requirements on covered organizations concerning the privacy, confidentiality, and security of COVID-19 (i.e., coronavirus disease 2019) emergency health data, which is data that is linked to an individual or device, such as test results. Covered organizations include those that collect, use, or disclose such data electronically or that develop or operate websites or applications for contact tracing and other COVID-19 response activities. Among other actions, covered organizations must provide notice of privacy and other policies, as well as ensure the accuracy of, prevent discrimination based on, and limit disclosure of the data. Covered organizations that collect data from at least 100,000 individuals must publicly report additional information about how they use and disclose the data. The bill also prohibits the use of emergency health data for commercial advertising or in ways that restrict access to opportunities, services, and other accommodations. In addition, government entities and covered organizations shall not use emergency health data to infringe on the right to vote. The Department of Health and Human Services must report on the civil rights impact of the collection, use, and disclosure of health data. The bill provides for enforcement by the Federal Trade Commission, states, and a private right of action and specifies that pre-dispute resolution mechanisms, such as arbitration, are unenforceable with respect to disputes arising under the bill.

Promoting Alzheimer's Awareness to Prevent Elder Abuse Act This bill requires the Department of Justice (DOJ) to review and update, if necessary, certain best practices, replication guides, and other training materials for law enforcement, judicial officials, and others whose work may bring them in contact with elder abuse. Specifically, DOJ must address victims and witnesses who have Alzheimer's disease and related dementias in these materials. Additionally, in creating or compiling these materials, DOJ must consult with the Department of Health and Human Services and, as appropriate, other entities with relevant expertise in elder abuse.

Nurse Workforce Protection Act of 2020 This bill requires health care providers that receive funds made available for provider relief under certain laws enacted to address COVID-19 (i.e., coronavirus disease 2019) to maintain nurse staffing levels and prohibits them from taking other actions with respect to nurse compensation and employment for a set period of time after receiving such funds. Specifically, these providers must retain at least 75% of the nurses employed as of January 31, 2020, for a designated period of time. Additionally, during that period, providers may not reduce nurse pay or hours by more than 25% or require nurses to take paid or unpaid leave. The period of time begins on the date funds are disbursed and lasts two months. However, for providers that made changes with respect to staffing, compensation or leave, the relevant period begins 30 days after the date of disbursement and lasts two months. Providers that do not meet these requirements must repay the COVID-19 funds that they received.

COVID-19 Designation of Immediate Special Authority of Spectrum for Tribes' Emergency Response in Indian Country Act or the COVID-19 DISASTER in Indian Country Act This bill grants emergency special temporary authority and provides funds to deploy wireless broadband service on tribal lands and Hawaiian home lands. Specifically, the bill directs the Federal Communications Commission (FCC) to grant emergency special temporary authority to Indian tribes, certain tribal entities, and the Department of Hawaiian Home Lands if they request such authority to use electromagnetic spectrum to provide wireless broadband service over tribal lands or Hawaiian home lands. The FCC must grant such emergency authority within 10 days of receiving a request. In addition, the bill provides funds to specified Department of Agriculture grant programs for (1) immediate deployment of wireless broadband service on tribal lands and Hawaiian home lands, including repairs to damaged infrastructure and backhaul costs; and (2) technical assistance and training.

This bill provides certain lease protections for service members under stop movement orders in response to a local, national, or global emergency. A service member may terminate a lease for premises or for a motor vehicle, and may not be charged an early termination fee for doing so, if the service member (1) enters into the lease upon receipt of certain military orders for permanent change of station, deployment with a military unit, or individual support of military operations; and (2) subsequently receives, in response to a local, national, or global emergency, a stop movement order for an indefinite period or at least 30 days. For the bill to apply in the case of a lease for premises, the stop movement order must prevent the service member or the service member's dependents from occupying the premises.

Coral Reef Conservation Reauthorization Act of 2020 This bill sets forth requirements concerning the conservation and restoration of coral reef ecosystems, including to reauthorize through FY2025 and expand the Coral Reef Conservation Act of 2000, reauthorize through FY2025 the Deep Sea Coral Research and Technology program, and establish the Coral Reef Ecosystem Studies Program.

COVID-19 Mortgage Relief Act This bill extends protections for renters and mortgage borrowers provided in response to the COVID-19 (i.e., coronavirus disease 2019) emergency, revises bankruptcy provisions, and expands COVID-19 aid programs to include mortgage servicers. Mortgage forbearance may be extended to borrowers for up to 12 months. Currently, borrowers may receive 180 days of forbearance, with an extension of up to an additional 180 days. The bill also expands the forbearance provisions to apply to nonfederally backed mortgages. The bill expands the current moratorium on evictions of renters from property receiving a forbearance to generally protect all such renters, not only renters in federally assisted housing or property that has a federally backed mortgage. The current moratorium on mortgage foreclosures is extended from 60 days beginning on March 18, 2020, to 6 months after enactment of this bill. The bill also expands this moratorium to include nonfederally backed mortgages. Additionally, the bill generally revises bankruptcy provisions. COVID-19 aid is excluded from property subject to bankruptcy proceedings and the homestead exemption available to individual debtors is increased, among other protections. Existing COVID-19 economic aid programs are expanded to include mortgage servicers. The Department of the Treasury must allow mortgage servicers to participate in these programs to receive loans, loan guarantees, and other investments currently offered to eligible businesses, states, and municipalities.

Medicare Crisis Program Act of 2020 This bill makes a series of changes to health insurance coverage and requirements during the public health emergency relating to COVID-19 (i.e., coronavirus disease 2019). For example, the bill makes several changes to Medicare and Medicare Advantage (MA) during the public health emergency. Among other things, the bill allows all individuals who receive unemployment benefits, and their dependents, to enroll in Medicare if they otherwise do not have health insurance coverage; eliminates cost-sharing for COVID-19 drugs and treatment services under Medicare and MA; eliminates premiums under Medicare and caps overall cost-sharing under Medicare and MA; and establishes a national clearinghouse for the purchase and distribution of COVID-19 personal protective equipment for Medicare providers. The bill also alters requirements under Medicaid and the Children's Health Insurance Program (CHIP) and for private health insurers during the emergency. Among other things, the bill requires coverage of COVID-19 vaccines and treatment services under Medicaid and CHIP without cost-sharing; increases the Medicaid Federal Medical Assistance Percentage (FMAP) that is otherwise applicable during the public health emergency, including for states experiencing economic downturns (i.e., high unemployment); requires private health insurers to cover COVID-19 treatment services without cost-sharing; and requires federal payment to health care providers for the cost of COVID-19 treatment services that are provided to uninsured individuals, based on Medicare payment rates.

COVID-19 Testing, Reaching, And Contacting Everyone (TRACE) Act This bill authorizes the Centers for Disease Control and Prevention (CDC) to award grants for testing, contact tracing, monitoring, and other activities to address COVID-19 (i.e., coronavirus disease 2019). Entities such as federally qualified health centers, nonprofit organizations, and certain hospitals and schools are eligible to receive such grants. In awarding the grants, the CDC shall prioritize applicants that (1) operate in hot spots and medically underserved communities, and (2) agree to hire individuals from the communities where grant activities occur.

Health Equity and Accountability Act of 2020 This bill directs the Department of Health and Human Services (HHS) and others to undertake efforts to reduce health disparities. For example, the bill (1) requires more detailed reporting of demographic and health disparities data, (2) directs certain components of HHS to support health workforce diversity, and (3) increases access to culturally and linguistically appropriate health care. The bill also modifies eligibility and other requirements for Medicare, Medicaid, private health insurance, and other programs to reduce health disparities among vulnerable populations. The bill includes specific provisions with respect to noncitizens; maternal, infant, and child health; mental and behavioral health; and specified conditions that disproportionately affect racial and ethnic minority groups, such as certain cancers, HIV/AIDs, kidney disease, and diabetes. Additionally, the bill (1) revises health information technology programs to address health disparities; (2) establishes an Office of Health Disparities within HHS, as well as civil rights compliance offices within HHS agencies; and (3) supports health impact assessments and other efforts pertaining to environmental justice and social determinants of health. The Government Accountability Office must report on health workforce diversity and other specified issues related to health care and health disparities.

Immediate COVID Testing Procurement Act This bill requires the President, within 24 hours of this bill's enactment, to issue purchase orders for a program of the highest national urgency (commonly known as a DX purchase order) to procure under the Defense Production Act of 1950 (DPA) supplies to conduct COVID-19 (i.e., coronavirus disease 2019) medical testing nationwide. The supplies must have received prior approval from the Centers for Disease Control and Prevention or have received emergency use authorization from the Food and Drug Administration for the detection of COVID-19. The bill waives certain DPA requirements relating to industrial resource and critical technology shortfalls and notification to Congress.

Emergency Cannabis Small Business Health and Safety Act This bill makes a cannabis-related legitimate business or service provider eligible for specified Small Business Administration (SBA) programs established in response to COVID-19 (i.e., coronavirus disease 2019), and it exempts the SBA from liability under federal laws or regulations solely for providing a loan or guarantee to such a business or service provider.

Transparency and Effective Accountability Measures for Veteran Caregivers Act or the TEAM Veteran Caregivers Act The bill revises the administration of Department of Veterans Affairs (VA) caregiver programs. Specifically, the bill requires the VA to formally recognize caregivers of veterans by identifying any caregiver in the health record of the veteran. Such caregivers covered by the bill include those participating in the Program of Comprehensive Assistance for Family Caregivers and those participating in the Program of General Caregiver Support Services. The bill requires the VA to notify veterans and their caregivers regarding any clinical determinations made relating to claims, tier reduction, or termination of assistance under, or eligibility for, the specified caregiver programs. The notifications must be standardized and contain specified details regarding the decisions. The bill also requires the VA to temporarily extend benefits under the Program of Comprehensive Assistance for Family Caregivers for at least 90 days after the receipt of notice that a veteran is no longer clinically eligible for the program. Such an extension shall not apply to the termination of caregiver benefits (1) if the VA determines the caregiver committed fraud or abused or neglected the veteran, (2) if another primary provider or individual caregiver is designated within 90 days after the termination, (3) if the terminated individual moves out or abandons their relationship with the veteran, or (4) upon request of the caregiver or veteran.

This resolution recognizes the 50th anniversary of Earth Day and addresses environmental challenges. It urges (1) the President to issue a proclamation recognizing the anniversary; and (2) governments and people to continue building upon the Paris Agreement and other efforts to ensure that future generations inherit a livable, sustainable, and ecologically rich planet. The resolution reaffirms that immediate action is needed to reduce greenhouse gas emissions to protect our planet, public health, and overall well-being of all people and wildlife. In addition, it encourages the American people to mark Earth Day by working to address environmental challenges, educate others about the need for year-round action, and honor the stewardship ethic for which Senator Gaylord Nelson stood.

Integrity for Public Officials Act or the IPO Act This bill prohibits certain senior government officials, including Members of Congress, from engaging in specified transactions. Specifically, the bill prohibits these individuals from (1) purchasing or selling certain investments in securities, commodities, or futures; (2) entering into a transaction that creates a net short position in a security; or (3) serving as an officer or board member of a for-profit association, corporation, or other entity.

Integrated Disability Evaluation System Accountability Act of 2020 This bill requires the Department of Defense (DOD) to report on the implementation and application of the Integrated Disability Evaluation System (a joint DOD and Department of Veterans Affairs process to determine disability benefits for servicemembers).

Coronavirus Community Relief Act This bill provides $250 billion for certain localities affected by the COVID-19 (i.e., coronavirus disease 2019) pandemic. Specifically, the bill provides funding for FY2020 for units of local government with a population of 500,000 or less. Payment shall be made within 30 days after submission of a specified certification by the locality. The amount of the payment is proportional to population. Local governments shall use the funds provided to cover only those costs that (1) are necessary and related to the public health emergency caused by COVID-19, and (2) were incurred during the period of March 1-December 30, 2020. The Office of Inspector General of the Department of the Treasury shall conduct monitoring and oversight of the receipt, disbursement, and use of funds.

This resolution recognizes the accomplishments and example of Cesar Estrada Chavez. The resolution also encourages the people of the United States to commemorate his legacy and to always remember his rallying cry, "Si, se puede!" (which means "Yes, we can!").
