Amends the Wildfire Suppressing Aircraft Transfer Act of 1996 to provide that provisions permitting an agency to order goods or services from that or another agency only if such goods or services cannot be provided as conveniently or cheaply by a commercial enterprise shall not limit the use of interagency agreements with the Air National Guard or Air Force Reserve to procure the services of a unit of the Guard or Reserve to conduct Defense Support to Civil Authority missions utilizing military fixed wing aerial firefighting aircraft, including Modular Airborne Firefighting System (MAFFS) units, in the initial airborne response to fighting wildfires. Makes such limitation inapplicable only when the Incident Commander determines: (1) that privately contracted fixed-wing aerial firefighting aircraft are unavailable, (2) it is necessary for military fixed-wing aerial firefighting aircraft including MAFFS units to perform an initial airborne response, or (3) that military fixed-wing aerial firefighting aircraft including MAFFS units are needed to supplement privately contracted fixed-wing aerial firefighting aircraft.

STEM Jobs Act of 2012 - Amends the Immigration and Nationality Act to make up to 55,000 visas available to qualified immigrants who: (1) have a doctorate degree in a field of science, technology, engineering, or mathematics (STEM degree) from a U.S. university; (2) agree to work for at least five years for the petitioning employer or in the United States in a STEM field upon being lawfully admitted for permanent residence; and (3) have taken all doctoral courses in a STEM field, including all correspondence courses, while physically present in the United States. Makes any such unused visas available to aliens who: (1) hold a master's degree in a STEM field from a U.S. university; (2) agree to work for a total of at least five years for the petitioning employer or in the United States in a STEM field upon being lawfully admitted for permanent residence; (3) have taken all master's degree courses in a STEM field, including all correspondence courses, while physically present in the United States; and (4) hold a baccalaureate degree in a STEM field or in the biological and biomedical sciences. Prohibits the Secretary of Homeland Security (DHS) (Secretary) from approving an employer petition on behalf of either of the above class of aliens unless the Secretary receives a determination by the Secretary of Labor that there are not sufficient American workers available for the job. Requires: (1) employers of foreign STEM graduates to submit a job order for the position with the appropriate state workforce agency, and (2) such agency to post the position on its website for at least 30 days. Requires DHS to make available on its website specified information regarding foreign STEM employers, the number of aliens granted STEM status, and their occupations. Eliminates the diversity immigrant program. States that: (1) the permanent priority date for any employment-based petition shall be the date on which the petition is filed, unless such filing was preceded by the filing of a labor certification with the Secretary of Labor, in which case that date shall constitute the priority date; and (2) an alien who is the beneficiary of an employment-based petition that was approvable when filed shall retain such petition's priority date in the consideration of any subsequently filed employment-based petition. Revises student visa provisions.

To amend the Horse Protection Act to designate additional unlawful acts under the Act, strengthen penalties for violations of the Act, improve Department of Agriculture enforcement of the Act, and for other purposes.

Amends the Horse Protection Act (HPA) to direct the Secretary of Agriculture to prescribe regulatory requirements for the Department of Agriculture (USDA) to license, train, assign, and oversee persons who are to be hired by the management of horse shows, exhibitions, sales, or auctions and are qualified to detect and diagnose sore horses or otherwise inspect horses at such events. (The soring of horses refers to the application of blistering agents, burns, lacerations, sharp objects, or other substances or devices to a horse's limb to produce a higher gait by making it painful for the horse to step down.) Replaces the current horse inspector appointment process under which the management of a horse show, exhibition, sale, or auction appoints inspectors with a new process requiring the Secretary to assign USDA-licensed inspectors after receiving notice that management intends to hire such inspectors. Specifies that the term "management" includes sponsoring organizations and event managers. Directs the Secretary to disqualify a horse the Secretary determines is sore for specified minimum time periods that increase after the first, second, and third instance. Prohibits a person from causing or directing a horse to become sore for the purpose of any horse show, exhibition, sale, or auction or allowing any such activity respecting a horse which is sore by the owner of such horse. Expands a list of activities designated as unlawful conduct under such Act to include a prohibition on showing, exhibiting, selling, or auctioning a Tennessee Walking, a Racking, or a Spotted Saddle horse with: (1) an action device; or (2) a weighted shoe, pad, wedge, hoof band, or other device or material if it is constructed to artificially alter the gait of such horses and is not strictly protective or therapeutic. Defines "action device" as any boot, collar, chain, roller, or other device that encircles or is placed upon the lower extremity of the leg of a horse in such a manner that it can: (1) rotate around the leg or slide up and down the leg, so as to cause friction; or (2) strike the hoof, coronet band, fetlock joint, or pastern of the horse. Increases the maximum criminal penalties and maximum civil liability penalties to the United States for certain HPA violations. Expands the categories of activities the Secretary may disqualify a violator of such Act from participating in to include: (1) transporting or arranging for the transportation of a horse to or from a show, exhibition, sale, or auction; (2) personally giving instructions to an exhibitor; (3) being knowingly present in a warm-up area, inspection area, or other area that spectators are not permitted; or (4) financing the participation of other individuals. Permits the Secretary to permanently disqualify a person with at least three violations after notice and an opportunity for a hearing.

Wildfire Suppression Aircraft Transfer Act of 2012

Wildfire Suppression Aircraft Transfer Act of 2012 - Directs the Secretary of Defense (DOD) to transfer to the Secretary of Agriculture (USDA) 14 C-27J aircraft that are excess to DOD needs and that acceptable for use by the Forest Service for wildfire suppression purposes. Grants the USDA Secretary priorty over other federal agencies regarding such transfers. Allows the DOD Secretary during FY2013-FY2017 to sell aircraft and aircraft parts that are excess to DOD needs to persons or entities contracting with the federal government for wildfire suppression purposes.

Condemns the growing repression of democracy and human rights in Ecuador, including the suppression of freedom of expression and increased government control over the judiciary. Calls on the Secretary of State to: (1) note in the 2012 and future Country Reports on Human Rights Practices for Ecuador the limited ability to report on the full account of human rights abuses in Ecuador due to a lack of transparency within government institutions in that country; and (2) provide to the relevant Senate and House committees a budget and performance review of Department of State and U.S. Agency for International Development (USAID) activities in Ecuador funded to promote strong democratic institutions, the rule of law, and human rights. Expresses concern regarding: (1) the lack of high-level counternarcotics cooperation between the United States and Ecuador, (2) aspects of Ecuador's actions that fail to meet the intentions of the Andean Trade Preference Act (ATPA) and the Andean Trade Promotion and Drug Eradication Act, and (3) the expanded relationship between Ecuador and Iran. Declares that the House of Representatives is not inclined to support a renewal of ATPA for Ecuador based on the current status of such concerns. Calls for a careful review of such concerns, in addition to Ecuador's eligibility as a beneficiary country, when considering renewal of ATPA, which expires on July 31, 2013.

Wildland Firefighters Health Protection Act

Wildland Firefighters Health Protection Act - Defines "wildland firefighter" as an employee of a federal land management agency who performs work directly related to the prevention, control, suppression, and management of wildfires, including an employee who is assigned to support wildland fire suppression activities and an employee who is transferred to a supervisory or administrative position. Directs the Office of Personnel Management (OPM), in cooperation with such agencies, to commence development of a separate wildland firefighter occupational series that will more accurately reflect the variety of duties performed. Requires a wildland firefighter's hours of work officially ordered or approved in excess of 40 hours per week or 8 hours per day to be considered overtime work. Makes time the firefighter is away from his or her official duty station assigned to an emergency incident, in support of an emergency incident, or pre-positioned for emergency response compensable as work time. Includes hazardous duty differentials as basic pay for retirement purposes. Prohibits OPM from excluding wildland firefighters from federal employees' group life insurance (FEGLI) and from federal health care benefits.

Raechel and Jacqueline Houck Safe Rental Car Act of 2012

Raechel and Jacqueline Houck Safe Rental Car Act of 2012 - Requires a rental company that receives a Secretary of Transportation (DOT) ordered notification from the manufacturer of a covered rental vehicle of equipment defect, or noncompliance with federal motor vehicle safety standards, during the vehicle rental period to contact the renter and any authorized driver of the vehicle about the defect or noncompliance. Covers a rental vehicle: (1) rated at 26,000 pounds gross vehicle weight or less, (2) rented without a driver for an initial term of under 4 months, and (3) that is part of a motor vehicle fleet of 5 or more motor vehicles used for rental purposes by a rental company. Authorizes a rental company that receives notification of a defect or the noncompliance of a new vehicle or new replacement vehicle equipment in the company's possession to rent such vehicle or equipment only if the defect or noncompliance is remedied. Prohibits a rental company from knowingly making inoperable any safety devices or elements of design installed on or in a compliant motor vehicle or vehicle equipment unless the company reasonably believes such vehicle or equipment will not be used when the devices or elements are inoperable. Authorizes the Secretary, upon request, to inspect records of a rental company with respect to a safety investigation. Authorizes the Secretary to require a rental company to keep records or make reports for purposes of compliance with federal motor vehicle safety orders or regulations. Authorizes the Secretary to study the effectiveness of the amendments made by this Act and of other activities of rental companies.

Religious Freedom Tax Repeal Act of 2012

Religious Freedom Tax Repeal Act of 2012 - Amends the Internal Revenue Code to exempt an employer opposed by reason of adherence to a religious belief or moral conviction from the tax penalty imposed for failure of a group health plan to cover required women's preventive care and screenings. Amends the Employee Retirement Income Security Act of 1974 (ERISA) to prohibit the Secretary of Labor from bringing an action against a plan to enforce any requirement to provide such coverage to which an employer is opposed by reason of adherence to a religious belief or moral conviction. Exempts group health plans from penalties under state and federal enforcement provisions of the Public Health Service Act for failure to meet such women's health requirements insofar as they concern coverage to which an employer is opposed on the basis of religious belief or moral conviction.

Child Protection Act of 2012

Child Protection Act of 2012 - Amends the federal criminal code to impose a fine and/or prison term of up to 20 years for transporting, receiving, distributing, selling, or possessing pornographic images of a child under the age of 12. Requires a U.S. district court to issue a protective order prohibiting harassment or intimidation of a minor victim or witness if the court finds evidence that the conduct at issue is reasonably likely to adversely affect the willingness of the minor witness or victim to testify or otherwise participate in a federal criminal case or investigation. Directs the U.S. Sentencing Commission to review and amend the federal sentencing guidelines and policy statements to ensure that such guidelines provide an additional penalty for sex trafficking of children and other child abuse crimes. Allows the Director of the U.S. Marshals Service to issue an administrative subpoena for the investigation of unregistered sex offenders by the U.S. Marshals Service. Amends the PROTECT Our Children Act of 2008 to: (1) double the amount that the Attorney General may award a non-law enforcement agency entity annually to establish and conduct training courses for National Internet Crimes Against Children Task Force Program task force members and other law enforcement officials, (2) require the Attorney General to designate a senior official at the Department of Justice (DOJ) with experience in investigating or prosecuting child exploitation cases as the National Coordinator for Child Exploitation Prevention and Interdiction to be responsible for coordinating the development of the National Strategy for Child Exploitation Prevention and Interdiction, (3) authorize appropriations for carrying out such strategy for FY2014-FY2018, (4) delete a requirement that the National Internet Crimes Against Children Data System identify high-priority suspects based on the volume of suspected criminal activity, and (5) require the Attorney General to report within 90 days after enactment of this Act on the status of the establishment of such System.

Amends the federal criminal code to exempt the Secretary of Homeland Security (DHS) from disclosure of confidential information violations when the Secretary shares certain information and materials with intellectual property rights owners for purposes of determining whether semiconductor chip products are being imported into the United States in violation of Lanham Act provisions that prohibit infringing trademarks on imported articles or in violation of any of the exclusive rights of the owner of a mask work under the Semiconductor Chip Protection Act of 1984. Authorizes the Secretary, upon presentation of such products, to: (1) share with the holder of the registered mark or the owner of the mask work information on the semiconductor chip products and their packaging and labels, including unredacted photographs or digital images of such products, packaging, and labels; and (2) supply unredacted samples of such products to such holder of the registered mark or owner of the mask work at any time, subject to bonding requirements. Requires the Secretary, upon detention of such products, to share such product information and unredacted photographs or images with the registered mark holder or mask work owner. Sets forth exceptions for cases that would compromise ongoing law enforcement investigations or national security.
