Veterans Educational Equity Act - Provides that, in the case of an individual entitled to veterans' educational assistance under the Post-9/11 Educational Assistance program and who is enrolled at an institution of higher education in a state in which the public institutions charge only fees in lieu of tuition, the Secretary of Veterans Affairs (VA) shall allow the individual to use all or a portion of the amount payable under the educational assistance program to pay the tuition or fees for that program of education.

Increasing Homeownership Opportunities Act - Amends the Federal Home Loan Mortgage Corporation Act and the Federal National Mortgage Association Charter Act to increase limitations on the maximum original principal obligation of mortgages that may purchased by the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation Association (Freddie Mac). Increases such limitations in areas where 125% (currently, 115%) of the median price of residences of a particular size exceed existing mortgage purchase limitations for such residence size. Gives the Director of the Federal Housing Finance Agency (FHFA) discretion to increase existing mortgage purchase limitations where an increase is warranted by higher median home prices in an area or sub-area and will have a significant impact on the cost or availability of mortgages for such homes. Amends the National Housing Act to raise limitations on the maximum principal obligation of mortgages that may be insured by the Secretary of Housing and Urban Development (HUD). Gives the Secretary discretion to increase mortgage insurance limitations where an increase is warranted by higher median home prices in an area or sub-area and will have a significant impact on the cost or availability of mortgages for such homes.

Truth in Fur Labeling Act of 2009 - Amends the Fur Products Labeling Act to: (1) eliminate the exemption to fur labeling requirements for products containing relatively small amounts of fur; and (2) permit states to enforce more restrictive labeling requirements. Directs the the Federal Trade Commission (FTC), in the Fur Products Name Guide, to replace the term "Raccoon, Asiatic" with "Dog, Raccoon."

Ski Area Recreational Opportunity Enhancement Act of 2009 - Amends the National Forest Ski Area Permit Act of 1986 to require the term and acreage of permits for the operation of ski areas and associated facilities (under current law, for the operation of nordic and alpine ski areas and facilities) on National Forest System lands to be governed by provisions under the Act relating to such permits and other applicable law. Provides for the issuance of permits for the use and occupancy of suitable lands within the National Forest System for skiing and other snow-sports and such other seasonal or year-round recreational activities associated with mountain resorts as the Secretary of Agriculture may authorize pursuant to this Act. Allows the Secretary to authorize the holder of a permit issued pursuant to the Act to also provide on National Forest System land subject to such permit such other seasonal or year-round natural-resource based, outdoor-developed recreational activities and associated facilities, in addition to skiing and other snow-sports, as determined appropriate. Prohibits the Secretary from authorizing any activity or facility under this Act if its authorization would result in the primary recreational purpose of a National Forest System land with a ski area permit being a purpose other than skiing or any other snow-sport.

Lord's Resistance Army Disarmament and Northern Uganda Recovery Act of 2009 - Directs the President to submit to the appropriate congressional committees a regional strategy to guide U.S. support for multilateral efforts to eliminate the threat to civilians and regional stability posed by the Lord's Resistance Army (LRA) and to enforce the rule of law and ensure full humanitarian access in LRA-affected areas. Authorizes the President to provide assistance to respond to the humanitarian needs of populations in northeastern Congo, southern Sudan, and Central African Republic affected by LRA activity. Expresses the sense of Congress that the Secretary of State and Administrator of the United States Agency for International Development (USAID) should work with the appropriate congressional committees to increase future assistance to Uganda if the government of Uganda demonstrates a commitment to reconstruction in war-affected areas of northern and eastern Uganda. Expresses the sense of Congress that the President should support efforts by the people of northern Uganda and the government of Uganda to: (1) promote local and national reconciliation including mechanisms outlined in the Annexure to the Agreement on Accountability and Reconciliation between the government of Uganda and the LRA; and (2) assist internally displaced people, establish mechanisms for the demobilization and reintegration of former combatants, and enhance the competency of local institutions including the police.

Drug Trafficking Elimination Act of 2009 - Amends the Controlled Substances Act and the Controlled Substances Import and Export Act to increase prison terms or impose mandatory minimum prison terms for: (1) manufacturing, distributing, dispensing, or possessing certain large amounts of heroin, marihuana, or methamphetamine; (2) importing or exporting such drugs; (3) manufacturing or cultivating a controlled substance on federal property; (4) using hazardous substances on federal land in connection with illegal drug activities; (5) possessing a listed chemical with intent to manufacture a controlled substance; (6) committing a crime of violence during and in relation to a drug trafficking crime; (7) engaging in a dangerous drug trafficking organization; (8) distributing controlled substances to persons under age 21 or to a pregnant person; (9) distributing controlled substances in or near schools; and (10) employing or involving persons under age 18 in illegal drug activities. Directs the Attorney General to develop a National Drug Trafficking Enforcement Strategy.

Mother's Day Centennial Commemorative Coin Act - Instructs the Secretary of the Treasury to mint and issue not more than 400,000 $1 coins emblematic of the 100th anniversary of President Wilson's proclamation designating the second Sunday in May as Mother's Day. Authorizes the Secretary to issue such coins beginning January 1, 2014, except that the Secretary may initiate sales of such coins, without issuance, before such date. Terminates such minting authority after December 31, 2014. Requires coin sales to include a $10 surcharge per coin, with distribution of such surcharges to the Susan G. Komen for the Cure and the National Osteoporosis Foundation for the purpose of furthering research.

Clear Law Enforcement for Criminal Alien Removal Act of 2009 or the Charlie Norwood CLEAR Act of 2009 - States that: (1) state and local law enforcement personnel, in the course of their routine duties, have the inherent authority to investigate, apprehend, or transfer to federal custody aliens in the United States (including interstate transportation of such aliens to detention centers) in order to assist in the enforcement of U.S. immigration laws; and (2) effective two years after enactment of this Act, a state that has in effect a statute, policy, or practice prohibiting such law enforcement assistance shall not receive certain federal incarceration assistance. Provides for the listing of immigration violators in the National Crime Information Center database. Directs states and localities to provide the Secretary of Homeland Security (DHS) with specified information about apprehended aliens who are believed to be in violation of U.S. immigration laws. Provides federal reimbursement for related state and local costs. (States that such provision shall not require state or local enforcement officials to provide DHS with information related to a victim of a crime or witness to a criminal offense.) Directs the Secretary to make grants to states and political subdivisions that enforce immigration laws in the course of their routine law enforcement duties for special equipment and facilities related to arresting, detaining, or transporting illegal aliens. Directs the Secretary to: (1) construct or acquire 20 additional detention facilities for aliens detained pending removal (or a decision on removal); and (2) consider the transfer of military installations under base closure laws for such purposes. Amends the Immigration and Nationality Act regarding illegal aliens apprehended by state or local authorities to provide for: (1) federal custody upon state or local request; and (2) state or local compensation for related incarceration and transportation costs. Directs the Attorney General or the Secretary to ensure that the detention of an alien subject to removal is in an adequate state or local prison, detention center, or other comparable facility prior to his or her removal examination. Directs the Secretary to establish immigration-related training for state and local personnel. Provides: (1) personal liability immunity to the same extent as corresponding federal immunity for state or local personnel enforcing immigration laws within the scope of their duties under this Act; and (2) civil rights money damage immunity for state or local agencies enforcing immigration laws unless their personnel violated criminal law in such enforcement. Continues the institutional removal program (IRP), which shall be expanded to all states. Authorizes state or local detention of an illegal alien after completion of such alien's prison sentence for: (1) up to 14 days to facilitate federal transfer; or (2) until transfer to the U.S. Immigration and Customs Enforcement. Authorizes appropriations for FY2010 and subsequent fiscal years for the state criminal alien assistance program (SCAAP).

Military Voting Protection Act of 2009 - Amends the Uniformed and Overseas Citizens Absentee Voting Act to direct the Secretary of Defense (the presidential designee) to establish procedures for: (1) collecting marked absentee ballots of absent overseas uniformed services voters in regularly scheduled general elections for federal office; and (2) delivering such ballots to the appropriate state election officials. Requires the designee to: (1) ensure that such ballots are delivered prior to the time established for the closing of the polls on the date of the election; (2) carry out delivery requirements by utilizing the express mail delivery services of the U.S. Postal Service, which shall include a mechanism for ballot tracking; (3) inform individuals who are anticipated to be absent overseas uniformed services voters in such an election of the procedures for collection and delivery of marked absentee ballots established pursuant to this Act; and (4) take steps to ensure that such voters are able to cast their votes in a private and independent manner, and that vote contents remain private while in the designee's possession or control.

Strategy and Effectiveness of Foreign Policy and Assistance Act of 2009 - Directs the President to report to Congress regarding: (1) the organizational structures of the Department of State, the United States Agency for International Development (USAID), and other foreign affairs agencies; and (2) the extent to which the organizational structures of such departments and agencies and U.S. foreign assistance programs, budget plans, personnel decisions, and diplomacy are related to long-term U.S. security strategy. Directs the President to take actions necessary to integrate the following offices and bureaus into a single Department office to be known as the Office of Long-Term Planning and Resource Management: (1) the Office of Policy Planning, the Office of Resource Management, and the Office of the Director of Foreign Assistance of the Department of State; and (2) the Bureau of Budget/Performance/Accountability of USAID.

Service Members First-Time Homebuyer Relief Act of 2009 - Amends the Internal Revenue Code to exempt a member of the Armed Forces from the recapture requirements of the first-time homebuyer tax credit if such member receives orders for service on qualified official extended duty requiring such member to deploy outside the United States, make a permanent or temporary change of duty station, or reside in government quarters.

Requires the Administrator of the Environmental Protection Agency (EPA), in implementing a greenhouse gas (GHG) regulatory program that provides for the sale of emission allowances in connection with an absolute limit on GHG emissions, to publish on a monthly basis the average cost per kilowatt hour of the emission allowances purchased by each person generating electricity for sale. Requires the Administrator to include in such publication an allocation of such costs, based on the generation sources, among the regions in which electric power is purchased and sold at wholesale. Amends the Public Utility Regulatory Policies Act of 1978 to require each electric utility, within two years, to include in each billing statement transmitted to each electric consumer a statement of the portion of the rate charged to that consumer that represents the cost of emission allowances purchased by the utility for the period covered by such billing statement. Requires a utility that purchases electric energy in a region for which the Administrator has published the average cost per kilowatt hour of emission allowances to include the appropriate portion of such costs in each such billing statement.

Small Business Health Options Program Act of 2009 or the SHOP Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services to designate an office within the Department of Health and Human Services (HHS) to administer a health insurance program for small businesses and self-employed individuals to purchase health insurance coverage meeting certain requirements. Establishes a Small Business Health Board to monitor the implementation of the program and make recommendations for improvements. Requires the Administrator of the program to: (1) enter into contracts with health insurance issuers to provide health insurance coverage under this Act; and (2) enter into agreements with entities to serve as navigators to provide information about the program, provide referrals to applicable agencies for any grievance, complaint, or question, and assist in enrollment. Requires a participating employer to ensure that each eligible employee has an opportunity to enroll in a plan. Sets forth requirements for health plans offered under this Act. Requires the Administrator to contract with the National Association of Insurance Commissioners to study: (1) the rating requirements that apply to health insurance purchased in the small group markets in the states and to develop recommendations concerning rating requirements; and (2) the administrative procedures that apply to the program and to health insurance purchased in the small group markets in states. Sets forth premium-setting rules for plans under this Act. Allows a state to prohibit participation in this program if the state offers alternative health benefit plans. Amends the Internal Revenue Code to allow a tax credit for small employers for qualified employee health insurance expenses under this Act.

Applauds the response of Italian rescue workers. Recognizes the deep ties between the United States and Italy and expresses continued solidarity with the people of Italy during this time of crisis. Supports President Obama's offer of U.S. assistance to Italy in response to this event. Expresses gratitude to the people of the United States who have supported those humanitarian aid agencies working to assist the people of Italy in this time of need.

Condemns the anti-Semitic acts in Venezuela. Expresses: (1) support for all Venezuelan citizens targeted by the Chavez government, including those in the Jewish community; and (2) concern regarding the increased collaboration between the Iranian regime, Hezbollah, and the Venezuela government, and such collaboration's ramifications for Venezuela's Jewish community. Calls on the government of Venezuela to abide by its international obligations and to protect the rights of the Jewish Venezuelan community. Encourages the President and the Secretary of State to reach out to democracy and human rights activists in Venezuela and to assist them in combating anti-Semitism in Venezuela.

Keep Terrorists Out of America Act - Expresses the sense of Congress that individuals currently detained at the Naval Station Guantanamo Bay, Cuba, should not be transferred or released into the United States. Prohibits the President from transferring or releasing any such individual into the United States unless 60 days prior to such transfer: (1) the President submits to the governor and legislature of the state to which the President intends to transfer or release such an individual certification that the individual does not pose a security risk to the United States; (2) the governor and state legislature of the state in which the President intends to transfer an individual consent to the transfer; and (3) the President notifies the Congress of, among other things, the name of the individual being transferred, the installation the individual is being transferred to, a justification for the transfer, and a certification that the President has mitigated any risks to national security posed by the transfer.

Bureau of Alcohol, Tobacco, Firearms, and Explosives Reform and Firearms Modernization Act of 2009 - Amends the federal criminal code to revise the civil penalties for violations of firearms law and the procedures for assessing such penalties. Requires fines to be based upon the nature and severity of the violation, the size of the firearms business involved, and the prior record of the firearm's licensee. Prohibits consideration of the amount of fines or license revocations imposed by agents of the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) in the retention, promotion, or transfer of such agents. Revises the definition of "willfully" for purposes of firearms violations and standards for criminal violations of firearms recordkeeping requirements. Requires the Attorney General to: (1) make preliminary determinations on firearms license applications and notify applicants in writing of a proposed denial; and (2) establish guidelines for ATF inspections, examinations, or investigations of possible firearms violations. Permits an owner of a firearms business whose license is expired, surrendered, or revoked 60 days to liquidate inventory. Allows purchasers of existing firearms businesses the right to cure firearms violations attributable to such businesses. Allows the transfer, possession, and importation of machineguns for industry testing, research and training, national security services, and motion picture or television production. Eliminates the requirement of written permission for the use of a handgun for lawful purposes by a minor (under age 18) where a parent or legal guardian is present at all times during such use. Prohibits the Attorney General from electronically retrieving inactive firearms licensee information by name or personal identification code. Directs the Attorney General to authorize the importation of all frames or receivers of rifles, or barrels for firearms other than handguns, if the importation is for repair or replacement purposes.

American Energy Innovation Act - Amends the Internal Revenue Code to provide incentives for energy production and conservation, including by: (1) allowing accelerated depreciation of cellulosic biomass ethanol plant property, coal-to-liquid plant property, dedicated ethanol distribution lines, solar and fuel cell property, smart electric meters, and certain clean coal power plants; (2) making permanent tax credits for increasing research activities, nonbusiness energy property, gas produced from biomass, and synthetic fuels produced from coal; (3) allowing new tax credits for pollution abatement equipment, the manufacture of natural gas-powered vehicles, nuclear power manufacturing and construction projects, and carbon dioxide capture from industrial sources; (4) extending the income tax credits for the production of electricity from renewable resources, for energy efficient home expenditures, and for the conversion of motor vehicles to natural gas powered vehicles; (5) extending the excise tax credit for alternative fuels and alternative fuel vehicles; (6) extending the tax deduction for energy efficient commercial buildings; and (7) increasing the tax credit for carbon dioxide sequestration. Establishes: (1) a pilot project for leasing federal lands for the development of commercial photovoltaic and concentrating solar power energy systems; (2) an Alternative Fuel Vehicle Innovation Prize; (3) the Office of the Federal Oil and Gas Permit Coordinator; and (4) the Deficit Reduction Trust Fund into which Outer Continental Shelf (OCS) receipts derived from leases of tracts available as a result of this Act shall be deposited. Amends the Clean Air Act to: (1) exclude from the meaning of "air pollutant" carbon dioxide, water vapor, methane, nitrous oxide, hydrofluorocarbons, perfluorocarbons, and sulfur hexafluoride; and (2) revise the renewable fuel standard. Repeals: (1) the authorization to withdraw or reissue the "Interagency Cooperation under the Endangered Species Act" rule and the "Endangered and Threatened Wildlife and Plants: Special Rule for Polar Bear"; (2) specified energy efficiency standards for lamps; (3) the prohibition against oil and gas leasing in certain areas of Gulf of Mexico and oil and gas production in the Arctic National Wildlife Refuge; (4) the limitation on using funds for implementing a commercial leasing program for oil shale resources on public land; and (5) the Oil Shale, Tar Sands, and Other Strategic Unconventional Fuels Act of 2005. Requires the Secretary of the Interior to: (1) establish the Alaska Offshore Continental Shelf Coordination Office; and (2) assess the capacity of a storage formation that can retain carbon dioxide. Revises the Coal-to-Liquid Fuel Program. Sets forth provisions concerning loans for the construction of coal-to-liquid facilities and technology. Requires the Secretary of Energy (DOE) to: (1) conduct a natural gas vehicle research, development, and demonstration program; and (2) audit coal-fired electric generation facilities. Provides for: (1) oil and gas leasing in the OCS, the Atlantic Planning Area, the Pacific Planning Area, the Alaska Planning Area, the Gulf of Mexico Planning Area, and the Coastal Plain; (2) the leasing of oil shale resources; and (3) the treatment of revenues received through oil shale or tar sand leases. Authorizes the Secretary of the Interior to designate certain Coastal Plain lands, including the Sadlerochit Spring area, as Special Areas requiring special management and regulatory protection. Requires the DOE Secretary to implement a Nuclear Power 2010 Program and establish a National Nuclear Energy Council. Authorizes the DOE Secretary to use amounts in the Waste Fund to make grants or contracts with private sector entities for the recycling of spent nuclear fuel. Requires the Administrator of the Environmental Protection Agency (EPA) to conduct a research and demonstration program to evaluate the air quality benefits of ultra-clean Fischer-Tropsch transportation fuel.

Commends the volunteers who run the Intermediate Space Challenge and the Mojave Air and Space Port for opening its facility to the young leaders of the future in science and engineering fields. Encourages teachers and school administrators across the country to implement similar programs to stimulate students and infuse them with a love of engineering, mathematics, and science.

New Frontier Congressional Gold Medal Act - Authorizes the President to present gold medals, on behalf of Congress, to: (1) the astronauts of the Apollo 11 mission to the surface of the moon, Neil A. Armstrong (the first human to walk on the moon), Edwin E. "Buzz" Aldrin Jr. (pilot of the lunar module Eagle and second person to walk on the moon), and Michael Collins (pilot of their command module Columbia) in recognition of the first lunar landing, on July 20, 1969; and (2) John Herschel Glenn, the first American to orbit the Earth, on February 20, 1962.

Iran Refined Petroleum Sanctions Act of 2009 - Expresses the sense of Congress that: (1) diplomatic efforts to address Iran's illicit nuclear efforts, unconventional and ballistic missile development programs, and support for international terrorism are more likely to be effective if the President is empowered with explicit authority to impose additional sanctions on the government of Iran; (2) U.S. concerns regarding Iran are strictly the result of that government’s actions; and (3) the people of the United States have feelings of friendship for the people of Iran and regret that developments in recent decades have created impediments to that friendship. States that it should be U.S. policy to: (1) support international diplomatic efforts to end Iran's uranium enrichment program and its nuclear weapons program; (2) encourage foreign governments to direct state-owned and private entities to cease all investment in, and support of, Iran's energy sector and all exports of refined petroleum products to Iran; (3) impose sanctions on the Central Bank of Iran and any other Iranian financial institution engaged in proliferation activities or support of terrorist groups; and (4) work with allies to protect the international financial system from deceptive and illicit practices by Iranian financial institutions involved in proliferation activities or support of terrorist groups. Amends the Iran Sanctions Act of 1996 to direct the President to impose two or more current sanctions under such Act if a person has, with actual knowledge, made an investment of $20 million or more (or any combination of investments of at least $5 million which in the aggregate equals or exceeds $20 million in any 12-month period) that directly and significantly contributed to Iran's ability to develop its petroleum resources. (Under current law the sanction thresholds are $40 million, $10 million, and $40 million, respectively.) Directs the President to impose: (1) sanctions established under this Act (in addition to any current sanctions imposed under the Iran Sanctions Act of 1996) if a person has, with actual knowledge, sold, leased, or provided to Iran any goods, services, technology, information, or support that would allow Iran to maintain or expand its domestic production of refined petroleum resources, including any assistance in refinery construction, modernization, or repair; and (2) sanctions established under this Act if a person has, with actual knowledge, provided Iran with refined petroleum resources or engaged in any activity that could contribute to Iran's ability to import refined petroleum resources, including providing shipping, insurance, or financing services for such activity. Establishes additional sanctions prohibiting specified foreign exchange, banking, and property transactions. Includes references to refined petroleum resources in a presidential report to Congress requesting waiver of sanctions for purposes of national interest. Requires that the President immediately investigate a person upon receipt of credible information that such person is engaged in prohibited investment or other activity. Defines "credible information" as public or classified information or reporting supported by other substantiating evidence. Includes among the exceptions to the imposition of sanctions a situation in which the President determines in writing that the person to which the sanctions would otherwise be applied is: (1) a citizen or resident of a country that is a participant in the Proliferation Security Initiative; or (2) a foreign person organized under the laws of such country and is a subsidiary of a U.S. person. Directs the President to report to the appropriate congressional committees every six months regarding any person who has: (1) provided Iran with refined petroleum resources; (2) sold, leased, or provided to Iran any goods, services, or technology that would allow Iran to maintain or expand its domestic production of refined petroleum resources; or (3) engaged in any activity that could contribute to the enhancement of Iran's ability to import refined petroleum resources. States that the term "petroleum resources" includes petroleum, petroleum by-products, oil or liquefied natural gas, oil or liquefied natural gas tankers, and products used to construct or maintain pipelines used to transport oil or compressed or liquefied natural gas. (Under current law the definition of the term "petroleum resources" is limited to petroleum and natural gas resources.) Jacob K. Javits Gifted and Talented Students Education Enhancement Act - Creates a part E (Gifted and Talented Students) under title II of the Elementary and Secondary Education Act of 1965. Directs the Secretary of Education to make grants to, or contract with, states, local educational agencies (LEAs), institutions of higher education (IHEs), and other public or private agencies and organizations to assist them in meeting the educational needs of gifted and talented students, including by training school personnel in the identification and education of gifted and talented students. Requires the Secretary to establish a National Research Center for the Education of Gifted and Talented Children and Youth through grants to, or contracts with, one or more IHEs, states, or a combination or consortium of such entities and other public or private agencies and organizations. Directs the Secretary to make grants to states, based on each state's share of individuals aged 5-17, to fund competitive subgrants to LEAs for the development or expansion of gifted and talented education programs. Gives highest part E funding priority to programs and projects designed to develop new information that: (1) improves the capability of schools to identify and serve gifted and talented students; and (2) assists schools in identifying and providing services to gifted and talented students who may not be identified and served through traditional assessment methods.

Directs the President pro tempore of the Senate and the Speaker of the House of Representatives to make appropriate arrangements for the award of a single gold medal in honor of the Women Airforce Service Pilots (WASP) collectively, in honor of their pioneering military service and exemplary record, which forged revolutionary reform in the U.S. Armed Forces. Expresses the sense of Congress that the Smithsonian Institution shall make the medal available for display elsewhere, particularly at other locations associated with the WASP.

Amends the Emergency Economic Stabilization Act of 2008 (EESA) to grant any financial institution that has received or receives a direct capital investment under the Troubled Asset Relief Program (TARP) the right to repay it immediately. Requires the Secretary of the Treasury to accept such a payment unconditionally.

North Korea Sanctions and Diplomatic Nonrecognition Act of 2009 - Continues diplomatic, economic, and military sanctions against the government of North Korea as a supporter of international terrorism until the President certifies to Congress that North Korea: (1) is no longer engaged in the illegal transfer of missile or nuclear technology, particularly to Iran and Syria; (2) is not assisting foreign terrorist organizations, engaged in counterfeiting U.S. currency, or engaged in illicit narcotics traffic; (3) has released specified U.S. citizens, Japanese nationals, and surviving Korean War prisoners of war; (4) has undertaken specified family reunification actions; and (5) has undertaken specified penal reforms. Continues diplomatic nonrecognition of North Korea until such benchmarks have been met. Directs the President, in the case of a North Korean missile or rocket launch in violation of U.N. Security Council Resolutions 1695 and 1718, to instruct the U.S. Permanent Representative to the United Nations to use U.S. influence to secure adoption of a Security Council resolution condemning North Korea's action and requiring implementation of comprehensive sanctions against North Korea.

Expresses: (1) concern over the threat posed by nuclear, chemical, and biological weapons and related delivery systems in the hands of states that sponsor terrorism, such as Iran; and (2) support for the deployment of U.S. missile defense assets in Europe to address the growing missile threat posed by rogue regimes. Urges the President to expedite the deployment of components of an operational U.S. missile defense system in Europe. Requests the President to report annually to Congress on steps taken to move forward with such deployment. States that the United States shall continue its support for the missile defense of key allies against attacks by rogue regimes.

New Alternative Transportation to Give Americans Solutions Act of 2009 - Amends the Internal Revenue Code to: (1) allow an excise tax credit through 2027 for alternative fuels and fuel mixtures involving compressed or liquefied natural gas; (2) allow an income tax credit through 2027 for alternative fuel motor vehicles powered by compressed or liquefied natural gas; (3) modify the tax credit percentage for alternative fuel vehicles fueled by natural gas or liquefied natural gas; (4) allow a new tax credit for the production of vehicles fueled by natural gas or liquefied natural gas; and (5) extend through 2027 the tax credit for alternative fuel vehicle refueling property expenditures for refueling property relating to compressed or liquefied natural gas and allow an increased credit for such property. Requires 50% of all new vehicles purchased or placed in service by the U.S. government by December 31, 2014, to be capable of operating on compressed or liquefied natural gas. Authorizes the Secretary of Energy to make grants to manufacturers of light and heavy duty natural gas vehicles for the development of engines that reduce emissions, improve performance and efficiency, and lower cost.

Consumer Product Safety Solutions Act of 2009 - Amends the Consumer Product Safety Improvement Act of 2008 to apply the limits on lead in children's products and phthalates in any children's toy or child care article: (1) for a limited time, only to items manufactured after a certain date; and (2) thereafter, to all such items regardless of when manufactured. Requires the Consumer Product Safety Commission (CPSC) to issue a rule on related testing methodologies. Allows the CPSC to exclude a specific item from the lead limits if the the CPSC finds that the lead in the item will not result in the absorption of lead into the human body in excess of the limits. (Current law allows the CPSC to so exclude if it will not result in the absorption of any lead into the human body.) Allows a manufacturer to not test for or certify lead or phthalate limit compliance if each component of the product has been tested and certified by the component's manufacturer. Authorizes the CPSC to exempt a product or product category from a current requirement to certify compliance with all rules, bans, standards, or regulations under any Act the CPSC enforces if the requirement is unduly burdensome or cost prohibitive in relationship to the product or product category's risk, or not practical due to the product or product category's intended use. Allows the CPSC to extend the application of, or exempt manufacturers, distributors, or retailers from, any provision of the Act or its amendments if a delay or exemption would better promote public safety and be in the public interest. Requires the CPSC to develop and make available on its website a guide to assist small businesses in complying with any Act enforced by the CPSC.

Urges the countries in Central and Eastern Europe which have not already done so to return looted and confiscated properties to their rightful owners or, where restitution is not possible, provide equitable compensation. Calls on the President to send a high-level official, such as the Secretary of State, to represent the United States at the Conference.

Observes the 15th anniversary of the Rwandan genocide which claimed the lives of an estimated 800,000 people. Remembers those who were lost and honors those who sought to stop the genocide. Recognizes that genocidal forces have again been unleashed in Darfur, Sudan. Commends the Rwandan peacekeepers' efforts to protect civilians in Sudan. Urges all nations to uphold the Convention on the Prevention and Punishment of the Crime of Genocide and seek to halt genocide wherever it may occur.

Breast Cancer Education and Awareness Requires Learning Young Act of 2009 or EARLY Act - Amends the Public Health Service Act to direct the Secretary of Health and Human Services (HHS), acting through the Director of the Centers for Disease Control and Prevention (CDC), to conduct a national evidence-based education campaign: (1) to increase public awareness regarding the threats posed by breast cancer to young women, including the particular risks faced by certain ethnic and cultural groups; and (2) focusing on awareness of risk factors and achieving early detection through community-centered informational forums, public service advertisements, and media campaigns. Directs the Secretary to award grants to entities to establish national multimedia campaigns that: (1) will encourage young women to be aware of their personal risk factors, strategies for increasing early detection and self awareness, evidence based preventative lifestyle changes, and other appropriate breast cancer early detection and risk reduction strategies; (2) will encourage young women of specific higher-risk populations to talk to their medical practitioners about those risks and methods for appropriate screening and surveillance; and (3) may include advertising through specified media. Requires the Secretary, acting through the Director, to: (1) establish an advisory committee to assist in creating and conducting the public education campaign; (2) conduct an education campaign to increase awareness among health care professionals; and (3) conduct prevention research. Directs the Secretary to award grants to organizations and institutions to provide to young women diagnosed with breast cancer substantive assistance and health information from credible sources on: (1) education and counseling regarding fertility preservation; (2) social, emotional, psychosocial, financial, lifestyle, and caregiver support; (3) familial risk factors; and (4) risk reduction strategies to reduce recurrence or metastasis.

Applauds the work of the Tower of Hope in providing such dogs to such veterans. Expresses gratitude and support to volunteers and donors who offer time and funds to such program. Encourages the public to support wounded veterans by volunteering or donating to help train assistance dogs. Calls for the vigorous promotion of the benefits of assistance animals. Supports creation of a Tower of Hope Day in honor of wounded veterans and their service dogs, the work of the Tower of Hope, and the many generous donors.

Safe Highways and Infrastructure Preservation Act - Prohibits a state from prescribing or enforcing any regulation that allows a restricted property-carrying unit (any trailer, semitrailer, container, or other property-carrying unit longer than 53 feet, except for a fire-fighting unit) to operate on the National Highway System (NHS) (including the Interstate System), unless the operation of such unit is authorized by the state on June 1, 2008, and in actual and lawful operation on a regular or periodic basis (including seasonal operations) on or before that date. Prohibits a state from allowing the operation of a commercial motor vehicle combination on the NHS (except a vehicle or load that cannot be dismantled or divided easily, and that has been issued a special permit under state law) with more than one property-carrying unit (excluding the truck tractor) whose property-carrying units are more than: (1) the maximum combination trailer, semitrailer, or other type of length limitation allowed by state law on June 1, 2008; or (2) the length of the property-carrying units of those commercial motor vehicle combinations, by specific configuration, in actual and lawful operation on a regular or periodic basis (including continual seasonal operation) in such state on or before June 1, 2008. Prohibits a state from allowing the operation of a vehicle or combination (other than a longer combination vehicle) exceeding Interstate weight limits on the Interstate System unless its operation was lawful: (1) on July 1, 1956; (2) in the case of the overall gross weight of any group of two or more consecutive axles, on the date of enactment of the Federal-Aid Highway Amendments of 1974; or (3) under a special permit pursuant to state (grandfather) law. Declares that Interstate weight limitations on vehicles and combinations (other than longer combination vehicles) that operate on the Interstate System shall also apply to such vehicles and combinations that operate on non-Interstate segments of the NHS, unless: (1) such segments are subject to lower state weight limits; or (2) a state allows the operation of any vehicle or combination on an existing non-Interstate segment of the NHS that could be so operated lawfully on June 1, 2008.

Common Sense English Act - Amends the Civil Rights Act of 1964 to declare that, notwithstanding any other equal employment opportunity provisions of the Act, it is not an unlawful employment practice for an employer to require employees to speak English while engaged in work.

Expresses the sense of the House of Representatives that: (1) the Department of Veterans Affairs (VA) should take full responsibility for financing the health-care benefits earned by veterans with service-connected disabilities; (2) the purchase of supplemental health insurance by a veteran should not be grounds for reducing the federal government's obligation to such veteran; and (3) the VA should not implement policies that discourage disabled veterans from purchasing supplemental health insurance coverage for themselves and their families.
