Fiscal Responsibility Using Government Accountability Laws Act of 2014 or the FRUGAL Act - Requires the Treasury Inspector General for Tax Administration to analyze the extent to which taxpayers are reporting existing foreign accounts and are circumventing or properly utilizing offshore voluntary disclosure initiatives and programs. Requires the Internal Revenue Service (IRS) to: (1) increase educational outreach concerning taxpayer offshore tax obligations, and (2) report to Congress on closing offshore tax loopholes and increasing revenue collection from offshore sources. Requires the Federal Acquisition Regulation to be revised to include guidelines for federal agencies to use reverse auctions, an electronic auction in which offerors compete by submitting bids or revised bids for a contract, task, or delivery order until the award is made to the offeror with the lowest bid. States that the guidelines should ensure that reverse auctions uphold high quality standards and that small businesses can continue to participate in the procurement process. Requires the Board of Governors of the Federal Reserve System to develop and implement a plan to reduce spending on coin inventory management.

Veterans Health Administration Management Improvement Act

Veterans Health Administration Management Improvement Act - Directs the Comptroller General (GAO) to: (1) conduct a five-year management review of the Veterans Health Administration (VHA) of the Department of Veterans Affairs (VA); and (2) submit annual reports to Congress on the matters reviewed, including recommendations for improving the VHA's management. Directs the Secretary of the VA to establish a five-year pilot program to improve the VHA's management and accountability that: gives VHA employees an opportunity to learn, implement, and identify successful means of advancing the VHA's management and the delivery of care and services; and improves the management and delivery of care and services at VA medical facilities by implementing the GAO's recommendations, and any other appropriate recommendations, regarding the VHA's planning and evaluation capabilities. Requires the Secretary, during such pilot program, to: (1) establish an annual performance plan that uses logic modeling and risk assessment to coordinate the VA's operations with its goals; and (2) prepare an annual organization evaluation plan for the VHA that is informed by the GAO's recommendations. Establishes an Office of the Management and Accountability Ombudsman within the VA to: assist the Secretary in conducting the pilot program; conduct inspections of VHA medical facilities, including non-VA facilities that provide VA contract care; and work with the Secretary and VHA employees in identifying and resolving problems with the VHA's management, administration, and delivery of care. Directs the GAO to review each budget the President submits to Congress during 2015-2020 to evaluate the proposed budget for VA health care. Establishes a Veterans' Bill of Rights regarding health care, which is to be prominently displayed in each VA medical facility and about which the Secretary shall conduct outreach to veterans and ensure that VA employees receive training.

Responsive and Efficient Appeals Courts for Heroes Act of 2014 - Authorizes the Court of Appeals for Veterans Claims, acting as a panel or en banc, to hear class action appeals in accordance with specified procedures. Allows one or more appellants to bring such a class action as the representative party on behalf of all members of such class if: there is at least one question of law or fact common to the class, the class is likely to consist of at least 50 members, the resolution of the common questions of law or fact is likely to have a material effect on the claims of the members of the class, and the representative party will fairly and adequately protect the interests of the class. Gives an appellant 60 days after filing an appeal to file a motion with the Court to certify the appeal as a class action with respect to an issue that the appellant intends to raise. Allows the Court to waive such 60-day period for good cause shown. Requires the Secretary of Veterans Affairs (VA), upon the filing of such motion, to: (1) make reasonable efforts to determine the approximate number of individuals with pending claims for benefits for whom class certification is sought, and (2) file a response. Requires the Court, after the Secretary has filed such response, to determine by order whether to grant class certification with respect to an issue considered under the appeal and allow the appellant to act as the representative party of the class. Requires that order, if certification is granted, to: (1) define the class and issue for which the class is certified, and (2) appoint counsel for the class. Authorizes the Court, acting as a panel or en banc, to alter or amend an order before final judgement. Requires the Court to include in the class only individuals who have, as of the date of the Court's entry of judgment on the class action, filed a claim that has not been finally resolved. Allows the Court to stay the individual claims of class members during the period the Court is considering the class action. Requires the Court to allow a veterans' organization to intervene in a class action appeal if the organization has an interest in the common questions of law or fact in the class action. Requires the Court's permission before the appeal and a common issue of law or fact may be settled, voluntarily dismissed, compromised, or remanded by agreement. Allows any member of the class, or an individual who would have been a member of the class if certification was granted, to appeal any decision of the Court to the U.S. Court of Appeals for the Federal Circuit. Sets the salary of the Court's judges at the rate applicable to federal appellate court judges. (Currently, their salary is set at the rate applicable to federal district court judges.)

Veterans' Whistleblower and Patient Protection Act of 2014 - Establishes within the Department of Veterans Affairs (VA) an Office of Whistleblower and Patient Protection. Requires the Director of such Office to establish a dedicated Internet website and toll-free telephone number for any individual to file a complaint regarding an alleged prohibited personnel practice committed by a VA officer or employee or the safety of a patient at a VA medical facility. Directs the Secretary of Veterans Affairs to refer to the Director for investigation any such complaint the Secretary receives directly. Prohibits the Secretary from referring any such complaint to any other element of the VA. Requires the Secretary to ensure that VA employees located at a medical facility are able to efficiently refer any such complaints received to the Director. Prohibits the Director from disclosing the identity of any individual who files such a complaint without the individual's consent, except when necessary because of an imminent danger to public health or safety or imminent violation of any criminal law. Requires the Director to: (1) investigate each complaint to determine whether there is a substantial likelihood that it discloses a violation of any law, rule, or regulation, gross mismanagement, gross waste of funds, abuse of authority, or substantial and specific danger to public health and safety; (2) make such determination within 240 days after its receipt; (3) notify the Secretary upon making a positive determination and refer the complaint, as appropriate, to the head of the appropriate federal department or agency; and (4) coordinate with the VA's Inspector General and Special Counsel to avoid duplicative actions.

Partnership to Strengthen Homeownership Act of 2014 - Amends the National Housing Act to remove the Government National Mortgage Association (Ginnie Mae) from the Department of Housing and Urban Development (HUD) and establish it as an independent entity, with a Director in place of the Secretary of Housing and Urban Development. Transfers to Ginnie Mae the powers, duties, personnel, and property of Federal Housing Finance Agency (FHFA), which is hereby abolished. Establishes within Ginnie Mae the Issuing Platform, available for use only by eligible originators and aggregators of mortgages, to issue standardized mortgage-backed securities. Requires Ginnie Mae to establish: (1) a method of assessing a national average single-family house price for use in calculating the loan limits for single-family mortgage loans, and (2) an insurance fund and insure 100% of each security issued by the Platform. Prescribes requirements for: (1) a participating mortgage originator or aggregator to deliver to the Platform a pool of eligible mortgage loans; and (2) the Platform, upon receiving a pool of eligible mortgages, to create standardized mortgage-backed securities collateralized by such mortgages and transfer them to the mortgage originator or aggregator. Exempts standardized mortgage-backed securities issued by the Platform from federal securities laws. Outlines requirements for: (1) servicing rights, representations, and warranties; (2) insurance for securities issued by the Platform, (3) capital and related solvency standards, and (4) Fund reserve balance. Prescribes requirements for Ginnie Mae's actions if unusual and exigent circumstances have created or threaten to create an anomalous lack of mortgage credit availability within the housing market that could materially and severely disrupt the functioning of the housing finance system of the United States. Prohibits Ginnie Mae, in exercising such authority, from: (1) bailing out approved entities or affiliates, or (2) assisting companies to avoid bankruptcy. Amends the Federal Home Loan Bank Act to make any lender of home mortgage loans eligible to become a member of a Federal Home Loan Bank. Requires each such Bank to provide pooling services to both members and non-members who wish to pool eligible mortgages for purposes of securitizing them through the Issuing Platform. Directs the Director of Ginnie Mae to: (1) prohibit the government-sponsored enterprises (GSEs) (Federal National Mortgage Association [Fannie Mae] and the Federal Home Loan Mortgage Corporation [Freddie Mac]) after a specified certification date from issuing, guaranteeing, or purchasing any security backed by mortgages on 1- to 4-family residences except as specifically authorized by this Act; (2) permit a GSE to act until a certain time as a participating aggregator of eligible mortgages for securitization if the business volume of their originators is insufficient to allow them to aggregate and securitize such mortgages; and (3) allow a GSE to act as a reinsurer for a mortgage-backed security until the GSE goes into receivership under this Act. Requires each GSE to establish a risk-sharing pilot program to develop private sector first-loss positions on mortgage-backed securities. Continues the current conservatorships of the GSEs until the commencement of mandatory receivership under this Act. Requires the Director to appoint Ginnie Mae as receiver of the GSEs by a certain date. Prescribes requirements for winding down the GSEs. Directs the Director to direct Fannie Mae and Freddie Mac to develop a plan to establish a multifamily subsidiary for purposes of providing sufficient multifamily housing financing and establishing a competitive multifamily housing market for multifamily housing guarantors engaging in multifamily covered securities. Makes necessary transfers of Fannie Mae and Freddie Mac functions to the multifamily subsidiary. Directs the Director to develop, adopt, publish, and enforce standards for the approval of multifamily guarantors to: (1) issue securities collateralized by eligible multifamily mortgage loans, and (2) guarantee the timely payment of principal and interest on such securities collateralized by eligible multifamily mortgage loans and insured by Ginnie Mae. Amends the Housing and Community Development Act of 1992 to allow Ginnie Mae to securitize multifamily loans insured or reinsured under such Act under certain circumstances. Requires the Platform in each fiscal year to: (1) charge and collect a certain fee for the outstanding principal balance of all eligible mortgage loans that collateralize securities insured under this Act and all other mortgage loans collateralizing securities on which Ginnie Mae guarantees the timely payment of principal and interest; and (2) allocate or otherwise transfer on an annual basis specified percentages of such fee amounts to fund the Housing Trust Fund, the Capital Magnet Fund, and the Market Access Fund (which Ginnie Mae is directed to establish). Amends the Safety and Soundness Act with respect to the Housing Trust Fund and housing for Indians. Amends the Federal Home Loan Bank Act to authorize Federal Home Loan Banks to make long-term secured advances to their members to provide funds to community development financial institutions. Requires a Federal Home Loan Bank, at the time of origination or renewal of a loan or advance, to obtain and maintain a security interest in collateral eligible pursuant to any secured loan for a community development financial institution.

Clay Hunt Suicide Prevention for American Veterans Act or the Clay Hunt SAV Act - Requires the Secretary of Veterans Affairs (VA) and the Secretary of Defense (DOD), at least annually, to each arrange for an independent third party evaluation of, respectively, the VA and DOD mental health care and suicide prevention programs. Requires a board reviewing the discharge or dismissal of a former member of the Armed Forces whose application for relief is based at least in part on post-traumatic stress disorder or traumatic brain injury related to military operations or sexual trauma, to: (1) review the medical evidence from the VA or a civilian health provider that is presented by the former member; and (2) review the case, with a presumption of administrative irregularity, and place the burden on the VA or DOD to prove, by a preponderance of the evidence, that no error or injustice occurred. Directs the VA Secretary to publish an Internet website that serves as a centralized source to provide veterans with regularly updated information regarding all of the VA's mental health care services. Requires the VA Secretary and the DOD Secretary to enter into certain strategic relationships to facilitate: the mental health referrals of members of the reserve components who have a service-connected disability and are being discharged or released from the Armed Forces, timely behavioral health services for such members, communication when such members are at risk for behavioral health reasons, and the transfer of documentation for line-of-duty and fitness-for-duty determinations. Requires the VA Secretary to carry out a three-year pilot program to repay the education loans relating to psychiatric medicine that are incurred by individuals who: are eligible to practice psychiatric medicine in the Veterans Health Administration (VHA) or are enrolled in the final year of a residency program leading to a specialty qualification in psychiatric medicine, demonstrate a commitment to a long-term career as a psychiatrist in the VHA, and agree to a period of obligated service with the VHA in the field of psychiatric medicine. Directs the VA Secretary to carry out a program, as part of the Yellow Ribbon G.I. Education Enhancement Program, under which the VA Secretary and an institution of higher education (IHE) agree to cover the full cost of charges not covered by post-9/11 educational assistance that are incurred by veterans who: (1) are pursuing an advanced degree in mental health at the IHE, and (2) intend to seek employment as a mental health professional in the VA. Allows the VA Secretary to cover up to 64% of those charges, if the school covers the remainder. Requires the DOD Secretary to submit to Congress a zero-based review of the staffing requirements for individual State National Guard Commands with respect to Directors of Psychological Health. Directs the VA Secretary to establish a pilot program at not less than five Veterans Integrated Service Networks (VISNs) to assist veterans transitioning from active duty and to improve the access of veterans to mental health services. Requires the pilot program at each VISN to include: (1) a community oriented veteran peer support network, and (2) a community outreach team for each medical center in such VISN.

Authorizes the Secretary of Veterans Affairs, based upon such determination, to recruit and appoint highly qualified health care providers to positions in those occupations. Requires the Secretary to submit biennial reports assessing the staffing of each VA medical facility, including: (1) information on wait times and workload levels, (2) a plan to fill staffing shortages, and (3) an analysis of succession planning. Directs the Secretary to implement a clinic management training program to provide in-person, standardized education on health care management to all managers of, and health care providers at, VA medical facilities, including training on how to: (1) manage the schedules of health care providers, (2) optimize the use of technology, (3) use data to meet the demand for health care, (4) use the VA appointment scheduling system, and (5) use physical plant space at VA facilities to ensure efficient flow and privacy for patients and staff.

Summer Meals Act of 2014 - Amends the Richard B. Russell National School Lunch Act to redefine "areas in which poor economic conditions exist," where the summer food service program for children may operate, as areas in which at least 40% (currently, 50%) of the children have been determined to be eligible for free or reduced price school meals under the school lunch and breakfast programs. Reimburses service institutions (other than school food authorities) for up to one meal and one snack per child each day during after-school hours, weekends, and school holidays during the regular school calendar. (Currently, such institutions are reimbursed for meals and snacks served to children over the summer months or to children who are on vacation under a continuous school calendar.) Authorizes the Secretary of Agriculture (USDA) to award competitive grants to service institutions to increase participation in the summer food service program for children at congregate feeding sites through innovative approaches to limited transportation and mobile meal trucks. Allows service institutions that are participating in the summer food service program for children to serve up to three meals, or two meals and one snack, during each day of operation. (Currently, this option is reserved for camps and service institutions that serve meals primarily to migrant children.)

Doctors Helping Heroes Act of 2014 - Amends the Immigration and Nationality Technical Corrections Act of 1994 to make permanent the J-1 visa waiver program (Conrad state 30/medical services in underserved areas). Excludes from numerical immigration limitations alien physicians who have completed national interest waiver requirements by working in a health care shortage area (including alien physicians who completed such service before enactment of this Act and any of their spouses or children). Sets forth specified employment protections and contract requirements for alien physicians working in underserved areas. Increases the number of alien physicians that a state may be allocated from 30 to 35 per fiscal year in specified circumstances. Provides for additional increases or decreases based upon demand. Provides up to three visa waivers per fiscal year per state for physicians in academic medical centers. Permits dual intent for an alien coming to the United States to receive graduate medical education or training, or to take examinations required for graduate medical education or training. Exempts from specified entry limitations H-1B nonimmigrant aliens seeking to enter the United States to pursue graduate medical education or training. Amends the Immigration and Nationality Act to authorize waiver of the two-year foreign residency requirement for an alien who has received graduate medical eduction or training in the United States and seeks to apply for an immigrant visa or permanent resident status if: the Secretary of Veterans Affairs (VA) determines that VA facilities are not capable of furnishing covered health services to eligible veterans because they lack the required personnel or cannot provide timely and reasonable access; and the head of the appropriate state agency determines that the alien will practice medicine in a Veterans Health Administration facility, the alien physician's work is in the public interest, and such waiver would not cause the number of waivers allotted for that state for that fiscal year to exceed five.

Underserved Veterans Access to Health Care Act - Directs the Secretary of Veterans Affairs (VA) to establish medical residency programs, or ensure a sufficient number of residency positions in medical residency programs, at VA medical facilities that the Secretary determines: (1) are experiencing a shortage of physicians, and (2) are located in communities that are designated as a health professional shortage area. Requires the Secretary to determine the specialty of health care professionals that a location is experiencing a shortage of and allocate residency positions based on such determination. Directs the Secretary, during the five-year period beginning on the enactment of this Act, to establish not fewer than 2,000 graduate medical education residency positions, giving priority to VA medical facilities that: (1) do not have medical residency programs, and (2) are located in communities that have a high concentration of veterans.
